The paper analyses how documents, particularly ration cards and voter IDs, mediate and constitute urban citizenship claims, especially on the part of the poor to gain access to welfare services in Delhi. It examines how citizenship is claimed, negotiated, performed, and realized through various documentary, inscriptive, and enumeration counter-tactics. Enumeration counter-tactics include letter-writing, office visits, self-surveys, the solicitation of information through the Right to Information policy, and the production of counterfeit documents. In this respect, I argue that the bureaucratic calculations marked by arbitrariness and indeterminacy remain a predominant mode of urban governance and dispossession. Yet these calculations also precipitate counter-tactics by the poor, drawing our attention to the heterogeneous character of the state. The counter-tactics provide an understanding into the ways in which communities implicate themselves with the state by forging relationships, establishing and inventing kinship ties, and subverting social hierarchies in unanticipated ways. At present, China's big health industry is developing rapidly, but due to its characteristics of heavy assets, slow returns and public welfare attributes, the further development of the big health industry is mostly restricted by factors such as policy supervision, capital reserves, technology and technology [iResearch, 2019]. The introduction of the PPP model into the field of general health is conducive to the formation of benefit sharing, risk sharing and long-term cooperative relations between the government and the market [Ding C et al.,2019]. This article analyzes the legal concerns of the PPP project financing process in the big health industry, discusses the design of appropriate system construction, legalizes the space for the legalization of financing rules at the legal level, and then straightens out the system and conditions for the realization of PPP project financing in the big health industry in China so that The health industry will become a new growth point for China's economic development in the future. Should Poverty Reduction Strategy Papers (PRSPs) be the tool for implementing the new Sustainable Development Goals, as they were for the Millennium Development Goals? Surprisingly, despite the controversies around them, there has never been a quantitative evaluation of PRSPs. This paper estimates the impact of having a PRSP on various targets of the Millennium Development Goals. Results suggest that countries under PRSP treatment achieve much greater reductions than control countries, in head count poverty and infant mortality, while also achieving greater improvements in primary school enrolments and gender parity. Objective: The aim of this study was to compare the 30-day emergency department (ED) return rate between patients given a Take Home Medication pack (THM) versus a standard paper prescription (SPP) prior to discharge. Methods: This was an observational, prospective cohort study in an urban, university-affiliated, level I trauma center. Patients were identified through daily pharmacy reports. Consecutive adult patients discharged from the ED with either a THM or equivalent SPP were included. For each patient, baseline characteristics including age, gender, primary care provider (PCP), primary language, ethnicity, marital status, and insurance status were recorded from the electronic medical record (EMR). Review of the EMR was used to determine whether patients returned to the ED within 30 days and whether the return visit was for all-causes or for the same complaint targeted by the THM or SPP from the index visit. Similarly, visits to other providers in the health system within 30 days were recorded. Results: A total of 711 patients were included in the study, with 268 receiving a THM and 443 receiving a SPP. In comparison with the SPP group, the THM group was more likely to have an all-cause return (Relative Risk [RR] = 1.7, P < .01). Variables associated with increased odds of returning to the ED within 30 days included study group (adjusted Odds Ratio [aOR]: 1.7), male gender (aOR: 1.6), African American ethnicity (aOR: 3.0), public insurance (aOR: 3.3), and institutional financial assistance (aOR: 5.0). The difference between study groups for index visit complaint-specific returns was not significant. Conclusions: Patients receiving a THM demonstrated a higher all-cause return rate than patients receiving a SPP. A randomized study is needed evaluating the effect of THM on return ED visits. The article discusses knowledge, agriculture and social welfare. Recent large gains in agricultural production in several developing countries have captured the imagination. The additional wheat and rice is a worthy achievement, which has been personalized by a Nobel Peace Prize. The soft phrase, "Green Revolution," is suddenly popular even among hard-headed scientists. But similar large gains in agricultural production in particular countries have been achieved since the ninety forties. Thus the big change that has occurred in seeing and believing that agricultural production possibilities can be transformed from niggardliness to abundance. Now seeing with increasing clarity that advances in scientific knowledge can contribute to the process of increasing agricultural production, and thereby enhance the welfare of people.

Gordon Tullock's "Welfare Costs of Tariffs, Monopolies, and Theft" is by now widely regarded to be a classic work in public choice. However, like many "classic papers," it was not always so highly regarded. It was rejected at several journals before finding its way to print and arguably took two or three decades to be fully appreciated. Land supply in China is planned by governments, and the supply ratios of various types of land are in relatively rigid administrative control. This paper constructs a DSGE model to study the relationship between land supply marketization in China and economic fluctuations. Moreover, this paper evaluates the social welfare gains from land marketization. We document that the government's land planning constraint impacts consumption and social welfare through the land price and final output, causing resource misallocation losses in aggregate investment and output. Quantitatively, the optimal upper limit of industrial land supply is about 40% to achieve the maximum social welfare. The 1990s witnessed two distinct but related trends in journalism: the rise of public journalism and the emergence of street newspapers. This article contrasts public journalism and street newspapers in an effort to explicate the distinguishing features of each. In doing so, it illuminates the distinctions between liberal-minded media reform movements, such as public journalism, and far more radical alternatives to journalistic practice as represented by street newspapers. Throughout it is argued that street papers are a unique form of communicative democracy. In their capacity as the voice of the poor, street newspapers seek to critically engage the reading public in ongoing deliberations over fundamental issues of economic, social and political justice. Summary: Qualitative and quantitative methods are applied to assess the impact of CIFOR’s political economy research on the Indonesian pulp and paper sector. Key-informant interviews triangulated by trend-series tests suggest important influence through advocacy intermediaries and counterfactuals of slower adoption of improvements. Effects on conservation set-asides, overcapacity, and plantation establishment are estimated to avert loss of 76,000–212,000hectares of natural forest (135,000 under main assumptions). Application of an economic-surplus framework for environmental benefits of forest conservation and avoided implicit wood subsidies finds benefits of US$19 to US$583 million (US$133 million main estimate), compared with US$500,000 of direct research costs. We analyze the drivers of audience size and the number of questions asked in parallel sessions at the annual conference of the German Economics Association. We find that the location of the presentation is at least as important for the number of academics attending a talk as the combined effect of the person presenting and the paper presented. Being a presenter in a late morning session on the second day of a conference, close to the place where coffee is served, significantly increases the size of the audience. When it comes to asking questions, location becomes less important, but smaller rooms lead to more questions being asked. Younger researchers and very senior researchers attract more questions and comments. There are also interesting gender effects. Women attend research sessions more diligently than men, but seem to ask fewer questions than men. Men are less likely to attend presentations on health, education, welfare and development economics than women. Our findings suggest that strategic scheduling of sessions could ensure better participation at conferences. Moreover, different behaviors of men and women at conferences might also contribute to the lack of women in senior scientist positions. [ABSTRACT FROM AUTHOR]

Many women face severe obstacles in accumulating adequate income in later life. The pensions White Paper heralds substantive reform of the pension system, with certain elements assisting women in future to build pension entitlements. The extent to which the reforms will have the desired effect is, however, unclear since the system remains complex and means-tested benefits will remain a substantial element of pensioner income for many in the population. The government has committed to a gender impact assessment of the reforms. It puts the document in the broader context of social care policy development over the last 20 years, and relates it to the views of service users expressed in consultations leading up to its publication. For the past 25 years in Greece, welfare-state reforms have been the result of the interplay between domestic politics and European influences. While pension reform has been aborted, some targeted and small-scale reforms have proven more successful. Wholesale changes of the welfare system have met with strong resistance from private interests and bureaucratic mechanisms. The EU's impact has mostly been felt in the policies of employment, vocational training, regional development and, less so, social assistance. Other welfare-state reforms have remained mostly on paper. However, the Greek welfare regime is gradually undergoing a cognitive change, manifested in the diffusion of social rights, and has adopted EU-driven policy tools for consultation and decision making. The author claims that reformers and outside observers welcomed the governance reforms initiative in the hopes that they will improve EU. The author discusses the concerns raised by the reforms including the possibility that they are doomed to fail.

This paper focuses on the uncertainty and resentment that many persons with disabilities feel concerning their disability services in the welfare state of Finland. This paper elaborates on the theme through the lived citizenship of persons with disabilities using the key theory of disability tax as an analytical tool. The empirical data were collected through an online survey (n = 541) and six group interviews (n = 41) of persons with disabilities in 2023. The disability tax experiences are elaborated through four aspects: (1) rejected applications, (2) uncertain realisation, (3) laborious complaint mechanisms, and (4) the psycho–emotional effect. The findings of this study establish collective experiences of multi-layered disability tax throughout the disability services process. It concludes that disability services, which were originally planned to specifically ensure equal opportunities to participate in society for persons with disabilities, are increasingly becoming the very sources of burden as austerity has silently grown deeper over recent years and has become the clear policy of the current government. In view that Culture and Creative Industries (CCI) are multi-sector, emergent, and complex, this paper couples the theoretical perspective of Margaret Archer's Morphogenetic Approach with Adam Kahane's Tansformative Scenario Planning (TSP) as its strategic framework to discover, articulate, and connect cross-sector (community-based organizations, industry, government, and education) CCI efforts. This study has sought to understand how and in what ways the actions found in the creative sector can be leveraged to enhance participation and ameliorate the outputs of socio-economic efforts across the full spectrum of the greater Seattle region. Thus, though this example it contributes to the creation of vital places of public welfare, where public frameworks and policies nurture accessibility and participate in connected culture and creative ecology. Cyprus is a nation of great history, old and new, that makes up a controversial and often stressful environment in which social work is practiced. The intent of this paper is to highlight the Cypriot context and discuss how the Global Agenda is integrated in it. Drawing on the key objectives of the Global Agenda — promoting social and economic equalities; promoting the dignity and worth of peoples; promoting community and environmental sustainability; and, strengthening recognition of the importance of human relationships — the paper explores the challenges and barriers that social work in the nation faces in an attempt to promote the wellbeing and growth of communities, families and individuals. With consideration to the many and rich initiatives toward increasing social solidarity, collaboration and community engagement, the paper makes suggestions to overcome the challenges that prevent social work from fully committing to the agenda. There are many benefits to be gained from participation in sport and physical activity. There are also many barriers which prevent people from participating, and in particular, from achieving the UK Government recommended guidelines of physical activity. Many people identified as being the least physically active can also be categorised into those groups of people which receive support from social services. Government initiatives currently focus on increasing levels of physical activity within the country to improve health and lower crime. These documents, however, display little association to the Social Work sector, and the contribution and relevance of how social workers can impact on the growing problem of sedentary behaviour. This article identifies the diverse range of obtainable benefits, the barriers to activity, and how sport and physical activity is relevant to social workers. Looking at how social workers can promote participation, through individual methods or as part of a wider strategy, whilst also assessing the limitations encountered with promoting sport and physical activity within the Social Work sector. The article presents a study that aims to compare the key academic journals in Japan and Great Britain. The articles found in the "Studies on Social Work of Japan" journal in 1997 were compared to the articles in the "British Journal of Social Work." These articles were categorized based on the work of Toyomichi Sato. To analyze those articles, Sato has used 61 items which were arranged and sorted into five groups including study methods, social work process studies, explanation study, social work skills and treatment study, and social work practice model and approach study. Some of the findings revealed that the largest number of articles which comprised of 38.6% in the Japanese journal, was on the explanation study group, while only 8.7% fell on social work skills and treatment study.

This article discusses how restrictions on judicial review and the administrative process increase immigration cases in U.S. federal courts. It explains that the presents jurisdiction over immigration law is not well defined by clear limits. It contends that the reforms taken by the U.S. Congress to address the problems in immigration have backfired. It offers suggestions on how to address the problem of increase in immigration cases in federal court of appeals.

Children's services in England are undergoing their most radical transformation since 1948 following the passage of the Children Act 2004. A key part of these changes is the legal requirement to have an Integrated Inspection Framework to assess the extent to which the new Children's Services Authorities have succeeded in meeting five key outcomes—being healthy, staying safe, enjoying and achieving, making a positive contribution and achieving economic well-being. To this end, up to ten national inspectorates have to coordinate their activities to a hitherto unparalleled extent. This article describes the nature and scale of the new remit and identifies a number of unresolved issues that could impede progress. Illustrations of how ideas from community psychology may be integrated with clinical psychological thinking and practice are described from the perspective of a clinical psychologist working in the NHS.
