This paper documents the perceptions and experiences of faculty members in the midst of statewide reform efforts in Virginia and North Carolina to integrate developmental reading and writing courses. Using interview and focus group data from 161 faculty and administrators in both states (combined) as well as three detailed case studies of faculty teaching newly integrated courses, we describe how departments and faculty approached the task of course integration. Findings suggest that while instructors had a generally positive impression of integrating the two disciplines, implementing these new courses was not without challenges. A common approach to course design, which we term "additive," involved combining assignments and activities from the old standalone courses. We identify a range of factors associated with using the additive approach, including conceptions of literacy learning focused on the mastery of discrete skills, professional development aimed at exchanging activities and materials between reading and writing instructors, and lack of a clear framework for an integrated course design. Instructors using the additive approach reported that they could not cover all of the content/activities from the previous courses under the accelerated course structure, and worried they that they were not able to provide students the literacy skills they needed to be successful in college. Yet some faculty used or began to adopt what we call an "integrative" approach to course design in which few standalone components of the previously offered courses remained. Integrative course design tended to emphasize metacognition, extensive text-based writing, and embedded skills and strategy instruction, often offered in a "just-in-time" fashion. Faculty perceived that these more "integrative" course elements were associated with improved literacy learning. The findings presented have implications for creating support resources and professional development for departments and faculty who are new to teaching integrated reading and writing courses. The paper includes several curricular examples which can be adapted and used by faculty teaching integrated developmental courses.

Global youth unemployment is a significant cause of poverty, resulting in the persistent marginalization of populations. Education and career counseling professionals and professionals in policy, research, and practice concur that the consequences of global youth unemployment are dire. But leaders in these domains have not yet come to an agreement on the best ways to face this global challenge. Our analysis of interdisciplinary literature on global youth unemployment is a first step in identifying and formalizing best practices for culturally appropriate career and workforce development worldwide. This research will support education and career counseling professionals in developing appropriate career and psychosocial support interventions, establishing empirical intervention efficacy and other program evaluation protocols, and creating a capacity-building infrastructure for knowledge-sharing across policy, research, and practitioner stakeholder groups. We also include a proposal for next steps to establish rigorous empirical support for these future initiatives.

As postsecondary institutions increasingly integrate technology into developmental education, it becomes important to understand how technology is used in these programs, what challenges institutions have encountered relating to the technology, and what considerations institutional leaders take into account when deciding whether and how to integrate technology in developmental education. This study explores these questions drawing from semi-structured interviews with key personnel from 31 open-access two-year public colleges, 11 broad-access four-year public colleges, and 41 state-level organizations overseeing such colleges. We find that institutions are integrating a variety of instructional, course management, and student support technologies into developmental education. In doing so, institutions have encountered a number of challenges, particularly with regard to end-user difficulties with technology. We also find that evidence of effectiveness of technology for improving educational outcomes was considered by a number of organizations in our sample when making decisions about technology use in developmental education; however, other considerations--particularly those based on costs and resources--were also quite influential. Indeed, such economic considerations were described to us more often than evidence of effectiveness by respondents discussing reasons for using technology in developmental education.

A number of English language proficiency exams target grades K-12 English language learners (ELLs) because of the rising need to identify their needs and provide appropriate support in language learning. A good example is the WIDA ACCESS for ELLs (hereafter ACCESS), designed to measure the English language proficiency of students identified as ELLs. Every year approximately two million K-12 ELLs in the WIDA Consortium take ACCESS. After students complete the exam, score reports are provided to relevant stakeholders, including teachers and parents of the students. Because score reports are widely used by stakeholders for many purposes (e.g., placement, reclassification of ELLs), it is necessary to understand how they are interpreted and used in educational and home settings. Such information could be used to understand the usefulness of score reports and also to enhance their quality. However, there is little research on stakeholders' interpretation and use of score reports, especially in the context of K-12 ELL exams in the Unites States. Existing research is limited to teachers' interpretation of score reports (Impara, Divine, Bruce, Liverman, & Gay, 1991; Luecht, 2003; Underwood, Zapata-Rivera, & VanWinkle, 2007). For example, Impara et al. (1991) investigated the extent to which teachers were able to interpret student-level results on a standardized state assessment and the extent to which interpretive information provided on the reverse side of the student score report improved teacher understanding. Findings suggest that interpretive material helped facilitate teachers' understanding of student scores on the assessment. However, few studies have examined how stakeholders actually use the interpreted information. Moreover, very few (Miller & Watkins, 2010) have examined score reports from the parents' perspective. To gain a deeper understanding of the meaningfulness and utility of score reports, it is necessary to examine both educators' and parents' perspectives. The study on which this paper is based investigated how two stakeholder groups--K-12 ELL educators and parents--interpret and use ACCESS score reports. Findings from qualitative interviews offer implications for score report development in general and how to further enhance the quality of ACCESS score reports. In the study, the authors addressed the following research questions: (1) How do K-12 ELL educators and parents interpret the information in an English proficiency exam score report?; and (2) How do K-12 ELL educators and parents use the information in an English proficiency exam score report?

The narrative of the "skills gap," or the notion that the United States economy suffers because employers are not able to find job applicants with workplace-ready skills (e.g., American Society for Training and Development 2012), has become an influential rallying cry in higher education funding circles in recent years. It is with these gaps in mind that this paper uses a qualitative case study of STEM-related Wisconsin postsecondary institutions and businesses, based on interviews with employer and educator respondents, to explore the following questions: (1) What skills are most highly valued by employers and college educators?; and (2) According to respondents, what social, organizational, or other contextual factors, if any, influence the value and prevalence of these skills? The findings, which were conceptualized with a field theoretical framework from relational sociology (Bourdieu 1998; Martin 2003), suggest not only that employers value noncognitive competencies like work ethic and communication that students internalize through family, friends, education, and work experiences, but also that many postsecondary educators understand how such cultural currency can influence students' future success in a variety of social spheres. Furthermore, employers and educators often discussed these competencies not as singular, isolated "skills," but as multifaceted and situated "habits of mind," inextricably linked as dispositional practices and states of being.

The employability of college students is one of postsecondary education's most pressing concerns in the United States and China, especially when it comes to the possible over-production of bachelor's trained students and "skills gaps" where jobs go unfilled due to inadequately prepared graduates. In response, policymakers are focusing on developing students' human capital, in the form of credentials and cognitive skills acquired in technical colleges, so that higher education becomes more aligned with workforce needs. However, the focus on completion and pathways overlooks the role that non-cognitive skills and contextual factors may play in student employability. In this exploratory study we use a cultural capital framework to examine how a group of technical college educators and employers in a large eastern Chinese city conceptualize skills, cultivate them via teaching and training, and utilize them when making hiring decisions. Inductive thematic analyses of interviews, classroom observation, and notes from factory tours with eight educators and two employers revealed the importance of a cultural perspective. Findings include a shared view that both cognitive and non-cognitive skills are essential, a cultural predisposition to lecturing but also a growing use of active learning techniques, and the importance of "cultural fit" during the hiring process. The data are used to advance a new cultural framework for conceptualizing college student employability, which indicates that improving students' prospects in the labor market requires integrating non-cognitive skills development in technical college classrooms, and advising students about the cultural underpinnings of the job search process. Finally, implications of different approaches to correcting "skills gaps" in China and the United States, particularly the varying emphases on structural and/or pedagogical reform strategies evident in each country, are considered in light of the need for all students to acquire both cognitive and non-cognitive skills for long-term success.

Informed by a qualitative study involving 24 individuals, each of whom has been recognized as a State Teacher of the Year, this report presents an exploration of the phenomena of teacher morale, motivation and perceptions of job satisfaction as related to professional identity and professional growth in the context of educational change. The findings presented in this report, as well as other sources reflective of the perspectives of State Teachers of the Year (see Bassett, Behrstock-Sherratt, Jacques, & Olson, 2014; Basset et al., 2013), suggest that meaningful professional experiences, supportive and collaborative educational environments, opportunities for teacher leadership, and more direct involvement in the decisions that affect their work lives are significant sources of teachers' motivation, morale and professional identity development throughout one's teaching career.

Drawing on insights from culturally responsive K-12 education frameworks and dual process theory, this qualitative study explores the situated nature of reflective practice among postsecondary faculty and calls for increased critical awareness and institutional support. Through interviews with 21 California research university faculty, this study found that instructors drew on both numeric and non-numeric data forms to engage in reflective practice. This tendency indicates a need for a more holistic, multi-disciplinary, and critical understanding of "data" than what the current accountability movement has imagined. This study's findings also show that although faculty consistently engaged in reflective practice, the outcomes of this reflection were severely limited by both individual bias and institutional constraints. Thus, while we recognize the current budgetary struggles many universities face, we argue that in order to better serve postsecondary students, particularly those from historically underrepresented groups, more institutional support is needed. Postsecondary institutions can play a significant role in facilitating critical examination by providing faculty the necessary space, time, and guidance to engage in critical reflection as well as the appropriate institutional mechanisms to voice concerns and enact change.

In a 2012 paper for the Center for American Progress, "The State of Evaluation Reform," Patrick McGuinn (Drew University) identified the opportunities and challenges facing education agencies in Race to the Top (RTTT) grant-winning states as they prepared for the implementation of new teacher evaluation systems. The 2012 study undertook in-depth comparative case studies of six states: Tennessee, Colorado, Delaware, New Jersey, Rhode Island, and Pennsylvania. For this paper the individuals interviewed in those states two years ago (or their replacements if necessary) were re-interviewed to understand how and why their efforts differ today. By analyzing state implementation efforts at two different points in time, the new study utilizes a longitudinal qualitative approach that can reveal the extent to which states are learning and adapting in this work over time. Rather than the detailed state case studies of State Education Agency (SEA) implementation work provided in the 2012 paper, this report uses a more thematic approach that will synthesize the lessons that have emerged from the field. This paper serves 2 purposes: (1) To provide a snapshot in time (Jan 2015) of SEA implementation efforts around new teacher evaluation systems; and (2) To contrast more recent implementation efforts with those two years earlier to understand the ways in which SEAs have (and have not) learned and adapted their implementation work over time. More specifically, the paper will address the following questions: What kinds of capacity--financial, personnel, technical--have SEAs added to support the implementation of new teacher evaluation systems? What kind of capacity is still lacking? How rapidly and how effectively are states implementing their new teacher evaluation systems? Why do some states appear to be having more success/smoother implementation than others? How are states approaching this implementation work differently from one another--do some approaches appear to be more or less effective than others? What challenges are emerging and how are states addressing these? What lessons can be learned from these "early adopter" states that can inform teacher evaluation reform in the rest of the country? How are states approaching the training of evaluators and the principals and teachers who are supposed to use the evaluations to improve personnel decisions and classroom instruction? How well are new teacher evaluation systems being aligned with other reforms such as the move to Common Core and new assessments? How are states dealing with the challenge of measuring student achievement in non-tested subjects? The following is appended: Interviews Conducted As Part of Research.

Although researchers have explored the impact of instructional coaching and named possible elements believed essential to effective coaching, there has yet to emerge from the literature a coherent model of those essential elements ("active ingredients"). This qualitative study sought to identify those elements through a systematic process beginning with a synthesis of current coaching literature to compile a list of ingredients. Using a modified grounded theory approach, this list was then validated through semi-structured focus group data of teachers and triangulated with focus group data provided by instructional coaches to create a conceptual framework of coaching. Future coaching research can build upon this framework through empirically testing those key components that are necessary for effective coaching.

Community colleges and broad-access four-year institutions have a crucial role to play in increasing educational equity in the United States. In order to fulfill this role, however, institutions must engage in organizational change to address their low completion rates. Drawing on qualitative case studies of six colleges, this study explores the influence of different types of leadership approaches on the implementation of a technology-mediated advising reform, and assesses which types of leadership are associated with transformative organizational change. Expanding on Heifetz's theory of adaptive change and Karp and Fletcher's Readiness for Technology Adoption framework, we find that transformative change requires multitiered leadership with a unified commitment to a shared vision for the reform and its goals.

Research suggests which study strategies are effective but little descriptive research focuses on how undergraduate students study in real-world settings. Thus, the mechanisms of students' actual learning remain a black box for the field of higher education, with far more attention paid to inputs and outputs of the learning process. Using a situative theory of cognition and learning, we analyzed data from 22 focus groups (N = 60 students). Results indicate studying is a multi-faceted process that is initiated by instructor or self-generated cues, followed by marshaling resources and managing distractions (or not), and then study behaviors that include selecting time, setting, and specific strategies. Underlying these behaviors are contextual factors including course material and students' personal lives. The results highlight the importance of self-regulation skills, particularly managing digital distractions, and we suggest that the development of these skills should be more frequently incorporated into instructional design and student support services.

The global competition and related international academic mobility in science and research is rising. Within this context, Europe faces quantitative skills shortages, including an estimate of between 800,000 and one million researchers. Within Europe skills imbalances and mismatches increase, with a growing divergence between countries and regions, in particular between the North and South, in terms of their ability to invest and attract human and financial capital for R&D. As a result intra-European mobility is not only on the rise, but may easily turn from an intended brain circulation into a brain drain--brain gain situation. From a qualitative perspective solutions to the skills shortages and imbalances relevant to science and innovation require the training of a broad mix of skills, which is currently provided to only in a minority of students in European higher education institutions and programmes. Will the intra-European flows of human and financial capital for R&D result in a further concentration of the minds in a limited number of regions or hubs in Europe? Is this (un)avoidable or (un)desirable? The further concentration of talent appears to be Europe's fate. These forces play out quite differently across the various disciplinary fields. In general the "STEM fields" (including engineering, natural, life and medical sciences) are already most internationalized and especially their experimental branches require the highest concentration of financial and human resources for large-scale and high-tech research infrastructure. The current combination of mobility and funding flows and trends seems to cause an increasing concentration of especially high-tech research capacity (in the natural and life sciences) in a limited number of regional hubs, which is likely to the detriment of the broad comprehensive profile of universities in certain weaker regions and countries in Europe. Those institutions may have to choose more specialized profiles, focusing more on less (human and financial) capital intensive fields in the social sciences and the humanities.

The purpose of this study was to determine the trends of recent research papers in foreign language teaching in Turkish context and to give ideas to researchers and policy makers for future studies. Content Analysis method was used in this study. The focus of the study was 189 research papers published between 2009-2013 years in journals indexed in SSCI (94) and the ULAKBIM (95) database in Turkey. Research Papers Classification Form was used as data collection instrument. The papers were scanned in terms of year of the journal, authors, language of the paper, journal index, topic of the paper, research design, data collection tools, sample, sample size and data analysis method. The results revealed that the most frequently studied topics on foreign language teaching and learning from 2009 to 2013 were concept analysis, teaching and learning, the highest number of articles were published in 2013, most of the authors were Turkish, majority of the articles were published in English, quantitative method was used more than qualitative method in research design, undergraduates were the focus of attention as sample group and 31-100 sample size was preferred more than others. An appendix presents the titles of the journals scanned in this study (2009-2013).

Informal science education institutions have been identified as critical participants in helping students succeed in science by working in collaboration with school systems across the country. The results of one such collaboration, the Urban Advantage (UA) program found that participation in UA improved student achievement, on average, by 0.6 standard deviations on the 8th grade New York State Intermediate Level Science exam. However, while some UA schools performed exceedingly well, others performed well below expectations. In the current study, we explore the heterogeneity in the results and look deeper into what may be the cause of this variation, focusing closely on the school-level factors that may help or hinder success. After identifying a set of high and low-performing UA schools, we use qualitative research methods to uncover the ways in which successful schools are implementing UA, as well as other school-level factors that may influence the degree to which the school is able to benefit from the UA program. Identifying these best practices across different school contexts may help UA program staff develop strategies to support UA schools having more limited success. Additionally, findings from this study may aid UA staff in the school selection process, for example choosing schools they previously may not have based on their school-level characteristics. This report summarizes findings from one component of the Consortium for Policy Research in Education's (CPRE) evaluation of the General Electric Foundation's (GEF) "Developing Futures"™ in Education program in Jefferson County Public Schools (JCPS). As described in the CPRE proposal and research design, the purpose was to closely analyze district capacity to support system-­wide instructional improvement. Specifically, this phase focused on a single, overarching question: to what extent has the district central office adopted and institutionalized the core principles of "Developing Futures"™? To answer this question, this evaluation assesses the Jefferson County Public School District's progress in scaling up and institutionalizing seven core elements of "Developing Futures"™. They are: (1) Internal constituency engagement; (2) External constituency engagement; (3) Curriculum and instruction; (4) Professional development for instruction; (5) Professional development for leadership; (6) Management capacity; (7) Evaluation. Based on a thorough review of the research and evaluation literature, a set of indicators was constructed to allow the research team to determine the extent to which there was evidence of effective practice in each of these seven areas. Results indicate that JCPS has made significant progress in curriculum standardization instructional vision setting and formative assessment.

The purpose was to closely analyze district capacity to support system-wide instructional improvement. Specifically, this phase focused on a single, overarching question: to what extent has the district central office adopted and institutionalized the core principles of "Developing Futures"™? To answer this question, this evaluation assesses the Stamford Public School District's progress in scaling up and institutionalizing seven core elements of "Developing Futures"™: (1) Internal constituency engagement: The district engages stakeholders at all levels of the system, and establishes common vision and buy-in for improvement efforts; (2) External constituency engagement: The district engages partner organizations and institutions, parents and the community; and effectively communicates about reform efforts; (3) Curriculum and instruction: The district communicates and supports a system­-wide vision for instructional improvement; (4) Professional development for instruction: The district delivers high-­quality professional development on curriculum, instruction, standards, and assessment; (5) Professional development for leadership: The district delivers high-quality professional development on leadership or management; (6) Management capacity: The district collects and uses data, attracts and develops talent, and evaluates staff performance; and (7) Evaluation: The district monitors and evaluates reform efforts. These seven reform elements were identified through a review of GEF program materials and documentation, and through a close analyses of each districts' reform trajectory over the life of the grant. Based on a thorough review of the research and evaluation literature, a set of indicators was constructed to allow the research team to determine the extent to which there was evidence of effective practice in each of these seven areas. Each area was decomposed into a set of more specific, observable characteristics. Research instruments were designed to elicit evidence of these characteristics in descriptions of central office processes, functions, or overall capacity. Ratings were then assigned to each characteristic based on the prevalence of available evidence using a three-point scale. This report provides ratings for SPS for each indicator and its component characteristics, along with qualitative and survey evidence illustrating and supporting the ratings. Overall, SPS implemented strategies to address each of the indicators discussed in this report: Internal Constituency Engagement, External Constituency Engagement, Curriculum & Instruction, Professional Development-Instructional, Professional Development-Leadership, Management Capacity, and Evaluation. Progress in each of these indicators varied, with the district meeting with greater success in some areas than in others.

Overall, CPS has made significant progress in building system-­wide capacity for instructional improvement by facilitating collaboration, involving all stakeholders in planning and decision-­making, clarifying instructional expectations, and building a robust professional development system. The evidence suggests that instructional practice remains inconsistent in some cases, and that shifting standards and summative assessments pose a challenge for alignment and coherence.

In this paper, the authors draw on empirical data from CCRC's Scaling Innovation project to examine trends in developmental education instructional reform and outline a framework for reform adoption and adaptation. The paper's findings are based on two qualitative data sources: a scan of developmental education reforms that involved changes to curricula, course structure, and/or pedagogy; and fieldwork conducted at 11 colleges working to replicate high-potential instructional innovations developed at other colleges. The data suggest that colleges tend to enact developmental education reforms in ways that may unintentionally undermine their potential benefits. The authors present a framework for engaging practitioners in activities that will increase the impact of their developmental education reforms while strengthening institutional capacity. This chapter investigates digital methods of signification in order to examine the impact of the digital medium on poetic expression. Traditional poetry criticism is problematised with reference to its suitability for application to online works in order to develop a comprehensive ePoetry rhetoric that explores not only what is being said, but also crucially how it is being said. Theories of translation are also used as a context in which to analyse the transposition of poetry from analogue to digital. This framework then forms the basis for a study that explores the move from print to pixel by analysing qualitative ePoet interviews as well as their corresponding ePoems. This is done through an examination of the translation process from analogue to digital within the context of Holmes (1994) translation theories. In particular this chapter also looks at the impact that interactivity and the digital environment have on the traditional characteristics of poetry as proposed by Orr (1996), such as story, structure, music, and imagination and how this impacts on poetic expression. This chapter then concludes that as the movement from paper to pixel has expanded the possibility for poetic expression, so too has it expanded the scope for undermining such expression. This working paper is part of the Studies in Early Transitions series emerging from "Young Lives", a 15-year longitudinal study of childhood poverty in Ethiopia, India, Peru and Vietnam. It explores recent trends for children growing up in Andhra Pradesh, one of India's most populous states, based on Young Lives survey data collected for a sample of 1950 young children born in 2001 plus in-depth qualitative research. The paper discusses how poverty levels and location are strongly predictive of whether children attend government or private pre-school. It highlights policy challenges stemming from weak governance of the pre-school sector, notably how the relatively-unregulated and rapidly-growing private sector offers to initiate children into formal learning, in English, from a much earlier age than normally considered to be developmentally appropriate. And it identifies how government provision could be improved and strengthened. "Young Lives" communities description is appended. (Contains 4 tables, 2 figures and 8 footnotes.) This report provides an analysis of the labour market impacts of EU policy interventions designed to support the transition to a job-rich, low-carbon economy. The approach taken is innovative as it combines quantitative (econometric modelling) and qualitative (case study) methods to investigate the expected impact of sustainable energy policies on employment and skills demand, while providing insights for the development of effective policies for VET activities that allow skills demands to be met. This report claims that the climate and energy targets can be achieved at the same time as EU employment targets. However, to do so requires greater integration of climate and energy polices with measures to support employment and skills development across the EU. Recognising the complementarity of education and training policies to low-carbon strategies is essential to ensuring skills needs are met and that the transition process is not held back. Status quo approaches to teacher evaluation have recently come under increasing criticism. They typically assign most teachers the highest available score, provide minimal feedback for improvement, and have little connection with student achievement growth and the quality of instruction that leads to higher student growth. A more comprehensive approach has been demonstrated for ten years by TAP[TM]: The System for Teacher and Student Advancement. This system includes both classroom observations and student achievement growth measures, provides feedback to teachers for improvement, is aligned to professional development and mentoring support, and provides metrics for performance-based compensation. This paper describes the TAP system, and examines data from a large sample of teachers to assess the distribution of TAP evaluations and their alignment to student achievement growth. We find that TAP evaluations provide differentiated feedback, that classroom observational scores are positively and significantly correlated with student achievement growth, that TAP teachers increase in observed skill levels over time, and that TAP schools show differential retention of effective teachers based on these evaluation scores. This literature review focuses on education policy implementation, its definition, processes and determinants. It aims to clarify what implementing policies involve in complex education systems to support policy work, building on the literature and country examples. An introduction delves into the reasons behind the need to update the concept of education policy implementation, which is defined as a purposeful and multidirectional change process aiming to put a specific policy into practice and which affects an education system on several levels. The paper then analyses the determinants that hinder or facilitate the process and groups them under four dimensions which support effective implementation: smart policy design, inclusive stakeholder engagement, conducive context and a coherent implementation strategy. Based on these dimensions, the paper proposes a generic framework and a complementary set of questions and principles for action that can guide policy makers to design, analyse and carry out their education policy implementation processes.
