Since the 1990s, Ontario and Canada at large have seen the rise of the neoliberal state with a concurrent punitive turn in public policy. While academic inquiry has attempted to understand the evolution of penality, the functional linkages that exist between the social assistance and penal apparatus have been largely overlooked. This paper seeks to bridge this gap through examining the way in which community housing is increasingly being envisaged as a mechanism of social control and an exclusionary tactic. Drawing on 150 newsprint media items, reports produced by non-governmental organizations, and Hansard transcripts, the hegemonic discourses surrounding Ontario's Community Housing Renewal Strategy are explored. Particular attention is given to the proposed amendment which denies individuals criminalized for a 'serious criminal offence' from accessing community housing. In conceptualizing criminalized individuals as 'non-deserving' citizens, exclusionary tactics are legitimized as 'crime reduction' strategies. [ABSTRACT FROM AUTHOR]

The arguments of this paper are primarily methodological: that distinguishing characteristics of a group can be identified through an analysis of its social control activities; and that an examination of a group's control behaviours should begin with a study of its culture, with special attention to its central problematic. Elements within the culture of a group contain important sources of behavioural control and contribute to the nature of the social order within that group. It is within the culture that normal sanctions, and limitations upon sanctions are either inferred or are explicitly articulated. The mode of analysis is illustrated through the study of the culture of the La Leche League, a self-help organization for women who want to breastfeed their babies. The paper concludes that the League's success in encouraging its members to adapt a lifestyle with substantial costs can be attributed to some important characteristics of the content of its central problem and its articulation with other aspects of the culture. In this article, I undertake a critical discourse analysis of policy documents and in-depth interviews with seven caseworkers and 28 benefit recipients to explore how two discourses, 'work first' and 'distance from the labour market,' inform how persons living with addiction access and then experience social assistance in Toronto, Ontario, Canada. Drawing in Foucauldian insights on power, I reveal the conceptualisation of benefit recipients' eligibility for Ontario Works through these two discourses and how this is replete with ideological assumptions and disciplining power relations, constitutive of a subject position of 'the recovering addict', and suggestive of social control implications. I argue that the coercion and regulation of benefit recipients' lives on Ontario Works has not disappeared but transmuted for Torontonians living with addiction, and conclude by considering the governance of this population as biopower. In the post 9/11 world, expansion of extraordinary powers of control through criminal justice is an important area of study. However criminological study of how these powers expand into unintended areas of criminal justice is currently underdeveloped. A few notable authors have set out complimentary templates that can provide basic tools to understanding the processes by which extraordinary laws are normalised into not so extraordinary activity. By analysing, understanding and unifying the existing literature in this area, this article seeks to amalgamate the studies of control creep and normalisation of the extraordinary into one comprehensive school of thought capable of recognising, and analysing unjustified expansion of state power. Furthermore this article will analyse the G8/G20 Meetings in Ontario, Canada to demonstrate how the processes of creep and normalisation have intentionally been used to criminalise legitimate protest. Best practice guidelines ( BPGs) were developed by the Registered Nurses Association of Ontario ( RNAO) to support evidence-based nursing practice. One Ontario public health unit chose to implement the BPG on client-centered care ( CCC). A critical review of this BPG revealed issues that would hinder successful implementation within a public health setting. These included a focus on the client as an individual, the predominance of acute care exemplars and training resources that were not representative of public health nursing practice, and the need to reconcile the enforcement roles of public health with the BPG principles. The purpose of this article is to describe the process of adapting the CCC BPG to more accurately reflect the broad scope of public health nursing practice. A model for CCC in public health nursing context is presented and processes for implementing, evaluating, and sustaining CCC are described. [ABSTRACT FROM AUTHOR]

Although litigation involving sexual orientation and gender identity discrimination claims has generated considerable public attention in recent years, lesbian and transgender bodies and sexualities still remain largely invisible in Anglo-American courts. While such invisibility is generally attributed to social norms that fail to recognize lesbian and transgender experiences, the capacity to 'not see' or 'not know' queer bodies and sexualities also involves wilful acts of ignorance. Drawing from R. v Hornick (2002) a Canadian case involving the police raid of a women's bathhouse, this article explores how lesbian and transgender bodies and sexualities are actively rendered invisible via legal knowledge practices, norms and rationalities. It argues that limited knowledge and limited thinking not only regulate the borders of visibility and belonging, but play an active part in shaping identities, governing conduct and producing subjectivity.
