This paper investigates the role of Islamic faith‐based organisations (FBOs) in Indonesia and examines the way in which their disaster recovery aid can be successful or less successful depending on social capital formation in communities affected by a disaster. The paper argues that Islamic FBOs play a prominent role in disaster‐affected communities by building new social capital or strengthening existing social capital. Failure to do so may affect a community's recovery and its long‐term resilience. Applying a framework that considers three types of social capital—bonding, bridging, and linking—from a comparative perspective, the paper discusses two cases of disaster recovery: one following the earthquake that struck Aceh in 2013; and the other after the Mount Kelud volcanic eruptions in East Java in 2014. In both instances, the findings highlight the importance of the village facilitator, cultural sensitivity, and understanding of local indigenous and religious practices for successful disaster recovery. Chinese humanitarian actors have worked frequently with the Chinese diaspora in disaster‐affected areas, but little, if any, research has been conducted into the important role of the diaspora in disaster response and humanitarian assistance. This paper investigates what local knowledge the Chinese diaspora has offered to humanitarian actors from the People's Republic of China (PRC), and how this has contributed to their effectiveness. Based on a case study of the semi‐autonomous Indonesian province of Aceh in the aftermath of the Indian Ocean tsunami of 2004, this paper argues that the diaspora can serve as a linchpin in local and international humanitarian action. It can do so by strengthening networks and bringing together local ethnic communities, local governments, and the PRC's humanitarian actors, while also offering local knowledge in the form of contextual memory. Such local knowledge may have to be fully utilised to address any underlying ethnic tensions in disaster‐affected areas. [ABSTRACT FROM AUTHOR]

Signalized intersections that are pretimed are commonly used in rapidly developing cities with diverse traffic patterns, including those found in Indonesia. These intersections are a common source of congestion and delays in road networks, particularly when there is non-lane based (NLB) traffic in urban areas. Accurate estimation of both the base saturation flow rate and capacity is essential for this type of facility, as an error in the prediction of the base saturation flow rate can result in significant bias in capacity evaluation and design at signalized intersections. The estimation of capacity at signalized intersections is critical for ensuring optimal signal timings, minimizing delay, and reducing congestion. Heterogeneous traffic, which refers to the presence of various types of vehicles with distinct static and dynamic characteristics, is a common phenomenon. To address this issue, this paper presents a modeling approach for the SFR that takes into account heterogeneous traffic and NLB movements. Indonesia, being an archipelago with 34 provinces, served as the focus of this study, which specifically concentrated on Banda Aceh, the capital province of Aceh province. Employing primary and observed data collected at a specific, predetermined signalized timing, this study aimed to investigate the impact of intersection geometry and heterogeneous traffic composition on the SFR. By adopting the modeling approach for NLB movements, the study formulated the BSFR model. To estimate the scale parameters of the BSFR, the multiple linear regression approach was utilized. The analysis results reveal that the existing BSFR based on the IHCM formula gives a substantially biased estimation because the PCEs from the Indonesian Highway Capacity Manual (IHCM) are underestimated. This source of error could be partially due to the heterogeneous (varied vehicle composition) traffic flow with NLB movements, unlike that observed under the prevailing conditions of IHCM 1997. The empirical results show that the existing IHCM should be improved to avoid overestimation, particularly for effective approach width (We) greater than 4.5 m. A comparison of the BSFR prediction model between IHCM's PCEs and new PCEs shows that the BSFR is predicted more accurately in the latter case. This finding demonstrates that the existing IHCM can be adjusted in two ways: adjusting PCEs or calibrating the BSFR formula. The proposed models can also enhance the accuracy of BSFR prediction, leading to better signalized intersection capacity estimation, providing support for designing traffic operation, alleviating traffic congestion, and reducing congestion delay within the city. One of the reasons Rohingya refugees were saved from the sea in the Province of Aceh is based on humanity; nevertheless, the stakeholder management on the ground tends to dismiss the importance of the humanistic dimension. It includes challenges of the state in providing assistance, the limitation for resettlement, job opportunity prohibition, limited development of skills, and partnership challenges in the field. This paper addresses the practical implementation of managing refugees at the local level towards the six domains of the humanistic dimension through the Spider Web configuration. It allowed relevant stakeholders in the province to analyze their challenges, address their limitations and measure their practical action in locally managing Rohingya refugees. The result showed that the most important humanistic domain in managing refugees was a partnership with stakeholders followed by the resettlement process. At the same time, the region considered labor opportunity, not an important humanistic dimension. The paper further discussed the possibility of a partnership with non-state actors, particularly private sectors, to provide skills and training development and job opportunities for the future Rohingya self of reliance. This study examines the relationship between disaster and religion by exploring three main questions: how religion shapes the interpretation of disasters and the subsequent recovery processes; how disasters transform religious practices; and how religious interpretations may coexist with scientific explanations of the same disaster. By focusing on the Aceh society's experience after the 2004 tsunami, this paper argues that Islam, which serves as the central modeling system of Aceh culture, played two interconnected roles in the post-tsunami period: one of providing explanations for the inexplicable disaster and the other of guiding the ensuing actions. Furthermore, the tsunami had a significant impact on the practice of Islam in Aceh, as demonstrated by the shift toward the Sharia system to create a more Islamic Aceh society in the future. This phenomenon thus serves as an example of an explosive change in a semiosphere, as explained by Juri Lotman. Purpose: The purpose of this paper is to identify skills and attributes that should be included in developing curricula, especially in the area of education. In this case, English Education Department of Ar-Raniry State Islamic University, Banda Aceh, is in charge of the preparation of English language teachers and English language professionals exceeding required standards and be competitive in the labour market. Design/methodology/approach: This qualitative research involved 38 research participants consisting of government authorities, academics and students. Interviews and focus group discussions were employed to collect the data. Both interview and FGD results were analysed through thematic analysis. Findings: The findings indicate that among the generic skills that need to be incorporated into the department curriculum in order to improve graduates' quality and meet the requirements of the labour market are: information and communication technology (ICT), leadership, religious competencies, entrepreneurship and communication skills. Featured Application: This work applies machine learning to enhance the prediction of deforestation related to oil palm. This research can be used for decision makers trying to foresee and manage deforestation caused by palm oil production. Providing information about deforestation prediction can help users to make appropriate decisions about where and when they can establish new plantations to ensure a sustainable oil palm production. Deforestation is recognized as an issue that has negative effects on the ecosystem. Predicting deforestation and defining the causes of deforestation is an important process that could help monitor and prevent deforestation. Deforestation prediction has been boosted by recent advances in geospatial technologies and applications, especially remote sensing technologies and machine learning techniques. This paper highlights the issue of predicting deforestation related to oil palm, which has not been focused on in existing research studies. The paper proposes an approach that aims to enhance the prediction of deforestation related to oil palm plantations and palm oil production. The proposed approach is based on a conceptual framework and an assessment of a set of criteria related to such deforestation. The criteria are assessed and validated based on a sensitivity analysis. The framework is based on machine learning and image processing techniques. It consists of three main steps, which are data preparation, model training, and validation. The framework is implemented in a case study in the Aceh province of Indonesia to show the feasibility of our proposed approach in predicting deforestation related to oil palm. This paper reflects on the progress of tsunami preparedness in a coastal community in Aceh, Indonesia, nearly two decades after the catastrophic 2004 Indian Ocean Tsunami. The research employs a comprehensive approach to thoroughly evaluate and comprehend the community's preparedness, its correlation with local perceptions of tsunami risk, and delves into the prevalence of tsunamis in the area, with a specific emphasis on the significant impact of the 2004 Indian Ocean Tsunami on the coastal community of Aceh. To investigate the community's readiness and the potential impacts of tsunamis at the study site, tsunami simulations were performed using the shallow water equation within the COMCOT (Cornell Multi-grid Coupled Tsunami) model. These simulations assessed run-up and inundation scenarios, thereby providing justification for the potential tsunami impact in the area. Modelling the scenario of tsunami in the region is important to measure the potential impact and estimation time for community to prepare the evacuation plan. In addition to the numerical modeling, a mixed-method approach was employed, involving the distribution of questionnaires and conducting in-depth interviews with 150 respondents directly on-site. These assessments yielded valuable insights into community perspectives on tsunami risk and their preparedness measures. The findings contribute to the development of effective strategies for disaster management by integrating local knowledge, experiences, and socialization programs. This paper explored the relations between the practice of school culture and teacher professional development for peace education. Using the case of Sukma Bangsa School Pidie (SBS Pidie) in post-conflict Aceh, Indonesia, and the influence of school culture on teacher professional development as the theoretical framework, this paper provides a discussion of teacher professional development for peace education that is still lacking in the literature. The findings suggest that SBS Pidie teachers who participated in this study perceived that their school leadership had developed a school culture and clarity of stance that was conducive to their learning for peace. The culture in this school is based on a clear stance of the school on peace, and the practices that contribute to teacher professional development are manifested in the school management and its environment, facilitation for learning, and relationships between teachers. The findings also suggest that in post-conflict areas, school culture needs to be able to assist teachers in overcoming their conflict-related trauma. [ABSTRACT FROM AUTHOR]

Fly ash waste is a by-product of coal burning at PLTU Nagan Raya, Aceh Province, Indonesia. Since 2017, the coal used is a mixture of 90% Kalimantan coal (sub-bituminous) and 10% local Nagan Raya coal (lignite) which is still young so that the mineral ash content is still high. Silica is among the interesting minerals to be extracted from fly ash, given its wide range of benefits. This paper describes the process of extracting silica from fly ash at the Aceh power plant through the leaching method using a chemical solution and heating for 2 and 4 hours at a temperature of 100°C. The difference in heat treatment aimed to study the changes in properties and obtain the best method in the silica extraction process. The effect of heat treatment on silica characteristics was studied based on X Ray Diffraction (XRD) test for phase identification, Scanning Electron Microscopy (SEM) test for morphological identification, Energy Dispersive X-Ray Spectroscopy (EDS) test for mineralogy element identification, Fourier Transform Infra-Red (FTIR) test for identification of functional groups and surface chemistry, and differential calorimetric analysis/thermogravimetric (DSC/TGA) test for identification of thermal properties. As a result, it was found that fly ash still contains unburned carbon, which significantly affects its color, and has the potential for application as a hydrogen storage material because its pore diameter structure is larger than 0.7 nm. The silica extracted from fly ash is capable of achieving a purity of up to 87% and exhibits excellent thermal stability, especially at temperatures between 120-300 °C; thus, it has the potential to be a catalyst material in the adsorption-desorption reaction of hydrogen by magnesium, although further research is still needed. The redistribution of agricultural land to former combatants, amnestied political prisoners, and victims of conflict is a key focus during the post-conflict peacebuilding process in Aceh. This strategy forms an essential component of peace agreements, facilitating social reconciliation and economic recovery. This paper sets out to investigate the progression of the provision of agricultural land rights from a legal perspective. Employing a normative approach, this study reviews various legal materials (laws and regulations) and other literature (research publications and government reports). Findings indicate that policy restrictions regarding the authority to distribute land, exercised by both central and regional governments, contribute to the sluggish pace of the land redistribution program. The identification of subjects and objects also poses challenges due to a multitude of complex factors, including inadequate databases, limited land availability, and ineffective collaboration among stakeholders. To expedite the process of land redistribution, the program should be implemented with a collaborative policy perspective, encompassing agrarian reform and a multisectoral approach. The Aceh Jinayat Qanun, which is often considered violating Human Rights, has become the choice of the non-Muslim minorities as their rational choice. This study aims to analyze non-Muslims' choice of The Aceh Jinayat Qanun implemented by the Sharia Court in Aceh and its underlying motives. This study relies on field research involving observations, in-depth interviews with Sharia Court judges, Head of the Islamic Sharia Service, Acehnese clerical figures, and Non-Muslims involved in criminal cases handled by the Sharia Courts. This study also analyzes Sharia Court decisions on criminal cases involving non-Muslims and various related documents issued by the Sharia Courts, police, and prosecutors. The study was undertaken between July 2017 and March 2020. The study shows that the Acehnese non-Muslims do not select The Aceh Jinayat Qanun because of its religious values but based on practicality, efficiency, and socio-cultural consideration. The Sharia-based sentences, which have often been conceived as inhuman and violate fundamental human rights, are chosen and become the rational choice for non-Muslims in solving their legal issues. This paper concludes that the implementation of the Sharia on non-Muslim has not always been negative. This paper demonstrates non-Muslims' interest to choose Sharia-based criminal justice or The Aceh Jinayat Qanun over the Criminal Code. This can be seen as their rational choice over a more efficient, low-cost, effective, and fast legal process offered by The Aceh Jinayat Qanun sentencing system. [ABSTRACT FROM AUTHOR]

The existence of traditional houses in Banda Aceh has been extinguished in modern times. With globalization's impact, the traditional house connotates as 'old house style,' and thus, the house style is not up to date. A large number of house owners demolish them and reconstruct them with new modern houses. Despite that, it is approved that the traditional houses of Aceh were survived the earthquake that frequently hit the region. As Banda Aceh is one of the regions resided on Sumatran's segment, the region has a large number of earthquakes. This paper, which is part of the previous study on the thermal comfort of traditional and modern houses in Aceh, explores a historical architectural example that reveals local experiences that involve local wisdom and expertise. This paper focuses on a traditional house located in a modern housing neighborhood in Banda Aceh city. In doing this, the paper identifies how Acehnese ancestors, through their local knowledge, have constructed a traditional Acehnese house. The article also shows how its architectural form's construction techniques respond to the region's geographical condition. In constructing this study, interview and observation toward the building as primary data collections are conducted. Also, several written sources, as secondary data, related to an Acehnese traditional house, are reviewed. This paper shows that constructing a conventional house is a responsive architecture toward hot climate and earthquake. Therefore, this architectural building type with the local wisdom value's involvement is worthy of being applied and adapted in modern life. [ABSTRACT FROM AUTHOR]

Indonesia is the largest archipelagic country in the world, with 17,000 islands of varying sizes and elevations, from lowlands to very high mountains, stretching more than 5000 km eastward from Sabang in Aceh to Merauke in Papua. Although occupying only 1.3% of the world's land area, Indonesia possesses the third-largest rainforest and the second-highest level of biodiversity, with very high species diversity and endemism. However, during the last two decades, Indonesia has been known as a country with a high level of deforestation, a producer of smoke from burning forests and land, and a producer of carbon emissions. The aim of this paper is to review the environmental history and the long process of Indonesian forest management towards achieving environmental sustainability and community welfare. To do this, we analyze the milestones of Indonesian forest management history, present and future challenges, and provide strategic recommendations toward a viable Sustainable Forest Management (SFM) system. Our review showed that the history of forestry management in Indonesia has evolved through a long process, especially related to contestation over the control of natural resources and supporting policies and regulations. During the process, many efforts have been applied to reduce the deforestation rate, such as a moratorium on permitting primary natural forest and peat land, land rehabilitation and soil conservation, environmental protection, and other significant regulations. Therefore, these efforts should be maintained and improved continuously in the future due to their significant positive impacts on a variety of forest areas toward the achievement of viable SFM. Finally, we conclude that the Indonesian government has struggled to formulate sustainable forest management policies that balance economic, ecological, and social needs, among others, through developing and implementing social forestry instruments, developing and implementing human resource capacity, increasing community literacy, strengthening forest governance by eliminating ambiguity and overlapping regulations, simplification of bureaucracy, revitalization of traditional wisdom, and fair law enforcement. The centrality of feedback is undeniable in education. However, not all feedback effectively encourages learning or improves performance due to predicaments in feedback delivery and receptivity. Several studies suggest other ways where feedback is offered in a dialogic fashion instead of a monologic one. Nevertheless, few papers do so in the context of medical education, especially when the learning processes involve marginalized people such as disaster-affected patients. This paper draws on autoethnographic experiences of providing dialogic feedback for medical students using Paulo Freire's dialogue concepts. This feedback was given during reflective sessions in community-based medical education at post-disaster areas in Aceh, Indonesia. The findings show that Freire's dialogue concepts help assess dialogic feedback quality and offer insights into power relations between teachers and students. To achieve the aim of providing dialogic feedback, to obtain new understandings, educators need to establish a more equal position in student-teacher relationships. In sum, the findings highlight the applicability of Freire's concept of dialogue in offering feedback for students especially when the training takes place in a context of disaster-affected people. Since the promulgation of Law Number 44 of 1999 concerning the Implementation of the Privileges of Aceh, almost all regions in Indonesia have enacted sharia regulations. This caused the penetration of Islamic values through legal regulations in the form of regional regulations. This paper aims to trace the influence of sharia-based local regulation in society through sociology and cultural studies, which is to refine the existent perspectives, such as a single sociological perspective or a single law perspective. The method used in this paper is juridical-sociological to obtain primary data from legislation and cultural studies and secondary data from previous research and phenomena. The finding of this paper is that the administrative defects of the legal content in the sharia-based regional regulations produce a sociological effect on one legal object, namely women in public spaces in the form of public schools. Furthermore, a newer hypothesis is also presented that stresses how regional regulations with sharia nuances leave permanent social effects on female students in public schools. The application of magnetic and geoelectrical methods for archaeological study is presented in this paper. The study was intended to map near-surface structures around the Indrapatra Fort, the 16th-century fortification built during the Early Aceh Sultanate in the north of Sumatra. Some of the structures around the fort have been buried after the 2004 Indian Ocean Tsunami or even by previous paleotsunami deposits. The ground magnetic measurements were performed over an area of 6 750 m2 using a high-resolution Proton Precession Magnetometer G-19 Geometric. Total magnetic field data were acquired as a 3-m grid station along survey lines spaced 3-m apart. Total magnetic field anomalies were calculated by diurnal and International Geomagnetic Reference Field corrections. To clarify the position of objects causing the anomalies, analytical signals and tilt derivative filters have been applied to the total magnetic field anomalies. The method found several structures with contrasting physical properties to those of the surrounding material. Both filters were able to identify the presence of circular, elongated, and square anomalies around the Indrapatra site. The archaeological interpretation of such structures is in terms of wells, canals, and road floors. The structures are made of limestone boulders buried within the uppermost sand layer. The burning process to cement the boulders causes their magnetic properties to be different in contrast to the layer of sand that covers them. Based on magnetic interpretation, three geoelectrical profiles were measured crossing the targeted objects using Supersting R8/IP 56 Electrode Electric Resistivity. Wenner configuration with 1-meter electrodes spacing was applied for a better model resolution. The inverted models of apparent resistivity data show an agreement with magnetic interpretation at shallow depth. The models also imaged the depth and geometry of the objects based on the electrical resistivity properties of subsurface materials. It is expected that the structures preserved tsunamigenic deposits, so the discovery of the structures will be able to contribute to further research on paleotsunami in Aceh. [ABSTRACT FROM AUTHOR]

Autonomy arrangements short of secession have been popular among international actors as a solution to deadly self‐determination conflicts. However, the number of peace agreements incorporating autonomy, while clearly eliminating the possibility of secession, is limited in practice. According to the literature, this is because: (1) ethnic rebels are too weak militarily to extract substantial concessions from national governments; and (2) because the governmental offer of autonomy is not credible to rebels. Drawing upon the single case study of Aceh, this research examines how warring parties overcome these two obstacles and successfully settle ethnonational conflicts through autonomy. First, although ethnonational conflicts do not tend to be costly over a single year, they often last for decades, and the accumulation of this cost over years can be substantial. In light of this long‐term cost, national governments have incentives to offer substantial concessions to stop the conflict from persisting indefinitely. Second, rebels could sign the agreement if they perceive that their autonomy is internationally guaranteed in the long term. It is imperative for international policy makers to consider these points when they try to help resolve ethnonational conflicts through autonomy. Through the single case study of Aceh, this paper has investigated specific mechanisms warring parties in ethnonational conflicts could use to overcome the two obstacles for conflict resolution identified in the literature: no bargaining range, and commitment problems. This paper argues Islamism in Aceh Province, Indonesia, has a long history within the social structure of the Acehnese people. Genealogically, there are two factors to view Islamism here, namely the relationship between Islam and politics in the past, and the people's cultural and social construction, which has a strong Islamic base. Therefore, the collective memory about the relationship between Islam and politics, as well as the construction, then has implications in the lives of the Acehnese people in closely viewing those from various aspects. This study applies a qualitative method in which the data were collected through observation, interview, and documentation. The findings indicate that Islamism in Aceh is not a form of compensation from the Government of Indonesia to quell the conflict, but rather the form of aspirations that come from below on the long-standing awareness in the cultural and social structure of the locals regarding the relationship between religion and the state. In addition, unlike similar studies involving the notion of Pan-Islamism, the result shows that Islamism is more likely as the demands to retrieve political recognition. [ABSTRACT FROM AUTHOR]

Aceh is the only province in Indonesia with an exceptional degree of autonomy to implement Sharia. This paper explores how Serambi Indonesia—the leading Acehnese local newspaper—framed the implementation of Sharia in the region. This study employed content analysis of the Sharia coverage in Aceh from 2012 to 2020 using a hybrid approach, combining issue-specific and generic frames. The results revealed the four identified frames: Sharia codification, deviance from Sharia, desirable Sharia enforcement, and Islamic morality. among those frames, the deviance from Sharia was much preferred. The frame prominence was more prevalent after Qanun Jinayat (Islamic Criminal Bylaw) took into effect in Aceh. It was also given more prominence on the front page than on other pages. However, other frames made up 60% of the articles, implying that the Acehnese local newspaper positively represented the implementation of Sharia in Aceh while highlighting Sharia problems surrounding its enforcement. These findings exemplify the use of a hybrid approach to better examine the media frames, support the effect of critical events on changes in the media frames, and confirm the different prominence of the frame based on the page placement. This article engages with an under-researched field that specifically looks into the gendered nature of women education leaders' agency in the context of Islamic boarding schools in post-tsunami and post-war Aceh province of Indonesia. The key aim of this paper is to understand various ways in which Acehnese women educators' negotiate and navigate restricted, gendered and religiously orthodox spaces. We analyse the role of grassroots education actors in processes of societal transformation and peacebuilding through a gender-specific lens, to explore our contextual understanding of agency through a cultural political economy approach, complemented with insights from critical and decolonial peace education. By presenting the often silenced and marginalized stories of women leaders, educators and grassroots actors, we explore their views and experiences in – consciously or unconsciously – transforming or reproducing existing (in)equalities and potential conflict-triggers in contemporary Aceh. Participatory approaches to humanitarianism, peacebuilding, and international development promise to listen to the voices of local aid beneficiaries. However, aid workers often listen to these voices through reductive narratives of aid beneficiaries, ventriloquizing their voice and inhibiting meaningful participation. Why do aid workers – despite humane intentions – continue to rely on reductive narratives? This paper inquires how the everyday emotional lives of aid workers make reductive narratives persist. Based on 65 semi-structured interviews in Singapore, Jakarta, and Aceh, and 40 aid worker books and blogs, I show how aid workers regularly experience emotional anxieties that question their complicity in the suffering of others and their powerlessness to do anything about it. Reductive narratives resonate and persist because they allow aid workers to cope with these anxieties. I illustrate the emotional resonance of three reductive narratives – civilizing; romanticized; and impersonal narratives – in three common practices of local participation in aid work: professionalized standards; visiting the field; and hiring locals. Given the emotional origins of reductive narratives, rational critique is insufficient for reforming or decolonizing aid work. Purpose: The purpose of this paper is to analyze the influence of factors that affect human resource competency (HRC) 4.0, employee readiness for transformational change as well as analyzing the mediating and moderating factors that influence the relationship of factors such as soft skills training and individual characteristics on employee readiness for transformational change and HRC 4.0. Design/methodology/approach: This research is a quantitative research with descriptive statistics. The analytical tool used is a structural equation model of partial least squares (PLS). This research was conducted at five Bank Indonesia Offices in Aceh and North Sumatra Provinces. Using a proportional random sampling technique, 200 respondents of employees were selected. Findings: The results of this study are as follows: (1) both soft skill training and individual characteristics have a significant effect on HRC 4.0; (2) HRC 4.0, soft skill training and individual characteristic have a significant on employee readiness for transformational change; (3) soft skill training has significant effect on employee readiness for transformational change through HRC 4.0; (4) individual characteristic has a significant effect on employee readiness for transformational change through HRC 4.0; (5) the effect of HRC 4.0 on employee readiness for transformational change moderates by transformational leadership; (6) the effect of HRC 4.0 on employee readiness for transformational change moderates by employee commitment to change. Originality/value: This research contains valuable novelty, which is a new concept of HRC 4.0 that is linked to soft skill training and individual characteristics variables, and employee readiness for transformational change. Furthermore, transformational leadership and employee commitment variables have significant effect in moderating the influence off HRC 4.0 on employee readiness for transformational change. The implementation of Sharia law in Aceh in 2001 has ignited various reactions from both national and international communities. Some argued that this Sharia law could have a detrimental effect on human rights issues. Others claimed that as a province populated by the Muslim majority, Aceh should be given an opportunity to legalise its own legal product, ensuring that Sharia law is part of Acehnese religious values. This paper is primarily concerned with analysing the texts taken from The Jakarta Post newspaper's article regarding the formal implementation of the local Sharia law in Aceh. The article is examined by means of various tools in Discourse Analysis method, including social identity, speech acts and implicature, genres and register. The findings elucidate that the speech and discourse of the participants and their interpretation are highly influenced by identity and community ideology of the speakers. [ABSTRACT FROM AUTHOR]

Why did the 2005 Helsinki Agreement lead to peace in Aceh while the 2000 Humanitarian Pause and the 2002 Cessation of Hostilities Agreement floundered? This paper argues that a decidedly illiberal peace-building approach led to the cessation of hostilities and subsequent peace in the Indonesian province. Conflict termination in Aceh was premised on the transition from a wartime political order to a peacetime order. The shift from a wartime to peacetime political order entailed the assuaging and renegotiating of patronage, rent-seeking privileges and social hierarchies that existed during the conflict. The end of the Aceh conflict led to the perpetuation of the wartime elite's stranglehold over the province's political economy. [ABSTRACT FROM AUTHOR]

Purpose: This paper aims to analyse the implementation of Islamic principles and values within the budgetary management of one of Indonesia's local governments, that of Aceh provincial government. The authors investigate the extent of Islamic teachings in Aceh's public budgeting to gain an understanding of the challenges in implementing such ideas in practice. Design/methodology/approach: To investigate these issues, the authors used a qualitative interpretive approach in this study, gathering written materials related to the budgeting process and conducting 19 interviews with local government officials, politicians, scholars and a corruption watchdog. Data was manually coded and thematically analysed. Findings: In this study, the authors find that the budgetary management problems Aceh provincial government faces (including poor resource allocation, budget delays and poor accountability and transparency) indicate unsatisfactory performance in incorporating Islamic principles and values into government. The authors argue that a key challenge to a more complete implementation is that the Acehnese' perspectives of Sharī'ah and its enactment remain limited to particular aspects, such as criminal law, rituals and symbols, and are not extended to wider governance and budgetary practices. Practical implications: The findings are likely to be of interest to policymakers and those who hold them to account, in a region/country where Islamic values and principles largely influence the government and social affairs. They indicate that a broader conception of Sharī'ah would facilitate a more thorough implementation of Islamic principles and values within public budgeting. Originality/value: This study is one of a handful of studies exploring Islamic public budgeting, with its originality lying in the investigation of the challenges faced in implementing Islamic principles in government budgeting. The matter of community is of growing importance and intensively promoted in the development field through strengthening the concept of capacity. This paper aims to examine the dynamics of social transformation and their meanings for community capacity in Aceh province. The author points out the three phases of major social transfonnation, namely, the collapse of the social structure of local community under the centralist regime in the late 70s, following the isolation and high-tension period during the armed conflicts, and the post tsunami Aceh autonomy. The author argues that during these periods, community capacity has gradually declined in political-economic and socio-cultural terms. The postreconstruction processes have raised awareness of living together in the community, providing a basis for institutionalising local governance, even though the capacity still remains weak due to the absence of local institutions and collective mechanisms due to three decades of changes concerning in national-local power relations and the consequent erosion of the social cohesion. In this paper, the author empirically discusses why and how the community has lost its collective mechanisms, especially during the recent social transformation, and how capacity has declined, focusing on gampong as the fundamental socio-spatial organisation at the local level, based on his fieldworks in the districts of Pidie, Aceh Besar and Banda Aceh. This research paper analyzes the existence of local political parties in Aceh as a proof for the development of democracy in Indonesia after the Reformation Era. By adopting a sociohistorical method, this paper explores the roles of local political parties of Aceh. The data obtained showed that local parties play several roles in maintaining the religious values of Islam, adat, and the integration of Aceh into the entity of Republic of Indonesia. The paper concluded on the note that for Aceh people, it is believed that local political parties have the strategic ways to channel their political aspirations. A central government facing separatist activities adopts various policies to respond to them. In some cases, the government represses them harshly, while in other cases, it tries to accommodate the separatists’ demands. We currently have two strands in the literature to understand which policies are implemented by the government: the reputation theory and the cost-benefit calculation model. However, neither of them is sufficient to explain Indonesia's policies toward its separatists in Aceh and Papua following democratization. Indonesia's policies toward separatists have been drifting between accommodation and repression. To understand these policy shifts, this paper emphasizes the importance of the inner workings of the central government, introducing two variables: the preferences of national leaders and the existence of veto players. This paper presents a post-earthquake damage assessment of the 6.5 Mw earthquake in Pidie Jaya, Indonesia which occurred on December, 7th 2016. The earthquake killed 112 people and caused the collapse of about 3000 buildings. The assessment started on the day after the earthquake. The survey covered nine sub-districts of Pidie Jaya regency in the Province of Aceh, northern Sumatra. The post-event damage assessment was conducted by a team of researchers from Syiah Kuala University and local authorities. The damage survey assessed the damage levels of residential houses, school buildings and markets. The most common construction damages reported in this article are failures of reinforced concrete, confined masonry and timber structures. The ground motion field was modeled using Openquake application and the site response employed Vs30 values inferred from topography. This calculated ground motion was compared to data from post-earthquake field assessment reports. The highest percentage of heavy damage was recorded in the area of the fault rupture and along the shorelines area. The types of failure observed are summarized in the context of Indonesian construction practice, with particular reference to the seismic resilience of the Rumoh Aceh traditional wood construction. Purpose: This research is concerned with the development of Salam, which caters for the specific needs of farmers, who form a vital yet fragile group in most developing nations. Based on the local context of Aceh Province in Indonesia which is considered to be parallel with other developing countries, the purpose of this paper is to embrace the whole set of issues and sketch out an extended Business Model Canvas (BMC) for Salam financing by delineating the three W's of What, Why and How Salam can be offered by Islamic Banks (IBs). Design/methodology/Approach: In-depth interviews were conducted with key stakeholders comprising of farmers, higher-ranking bankers of IBs, members of the Syariah Supervisory Board and academicians who are experts in Islamic finance. The re sults of the interviews added to a review of the literature were also mapped onto an extended canvas model. Findings: Several interesting insights are derived and, primarily, that Salam is a feasible product to be offered by IBs, provided that there is a significant change in the thinking paradigm and risk mitigation models by all stakeholders, but mainly the IBs and the regulators. Research limitations/implications: This study may be limited in the number and range of respondents who were chosen for interview. There are possibly other key informants, such as regulators and local custom figures, who may willing to provide useful information. The application of BMC for Salam may also be relatively new, hence its justification for a wider implementation may still need further analysis. Originality/value: This study is deemed to add significant perspectives on product development and innovation in Islamic banking and particularly regarding Salam. Previous studies have reported that second language (L2) learners filter non-native L2 sounds through their existing native or first language (L1) sounds when learning L2 sounds. The degree of similarity between L1 and L2 sounds can predict the ease of acquisition of non-native L2 sounds. In the context of English language learning in Indonesia, most learners are likely to speak two languages before they learn English at school; Acehnese is not without any exception. As a result, they have larger phonemic inventories to rely on when learning English sounds. This study seeks to investigate how Acehnese-Indonesian bilinguals perceive five sets of vowel contrast in English (i.e.,/ɪ/-/iː/,/æ/-/ɛ/,/ʌ/-/ɑː/,/ʊ/-/uː/, and/ɑː/-/ɔː/). A special focus is given to their perception of English vowel contrasts that are new, similar, and identical to Acehnese and Indonesian vowels. A group of 31 high school students (N=31) from an Islamic boarding school in Aceh participated in this study. An AX test comprising repetition and minimal pairs of English vowel contrasts in CVC word contexts was randomly presented to the students. The data were analysed by comparing the means of each vowel pair followed by a general linear model statistical analysis and interpreted based on speech perception and production models. The findings indicate that the Acehnese-Indonesian bilinguals discriminate the vowel pairs/æ/-/ɜː/and/ɑː/-/ɔː/better than the/ɪ/-/iː/,/ʌ/-/ɑː/and/ɑː/-/ɔː/pairs. The vowel pairs in which both vowels are novel to Acehnese and Indonesian were moderately discriminated compared to the pairs in which one vowel is similar in both Acehnese and Indonesian. It can be said that students perceived pairs with one vowel similar to Acehnese-Indonesian better than pairs with both vowels or one vowel novel in Acehnese and Indonesian. The findings reported in the paper are expected to inform pedagogic practices, particularly in the development of materials for the teaching of English pronunciation. English teachers in Aceh may incorporate Acehnese words that have similar sounds to English while emphasizing the novel sounds which are absent from the Acehnese vowel system. [ABSTRACT FROM AUTHOR]

Our research responds to a limited understanding of the agency of female leaders in a context of Islamic politics and society, in post-war and post-tsunami Aceh province in Indonesia. Drawing on empirical ethnographic data, we aim to provide a more nuanced perspective on the 'strategic space for manouevre' of women's agency in Islamic boarding schools in Aceh. Our paper focuses on female educational leaders and teachers at female dayah, or Islamic boarding schools [for girls] in Aceh. The study explores the grassroots roles and motivations of female education leaders, and analyses how a range of contextual (political, economic, socio-cultural and religious) factors play a role in their sense of agency and engagement in (re)producing or challenging societal inequalities and tensions. These factors include women's own experiences of the conflict and post-conflict period, the influences from their direct networks and kinship, and their opportunities to participate in 'outside' trainings and public life. Any public infrastructure has a set service life limit. In the Indonesian case, the public building has a 50-year design life. This paper presents a performance assessment of a multiple-story building in Aceh-Indonesia. A multi-story Faculty of Engineering Universitas Syiah Kuala building was used in this study. This multi-story building structure has been used for more than 24 years since it was built in 1998. This structure is 29.4 m long, 13 m wide, and 14.4 m tall in geometric terms. This study reveals how this three-story building behaves, including displacement, base shear, and structure performance level per ASCE 41-17 criteria. The processes in this study are broken down into various stages, including pushover analysis and comparing the building's current natural frequency. ETABS software was used to model building structures. According to the study, the building's performance is still more or less similar to the initial plan. Pushover in the X-direction (Push X) is believed to be immediate occupancy (IO), and pushover in the Y-direction (Push Y) is believed to be life safety (LS). The pushover analysis results for Push X suggested that the structure is safe and retains rigidity. Push Y indicated minor damage within the life safety category after a service life of 24 years. This pushover analysis indicated that the structure has reduced its rigidity, making it less able to resist further displacement. Based on the base shear, which experiences a displacement that is significantly greater than the estimate at the original planning stage, it is known that stiffness decreases. [ABSTRACT FROM AUTHOR]

Background: About 40% of heart disease patients do not realize they have coronary heart disease (CHD). Based on the lifestyle of people in Aceh, several factors can increase the CHD risk, such as smoking, coffee, fatty foods, stress, and lack of physical activity. Such a lifestyle has the potential to increase the risk of CHD, as evidenced by statistical papers reporting high levels of CHD cases in Aceh. This study was aimed to review the patients' lifestyle with coronary heart disease at Zainoel Abidin Hospital, Banda Aceh, Indonesia. Method: This research is quantitative, with a case-control design. In April 2017, 206 cases of CHD and 206 non-PJK cases were analyzed, using the patient's medical record and a lifestyle questionnaire, in Zainoel Abidin Hospital. The result of bivariate analysis through a chi-square test showed that lifestyle factors related to CHD included diet, physical activity, smoking, coffee, and stress control (p<0,05). Result: The results of the multivariate analysis with logistic regression showed that smoking is a lifestyle that remains consistent as a risk factor for CHD. In addition, after interacting with other risk factors, stress control and coffee drinking habits become a protective factor of CHD. Smokers are twice risky to have CHD than nonsmokers. Conclusion: The influence of lifestyle on CHD is also determined by age and income factors. The research implications of this study offer various parties the opportunity to pursue active involvement in preventive efforts against CHD. [ABSTRACT FROM AUTHOR]

This paper analyses the role of local social, cultural, and political institutions in post-disaster reconstruction projects. It contends that such institutions are important considerations within community-driven reconstruction initiatives, but are often viewed with ambivalence by external aid organisations. This paper draws upon in-depth qualitative interviews with aid workers involved in the post-tsunami reconstruction in Aceh, Indonesia, to establish: (i) what roles community institutions were suited to play in the reconstruction; (ii) what were the limitations of community institutions when engaging with external aid agencies; (iii) how did external aid agencies engage with local community institutions; and (iv) how did external aid agencies perceive community institutions. This paper presents an evaluation of the long-term impact of microfinance programmes on Acehnese children during the post-tsunami recovery. The study, conducted from June to August 2010, examined the impact of microfinance programming six years after the tsunami. The sample consisted of 185 microfinance participants, with a comparison group of 192 individuals who did not participate in microfinance programmes. All respondents were parents, interviewed through a structured survey. The study used four child protection indicators-diet, health, childcare and education-in contrast to traditional repayment rate indicators. The primary results were insignificant with respect to all four child protection indicators, suggesting that, with respect to these indicators, there was no long-term difference between the impact of microfinance on beneficiaries' children and non-beneficiaries' children. These findings signify a need for microfinance actors to move beyond traditional indicators of economic success to evaluate the social changes microfinance programmes are presumed to effect. Gayo Lues District is known as Citronella and Arabica coffee producer in Aceh province, Indonesia. This paper aims to manage Citronella and Arabica coffee's land arrangement in the Gayo Lues District's cultivated area. This implementation is aimed at maintaining the peculiarities of citronella products and Arabica coffee. Thus, the two commodities must be separated in terms of allocated sites. The altitude for the area is 200-2,000 meters above sea level, consisting of ten classes, and the type of soils are Entisols, Oxisols, Inceptisols, and Ultisols. The area's slope between 0- to 40% (4 classes) was used to delineate the land units. There are 49 land units observed within the cultivated area of 160,017.17 ha. The guidelines for land suitability classification by the Ministry of Agriculture for Citronella and Center for Coffee and Cocoa Research, Jember for Arabica coffee were utilized. The results showed that 58,275.5 hectares of land were suitable for citronella, and 13,765.75 ha has been planted. The actual land suitability of citronella inside the area of 58,275.5 ha is suitable (S2 class) and marginally suitable (S3-class) and not suitable (N-class) with limiting factors are temperature, water availability, erosion hazard, and nutrient retention. This land suitability can be improved by providing inputs to increase the level of suitability with temperature, water availability, and erosion hazard (slope) limiting factors. Also, 48,765.3 hectares can be developed for Arabica coffee, and 4,653.5 ha has been planted. The actual land suitability for Arabica coffee is Suitable, Marginal Suitable, and Not Suitable, limiting the soil's physical properties (adequate soil depth), slope, and chemical properties of the soil. Once repaired, the land's suitability becomes Suitable (S1-class) (without limiting factor), Suitable, and marginal suitable with the slope as a limiting factor. There is an area of 44,509.75 hectares of land at 200-1,400 m above sea level within the cultivation area developed with a Citronella. There is an area of 44,111.8 ha at the height of 800-2,000 m above sea level, potentially for Arabica coffee. [ABSTRACT FROM AUTHOR]

Aceh province is the most affected area by the tsunami of 26 December 2004. Aceh also has experiencing a number of natural hazards; flood, earthquakes, and volcano's eruptions. Until now, Aceh has no natural hazards information system which can be used to increase public awareness in order to reduce the impact of the hazards. Natural hazards information system provides hazard maps as the guideline for disaster risk mitigation planning. Therefore, the development of a Web GIS based information system for Aceh natural hazards, referred as Aceh Natural Hazards Information System (ANHIS), is a very strategic decision to increase public awareness of the risks of natural disaster hazard in Aceh. This paper proposes conceptual design and the development of prototype for ANHIS. The main purpose of ANHIS is to visualize many natural hazards maps and disseminate information of the hazardous areas for disaster agencies, researchers and communities in order to help them act on warning issue. In order to develop the prototype, the system requirements, configuration, system design and implementation are presented in this paper. Furthermore, the results of prototype for ANHIS are demonstrated in terms of individual hazard map and multi-hazard map of many natural hazards in Aceh.
