This article maps the behaviours of two middle powers, Australia and Indonesia, as a response to the emergence and evolution of the Indo-Pacific concept. The background for this analysis is the emergence and development of the 'Indo-Pacific' concept as a response to crises of legitimacy enveloping the region and how countries in the region, including middle powers, respond to it. Using a minimalist definition which I have developed of a middle power as a country with a middle level of power capabilities and a penchant for cooperation, this article develops a framework based on two dimensions of outcome (ranging from status-quoist to reformist outlooks) and process (ranging from Lockean to Kantian strategies) to facilitate a more open-ended approach towards looking at middle-power behaviours beyond the common categorisation of traditional/emerging, and Western/non-Western. Using Australia's 2017 Foreign Policy White Paper and 2023 National Defence: Defence Strategic Review, and Indonesia's 2015 Defence White Paper and 2019 ASEAN Outlook on the Indo-Pacific, this article concludes that while Australia is exhibiting a status-quoist/Lockean approach, Indonesia is demonstrating a reformist/Kantian approach towards the Indo-Pacific. Objective: To determine impact of undertaking an international educational program during a nurse's or midwife's pre-registration program on subsequent practice, focusing on how nurses and midwives were transformed personally through participation in such programs. Background: Participation in international educational programs has been reported to enhance nursing and midwifery students' personal and professional development, however long-term impacts remain unclear. This paper presents findings drawn from a larger grounded theory study. Study design and Methods: Charmaz's grounded theory methodology was used to elicit experiences from 13 general nurses, two mental health nurses, three midwives and four dual qualified nurse/midwives across eight different countries. Data analysis led to the creation of three categories, with this paper reporting on the category of Developing as a Person. Findings: Participation in international educational programs can be transformative for nurses and midwives with long-lasting impacts, contributing positively to their personal growth and development. Discussion: The study findings underscore significant long-term impacts of international educational programs for nurses and midwives. These outcomes highlight the importance of incorporating international experiences into healthcare education. Conclusion: By providing opportunities for healthcare professionals to engage with diverse settings and populations, organisations and educational institutions can foster the development of well-rounded and globally competent practitioners. Implications for research, policy, and practice: The study's findings hold significant implications for research, policy, and practice in healthcare education. To deepen our understandings, additional longitudinal research across diverse countries is warranted. Seeking to assess the current state of international broadcasters (IBs) within the framework of public diplomacy, this paper assesses the relevance of state-sponsored IBs within the contemporary public diplomacy. This paper focuses on the IBs of two neighboring countries, Indonesia and Australia, and political authorities' dynamic support for their services. Data were obtained through desk reviews of IB policies, in-depth interviews, and online observation of the websites of Siaran Luar Negeri (SLN, Indonesia's IB) and ABC Radio Australia (RA, Australia's IB). This paper finds that both countries have continued to use IBs for their public diplomacy, yet 'political parallelism' determines the position and sustainability of each. SLN has had limited political support and faced a series of managerial crises, while RA has enjoyed the fruitful support of the Australian authorities and has been heavily involved in public diplomacy in the Asia–Pacific region. Childhood poverty matters—not only because of the disturbingly high number of children affected, but also because of the deleterious impact on their human flourishing, both now and in the future. Effectively addressing child poverty requires clear identification of the nature and causes of the problem, as well as an understanding of how it is experienced. This paper aims to deepen understanding of child poverty, by drawing on key elements of a capability approach, rights-based approaches, and feminist standpoint theory, and empirical research. It is grounded in the findings of rights-based, participatory research with children aged between 7 and 15 years in Indonesia and in Australia, which cast new light on the dimensions of poverty that are most egregious from a child-driven standpoint. Changing attitudes towards disabilities have resulted in corresponding transformations in social justice and human rights issues that have led to an increase in inclusive education practices across the world and a corresponding change in emphasis to address social inclusion of students with disability in the inclusive classroom. Research indicates that students with disabilities do not automatically benefit from the opportunities of inclusive education. To understand the situation of these students, their perspectives should be reported. The following paper reports results of three international studies from Australia, Indonesia, and the Netherlands, whereby students with disabilities were provided an opportunity to express their thoughts and perceptions regarding friendships and acceptance in the inclusive classroom, using a range of methodologies. Illegal fishing is a widespread, global phenomenon that is affecting already heavily depleted wild fish stocks, threatening marine habitats and contributing to marine pollution through discarded fishing gear. Many different measures have been implemented by nation states to deter and prevent illegal fishing. These include coastal surveillance and policing, policies and regulation, and education. In this paper, we examine the case of Australia through an analysis of regulative arrangements, policies and guidelines that form the governance framework to better understand the changing seascape of illegal fishing. We argue that joint efforts with neighbouring states such as Indonesia and regional fisheries management authorities have contributed to a decrease in illegal fishing in and around the Australian EEZ. This paper asks why it took ten years after a major famine in Indonesia in 1957 for Australia's food aid to increase in greater amounts, and why food aid was so significant in Australia's foreign aid to Indonesia during the late 1960s and 1970s. Indonesia's reluctance to apply for food aid under the Colombo Plan is the reason for the delay. A combination of humanitarian, commercial and international relations interests converged to shape Australia's rapidly growing food aid to Indonesia after 1966. Food aid contributed to alleviating food shortages and famines in Indonesia. It also supported Australian firms in regaining their share in the growing market for wheat‐based products in Indonesia, and in building market share for Australian rice exports, in competition with United States (US) producers and the US PL480 food aid program. Food aid also allowed Australia to expand its foreign aid program to Indonesia rapidly after 1966, in support of the government of new President Soeharto and improved bilateral relations. The Solvent Retention Capacity (SRC) method has been widely used in evaluating soft wheat quality elsewhere but not in Australia. This paper studies the potential of applying SRC to predict the Australian soft wheat quality in sugar snap cookies, which the Indonesian mills value. The cost-effective hybrid SRC method improves efficiency and repeatability in general by replacing the manual shaking mechanism with a programable multitube vortex shaker. The hybrid SRC method helps to reduce work health and safety risks by eliminating manual tube shaking steps. The collaborative laboratory study is conducted with two Indonesian mills and compared against SRC measured by the hybrid and automatic SRC methods. All SRC values measured using the hybrid SRC method are significantly correlated with those measured with manual and automatic SRC methods: SRC water (r = 0.8–1.0, p < 0.0001); sucrose (r = 0.9, p < 0.0001); sodium carbonate (r = 0.9, p < 0.0001); and lactic acid (r = 0.7–0.8, p < 0.01). Among the four SRC solvents, considering the SRC water is highly effective in discriminating hard and soft wheat, the high correlations between different laboratories, the relatively smaller standard deviation across laboratories and storage time and temperature at 22 °C and the significant correlation with cookie spread, it could be the best predictor of Australian soft wheat quality. Overall, the hybrid SRC method could be helpful in the Australian soft wheat breeding program, especially in the early-stage selection of soft wheat cultivars. The cookie spread negatively correlates with Rapid Viscosity Analyser peak viscosity (r = −0.8, p < 0.01), suggesting Australian soft wheat targets a lower pasting property for a better cookie performance. The SRC values of flour samples from four different soft wheat cultivars are affected by storage temperature at 22 °C and 32 °C over 12 months with inconsistent trends. The flour samples stored at various temperatures across 0, 1, 3, 6 and 12 moths, particularly those kept at a higher temperature, have more variability in their SRC values and higher uncertainty, which must be accounted for when comparing results between different laboratories. A standard SRC range will be established in collaboration with the Indonesian mills to categorise the Australian soft wheat quality suitable for the Indonesian market. Poor safety is a perennial problem for the construction industry worldwide. The concept of safety climate has been strongly linked to safety performance, yet inconsistent methodologies make international comparisons problematic. In addressing this gap in research, a comparative safety climate survey of 515 construction operatives and managers in Australia, Indonesia, and China is presented using a standardized tool. The results highlight interesting similarities and differences between safety climate in each country and question taken–for–granted assumptions that safety climate in countries with relatively mature regulatory structures like Australia are more positive than in less developed countries like Indonesia and China. Results also highlight the intermediating effects of factors such as management commitment and cultural differences in shaping safety climate. Highlighting the potential value of theories of new institutionalism and cultural and ethical relativism, the paper concludes by raising important new practical, theoretical, and methodological questions about the merits and challenges of making international comparisons of safety climate, even when using standardized measurement tools. Transnational collaborations in faculty development aim to tackle challenges in resource and financial constraints, as well as to increase the quality of programs by collaborating expertise and best evidence from different centres and countries. Many challenges exist to establishing such collaborations, as well as to long-term sustainability once the collaboration ceases. Using the experiences of researchers from medical schools in Indonesia and Australia, this paper provides insights into establishing and sustaining a transnational collaboration to create a faculty development initiative (FDI) to improve clinical teacher practice. Viewed through the lens of the experiences of those involved, the authors describe their learnings from pathways of reciprocal learning, and a synergistic approach to designing and implementing a culturally resonant FDI. The importance of activities such as needs assessment and curriculum blueprinting as ways of establishing collaborative processes and the bilateral exchange of educational expertise, rather than as a mechanism of curriculum control, is highlighted. The relevance of activities that actively foster cultural intelligence is explored as is the importance of local curriculum champions and their role as active contributors to the collaborative process. Migrant health-seeking behaviour is understood to be influenced by transnationalism. This paper explores how transnationalism influences health seeking behaviour among Indonesian women living in Perth, Western Australia. Using a participatory action research approach, we conducted five focus groups with 21 women from Indonesia living in Perth. Transnational practices were common amongst Indonesian women. Transnational health-seeking (seeking Indonesian resources in Australia); transnational social support (between countries); and transnational healthcare (return to Indonesia) were common practices amongst Indonesian women. Transnational social networks were a critical source of health information and support. Findings suggest public health interventions may be improved through utilization of transnational social networks. • Transnational practices appear common among Indonesian migrant women. • Health-seeking practices are influenced by transnationalism. • Women sought transnational health information; accessed transnational social support; and sometimes returned to Indonesia for healthcare. This paper examines the changing geo-political situation in the Asia-Pacific Region from an Australian defense policy perspective. Background and Objectives: Current practices and available resources for nutrition therapy in paediatric intensive care units (PICUs) in the Asia Pacific-Middle East region are expected to differ from western countries. Existing guidelines for nutrition management in critically ill children may not be directly applicable in this region. This paper outlines consensus statements developed by the Asia Pacific-Middle East Consensus Working Group on Nutrition Therapy in the Paediatric Critical Care Environment. Challenges and recommendations unique to the region are described.Methods and Study Design: Following a systematic literature search from 2004-2014, consensus statements were developed for key areas of nutrient delivery in the PICU. This review focused on evidence applicable to the Asia Pacific-Middle East region. Quality of evidence and strength of recommendations were rated according to the Grading of Recommendation Assessment, Development and Evaluation approach.Results: Enteral nutrition (EN) is the preferred mode of nutritional support. Feeding algorithms that optimize EN should be encouraged and must include: assessment and monitoring of nutritional status, selection of feeding route, time to initiate and advance EN, management strategies for EN intolerance and indications for using parenteral nutrition (PN). Despite heterogeneity in nutritional status of patients, availability of resources and diversity of cultures, PICUs in the region should consider involvement of dieticians and/or nutritional support teams.Conclusions: Robust evidence for several aspects of optimal nutrition therapy in PICUs is lacking. Nutritional assessment must be implemented to document prevalence and impact of malnutrition. Broadly framed in terms of performance theories by Turner and Beeman, this paper weaves together the historical, mythical, ritual and performative aspects of a 1997 encounter in Sulawesi between Yolŋu (an Aboriginal people of northern Australia) and Macassans (people from southern Sulawesi, Indonesia). The focus of the paper is an indigenous opera called Trepang, which is based on the centuries-long history of trading relations and family connections between the two groups, and the way its performance was used by the Yolŋu and Macassan cast members to renegotiate their often turbulent shared history, along with the contemporary social and ritual order. In this light, Trepang can be understood as a restorative social process, a means of pursuing a common path and a way of ameliorating the discrepancies of the past - bringing the parties finally together as one. Analysing the social context in which the performance of historical 'truths' was negotiated, I unpack key events in the staging of this 'play within a play' and demonstrate the need to transgress the dualism of ritual and spectacle. The paper critically reviews the concept of ‘global flows’, beginning with the discussions of flows and networks in Appadurai (1996), Castells (2000) and Held et al . (1999). Emphasising the need to embed ‘global flows’ in agency and history, and to explore global connectedness in terms of situated cases, the paper develops an analytical framework for analysing global flows in higher education. It then applies that framework in an examination of global ‘scapes’, impacts, transformations, situatedness and relations of power in two national universities, research leaders in their nations but located in contrasting nations: Universitas Indnesia and the Australian National University. The paper examines the Japanese position on East Timor and highlights tension in bilateral relations between Australia and Japan on East Timor during the year 1999. The sources of tension were over leadership, appropriate policy towards indonesia and the style of diplomacy conducted by Australia. In many respects the tension over East Timor shook complacency in bilateral relations. By January 2001 tension was resolved and bilateral ties have been strengthened in the areas of security and regional cooperation. What does this episode reveal about the bilateral relationship? Quite clearly, and despite the depth of networks that have been established over the decades, there was insufficient consultation on East Timor. In pan, the extraordinary events that unfolded after the results of the ballot in East Timor were announced on 4 September 1999 and Australia's leadership role in the international Force in East Timor (INTERFET) can explain the lack of consultation. Also, a drift in relations that had been evident for several years was a significant factor. Finally, the paper argues that despite the substantial improvement in bilateral relations, policy towards Indonesia will remain a potential source of friction between the two countries. This paper examines the impact of nationalism on the linguistic rights of Deaf communities. In exploring the subtle hegemony of nationalism in relation to linguistic minorities, the paper discusses the impact of nationalisms on sign languages from two perspectives and in two contrasting situations. First, the paper examines the impact of nationalism on the recognition and promotion of natural sign languages. Second, it examines a particularly potent form of linguistic imperialism as the dominant linguistic forces seek not only to destroy minority languages but to transform existing minority linguistic processes to conform with the form and content of the national language, through the development and promotion of manually coded versions of national spoken and written languages in formal education. Scholarly predictions of the secularization of the world have proven premature. We see a heterogeneous world in which religion remains a significant and vital social and political force. This paper reflects critically upon secularization theory in order to see how scholars can productively respond to the, at least partly, religious condition of the world at the beginning of the twenty first century. We note that conventional multiculturalism theory and policy neglects religion, and argue the need for a reconceptualization of understanding of religion and secularity, particularly in a context of multicultural citizenship -- such as in Australia and Indonesia. We consider the possibilities for religious pluralism in citizenship and for "religious citizenship". In recent years, overseas work-integrated learning practica have become an increasingly important part of development studies curricula in ‘Northern’ universities. This article discusses the need to re-imagine multiculturalism and feminism in order to better accommodate women in minority cultures who are religious. It begins and ends with comments about multiculturalism and ‘difference feminism’ in Australia. In the body of the paper I use anthropological field-work in Indonesia, first to show that culture and religion are not separate and immutable, and secondly to show how Muslim women in the women's movement in Indonesia are using Islam to build a multicultural discourse. In this paper we examine the Australian government's response to West Papuan asylum-seekers during the period 1962–2009. We argue that, throughout this period, the Australian government has attempted to appease the sensitivities of its powerful northern neighbour, Indonesia, as far as it can without outraging a domestic public sympathetic to West Papuans or drawing international condemnation by too obviously breaching international law. For the most part, it has done so by trying to avoid accommodating refugees from Indonesia, liaising closely with the Indonesian government in relation to asylum-seekers, and assuring the Indonesian government of its unequivocal support for Indonesian territorial integrity. Abstract  The biology of elasmobranchs makes them very vulnerable to fishing pressure and there is increasing international concern over their exploitation. In northern Australia the stocks of some species may be shared with those in southern Indonesia. Indonesia has the highest landings of elasmobranchs worldwide (>100,000 t p.a.) and millions of Indonesian artisanal fishers rely heavily on elasmobranchs taken in target fisheries. They are also taken by industrial trawlers and as bycatch in pelagic tuna fisheries. This paper, resulting from a collaborative project between Australia and Indonesia, summarises the elasmobranch fisheries; the characteristics of the fisheries are outlined, the status of the stocks are assessed, and management options described and discussed. The project focussed on representative markets and fish landing sites in southern Indonesia from 2001 to 2005. Data were from market surveys, the records of the Indonesian Directorate General of Capture Fisheries, and from research cruises. Data from the ongoing tuna monitoring programme showed that shark bycatch from the tuna fleets forms about 11% of shark landings in Indonesia. Yield per recruit and related analyses were used to integrate biological information to indicate the productivity of each species to allow for management policy options and constraints. Research cruise data show that catch rates of elasmobranchs in the Java Sea declined by at least one order of magnitude between 1976 and 1997. The results indicate strongly that many of the shark and ray species in Indonesia are overfished and that the most effective management strategy may need to involve capacity control, such as licencing, gear restrictions and catch limits, together with controls on the fin trade. The community of Tenganan in eastern Bali, Indonesia, has requested technical assistance from Engineers Without Borders Australia (EWB) to improve the quantity and quality of water delivered through their water supply system. This is a unique development project in which the Tenganan people have identified their own needs and developed their own conceptual solution to the problem. For the first time, EWB is undertaking the design phase for the water system by an offshore design team and project assistance team (PAT) based in Australia. This allows EWB to draw on resources and experience of EWB members and their employing companies in Australia. It also enables young engineers to develop skills and experience in development work without having to leave the country. However, the innovative approach also presented significant challenges to the project members, particularly in establishing appropriate design criteria and the co-ordination of simultaneous activities across Australia. This paper describes the approach taken by EWB and makes a preliminary assessment of the benefits and limitations inherent in this approach. In the 1950s and early 1960s the Indonesian–Dutch dispute over the sovereignty of West New Guinea was of great concern to the Australian government. Canberra pursued policies to deny Indonesia control of the territory and encourage the Netherlands to retain its presence there. However, in mid-January 1962, the Australian Cabinet realised the disadvantages of continuing to resist Indonesian claims and gave de facto approval for annexation by Indonesia. This paper examines the reasons for Canberra's policy reversal, arguing that the primary factor was Australia's desire to avoid an Indonesian–Dutch war and prevent the possible Communisation of Indonesia. From 1958 onwards, the Amsterdam–Jakarta dispute on the determination of sovereignty over the western half of New Guinea began to be affected by the developments of Indonesia's civil war and the tug of war between the US and the Soviet Union over Indonesia. This paper explains how this influenced Australia's WNG diplomacy. It argues that the major impact of Indonesia's internal war and of the US–Russian tug of war was that they destroyed Australia's assumption that the Dutch would maintain its presence in the Pacific permanently. The second principal impact was that Indonesia's internal war and the Washington–Moscow tug of war urged Canberra to set another new objective in relation to the WNG dispute, and produced a new policy for the achievement of this objective. With the outbreak of an Indonesian–Dutch war over Netherlands New Guinea becoming a real possibility, Australia set the avoidance of the war and the prevention of Indonesia falling into the communist orbit as another new objective. In September 2000 the Australian government declassified thousands of pages of documents concerning the Indonesian invasion and annexation of East Timor in 1975. Some 68,000 pages of documents were released. About 2,600 pages of diplomatic documents were withheld, along with Cabinet papers, intelligence materials, and Defence Department records. The documents cover only the period from early 1974 to mid-1976 and do not document the Indonesian war and its human costs. What they do document is the process whereby Australia acquiesced in the Indonesian annexation of East Timor. Above all, they show that secret briefings by the Indonesians kept the Australian government closely informed of Indonesian intentions and operations at every step. In the light of these secret briefings and related documents, it is clear that Prime Minister Gough Whitlam's claim that he wanted to see a "genuine act of self-determination" by the East Timorese is and always was hollow. This was a fig leaf covering his desire to see East Timor incorporated into Indonesia as West Papua had been in the 1960s. Its patina of moral responsibility and legal respectability were his alibi or, as Richard Woolcott put it in late 1974, "escape clause," if and when Indonesian actions led to accusations of Australian complicity with Jakarta. Australia and Indonesia are two vastly different countries that share a common sea border in the Timor and Arafura Seas. Yet economically, culturally and diplomatically, Australia and Indonesia have been moving much closer together over the last 20 years. In March 1997, the final portion of the seabed border was finally delineated, shortly before the onset of the serious economic crisis. This paper focuses on the changing political and economic relations between the two countries and links this with a discussion of border issues, specifically UNCLOS III, fish and hydrocarbon resources, the Timor Gap Zone of Cooperation and the still unresolved East Timor question. To address sustainability issues by facilitating the use of high-volume fly ash (HVFA) concrete in industry, this paper investigates the early age hydration properties of HVFA binders in concrete and the correlation between hydration properties and compressive strengths of the cement pastes. A new method of calculating the chemically bound water of HVFA binders was used and validated. Fly ash (FA) types used in this study were sourced from Indonesia and Australia for comparison. The water to binder (w/b) ratio was 0.4 and FA replacement levels were 40%, 50% and 60% by weight. Isothermal calorimetry tests were conducted to study the heat of hydration which was further converted to the adiabatic temperature rise. Thermo-gravimetric analysis (TGA) was employed to explore the chemically bound water (WB) of the binders. The results showed that Australian FA pastes had higher heat of hydration, adiabatic temperature rise, WB and compressive strength compared to Indonesian FA pastes. This article focuses on a study related to paleoanthropology. This week, the original Australian-Indonesian discovery team unveiled new specimens of Homo floresiensis. Their paper in the journal Nature describes bones of seven additional adults at least as small as the original, as well as a child's arm and leg bones so tiny that they snuggle neatly on a bank note . The discovery team, led by Michael Morwood of the University of New England in Armidale, Australia, found the latest bones in Liang Bua cave during the 2004 field season. Paleoanthropologist and team member Peter Brown, who described the bones, says the distinctive similarities among the specimens show that they are a new species rather than diseased moderns. Brown draws special attention to the right arm bone because it completes the skeleton of the little lady of Flores. He notes that her limb proportions differ from those of all other known members of Homo but match those of "Lucy," the 3-million-year-old Australopithecus afarensis from Africa, who also stood about 1 meter tall. However, many researchers are skeptical about that idea, because there's no evidence that such primitive hominids ever left Africa.
