Despite confronting severe climatic risks, many people prefer to remain in climate hazard-prone areas rather than migrate. Environmental non-migration behavior, however, has gained relatively little research attention in the field of migration processes. This study aims to unveil the determinants motivating voluntary environmental non-migration decisions in coastal Bangladesh, an area highly exposed to flooding and other climate-related hazards (e.g., soil salinization). Applying a systematic random sampling, we selected 556 household respondents for a questionnaire survey from 14 villages of two coastal districts: Khulna and Satkhira. Applying a mixed method (i.e., both quantitative and qualitative) approach, major empirical results of this study suggest that even though all respondents lived in a similar situation in terms of climatic hazard and exposure, 88% of the respondents reported themselves as voluntary non-migrants. Furthermore, these non-migrants enjoyed higher socioeconomic and sociopsychological advantages and availed more local support from different government and non-government organizations than involuntary non-migrants. Again, mutual assistance, connection with social groups, natural resource access, sense of secured livelihood, stable societal atmosphere, and participation in decision-making in society appeared to build their higher degree of social capital (χ 2 4 = 57.80 ; p < 0.000) compared to involuntary non-migrants. Local social networks are vital contributor to community resilience and recovery from disasters. We aim to assess how collaboration among local formal actors varies during different phases of disaster. We also identify the gaps in local institutional collaboration between policy and practice. The social network analysis is used to measure the network structure for coastal disaster management at the bottom level administrative (i.e., Union) in Bangladesh. We consider three disaster-prone locations in the southwest part of coastal Bangladesh. The following network matrices are used to quantify ties among the actors of the local disaster management committee: degree, betweenness, and eigenvector. The results reveal that the local committee members are highly active during the preparedness and the response phase. The network structure varies among studied locations due to multiple factors such as diverse leadership capacities of the actors, road network, and physical characteristics of the areas. Although Bangladesh is internationally acknowledged for disaster management activities, we find very poor collaboration among actors during the recovery and mitigation phase. The collaboration and coordination need to be enhanced during the recovery and mitigation phases for sustainable disaster management. The actual implementation of the disaster management policies is far behind what the policy documents indicate. This study aims to understand the level of residential satisfaction of the host communities' aftermath of the influx of Rohingya in Bangladesh. A total of 151 household heads were randomly interviewed from Ukhiya and Ramu Upazila of Cox's Bazar district, Bangladesh. A residential satisfaction index is developed with a total of twenty-two variables comprised of four components- social environment (SE), neighbourhood environment (NE), public services and facilities (PS&F), and dwelling units (DU). The coefficients of the components indicate that the PS&F, SE, and NE impact much on the overall residential satisfaction compare to the DU. The analysis demonstrates that the people who have tertiary level education, who is Muslim and whose work opportunities remain the same as before, are more satisfied, but older people are less satisfied than younger. Besides, the degradation of social harmony, livestock and agricultural land losses, and decreased wages were the significant causes of dissatisfaction. These findings may contribute to taking appropriate policies and programs for the host communities taken by the government and non-government organizations. [ABSTRACT FROM AUTHOR]

Purpose: Recent studies suggest extensive use of environmental resources in agrofarming degrades ecosystem significantly. In this backdrop, this study aims at assessing ecoefficiency of paddy farming. Because ecoefficiency links up between economic performances and environmental resources supporting the provision of goods and services for the society, this study further investigates the effectiveness of attending Farmers' Field School (FFS), an agroenvironmental program, in conserving environmental resources through improving farm-level ecoefficiency. Design/methodology/approach: In a dataset of 200 randomly selected paddy farmers from three districts of the southwestern Bangladesh, data envelopment analysis (DEA) is applied to compute both radial and pressure-specific (nutrient balance, energy balance, irrigation and pesticide lethal risk) ecoefficiency scores. Furthermore, propensity score matching (PSM) technique is applied to examine the impact of FFS program on farm-level ecoefficiency. Findings: The DEA results suggest that paddy farmers are highly eco-inefficient. The computed radial eco-efficiency score is 0.40 implying farmers could reduce around 60% of environmental pressure equiproportionally even by maintaining the same level of value addition. In addition, the PSM results suggest farmers' participation in FFS program led to around 22.5% higher radial ecoefficiency and 7–25% higher environmental pressure-specific eco-efficiencies. Furthermore, simulation exercises reveal that FFS participation in interaction with farm size would lead to around 32–40% reduction of all environmental pressures. Practical implications: Promoting FFS programs among paddy farmers could be an effective policy option to improve eco-efficiency through environment-friendly farming paradigm. Originality/value: This study is probably the maiden effort that has examined the impact of attending the FFS program on ecoefficiency improvement in Bangladesh. This study contributes to both the concern literature by adding useful information and the policymakers by providing new insights about the reduction of environmental resource usage with maintaining the same value addition from agrofarming. Nonfunctionality of engineered water sources after two catastrophic cyclones—Sidr in November 2007 and Aila in May 2009—created acute scarcity of safe drinking water in coastal Bangladesh. The objective of this study was to estimate households' willingness to pay (WTP) for disaster resilient water sources in Dacope upazila of Khulna District in southwestern coastal Bangladesh. By applying the double bounded dichotomous contingent valuation method to a dataset of 250 randomly selected households, we found that the mean WTP is BDT 263 and that inaccessibility to functional safe drinking water sources is the most significant determining factor of households' WTP. Projecting mean WTP for a disaster resilient water source project in the study area, we measured a present value of aggregate WTP over project's life span worth about BDT 624 (USD 7.37) million, which is about 14.30 times the present value of project's aggregate establishment and maintenance cost. However, charging the local inhabitants a water tariff at mean WTP would lead to the exclusion of around 50% of the people from getting access to the improved water services or create a free riding problem. Through simulation exercises this study determined that the socially optimal water tariff is BDT 50 per month. This tariff would not only generate revenue of more than five times the project cost but would also create access to disaster resilient improved drinking water sources for almost 99% of the people. Abstract Cyclones (i.e. typhoons, hurricanes) are known for their destructive power and negative effects on livelihoods. Potential benefits are often ignored, when some people depend on cyclone impacts. Currently few publications on potential benefits exist, and most concern a single country or cyclone. This study documents an overview of the existing global knowledge on cyclone benefits and presents a regional focus on Bangladesh, the Philippines, and Japan. The results expand available options for ecosystem based adaptation schemes by highlighting how benefits can be valued as ecosystem services. Responses from experts in South-East Asia suggest that although cyclones are commonly understood to result in detrimental effects; various cases proved to have practical benefits. Example benefits include an increase in soil organic matter content, eliminating the need for fertilizers; collecting increased wind power through wind farms; and selling collected debris as a form of additional income. The results further show which ecosystem service valuation approaches can be applied to the identified benefits of cyclones, and which type of services and valuation approaches require further attention. While cyclone impacts cannot be precisely anticipated, knowledge of their benefits and corresponding valuation approaches form an important basis to offset their devastation. [ABSTRACT FROM AUTHOR]

This article documents the results of an empirical investigation on the complex interplay between diverse coping mechanisms and the socioeconomic asset profiles of coastal households at risk. Focusing on household-level perceptions and responses to cyclone hazards, a case study was carried out in a poor area in Bangladesh that is prone to natural hazards. We developed and tested our own analytical models based on the asset approach. We conducted a face-to-face household survey in southwestern coastal Bangladesh, in the Koyra sub-district, in late 2009. We asked 360 households affected by the May 2009 tropical Cyclone Aila about their hazard perceptions, preparedness, coping practices, and socioeconomic assets. The results suggest that the majority of households at risk perceive an increasing trend of different climate hazards, with a distinct dominance of tropical cyclones, storm surges, and flash floods in the study area, which resulted in a yearly average economic damage of USD 144 for each household in the first year after Aila. However, such damage is significantly and inversely correlated with the number of adopted coping practices. Significant and systematic differences exist between upstream and downstream households in the study area with respect to hazard perception, hazard induced damages, asset accessibility, and adopted diversified coping practices. The empirical findings suggest that the degree of adoption of coping practices depends primarily on elements of socioeconomic asset profile and the duration of the consequences of cyclone hazards. Disaster preparedness training seems to improve at-risk households' degree of information access and eventually leads them to adopt more coping practices to reduce adverse impacts of climate hazards. Area-specific practical modules on coping practices should be incorporated in curricula of disaster preparedness training to make people at risk more resilient to hazard shocks. Despite suffering significantly from the adverse impacts of climate change and human-induced hazards, many people at risk deliberately choose not to migrate from hazard-prone areas in coastal Bangladesh. As many of them encounter significant challenges in maintaining their livelihoods, ascertaining how and under what circumstances voluntary non-migration decisions occur is crucial. Only a handful of studies have investigated whether individuals and groups who decide to stay put in the face of climatic hazards consider their decision to be an adaptive action. In this regard, this study contributes to the existing literature by empirically investigating the voluntary non-migration decision as an adaptation strategy through an exploration of the factors affecting this decision. We employed a systematic random sampling technique and selected 627 respondents from two climatic hazard-prone coastal districts: Khulna and Satkhira. Using the Generalized Structural Equation Model (GSEM), we found that voluntary non-migrants (84% of total respondents) appeared to enjoy the significant advantage of access to their communities' basic need provision and social support. Furthermore, the social, psychological, and economic opportunities found at their existing location (e.g., better income prospects, affordable living costs, receipt of financial help during post-disaster periods, and skills allowing them to stay in that location), as well as their access to local natural resources, strengthened their social capital and thus influenced their desire to stay.
