This paper introduces the Watermark Imaging System (WImSy) which can be used to photograph, document, and study sheets of paper. The WImSy provides surface images, raking light images, and transmitted light images of the paper, all in perfect alignment. We develop algorithms that exploit this alignment by combining several images together in a process that mimics both the "surface image removal" technique and the method of "high dynamic range" photographs. An improved optimization criterion and an automatic parameter selection procedure streamline the process and make it practical for art historians and conservators to extract the relevant information to study watermarks. The effectiveness of the method is demonstrated in several experiments on images taken with the WImSy at the Metropolitan Museum of Art in New York and at the Getty Museum in Los Angeles, and the results are compared with manually optimized images. This paper examines communicating about complex challenges facing populations experiencing homelessness and examining alternative ways to communicate with these populations in times of crisis. Utilizing a case study approach, the researchers focused on cities in New York and California due to the high numbers of unhoused populations and individuals experiencing homelessness within these states. Experts in crisis and emergency management have provided invaluable recommendations on the general protection of life and property; however, individuals identifying as homeless or unhoused share characteristics that heighten their risk and vulnerability, such as lower socioeconomic status, unstable resilience levels prior to a crisis, and geographic disparities. The intersection of these attributes presents unique challenges for emergency managers and relevant public administrators when implementing crisis response and communication strategies, such as one-way written and oral messaging over media and social networks, along with enacting any new protocols needed in relation to the crisis itself, like targeted outreach. This paper discusses the evolution of crisis communication for homeless and unhoused populations, national statistics, along with analysis of case studies for Los Angeles, California, and New York City, New York. The paper concludes with eight major themes related to communicating with homeless and unhoused populations during times of crises and practical recommendations for emergency managers and relevant public administrators. It is critical that representatives and advocates for populations experiencing homelessness, or are unhoused, are involved in the dialogue and planning efforts. Stable investment in communication infrastructure and crisis communication programs and services is vital to assist homeless and unhoused populations in gaining access to the Internet and cell phone providers, outreach campaigns for printed messaging, alternative locations for media reporting, and receiving critical information during crisis and noncrisis periods. In terms of messaging, crisis-related alerts (oral and written) must be reviewed to ensure clarity in tone to avoid ambiguity and identify and remove any stigmatization language to open a two-way dialogue. Emergency managers and related public administrators must use a diverse array of communication avenues and strategies, such as social media and electronic messages (i.e., cell phones, media statements, and business signage) and traditional methods (i.e., leaflets at social service providers and shelters) with a focus on creating dialogue and empowering individuals to engage and seek out services. In addition, a crisis team dedicated to communicating with homeless and unhoused populations in times of crisis is needed along with dedicated resources for staffing, communication infrastructure, programs, and services. This study aims to forecast New York and Los Angeles gasoline spot prices on a daily frequency. The dataset includes gasoline prices and a big set of 128 other relevant variables spanning the period from 17 February 2004 to 26 March 2022. These variables were fed to three tree-based machine learning algorithms: decision trees, random forest, and XGBoost. Furthermore, a variable importance measure (VIM) technique was applied to identify and rank the most important explanatory variables. The optimal model, a trained random forest, achieves a mean absolute percent error (MAPE) in the out-of-sample of 3.23% for the New York and 3.78% for the Los Angeles gasoline spot prices. The first lag, AR (1), of gasoline is the most important variable in both markets; the top five variables are all energy-related. This paper can strengthen the understanding of price determinants and has the potential to inform strategic decisions and policy directions within the energy sector, making it a valuable asset for both industry practitioners and policymakers. This gem of an article by Dr. Kate Marcus was tucked away for decades, comfortably settled in a drawer at the Library-Bookstore of the C. G. Jung Institute of Los Angeles, readily available as a reprint for those who knew to ask. While preparing for a recent presentation, I tracked it down to refresh my memory of it. Marcus's article is the text of a lecture she presented in May 1956 for the Analytical Psychology Club of Los Angeles. In 1971, her paper was published in The Well-Tended Tree: Essays into the Spirit of Our Times, a Festschrift edited by Hilde Kirsch in honor of James Kirsch on his 70th birthday. As we would expect, Dr. Marcus's article reflects the time period in which it was written. Despite some outdated notions about women and men, it provides interesting and useful interpretations of the male stranger in women's dreams—dreams that are still dreamt today, more than 60 years after her paper was written. Marcus saw into and beyond her era, identifying and celebrating the prospective elements such dreams can offer. Documentary films and the law make a well-suited pair, due to four key similarities. Firstly, the accessibility of criminal law and its reliance on familiar concepts of good and evil. Secondly, the narrative structure: the arc of accusation, evidence and judgement within a criminal trial mirrors the arc of set up, confrontation and resolution found in cinema. Thirdly, the use of evidence, particularly the use of 'evidence verité' and the assumption of truth associated with photographs. Finally, the law and documentaries have a similar understanding of the concept of truth, as a product of persuasion and argument. As true-crime documentaries garner more attention , the stylistic choices of filmmakers carry more weight on the opinions of their audiences and subsequently the criminal justice system itself. Discussion in this paper focuses on the stylistic choices in documentaries such as Making a Murderer (Demos, Moira, and Laura Ricciardi. 2015. Making a Murderer. Los Angeles, CA: Netflix), The Staircase (de Lestrade, 2014), Southwest of Salem: the story of the San Antonio four (Esquenazi, Deborah. 2016. Southwest of Salem: The Story of the San Antonio Four. BBC), and their use of emotion, dialogue and footage, and the necessary transparency concerning these choices as well as production choices, to encourage audiences to understand true-crime documentaries as a subjective performance. This paper explores the topographical and socio-cultural developments during the Golden Age in New York, Los Angeles and San Francisco, three Beat Generation epicenters, which determined the deconstruction of traditional norms. Modifications at both city and society levels were represented by the emergence of countercultures, such as the Beat. The visibility received by urban problems, due to the increase in social demonstrations and activism, fostered the formation of a unified front that demanded equality and encouraged social and political movements, such as the Civil Rights and the Second Wave Feminism. The socio-political challenges which the American society was confronted with from the 1950s to the 1970s in these three cities, also reveal a few problems regarding the status of the Beats as well as of minorities in metropolises. The timely transportation of goods to customers is an essential component of economic activities. However, heavy-duty diesel trucks used for goods delivery significantly contribute to greenhouse gas (GHG) emissions within many large metropolitan areas, including Los Angeles, New York, and San Francisco. To reduce GHG emissions by facilitating freight electrification, this paper proposes Joint Routing and Charging (JRC) scheduling for electric trucks. The objective of the associated optimization problem is to minimize the cost of transportation, charging, and tardiness. A large number of possible combinations of road segments as well as a large number of combinations of charging decisions and charging durations leads to a combinatorial explosion in the possible decisions electric trucks can make. The resulting mixed-integer linear programming (MILP) problem is thus extremely challenging because of the combinatorial complexity even in the deterministic case. Therefore, a Surrogate Level-Based Lagrangian Relaxation (SLBLR) method is employed to decompose the overall problem into significantly less complex truck subproblems. In the coordination aspect, each truck subproblem is solved independently of other subproblems based on the values of Lagrangian multipliers. In addition to serving as a means of guiding and coordinating trucks, multipliers can also serve as a basis for transparent and explanatory decision-making by trucks. Testing results demonstrate that even small instances cannot be solved using the off-the-shelf solver CPLEX after several days of solving. The SLBLR method, on the other hand, can obtain near-optimal solutions within a few minutes for small cases, and within 30 min for large ones. Furthermore, it has been demonstrated that as battery capacity increases, the total cost decreases significantly; moreover, as the charging power increases, the number of trucks required decreases as well. • Present a formulation of a joint heavy-duty vehicle fleet routing & charging problem. • Use surrogate level-based Lagrangian relaxation approach to solve the problem. • The proposed method obtains near-optimal solutions for realistic testing cases. At the national level, the Asian American population has grown more than any other major race group. According to the 2010 Census, the Los Angeles metro area had 2,199,186 Asians, making it the home to the largest Asian population in the United States. Following close behind was the New York City metro area with 2,008,906 Asians. Over a quarter of the 14.7 million Asian Americans reside in either of the two greater metropolitan regions, where they comprise around a tenth of the total population in each metropolis. We begin with a brief historical overview of immigration legislation that has both invited and excluded Asian Americans, as a means of understanding how Asian Americans have been perceived over time. We will also compare some key characteristics of Asian American populations in Los Angeles County, New York City, the Balance of LA Combined Statistical Area (CSA) (excluding Los Angeles County), and the Balance of NYC CSA (excluding New York City), and the Balance of United States. The paper will cover: (1) demographic trends and patterns (2) economic status (3) political engagement and incorporation, and (4) residential settlement patterns. We close with a discussion of how these demographic changes have contributed to Asian Americans rapid social, economic, and political upward mobility in the last decade, at a time when the global restructuring of the economy has blurred nation-state boundaries that once existed and migration from Asia to the United States has become more complex, particularly over the past two decades. The US fashion industry is a useful lens through which to view the transformation of the country’s urban economic systems. Initially an industrial vanguard, fashion has evolved into a more design-oriented sector and a central part of the ‘cognitive-cultural economy’. Fashion is also a clear demonstration of place-specific comparative advantage and specialisation, intensely linked to ‘place in product’. The paper traces the fashion industry’s evolution from 1986 to 2007, focusing on New York and Los Angeles. The composition of the industry in each locale demonstrates each city’s comparative advantage and these advantages may be key determinants of their future fortunes. Using geographical information systems (GIS), fashion’s current spatial form is studied. Within the industry’s sub-sectors, spatial patterns and similar geographical clustering emerge. The industry may be facing somewhat of a reconfiguring of its economic geography; however, the fashion industry’s spatial-structural patterns persist within each city. We also find that fashion, like high technology and Hollywood, tends to produce regional network agglomerations, strong headquarter cities and co-location of particular sectors. Critics often mourn a loss of publicness in cities due to the increased presence of antiterror security zones and related behavioral and access controls, although recent work suggests that security landscapes have shifted from the hard, intense, militarized architecture of the late 1990s-early 2000s to a softer, less obtrusive approach more commonly seen today. Nonetheless, these studies are mostly anecdotal in nature: few studies attempt to back these claims with empirical evidence and even fewer connect this physical security imposition with the policies and plans governing its implementation and operation. In this paper I describe results of site visits to Civic Centers and Financial Districts in New York City, Los Angeles, and San Francisco. In each neighborhood I catalog security landscapes using a simple tool to assess the intensity, duration, and location of individual security zones. I find that the security landscape covers between 3.4% and 35.7% of publicly accessible space in the districts studied, and that this landscape is most prevalent and intense in New York City. I also find that security zones governed by multistakeholder networks are more intense and militarized than zones managed by a single entity. By understanding how the policies impact physical security, albeit in a relatively small sample of cities and districts, we can better predict what the future of urban security measures might hold. Over the past four decades, empirical researchers—many of them economists—have accumulated an impressive amount of evidence on teachers. In this paper, we ask what the existing evidence implies for how school leaders might recruit, evaluate, and retain teachers. We begin by summarizing the evidence on five key points, referring to existing work and to evidence we have accumulated from our research with the nation's two largest school districts: Los Angeles and New York City. First, teachers display considerable heterogeneity in their effects on student achievement gains. Second, estimates of teacher effectiveness based on student achievement data are noisy measures. Third, teachers' effectiveness rises rapidly in the first year or two of their teaching careers but then quickly levels out. Fourth, the primary cost of teacher turnover is not the direct cost of hiring and firing, but rather is the loss to students who will be taught by a novice teacher rather than one with several years of experience. Fifth, it is difficult to identify at the time of hire those teachers who will prove more effective. As a result, better teachers can only be identified after some evidence on their actual job performance has accumulated. We then explore what these facts imply for how principals and school districts should act, using a simple model in which schools must search for teachers using noisy signals of teacher effectiveness. The implications of our analysis are strikingly different from current practice. Rather than screening at the time of hire, the evidence on heterogeneity of teacher performance suggests a better strategy would be identifying large differences between teachers by observing the first few years of teaching performance and retaining only the highest-performing teachers. New York, Los Angeles, and Miami are primate immigrant centers within the U.S. metropolitan system, attracting new immigrant arrivals as well as serving as focal points for internal migrants. Using the segmented assimilation framework as a foundation, this paper emphasizes the role of geography and migration within the assimilation process. Focusing upon selected origin groups, migrant selectivity and the determinants of migration are evaluated and compared, highlighting the differential role of primate centers. While the New York and Miami metropolitan centers clearly dominate Dominican and Cuban migration systems respectively, the role of primate centers is less clear among other national origin groups. • Examine the concentration in gun violence shootings before and during the pandemic in three cities. • Examine how the increase in shooting hot spots impacted racial disparities in victimization rates. • Examine how the surge in gun violence during the pandemic increased disparities by place and race. • Between 36% and 55% of the increase in shootings occurred in the top decile of census block groups. • The spatial concentration of gun violence victimization by race-ethnicity was compounded during the pandemic. Gun violence rates increased in U.S. cities in 2020 and into 2021. Gun violence rates in U.S. cities is typically concentrated in racially segregated neighborhoods with higher poverty levels. However, poverty levels and demographics alone do not explain the high concentration of violence or its relative change over time. In this paper, we examine the extent to which the increase in shooting victimization in Philadelphia, New York, and Los Angeles during the 2020–2021 pandemic was concentrated in gun violence hot spots, and how the increase impacted race and ethnic disparities in shooting victimization rates. We find that 36% (Philadelphia), 47% (New York), and 55% (Los Angeles) of the increase in shootings observed during the period 2020–2021 occurred in the top decile of census block groups, by aggregate number of shootings, and that the race/ethnicity of victims in these gun violence hot spots were disproportionately Black and Hispanic. This paper develops an analytical framework to estimate commute accessibility and adoption of various ridehailing service concepts across the US by synthesizing individual commute trips using national Longitudinal Employer-Household Dynamics Origin-Destination Employment Statistics (LODES) data. Focusing on potential improvements in cost and time that could be enabled by vehicle automation, we use this modeling framework to simulate a lower-price autonomous service (e.g., 50% or 75% lower) with variable wait times and implementation levels (solo, pooled, and first/last mile transit connections services, alone or in combination) to determine how they might affect adoption rates. These results are compared across metrics of accessibility and trip density, as well as socioeconomic factors such as household income. We find – unsurprisingly – that major cities (e.g. New York, Los Angeles, and Chicago) support the highest adoption rates for ridehailing services. Decreases in price tend to increase market share and accessibility. The effect of a decrease in price is more drastic for lower income groups. The proposed method for synthesizing trips using the LODES contributes to current travel demand forecasting methods and the proposed analytic framework can be flexibly implemented with any other mode choice model, extended to non-commute trips, or applied to different levels of geographic aggregation. Low-wage Latina/o workers are subject to an array of workplace abuses. This study focuses on whether educational attainment may moderate inequality in knowledge or claims-making across individuals with different legal statuses. This question is motivated by research which, while highlighting the role of education in promoting civic and political engagement, has not examined the interaction between education and legal status for worker claims-making. We draw from the 2008 Unregulated Work Survey, which is representative of the 1.64 million low-wage workers in Chicago, Los Angeles, and New York, three of the largest immigrant destinations in the United States. Using the Latina/o subsample, we test whether education impacts workers' procedural knowledge of the claims process, as well as their actual claims-making behavior, across four categories of workers: U.S.-born citizens, naturalized citizens, documented noncitizens, and undocumented noncitizens. Our findings reveal that all noncitizens have lower levels of procedural knowledge about how to file a complaint with the government, compared to citizens, across educational levels. However, when it comes to claims-making, we find that education has significant positive impacts for noncitizen workers, especially the undocumented. Abstract: The cultural industries have been solidly established in the contemporary economic development agenda. But the creative agenda and its accoutrements are often thought of under a large umbrella sometimes ignoring the composition of industries and occupations that comprise the cultural sector in various cities. In this paper, we look at the way in which cultural capital is distinctly place-specific. Unpacking the occupational and industrial makeup of the artistic and cultural sectors in Los Angeles and New York we study how their cultural capital is a function of each city’s unique advantages and skill needs rather than simply a product of “the arts”. We find that the cultural workers in each city work in remarkably different industries. We consider how the skill and industry composition that each city possesses informs unique development trajectories. More broadly we speculate how these nuances might explain the cultural distinction that each city possesses. [Copyright &y& Elsevier]

Abstract: This paper presents a detailed empirical description of airport connectivities in four major multiple airport cities (London, New York, Los Angeles, and San Francisco). Our analysis draws on data derived from a previously largely untapped information source, i.e. the so-called ‘Marketing Information Data Transfer’ (MIDT). This dataset contains information on actually flown transnational routes, which allows for a thorough assessment of the chief connectivity characteristics of specific airports. Combined with information derived from a number of other sources, our results point to functional divisions among airports, both in terms of their geographical scale (e.g. national, regional, and international airports) and their specific role in the airline network (e.g. origin/destination versus hub airports). In this article, we examine the effects of the COVID-19 pandemic on the labor conditions of domestic workers in the epicenter of the United States. We focus our analysis on the symbolic categorization of domestic work as "essential labor." While domestic workers are lauded as heroes in public discourse, we argue that this symbolic recognition does not extend to material remuneration. Instead, we find that labor conditions better fit their categorization as expendable essential workers, meaning those whose essential labor is magnified during the pandemic but whose work remains materially undervalued. Data used in this article draw from observations of more than 30 hours of virtual town hall meetings on the pandemic hosted by migrant domestic worker advocacy groups in Los Angeles and New York. This article examines recent proposals to "defund the police" using a perspective informed by literature on agency termination and political accountability. These concepts allow us to build a framework for categorizing such proposals based on the assignment of functions to organizations. These proposals operate in the context of a federal system which can shape the character of each category, make some choices more or less feasible, influence where functions may be assigned, and create political incentives out of the complex geography of conflict. We use examples from Minneapolis, New York, Los Angeles, and Seattle to illustrate our framework. As peer-to-peer (P2P) accommodations have grown exponentially, it is critical to understand motivations for guests to choose a P2P accommodation instead of a hotel. The current study seeks to understand these motivations by using mixed-methods approach to compare online reviews for P2P accommodations and hotels. Through quantitative analysis, thematic analysis, and text mining, this study provides analysis of 800 reviews from New York, Chicago, Los Angeles, and Houston. The results consistently show that guests in P2P emphasize relationships with hosts, whilst hotel guests place more values on room attributes. [ABSTRACT FROM AUTHOR]

The Toxics Exposure Assessment Columbia-Harvard (TEACH) Project characterized personal, indoor, and outdoor concentrations of a suite of volatile organic compounds (VOCs) for high school students living in New York City (NYC) and Los Angeles (LA). This paper presents the analysis of VOC measurements collected indoors and outdoors for 46 students' homes in NYC and for 41 students' homes in LA across two seasons. Dual-sorbent thermal desorption tubes were used for the collection of 15 VOCs and C18 2,4-dinitrophenylhydrazine-coated cartridges were used for the collection of seven aldehydes. Air-exchange rates (AERs) were also measured using a perfluorocarbon tracer gas method. The AERs were lower in the winter in both cities, averaging 1h-1 in NYC and 1.4h-1 in LA, compared with 1.8h-1 in NYC in the summer and 2.5h-1 in LA in the fall. Higher AERs were generally associated with lower indoor­outdoor ratios with significant differences for the compounds with indoor sources, including chloroform, 1,4-dichlorobenzene, and formaldehyde. Using a mass-balance model to account for AER and other housing parameters, effective source emission rates (SER) were calculated for each compound. Based on I/O ratios and source emission rates, VOCs could be divided into: (1) indoor-source-influenced compounds, (2) those with contributions from both indoor and outdoor sources, and (3) those with mostly outdoor sources. Significant indoor sources were found for the following six compounds (mean emission rates presented): chloroform (0.11mg/h), 1,4-dichlorobenzene (19mg/h), formaldehyde (5mg/h), acetaldehyde (2mg/h), benzaldehyde (0.6mg/h), and hexaldehyde (2mg/h). Although chloroform had variable I/O ratios across seasons, SERs, which accounted for AER, were similar in both cities for both seasons (e.g., LA means 0.12 and 0.11mg/h in winter and fall, respectively). Formaldehyde had substantially higher indoor emission rates in the summer in NYC compared to winter (3.8 vs. 1.6mg/h) but lower in the fall in LA compared to winter (4.3 vs. 5.0mg/h). Uncertainty analysis determined that source strength calculations were not sensitive to measurement error for a subset of homes in LA. [ABSTRACT FROM AUTHOR]

Political campaigns have long been financed by people with well above average incomes, but the balance has tilted dramatically since the Supreme Court's 2010 decision in Citizens United v. FEC. A number of jurisdictions have been looking to rebalance the incentives through new (or updated) public financing programs. Much of the discussion about their potential effects, however, has been sweepingly generic. But we know that these programs do differ from each other and have good reason to expect that "success" or "failure" will depend both on their goals and the programs' details. This article focuses on one type of program that has become a model in recent years. Until recently New York City was the only jurisdiction with a multiple matching system explicitly designed to increase the role of small donors. Previous studies noted apparent successes, but it has been difficult to feel comfortable with only one jurisdiction to test. After Los Angeles revised its system in 2013, serious comparisons became possible. This article finds that New York City's campaign finance matching fund program increased the number, proportional role, and diversity of small donors in city council elections but that the Los Angeles program was substantially less effective. The findings were confirmed through a difference-in-differences procedure that tested each city council over time against state legislative districts representing the same geographical space. A series of explanations relating to the programs' details were tested, leading us to conclude that the policy details were affecting the results. The results were also different in both cities for mayoral and city council candidates. This suggests alterations may be needed if one were to consider the model for offices with larger constituencies, such as Governor or the US Congress. The novel coronavirus disease 2019 (COVID-19) pandemic is an unprecedented global event that has been challenging governments, health systems, and communities worldwide. Available data from the first months indicated varying patterns of the spread of COVID-19 within American cities, when the spread was faster in high-density and walkable cities such as New York than in low-density and car-oriented cities such as Los Angeles. Subsequent containment efforts, underlying population characteristics, variants, and other factors likely affected the spread significantly. However, this work investigates the hypothesis that urban configuration and associated spatial use patterns directly impact how the disease spreads and infects a population. It follows work that has shown how the spatial configuration of urban spaces impacts the social behavior of people moving through those spaces. It addresses the first 60 days of contagion (before containment measures were widely adopted and had time to affect spread) in 93 urban counties in the United States, considering population size, population density, walkability, here evaluated through walkscore, an indicator that measures the density of amenities, and, therefore, opportunities for population mixing, and the number of confirmed cases and deaths. Our findings indicate correlations between walkability, population density, and COVID-19 spreading patterns but no clear correlation between population size and the number of cases or deaths per 100 k habitants. Although virus spread beyond these initial cases may provide additional data for analysis, this study is an initial step in understanding the relationship between COVID-19 and urban configuration. This article provides a multidimensional examination of Filipina domestic workers' efforts to promote workers' rights nationally and globally. Through their own experiences as transnational workers, Filipina activists were able to translate their knowledge of labor dynamics into practical and effective tactics such as the demand for labor contracts as an industry standard. Combining ethnographic research and interviews conducted with New York-based Filipina domestic worker activists with primary and secondary sources from Los Angeles, recent advocacy work in New York is compared with efforts in Los Angeles and California more broadly. Key points of comparison--demographics and organizing histories, geography and usage of public space, and political contexts and legislation--illuminate significant divergences and continuities between the two regions. Because of their pursuit of celebrities, paparazzi have a reputation for doing almost anything to get a photograph. This study examines what ethical standards Los Angeles and New York City paparazzi use while searching for a lucrative photograph and what boundaries they draw. The study found longtime paparazzi routinely establish ethical guidelines and are upset with newer paparazzi who do not and have much lower standards; as a result, the newer paparazzi are changing the business. Since May 24, 2006 millions of people have seen the movie "An Inconvenient Truth." Several countries have even proposed using the film as an educational tool in school classrooms. However, it is not yet clear that the movie accomplishes its apparent goals of increasing knowledge and concern, and motivating people to reduce their greenhouse gas emissions. Two studies are reported, one with a sample of community moviegoers, and one with a sample of students. Across the two studies, results show that watching "An Inconvenient Truth" does increase knowledge about the causes of global warming, concern for the environment, and willingness to reduce greenhouse gases. However, the results of Study 2 suggest that willingness to take action immediately following movie viewing does not necessarily translate into action 1 month later. Social scientists have long sought to understand the cultural production system. Such research elucidates the importance of the social milieu to cultural industries. We capture aggregate patterns of the social milieu and the geographical form it takes. We use a unique data set, Getty Images and geo-coded over 6000 events and 300,000 photographic images taken in Los Angeles and New York City, and conducted GIS and spatial statistics to analyze macro-geographical patterns. The five important findings include: (i) social milieus have nonrandom spatial clustering; (ii) these clustering tendencies may reinforce themselves; (iii) event enclaves demonstrate homogeneous spatial patterns across all cultural industries; (iv) the recursive nature of place branding may partially explain resulting cultural hubs; and (v) the media also clusters. These results have unintended consequences for our understanding of clustering more generally and place branding. Researchers have suggested that intentional unprotected anal intercourse (UAI) among gay and bisexual men (colloquially called barebacking), is on the rise. Further, they have linked this increase in barebacking to the growth of the Internet as a medium for men to meet sex partners. Data were used from large-scale gay, lesbian, and bisexual (GLB) community events in New York and Los Angeles collected between 2003 and 2004. In total 1178 men who have sex with men (MSM) responded to questions about the use of the Internet, willingness to have unplanned UAI, intentions toward planned UAI, and “barebacker identity.” Compared to nonbarebackers, barebackers spent significantly more time on the Internet looking for sex and looking for dates. Further, HIV-positive barebackers specifically spent the most time online looking for dates. Further analyses of willingness and intentions to have UAI, and the specific sexual behaviors of self-identified barebackers, found evidence of strategic positioning and serosorting, both harm reduction strategies. These data suggest both HIV-positive and HIV-negative barebackers may be engaged in efforts to reduce the risk of HIV transmission when engaged in unprotected sex. [ABSTRACT FROM AUTHOR]

The article focuses on corruption, mismanagement and malfeasance in the public sector. The article also explores the factors which are believed to lead to these phenomena, and assesses the relative presence and cost of such malpractices in Metropolitan Transit Authorities (MTA). Preliminary analysis of reports of corruption in the two MTAs yields cost estimates of over $200 million in the Los Angeles County, California MTA and over $1 billion in the New York State MTA across five-year periods.

Theories of urban power have explored limitations on municipal governance by power elites, by global economic forces, and by economic competition. Less attention has been given to the impact of state government. This article explores the state role in recent secession conflicts in Los Angeles (San Fernando Valley) and New York City (Staten Island). Secession proponents expanded the scope of conflict to their state governments. Although both cities eventually survived secession battles, both were forced to accede to significant reforms. Though state interference with home rule is always, a possibility because of the formidable role of the state in local government, it is not inevitable. The capacity of local political actors to form alliances at the state level and political incentives for state actors to get involved are crucial. Proponents of more regional cooperation in U.S. metropolitan areas have suggested that increasing concern about the effects of unregulated growth creates the possibility of building a regional coalition around combating sprawl. Analysis of public opinion data from New York and Los Angeles suggest a more complicated picture. Suburbanites who are experiencing "city-like" problems in their communities seem increasingly receptive to slow-growth policies. However, residents of the central city in these areas are much less supportive of controls on growth—a problem for the goal of regional coalition building. Furthermore, even among suburbanites, support is not uniform: African-Americans, lower income residents, and those with stronger ties to the city are all less supportive of slow-growth measures. This article is an account of a European dancer Fred Berk. Berk is widely known for his work in Jewish dance and as co-founder of the dance companies for children. Fritz's performance earned him a bronze medal in the prestigious competition, launching him into the world of established Viennese dance. This article is based on material gathered for an authorized biography of Berk. Most of it comes from conversations with the late Mr. Berk, conducted from 1976 to 1980 in Tel Aviv, New York, and Minneapolis; with his former wife and partner Katya Delakova, in 1980 in New York; and with his partner and friend Claudia Vail Kaufman, in 1978 and 1981 in Los Angeles.
