Blockchain technology is evolving across the globe and is being looked upon as a definite part of the future. Blockchain is often associated with bitcoin and finance's domain. But over the last decade, this backend technology to bitcoin has spread its association in almost all domains that we can think of. Further to this, smart contracts are making the blockchain ecosystem better. Other evolving technologies like Internet-of-things, Industrial Internet-ofthings, Cyber physical systems are also making their onset on the global platform. Smart buildings link Internet-of-things connectivity, sensors and the cloud to remotely supervise and assure efficient heating-air conditioning, lighting and security systems etc to improve efficiency and overall sustainability. The global buildings sector over the next 40 years is expected to add 230 billion square meters of fresh construction, i.e., adding the equivalent of Paris every week. Thus integrating these technologies right at the onset, before they grow in isolation, is a coveted need today. This paper proposes a prototype to simulate architecture and discusses how blockchain enabled smart buildings can further expedite automation, security and transparency. The article focuses on the changes brought about by the use of radio on paper-related mediums, especially books. It starts with a discussion of the burning of books in Germany during Adolf Hitler's regime. This is told through the analysis of several accounts of the book burning, including the memoirs of a Jewish intellectual, Raymond Aron. The radio play "Death of Paper", which was broadcast in Paris is also being discussed. It was about the disappearance of paper and how people must learn how to live without it. The different sociological changes brought by the innovation of radio, including its appeal to the illiterate are also given emphasis. It concludes by mentioning the threat of television to the radio.

Purpose: Group B Streptococcus (GBS) is the leading cause of invasive infections in newborns. The prevention of GBS neonatal disease relies on the administration of an intrapartum antibiotic prophylaxis to GBS-colonized women. In recent years, rapid intrapartum detection of GBS vaginal colonization using real-time nucleic acid amplification tests (NAATs) emerged as an alternative to antenatal culture screening methods. Methods: We compared the performances of two loop-mediated isothermal amplification (LAMP) tests, the Ampliflash® GBS and the PlusLife® GBS tests, to standard culture for GBS detection in vaginal specimens from pregnant women. The study was conducted from April to July 2023 in a French hospital of the Paris area. Results: A total of 303 samples were analyzed, including 85 culture-positive samples (28.1%). The Ampliflash® GBS test and the PlusLife® GBS tests gave a result for 100% and 96.3% tests, respectively. The performances of the tests were as follows: sensitivity 87.1% (95% confidence interval (CI) 78.3–92.6) and 98.7% (95% CI 93.0-99.8), specificity 99.1% (95% CI 96.7–99.8), and 91.9% (95% CI 87.3–95.0), respectively. False negative results of the Ampliflash® GBS test correlated with low-density GBS cultures. Time-to-results correlated with GBS culture density only for the PlusLife® GBS test (p < 0.001). Conclusion: Both techniques provide excellent analytical performances with high sensitivity and specificity together with a short turnaround time and results available in 10 to 35 min. Their potential to further reduce the burden of GBS neonatal disease compared with antenatal culture screening needs to be assessed in future clinical studies. [ABSTRACT FROM AUTHOR]

The conference also discusses the safety issues and the roads/automobiles, railways and urban mobility.

Mitigation actions needed to achieve the ambitions of the Paris agreement to limit global temperature rise to 1.5 °C or below 2 °C have to align with sustainable development. In the near term, this implies a better understanding of context-specific challenges in integrating sustainability with climate policies during the designing, planning, implementation and financing stages. Through a review of selected studies across regions, this paper draws out conclusions focussing on mitigation–sustainable development goal (SDG) trade-offs, with implications on costs and equity for different development contexts. Studies show that trade-offs depend on how the option is implemented and at what scale; mitigation options such as afforestation, biomass production and digitalisation are examples of this. Some options could also result in significant adverse environmental impacts as in the case of battery waste and raw material resources for electric vehicle (EV) or air pollution associated with compact urban development. We find the most important factors influencing equity include unequal access (e.g. urban green spaces and public transportation), high costs (e.g. EV) and financial constraints. Major knowledge gaps include (i) limited empirical evidence of SDG-related trade-offs associated with scaling up mitigation options, (ii) limited understanding of the extent to which benefits are experienced by different groups, (iii) an understanding of the extent to which local context was considered when assessing mitigation–SDG interaction, including the engagement of stakeholders and (iv) synergies and trade-offs associated with cross-sectoral policies. A bottom-up approach is constructed to determine N losses from livestock farming systems and to relate these losses to the supply of fresh milk, pig and beef to Paris. First, the three products are expressed in terms of their nitrogen content; then, their fodder equivalent is determined by modelling feed formulas for swine, beef and dairy cows to meet their energy and protein requirements. Fodder deficits in livestock farms are determined by comparing the nutrient requirements of the livestock with the fodder production on the livestock farms. This allowed determining the geography of the livestock systems according to the imports of fodder to the livestock farms from external crop farms. Then we assessed the "farm-gate" N budgets in all crop and livestock farms of the entire livestock systems using data on total N fertilization, atmospheric deposition and manure management practices to finally derive N losses in relation to fodder cultivation and to manure management. Measured in N, the supply of milk, beef and pig to Paris sum 1.85 kg N/cap and the corresponding N losses from the farming systems total 8.9 kg N/cap. N losses per unit of product differ among the three livestock systems according to where and how the fodder is grown and to what densities the livestock is reared. [ABSTRACT FROM AUTHOR]

This paper examines the impacts of Brexit as an external shock to European financial centre relations. In particular, it studies the changing nature of Paris-London financial relations post Brexit. Early on in the Brexit process, Paris was not understood as the most likely European centre to benefit from Brexit given its tax regime and high office costs. However, our analysis shows that through policy and corporate network change, it has been one of the major beneficiaries. In making this argument, the paper develops a sympathetic critique of work on global cities that has tended to emphasise corporate networks without fully situating them within their political landscapes. We argue that bringing work in economic geography into closer dialogue with work in international political economy offers one fruitful way of addressing this oversight and, in turn, better understanding how inter-city relations respond to external shocks. In 1920, the American Library in Paris (ALP) was incorporated, with the desire to 'be a somewhat adequate representation of American life and thought' in the city. This paper will argue that the ALP - an institution established for overseas soldiers in 1918, which became its own entity in 1920 and celebrated a century of service in 2020 - would do more than represent America in the interwar period: it would play a role in shaping American identity as well. Through archival materials, this paper explores the ALP's representation in the three periodicals most imbricated with its interwar existence: the Paris editions of the Chicago Tribune and the New York Herald, and the little magazine, Ex Libris. I argue that the ALP - in both its physical and psychic forms - was an important site for the formation of transnational American identity in the interwar period, and that it strived to weigh in on conversations about emerging literary movements, including modernism and the Harlem Renaissance. American identity, as the Library represented it, combined national exceptionalism with a true desire for transnational cooperation. Shape vectorization is a key stage of the digitization of large-scale historical maps, especially city maps that exhibit complex and valuable details. Having access to digitized buildings, building blocks, street networks and other geographic content opens numerous new approaches for historical studies such as change tracking, morphological analysis and density estimations. In the context of the digitization of Paris atlases created in the 19th and early 20th centuries, we have designed a supervised pipeline that reliably extract closed shapes from historical maps. This pipeline is based on a supervised edge filtering stage using deep filters, and a closed shape extraction stage using a watershed transform. It relies on probable multiple suboptimal methodological choices that hamper the vectorization performances in terms of accuracy and completeness. Objectively investigating which solutions are the most adequate among the numerous possibilities is comprehensively addressed in this paper. The following contributions are subsequently introduced: (i) we propose an improved training protocol for map digitization; (ii) we introduce a joint optimization of the edge detection and shape extraction stages; (iii) we compare the performance of state-of-the-art deep edge filters with topology-preserving loss functions, including vision transformers; (iv) we evaluate the end-to-end deep learnable watershed against Meyer watershed. We subsequently design the critical path for a fully automatic extraction of key elements of historical maps. Prospect Theory, proposed and developed by Kahneman and Tversky, demonstrated that people do not make rational decisions based on expected utility, but are instead biased by specific cognitive tendencies leading to neglect, under- or over- consider information, depending on the context of presentation. In this vein, the present paper focuses on whether and how individual decision-making attitudes are prone to change in the presence of globally challenging events. We ran three partial replications of the Kahneman and Tversky (1979) paper, focusing on a set of eight prospects, after a terror attack (Paris, November 2015, 134 subjects) and during the Covid-19 pandemic, both during the first lockdown in Italy (Spring 2020, 176 subjects) and after the first reopening (140 subjects). The results confirm patterns of choice characterizing uncertain times, as shown by previous literature. In particular, we note significant increase of risk aversion, both in the gain and in the loss domains, that consistently emerged in the three replications. Given the nature of our sample, and the heterogeneity between the three periods investigated, we suggest that the phenomenon we present can be explained stress-related effects on decision making rather than by other economic effects, such as the income effect. The construction of sub‐daily pressure series is described for the cities of London (GB) and Paris (FR). The series extend back 1692 and 1748, respectively, and as such they represent two of the longest sub‐daily series of barometric pressure available. These series are updated from the previously documented London and Paris daily series and offer more homogeneous series, and in the case of the London series a more temporally complete sequence of data. A pairwise homogenization procedure has been applied to the two series alongside the long series of pressure that exists for De Bilt (NL). The De Bilt series has been available for some time in the International Surface Pressure Dataset (ISPD), but further quality control and homogeneity‐checking procedures have been applied to the data in this paper and therefore the three series are released together in this dataset. The series are of immediate interest for understanding changes to storm activity across the English Channel and North Atlantic region over an extended timeframe but may also be assimilated into reanalysis datasets such as the 20th‐century reanalysis. This paper considers the urban consequences of failing to host Olympic Games. Using the example of Paris and its unsuccessful bids to hosts the Olympic Games of 1992, 2008 and 2012, the paper analyses the pre- and post-bid status of key projected 'Olympic' sites within the context of urban plans and aspirations of the city of Paris. The French capital attracts special attention because of the rapid succession of submissions that proved to be outbid by those presented to the IOC by the cities of Barcelona (1992), Beijing (2008) and London (2012). The paper will briefly outline the reasons for failing to attract the Games but will devote most of its space for an analysis of the siting of the planned Olympic Villages, which often form the most lasting of legacies of Olympic Games in host cities. This paper examines the form, function and impact of previous Olympic security arrangements and their intersection with planning practice. Drawing from prior and ongoing empirical research investigating the security practices at summer Olympic Games, the paper argues that wider shifts towards 'total' security models comprising continually reproduced security motifs can be observed that are increasingly standardized, mobile, globalized and planned-in. For most Olympic organizers, preparations now necessarily include attempts to equate spectacle with safety and to 'design-out' terrorism by relying on highly militarized tactics and expensive and detailed contingency planning. Such securitizing practices have intensified in form and scale since 9/11, with such intensification set to continue at the XXXIII Olympiad in Paris, where a vast security infrastructure is being embedded into the large-scale and long-term master-plans for the central city. This represents a high point in spatial planning practice through embracing principles of security-by-design where Games-time security infrastructure, whilst providing effective protection, becomes a less visible but permanent, physical legacy that can also contribute to local programmes of regeneration, climate resilience and crime prevention. The paper concludes by reflecting upon what the continual evolution of security infrastructure means for the balancing of planned-in security and spectacle at future Olympiads. Unsteady component interaction represents a crucial topic in turbomachinery design and analysis. Combustor/turbine interaction is one of the most widely studied topics both using experimental and numerical methods due to the risk of failure of high-pressure turbine blades by unexpected deviation of hot flow trajectory and local heat transfer characteristics. Compressor/combustor interaction is also of interest since it has been demonstrated that, under certain conditions, a non-uniform flow field feeds the primary zone of the combustor where the high-pressure compressor blade passing frequency can be clearly individuated. At the integral scale, the relative motion between vanes and blades in compressor and turbine stages governs the aerothermal performance of the gas turbine, especially in the presence of shocks. At the inertial scale, high turbulence levels generated in the combustion chamber govern wall heat transfer in the high-pressure turbine stage, and wakes generated by low-pressure turbine vanes interact with separation bubbles at low-Reynolds conditions by suppressing them. The necessity to correctly analyze these phenomena obliges the scientific community, the industry, and public funding bodies to cooperate and continuously build new test rigs equipped with highly accurate instrumentation to account for real machine effects. In computational fluid dynamics, researchers developed fast and reliable methods to analyze unsteady blade-row interaction in the case of uneven blade count conditions as well as component interaction by using different closures for turbulence in each domain using high-performance computing. This research effort results in countless publications that contribute to unveiling the actual behavior of turbomachinery flow. However, the great number of publications also results in fragmented information that risks being useless in a practical situation. Therefore, it is useful to collect the most relevant outcomes and derive general conclusions that may help the design of next-gen turbomachines. In fact, the necessity to meet the emission limits defined by the Paris agreement in 2015 obliges the turbomachinery community to consider revolutionary cycles in which component interaction plays a crucial role. In the present paper, the authors try to summarize almost 40 years of experimental and numerical research in the component interaction field, aiming at both providing a comprehensive overview and defining the most relevant conclusions obtained in this demanding research field. This paper presents a probabilistic method to predict fatigue crack growth for surface flaws in pipelines using a particle filtering method based on Bayes theorem. The random response of the fatigue behavior is updated continuously as measured data are accumulated by the particle filtering method. Fatigue crack growth is then predicted through an iterative process in which particles with a high probability are reproduced more during the update process, and particles with a lower probability are removed through a resampling procedure. The effectiveness of the particle filtering method was confirmed by controlling the depth and length direction of the cracks in the pipeline and predicting crack growth in one- and two-dimensional cases. In addition, the fatigue crack growth and remaining service life with a 90% confidence interval were predicted based on the findings of previous studies, and the relationship between the fatigue crack growth rate and the crack size was explained through the Paris' law, which represents fatigue crack growth. Finally, the applicability of the particle filtering method under different diameters, aspect ratios, and materials was investigated by considering the negative correlation between the Paris' law parameters. In 1991, when a private house in Graz was to be sold, the owner asked her son and his wife to lend a hand in clearing the attic of the small house, a typical construction of the 1930s which had been built by her grandfather. Amongst the broken furniture, obsolete tableware, old books and rubble, all covered in layers of dust, the couple found a plastic bag containing about 70 sheets of paper, most of them damaged, most of them in an unreadable handwriting. The dates written on some of sheets aroused their interest: the years mentioned belonged largely to the 17th century. The material aspect of this collection is of particular interest. On the one hand, the analogue medium of pen and paper has been subject to various destructive factors, and information originally contained in the documents is irrecoverable; the find is also incomplete. On the other hand, the medium provides access to dimensions of the individuals who produced these records in ways that a digital entity could never provide, contributing to stories that unwind across the 136 pages, narratives that are not only interesting but also deeply touching. One of these stories is a fine example for this engagement: the case of Ludwig Teschler, an artisan accused of using witchcraft. Teschler was tried and sentenced. In this paper, a numerical modeling was developed to study (on the basis of the Paris law) the fatigue propagation paths of eccentric external (outer) cracks in circumferentially cracked round bars (CCRB) subjected to a cyclic type of loading in the form of either remote tensile loading or imposed axial displacement. Results show how the eccentricity (in relation to the wire axis) of the circular resistant ligament increases with the growth of outer circumferential cracks by subcritical fatigue mechanisms. This phenomenon is more pronounced when the solicitation consists of a remote tensile loading than when it is an axial displacement, when the initial eccentricity of the ligament increases (for a given initial diameter), and when the Paris exponent characteristic of the material rises. The paper also analyzes in depth the different situations regarding contact between crack faces during subcritical cyclic fatigue propagation, covering a wide range of cases including no contact, partial contact, and full contact depending on the ligament diameter (during the process of fatigue crack advance) and the relative eccentricity of the annular crack that loses its axial symmetry in relation to the round bar (cylinder) axis. In addition to the fatigue crack path study, closed-form stress intensity factor (SIF) solutions for the considered geometry (a cylinder with an outer annular crack) are provided in the form of third-degree polynomial expressions as a function of the ligament diameter and the crack eccentricity (both in dimensionless terms). When studying change in urban infrastructure landscapes, technical, political, and aesthetical choices are often considered in isolation. Yet, large-scale infrastructures such as urban motorways are the crystallisation of design entanglements. The decisions taken by an engineer—to build an elevated highway instead of a tunnel, to erect soundproof walls, to destroy a church instead of a housing block—are the expression of technical knowledge, cultural prejudices, socio-political frameworks, and value-based opinions reframed as expertise. This paper will be focussing on the 'social imagination' of the designers, by calling for a recontextualisation of design choices within their professional and cultural discourses, practices and imaginaries in order to question these infrastructural artefacts as socially produced. This paper will illustrate the relevance of applying a critical design framework to study infrastructure landscape change by focussing on the Boulevard Périphérique of Paris, and specifically on the emergence of noise from road traffic as nuisance. Measurements of gaseous and particulate organic carbon were performed during the MEGAPOLI experiments, in July 2009 and January-February 2010, at the SIRTA observatory in sub-urban Paris. Measurements of primary and secondary volatile organic compounds (VOCs), of both anthropogenic and biogenic origins, including for the first time C12-C16 n-alkanes of intermediate volatility (IVOCs), suspected to be efficient precursors of secondary organic aerosol (SOA). The time series of gaseous carbon are generally consistent with times series of particulate organic carbon at regional scales and are clearly affected by meteorology and air mass origin. Concentration levels of anthropogenic VOCs in urban and sub-urban Paris were surprisingly low (2-963 ppt) compared to other megacities worldwide and to rural continental sites. Urban enhancement ratios of anthropogenic VOC pairs agree well between the urban and sub-urban Paris sites, showing the regional extent of anthropogenic sources of similar composition. Contrary to other primary anthropogenic VOCs (aromatics and alkanes), IVOCs showed lower concentrations in winter (< 5 ppt) compared to summer (13-27 ppt) in agreement with a gas-particle partitioning in favor of their transfer to the particle phase in winter. Higher concentrations of most oxygenated VOCs in winter (18-5984 ppt) suggest their dominant primary anthropogenic origin. The respective role of primary anthropogenic gaseous compounds in regional SOA formation was investigated by estimating the SOA mass concentration expected from the anthropogenic VOCs and IVOCs (I / VOCs) measured at SIRTA. From an approach based on emissions inferred from the I / VOC concentrations times the SOA formation yields', the so-called integrated approach conducted in this study, 46% of the SOA measured at SIRTA is explained by our measured concentrations of I / VOC, with 10% explained by only C12-C16 IVOCs. From results of an alternative time-resolved approach, the explained variability of the SOA concentrations is improved when the IVOCs are taken into account. Both approaches, which are based on ambient measurements of particular I / VOCs, emphasize the importance of the intermediate volatility compounds in the SOA formation, and support previous results from chamber experiments and modeling studies. Purpose: This paper aims to refer to the knowledge transfer of entrepreneurial skills between digital incubators and nascent entrepreneurs. It questions the role of the context and of the richness of the ecosystems in which these women evolve, as defined by Welter and Baker (2021) on such an attempt. Design/methodology/approach: This research is based on a qualitative study that refers to case studies of women nascent entrepreneurs who evolve into two different contexts – one rich zone and one deprived economic one of the French Parisian Region – and who integrated the same digital incubator. Findings: Context does partly matter: besides the "Where", the "Who" and, moreover, the level of education and previous entrepreneurial experience really matters, and only educated women, whatever the other components of context, seem to be capable to receive the "best" knowledge transfer from incubators. Second, incubators can be considered as to be a knowledge hub that allow knowledge transfer not only from trainers and coaches to women nascent entrepreneurs but also among women entrepreneurs. This paper concludes with a discussion on the role of digital training and coaching in such knowledge transfers. Research limitations/implications: Findings are limited to a specific place (the region of Paris). Therefore, women entrepreneurs evolve in more different contexts but the national entrepreneurial and institutional context remains the same. There should be need to explore the role of an incubator that evolves into more contrasted contexts. Practical implications: If results can be generalized, this means incubators should differentiate their services, teaching and coaching expertize according to the education level of nascent entrepreneurs: This is a plaidoyer against institutionalized incubators that claim to be capable of targeting any nascent (women) entrepreneurs. Social implications: This study is also a plaidoyer for more digital incubator to mix persons from different contexts, especially to welcome persons from more deprived economic zones. Originality/value: The research reveals the role of context – and, some components of the context – intro coaching and training that are provided by online incubators. It contributes to the literature on knowledge transfer that is brought about by incubators. Queer refugees are misfits in the global political economy of migration. While international human rights law has provided some room for queer acceptance, queer refugees face organised abandonment—marginality, erasure, and invisibility—as they attempt to survive in the face of ongoing displacement. This paper explores queer refugee survival in Nairobi, Cape Town, and Paris, and examines the netted practices of the state, non‐state actors, and civil society embedded in a landscape of heteronormativity and anti‐migrant sentiment. In so doing, this paper emphasises queerness as a form of precarity inseparable from the overarching violence of race, class, and capital. With this critique in mind, queer refugee survival is constrained by the lack of access to shelter, community, and work‐related social reproduction. From the mid-eighteenth to the mid-nineteenth century, the Paris Salon was the leading visual arts exhibition venue in France—and arguably in all of Europe. For an artist, having a painting admitted to the Salon was a good signal; obtaining one of the competitive medals systematically awarded at the exhibition often marked the start of a successful career. Based on two unique datasets, this paper quantitatively analyzes which elements drove the likelihood of winning a medal. The juried Salon system has often been criticized for being prejudiced. Our paper shows the changes in the way the jury acted as rules and regulations varied over time, adding a dynamic dimension to our analysis. We find that nepotism, proxied here as having one's master sit on the jury, helped win medals, but this was not systematically the case. The hierarchy of genres setting history paintings at the top was not always respected. By contrast, women were systematically discriminated against. Medals were more likely to be awarded to men, even for the minor genres, in which many women were forced to specialize. [ABSTRACT FROM AUTHOR]

Contributions to the climate governance literature have highlighted the importance of recognizing its new polycentric nature, which includes roles for non-state and subnational actors in climate change mitigation and in leadership for climate action. Yet, the literature is missing a normative cartography—that is, a mapping of the distribution of moral duties in the real world—which is tailored to a context of polycentric governance. This paper answers the question: how can moral duties be distributed in a context of polycentric climate governance such as to diminish the problem of non-compliance? This implies the following question: do duties change in situations of non-compliance in a context of polycentric governance, and if so how? Acknowledging polycentric governance is the key to an effective distribution of moral duties, as it allows for a more accurate mapping of non-state and subnational actors' duties in leading the charge against climate change. Correspondingly, a normative cartography fitted to this context will be instrumental in showing how morally informed climate governance can diminish the problem of non-compliance. This paper focusses on the distribution of moral duties in a context of polycentric governance as a contributing factor to inducing agents to act according to the collective goal. This article is about an everyday paper object: an envelope. However, as opposed to most other flat paper containers, the enveloppe Soleau can only be bought from L'Institut national de la propriété industrielle (INPI) in Paris. At the cost of €15 you get a perforated, double-compartment envelope allowing you to constitute proof of creation and assign a precise date to your idea or project. But the enveloppe Soleau is something much more than just a simple and cheap way by which you can prove priority in any creative domain. It is a material footprint anchored to centuries of practices associated with disclosure and secrecy, a gateway into the infrastructure of the intellectual property system and its complicated relationship to the forms of knowledge it purports to hold. The purpose of this article is to consider the making of the enveloppe Soleau as a bureaucratic document, a material device performing a particular kind of legal paperwork. In four different vignettes, the article tracks the material becoming of the enveloppe Soleau as an evidentiary receptacle, beginning by going back to early modern practices of secrecy and priority, continuing with its consolidation in two patents (from 1910 and 1911) to the inventor Eugène Soleau (1852–1929), and ending up, in 2016, dematerialized in the e-Soleau. As a bureaucratic document, the enveloppe Soleau shows just how much work a mundane paper object can perform, navigating a particular materiality (a patented double envelope); formalized processes of proof (where perforations have legal significance); the practices of double archiving (in an institution and with the individual) and strict temporal limitations (a decade). Ultimately, the enveloppe Soleau travels between the material and immaterial, between private and public, between secrecy and disclosure, but also between what we perceive of as the outside and inside of the intellectual property system. Image inpainting aims to restore missing or damaged regions of an image with plausible visual content. Most existing methods always face challenges when dealing with large hole images, such as structural distortion and prominent artifacts, which mainly stem from the absence of adequate semantic guidance. To overcome this problem, this paper proposes a novel progressive image inpainting network driven by dynamic context, where the guided restoration dynamic semantic prior not only includes information from the known region but also considers the semantic inference during the filling process. Specifically, a multi-view cooperative strategy is proposed firstly to predict the inherent semantic information by estimating the distributions of the image, grayscale and edge of the masked image. In addition, to cope with potential semantic changes, an auxiliary generative unit is proposed for learning semantic information of the intermediate inpainting results, where the learned intermediate semantics are fused with the intrinsic semantics in a weighted manner to form a real-time updating dynamic context. Moreover, the dynamic semantic prior is propagated to various stages of inpainting to assist in constructing refined feature maps with multiple levels of resolution. Experiments on CelebA-HQ and Paris street view datasets demonstrate that the proposed approach can recover reasonable structures and realistic textures on large-scale masked images, achieving advanced performance. The introduction of resistant and lightweight materials in the construction industry has led to civil structures being vulnerable to excessive vibrations, particularly in footbridges exposed to human-induced gait loads. This interaction, known as Human–Structure Interaction (HSI), involves a complex interplay between structural vibrations and gait loads. Despite extensive research on HSI, the simultaneous effects of lateral structural vibrations with fundamental frequencies close to human gait frequency (around 1.0 Hz) and wide amplitudes (over 30.0 mm) remain inadequately understood, posing a contemporary structural challenge highlighted by incidents in iconic bridges like the Millennium Bridge in London, Solferino Bridge in Paris, and Premier Bridge in Cali, Colombia. This paper focuses on the experimental exploration of Structure-to-Human Interaction (S2HI) effects using the Human–Structure Interaction Multi-Axial Test Framework (HSI-MTF). The framework enables the simultaneous measurement of vertical and lateral loads induced by human gait on surfaces with diverse frequency ranges and wide-amplitude lateral harmonic motions. The study involved seven test subjects, evaluating gait loads on rigid and harmonic lateral surfaces with displacements ranging from 5.0 to 50.0 mm and frequency content from 0.70 to 1.30 Hz. A low-cost vision-based motion capture system with smartphones analyzed the support (Tsu) and swing (Tsw) periods of human gait. Results indicated substantial differences in Tsu and Tsw on lateral harmonic protocols, reaching up to 96.53% and 58.15%, respectively, compared to rigid surfaces. Normalized lateral loads (LL) relative to the subject's weight (W0) exhibited a linear growth proportional to lateral excitation frequency, with increased proportionality constants linked to higher vibration amplitudes. Linear regressions yielded an average R2 of 0.815. Regarding normalized vertical load (LV) with respect to W0, a consistent behavior was observed for amplitudes up to 30.0 mm, beyond which a linear increase, directly proportional to frequency, resulted in a 28.3% increment compared to rigid surfaces. Correlation analyses using Pearson linear coefficients determined relationships between structural surface vibration and pedestrian lateral motion, providing valuable insights into Structure-to-Human Interaction dynamics. The paper examines the local newspaper's response to the "Syrian refugee rape case" disinformation campaign in Twin Falls, Idaho, 2016. Drawing upon the pervasive climate of fear surrounding Syrian refugees that followed the 2015 terrorist attacks in Paris, the disinformation campaign targeted refugee resettlement efforts in the city. The study employs a critical thematic analysis of prominent journalistic techniques deployed by the paper and the themes used to depict refugees in the news texts. The analysis identifies dominant patterns in the news articles and reveals how these strands drew upon deep-rooted cultural discourses and news coverage routines. The study suggests steps that can be incorporated by local journalists while responding to disinformation. Findings from the study can be applied to other media formats and will play an important role in countering disinformation about refugees. [ABSTRACT FROM AUTHOR]

This paper examines the impact of a shift in focus from political praxis to trauma work in the context of a failed democratisation movement. It investigates the various phenomena which emerge when intellectuals, under the traumatic impact of violence and atrocities, place trauma narration at the core of their interventions. Drawing on document analysis, participant observation and semi-structured interviews with twenty nine exiled Syrian intellectuals in Paris and Berlin who had participated in the revolutionary movement of 2011, the paper suggests that an inversion of the normative power structures pertaining to how intellectuals relate to their publics occurs when they adopt, under conditions of extreme violence and trauma, what we call a radically embedded positionality vis-à-vis 'the people'. This results in the dismantling of previous figurations of the 'militant intellectual' along with praxis-focused notions of the 'responsibility of intellectuals', ultimately undermining their ideational influence upon domestic publics and weakening their political impact and critical role within a revolutionary movement. Port State Control (PSC) inspections conducted under the Paris Memorandum of Understanding (MoU) agreement have become a crucial tool for maritime administrations in European Union countries to ensure compliance with international maritime safety standards by ships entering their ports. This paper analyses all PSC inspections conducted in 10 major European ports belonging to the Paris MoU between 2012 and 2019. For its study, a multivariate HJ-Biplot statistical analysis is carried out, which facilitates the interpretation and understanding of the underlying relationships in a multivariate data set by representing a synthesis of the data on a factorial plane, with an interpretation that is very intuitive and accessible for readers from various fields. Applying this method with ship characteristics as explanatory variables, several classifications were derived. These classifications align with the annual performance lists published by the Paris MoU and the International Association of Classification Societies list, suggesting that this method could serve as a reliable classification approach. It provides maritime authorities with an additional indicator of a ship's risk profile, aiding in the prioritising of inspections. The method also effectively categorises ports and types of ships used for cargo transport, offering insights into the specific maritime traffic each port experiences. Furthermore, this study identifies characteristics associated with substandard ships, which is a primary objective of PSC inspections. Beyond revealing these traits, this research underscores the existence of several readily applicable techniques to enhance maritime safety and reduce the risk of ocean pollution. The article throws light on the psychology of attitudes and gives insight into one aspect of newspaper behavior. An analysis of the rumors regarding communist leader Joseph Stalin's real or pretended illness in thirty newspapers in Paris, France revealed that the papers tended to publish rumors that arced with their political attitudes. Anti-communist papers published rumors stressing Stalin's illness and a crisis in Russia; communist papers ignored the subject or carried rumors denying the illness and crisis. Studies such as this might be used as a test for listing and grouping papers according to their political attitudes. Studies have been made repeatedly showing that the news content of newspapers is influenced by their editorial political attitudes. Less attention has been paid to the question of susceptibility to editorial manipulation. The collection of all rumor echoes in daily newspapers was undertaken during a period of four months. All news items, which had a particular character of vagueness, lack of authority regarding their source or outright improbability, were included regardless of whether or not rumor as a source was specifically mentioned.

Considering the alarming rate of environmental degradation, all countries are looking for solutions to close their environmental gaps in order to ensure long-term sustainability. In order to achieve green ecosystems, economies seeking clean energy are motivated to embrace environmentally friendly practices that can support resource efficiency and sustainability. In this sense, the current paper addresses measuring the link between CO2 emissions, economic growth (GDP), renewable and non-renewable energy (RE), tourism, financial development, foreign direct investment, and urbanization in the United Arab Emirates (UAE). The aim of this paper is to empirically evaluate the link between CO2 emissions and macroeconomic factors in the UAE. The UAE was chosen as the country for the case study as the UAE is one of the world's richest oil-based economies and one of the countries with the highest per capita income, adopts sustainable technologies, and has signed the Paris agreement supporting the transition to clean energy. To verify the environmental Kuznets curve (EKC) for UAE, the timespans for the years 1990–2021 have been chosen according to data availability. The long-run coefficients supported the EKC hypothesis of an inverted U shape for income and CO2 emissions, according to the findings. Notably, urbanization and financial development both reduce pollution while foreign direct investment increases environmental pollution. The study recommended the creation of more environmental policies to promote sustainable business operations and nationwide green awareness, increase the use of clean energy technology, reduce energy intensity, and achieve a net zero carbon target. There are growing concerns about the rising local costs to organize and host Summer Olympic Games. This has been expressed by local resistance and the abandonment of candidacies. In the face of the difficult context of COVID-19, economic and environmental crises, Paris 2024 is tasked with rebuilding a better Olympic and Paralympic Games (OPG) model – one with high global and local value and low direct local costs. Paris is a heritage-shaped city like London and will use this sporting and cultural heritage as a central element for the OPG model to become sustainable. This circular heritage model (use of an existing heritage) for the OPG reduces direct costs related to infrastructure and organization. However, this is also likely to reduce its local legacy. Comparing the models of Paris 2024 and London 2012 (whereby events are part of this creation of a new heritage), this paper considers each cities ambition for legacy as presented in various public documents. This in-perspective paper seeks to characterize the circular heritage OPG model of Paris 2024 and answer the question of: is its possible local legacy as important as for London 2012 using the convergent method? The feature representation of images is the key to bridge the semantic gap and make computer understand images in the tasks of image retrieval. In image recognition, semantic regions and salient targets are irreplaceable parts of image cognition. The purpose of segmenting semantic regions is to analyze the connections between image targets, while some distinctive targets are able to highlight the important semantics. However, the semantic regions and salient targets were often ignored in previous retrieval methods. Considering the two aspects, this paper proposes an unsupervised image retrieval method based on multi-semantic region weighting and multi-scale flatness weighting. Firstly, we divide the semantic regions by using the Fully Convolutional Network and calculate the multi-Semantic weight map (S-mask) to obtain the global features. Secondly, we introduce a flatness-weighted strategy to weight feature maps and aggregate the multi-scale features to obtain the local features. Finally, we cascade the global features and the local features to construct the final image representation. There are two main contributions in this paper. One is that the S-mask assigns different weights to the semantic regions. It distinguishes the importance of the semantic regions and balances the weight within the semantic region. The other is that the flatness-weighted strategy suppresses the background and highlights the target region. This ISCEF special issue of The Energy Journal presents new results in the area of energy economics to provide new insights on commodity markets, which will be helpful for investors, policymakers and analysts. In particular, this issue focuses on studies that use recent modeling techniques and empirical design. It introduces seven studies, presented at the fifth International Symposium in Computational Economics and Finance organized in Paris on April 12-14th, 2018 (www.iscef. com). These studies focus on the investigation of the dynamics of commodity markets, discuss the consequences of uncertainty on energy prices and their effects on the real economy and financial markets, and use high frequency data and recent econometric methods to empirically investigate the interactions between commodity markets and financial markets. The lack of equal globally binding GHG's emission reduction targets is currently leading to a set of diverging GHG's emission prices across the world (or even no price for GHG's emission in some regions). This may result in distortions with direct implications on competitiveness of the industries in regions with strict climate policies (as the European Union) and can cause the issue of carbon leakage. Carbon leakage is defined as 'the increase in emission outside a region as a direct result of the policy to cap emission in this region'. This paper is the first part of the set of two analysis aiming at the carbon leakage assessment. In the following paper (aimed to be published this year), we will assess the impact of free allowances for emission intensive trade exposed industries (EITE) and the NDCs in the rest of the world countries - for the sake of brevity, we decided to remove these results from the current paper, but they will be presented later this year. The purpose of this paper is to assess the possible scale of the carbon leakage using different assumptions and policy scenarios and identify channels to efficiently prevent the carbon leakage phenomenon. The analysis has been carried out using the computable general equilibrium d-PLACE model developed within the Centre for Climate and Policy Analysis (CAKE).2 Our model is a recursive dynamic multi-regional and multi-commodity tool in which emissions are modelled in great detail, for example, the process and each fossil fuel combustion related emission are modelled separately. Furthermore, the big advantage of the applied model is a very detailed modelling of EU ETS as well as non-ETS emission targets. In the paper, the simulations using two versions of model was presented - with and without endogenous technical change to elaborate on how the assumptions on technical change affect the modelling results and consequent scale of the carbon leakage. Moreover, this paper aims mainly at the assessment of different channels of carbon leakage; therefore, we do not take into account either NDCs in the rest of the world or free allowances for emission intensive trade exposed sectors. These problems will be handled in the next paper, aimed to be published later this year. Using the above mentioned CGE (computable general equilibrium model, we captured the main factors, that determine the carbon leakage rates. We assessed the contribution of three channels - demand channel, competitiveness channel and carbon intensity channel to the risk of carbon leakage. It turned out that carbon intensity channel and competitiveness channel are the most important, while demand channel contributes to changes in GHG's emission only in the most restrictive scenario. Moreover, energy channel was further decomposed to the impact of sectoral structure and influence in emission intensity within each sector - the impact of these two channels is also similar, but dependent on the analysed scenario.
