The article presents the experience of Omsk State Technical University in training of engineering specialists for high-tech economy sectors. The system of innovation engineering education applied in OmSTU includes creation of innovation research-and-production educational centres (resource centres), the program of elite engineering education with aprofound fundamental component, integrated educational programs, the basic departments at research institutes and enterprises.

The article is devoted to an actual modern problem of integration of two major spheres of the state and public life – science and business – on the basis of educational institution of the higher professional technical education institution. Ukhta State Technical University is has become a platform to create for creation of the innovation and educational cluster, – which can be regarded as a real product of such integration. In the article we reveals the possible types of similar clusters and a form of their strategies and formulates the conceptual bases of for the creation of innovation and educational cluster on the basis of USTU are defined here.

The article analyzes some problems of transport specialist training and identifies prioritytasks for a transport university complex. These tasks are as follows: providing of the continuity of multi-level training, providing of the state-of-the-art equipment for education, vocational training and scientific research, developing of the new forms of cooperation with transport enterprises, improving of the teachers’ continuing training system.

The article describes the benefits of a university complex as a form of higher education institution. The necessity of forming a directional didactic system of a university technical complex is substantiated. There is proposed an approach to the formation of such a system through an additional teachers’ training, based on the project method.

The methodology of fractal as a self-similar structure for the analysis and a choice of productive models of university complex development is offered. In this regard, the classification of university complex structures on the basis of a fractal is presented. The matter concerns the similarity of the head and filial organizations. It is established that the fractal university structure promotes economic efficiency, self-organizing, self-restoration, availability and openness of continuing education in the region territory, the achievement by the filial organizations of university education level, and also formation of their competitive resource.

The article is devoted to the phenomenon of competitive resource for a university graduate. The pedagogical and sociological aspects of its formation in the regional university complex are presented. On the basis of factor analysis the opinions of various stakeholders on the significant competitive advantages of graduates on the regional labor market are explored. As a pedagogical tool to create student’s competitive resource at Orenburg State University was developed a special program, including employment training courses, sports and context games, corporate health groups, special skills raising courses for teachers, curators, and elective disciplines for masters of pedagogy.

The article dwells on the process of formation of a united educational space of a University complex on the example of three Ukhta colleges accession to the Ukhta State Technical University. Special attention is paid to adaptation of Ukhta Forestry College personnel to the University complex. This year this college has celebrated its 85th anniversary.

Higher education modernization that takes place in the country makes many lecturers from the provinces think that their education institutions somehow fall out of the strategy of national education development. However at the time being regional higher education institution has almost infinite opportunities to develop and improve its educational activities.There is a need for regional higher education institutions to get restructured and turn into scientific and innovative university complexes for successful establishment and effective functioning. An additional point is that university must have its own distinctive feature that will serve as its brand and will make it possible to differentiate it from other universities of the region. These components will ensure a high scientific and educational level as well as integrated training of human resources in order to prepare them for innovative activities and involve the university into an active social and economical development of the region.

The paper highlights the Rector's experience in implementation of social and technological approach to management the processes of creation and development of a modern university. Figures and facts show the dynamics of its transformation from the provincial teacher training college to on one the leading national research universities. The applied approach included the participatory process, incorporation of human resources, development of the new forms of administration and management using the effective methods of social motivation. The keystone to success is a strict succession of the stages of the whole social and technological cycle implementation, coherent functioning of all subsystems, and a high accuracy of an every operation and action.
