The scholarly article presents different analytical approaches to modern understanding and manifestation forms of geoeconomics as a tool of geostrategy. It contains a comprehensive list of conceptual tools, empirical roots, and case studies on the political-economic essence of geoeconomics. The paper’s particular contribution is its direct connection with the practice and rooting of international political economy and poorly studied determination of geoeconomics with geostrategy in the evolving structure of the global world order and new vectors of geoeconomic dynamics of Ukraine. Based on the evolutionary method, the author has developed a matrix of approaches to understanding geoeconomics, demonstrated its progress, conducted a critical analysis of each of them, and put forward an original version and model of interpreting the relevant dynamic phenomenon following the strategic national interests of Ukraine. The myth of static assumptions about the existence of geoeconomics as a self-sufficient system that should have replaced geopolitics was debunked. Using the case study method, the key factors facilitating the geoeconomic expansion of China, the USA, and Russia are highlighted. Emphasis is placed on the role of other states in the formation of geoeconomics, and the issue of strategic autonomy is elucidated. The author justifies the genuine interest in geoeconomics as a component of geostrategy, demonstrates its determination, and specifies the main modern tools of geoeconomics. The impact of the military discourse on geoeconomics is proven, and the vectors of geoeconomic de-sovereignization of some countries in the context of economic globalization, geosecurity expansion, and the growing role of services in the GDP structure. The importance of studying the role of artificial intelligence, android robots and humanoids in GDP formation was separately emphasized; options of their influence on the world’s geoeconomics and the development of humanity as a whole amidst neo-economics are modeled.

The article considers the issues of selection and use of management tools and methods, development and selection of enterprise strategy taking into account risks. The author's understanding of the risk management process is given, the basic principles that guide the development and implementation of risk management strategy at the enterprise are listed. The development of a risk assessment algorithm is proposed and the features of individual elements of the integrated risk assessment flowchart are characterized. In the paper, attention was drawn to the differences in the qualitative and quantitative risk analysis, the peculiarities of their methodology were determined. Considerable attention is paid to the definition of risk assessment methods, methods of risk minimization are listed, and as a result, the definition of the term "risk" is generalized. The methods of formation of enterprise strategy, which can be represented by three groups: portfolio analysis methods, mathematical methods, forecasting methods, are investigated. It is determined that modern methods of enterprise management and mechanisms for making key decisions in business imply the need to develop a procedure for both substantive and quantitative accounting and assessment of the entire range of possible uncertainties and risks that accompany the market activity of the enterprise. It is shown that most of the risks to be taken into account, quantified and accounted for in the economic and mathematical model of the enterprise, cover two main activities of the enterprise, and are integrated into the concept of risk management assessment: production and financial sphere. An economic and mathematical model of choosing the optimal strategy of the enterprise, taking into account the risk factors of management, according to the criterion of maximizing the amount of consolidated cash flow from operating and financial activities, which reflects both the production and technological conditions of the enterprise and the peculiarities of decision-making in the commodity and financial markets, is built. This optimization model is implemented to solve the problem of choosing the optimal management strategy taking into account management risks. However, all these methods start to work when the risk is realized (or must be realized) in losses and damages. Such an approach to building an effective risk management system does not comply with the principle of proactivity: it is not necessary to include in the cost estimate of the enterprise the costs of eliminating the consequences of the risk, it is necessary to include the costs of preventing the risk. With this approach, preventive and adequate measures can reduce the cost of risk, as well as choose the optimal level of risk, which is determined by the minimum cost. The results of the analysis show that most of the known methods of forecasting and risk assessment are inapplicable in conditions of unpredictability. The situation with the application of risk management tools is slightly better. Dissipation and insurance, as well as diversification of activities and the creation of funds and reserves are at least limitedly applicable. The presence of a risk assessment and coordination system at the enterprise will make it possible to identify existing risks, determine the level of danger and, using certain methods and tools of risk management, reduce their negative impact on the financial and economic activities of the enterprise. Currently, the approach to risk assessment is being transformed, as new challenges require fundamental changes in risk assessment and modeling systems.

Socio-economic problems and long-term discussions in Ukrainian politics and business about finding new models of profits from the hotel industry have put on the agenda the issue of increasing regional revenues and replenishing the budget of Ukraine through the introduction of gaming hotels and development of special entertainment areas. Despite significant scientific achievements and revealed problems in the hotel industry, today it is extremely important to assess the impact of legalization of gambling in Ukraine on the functioning of hotel enterprises. Therefore, the main task in presenting the material of the article is to assess the possible ways of development of the hospitality industry of Ukraine due to the official permission to conduct gambling business in hotels. The gambling business existed in Ukraine until 1917, after which it was banned until 2009. In autumn 2010, the draft law of Ukraine «On Gambling» was developed, but it was not adopted by the parliament due to the need to finalize and clarify it with a focus on world experience of interaction of gambling zones with the authorities and to separate gambling from bookmaking. The draft of this bill partly belonged to the measures to ensure Ukraine's preparation for Euro-2012. In 2020, the Verkhovna Rada of Ukraine adopted the bill №2285-d "On state regulation of the organization and conduct of gambling", which will enter into force in 2021. Analyzing the many years of global experience in gambling, we can conclude that in this legal activity of gambling establishments at hotels will have more advantages than disadvantages. One of the projects announced by the leadership of Ukraine is called «Danube» and is planned to be implemented in part on the territory of the national nature park «Tuzla estuaries» and adjacent recreational areas of Odessa region. The 500-hectare project between Lake Sasyk and the Black Sea envisages the construction of a 10 km embankment, more than 80 hotels with 150 to 1,000 rooms, the creation of 5,000 jobs, and the arrangement of a venue for festivals and a gaming zone. The resort is planned as a year-round (figure) and provides for the construction of the first hotels in 2022, and the appearance of the first million tourists - in 2025, 6 million tourists are projected in 2030. The first investment from scratch will be $ 2.5 billion. USA. According to our research, this project is very risky and can lead to the destruction of the nature of the national nature park. In the case of the actual implementation of this project requires extremely serious economic calculations, which must involve scientists from different sectors of the economy.
