Given the state of the climate emergency, European Union (EU) cities must find innovative ways to achieve a sustainable and decarbonised urban mobility trajectory. This requires integrated and crosssectoral approaches that enable all sectors influencing such mobility to contribute to this goal. Building on the concept of the climate-connected city and drawing on an extensive empirical investigation of two Dutch cities (Rotterdam and Maastricht), this study reflects on how decarbonisation targets are integrated with other sustainability objectives across all policies and levels involved in reconfiguring mobility towards an environmentally sustainable model. The study finds that spatial development tools and processes, in combination with regulatory instruments imposing strict limits on emissions, can strengthen cross-sectoral support for the behavioural changes needed to decarbonise urban mobility. However, this integrative dynamic may be countered by local economic actors and by national and EU economic and fiscal instruments, whose narrow focus on reducing vehicle emissions and expanding road capacity forces cities to dilute their sustainable mobility policies. This suggests that in order to accelerate the decarbonisation of urban mobility, these instruments should be aligned with a broader set of sustainability goals and solutions and be combined with greater attention being given to the urban dimension into national and European transport policies. Transport and mobility systems need to be transformed to meet climate change goals and reduce negative environmental and social effects. Despite EU policies having targeted such problems for more than three decades, transitions have been slow and geographically uneven. For effective change to happen, transport and mobility research needs fresh perspectives and better integration of knowledge from the Social Sciences and Humanities. Based on a Horizon Scanning approach, which allowed for a great deal of openness and variety in scholarly viewpoints, this paper presents a novel research agenda consisting of 8 themes and 100 research questions that may contribute to achieving environmentally sustainable mobility transitions within Europe. This research agenda highlights the need to not only support technological solutions for low-carbon mobility, but the importance of transformative policies that include new processes of knowledge production, civic participation and epistemic justice. GIS models are currently available for a broad range of applications in mobility planning. However, it is not known how widespread the current use of GIS models is among European urban mobility planners, nor what their user experiences and needs are. There is therefore a risk that the development of GIS models for urban mobility planning will be mainly driven by technical possibilities and data availability rather than by the needs of the prospective users. To inform model developers and ensure a good match between model options and user needs, we conducted a survey investigating the current application of GIS models in urban mobility planning practice in Europe as well as model data availability and the needs and priorities of European mobility planners regarding GIS models. We received 51 valid responses from the transport departments of 42 cities from 21 European countries. For developers of GIS-based traffic models, the findings indicate that in Europe there is scope for wider adoption and further improvement. The models currently used are considered useful to support urban mobility planning, but more than 60% of the surveyed cities do not yet use them. Increased user-friendliness, in particular for non-experts, appears important to promote wider adoption. Availability of non-traditional types of data, such as real-time data or data at neighborhood level, is still limited in most cities, but this may rapidly change. In the coming decades, decarbonization of society in response to climate change will result in transformation of urban systems, especially in the energy and mobility sectors. This transformation will likely lead to stronger links between both sectors, which may have both desired and undesirable consequences. However, current policies are predominantly sectoral and tend to assume only a positive impact of the transformation of the energy–mobility nexus on urban sustainability. We conducted a systematic literature review, which covered 78 articles, to identify the interactions between the transformations of urban energy and mobility systems, their impacts on various aspects of sustainability and equity, and the relevant policies that target the nexus. The results show that the positive impacts of the transformation of the urban energy–mobility nexus are outnumbered by negative impacts on various aspects of sustainability and equity. A major equity issue concerns a possible reinforcement of socio-spatial inequalities in access to renewable self-production of electricity, electric vehicles, their integration, and the associated benefits. In conclusion, the issue of socio-spatial inequalities should be a priority for further research and policy development, given the currently limited understanding of these equity risks and the growing emphasis on the need for a just transition. This article reconstructs the historical transformation of mobility in the city of Maastricht in the period 1950–1980, from cycling as the most popular mode of traveling in the 1950s to car driving by the end of the 1970s. Based on an analysis of written sources and oral history interviews with Maastricht travelers and other practitioners who experienced this shift themselves, this article sheds light on this historical transformation, its key actors, and its main drivers. Combining insights from studies of social practice-based perspectives on mobility, historical sociotechnical transitions, and the model of urban obduracy, this study seeks to contribute to understanding why and how cities may transform toward being unsustainable places. Furthermore, it aims to show how social practice approaches can give more context-sensitive insights into processes of transformation and transition compared to established MLP-based transition approaches, by giving more attention to local meanings.
