Many countries are still facing a common hurdle: last-mile rural electrification. Great skill is required to face this challenge, which generally involves the most isolated, inaccessible and complex regions. Many Latin American countries have already undertaken universal access to energy schemes and have built an experience base that, if shared, can add a wealth of knowledge to facilitate the implementation of future initiatives. In this regard, this work evaluates the sustainability of the main electrification initiatives developed in Brazil and Venezuela, by performing an ex-post comparative multicriteria evaluation on 18 quantitative and qualitative social, institutional, economic, technical and managerial indicators. Eight discussion threads are drawn from the programs’ design and implementation strategies and outcomes. The main insights are: the suitability of renewable-based distributed energy resources for covering last-mile rural electrification; the effectiveness of a private context for the development of the technological market and the creation of policy instruments; and the effectiveness of a public context to implement a greater diversity of technological solutions focused on improving social well-being. The lessons learned aim to guide rural electrification promoters and decision makers in developing more sustainable and successful last-mile electrification initiatives. Rural areas in developing countries have the highest concentrations of unelectrified communities. There is a clear link between electricity consumption and the Human Development Index, as highlighted by the 7th Development Goal of the United Nations. Estimating the energy needs of the previously nonelectrified population is imprecise when designing rural electrification projects. Indeed, daily energy demand and peak power assessments are complex, since these values must be valid over the project’s lifetime, while tight budgets do not allow for the systems to be oversized. In order to assist project promoters, this study proposes a fuzzy mixed integer linear programming model (FMILP) for the design of wind–PV rural electrification systems including uncertainty in the demand requirements. Two different FMILP approaches were developed that maximized the minimum or the average satisfaction of the users. Next, the FMILP approaches were applied to six Latin American communities from three countries. Compared with the deterministic MILP (where the energy and peak power needs are considered as specific values), the FMILP results achieved a better balance between the project cost and the users’ satisfaction regarding the energy and peak power supplied. Regarding the two approaches, maximizing the users’ minimum satisfaction obtained globally better solutions.

Rural electrification should plan the multi-stage implementation of electrification systems considering different distribution options (national grid extension and decentralized off-grid systems) with different energy sources (photovoltaic, wind, diesel, etc.). Most of the existing planning assessment tools search for a static final design and only consider economical and technical criteria, although social and environmental issues have proven essential in ensuring long-term sustainability. In this context, the objective of this paper is to investigate and define how different actions of electricity extension in a region can be gradually organized to maximize the region’s overall satisfaction, and which technology options for electricity generation and distribution should be promoted on a regional scale according to economic, technical, socio-institutional and environmental criteria. The obtained solution defines, at each planning stage, to which communities should electricity access be extended and which configuration and sources are used in each community in order to maximize the total satisfaction of the region. This total satisfaction is calculated by means of multicriteria indices that evaluate the energy provided and the suitability of the chosen system designs according to stakeholders’ opinions (experts, promoters, users, among others). A mixed-integer linear programming (MILP) model is developed to solve the regional multi-stage planning. The model is validated with a computational experiment of 540 randomly generated instances; the results highlight its efficiency. Finally, it is applied to solve a case study of 544 real non-electrified communities in Plateau State (Nigeria) calculating two electrification plans (with a more and less budget-constrained scenario) which are compared with the currently available one. The results show that the proposed new plans significantly increase the total satisfaction obtained in the electrification of the region. The consideration of a less-constrained budget scenario allows the promotion of on-grid MGs based on only photovoltaic without diesel, which is the most satisfying option for the case study from a multicriteria perspective.

Despite global progresses worldwide, many people living in rural areas still have no electricity. Autonomous generation systems based on renewable energy and microgrid distribution represent a viable alternative, but their design is complex. In a recent work, the design of electrification systems is tackled through a multi-objective optimization (MO) approach that simultaneously minimizes the system cost and maximizes the energy and power supplied to consumers. However, hundreds of non-dominated solutions may result from this MO process, hindering the subsequent task of decision-makers confused by too many alternative configurations. In this framework, this work proposes a computational tool based on e-dominance and cluster analysis to prune the set of non-dominated solutions to a manageable number. The numerical experiments highlight that, regardless the size of the community to be electrified, the proposed tool successfully determines a reduced number of diverse trade-off alternatives, among which decisionmakers are able to comprehensively select their preferred option.

Stand-alone electrification systems based on renewable energies are suitable for electrifying isolated rural communities. After some years of operation, their impact on the development of beneficiaries must be evaluated; in order to understand the strengths and weaknesses of each design option and to learn useful lessons for future projects. The literature lacks a unified study that compares the long-term impact on population of several projects combining different options for electricity generation (solar PV, wind and hydro) and distribution (microgrids and individual systems). In this context, this work performs a two-phase assessment of 9 electrification projects combining different systems and located in 6 rural Peruvian communities. First, a qualitative analysis is performed to monitor the progress experienced by the communities, considering previous evaluations carried out shortly after the projects’ implementation. Second, an in-depth analysis of the systems and the development of the communities is quantitatively performed through 28 indicators, evaluating 9 sustainability objectives organised into 4 dimensions: technical, social, economic and environmental. The results show that microgrid projects require and encourage community involvement to promote effective maintenance of the shared equipment. Conversely, individual systems can work for longer periods without as much regular maintenance, but still need an efficient management model to raise funds for repairs. Also, hydro is confirmed as providing continuous and high-quality supply, while solar and wind options allow more flexible designs. In all cases, a well-planned management model is essential for reducing the default rate, organizing effective maintenance and allowing the sustainable development of the community. In the last ten years, there has been a progressive improvement in rural electrification indexes in developing countries, and renewable energies are progressively being integrated into electrification programs. In Cuba, the government has set a target of 700 MW in solar photovoltaic energy by 2030, including rural electrification and off-grid systems. Within this framework, 10,000 modular systems of 300 Wp are being installed in isolated communities. Nowadays, previously diesel-electrified settlements are migrating into renewable energy technologies projects in rural Cuba. The objective of this research is to evaluate the sustainability of these changes in order to identify the implications for other developing countries, taking four different dimensions into account: environmental, technical, socioeconomic, and institutional. For this purpose, the rural communities of Yaguá (diesel-based) and Río Abajo (solar-based) in the province of Sancti Spiritus are visited and studied. Results show that the institutional dimension of sustainability is positive thanks to improvements in energy security and promotion of the Cuban national plan goals. Moreover, results confirm that the energy transition from diesel-based to solar PV is environmentally sustainable in Cuba, but improvements are still necessary in the power capacity of solar modules to strengthen the socioeconomic and technical dimensions.

Electrification with micro-grids is receiving increasing attention to electrify rural areas in developing countries. However, determining the best local supply solution is a complex problem that requires considering different generation technologies (i.e. solar PV, wind or diesel) and different system configurations (off-grid or on-grid). Most existing decision aid tools to assess this design only consider economical and technical issues in a single optimization process. However, social and environmental considerations have been proven key issues to ensure long-term sustainability of the projects. In this context, the objective of this work is to develop a multicriteria procedure to allow comparing electrification designs with on-grid or isolated micro-grids and different tech-nologies considering multiple aspects. This multicriteria procedure is integrated in a two-phased methodology to assist the design of the system to electrification promoters in a structured process. First, different electrification alternatives are generated with an open-source techno-economic optimization model; next, these alternatives are evaluated and ranked with the multicriteria procedure, which considers 12 criteria representing economic, technical, socio-institutional and environmental aspects. The whole design methodology is validated with a real case study of 26 population settlements in Plateau State, Nigeria. Experts in rural electrification within the Nigerian context have been consulted to weight the criteria and particularize their evaluation for the specific case study. Results show that solar PV technology based systems are the most suitable electrification designs for communities in Nigeria, while grid connection feasibility depends on the size of the community and the distance to the closest national grid consumption point.

On-site technology performance evaluations are needed in tropical regions with extreme climatic conditions in order to reinforce electricity access programs based on renewable energy technologies (RET), particularly off-grid small wind technologies (SWT). This research aims to evaluate the technical performance and end-users’ acceptance of two SWT projects in Venezuelan communities located at different altitudes and with different weather conditions: a hot desert climate on the Caribbean coast and dry-winter climate in the Andean mountains. The technical performance is assessed through computer simulations to analyze the electricity demand and the wind resource. End-users’ acceptance is studied from in situ surveys and semi-structured interviews with all beneficiaries. Results show that the flat areas on the north coast have a low wind variability and high wind speeds, while in the mountainous areas the implementation of SWT is limited by the orography’s impact on wind variability. However, the social acceptance of SWT in both communities remains high given the existing relationship between load and production variations. In 2016, 1,100 million people lack access to electricity, mainly in developing countries in Africa, Asia and South America. In these countries, there is a large potential for hydroelectric production through off-grid microgrids, although not fully exploited. This work assesses the long-term sustainability of off-grid microhydro projects operating in rural indigenous communities. More specifically, four sustainability dimensions are analyzed: environmental, technical, socioeconomic and institutional, and specific indicators are proposed for each one. In particular, 6 micro-hydroelectric power plants in southern Venezuela are used as case studies. The data gathering includes surveys, technical visits and interviews with technicians, engineers and beneficiaries. Results show that the institutional dimension and, in particular, alignment between involved institutions has been fundamental for the long-term sustainability. Indeed, appropriate institutional alignment is the key to strengthening the impacts on: (i) the environmental dimension, minimizing emissions and impacts on local ecosystems; (ii) the technical dimension, improving adequacy and reliability of technologies; and (iii) the socioeconomic dimension, making efficient use of electricity to enhance education, health and productivity. Lessons learned and conclusions of this research can significantly contribute to improve future projects, in particular to the 22 included in the electrification plans of Venezuela in coming years.

Wind-photovoltaic stand-alone electrification systems are a suitable option to provide electricity to isolated villages, in the right context of rural areas far from the national grid. Many initiatives promote electrification projects in rural areas spread across a territory; generally considering each village independently, implementing local microgrids. However, for the case of several neighbouring villages, a regional microgrid connecting them together may reduce costs. Determining the optimal design requires solving complex optimisation combinatorial problems to explore possible generator combinations and microgrid connections. In order to find the solution, a two-scale procedure is proposed: first, a local-scale mathematical model is developed to design a microgrid for each village; and then, a regional-scale model is proposed to design a microgrid connecting the villages together. Both models minimise the lifecycle costs and optimise supply quality, while considering the electrical requirements of end-users and solving for the location of equipment and the microgrid structure. For its validation, the two-scale procedure is considered for five small villages in La Rioja (Northern Spain); according to an Administration request to promote electrification for rural development. As a result, an optimised regional microgrid is proposed, supplying the five villages together, using medium voltage lines between them and low voltage lines internally, with generators centrally located on a windier mountain peak.

Wind-photovoltaic systems are a suitable option to provide electricity to isolated communities autonomously. To design these systems, there are recent mathematical models that solve the location and type of each of the electrification components and the design of the possible distribution microgrids. When the amount of demand points to electrify increases, solving the mathematical model requires a computational time that becomes infeasible in practice. To speed up the solving process, three heuristic methods based on mixed integer linear programming (MILP) are presented in this paper: Relax and Fix heuristics, heuristics based on a Corridor Method and Increasing Radius heuristics. In all algorithms first a relaxed MILP is solved to obtain a base solution and then it is used as a starting point to find a feasible solution by searching in a reduced search space. For each type of heuristic several options to relax and to reduce the solution space are developed and tested. Extensive computational experiments based on real projects are carried out and results show that the best heuristic vary according to the size of instances. The problem of designing electrification projects in rural communities is studied.This problem is hard and heuristics are needed to solve non-small instances.We propose three types of heuristics based on a mathematical model.An extensive computational experiment is carried out to analyse its results.

Systems relying on renewable energies demonstrated to be a reliable and sustainable option to electrify isolated communities autonomously. Hybrid systems that combine different energy resources and distribution microgrids are the most efficient design configurations. The design of these systems requires the use of decision support tools, while projects' promoters generally dispose of low design resources. This study presents a heuristic method to design off-grid electrification projects based on wind and solar energies considering micro-scale resource variations and a combination of independent generation points and microgrids. The method considers generation far from users and a pre-selection process is presented in order to screen the initial pool of potentially infinite generation points. Different algorithm versions are evaluated and performances are compared with existing tools: VIPOR, known software for microgrids design, and a recently developed mixed integer linear programming (MILP) model. The proposed heuristic performs better than VIPOR with mean improvements of around 6% and, for communities of more than 40 users, considerably enhances solutions obtained by the MILP model with a much lower computational time (1 min against 1 h). The method is a complete and simple tool that can efficiently support the design of stand-alone community electrification projects with renewable energies. (C) 2014 Elsevier Ltd. Case study prepared as teaching material for engineering courses, aiming students to use linear programming to solve a real problem in developing countries: to extend access to electricity in rural areas through renewable energy systems. Electrification systems based on the use of renewable energies can provide much needed electricity to isolated communities, particularly those living in poverty in rural areas. Designs that combine wind and photovoltaic (PV) technologies as well as individual systems and microgrids have proven advantageous. In this context, the aim of this case study is that students develop a Mixed Integer Linear Programming (MILP) model to design such projects. The model is based on the one presented by Ferrer-Martí et al. [2013] and allows minimizing the project cost, while considering the detail of the community, the energy resources and the available equipment. As a result, the size and location of all the equipment to install are defined.

Electrification projects based on renewable energy technology have demonstrated to be suitable for providing electricity to rural communities. In the region of Cajamarca, Peru, a wind electrification project has been implemented to provide electricity to the rural community of El Alumbre. To develop this project the wind turbine IT-PE-100 was designed. The turbine was built for the specific environmental conditions of the mountainous region of the Andes. This thesis focused on the performance identification of the current blades of the IT-PE-100. It also presents determinate modifications to the blade design improving the Gross Annual Energy Production of the turbine in the environmental conditions of Cajamarca. To conduct this study the software PROPID has been used to perform the analysis regarding the different modifications. The optimum combination of the modifications yielded approximately 20% more energy annually produced with high performance in high wind ranges. This study demonstrated that small changes in the blade design of IT-PE-100 allow a better exploitation of the wind resource. Also, it encourages further research in experimental studies as wind tunnel experiments to validate the optimization model.

Los sistemas de electrificación autónomos basados en el uso de las energías eólica y solar han demostrado ser adecuados para electrificar comunidades rurales aisladas de países en desarrollo. Éstas pueden ser utilizadas en lugar de otras, como los generadores diésel, contribuyendo, así, a una mejor gestión ambiental y un desarrollo más sostenible. En este trabajo se presenta una metodología para ayudar en el diseño de dichos sistemas. A diferencia de otras herramientas de diseño, la propuesta considera en detalle las soluciones de electrificación; aspectos económicos, técnicos, sociales y ambientales; y la opinión de todos los actores involucrados en el proyecto. La metodología se divide en 3 etapas: - Consiste en recopilar información característica de la comunidad. - Es el proceso de diseño y se divide en 3 niveles de decisión, en función de la importancia de las decisiones a tomar. Se estudia la influencia sobre el coste de modificaciones en la demanda eléctrica (nivel 1), la gestión del sistema (nivel 2) y la seguridad del suministro (nivel 3). En cada nivel se generan diversas alternativas de electrificación incluyendo consideraciones técnicas y sociales, y luego se selecciona la alternativa más adecuada según criterios económicos, técnicos y sociales. - Permite intentar mejorar el coste de la solución obtenida, manteniendo las decisiones previamente tomadas. Para ilustrar el funcionamiento de la metodología, se presenta el diseño del sistema de electrificación de una supuesta comunidad. Se observa la pertinencia de la metodología al permitir adecuar la toma de decisiones a las peculiaridades de cada comunidad.

Off-grid rural electrification project configurations which consider hybrid generation systems based on multiple renewable sources and the implementation of micro-grids are the most promising design solutions. The efficient design of those systems is a complex task that is facing several technical issues such as limited time and resources available for the purpose, especially in developing countries. This study proposes indicators for supporting and improving the design of community off-grid electrification projects considering hybrid generation and micro-grids. A (Grid Generation Score) GGS is defined in order to identify most promising locations for being the generation point of a micro-grid. The (No- Generation Score) NGS and the (Independent Generation Score) IGS evaluate respectively if a point should be reliably connected to a micro-grid or should better be an independent generation point. All indicators could be easily and quickly calculated at a very first stage of the plan of a community project requiring as input data only demand and resource distributions in the studied area. It is shown that the utilization of proposed indictors can enhance the design of stand-alone community electrification projects based on renewable energies.

El sector energético se está dirigiendo hacia un nuevo paradigma, favoreciendo la aparición de procesos de conversión más eficientes, el uso de las fuentes de energía renovables y la micro-generación. La bioenergía es una solución prometedora para la futura combinación de energías. Los conceptos de ingeniería deben de integrarse junto con los aspectos económicos, ambientales y sociales en el desarrollo de proyectos. Los sistemas de energía centralizados y distribuidos necesitan enfoques a medida para explotar las características de cada posible sistema. Esta tesis investiga el potencial del sector bioenergético, mediante el estudio de la gasificación de biomasa a través de técnicas avanzadas de modelización de procesos y de la incorporación de la gestión de la cadena de suministro, en el marco del diseño conceptual para la toma de decisiones. Los sistemas estudiados son: (i) gasificación integrada con ciclo combinado y con métodos de captura y almacenamiento de CO2 (IGCC-CCS, 285 MWe) para los sistemas de energía centralizados, y (ii) un gasificador de biomasa combinada con un motor de gas (BG-GE, 14 kWe) para los sistemas de energía distribuidos. La superestructura concebida puede ser utilizada en el diseño preliminar de alternativas para los diferentes procesos considerados, para adaptar los ya existentes y para adquirir conocimiento sobre las condiciones de operación de plantas de gasificación. El problema de optimización multi-objetivo considerado evalúa el equilibrio entre los criterios técnico-económicos y ambientales de 25 escenarios, con mezclas de diferentes materias primas y cambios topológicos: mezclas de carbón, coque y biomasa y la generación de electricidad a partir de gas de síntesis, la generación de electricidad a partir de H2 y la producción de H2 puro, considerando o no el uso del gas de purga del PSA en el ciclo combinado. El análisis de Pareto revela que como mejores escenarios el que utiliza coque de petróleo como materia prima para producir H2, con reciclo del gas de purga del PSA y el que utiliza biomasa residual sin reaprovechamiento del gas de purga del PSA. La implementación de la tecnología CCS conlleva una penalización en la eficiencia de un 8,7% en términos de potencia neta, si el H2 se utiliza en el ciclo combinado. La gestión de cadenas de suministro de sistemas centralizados, señalan que España tiene potencial de biomasa residual, invirtiendo en nuevas centrales IGCC-CCS, o para producir electricidad mediante co-combustión en las centrales térmicas de carbón ya existentes. Para el primer caso, el valor actual neto óptimo es 230 millones de € para un periodo considerado de 25 años. Para el segundo caso, se ha calculado que las políticas de subvención en este tipo de proyectos deben de tener en cuenta la sostenibilidad económica, cubriendo en un rango de 5,84% a 20,25% el aumento de los precios de la electricidad. El caso de estudio propuesto y optimizado como ejemplo de un sistema distribuido tiene en cuenta una comunidad de Ghana en el marco de la electrificación rural, a abastecer con peladuras de yuca y mediante sistemas BG-GE. Los resultados revelan una red inviable. De las cadenas de suministro resultantes como óptimas, se puede deducir que cierto nivel de centralización es necesario para que las propuestas sean sostenibles en el tiempo. El sector de la bioenergía cumple ofrece ventajas en términos de impacto ambiental y social. Su implementación es posible con el apoyo de las tecnologías actuales de conversión de energía. Los principales retos están en la mejora de los procesos de pretratamiento de la biomasa y en su almacenamiento. La conversión de la biomasa, junto con los métodos de captura y almacenamiento de CO2, necesitan de incentivos políticos para poder penetrar definitivamente en el mercado, como sería el caso de cualquier otra tecnología alternativa de conversión de energía, The energy sector faces a new energy paradigm, with more efficient conversion processes, renewable sources and micro-generation. Bioenergy is a promising solution. Engineering aspects must be integrated with economic, environmental and social aspects in bioenergy projects. Biomass properties enhancement is crucial. It concerns energy and matter densifications, for stabilisation and easier transport. Tailor-made approaches are needed to account for the characteristics of each potential system, being it centralised or distributed. This thesis has assessed the bioenergy potential using advanced modelling techniques, enlarged with supply chain management strategies, in the framework of conceptual design for decision-making. The studied energy systems are (i) an integrated gasification combined cycle power plant combined with carbon capture and storage (IGCC-CCS, 285 MWe) for centralised energy systems, and (ii) a biomass gasifier with a gas engine (BG-GE, 14 kWe) for distributed energy systems. Process system modelling and optimisation approaches are integrated with supply chain management to analyse co-gasification and co-production of electricity and hydrogen alternatives in IGCC-CCS, and co-combustion of biomass and coal in pulverised coal power plants in the light of economic and environmental considerations. Process modelling is integrated with supply chain management optimisation for rural electrification by BG-GE systems, considering economic, environmental and social issues. The superstructure can be used for the design of process alternatives, retrofit of existing ones and to gain knowledge on operation of IGCC-CCS. The multi-objective optimisation problem evaluates the trade-off between techno-economic and environmental criteria of 25 scenarios. Considerations comprise different coal, petcoke and biomass combinations and electricity generation from syngas, electricity generation from H2 and purified H2 production without and with PSA purge gas use in the combined cycle. The Pareto frontier analyses reveals that the scenario with petcoke as feedstock for H2 production with PSA flue gas profit is the best in terms of techno-economic optimisation. The scenario with residual biomass without PSA flue gas profit is the best in terms of environmental optimisation. CCS technology implementation leads to an efficiency penalty of 8.7% in net power terms if H2 is used in the IGCC. To maintain the same power level than that obtained with the combustion of syngas, the feedstock should be increased by 21% on a mass basis. Supply chain studies highlight, for Spain, a huge biomass waste potential for electricity and H2 production by investing on new IGCC-CCS power plants, or adaptation of existing plants. For the first case, the optimal NPV is around 230M€ for a period of 25 years. The sensitivity of the optimal solutions to changes in prices is demonstrated. For the second case, policy subsidies or alternatively price increases range from 5.84% to 20.25%. The investment is within 549M€ and 1640M€. A supply chain in a specific community from Ghana is proposed for rural electrification using cassava peels. Optimisations considers 9 communities and an overall electricity demand of 118 MWh/yr. The results reveal an unviable network. From the resulting networks, distributed approaches need a certain level of centralisation to be feasible on time. Bioenergy offers decisive advantages in terms of environmental and social impacts. Its deployment is straightforward to support with current energy conversion technologies. Challenges concern the biomass pre-treatment and storage. Despite all the striking advantages, political incentives are needed for definitive market entry, as would be the case for any energy conversion alternative.
