The evolution of society into the information era, propelled by globalization and technological advancements, has transformed social behaviors and interactions, giving rise to the concept of an "information society." However, the proliferation of communication technology, while beneficial, has also presented challenges in ensuring responsible usage. This study explores the application of Restorative Justice Approaches in addressing violations of electronic information and transaction laws in Indonesia. Through a Systematic Literature Review method, five relevant studies were analyzed, revealing the efficacy and versatility of Restorative Justice in resolving various cybercrimes, including defamation, hate speech, dissemination of false information, and pornography. Despite its benefits, challenges such as disagreements among involved parties, resource limitations, and regulatory gaps hinder the effective implementation of Restorative Justice. It is an effective method to use Agent for modeling and simulation in a complex environment. The Repast Simphony development platform lays the foundation for Agent modeling and simulation. In this paper, a simulation model of the Repast Simphony system is developed. Then this paper constructs a new electronic information system based on the principle of a composite adaptive system. The system uses different levels of adaptive agents as the base unit. Then, the behavior and relation of agents at the same level are explained in detail, and the information transmission and mechanism of action between agents at different levels are studied. The experimental results show that the agent-based evaluation method can comprehensively consider the advantages and disadvantages of each factor, and it can evaluate other targets. At the same time, this method has higher accuracy and better adaptability.

Background: Literature has shown the integration of electronic alerts into patient care has the potential to improve clinicians' workflow by saving time, increasing efficiency, and improving patient safety. However, despite these possible benefits of alerts, studies have shown that alerts are often overridden by clinicians. Objective: The purpose of this study was to optimize the acceptance rates of medication point-of-prescribing alerts within the electronic medical record (EMR) of an ambulatory care organization. Methods: The study design evaluated the actions taken by clinicians when they were presented with medication point-of-prescribing alerts. These alerts were created by the clinical pharmacy informatics team to help promote cost-effective and safe prescribing. Alerts determined to be high value alerts were optimized to increase clinicians' likelihood of accepting each alert's recommended alternative. The primary objective was to increase acceptance rates of high value alerts. The exploratory objective was to identify the estimated annualized cost-savings when high value alerts were accepted, and a lower cost alternative prescription resulted. Results: The acceptance rate of the optimized point-of-prescribing alerts increased to 8.7%, compared to a 3.2% acceptance in the pre-modification period (P <.001). The lower cost alternative prescriptions that resulted from the accepted alerts translated into an estimated annualized cost-savings of over 2 million dollars. Conclusion: The use of point-of-prescribing alerts with optimized information and specific cost comparisons in an ambulatory setting led to an increase in the acceptance rates of the alerts and more cost-conscious prescribing. The electronic information security model has the characteristics of nonlinearity and uncertainty. There will be great limitations if we use traditional mathematical theory for processing. Therefore, the paper proposes an electronic circuit information security simulation method utilizing nonlinear differential equations. The method uses a fractional reactance approximation circuit to build a nonlinear differential operator. The model modifies the circuit impedance function in electronic information security to form a transfer function. Then with the help of this function, we build the block diagram of nonlinear differential equation simulation. Experimental research shows that the algorithm proposed in this paper is simple, and the amount of data is small. At the same time, the experiment also verifies the correctness and effectiveness of the processing method.

Currently, the criminalization of the field of electronic information circulation is experiencing a substantial increase. Mass computing has led to the evolution of information technology, substantially raised the level of training of users of computing technology, brought new requirements for the improvement of electronic information processing technologies, substantially widened the scope of computing technology which, by most often, is connected to broadband networks. At the same time, we notice a wide automation of document processing in various fields of activity (economy, justice, etc.). In recent years, information has become an indispensable component of such an important area of society as transport, energy acquisition and storage, banking system, defense and the functioning of the state apparatus, which, obviously, contributed to the penetration of crime in the field of electronic information. The possibility of committing criminal deeds at a great distance from the crime scene, remaining largely unnoticed and undiscovered, is attracting increasing attention from offenders. In these circumstances, the study of judicial practice tells us about the admission of a substantial number of errors in the process of investigating cybercrime, explained by the inappropriate professional training of prosecuting officers in matters related to the operation of information technology. These circumstances require the analysis and examination of the peculiarities of the investigation of cybercrimes, specifically in order to identify new ways to streamline this activity. We note that, for the most part, the peculiarities of the investigation of cybercrimes have been exposed in the literature, but in their content, the specificity of carrying out criminal prosecution actions on this category of criminal cases has not been sufficiently reflected. Abstract Researched in the 1980s, multi-sensor data convergence has become a hot issue. Not only does it differ from general signal processing, or single to multiple sensor surveillance and measurement, on the other hand, it is a higher level of integrated decision-making processes based on multiple sensor measurement outcomes, this paper is based on the study of the saliency area detection algorithm of electronic information and image processing based on multi-sensor data fusion, based on the improved FT algorithm and LC algorithm using multi-sensor data fusion technology, a new LVA algorithm is proposed, and these three algorithms are evaluated in an all-round way through various algorithm evaluation indicators such as PR curve, PRF histogram, MAE index, and recognition image rate. The research results show that the LVA algorithm proposed in this paper improves the detection rate of saliency maps by 5–10%.

The future belongs to countries whose people make the most productive use of information, knowledge and technology; Kenya being a developing nation is no exception. The traditional library ways of acquiring, repackaging, storing and communicating information have changed due to web and internet technologies. The aim of the study was to identify the available e-resources in the Maasai Mara University library and assess its utilization. The study was guided by the Unified Theory of Acceptance and Use of Information Technology. The study adopted a descriptive survey design with a target population of 3180 students a sample size of 343 participants drawn from undergraduate students who are in the second and fourth year of their studies. The response rate obtained for the research study was 76 per cent, drop and pick-up method was used for the distribution and collection of questionnaires. The study found that a range of e-resources is available at Maasai Mara University for students use. From the findings, the majority of the respondent used electronic journal at 39.5 per cent. It was noted that a small fraction of the respondents’ access electronic resources from home (18.4 per cent) while a majority of them (53.2 per cent) access the library and the computer labs available at the university. The article analyzes the experience of Orenburg State University in the field of training specialists for the digital economy. It describes key competences for the digital economy: hybrid interdisciplinary management skills, team work abilities, skills in the spheres of management in cyberphysical systems, management in institutional changes and options for their generation in the training process of a university. It actualizes the task for universities and employers to coordinate their activities in making up the list of requirements to provide successive development of the digital economy competences. Special focus is given to designing and implementation of an electronic information and educational environment at university, and its characteristics are described. The article highlights the use of new format learning materials to meet the challenges of the digital economy in the fields of engineering, construction, computer safety, management.

Background: Numerous equations are used for estimation of renal function, and many electronic medical records report multiple clearance estimates to assist with drug dosing. It is unknown whether the presence of multiple clearance estimates affects clinical decision-making. Objective: To determine whether the presence of multiple renal clearance estimates affects pharmacist drug dosing decisions. Methods: A randomized trial in the form of an electronic survey including 4 clinical vignettes was delivered to hospital pharmacists. Vignettes consisted of a patient presenting with an acute pulmonary embolism requiring enoxaparin therapy. Pharmacists were randomized to receive a single estimate of renal function or multiple estimates for all vignettes. The primary outcome was deviation from approved recommendations on at least 1 vignette. The χ2 test was used to detect differences in deviation rates between groups. Logistic regression was performed to adjust for the effects of potentially confounding variables. Results: A total of 154 studies were completed (73 in the multiple-estimate group and 81 in the single-estimate group). Pharmacists presented with multiple renal estimates were significantly more likely to deviate from recommended dosing regimens than pharmacists presented with a single estimate (54.7% vs 38.2%; P = 0.04). The results were driven primarily by the 2 vignettes that included discordance among Cockcroft-Gault equation creatinine clearance estimates. Logistic regression identified multiple estimates as the only independent predictor of deviation (P = 0.04). Conclusion and Relevance: Pharmacists provided with a single renal clearance estimate were more likely to adhere to approved dosing recommendations than pharmacists provided with multiple estimates. The United States Federal Depository Library Program (FDLP) is a government mandated program that distributes government information to the populace through designated "depository" libraries. From the 1970s until today, due to advancing technology, government documents librarianship has undergone several transformative changes. Beginning with distribution of government information on microfilm through the appearance of electronic information in the 1980s exponentially increased the amount of information available to users, information that often came with a large learning curve to use. The proliferation of government information transformed government documents librarianship from a self-contained, stand-alone, bibliographically focused entity to a more forward-facing, user-centric focus. The depository community is largely led by academic institutions, which account for 72% of depositories. They have lobbied the FDLP for increased access, better training, improvements in delivery, and assurances that electronic information would be found, captured, and preserved. In addition, their efforts have ensured digitization of the historic print depository collection is largely complete. Background: Numerous equations exist for estimating renal clearance for drug dosing, and discordance rates may be as high as 40% in certain populations. However, the populations and types of equations used in these studies may not be generalizable to broader pharmacy practice.Objectives: To determine the dosing discordance rate between Cockcroft-Gault (C-G), Chronic Kidney Disease Epidemiology (CKD-EPI), and Modification of Diet in Renal Disease (MDRD) equations in a community hospital population.Methods: This was a cross-sectional analysis of inpatients who had documented renal function assessment over a 6-month period. Renal estimation was calculated using 5 equations (MDRD, CKD-EPI, and 3 C-G variants). Differences between equations were assessed using mean bias, dosing discordance, and agreement (κ statistic). Patients with acute kidney injury and those requiring renal replacement therapy were excluded.Results: A total of 466 patients were eligible for inclusion. Dosing discordance was evident between C-G variants and both MDRD and CKD-EPI equations in greater than 20% of patients. Agreement was highest between MDRD and CKD-EPI (κ = 0.93) and lowest between MDRD and C-G calculated using ideal body weight (κ = 0.33). The majority of discordant instances led to higher dosing recommendations when using MDRD and CKD-EPI equations compared with C-G variants. Dosing discordance exceeded 18% between the different C-G variants, with the highest discordance (36%) observed between total body weight and ideal body weight variants.Conclusion and Relevance: Dosing discordance between renal estimating equations is widespread. This study explored the determinants of postgraduates' use of electronic information resources in federal universities in southern Nigeria. The purpose was to identify the factors that influence user behavior and ascertain how factor like self-efficacy could increase the use of electronic information resources. Descriptive survey method was adopted for the study. The sample size of 591 post graduates was selected through purposive sampling technique. The study used a researchers' designed questionnaire for the collection of data which was analyzed using frequency counts, mean, and standard deviation. The findings of the study revealed that psychological factors such as trust on the information source and perceived usefulness, and self-efficacy and social factors like referral from course-mates and lecturers as the factors that influenced the use of electronic information resources. High self-efficacy level increased the use of electronic information resources among the respondents. Based on the findings, the study recommends that universities should improve their subscription to various electronic information resources through their libraries and such should be from renowned publishers of high impact to increase their usage. The article outlines the possibilities of using a University Electronic Information-Educational Environment (EIEE) that facilitates the University educational process in the context of a pandemic considering the variety of applicable e-learning tools and difficulties encountered by teachers and students in organizing and implementing distance learning within this period. The major objective of the article is revealing the didactic potential and technologies for providing remote access to University educational resources for arranging the educational process. Study results. The study identified E-resources and electronic environment activities that found to be the most popular between educational process participants in the period of forced transition to distance learning. Besides, the authors list the main difficulties in distance learning arrangement and suggested ways in their overcoming aided by EIEE didactic possibilities and potential. The principal research methods are questionnaire survey, expert assessment method and statistical processing of quantitative research results. The practical implications of the study comprise recommendations development for distance learning arrangement providing for modifying various components of students’ training system in higher education institutions, which is especially important not only in the context of a pandemic, but also under standard academic situations. The paper sets the direction of further research in upgrading the education system. The materials of the article can be helpful to teachers of higher educational institutions, further education establishments, to heads of educational institutions and school teachers in resolving the issues of organizing educational activities in the context of a pandemic for successful fulfillment of the basic educational programs. Objective: To identify clinically relevant areas of concordance and discordance between product monographs for 4 direct oral anticoagulants (DOACs) approved by regulatory authorities in Europe, the United States, and Canada. Data Sources: For each DOAC (apixaban, dabigatran, edoxaban, rivaroxaban), manufacturer product monographs were retrieved from the European Medicines Database, US Food and Drug Administration, and Health Canada Drug Product Database. Data Extraction: Monographs for each DOAC were independently reviewed by 2 investigators to identify areas of concordance and discordance. Discordance existed if it was deemed that a potentially clinically relevant difference existed. A heat map summarizing the data was created to identify areas of complete concordance, partial concordance (concordance between 2 of 3 monographs), and complete discordance. Data Synthesis: The areas of concordance were indications for use, use in extremes of weight, and switching to/from the DOAC. Areas of discordance included the following: differing recommendations for use/dosing with renal dysfunction; contraindication or use with caution with drug interactions, pregnancy, and hepatic/renal dysfunction; and timing of DOAC with spinal/epidural anesthesia after a procedure or traumatic puncture. Relevance to Patient Care and Clinical Practice: Concordance was most evident for uncomplicated patients with atrial fibrillation or venous thromboembolism, whereas discordance emerged for those having characteristics/factors wherein clinicians may seek clarification within product monographs (eg, impaired renal/hepatic function, drug interactions). As such, clinicians must be familiar with product information within their country of practice. During the last decade, library users have responded favorably to the rapid growth in available digital content, In recent years, a number of assessment initiatives related to digital content have surfaced. Among these are projects to standardize the measurement of digital content use, user satisfaction with digital content, cost/benefit analyses, and determination of the demographics and purpose of use of digital content. This paper surveys early attempts by libraries to assess the value and impact of digital content on users. Many online learning repositories available around the world. This paper provides a comparative analysis among selected online learning repositories (eGyankosh, ePG pathshala, MIT resources and Sodhganga) for learning resources. The comparative study is based on some analytical parameters, like generic, content related, retrieval related, post processing, interface related, etc. The collected data have been analysed on the basis of parameters. The results have been displayed through different types of diagrams like multiple bar diagrams, pie diagram, etc. It was found that none of the selected online learning repositories achieved the full score. Electronic information resources are increasingly become an important component of the collection-building activities of libraries. This paper attempts to understand how far the licenses of commercial publishers support resource optimisation in general and what other important issues that are usually ignored by publishers, knowingly or unknowingly, but are essential for better resource optimisation. Five international publishers namely Elsevier, EBSCO, Sage, Springer, and Taylor & Francis were identified and analysed their agreements that are available in public domain with some model agreements like Liblicense model and model license developed by John Cox Associate. Study indicates that core part of the negotiations still remain price, IP access, display, ILL/document supply, etc. while important issues like perpetual access, archiving, self-archiving, copy of individual articles and share the same for non-commercial use by authorised users were minor issues of the contract. Furthermore, most of the obligations of the publishers that are identified as core issues in Liblicense model are also absent in commercial publishers' license. A greater awareness of this to library managers is essential. The Act Number 19 of 2016 concerning the amendment of The Act Number 11 of 2008 concerning Information and Electronic Transaction governing the authority of government in clearing hateful and hostilities electronic information based on tribe, religion, race and intergroup. On the one hand, the government authority aims to protect the public interest and the integrity of the nation, but on the other hand, termination of access to information would restrict the right to freedom of opinion and the right to privacy of Internet users. This study was a normative legal research, which examined the basic authority for the government to shut down negative content in cyberspace. Legal materials were collected through library research. The analysis was conducted qualitatively. This study examined three issues, namely; spreading hatred and hostility in cyberspace, legality government to close the spreading hatred and hostility and electronic evidence in spreading hatred and hostility. Spreading hatred and hostility were criminal acts that used the Internet as facilities. Internet was used by extremists to disseminate his teachings, even being used to commit acts of terrorism (cyber terrorism). In maintaining the unity and integrity, then the government had the authority to shut down access to the unlawful electronic system. The present article portrays the results of an investigation of print and electronic information seeking behavior of dental students of Institute of Dental Sciences, SOA University. Information seeking behavior has gained momentum, especially after the radical change in the type of information Medias and the ways to access to them in various forms such as video, textual, audio and numerical information and is processed through the use of microelectronics and computers provided through internet. In this article, the investigator discussed information seeking behavior type, method and purpose of library usage of dental students. The study does not investigate the information seeking behavior of the dental student community as a whole. The results show that most of the students of MDS and BDS seek information for preparing their class work, project work, for updating knowledge and for preparation of examination. Purpose: This study investigated access and use of electronic information resources by technical staff at Kenya Agricultural and Livestock Research Organization (KALRO) in Nairobi County to enable KALRO management make informed decisions on current and future investment in electronic information products and services that meet the needs of technical staff. Design/Methodology/Approach: A descriptive research design based on both qualitative and quantitative approaches was adopted with a survey as the main research method. Out of a population of 81, Simple random stratified sampling technique was used to sample 70 research scientists, information workers, ICT personnel, and other technical staff. A questionnaire was used as the primary instrument for data collection supplemented by interview. Quantitative data was analyzed by SPSS program to perform descriptive statistics. Findings: Findings revealed all respondents were aware of electronic resources at KALRO and on the internet. Majority accessed these resources from office computers on a daily basis through the Internet and KALRO Local Area Network/Intranet. Whereas, they relied on multiple tools to discover and utilize digital information, majority used search engines and KALRO electronic repository. E-resources were used for research and publishing in scholarly journals. Respondents mainly patronised The Essential Electronic Agricultural Library (TEEAL) and Access to Global Online Research in Agriculture (AGORA) databases. Poor internet connectivity was identified as the main challenge in accessing e-resources. Implication: This study has implications on current and future investment in electronic information products and services that meet the needs of technical staff at KALRO and similar research institutions in Africa. Originality/Value: It was recommended KALRO formulates and implements a policy framework to guide digital information landscape; improves internet connectivity, enhances ICT infrastructures'; trains users and information workers on information retrieval skills and promotes available resources. Background: Self-medication counseling in community pharmacies plays a crucial role in health care. Counseling advice should therefore be evidence-based. Web-based information and databases are commonly used as electronic information sources. EVInews is a self-medication-related information tool consisting of a database and monthly published newsletters for pharmacists. Little is known about the quality of pharmacists' electronic information sources for evidence-based self-medication counseling., Objective: Our aim was to investigate the quality of community pharmacists' web-based search results for self-medication-related content in comparison with the EVInews database, based on an adjusted quality score for pharmacists., Methods: After receiving ethics approval, we performed a quantitative web-based survey with a search task as a prospective randomized, controlled, and unblinded trial. For the search task, participants were instructed to search for evidence-based information to verify 6 health-related statements from 2 typical self-medication indications. Pharmacists across Germany were invited via email to participate. After providing written informed consent, they were automatically, randomly assigned to use either web-based information sources of their choice without the EVInews database (web group) or exclusively the EVInews database (EVInews group). The quality of the information sources that were used for the search task was then assessed by 2 evaluators using a quality score ranging from 100% (180 points, all predefined criteria fulfilled) to 0% (0 points, none of the predefined criteria fulfilled). In case of assessment discrepancies, an expert panel consisting of 4 pharmacists was consulted., Results: In total, 141 pharmacists were enrolled. In the Web group (n=71 pharmacists), the median quality score was 32.8% (59.0 out of 180.0 points; IQR 23.0-80.5). In the EVInews group (n=70 pharmacists), the median quality score was significantly higher (85.3%; 153.5 out of 180.0 points; P<.001) and the IQR was smaller (IQR 125.1-157.0). Fewer pharmacists completed the entire search task in the Web group (n=22) than in the EVInews group (n=46). The median time to complete the search task was not significantly different between the Web group (25.4 minutes) and the EVInews group (19.7 minutes; P=.12). The most frequently used web-based sources (74/254, 29.1%) comprised tertiary literature., Conclusions: The median quality score of the web group was poor, and there was a significant difference in quality scores in favor of the EVInews group. The present study deals with Utilization of ICT among the faculty members of Siddha Colleges and various level of operating system with the information accessed by the faculty through the internet. The survey was conducted with the help of the questionnaire and personal interview. The responses received from the available faculty are presented in tables and data is analyzed by using simple statistical method. The findings reveals that the access of electronic information is an important component of research activities for faculty members like E-Journals, E-books, E-databases are most preferred electronic information resources. Purpose This paper examines primary care nurse practitioners' (NPs') use of information available via e-health technology (EHT) within consultations. It explores which information resources NPs use in clinical decision making, their comparative use of electronic versus paper-based and human information resources, the reasons behind their choices and how the use of different resources impacts on patient interactions. Methods Semi-structured interviews were undertaken with 12 NPs recruited from 11 different general practitioner (GP) practices and five primary care trusts (PCTs) within the West Midlands South Strategic Health Authority, UK. Findings The key finding was that for NPs an effective information resource is one that provides sufficient information to generate a patient management plan rapidly. Speed, familiarity and trust are vital ingredients for regular use. Paper-based information resources therefore retain a significant role, and together with human information resources are still more frequently used than most electronic, and particularly web-based, resources. The latter are not yet well established within the context of patient consultations. Electronic clinical support systems (such as Mentor, PRODIGY and GP notebook) are regularly used, however, because they are often linked electronically to patient records, and generate brief information in a form accessible to both nurses and patients. By contrast, searching for information from web-based resources was considered time-consuming, technically difficult and disruptive to patients. All NPs reported some negative effects on patients of using computers: mostly disrupted rapport and longer consultations. However, the majority had developed ways of working to overcome these difficulties and that helped them to maintain their patient-centred focus. Conclusions Study NPs had received only very limited information technology (IT) training, but nevertheless were enthusiastic about computer use. This suggests that with further training they could adapt their practice to embrace more EHT, which would enhance their ability to be more autonomous and to base their practice on sound clinical evidence.

This Research is entitled “Legal Protection for Consumers Related to the Inclusion of Disclaimer by Business Owner in Website”. The problems of the present study are: first, how the inclusion of disclaimer in websites in Indonesia is like; second, what the legal protection for consumers related to the inclusion of disclaimer by business owner in websites is like. The method used in the present study is the normative legal research. The results of the study showed: first, no norm regulating disclaimer in the Act Number 11 of 2008 concerning the electronic information and transaction which specifically regulate activities in the cyberspace. However, if generally viewed from the protection for consumers in the Act Number 8 of 1999 concerning Protection for Consumers, most inclusions of disclaimer in the website is classified as exoneration clausal which is partially prepared by business agents to avoid what they are supposed to be responsible for. Second, the form of legal protection needed by consumers in the internet is still weak. However, the general legal protection for consumers may be provided through: a) Being preventive: Reliability Certification Board ‘Lembaga Sertifikasi Keandalan’(LSK) which is supposed to give certification for every internet site already regulated by the Regulation of the Republic of Indonesia Number 82 of 2012 concerning the Implementation of Electronic System and Transaction which is a derivative of Article 10 clause (2) of the Act Number 11 of 2008 concerning Electronic Information and Transaction; b) being repressive: through Litigation Lane which may be done by submitting a civil suit and civil sanction based on the Act Number 11 of 2008 concerning Electronic Information and Transaction. Another alternative is through the Non Litigation lane, that is, the Arbitrate Lane, which is settled using the Alternative of Dispute Settlement

Este artigo aborda a necessidade de adoção de padrões de descrição de recursos de informação eletrônica, particularmente, no âmbito da Embrapa Informática Agropecuária. O Rural Mídia foi desenvolvido utilizando o modelo Dublin Core (DC) para descrição de seu acervo, acrescido de pequenas adaptações introduzidas diante da necessidade de adequar-se a especificidades meramente institucionais. Este modelo de metadados baseado no Dublin Core, adaptado para o Banco de Imagem, possui características que endossam a sua adoção, como a simplicidade na descrição dos recursos, entendimento semântico universal (dos elementos), escopo internacional e extensibilidade (o que permite sua adaptação às necessidades adicionais de descrição).The objective of this article is the need of adoption of eletronic information resources patterns, particularly, in the Embrapa Agricultural Informatics area. The Rural Midia was developed using Dublin Core model for description of its collection, increased of small adaptations introduced due to the need of institutional adjusts. This metadados model based on Dublin Core, adapted for the Image Bank, has characteristics that endorse its adoption, as the simplicity in the resources description, universal semantic understanding (of the elements), international uses and extensibility (what allows its adaptation to the additional description needs).

Its structure, supported by connection with banks and databases, electronic networks of communication and situated eletronics libraries intern and external, will allow to access to a much more ample and diversified set of sources and quantities than the one that, in traditional form, exists internally completing this structure.
