What do 'dilemmas' reveal about elites' underlying beliefs, values and attitudes to parliaments and reform? In this article, I answer this question in two ways. First, I identify three parliamentary 'traditions' among elites regarding the UK Parliament and reform in British politics (specifically: conservative, liberal and reformist traditions). Second, I explore how these different traditions inform MPs when confronted with dilemmas about Parliament's role using two illustrative case studies: the vote to leave the European Union and the Covid-19 pandemic. In so doing, this article makes two original contributions: empirically, by establishing that MPs' actions were informed by one of three traditions, it offers a new explanation for how parliamentary actors respond to challenges; and, theoretically, through the use of the interpretive concept of 'dilemmas', the article demonstrates the added value of using interpretive approaches to explaining parliamentary politics and, specifically, opportunities for analysing institutional change and continuity. In the context of ongoing debates around academic engagements with policymakers, this article discusses how academics can successfully engage with the often overlooked institution of Parliament. We argue that the UK Parliament is not a homogeneous organisation but has differing knowledge requirements for different parliamentary sites. While there are common barriers that need to be overcome by researchers, there is no universal recipe that will ensure successful research impact. We argue that there are different forms of engagement likely to lead to influence, and that co-production is the most important way by which academics can engage with Parliament.

This article contributes to debates about how Covid-19 became a dilemma of procedure inside the UK Parliament. Specifically, the article attempts to give an answer to the puzzle of why in-person proceedings and traditional approaches to representation were more important than adopting new and different ways to support representatives through, digital forms of participation. In order to answer this question, the article outlines and develops a theoretical argument, namely an interpretive approach to political science, and identifies a conceptual framework of beliefs, traditions and dilemmas. The article’s main focus is to develop this theory and apply it, in particular the concept of dilemma, in order to understand Covid-19 in Parliament. The article argues that the clash of beliefs that resulted from Covid-19 was ultimately won over through conservative webs of belief that relied on embedded and historical parliamentary practices and the power relations of MPs. This article therefore offers a conceptual contribution, specifically the importance of ideas and dilemmas to understanding politics, and an empirical contribution, by examining the case study of Covid-19 in the UK. Do researchers that use ethnographic methods study parliaments and parliamentary actors in the same way? While parliamentary ethnography is a growing research methodology to study political phenomena, such as informality, political behaviour and interpretations of parliamentary work, less is said about how access to sites and actors may affect analytical foci, strategies and outcomes. This neglects the complexity of parliamentary organisation and distinctive practices of parliamentary actors. We draw attention to this complexity to investigate how different levels and types of access to parliaments, and actors therein, affect ethnographic research. We reflect on this issue through four themes: (1) entry and access, (2) adapting to organisational rhythms, (3) ethnographic capital of researchers and (4) analysis and publication of findings. We argue that there is no ‘right’ or ‘wrong’ way of undertaking ethnographies of parliaments, but emphasise that researchers must explicitly reflect on how their particular strategies may shape ethnographic research on parliaments. How do institutions adapt and reform themselves in response to new challenges? This article considers the role of ideas and posits that the concept of 'dilemma' – clashes of beliefs played out through power relations and practices – offers a complementary tool to understand institutional change. It draws on the 2014 appointment of a new Clerk to the UK House of Commons – in which conflicting beliefs about the House of Commons administration opened a dilemma for key parliamentary actors – as a token case study to highlight the value of the concepts of beliefs, practices and dilemmas. It further broadens out these findings to consider the value of a wider interpretive approach for understanding how institutions may adapt and change. In doing so, it makes (1) a theoretical contribution by exploring the role of ideas in causing institutional change and (2) an empirical contribution through its analysis of parliamentary administration, an understudied area. A wide‐ranging literature has explored the relationship between research, knowledge and policy. However, legislatures have often been overlooked in this research. While some studies have looked at 'who has access', the literature on how parliaments seek to engage with knowledge claims is particularly scarce. This article addresses this gap through a case study of UK select committees. By adopting an interpretive lens, the article explores how MPs and officials make sense of evidence in committee settings. It finds that legalistic definitions around 'evidence' shape wider beliefs in how to engage with knowledge claims and the practices of undertaking inquiries, and are underpinned by a distinctly political function of knowledge use in politics. Beliefs around evidence have significant repercussions and highlight tensions (i) around the authority of committee reports, (ii) between epistemic and democratic claims and (iii) with respect to who is included and who is excluded. Despite the singular importance of the work of national politicians in creating legislation, representing constituents and holding government to account, relatively little work has been done concerning their wellbeing and psychological health. There are unique, as well as universal, stressors that impact upon politicians; a neglect of these issues has profound consequences for those individuals and wider democracy. We propose a 'taxonomy of stressors' as a starting point for further inter-disciplinary and comparative research, and argue that it offers analytical leverage vis-à-vis a far broader set of debates concerning the future of representative democracy. In what ways do practices, relationships and interpretations of scrutiny affect accountability relationships in legislatures? This article examines this question through a detailed study of select committees in the UK House of Commons. Drawing on a number of qualitative methods, this article argues that we can understand accountability in the House of Commons more effectively if we examine the underlying beliefs and practices about scrutiny by MPs and parliamentary officials. This article makes an important contribution in helping scholars to better understand how committees behave and from where they derive their authority. These affect the priorities of committee-based accountability, the style and focus of committee hearings, and the ability of committees to build consensus, with wider implications for the study of accountability. This article explores the potential of the concept of 'dilemma', as introduced in Mark Bevir and R.A.W. Rhodes' interpretive political science, to understand and explain change within and beyond political institutions. This article argues that the current conceptualisation of the concept has been underdeveloped and the potential opportunities of using it have been overlooked. The concept of dilemmas must be developed in two directions: first, through a greater linkage with everyday practices and, second, through a greater linkage to the concept of power. To do so, this article draws on insights from the concept of 'problematisation' as a way to explain change. This adds more detail to dilemmas by arguing that, while dilemmas pose problems for existing beliefs and webs of belief, they also erect boundaries over what is an acceptable answer or resolution to dilemmas. It is this simple yet key insight that offers an opportunity to further strengthen interpretive political science, and offers much potential for future research on political change. While evidence hearings by House of Commons select committees have received increasing attention by the public and the media in recent years, academic research on this topic has remained rather thin. Drawing on both quantitative and qualitative methods, this article examines this topic. It begins by explaining why evidence is important: (i) it is fundamental to sustain detailed scrutiny; (ii) it builds individual-level and institutional-level expertise; and (iii) the range of evidence gathered is used by committees to engage with the public. The article then presents empirical data of the pool of witnesses on which committees rely, which arguably does not reflect the UK population, which raises important further questions over the representative claims of committees. For centuries, the capacity of British ministers to appoint individuals to positions on the boards of agencies, boards and commissions was viewed as little more than one element of the ‘spoils of war’ in a highly majoritarian polity. This article examines how the politics of patronage has evolved in recent decades and argues that it is possible to identify a silent revolution that has gradually but consistently constrained the reach and discretion enjoyed by ministers in deploying their patronage powers. What is particularly distinctive about British political history since 2007 is the introduction of a far-reaching ladder of legislative scrutiny that ranges from informal pre-appointment hearings, at one end of the ladder, to a statutory veto over the minister's preferred candidate, at the other. However, this ‘outlawing of the spoils’ has evolved in a typically British way with reforms being implemented on an ad hoc and incremental basis, that is, frequently without any advance consultation or planning but rather dependent on non-formal, informal and discretionary elements to counter problems as they arise. The result is a complex and frequently overlapping mixture of regulatory and scrutiny processes that arguably offer little in terms of principled underpinning or constitutional logic.
