1. Links between freight trip generation rates, accessibility and socio-demographic variables in urban zones

Abstract: This paper proposes an assessment of the links between freight trip generation (FTG) rates and accessibility. First, the paper overviews the background, sets the context and motivates the research. Second, it presents the proposed methodology, which combines an FTG model, two accessibility indicators and a linear regression analysis to assess the relationships between freight trip demand and a set of socio-demographic variables including accessibility. The FTG modelling framework, adapted from previous works, allows estimating the number of freight trips with a small amount of standard data, even when no surveyed data is available. The two gravity accessibility indexes, one potential and one exponential, are defined in the continuity of recent freight accessibility works. To those indicators, a set of socio-demographic variables, including population, area or a zone (or density), are introduced. The relationships between FTG and all those variables are assessed via standard linear regression methods completed by the verification of the corresponding linear relationship hypotheses. Third, the framework is applied to the urban area of Lyon (France), where no urban goods survey data is available. Results show that potential accessibility seems to have a better correlation to FTG and could be a good decision support indicator when combined with the population as an explanatory variable. The population can be added to accessibility as an explanatory variable, the resulting models with two variables have a slightly lower accuracy but remains close to that of models with only accessibility as an explanatory variable. This work remains exploratory and finishes by proposing practical implications and further development lines.

2. Assessing the economic and environmental impacts of urban food systems for public school canteens: case study of Great Lyon region

Abstract: Abstract Purpose Urban logistics is a subject that interests both city planners and researchers. Although many works are found in non-food distribution, food-based logistics is less studied in an urban context, and sustainability issues of urban food systems remain little analysed, but it is a crucial element for local public authorities. This paper proposes a methodology for assessing scenarios of advanced urban food logistics; more precisely to answer the question of how school canteen distribution scenarios can be assessed in an economic and environmental viewpoint. Methods To deal with those issues, the paper proposes to develop a scenario assessment framework combining a demand estimation model, a transport supply estimation method and a set of evaluation indicators (for both economic and environmental impacts). The demand estimation model generates first a number of meals per canteen then transforms it into a food quantity, based on carrier’s information and other practice’s feedbacks; the transport estimation is made with a combination of route construction algorithms that reproduce the logic of current Transportation Management System (TMS). The economic evaluation is made via direct operational costs estimation (both fixed and variable) and the environmental evaluation using COPERT V for direct emission’s assessment. Results Three scenarios are assessed: the current situation with the operational warehouse, the use of an alternative platform in another location and the combination of both. To address the application issues, the proposed framework is compared to the use of disconnected commercial tools on the three scenarios. We observe that the first two scenarios are close in terms of travelled distances, times and costs. The third scenario, which involves two platforms, results on higher distances and times, and consequently on higher costs and higher for some of the environmental emissions. That scenario does not allow, with the considered demand, economies of scale (i.e. using less vehicles or in a more consolidated way). When comparing the two assessment methods, the proposed framework results on slightly higher travelled distances and times, but the same number of vehicles. However, results can be considered equivalent since the gap between the two assessment methods is in general around 5% for most indicators. Conclusion It can be observed that the location of the platform is a key element, not only related to travelled distances, but also to the infrastructures used and their accessibility to the delivery destinations. However, this first assessment shows the interests and opportunities of food city supply solutions and merits further developments. The proposed framework allows to assess food distribution scenarios representing current practices, and would be extended to represent different alternatives of food distribution. Abstract: Purpose: The Just-in-Sequence (JIS) approach is evidencing advantages in efficiently managing variety-driven costs, and reducing the risk of disruption in sourcing, manufacturing companies and third-party logistics. This has increased its implementation in the manufacturing industry, especially in highly customized manufacturing sectors such as the automotive industry. However, despite its growing interest by manufacturers, scholarly research focused on JIS still remains limited. In this context, little has been done to study the effect of JIS on the fluidity of supply chains and processes of logistics suppliers as well as providing them with a decision making tool to optimise the sequencing of their deliveries. Therefore, the aim of this paper is to propose a genetic algorithm to evaluate different decision policy scenarios to reduce risks of supply disruptions at the final assembly line. Consequently, an algorithm considering a periodic review of the inventory that assumes a steady demand and short response times is developed and applied. Design/methodology/approach: Based on a literature review and real-life information, an abductive reasoning was performed and a case study application of the proposed algorithm conducted in the auto-industry. Findings: The results obtained from the case study indicate that the proposed genetic algorithm offers a reliable solution when facing variability in safety stocks that operate under assumptions such as: i) fixed costs; ii) high inventory turnover; iii) scarce previous information available concerning material requirements; and iv) replenishment services as core business value. Although the results are based on an auto-industry case study, they are equally applicable to other global supply chains. Originality/value: This paper is of interest to practitioners and academics alike as it complements and supports the very limited scholarly research on JIS by providing manufacturers and 3PL suppliers competing in mass customized industries and markets a tool to support decision-making. Implications for the design of modern supply chain fluidity in the manufacturing industry are also exposed and future research streams presented.

Abstract: The main concern in city logistics is the need to optimize the movement of goods in urban contexts, and to minimize the multiple costs inherent in logistics operations. Inspired by an application in a medium-sized city in Latin America, this paper develops a bi-objective mixed linear integer programming (MILP) model to locate different types of urban logistics spaces (ULS) for the configuration of a two-echelon urban distribution system. The objective functions seek to minimize the costs associated with distance traveled and relocation, in addition to the costs of violation of time windows. This model considers heterogeneous transport, speed assignment, and time windows. For experimental evaluation, two operational scenarios are considered, and Pareto frontiers are obtained to identify the efficient non-dominated solutions to select the most feasible ones from such a set. A case study of a distribution company of goods for supermarkets in the city of Barranquilla, Colombia, is also used to validate the proposed model. These solutions allow decision-makers to define the configuration of ULS networks for urban product delivery.

Abstract: The introduction of automated parcel locker (APL) systems is one possible approach to improve urban logistics (UL) activities. Based on the city of Dortmund as case study, we propose a simulation-optimization approach integrating a system dynamics simulation model (SDSM) with a multi-period capacitated facility location problem (CFLP). We propose this integrated model as a decision support tool for future APL implementations as a last-mile distribution scheme. First, we built a causal-loop and stock-flow diagram to show main components and interdependencies of the APL systems. Then, we formulated a multi-period CFLP model to determine the optimal number of APLs for each period. Finally, we used a Monte Carlo simulation to estimate the costs and reliability level with random demands. We evaluate three e-shopper rate scenarios with the SDSM, and then analyze ten detailed demand configurations based on the results for the middle-size scenario with our CFLP model. After 36 months, the number of APLs increases from 99 to 165 with the growing demand, and stabilizes in all configurations from month 24. A middle-demand configuration, which has total costs of about 750,000€, already locates a suitable number of APLs. If the budget is lower, our approach offers alternatives for decision-makers.

Abstract: This paper provides a framework to analyze the maturity of humanitarian logistics systems to face crisis situations related to recurrent events, and thus to identify the main areas of action and the community needs in terms of crisis logistics planning. First, the main notions of humanitarian logistics systems planning, and the theoretical contribution of maturity models are presented. Second, a maturity model for humanitarian logistics systems is proposed and the main categories of elements defining maturity extracted from literature. Then, the methodology to define the main elements of the maturity model via evidence is presented. This methodology combines a literature overview, a documentary analysis, and the development of three case studies, two located in Colombia and one in Peru. The main elements that characterize capability maturity model in humanitarian logistics systems facing recurrent crises are identified, from which the administration of donations, design of a distribution network, and the choice of suppliers are highlighted. The practical implications of the framework are proposed to allow its use to anticipate humanitarian logistics system for future crises. The framework allowed a first analysis guide and will be further extended.

Abstract: Transport systems are undergoing a change of paradigm that focuses on resource-sharing and collaboration of multiple and diverse stakeholders. This paper aims to present a state-of-the-art on the main research issues of multi-stakeholder collaboration in urban transport and address the main contributions of the Special Issue on Collaboration and Urban Transport to the field. To that end, it seems necessary to identify and address the complexity of the relations of the stakeholders in the field, beyond the traditional classification of private and public stakeholders. A functional classification of urban stakeholders related to the different land uses is proposed a refer to space users and space organizers, each with several sub-categories. Furthermore, the collaboration among those stakeholders can take different forms and can be developed at different levels: transactional, informational and decisional. Thus, the main research topics regarding multi-stakeholders’ collaboration are defined as: partnerships, resource sharing, resource pooling and Mobility-as-a-Service (MaaS) systems. A set of papers in this special issue focus on Urban Consolidation Centres (UCCs), partnerships in transport under a general perspective, multi-stakeholder cooperation and its barriers, collaborative decision-making, traffic prediction and urban congestion. In the papers, which deal with the field of multi-stakeholder collaboration in urban transport, there is a predominance on the use of surveys, but also a focus on data-driven techniques. As a result, this special issue contributes not only to the theoretical aspects, but adds value to technical and methodological issues.

Abstract: Freight transport is a challenging economic sector, as it is essential for the functioning of production and distribution systems but and the same time is at the origin of many nuisances such as congestion, greenhouse gas emissions, pollution and noise. When responding to these issues, planners dispose nowadays of a growing body of freight data that can be used for the implementation of policies towards achieving smart mobility. Because contrary to current practice and dominant discourse, smart mobility is not just a matter of passengers: it also largely relies on more sustainable freight plays an transport. Policy makers see in those new sources of data an opportunity to increase their knowledge on freight transport as well as to have suitable decision support tools to the choices they need to make. In developed countries this trend is illustrated by the increasing requirement of data by recent legislation on freight transport.

12. Influence of Time Windows on the Costs of Urban Freight Distribution Services in City Logistics Applications

Abstract: In freight distribution services a required quality level may have a relevant effect on transportation costs. For this reason an evaluation tool is useful to compare different service settings and support the decision, on the base of quantitative indicators. This paper proposes a method for cost evaluation in this context and presents an application to a case study concerning a freight distribution service, which operates on a wide road network having a city centre, a peripheral urban area and a peri-urban rural zone. A simulation method is proposed to obtain real-life scenarios in order to test the method and its indicators. The performance of each indicator has been evaluated in an experimental context to produce realistic test cases, using a trip planning tool and a demand generator. First, the behaviour of the indicators is analysed with regard to the time windows width planned for the service. Then, their ability in estimating the total transportation cost to satisfy all the requests, under different time period profiles, is shown. The results confirm the ability of the set of indicators to predict with a good approximation the transportation costs and therefore to be used in supporting the service quality planning decisions.

Abstract: City logistics studies the best solutions for urban freight distribution with high environmental objectives. However, most actions are started by public authorities without taking into account the impacts of the new organizational schemas in the existing distribution enterprises’ organization. This paper shows how city logistics approaches can meet the goals of Sustainable Development. In order to define the notion of sustainable city logistics, the main aspects of each sphere of sustainable development, respectively economic, environmental and societal, have been investigated. The main aspects of each sphere are described in order to unify the concept of sustainability related to city logistics. Then, we present the successful experience of Cityporto, the urban delivery service for the city of Padova (Italy), started in 2004 that uses low-pollution lorries. So, the service is considered as less polluting as a conventional approach, and is allowed to enter the city centre (including the Limited Traffic Zone) without hour limitations.The study is based on the findings from an exploratory qualitative approach, based on a documentary analysis and a case study research from several interviews that involved three internal stakeholders of Interporto di Padova (the company which manages the intermodal platform of Padova, in charge of Cityporto) and one member of Padova’s Municipality (which promote the project).The results of the case study show that environmental aspect is one of the foundations of the project, but the economic continuity has to be first ensured. Indeed, the preservation of this service on the long term is subjected to its solvency. Moreover, its success is associated to the recognition by employees and customers. With regard to the collected information, it is possible to propose a balanced scorecard, where three axes emerged in connexion with economic, environmental and social dimensions. From this qualitative analysis, a discussion about the sustainability of city logistics solutions is made as conclusion.The article provides a contribution to the evaluation and measurement of city urban logistics using a success story that has been developed from the practitioner perspective. This experience could provide a basis for further practices in Italy and other European countries. Moreover, the relations between city logistics solutions and sustainability are conceptualised and illustrated by the case study, highlighting the main elements for sustainable performance identification and evaluation in this field. In conclusion, this paper conceptualises city logistics in relation with the Sustainable Development, setting the main objectives and steps of urban planning for freight distribution and logistics issues. But above all, it provides an understanding of the key success factors in a sustainable urban distribution organisation that can become a pivotal position in the upstream supply chain.

17. Backup Agreement as a Coordination Mechanism in a Decentralized Fruit Chain in a Developing Country

Abstract: This paper aims to analyze the impacts of a backup agreement contract on the performance of a small agricultural producers’ citrus supply chain. A backup agreement contract, which ensures for each echelon that a quantity of products will be bought independently of real demand, is proposed to coordinate a three-echelon supply chain, aimed at improving income. After presenting an overview of the literature that shows various coordination mechanisms but no backup agreement proposals for supply chain coordination, this paper develops a decentralized three-echelon supply chain facing stochastic customer demand and includes the backup agreement as a coordination mechanism to guarantee a balanced relationship between the chain members. The model is tested in a real case study in Colombia, and a sensitivity analysis is provided. Results show that a backup agreement contract coordinates the small agricultural producers’ supply chain and improves income for each echelon, especially for the small producer. However, the economic mechanism complexity can limit coordination among echelons, mainly because of a lack of trust and consolidated supply capacity from small farmers. The foregoing requires the development of an associative structure by small producers, which is proposed as future research work.

No. of bitstreams: 0 Previous issue date: 2020-06-01 This paper provides a framework to analyze the maturity of humanitarian logistics systems to face crisis situations related to recurrent events, and thus to identify the main areas of action and the community needs in terms of crisis logistics planning. First, the main notions of humanitarian logistics systems planning, and the theoretical contribution of maturity models are presented. Second, a maturity model for humanitarian logistics systems is proposed and the main categories of elements defining maturity extracted from literature. Then, the methodology to define the main elements of the maturity model via evidence is presented. This methodology combines a literature overview, a documentary analysis, and the development of three case studies, two located in Colombia and one in Peru. The main elements that characterize capability maturity model in humanitarian logistics systems facing recurrent crises are identified, from which the administration of donations, design of a distribution network, and the choice of suppliers are highlighted. The practical implications of the framework are proposed to allow its use to anticipate humanitarian logistics system for future crises. The framework allowed a first analysis guide and will be further extended. Abstract: International audience; This chapter studies the implication of aggregating establishments by categories with different levels of detail for modeling FTG. To this effect, the chapter conducts an assessment of freight trip generation (FTG) patterns homogeneity inside activity-based grouping. The method implemented is econometric in nature, which allows the assessment of the statistical significance of variables representing commercial activity sectors and sub-sectors. The results show that for some sectors the traditional high-level aggregation includes sub-sectors with homogenous FTG patterns and thus produces appropriate models; in some other cases (e.g., retail, manufacturing), the sub-sectors have different FTG patterns and thus more detailed data is needed to calibrate accurate models. This research can be used to enhance the efficiency of data collection, as it identifies some sub-sectors that need larger efforts for data collection, and some other categories where FTG homogeneity allows for less detailed data collection without hampering the quality of the models.

Abstract: International audience; Ever-growing urban areas and global population movement towards urbanization lead to major concerns regarding urban logistics and last mile operations. In Latin America, the problem becomes critical since volatile emerging economies and unstable political situations, which are common in the region, introduce additional limitations for strong logistics solutions. In the city of Quito (Ecuador), traffic regulations only consider time-schedule restrictions for vehicle mobility without any other policies that benefit urban goods movement. This is in part because there is a lack of knowledge on freight flows, mainly related to the difficulties to retrieve data to that purpose. This paper proposes a freight trip generation analysis in Quito, based on a methodology included in “MIT’s Better Cities for Logistics Toolkit”, which defines specific zones observation and data collection campaigns. More precisely, a procedure combining observation-based and declarative data collection processes is proposed. First, the opportunities of combining both observed and declared data to characterize freight trip generation are addressed on the basis of a literature review. Main issues of combining establishment based surveys and observations are addressed to generalize the proposed framework. Finally, application implications in a transferability perspective to other Latin American countries are addressed.

Abstract: International audience; The purpose of this paper is to identify which environmental criteria can influence the product demand in a context of business-to-business. These criteria can be related to the product's environmental characteristics, to the organization strategies or green practices developed by the firms and to the supplier selection process.Building the conceptual framework from the literature review, a set of environmental criteria were extracted, selected and validated. These criteria were used as a basis for the definition of a questionnaire survey that was sent to 5820 professionals from the food industry in France. The analysis of the 248 complete answers shows that the environmental characteristics of the product can influence product's demand. The most influential attribute to improve the product's environmental quality that increases the product's demand is the introduction of organic labelled raw materials. Besides, the practices that influence mostly the product demand are related to the geographical proximity with the stakeholders. Moreover, the results show that the most important selection criterion when choosing a supplier is the importance given to the quality and environmental performance of components offered. Hence, we show that in the French food market, as opposite to what is usually assumed in many research works, the carbon emissions yield during the production process and transportation process have still no significant impact on products' demand. Lastly, in this work, we quantify the demand increase that company can achieve when enhancing the environmental quality of its products. We show that the impact of the enhancement of those criteria on the demand can have different aspects. 55.6% of respondents advocate for a demand increase and most of them (33.6%) estimate this increase between 5 and 10% of the initial demand. Finally, some respondents (4.8%) indicate that the enhancement of environmental quality does not necessarily increase the demand. However, without efforts to enhance the environmental quality of their products, the demand can decrease.These findings allowed concluding that the business-customers are becoming more and more exigent by privileging organic labelled and local products and making that the companies analyse the geographical proximity with the stakeholders as a key factor during the selection process. We provide companies managers in food industry with better understanding about the environmental criteria that increase the products demand helping them to target the right decisions and to be efficient in their process of environmental quality enhancement. We also assess and try to quantify and give an estimation about the demand evolution regarding the enhancement of product's environmental quality. Our findings are also helpful for Operational Research community.

Abstract: International audience; The purpose of this chapter is to study the benefits of collaboration among shippers in less than truckload transportation and to show the role of transhipments in the collaboration. In this chapter, the authors propose a new model for the pickup and delivery problem with transhipment and time windows to study the role of transhipment in the green collaborative transportation. A transportation network with two transportation modes road and sea is considered. Different scenarios are optimized and compared in terms of cost and CO2 emissions: with/without collaboration and with/without transhipment. The proposed model is applied to a case study with real data from three agri-food companies in short sea shipping context. With this model, the total cost and the total amount of CO2 emissions are reduced by using collaboration and transhipment. An experimental study was conducted to illustrate this positive impact.

Abstract: Part 15: Collaborative Decision-Making in Value Creation Networks; International audience; Several City Logistics (CL) initiatives have emerged in the last two decades with the aim to reduce the negative externalities of freight distribution in urban areas. Such initiatives can be public and/or private but need to not break or impeach current operations efficiency so to not hinder their profitability. In order to provide business value to CL initiatives and thus fostering their long-term success, it is necessary to understand the decision-making of private companies operating in the urban freight ecosystem. This paper proposes an ex-ante assessment and evaluation framework built around the concept of an ecosystem business modelling that includes the decision-making by CL stakeholders. A theoretical framework previously developed is extended to evaluate a collaborative business model of an Urban Consolidation Centre (UCC). Cost-Benefit analysis (CBA is used estimate the impact of the business model configuration. Finally, research and practice implications are also addressed.

In the first part of this article, a literature review on uncertainty identification and assessment in the PSS context is presented. Then, an uncertainty assessment approach is proposed, with the methods and tools to implement it. Finally, the authors describe the results of the application to an industrial case study.

Abstract: International audience; This chapter deals with data production within the paradox of big-no data in urban logistics. More precisely, the chapter aims to make an overview on data production in urban logistics and present the main issues, as well as a framework, to overcome that paradox. First, the big-no data paradox is defined and motivated. Second, the question of demand and route estimation in urban logistics is examined more in-depth via an overview of current data production methods and techniques used to estimate demand and transport flows. Third, a framework to produce unified databases filling those data lacks is introduced as well as an analysis on how the different data production techniques can be used to overcome that paradox. Finally, research directions regarding urban goods transport data production are provided.

Abstract: International audience; This chapter contributes to the discussion on city access policies via the identification of a set of common beliefs and the relations between vehicle size (related to one of the most popular types of access policy actions) and logistics performance of urban deliveries. First, the author makes an overview of such policies in various European countries, then establishes a non-exhaustive set of common beliefs regarding urban logistics that influence policy making among others. Then, to illustrate the common belief regarding vehicle sizes, the chapter proposes an example of scenario assessment for stating on the usefulness and performance of different vehicles. Results show that there is not a more suitable vehicle type than another, and the use of the different vehicles will depend on the carriers' strategies and choices.

Abstract: International audience; This chapter proposes an exploratory gravity accessibility analysis applied to urban goods transport in Lyon, France to support public decision choices in terms of retailing land use. The proposed indicator is shopping-trip oriented but with a viewpoint of urban goods transport: it considers freight generation (i.e., commodity quantities) at destination and travel issues between household locations and retailing areas for shopping purposes. First, an overview of accessibility used in both urban personal and goods mobility is made, and the proposed analysis motivated. Second, the main methodological elements are presented, focusing on the modelling issues mobilized for indicator construction. Third, the analysis is applied to the current situation for the urban area of Lyon. Results are presented and discussed. Finally, recommendations to public authorities for land-use and mobility (both for people and goods) policy assessment are proposed.

Abstract: International audience; This paper analyzes the impacts of aggregation level and category construction on the relevance and quality of freight trip generation (FTG) models. More precisely, constant generations and functional form models are compared, as well as activity and activity-workforce categories. The paper proposes a method to compare constant generation and functional form models on different category classifications based on MAPE estimations. Functional forms are assessed via linear regression and compared using Pearson coefficient. Results show that the aggregation level has not always a positive impact on the model’s accuracy and the choice of suitable functional form leads to more accurate models.

Abstract: International audience; This chapter presents four contrasted and near-caricatured scenarios of retail location and distribution, and compares them on the bases of both road occupancy rates and greenhouse gas emissions. Two main families of scenarios are defined: retailing land-use scenarios, based on the location of the different retailing activities of a city; and end-consumer delivery organizational scenarios, based on the definition of new services to deliver end-consumers, at home or to reception points. Those scenarios are simulated using an integrated approach combining inter-establishment goods transport flows, shopping trips, and end-consumer deliveries. The assessment approach is able to show the relation between several aspects of retailing deployment (mainly store location, catchment area's supply, and urban retailing planning policies) and both upstream distribution of goods to retailers and downstream usage of private vehicles for shopping. Although scenarios are extreme and contrasted, they are able to identify the limits and forces of the different retailing strategies in urban zones.

Abstract: International audience; This chapter proposes an overview of the main urban goods transport movement approaches in more than 40 years of research in the field. A state of the art on urban goods transport modelling is proposed in the form of a chronology to examine the main four periods in urban goods transport modelling, the main approaches, and the main schools of thinking. After that, the main dominant approaches are defined and presented. The author observes that, although in literature there is the feeling that no unified approach is dominating the field, several dominant approaches can be found: the first concerns demand generation models, the second the way generation is linked to route definition and construction, the third to the units used, and the fourth to the use of origin-destination synthesis when few data are available and classical models are not able to be deployed. Finally, as a conclusion, the paper shows on the current state of the field, which has achieved various advances, shows the capacity to innovate in the near future.

Abstract: International audience; This chapter presents the main notions of two-echelon vehicle routing (2E-VRP) in relation to city logistics. After introducing vehicle routing and the main single-echelon problems and variants, the two-echelon version is presented and two different models proposed: one based on commodity flow and the other on vehicle flow modelling). Several instances are solved with those models and the results are compared and discussed. That comparison illustrates the difficulty of using this type of models to obtain results to that problem, and motivates the need of developing suitable algorithms. For that reason, an overview of heuristic methods to solve two-echelon vehicle routing problems is made, as well as an introduction of other related problems which are similar and interesting, relating in all cases the presented methods and problems to city logistics needs and goals.

Abstract: Purpose Urban logistics is a subject that interests both city planners and researchers. Although many works are found in non-food distribution, food-based logistics is less studied in an urban context, and sustainability issues of urban food systems remain little analysed, but it is a crucial element for local public authorities. This paper proposes a methodology for assessing scenarios of advanced urban food logistics; more precisely to answer the question of how school canteen distribution scenarios can be assessed in an economic and environmental viewpoint. Methods To deal with those issues, the paper proposes to develop a scenario assessment framework combining a demand estimation model, a transport supply estimation method and a set of evaluation indicators (for both economic and environmental impacts). The demand estimation model generates first a number of meals per canteen then transforms it into a food quantity, based on carrier’s information and other practice’s feedbacks; the transport estimation is made with a combination of route construction algorithms that reproduce the logic of current Transportation Management System (TMS). The economic evaluation is made via direct operational costs estimation (both fixed and variable) and the environmental evaluation using COPERT V for direct emission’s assessment. Results Three scenarios are assessed: the current situation with the operational warehouse, the use of an alternative platform in another location and the combination of both. To address the application issues, the proposed framework is compared to the use of disconnected commercial tools on the three scenarios. We observe that the first two scenarios are close in terms of travelled distances, times and costs. The third scenario, which involves two platforms, results on higher distances and times, and consequently on higher costs and higher for some of the environmental emissions. That scenario does not allow, with the considered demand, economies of scale (i.e. using less vehicles or in a more consolidated way). When comparing the two assessment methods, the proposed framework results on slightly higher travelled distances and times, but the same number of vehicles. However, results can be considered equivalent since the gap between the two assessment methods is in general around 5% for most indicators. Conclusion It can be observed that the location of the platform is a key element, not only related to travelled distances, but also to the infrastructures used and their accessibility to the delivery destinations. However, this first assessment shows the interests and opportunities of food city supply solutions and merits further developments. The proposed framework allows to assess food distribution scenarios representing current practices, and would be extended to represent different alternatives of food distribution. Abstract: International audience; The lack of data is one of the most common problems when dealing with the design of solutions that optimize urban freight transport (City Logistics Projects). In fact, to be able to process an effective City Logistics Projects for a certain area of the city, it is necessary to have the data concerning the number of daily deliveries that each commercial activity receives in this area, with detailed information regarding the time of delivery, the type of used vehicle and the amount of delivery. Only in this way is it possible to have a correct and realistic dimensioning of the freight demand. In the reality, it is not always possible to have this data for an adequate period of time. This paper, starting from the existing literature on demand forecasting and from an analysis of real data, provides the proposal of an alternative method of forecasting the demand for goods for a given area in the city when only the typology of commercial activities and a small amount of data are known.

Abstract: International audience; This paper aims to propose a systemic vision of literature on sustainable urban logistics assessment and evaluation. Although non-extensive, this overview pretends lack of unification in the subject of assessing and evaluating the impacts of green urban logistics systems, and, through the proposal of a general assessment and evaluation framework, the steps done and being in course towards standards on this field. First, an overview of the research in urban logistics is provided, after what the main visions of sustainable development and their derived issues for urban logistics assessment and evaluation are presented. Then, a framework to assess and evaluate green urban logistics systems via scenario comparison is proposed. This framework aims to propose a methodological framework to use and combine existing methods to assess scenarios, and not a “black-box” model of software ready to use. This is done to make synergies between existing methods, and to show that, although they remain at an initial stage, steps on the way of defining standards are made. After that, the main applicability and application issues of the proposed methodological framework are addressed, showing those principles of standard from the literature. Finally, and to conclude, future developments on urban logistics research are proposed.

Abstract: International audience; This paper provides an integrated framework for assessing the relations between retailing attractiveness and both freight and shopping trips generated in urban areas. The proposed framework deploys a trip attraction (FTA) and a shopping trip attraction (STA) model then carries out a retailing attractiveness analysis. First, an overview on trip generation and attractiveness related to retailing is made to motivate and position the present work. The paper introduces then the methodological framework and describes the FTA and STA models as well as the attractiveness indicator proposed. After that, both FTA and STA flows are assessed on Lyon's conurbation. Then, the relations between retailing attractiveness and retailing-based trip attraction rates are analysed on the basis of linear regression analysis. The results show that both FTA and STA rates have a direct relation with retailing attractiveness but the category of urban space needs also to be included in those analyses. Finally, as a conclusion, main implications of the proposed framework are addressed for both researchers and practitioners.

Abstract: International audience; This paper surveys the vehicle routing problems met in cities for good distribution. It applies the following methodology. First, it gives an overview of the literature devoted to vehicle route optimization in cities. Then, it classifies and analyses urban logistic flows. As a result, it identifies the principal scientific challenges that need to be addressed: time-dependency, multi-level and multi-trip organization of the distribution, dynamic information. Finally, it focuses on each one of these challenges, analyses the main difficulties they imply and how they are treated in the literature.

Abstract: Purpose: The Just-in-Sequence (JIS) approach is evidencing advantages when controlling costs due to product variety management, and reducing the risk of disruption in sourcing, manufacturing companies and third-party logistics (3PL). This has increased its implementation in the manufacturing industry, especially in highly customized sectors such as the automotive industry. However, despite the growing interest from manufacturers, scholarly research focused on JIS still remains limited. In this context, little has been done to study the effect of JIS on the fluidity of supply chains and processes of logistics suppliers as well as providing them with a decision making tool to optimise the sequencing of their deliveries. Therefore, the aim of this paper is to propose a genetic algorithm to evaluate different decision policy scenarios to reduce risks of supply disruptions at assembly line of finished goods. Consequently, the proposed algorithm considers a periodic review of the inventory that assumes a steady demand and short response times is developed and applied. Design/methodology/approach: Based on a literature review and real-life information, an abductive reasoning was performed and a case study application of the proposed genetic algorithm conducted in the automotive industry. Findings: The results obtained from the case study indicate that the proposed genetic algorithm offers a reliable solution when facing variability in safety stocks that operate under assumptions such as: i) fixed costs; ii) high inventory turnover; iii) scarce previous information concerning material requirements; and iv) replenishment services as core business value. Although the results are based on an automotive industry case study, they are equally applicable to other assembly supply chains. Originality/value: This paper is of interest to practitioners and academicians alike as it complements and supports the very limited scholarly research on JIS by providing manufacturers and 3PL suppliers competing in mass customized industries and markets, a decision support system to help decision making. Implications for the design of modern assembly supply chains are also exposed and future research streams presented.

Abstract: International audience; The aim of this chapter is to define the requirements for the design of a Decision Support System (DSS), in order to address the problems associated with loading and unloading of goods operations in Bogotá, Colombia. The requirements definition is based on information obtained from the project “Formulación de alternativas para el cargue y descargue de mercancías en Bogotá” developed by the Universidad Nacional de Colombia. We present a literature review concerning with the relevance of developments and application of this kind of systems in cities such as Bogotá, regarded by some authors as a megacity in Latin America. The definition of the design requirements of the system is rooted in the identified needs of the stakeholders involved in urban logistics operations with the aim of encompassing and providing reliable information that favors the design of a DSS adapted to identified conditions.

Abstract: International audience; This paper presents a general framework to assess urban rail logistics suitability via a socio-economic cost benefit analysis. Firstly, we propose an overview on the basic notions of CBA and SCBA. Secondly, we identify and present the main types of costs and benefits or railway urban logistics services and the related final delivery services using low emission road vehicles to serve customers where the rail systems cannot. Thirdly, as an example of application, we propose to assess a scenario of deployment of a freight tramway in Paris, in a possible configuration. The results show the potential of those approaches but also show that it is important to contextualize them and inform the different users about their real capacities.

Abstract: International audience; In this article, we propose a modeling of the triad composed of Manufacturers, Hyper Logistics Service Providers (HLSP), and Distributors. This modeling is based on the dynamics of the Prey-Predator populations. We focus the reflection on the LSP positioned as a keystone. We use a three-body Lotka-Volterra model with a logistic restriction for the Hyper-LSP. The aim of this model is to show that harmony is possible thanks to a third party. The model leads to a projection of the great and undeniable role of the HLSP. Could we see a logistic pattern of the future in this model? This article proves the assertion according to which the Hyper-LSP is a keystone in the relations of the distribution channel. Abstract: Since the 1990's, researchers, practitioners and public administrations have given more thought to urban logistics. However, their interests and goals are not the same, and several approaches do not produce efficient logistics systems as a result. This book aims to provide both a conceptual framework for urban logistics planning and management and to create a basis for deploying solutions that aim to reduce the main nuisances related to urban goods. The proposed book is divided in two parts. The first proposes a set of methodological chapters, written by key authors, which aim to support decision makers in their current choices related to urban logistics. In addition to public authorities'aims and goals, the book highlights the importance of private actors, and shows how supply chain management can deal with the problems of the last urban mile and its integration in global logistics chains. The second presents several applied research works that deal with current planning and practice issues in urban logistics, such as the role of city planning, the place of night deliveries in carrier organization, the limits of logistics pooling, and the real estate market, among others. The book was written by key authors, all having considerable research experience and recognised as experts in their respective fields. Each chapter presents methods and results of research works, written for a broad audience, and more precisely directed to both academics and practitioners.

Abstract: This paper proposes a comparison between genetic and semi-greedy algorithms for a collaborative VRP in city logistics. In order to compare the performance of both algorithms on real-size test cases, we develop a cluster-first route second algorithm. The clustering phase is made by a seep algorithm, which defines the number of used vehicles and assigns a set of customers to it. Then, for each vehicle, we build a min-cost route by two methods. The first is a semi-greedy algorithm. The second is a genetic algorithm. We test both approaches on real-size instances Computational results are presented and discussed.; Cet article propose une comparaison entre algorithmes génétiques et semi-greedy pour un problème de tournées de véhicules collaboratif en logistique urbaine. Pour comparer les deux algorithmes, nous proposons des algorithmes séquentiels basés sur la même phase initiale, puis les tournées sont construites par des procédures différentes. La première est de type sem-greedy ; la deuxième un algorithme génétique. Des résultats sont presents et discutés.

Abstract: La mutualisation logistique represente aujourd'hui un enjeu majeur dans la gestion de la supply chain, mais reste un secteur tres peu connu dont les differents acteurs impliques utilisent differentes approches, ont des objectif pas toujours similaires et des points de vue qui peuvent devenir conflictuels. Le present article compte definir, a partir une analyse detaillee de la litterature, une grille de lecture et un tableau de bord pour l'evaluation de la performance durable des systemes de livraisons mutualisees. Tout d'abord, une analyse des principaux travaux en la matiere est proposee, sur trois champs complementaires : l'efficacite organisationnelle, la performance logistique et l'evaluation de projets de logistique urbaine. Ensuite, la methode pour la definition du tableau de bord, issu d'une demarche d'aide a la decision collaborative, est proposee. Abstract: Urban goods movement and urban logistics started to be defined as a scientific discipline 20 years ago, where several actions in research, development, policy and deployment were started to be coordinated. However, most of the innovations and projects presented in that field are stopped or reduced because of a common constraint that becomes its worst enemy: the financing mechanisms. Although many studies deal with urban logistics, only a few of them show the difficulties at financing, but without entering in detail on the financing mechanisms. This chapter aims to present the main financing issues in urban logistics. First, the main categories of funding strategies that can be applied to urban logistics are presented, focusing on public-private interactions and collaborations. After that, a scenario assessment using a cost benefit analysis framework shows the different interests and issues of each category of stakeholders, and the main advantages and limits of each category of investment and financing strategies. Then, the fields of urban logistics that seem the most adapted to public-private collaboration in terms of financing are identified and commented. As a conclusion, guidelines for researchers and practitioners to take into account financing issues in urban logistics decision support are proposed.

Abstract: International audience; In this article, we propose a critical overview of the deployment of urban distribution centers (UDCs) in France and Italy. We focus on two categories of UDCs: those deployed to deliver to the city and located in peripheral areas and those located close to a specific area to serve it. Starting from an initial typology of experiments, obtained from a systematic analysis of 36 experiences (18 in France and 18 in Italy), we orient the study towards the analysis of six models of cooperative strategies set up to reach an economic viability of these platforms. Those models are studied on a four-element grid: steering, organization, development, and financing. The defined typology and the analysis of the six types of cases enabled us to determine the main elements that influence the search for economic viability in urban consolidation and distribution platforms.
