Despite the importance of public goods provisioning for poverty reduction, empirical evidence shows gross under-provision of state resources in developing countries. This results in the establishment of clientelist networks between people of unequal social status. However, clientelism is not homogenous. It varies based on the environment in which it is cultivated. Using household-level data from villages and urban slums in Pakistan, we provide a rare direct comparison of rural and urban clientelism. We find that the clientelist exchange bundle varies depending on geography and settlement structure (landholding patterns in villages and legal status in slums). While rural brokers include public goods provisioning in their exchange bundle, urban brokers have to rely on more personal services to maintain their network. This paper explores the intersection of work with access to and use of digital technologies and the resulting impact on women's empowerment. Drawing on detailed in-depth interviews across Pakistan with low-literate, low-income women employed in three categories of work – domestic, factory, and home-based – we map how women's work intersects with their access to digital technologies to affect their economic and social lives. Our paper highlights the barriers that women face and explores whether and how in a patriarchal, religious context with restricted physical mobility and limited access to the internet, women circumnavigate their constraints by leveraging digital technologies. This article uses propensity score matching techniques to estimate unconditional cash transfer effects on women's labour outcomes in Pakistan. Using two rounds of nationally representative data, we find positive effects for women in recipient households. However, we observe a dip in overall women's employment from the first to the second round. This is likely driven by a downturn in the agriculture sector's performance. Moreover, women in beneficiary households are better able to recover suggesting higher resilience to macroeconomic shocks. Yet, not all our results are positive as women remain vulnerable in their lack of access to non-agriculture earned income. [ABSTRACT FROM AUTHOR]

In this article, we outline the determinants of informal charitable giving and the link between giving and inequality. Arguing that inequality encompasses at least two competing effects—distrust and observed need for donations—we use a novel proxy to separate out the effect of the latter from the former on household's magnitude of informal giving. Using data from the Pakistan Centre for Philanthropy's 2014 Indigenous Individual Philanthropy Survey, we find that informal giving in Pakistan follows patterns like those observed in the literature for formal giving. We also find evidence for a positive relationship between observed need and the magnitude of person-to-person giving. Controlling for observed need, we find that the residual correlation between inequality and giving is negative, one explanation of which may be the positive link between inequality and decreased social cohesion and trust. Using the case of Pakistan, this article explores the distribution and politics of public goods provision in urban slums. Across slums, we find that public goods are mainly provided to households located in central slums rather than those in the urban periphery. Within slums, we find politicians target spending towards wealthy households but do not go through brokers, unlike the more-studied case of India. Overall, the article shows how electoral incentives in Pakistan are biased against programmatic public goods provision for the urban poor. This article seeks to clarify the effect of growth on gender equality for the case of Pakistan, a country that has seen periods of high growth alongside the persistence of stark gender inequalities. The paper addresses this aim by estimating gendered sectoral employment elasticities of growth for the period 1984–2017 and investigates their drivers. It finds that the secular trend toward productivity-driven growth since the turn of the millennium has lowered the responsiveness of men's employment to growth impulses in particular. For women, factors related to Pakistan's gender order are more relevant. Greater gender parity in education enables women to benefit from growth in the form of better employment access. The reverse is the case for improvements in relative women's life expectancy, understood as indicative of their social status. The paper interprets the related effect as a reduction in the precarity of women's employment associated with improved status. HIGHLIGHTS Employment dividends of growth are realized in a highly gender-differentiated way. Pakistan's gender order mediates women's volatile employment responses to growth. We use excess women's mortality as an indicator for Pakistan's gender order. Women workers bear the brunt of recessions through the loss and precarity of jobs. Abstract: This paper estimates a family fixed‐effects model to test whether parental educational investments are reinforcing or compensating differences in child height and body mass index (BMI) within Oportunidades households. The results indicate that allocations are not made in response to endowment differences in isolation, but depend on the interaction of child endowment, gender, and beneficiary status. Moreover, investments are made so as to counterbalance efficiency and equity considerations: widening differences in height but closing gaps in BMI, where both strategies maximize returns given the earnings–endowment function for height and BMI in Mexico. Finally, household socio‐economic status matters. Thus, discriminatory responses within the better‐off urban beneficiary households are smaller. In contrast, indigenous beneficiary households, which have the lowest average endowment z‐scores and fraction spent on education, see the largest differences in educational outlay between child subgroups. While the economic effects seem small, these are measured relative to the mean of the base category. In some cases, then, parents are dedicating nearly a quarter of all expenditures to education for a standard deviation increase in endowment over mean sibling endowment. Hence, it seems that the success of the Oportunidades program in improving overall human capital formation may be masking rising inequalities within recipient households. [ABSTRACT FROM AUTHOR]

This paper examines the effects of increased connectivity in rural areas on child health outcomes. In particular, it studies whether improved access to markets for rural areas through an upgraded road network and greater openness, as measured by village electrification status, has had a positive impact on child health outcomes and awareness of health practices such as immunization and prenatal care. Using a 16-year panel dataset from rural Pakistan, we estimate two iterations of a probit model, where one examines the probability of child i being vaccinated and the second estimates the incidence of use of prenatal care. The results support the hypothesis that greater connectivity, as measured by road connectivity and electrification, improves health outcomes by increasing the likelihood of immunization and uptake of prenatal care.
