Intelligent Truck Parking (ITP) involves efficient management of information as a tool for addressing some of the problems related to truck parking, such as, the inability to navigate to, or reserve a parking space. Different telematic services (ITP core services) may be required to address different stakeholder needs, e.g., a navigation service for finding the way to a truck parking area, and a reservation service for assuring the availability of a parking space when in the parking area. In addition to ITP core services, there are several other telematic services that address transport problems in general. If the synergies of different services are taken into account during design and deployment of telematic services, cost reduction may be achieved through functionality sharing. In this article, we have identified services that are relevant for sharing functionalities with ITP core services, estimate functionality costs and perform a synergy analysis to assess the marginal cost savings as a result. Overall results indicates that Traffic Information Broadcasting (TIB), Estimated Time of Arrival (ETA) for goods, and Geo-fencing (GEO) can form clusters with ITP core services that could lead to better cost savings compared to the rest of the services studied. In this thesis, methods for using computer-based models as support tools for assessing Transport Telematic Services (TTSs) are studied. Such assessments provide one way to understand how TTSs can address problems caused by transportation, such as accidents, emissions, and energy consumption. TTSs are services based on telematic systems which are Intelligent Transport Systems (ITS) involving the integrated use of information and communication technologies in transport. The focus is on TTSs that are relevant for road freight transport, even though the suggested methods can easily be adapted for TTSs in other areas. We characterize TTSs, e.g., in terms of their functionalities, and apply computer-based modeling for pre-deployment assessment of various TTSs (from an ex-ante perspective). By analyzing information provided by the suggested computer-based models, it is possible to make an informed decision whether to (or not to) deploy a given TTS. A review of previous studies reveals information about relevant TTSs for freight transport in areas such as driver support, administration, safety, traffic management, parking, and goods handling. A hierarchical clustering algorithm and a k-minimum spanning tree algorithm were employed to analyze synergies of TTSs. Synergies can enable identification of sets of TTSs that can lead to cost savings if deployed on a common platform (cf. Multi-Service Architectures). An analytical model inspired by the net present value concept is used to estimate quantified societal benefits of TTSs. An optimization model is formulated and solved using a branch and bound method to determine an optimal combination of TTSs taking into consideration societal benefits, costs, dependencies, and synergies. The optimization model also addresses possible system architectures for achieving multiple TTSs. Dominance rough set approach is used to assess and compare benefit areas for TTSs specific to truck parking. The benefit areas are suggested with the help of conceptual modeling, which describes functional models of a system in terms of states, transitions among states, and actions performed in states. The main scientific contributions of the thesis are in suggesting new quantitative models, extending and applying existing models in the assessments of TTSs, and obtaining results that can help decision-makers select TTSs for medium-to long-term investments. Researchers can employ and build on the proposed methods when addressing different scenarios (geographic or organizational) involving similar TTSs. By studying a range of TTSs and possible Multi-Service Architecture concepts for such TTSs, the thesis contributes to achieving convergence of TTSs in a Multi-Service Architecture environment that will improve cost efficiency, minimize redundancies, and encourage the establishment of standards in the deployment of TTSs in road freight transport. TTSs implemented in such an environment can contribute to optimizing available capacity, accuracy, speed, and efficiency of road freight transport systems.

PurposeThe primary objective of this paper is to propose a framework for specifying and analyzing Intelligent Transport System (ITS) services.Design/methodology/approachEssential service information are identified and stated in a uniform way. A separation into an abstract description, focused on what the service does, and a concrete description, focused on how to perform the service tasks, is made. FindingsThe proposed a framework has been used for specifying and distinguishing ITS services and for different types on analyses, e.g. service composition/decomposition analyses and architecture analyses. Original/valueThe usefulness is illustrated by an architecture choice analysis applied on a specific intelligent goods service. Apart from ITS services, the framework has the potential to also apply to other types of information services.

The focus of this thesis is the assessment of telematic systems for road freight transport from a planning perspective. The aim is to support strategic decisions related to architectural choices for such systems, with the possibility to achieve synergies by supporting multiple telematic services. The past decade has witnessed enormous growth in cargo volumes resulting in increasing demand for transport capacity. To match this increasing demand only with expansion of infrastructure, e.g. road and vehicles, does not seem to be a sustainable strategy. One of the few approaches with the potential to improve the use of current transport capacity is the integrated use of modern information and communication technology, otherwise known as telematic systems for road transport, an important component within Intelligent Transport Systems (ITS). This type of systems can deliver multiple services that can be used to improve the efficiency and safety of road freight transport. However, attempts to unleash the potential of telematic systems and make maximum possible use of the available transport capacity have been hindered by several challenges ranging from planning and design to development and deployment. Considering the large scope of possible telematic services that can potentially be deployed in road freight transport, this thesis suggests a framework in order to enable structured assessment of telematic systems. Based on the suggested framework, a set of potential transport telematic services are identified and a method for quantifying the value of the services to society is developed. The suggested method takes into account the expected impact on different transportation challenges, such as accidents, fuel consumption, and infrastructure maintenance. Quantitative methods are provided for studying the value of services sharing a common infrastructure. Using quantified benefits of services and costs of various functionalities required by telematic services, the concept of a multi-service architecture is investigated using optimization methods, which handles the multi-dimensional relations between different services that are otherwise difficult to analyze with traditional cost-benefit analysis. The analyses show which telematic services can be achieved with different approaches, such as vehicle-to-vehicle communication, vehicle-to-infrastructure communication, etc. Although multi-service architectures are promising, several challenges need to be overcome, including security, service quality, privacy, and business models. The knowledge gained from the work presented in this thesis can be valuable for different stakeholders, such as governments, service providers, and transport service users, in fostering the planning, design, development, and deployment of telematic systems in transport.

The number of Telematic services targeted toward road freight transport, mostly for improving the efficiency of transport related activities have increased in recent years. Interconnected issues such as congestion, fuel consumption, travel time, reliability etc, are treated independently due to the sometimes competitive nature of objectives among service providers. As a result, the services are not developed to facilitate a common level of analysis and comparison. This makes it hard to establish a criterion for generating quantified values that can support analysis for decision makers (potential investors) in selecting the type of services to promote e.g. governmental organizations. This work addresses this issue by proposing an approach for describing services and a set of criteria to generate service societal values under a given set of assumptions. Each service is specified using a range of general to specific dimensions i.e. motivation, usage domain, users, functionalities, and value indicators. Based on the proposed set of criteria, 32 services are discussed, and their societal value quantified and compared for the Swedish heavy good vehicle market. Thus, the work provides an approach toward a common perspective for quantitative analysis of services to influence design and investment decisions. The methodology has been used to estimate the TTS societal values for the Swedish HGV market. In order to conduct analysis for the evaluation of benefits derived from Transport Telematic Services (TTSs) that supports decisions about architecture design options, it is necessary to establish a characterization framework. This study identifies potentially relevant TTSs for Heavy Goods Vehicle (HGV) Transport, potential users and domain of usage for the services and present these in a useful framework for conducting analysis toward a holistic understanding of telematic services e.g. impact analysis, benefits analysis etc. An illustrative example employing the framework has been presented.

Added Value Services (AVS) for road based freight transportation have gained the attention of public authorities, industry and the private sector. It is accentuated by systems developed or be-ing under development for road user charging, which have the potential to support additional ser-vices through sharing of functionalities (e.g. communication, positioning and payment). To de-sign telematic systems with many services, the relationships underlying such services and neces-sary functionalities is challenging to analyze. The aim of this paper is to develop a map or guide between important AVS and their functionalities that can be used as a foundation for analyzing potential system architectures for achieving such services. The paper attempts to address differing interest between commercial stakeholders and public authorities in deploying telematic systems for AVS. An analytical method for studying synergy behaviour between road-based telematic services, and required functionalities is proposed. The method is based on a modified hierarchical cluster agglomeration and is inspired by multiuse component based software design. Results of applying the method on AVS in the Swedish Road User Charing system shows that the choice of functionalities play an important role in estimating the synergy for a group of AVS, and hence in the architecture. Today, freight volumes on roads have gone up to a level that there is a need for alternative transport modes. Short Sea Shipping (SSS) is one alternative with a potential that can help reduce the high traffic on roads. Most SSS systems use vessels whereby cargo is rolled on and off using a ramp with very small capacities usually less than 500 TEU, but with increasing cargo traffic, it is not clear if such solutions will be efficient. For ports involved in SSS to meet up this new wave of change, the challenge to make appropriate investments and analysis tools is important. The type of vessel suitable for a SSS operation (such as roll-on roll-off (RoRo), lift-on lift-off (LoLo) etc) has been addressed in this thesis based on their compatibility and cost effectiveness with the terminal equipments. The purpose of this study is to develop an optimization model that can be incorporated into a Computer Decision Support System (DSS) for selecting equipments including ships at a strategic level for investments in handling unitised cargo at port terminals in the context of Short Sea Shipping (SSS). The main contribution of the thesis is the application of computer science techniques in the domain of strategic decision making related to the configuration of complex systems (e.g. interrelationships between ships and equipments) with choices of handling equipment. From modelling the selection of port terminal equipments for SSS, we realised that while integer linear programming is a promising approach for studying such systems, it remains a challenge to handle complex issues in depth especially in relation to the quay crane due to interdependencies between time, cost and capacity of equipments. Model results indicates that a LoLo vessel with a capacity between (500 and 1000 TEU) capable of completing a SSS voyage such that handling is done within 48 hours will be less costly than a RoRo that does it with multiple voyages or one voyage each for multiple RoRo vessels for TEU volumes greater than 1000.
