Importance of agricultural land management, in a meaning of land policy in its narrower and broader sense, in Republic of Croatia has been neglected through years. In the narrow sense, positive and effective land policy is a base for competitiveness and profitability in agricultural production because of its mission of selling and leasing state-owned agricultural land, enhancing agricultural land management and preventing land contamination. In a broad sense, land policy measures are the part of the overall sustainable development of the state as an important part of environment protection policy, spatial planning and rural development. According to the law, agricultural land is an asset of the interest to the Republic of Croatia and enjoys the latter's particular protection. Therefore, it is of extreme importance to know the position, shape and usage of each cadastral parcels of agricultural land. Adoption and enforcement of land policy measures is impossible without knowledge about this facts and usage of information system as a basis for effective and transparent land policy. Agricultural land information system is a tool for the adoption of legal, administrative and economic decisions, planning and development.This paper presents the management of agricultural land in the Republic of Croatia in terms of surface and finance, inventory of state owned agricultural land data and application of state owned agricultural land information system.

3. Use of Multi-Criteria Analysis for the Ranking of Land Consolidation Areas

In Croatia, as in other post-socialist countries, agricultural land is extremely fragmented. This significantly raises the costs of and impedes agricultural production. The land fragmentation manifests as a big number of relatively small cadastral parcels of each individual land owner. Additionally, the parcels are often very irregular in shape, which hinders an effective application of modern agricultural machinery. Land consolidation procedure, i.e., regrouping and merging partitioned agricultural land into bigger and more regular parcels, and simultaneously arranging road and canal networks, enables a significant improvement in the conditions of agricultural production. An analysis of Croatian official land administration data was made in order to determine land fragmentation and other agricultural indicators. The basis for conducting land consolidation is the legal framework. Multi annual and annual plans are to specify priority areas for conducting consolidation. These plans should take into consideration the ratio between consolidation costs and benefits from improved conditions for agricultural producers. To ascertain that, it is necessary to determine areas suitable for consolidation and express their qualitative features in a quantitative manner. In this way it is possible to create a system for deciding on priority areas, based on a multi-criteria analysis of spatial data. Most of the necessary data on land and space can be found in the Land Administration System (LAS). However, some of the data was not available as an official, country-wide, data, and other sources of data were used. The base spatial unit for which assessment has been carried out for the whole territory of Republic of Croatia was cadastral municipality. The final result is a complete list of all cadastral municipalities, ranked accordingly to the suitability for agricultural land consolidation. The process of spatial unit’s suitability ranking revealed some shortcoming of the existing Land Administration System, which will be further researched and considered within the Croatian Science Foundation Project named: Development of the Multipurpose Land Administration System, goal of which is improvement of efficiency and usability of LAS.

4. Engineering Geodesy in Rural Land Consolidation Procedures in the Republic of Croatia

After the Act on the Agricultural Land Consolidation [OG 51/2015] had been passed, the legal basis was prescribed for re-enforcement of land consolidation on the territory of the Republic of Croatia for the first time after asserting its independence. The Ordinance on Expert Geodetic Works in Land Consolidation [OG 123/2015] regulates the actions in land consolidation procedures carried out by the persons licensed to perform expert geodetic works including the actions from the domain of Engineering Geodesy. Agricultural land consolidation is carried out on the basis of multi-annual and annual programs prepared by the Agricultural Land Agency. This paper gives an overview of activities taken so far concerning conceptual designs for five locations in which land consolidation should be carried out. The focus of the paper is on Engineering Geodesy activities in procedures of land consolidation, such as the design of the road and duct networks and the role in amelioration.

5. LADM in the Republic of Croatia – making and testing country profile

Land Administration Domain Model (LADM) covers basic information related to components of land administration (including elements above and below the earth surface and including water areas). It includes agreements on data about administrative and spatial units, land rights in a broad sense and source documents. The rights may include real and personal rights, informal rights as well as indigenous, customary rights. All types of restrictions and responsibilities can be represented. Overlapping claims to land may be included. Cadastral and land books data play important role in many fields directly or indirectly associated with their use (land surveying, civil engineering, architecture and urban planning, agronomy, transport, forestry, tourism, etc.). So far, similarities and differences between the existing Croatian land administration system and LADM have been investigated. Objective of this paper is to determine compatibility between Land Administration Domain Model and Croatian Land Administration System. Compatibility is determined with following questions: – What are users’ requirements for the Croatian land administration system? – Which LADM classes can be applied directly to the Croatian land administration system? – Which LADM classes have to be modified to be suitable for the Croatian land administration system? – How to design a land information system for the Croatian land administration system complying with LADM? This paper gives answers to the previous questions. LADM country profile Croatia has been developed and key requirements, concepts, and functionalities of Croatian Land Administration System (LAS) have been identified. Conceptual Croatian LAS model comprising the LADM framework have been elaborated. This paper proposes two new classes for the model (HR_OldCadastralSurvey and HR_LegalityOfTheBuilding). Some types in the code lists have been changed and added to suit to the Croatian LAS.
