This paper reexamines the relation between minimum wages and labor market outcomes for teenagers in the US. Economic theory suggests that real minimum wages drive labor market outcomes. Instead of the commonly used nominal minimum wages, we therefore use real minimum wages to examine this relation. Increasing real minimum wages are associated with a reduction in teen employment and working hours. The correlation with real hourly wages of teenagers is positive. These results are robust to the choice of the control group, whether we compare labor market outcomes in the respective state to all other states or to spatially close states, only. This strongly suggests that interpreting nominal minimum wage changes as minimum wage shocks is not a valid identification strategy.

The theoretical literature argues that labor markets outcomes are affected by real minimum wages. Real minimum wages, however, co-move with the business cycle; their correlation with labor market outcomes should therefore not be interpreted causally. We employ structural vector autoregression to distinguish between endogenous variation in real minimum wages, e.g. due to changes in the stance of the business cycle, and exogenous shocks. Impulse responses show that in the US, real minimum wage shocks increased teen wages and lowered employment and working hours of teenagers.

This paper analyzes conditions for determinacy in a new Keynesian model with endogenous growth. Endogenous growth shrinks the determinacy region considerably. Complying with the Taylor principle is not sufficient for determinacy, which decreases in the spillovers from actual on potential output. Monetary policy therefore has to be more aggressive than in an exogenous growth setup to ensure determinacy. Endogenes Wachstum reduziert das Spektrum der Parameterkonstellationen, welche zu einem stabilem Gleichgewicht führen, erheblich. Die Instabilität des Modells nimmt mit der Reaktion des Produktionspotentials auf die realwirtschaftliche Entwicklung zu. Um dennoch Stabilität gewährleisten zu können, muss die Zentralbank stärker auf Abweichungen vom Inflationsziel und dem Produktionspotential reagieren als im Falle exogenen Wachstums.

The standard model of optimal minimum wage policy in a perfectly competitive labor market suggests that a positive tax rate on minimum wage income is Pareto inefficient. However, most countries with minimum wage legislation exhibit a positive tax rate on minimum wage income. We solve this alleged puzzle by introducing discrimination of individuals that do not contribute to social welfare, typically individuals that do not participate in the political process, into the standard model. If minimum wages serve discriminatory purposes, a positive tax rate on minimum wage income can be compatible with optimal government policy. In the empirical part, we show that the share of inhabitants approving of labor market discrimination against immigrants and against women is positively related to the presence of minimum wage legislation in the respective country. Im Falle perfekt kompetitiver Arbeitsmärkte ist ein positiver Steuersatz auf Mindestlohneinkommen Pareto ineffizient. Ein solcher Politikmix ist jedoch für nahezu alle OECD-Länder zu beobachten. Um diesen vermeintlichen Widerspruch aufzulösen führen wir die Möglichkeit der Diskriminierung von sich nicht am politischen Prozess beteiligenden Personen in das Standard-Modell ein. Sollte der Mindestlohn dazu dienen, bestimmte Personengruppen aus dem Arbeitsmarkt zu preisen, kann die Besteuerung von Mindestlohneinkommen eine aus Sicht der Regierung eine optimale Politik darstellen. Dies sollte sich in einem positiven Zusammenhang zwischen der Zustimmung zur Diskriminierung von politisch wenig aktiven Minderheiten und dem Vorhandensein eines Mindestlohns manifestieren. Im empirischen Teil zeigen wir, dass es einen positiven Zusammenhang zwischen der Zustimmung zur Diskriminierung von Ausländern und Frauen am Arbeitsmarkt und der Wahrscheinlichkeit eines Mindestlohns im jeweiligen Land gibt.

In this paper, we estimate the causal effect of public debt on real estate prices and rental prices. We identify shocks to investment credits of self-governed cities in Germany and control for potential benefits such as an increased supply of public goods, which might come in hand with increased indebtedness. Using spatial variation across self-governed cities allows us to estimate this effect. We find that shocks to public debt have a significant negative effect on apartment prices. Rental prices, on the other hand, do not seem to be affected by public debt. Tenants care more about the current and less about the future tax burden. In diesem Papier untersuchen wir den kausalen Effekt öffentlicher Verschuldung auf Immobilienpreise. Hierfür identifizieren wir zuerst Schocks der Investitionskreditposition kreisfreier Städte. Um für potenziell positive Effekte, welche mit einem Anstieg der öffentlichen Verschuldung einhergehen können, zu kontrollieren, nutzen wir den Standort der beobachteten Immobilien. Wir finden einen signifikant negativen Effekt öffentlicher Verschuldung auf Wohnungspreise. Für Wohnungsmieten finden wir keinen signifikanten Einfluss der Verschuldung. Mieten scheinen mehr von der aktuellen als von der zukünftigen Steuerbelastung abzuhängen.

This data report presents a dataset on residential real estate prices in Germany provided by ImmobilienScout24 and introduces real estate price indices of labor market regions. The dataset consists of online adverts of houses and apartments that are available for rent or sale. The dataset complements already existing datasets in two ways: First, it is available almost without any time lag, allowing the analysis of most recent developments. Second, the high market share of ImmobilienScout24 results in a high number of observations, which gives the opportunity to use the data for analyses on a small regional scale.

In the academic debate there is a broad consensus that house price fluctuations have a substantial impact on financial stability and real economic activity. Therefore, it is important to have timely information on actual and expected house price developments. The aim of this paper is to measure the latest price movements in different real estate markets in Germany and forecast near-term price developments. Therefore we construct hedonic house price indices based on real estate advertisements on the internet platform ImmobilienScout24. Then, starting with a naive AR(p) model as a benchmark, we investigate whether VAR and ARDL models using additional macroeconomic information can improve the forecasting performance as measured by the mean squared forecast error (MSFE). While these models reduce the forecast error only slightly, forecast combination approaches enhance the predictive power considerably. Die Finanz- und Wirtschaftskrise hat erneut gezeigt, dass Preisfluktuationen am Immobilienmarkt nicht nur einen substanziellen Einfluss auf die Finanzmarktstabilität sondern auch auf die gesamtwirtschaftliche Aktivität ausüben. Demnach ist es aus makroökonomischer Sicht wichtig, Immobilienpreisentwicklungen frühzeitig erkennen und akkurat prognostizieren zu können. Ziel dieser Arbeit ist es, Preisentwicklungen für Deutschland in verschieden Segmenten des Immobilienmarktes am aktuellen Rand zu erfassen und für die kurze Frist von bis zu sechs Monaten zu prognostizieren. Basierend auf monatlich verfügbaren Immobilieninseraten auf der Internetplattform von ImmobilienScout24 werden dazu in einem ersten Schritt hedonische Preisindizes gebildet. In einem zweiten Schritt wird die Entwicklung dieser Preisindizes prognostiziert. Beginnend mit einem einfachen AR(p)-Prozess wird der Informationsgehalt verschiedener zusätzlicher Indikatoren mit Hilfe von VAR und ARDL-Modellen untersucht. Während sich der durchschnittliche quadratische Schätzfehler in den einzelnen Modellen im Vergleich zum AR-Modell nur geringfügig verringert, zeigt sich, dass mit Hilfe von geeigneten Prognosekombinationen die Prognosegüte signifikant verbessert werden kann.
