The Outgoing Longwave Radiation (OLR) package was first developed as a stand-alone application, and then integrated into the National Oceanic and Atmospheric Administration (NOAA) Unique Combined Atmospheric Processing System (NUCAPS) hyperspectral sounding retrieval system. An objective of this package is to provide near-real-time OLR products derived from the Cross Track Infrared Sounder (CrIS) onboard the Joint Polar Satellite System (JPSS) satellites. It was initially developed and validated with CrIS onboard the Suomi National Polar-orbiting Partnership (SNPP) satellite, and has been expanded to JPSS-1 (renamed NOAA-20 after launch) datasets that are currently available to the public. In this paper, we provide the results of detailed validation tests with NOAA-20 CrIS for large and wide representative conditions at a global scale. In our validation tests, the observations from Clouds and Earth’s Radiant Energy System (CERES) on Aqua were treated as the absolute reference or “truth”, and those from SNPP CrIS OLR were used as the transfer standard. The tests were performed on a 1°×1° global spatial grid over daily, monthly, and yearly timescales. We find that the CrIS OLR products from NOAA-20 agree exceptionally well with those from Aqua CERES and SNPP CrIS OLR products in all conditions: the daily bias is within ±0.6 Wm−2, and the standard deviation (STD) ranges from 4.88 to 9.1 Wm−2. The bias and the STD of OLR monthly mean are better, within 0.3 and 2.0 Wm−2, respectively. These findings demonstrate the consistency between NOAA-20 and SNPP CrIS OLR up to annual scales, and the robustness of NUCAPS CrIS OLR products.

The launch of the National Oceanic and Atmospheric Administration (NOAA)/ National Aeronautics and Space Administration (NASA) Suomi National Polar-orbiting Partnership (S-NPP) and its follow-on NOAA Joint Polar Satellite Systems (JPSS) satellites marks the beginning of a new era of operational satellite observations of the Earth and atmosphere for environmental applications with high spatial resolution and sampling rate. The S-NPP and JPSS are equipped with five instruments, each with advanced design in Earth sampling, including the Advanced Technology Microwave Sounder (ATMS), the Cross-track Infrared Sounder (CrIS), the Ozone Mapping and Profiler Suite (OMPS), the Visible Infrared Imaging Radiometer Suite (VIIRS), and the Clouds and the Earth’s Radiant Energy System (CERES). Among them, the ATMS is the new generation of microwave sounder measuring temperature profiles from the surface to the upper stratosphere and moisture profiles from the surface to the upper troposphere, while CrIS is the first of a series of advanced operational hyperspectral sounders providing more accurate atmospheric and moisture sounding observations with higher vertical resolution for weather and climate applications. The OMPS instrument measures solar backscattered ultraviolet to provide information on the concentrations of ozone in the Earth’s atmosphere, and VIIRS provides global observations of a variety of essential environmental variables over the land, atmosphere, cryosphere, and ocean with visible and infrared imagery. The CERES instrument measures the solar energy reflected by the Earth, the longwave radiative emission from the Earth, and the role of cloud processes in the Earth’s energy balance. Presently, observations from several instruments on S-NPP and JPSS-1 (re-named NOAA-20 after launch) provide near real-time monitoring of the environmental changes and improve weather forecasting by assimilation into numerical weather prediction models. Envisioning the need for consistencies in satellite retrievals, improving climate reanalyses, development of climate data records, and improving numerical weather forecasting, the NOAA/Center for Satellite Applications and Research (STAR) has been reprocessing the S-NPP observations for ATMS, CrIS, OMPS, and VIIRS through their life cycle. This article provides a summary of the instrument observing principles, data characteristics, reprocessing approaches, calibration algorithms, and validation results of the reprocessed sensor data records. The reprocessing generated consistent Level-1 sensor data records using unified and consistent calibration algorithms for each instrument that removed artificial jumps in data owing to operational changes, instrument anomalies, contaminations by anomaly views of the environment or spacecraft, and other causes. The reprocessed sensor data records were compared with and validated against other observations for a consistency check whenever such data were available. The reprocessed data will be archived in the NOAA data center with the same format as the operational data and technical support for data requests. Such a reprocessing is expected to improve the efficiency of the use of the S-NPP and JPSS satellite data and the accuracy of the observed essential environmental variables through either consistent satellite retrievals or use of the reprocessed data in numerical data assimilations.

This study examines the trustworthiness of the Advanced Along-Track Scanning Radiometer (AATSR) and the Infrared Atmospheric Sounding Interferometer (IASI-A), as on-orbit reference instruments that are useful in re-calibrating the Advanced Very High Resolution Radiometer (AVHRR) series (Mittaz and Harris, 2011). To do this, a 39-month period (1 January 2008 to 31 March 2011) of AATSR and IASI-A inter-comparisons of top-of-atmosphere (TOA) radiance measurements is examined. Our inter-comparison reveals features of the AATSR and IASI-A bias with respect to scan angle, scene temperature, time and orbital maneuvers, and gives insight into their trustworthiness as an in-orbit reference instruments. The first feature that our study reveals is that the AATSR (nadir view) and IASI-A are both stable (have no perceptible trends in the period of study). The second feature is that IASI-A is perhaps more accurate ( ∼ 0.05 K) than its stated accuracy (0.5 K). In fact the AATSR and IASI-A bias is close to the AATSR pre-launch bias (plus a small offset of +0.07 K) implying that IASI-A can get close to pre-launch levels of accuracy. Third, a very small scan angular dependence of AATSR and IASI-A bias indicates that the IASI-A response vs. scan angle algorithm is robust, while the instrument is in orbit. Inter-comparisons of AATSR with IASI-A further reveal the impact of orbital maneuvers of the ENVISAT, the platform carrying AATSR, done in October 2011 and not anticipated previously. How accurate can satellite measure the climate trends in atmospheric temperatures?, Observations from the satellite microwave sounders play a vital role in measuring the long-term temperature trends for climate change monitoring. Changes in diurnal sampling over time and calibration drift have been the main sources of uncertainties in the satellite-measured temperature trends. We examine observations from the first of a series of U.S. new generation of microwave sounder, the Advanced Technology Microwave Sounder (ATMS), which has been flying onboard the National Oceanic and Atmospheric Administration (NOAA)/NASA Suomi National Polar-orbiting Partnership (SNPP) environmental satellite since late 2011. The SNPP satellite has a stable afternoon orbit that has close to the same local observation time as NASA’s Aqua satellite that has been carrying the heritage microwave sounder, the Advanced Microwave Sounding Unit-A (AMSU-A), from 2002 until the present. The similar overpass timing naturally removes most of their diurnal differences. In addition, direct comparison of temperature anomalies between the two instruments shows little or no relative calibration drift for most channels. Our results suggest that both SNPP/ATMS and Aqua/AMSU-A instruments have achieved absolute stability in the measured atmospheric temperatures within 0.04 K per decade. This uncertainty is small enough to allow reliable detection of the temperature climate trends and help to resolve debate on relevant issues. We also analyze AMSU-A observations onboard the European MetOp-A satellite that has a stable morning orbit 8 hours apart from the SNPP overpass time. Their comparison reveals large asymmetric trends between day and night in the lower- and mid-tropospheric temperatures over land. This information could help to improve climate data records for temperature trend detection with improved accuracy. The SNPP satellite will be followed by four NOAA operational Joint Polar Satellite System (JPSS) satellites, providing accurate and stable measurement for decades to come. The primary mission of JPSS is for weather forecasting. Now, with the added feature of stable orbits, JPSS observations can also be used to monitor changes in climate with much lower uncertainty than the previous generation of NOAA operational satellites.

Hurricane Harvey made landfall as a Category-4 storm in the United States on 25 August 2017 in Texas, causing catastrophic flooding in the Houston metropolitan area and resulting in a total economic loss estimated to be about $125 billion. To monitor flooding in the areas affected by Harvey, we used data from sensors aboard the Suomi National Polar-Orbiting Partnership Satellite (SNPP) and the new Geostationary Operational Environmental Satellite (GOES)-16. The GOES-16 Advanced Baseline Imager (ABI) observations are available every 5 min at 1-km spatial resolution across the entire United States, allowing for the possibility of frequent cloud free views of the flooded areas; while the higher resolution 375-m imagery available twice per day from the Visible Infrared Imaging Radiometer Suite (VIIRS) aboard the SNPP satellite can observe more details of the flooded regions. Combining the high spatial resolution from VIIRS with the frequent observations from ABI offers an improved capability for flood monitoring. The flood maps derived from the SNPP VIIRS and GOES-16 ABI observations were provided to the Federal Emergency Management Agency (FEMA) continuously during Hurricane Harvey. According to FEMA’s estimate on 3 September 2017, approximately 155,000 properties might have been affected by the floodwaters of Hurricane Harvey.

Vegetation phenology is the expression of the seasonal cycles of plant processes and their connections to climate change (temperature and precipitation). The timing of phenological events can be used to document and evaluate the effects of climate change on both individual plant species and vegetation communities. Thus, vegetation phenology (including shifts in the timing of bud burst, leaf development, senescence, and growing season length) is considered as one of the simplest and most effective indicators of climate change (IPCC, 2007). Long-term observing and recording of changes in plant phenology support efforts to understand trends in regional and global climate changes, to reconstruct past climate variations, to explore the magnitude of climate change impacts on vegetation growth, and to predict biological responses to future climate scenarios.

International audience; Four years after launch, IASI has delivered significant advances in remote sensing capability for numerical weather prediction and atmospheric composition monitoring and promises an excellent dataset for climate studies. The Infrared Atmospheric Sounding Interferometer (IASI) forms the main infrared sounding component of EUMETSAT's Metop-A satellite (Klaes et al., 2007), which was launched in October 2006. This article presents the results of the first four years of the operational IASI mission. The performance of the instrument is shown to be exceptional in terms of calibration and stability the quality of the data has allowed the rapid use of the observations in operational numerical weather prediction (NWP) and the development of new products for atmospheric chemistry and climate studies, some of which were unexpected before launch. The assimilation of IASI observations in NWP models provides significant forecast impact; in most cases the impact has been shown to be at least as large as for any previous instrument. In atmospheric chemistry, global distributions of gases such as ozone and carbon monoxide can be produced in near-real time, and short-lived species such as ammonia or methanol can be mapped, allowing identification of new sources. The data have also shown the ability to track the location and chemistry of gaseous plumes and particles associated with volcanic eruptions and fires, providing valuable data for air quality monitoring and aircraft safety. IASI also contributes to the establishment of robust long term data records of several essential climate variables. The suite of products being developed from IASI continues to expand as the data are investigated, and further impacts are expected from increased use of the data in NWP and climate studies in the coming years. The instrument has set a high standard for future operational hyperspectral infrared sounders, and demonstrated that such instruments have a vital role in the global observing system.
