2. EARLY CONGENITAL SYPHILIS PRESENTING WITH A RARE CASE MANIFESTATION AND VARIOUS COMORBIDITIES: A CASE REPORT.

Congenital syphilis (CS) cases in worldwide have reached 700.000 cases until 2023. Especially late or untreated cases can cause up to 80% of poor pregnancy outcomes. This case report discusses the treatment strategy of symptomatic CS case in a newborn with multiple comorbidities. A newborn female infant was admitted with cutaneous lesions comprising white patches with a bluish-red base, as well as jaundice. The patient was born to a single mother with a history of multiple partners and never had an antenatal care. The patient exhibited pale yellow stools with a putty-like consistency and dark-yellow urine. The patient was tachypnea (oxygen saturation of 86% on room air), exhibiting jaundice of the eyes and skin (Cramer IV). Laboratory results were positive for syphilis, severe thrombocytopenia (10×103/µL), hyperbilirubinemia with total bilirubin 18.89 mg/dL, direct bilirubin 11.81 mg/dL, and indirect bilirubin 7.08 mg/dL. Babygram suggested pneumonia, while 2-phase abdominal ultrasound showed impaired gallbladder contractility. The patient was diagnosed with CS, pneumonia neonatal, and cholestasis suspicious for biliary atresia. The patient was stabilized hemodynamically, administered intravenous fluids containing dextrose 10%, benzathine penicillin G 130,000 IU was administered intramuscularly every 24 hours (10 days) according to hospital availability for syphilis treatment, combination of cefoperazone-sulbactam and gentamicin for the treatment of pneumonia, and ursodeoxycholic-acid (UDCA) for the treatment of cholestasis. The patient's condition showed gradual improvement, with the skin lesions also demonstrating improvement, although jaundice persisted. In the last follow-up, due to stable condition, the patient was discharged to outpatient with continued oral UDCA therapy. [ABSTRACT FROM AUTHOR]

Concern over climate change currently occupies a central role, with the staging of world environmental events to discuss the effects of excessive fossil fuel use and their negative impacts on the environment. The Paris Agreement was signed within this perspective, in which Brazil adopted targets for the reconfiguration of its energy matrix and subsequently created the Política Nacional de Biocombustíveis (RenovaBio - National Biofuels Policy), through Law no. 13.576/2017, to reach these targets. As another public policy aimed at encouraging agribusiness, being derived from a strong history of the sugar-energy sector depending on state measures to sustain it, it is important to reflect beyond the formal content of the public policy and observe the interests it seeks to defend. Furthermore, by creating an expansion mechanism for the cultivation of sugarcane, RenovaBio brings territorial and environmental impacts. Thus, the present article aims to analyze the formulation stage of the public policy, to verify the economic and political context that supported the approval of, and subsequent alterations to RenovaBio. Methodologically, the analysis was carried out on three levels: Superficial; Territorial Coverage; and Structural. It was found that there was the formation of a network of actors involved in the process, which demonstrates the existence of power relationships, at times translated through subordination, resource dependence, or political support. These actors were involved in the construction of the text of the Law to favor the group, the approval of the bill in record time, its directed regulation, the relaxation of requirements, and the fixing of high Decarbonization Credit acquisition targets. RenovaBio is extremely promising; however, there are loopholes that need to be resolved and a series of political interferences that hinder the development, transparency, and credibility of the program. 5. Economic Security and Fertility: Evidence from the Mincome Experiment.

Using experimental data, we analyze the relationship between low-income households' economic security and their fertility decisions. Between 1974 and 1977, a randomized controlled trial was conducted in Manitoba, Canada, in which the treatment groups received differing levels of guaranteed annual income. All of the program participants were low-income households. We find positive effects of the program on the probability of childbirth that range between 7 and 10 percentage points. 8. A comparative analysis of risk prevention policy tools and governance structures in Normandy (France) and Victoria (Australia): Assessing policies for high-risk sites.

High-risk industrial sites are classified as the most dangerous sites for their risk of inducing damage in case of an accident, even if it is rare. Risk policies are one way to prevent damage while balancing other trade-offs. How can public authorities assess "risk policy systems" of high-risk sites in specific administrative regimes for an effective decision process taking into consideration different jurisdictions? This paper investigates the Normandy and Victorian risk policy system in France and Australia, respectively, based on qualitative approaches. By investigating two cases and fostering conceptual thinking, two assessment criteria are highlighted by different stakeholders to determine an effective risk policy. For instance, beyond the common focus on the efficiency and efficacy of risk policies, findings revealed the importance of "dialogue, participation, and cooperation" between actors and "adaptivity, flexibility, relevance, and coherence" of different tools and legal texts. Limitations and further work include testing and iterating on other assessment criteria to propose an adapted assessment framework for high-risk policies. • A risk policy system is more complex by nature, including key governance structures, policy tools, and normative systems. • A policy related to high-risk sites must be assessed ex ante considering its multi-actors and multi-criteria nature. • An effective high-risk policy is determined by various assessment criteria such as efficiency, adaptivity, and coherence. • A bottom-up qualitative assessment can be beneficial if conducted at a Regional level where policy implementation occurs. 9. University teachers' perspectives on the impact of quality assurance policies in Chinese higher education : three institutional case studies

In the light of growing concerns regarding the quality of higher education after a period of rapid expansion, in 2003, the Chinese government launched the Undergraduate Teaching Evaluation (UTE), the first nation-wide evaluation of universities. In 2008, the UTE was replaced by the Quality Project, which signalled a change in its quality assurance approach, with a move from evaluations to the issuing of awards. In order to investigate the impact of the two national quality assurance policies, along with the impact of two long-standing internal quality assurance mechanisms employed by universities - class observation and student evaluation of teachers - on teaching, the researcher adopted policy analysis and a case study approach. Three different universities in the same region were selected as cases. Semi-structured interviews with 56 heads of department and teachers across three departments at each university were conducted. National and university policy documents, as well as interview data, were analysed thematically in the light of concepts derived from the political sciences, namely Knoepfel et al.'s (2007; 2011) framework for policy analysis and Schneider and Ingram's (1990) classification of policy tools. University policies and interview data revealed the patterns of impact of these two quality assurance policies. Faced with the UTE inspection, universities shifted their focus from assuring the quality of teaching to achieving good results in the exercise and therefore engaging in 'game-playing'. In order to ensure good UTE results, universities even resorted to the manipulation of data. University policies resulting from the UTE required teachers to produce standardised documents and to follow particular procedures. The majority of interviewed teachers regarded the impact of the UTE with cynicism, seeing it as a waste of time and effort, an interference with academic freedom, and believing it had the effect of undermining ethics. However, some teachers reported as positive impact of the fact that the UTE helped to keep teachers disciplined, and that it provided an impetus for ensuring teaching quality. Interview data showed that the Quality Project awards only had an impact on the award winners, who perceived the incentives on offer to be substantial. These award winners considered the acknowledgement given by the awards and the information obtained through reflection and good examples as valuable impacts. However, the Quality Project awards did not have impact on non-award winners, i.e. the majority of teachers. This study revealed that in order to have impact the institutional practices of class observation and the student evaluation of teachers relied on a number of conditions being in place. These practices had impact when the stakes were high or when university teachers received valid and reliable feedback. Whilst high stakes were found to lead to mixed impact, valid and reliable feedback contributed to the improvement of teaching. This study contributes to the understanding of the impact of quality assurance policies and mechanisms on teaching in Chinese higher education, an area that has not yet been the subject of significant empirical research. Covering the two major quality assurance policies in recent years, and also the institutional mechanisms teachers face, this research was able to capture the interdependence between these policies. No such research has previously been conducted in the context of Chinese higher education. In regard to the theoretical aspect of the research, the empirical evidence that was collected and a comprehensive review of other empirical research enabled the development of an Impact Framework. The Impact Framework identified patterns in the impact of various quality assurance policy tools and revealed their inherent strengths and weaknesses. Hence, the Impact Framework can serve in the future as an important reference for policy-makers who are seeking to design and implement effective quality assurance policy tools.

11. Governing the reterritorialization of agricultural activities: An assessment of food planning policies in France.

This paper examines how food planning policies address the reterritorialization of agricultural activities (RAA), a crucial component of local food systems. While food planning as an integrated local policy promoting local food systems has gained increasing research attention, most of the research has been urban-centric, resulting in a limited understanding of how it includes RAA. This paper fills this research gap by assessing 39 food planning projects in France, where the state defines food planning by national law and supports local projects. Through document analysis and semi-structured interviews, RAA-associated food planning policy goals, instruments, and agri-food professional actors' involvement are identified. The empirical findings highlight the central role of RAA in French food planning projects; it either serves as the primary motivation behind these projects or evolves into a substantial component as the projects develop. A wide range of policy instruments with local innovation to support RAA are identified, with more frequent use of informational and economic than regulatory and coercive instruments, and more focus on economic development than on ecological transition. Minority and majority farmers' organizations are involved in food planning processes with varying degrees of engagement across territories, reflecting local governance strategies. The analytical methods in this study may contribute to future research to better comprehend RAA in local food policymaking. The systematic overview of RAA-associated food planning measures also offers insights to policymakers in other contexts regarding food policy design. The paper concludes by arguing that food planning extends beyond urban food supply; it also presents an opportunity to leverage RAA for rural revitalization and transformation, in terms of production models, rural-urban links, and local governance. • Systematic analysis of 39 projects offers an overview of French food planning. • French food plans favor economic and informational over regulatory measures. • Food planning instruments prioritize economic development over ecological transition. • French food planning engages diverse actors; both major and minor farmer groups participate. Innovation policy in Ecuador is an exceptional case study that explores how knowledge used to inform design is socially embedded in relationships of political authority. In this case, it was possible to unfold the range of values and conflicts that policy actors confront in order to incorporate the innovation imperative to policy design. By opening the black box of policy design, we studied the formulation of the innovation policy problem from a bottom-up strategy led by nongovernmental actors, where innovation has become a framing device to formulate policy problems as problems of innovation. As a result, innovation has become a policy paradigm based on the hierarchization of knowledge, where expert knowledge is superior to lay knowledge. Therefore, experts can provide concrete remedies to tackle innovation deficits. This paper explains how innovation policy is driven by traveling imaginaries that once they are highly shared, they work as programmatic ideas in the policy design process. We use the innovation deficit model and policy networks to unravel the relations established by actors and institutions during the problem framing, and the negotiations of influence and domination that they exercised in order to position their programmatic ideas under the innovation imperative.

13. Cities and the European Union : mechanisms and modes of Europeanization in the city of Turin

This research examines European Union (EU) policy instruments affecting the urban domain throughout the lenses of the Europeanization approach. Instead of looking at EU instruments that are formally/legally consecrated to cities, we use theoretical public policy analysis to explore the arenas and the causal mechanisms that structure the encounter between the EU and urban systems of governance. We develop the argument that there are four different modes of Europeanization. In consequence, to grasp the essence of a single instrument or a given EU initiative, one has to establish which mode is prevailing in the policy logic of that instrument or initiative. The core variables that explain change concern the status of actors’ preferences (a) and the payoffs from Europeanization (b). The combination of (a) and (b) thus originates a four dimensional space. We can therefore develop a typology for the modes of Europeanization, which chimes with current theorisations on the EU modes of governance. The eventual Europeanization of urban systems depends on the nature of strategic interaction, not on the legal ‘tools’ explicitly designated for cities. Thus, policy instruments are initially associated with the four modes. We then used process-tracing to verify whether instruments actually perform according to the ‘mode’ to which they have been initially paired, or if they trigger contingencies that have not been theoretically/deductively foreseen. This is particularly convenient within a realm – urban policies – where the EU does not have a specific formal competence and where interactions between ‘cities’ and the EU are likely to take place within multiple policy areas and during different stages of the policy process. Mechanisms are explored by considering the city of Turin. The four ‘policy instruments’ selected as proxies for the assessment of modes of Europeanization are the Covenant of Mayors programme for energy saving, directive 1994/62 (then waste framework directive) for waste management, directive 1993/30 for air quality control and the URBAN II Community Initiative for urban regeneration and development. The analysis of the four instruments reveals less variation between modes than initially expected. In this connection, theoretical similarity between modes, as emerged from the typological exercise carried out at the outset of the research, was partially echoed by the empirical analysis of policy instruments. Within cities and urban areas, the Europeanization effect is likely to assume a more blurred fashion and the action of, and reaction to, Europe is greatly interwoven with other dynamics, which in turn shape the perception and the actual impact of European modes and instruments for regulation. In the conclusions we highlight the differences between this approach and the traditional analysis of EU urban policy, and suggest avenues for future empirical research based on typologies of policy instruments.

Law No. 2 of 2018 on MD3 (MPR, DPR, DPRD, and DPD), caused plenty of controversy in public and a lawsuit to the Constitutional Court, due to several problematic articles. Like Article 122k, Article 73, Article 245, and several other articles on the addition of legislative leaders. It indicated the DPR’s inability to formulate and explain the regulations before the media and the public. As such, effective communication management was needed to build public trust in the DPR through media relations. The objective of this study was to review the media relations between the DPR and the journalists in the implementation process of the MD3 Law, as well as how a policy communication process was formed based on the Randall B. Ripley Policy Analysis unit. Researchers used a qualitative method with two analysis models, which were the Randall B. Ripley model of public policy analysis and the media relation concept. The results of the study showed that the formation and implementation of the MD3 Law did not run smoothly from the start, due to the high political interests and the DPR’s poor communication. The role of the DPR News Bureau as the DPR’s Media Relations Officer (MRO) was not optimal. It was encumbered by the normative-administrative work system, the overlapping media relations tasks with the DPR members, and the domination of the Pressroom (parliamentary journalist).

Článek se zabývá bezpečnostní veřejnou politikou v České republice. Aktérů promlouvajících do tohoto druhu politik je v České republice mnoho, nicméně dle obecného povědomí a exekutivních pravomocí vyplývajících z právní úpravy je jednou z důležitých institucí Ministerstvo vnitra České republiky (MVČR). Tento aktér je odpovědný nejen za vykonávání své exekutivní role, ale v České republice má i značnou roli při přípravě legislativních veřejných dokumentů. Článek se zaměřuje na tvorbu a kontextuální rámování narativa MVČR v aktuální otázce tzv. migrační krize, a to od vzniku současné vlády, až do března roku 2017. Konkrétně jsou sledovány kontextuální vazby vztažené k politice ochrany hranic a smyslu hraničních přechodů jako bezpečnostních prvků pro zajišťování vnitřní bezpečnosti ČR. Smyslem článku je popsat a konceptualizovat pozice MVČR při vytváření veřejných politik ochrany hranic, protože kontext daný takovou tvorbou vytváří normativní podobu vlastních priorit pro případnou veřejnou diskuzi a kontrolu veřejných institucí.

When assessed from a global perspective; environmental problems, especially in the last five decades, have been a threat to almost all countries. International organisations and institutions struggle to develop effective solutions for arising issues. Climate change is also evaluated as one of the most crucial risks for the environment. European Commission regular progress reports hold a guiding role for the candidate countries and in light of that numerous policies of the relevant countries have aligned with the European Union (EU) acquis. The main purpose of the study is to analyze the climate change policy of Turkey within the context of regular progress reports in an effort to mend the gap fill the void in literature regarding climate change policy of Turkey. Therefore, 7 regular progress reports between the years 2010-2016, when climate change was considered as a title, will be scrutinised in terms of legislation, institutional structure and emission gas through content analysis method with the aim of having a functional assessment about the determinations and the expectations of the EU. The study reveals that although Turkey has made fundamental progress over the years regarding climate change, there are still some crucial issues that need to be reconsidered to have an effective climate change policy.

Public policy analysis basically provides researchers and other relevant actors with comprehensive output to comprehend the effectiveness and the efficiency of the policies. Renewable energy sources are highly crucial especially for the maintenance of sustainable development. Therefore, most of the countries like Turkey, attempt and even struggle to have a functional renewable energy policy with the aim of having diverse energy sources and infrastructure. International actors such as the European Union (EU) have huge and practical impacts on the public policy making process of many countries. In this fashion, the renewable energy policy of Turkey is mostly shaped or formulated according to the EU acquis. The study is a significant effort to scrutinize the renewable energy policy of Turkey by benefiting from the energy chapter of regular progress reports (country reports) published by the European Commission which is the executive body of the EU. The fundamental aim of the study is to put forth the determinations and the expectations of the EU on renewable energy policy to conduct an extensive analysis. Tutoring programs are effective in reducing school failures among at-risk students. However, there is still room for improvement in maximising the social returns they provide on investments. Many factors and components can affect student engagement in a program and academic success. This complexity presents a challenge for Public Administrations to use their budgets as efficiently as possible. Our research focuses on providing public administration with advanced decision-making tools. First, we analyse a database with information on 2066 students of the Programa para la Mejora de Éxito Educativo (Programme for the Improvement of Academic Success) of the Junta de Comunidades de Castilla y Léon in Spain, in 2018–2019, the academic year previous to the pandemic. This program is designed to help schools with students at risk of failure in Spanish, literature, mathematics, and English. We developed a machine learning model (ML) based on Kohonen self-organising maps (SOMs), which are a type of unsupervised (ANN), to group students based on their characteristics, the type of tutoring program in which they were enrolled, and their results in both the completion of the program and the 4th year of Compulsory Secondary Education (ESO). Second, we evaluated the results of tutoring programs and identified and explained how different factors and components affect student engagement and academic success. Our findings provide Public Administrations with better decision-making tools to evaluate and measure the results of tutoring programs in terms of social return on investment, improve the design of these programs, and choose the students to enrol. • Machine learning methods greatly aid tutoring programs' effectiveness. • Tutoring programs are effective to support students at risk of school failure. • Tutoring programs help reengage students who have already had academic failures. • Students' engagement in the tutoring programs depends on many diverse factors. • Precise Identification of students at risk maximizes social return on programs. This article studies the operationalization of theories of social justice in a public policy evaluation procedure. It seeks to show that questioning the principles of social justice underlying public action presupposes developing appropriate methodologies. From a theoretical point of view, the procedure implemented depends on relating concepts of public policy analysis and Amartya Sen’s capability approach. This procedure led to the implementation of an innovative methodological protocol mixing quantitative and qualitative approaches. The principal results obtained highlight an unfinished territorialization process which does not take the intensity of the social problems and specificities of the local actors’ configurations into account. They underline the weak sharing of cognitive foundations in the regional policy and the limited margin of autonomy among field operators. Lastly, they highlight the weight of behavioural expectations with respect to users of guidance policies and the existence of phenomena of failures to avail themselves of public offers.

The paper aims to analyse the street-level bureaucrats’ (SLBs) perception of President Bolsonaro’s administration’s effects on Brazilian environmental policy, emphasising deforestation prevention and control in the Legal Amazon1. Besides the policy dismantling concepts, a theoretical model integrating three complementary analytical dimensions of SLBs’ action – institutional, individual, and relational – was employed in a case-oriented investigation of environmental bureaucrats – Ibama Inspectors and ICMBio Agents. The inquiry used Systematic Content Analysis on interviews with these agents involved in deforestation inspection and control activities. The empirical results confirm the hypotheses that an active dismantling process has been ongoing since the beginning of Bolsonaro’s administration; however, the perceptions of Ibama inspectors seem more intense, especially regarding the institutional dimension. The research illustrates the adverse effects of this process on the agencies and bureaucratic capacities, generating paralysis and setbacks in deforestation inspection and control policies and posing serious risks to the environmental protection in the country. This article contributes to the advancement of knowledge about the strategies that a far-right populist government deliberately adopted to reduce the role of the State, weaken professional bureaucracy, dismantle policies and favour particular interests of groups., O objetivo do artigo é analisar a percepção dos burocratas de nível de rua (BNRs) sobre os efeitos da administração do presidente Bolsonaro na política ambiental brasileira, com ênfase na prevenção e controle do desmatamento na Amazônia Legal. Além dos conceitos de desmantelamento da política, foi empregado um modelo teórico que integra três dimensões analíticas complementares da atuação dos BNRs – institucional, individual e relacional –, em uma investigação “case-oriented” sobre burocratas ambientais – fiscais do Ibama e agentes do ICMBio. A pesquisa utilizou a Análise Sistemática de Conteúdo de entrevistas com esses agentes envolvidos em atividades de fiscalização e controle do desmatamento. Os resultados empíricos confirmam as hipóteses de que um processo de desmantelamento ativo está em andamento desde o início da administração de Bolsonaro; entretanto, as percepções dos fiscais do Ibama parecem mais intensas, especialmente no que diz respeito à dimensão institucional. A investigação ilustra os efeitos adversos desse processo sobre as agências e as capacidades burocráticas, gerando paralisias e retrocessos nas políticas de fiscalização e controle do desmatamento e trazendo sérios riscos à proteção do meio ambiente no país. State policymakers have long sought to improve access to mental health and substance use disorder (MH/SUD) treatment through insurance market reforms. Examining decisions made by innovative policymakers ("policy entrepreneurs") can inform the potential scope and limits of legislative reform. Beginning in 2022, New Mexico became the first state to eliminate cost-sharing for MH/SUD treatment in private insurance plans subject to state regulation. Based on key informant interviews ( n = 30), this study recounts the law's passage and intended impact. Key facilitators to the law's passage included receptive leadership, legislative champions with medical and insurance backgrounds, the use of local research evidence, advocate testimony, support from health industry figures, the severity of MH/SUD, and increased attention to MH/SUD during the COVID-19 pandemic. Fifteen years of major policies and programs on air pollution control in New York City, São Paulo and Paris were reported in order to draw attention to each city’s management tendencies. The study highlighted the strategies implemented, showing that overall levels of atmospheric pollution have decreased in the three cities, but they continue to be above WHO recommendations. While regulatory approaches are commonly embraced to lower air pollution levels, the three cities differ in the way and extent to which they have prioritized control technologies, mobility, public transport accessibility and energy matrix. Despite all sharing the technological capacity to develop cleaner fuels and foster non-motorized transport modes, disparities in transportation options, infrastructure and commuting distance appear to have an impact on the use of privately owned vehicles and pollution levels. This is partly due to the lack of public transportation and to local political choices. The three examples show how regulatory approaches alone are not enough to ameliorate air quality and suggest that each city should incorporate programs that account for people’s travel choices. For policymakers, prioritizing air quality offers the potential to have a positive short-term impact on health and on the local environment, particularly in low and middle-income countries. Despite its high potential to support decision-making, the role of policy assessment in real-world policy making in the field of poverty and social inequalities remains largely questioned. In this study, we analyse policy assessment's role in a context of real-world policymaking, by means of a case study on a legislative proposal on integration policy for immigrant newcomers in the Brussels-Capital Region, for which we evaluate the potential effects on poverty and social inequalities. We first analyse the policy process surrounding the policy proposal – a process that is often treated as a black box within policy assessment research. Understanding the factors that influence and determine the decision-making process, enables us to gain insight into the potential decision-support function(s). Second, we develop an approach to policy assessment that aims to fully exploit its potential to contribute to the functions of both instrumental and conceptual learning. For this purpose, we propose to introduce the approach of realist evaluation and to focus on evaluating the underlying policy intervention theory from the perspective of poverty and social inequalities. Finally, we illustrate this new approach and its added value by applying it to the legislative proposal on integration policy and analyse its contribution to policy-oriented learning. The impacts and influences of globalised digitalisation has increased its presence within the political structures of both international economic and international security regimes, and the rise of e-governance systems and digital security technology has probed IR scholarship to study this policy shift from traditional forms of governance to digital ones. Less considered here is how digitalisation has been extended to the international humanitarian governance regime. Digital tools are increasingly being produced and employed within international humanitarian interventions. However, despite the rapid mobilisation of these digital technologies, humanitarian crises and their corresponding interventions are becoming more frequent and more prolonged and the assumed benefits of these well-intending digital tools are failing to improve the lives of their beneficiaries. While evaluations of these interventions are not lacking, the preoccupation of material, quantitative assessments of humanitarian missions erroneously neglect the perspectives and experiences of their intended beneficiaries. In this regard, the paper seeks to problematize the methods in which humanitarian practitioners produce and implement their digital aid in a critical study into the political and normative structures which shape the design of digitised humanitarian governance. Post Colonial theory is recalled as a central, anchoring framework from which its concepts of racialisation, hegemonic identity reconstruction, and exploitation will be theory-tested via public policy analysis to the research’s case study. Here, the ‘neutrality’ of humanitarian governance is debunked, and hidden lineages of coloniality within the UNHCR’s mandate in the Rohingya refugee emergency are brought to the fore.

The presence of food waste, and ways to reduce it, has generated significant debate among industry stakeholders, policy makers, and consumer groups around the world. Many have argued that the variety of date labels used by food manufacturers leads to confusion about food quality and food safety among consumers. Here, we develop a between-subject, laboratory experiment with different date labels (Best by, Fresh by, Sell by, and Use by) for products (ready-to-eat cereal, salad greens, and yogurt) of different sizes and dates to evaluate how date labels influence the value of premeditated food waste of subjects, or their willingness to waste (WTW). Subjects have different WTW over products, sizes, and dates; we expect that ambiguity avoidance may prompt differences in the WTW. The WTW is greatest in the “Use by” treatment, the date label which may be the least ambiguous and suggestive of food safety. The WTW is the lowest for the “Sell by” treatment, which may be the most ambiguous date label about safety or quality for the consumer. Results from the mixed-design, repeated measures ANOVA provide evidence that subjects have different WTW by date labels over products. [ABSTRACT FROM AUTHOR]

We further simulate the subsidy policy in the model to estimate the changes in select policy aspects. The simulation outcomes are assessed through perspectives of stakeholder groups. How can assessments of environmental policy issues be policy-relevant without being policy-prescriptive? The predominant technocratic and decisionist responses to this question misleadingly assume that value-neutral scientific recommendations for public policy means, or even objectives, are possible. On the other end of the spectrum, the literature on democratic and pragmatic models of expertise in policy often does not satisfactorily explain what researchers can contribute to public discourses surrounding disputed, value-laden policy objectives and means. Building on John Dewey's philosophy, this article develops the “pragmatic-enlightened model” (PEM) of assessment making, which refines the existing pragmatic models. It is used to some extent by Working Group III of the Intergovernmental Panel on Climate Change. According to the PEM's policy assessment methodology, policy objectives and their means can only be evaluated in light of the practical consequences of the means. Learning about the secondary effects, side effects and synergies of the best means may require a revaluation of the policy objectives, for instance, regarding the use of bioenergy for climate mitigation. Following the PEM, assessments would—based on a thorough problem analysis—explore alternative policy pathways, including their diverse practical consequences, overlaps and trade-offs, in cooperation with stakeholders. Such an arduous interdisciplinary cartography of multiple objectives, multi-functional policy means and the broad range of their quantitative and qualitative practical consequences may face considerable practical challenges and uncertainty. The growing interest in social protection in Africa over the past two decades has led to a renewal of academic research and institutional literature, rang-ing from technical and evaluation approaches to political economy studies. The latter have the analyt-ical singularity of linking the outcomes of social pro-tection policies to their modalities of political inser-tion and appropriation rather than to their original conception and the manner in which they are im-plemented.As such, this report is an original contribution to the analysis of public policies in countries under foreign aid regimes. Considering the ‘political construction of public policies’ as a determinant of their success, we present here an empirical analysis of the elabo-ration of Madagascar’s new social protection policy. The study of the relationships between stakeholders reveals the coalitions of actors involved and their role in the ongoing changes in orientation.The empirical strategy we have chosen combines and applies the policy network and advocacy coali-tion framework (ACF) approaches by testing them with the tools of social network analysis. It is in line with the research on developed or emerging coun-tries that is rare or non-existent in low-income countries. The inter-organisational network data is drawn from a sociometric and qualitative survey carried out in 2018 and 2019 among the member organisations of the Groupe de travail sur la protec-tion sociale – GTPS (Social Protection Working Group). Under the auspices of the Ministry of Popu-lation, this group is responsible for drafting social protection policy in Madagascar.Joining the ACF and Policy Network methodological approaches, two complementary steps support our original empirical strategy. The first step deals with a structural analysis of social protection networks, using three cumulative criteria to identify coalitions of political actors. Foremost, a coalition necessary brings together structural equivalent actors within the network of collaborations (we applied one of the most relevant blockmodeling algorithm). After-ward, the coalition's subnetwork has higher within-clique density than between-clique density on col-laboration, sharing information and agreement ties. Finally, the coalition's subnetwork has higher be-tween-clique density than within-clique density on disagreement ties. The second step explores the resource circulation within the network and the cognitive consistency of each political coalition (closeness of values between actors). This then makes it possible to identify the coalition of power, with a strong capacity for mobili-sation and influence, that is at the heart of the new social protection policy.Our results show that Madagascar's approach direct-ly reflects the paradigm shift that took place in the international political arena at the turn of the 2000s. The five relational spaces under study reflect the singular way in which this has been translated in the Malagasy institutional and political context. That of a fragile, liquefied state, with a chronic inability to resolve the redistributive conflict, particularly in a phase of economic growth.Social protection policy is dominated by a ‘pro-vulnerable’ or, in other words, a ‘pro-cash’ coalition, which is much more decisive than the second, ‘pro-rights’ coalition. Composed mainly of actors from the relief sector, the leading coalition has a view of economic security issues based on the understand-ing of individual risks and market integration. Its organization is based on the centrality of UNICEF and includes the two ministries historically in charge of social protection in the country: the Ministry of Health and the Ministry of Social Protection. The over-determining role of international donors is confirmed on analysis. In a position to control the content of social protection policy statements and of the related policy tools, negotiations with national public actors remain limited. In this configuration, where the failure of politics is reflected even in the marginalization of civil society actors, the external global offer tends to be hegemonic.However, this conclusion calls for some nuance. Although they do not occupy central positions, gov-ernment institutions (ministries and agencies) often act as brokers. They build bridges between the sep-arate worlds of social protection. Even if they do not govern social protection policy, the state and its administration disseminate its principles and ideas. This role as an interface between the central inter-national organizations and the population, which is characteristic of a country under foreign aid regime, places the government institutions in the position of a “development-broker”. This encourages the re-production of resource accumulation strategies. Due to a lack of a dense internal social and political construction, social protection policy can only count on the accuracy and relevance of a comprehensive offer of protection and its financing through aid. From this point of view, the development of a new Malagasy social contract that would create solidarity is not on the agenda.

The rise of East Asia as a global economic power has been one of the great transformation processes of our time. Countries such as Korea, Taiwan and Singapore, which a generation ago had lain in poverty, have lifted themselves up to become generators of wealth through manufacturing and trade. Their success has overturned earlier approaches to economic development, in that the East Asian countries were outward rather than inward-oriented; their success was based on integration into the world economy through exports, technology transfer and access to foreign capital. This success was also founded on innovations in political economy, such as savings mechanisms for the accumulation of capital, the formation of developmental consortia for the rapid deployment of technological upgrading, and ‘pilot’ or steering agencies of government to coordinate investment, which have no counterpart in the developmental traditions of Western countries. The sources of what the World Bank came to call the ‘East Asian miracle’ (1993) have been the subject of prolonged scholarly debate. Early attempts to come to grips with the magnitude of these countries' achievements tended to be polarised. On the one hand there were strong proponents of the view that the ‘miracle’ was the outcome of unfettered market forces and responsible, minimalist government intervention to ‘get prices right’. On the other hand, there were scholars who saw in the ‘miracle’ the guiding hand of strong developmental states whose agencies intervened in the economy to ‘get prices wrong’ (Amsden 1989) – that is, to steer the economies towards investment and development targets which would otherwise lie beyond their capacities. 41. Urban Governance Encounters Europeanization: the Case of the Community Initiative URBAN II in Bordeaux and Genoa.

By comparing the cases of Bordeaux and Genoa, this article shows how and why similar inputs from the European Union (EU) produce different sets of policy transformations within urban systems. Empirically, we focus on the common policy initiative URBAN II—promoted by the EU within its informal urban policy. To separate out similarities and differences we address two research questions: how do EU inputs from URBAN II produce coping and adjusting mechanisms at the level of cities? What is the character of the transformation eventually produced? The former question is about the mechanisms of Europeanization; the latter is about the nature of the process. To frame our analysis we draw on public policy analysis and institutional theory, particularly in terms of logics of action and causal mechanisms for change. Evidence from in-depth interviews and process tracing suggest that differences largely depend on past traditions and arrangements in the policy sector considered and on the strategic role of specific actors at the local level. Similarities reflect instead the common attempt of cities to promote their territory and the role of urban systems in the EU-wide policy making as well as the reaction to the constraints accompanying EU action at the urban level. In the conclusions, we show how our findings contribute to the field of Europeanization and propose avenues for future research. [ABSTRACT FROM AUTHOR]

An array of policy instruments has been adopted across the United States in an effort to promote greater wood-to-energy uses. This research elicited attitudes toward wood-to-energy policy instruments among forest sector stakeholders to identify the most preferred policy tools. Test statistics identified differences between perceptions from US South and non-US South respondents regarding the capacity of tax incentives; subsidies and grants; rules and regulations; education; and consultation to meet policy ecological, economic, social, and political criteria. Examples of particular instruments adopted by various states were used to evaluate their capacity in addressing specific energy, forest management, and market dimensions of wood-to-energy policy. Results suggest preference for the implementation of education programs and the adoption of tax incentive instruments, followed by rules and regulations. US South respondents have less favorable views of subsidies and grants and rules and regulations than respondents from the rest of the country to meet policy evaluation criteria. Based on the analysis of state-specific policy tools, tax incentives were deemed the best positioned to generate more renewable energy from woody feedstocks and education and consultation were the best suited to meet energy and sustainable forest management objectives. Science and innovation policy (SIP) is typically justified in terms of public values while SIP program assessments are typically limited to economic terms that imperfectly take into account these values. The study of public values through public value mapping (PVM) lacks widely-accepted methods for systematically identifying value structures within SIP and its public policy processes, especially when there are multiple stakeholder groups. This paper advances the study of public values in SIP using nanoscale science and engineering (NSE) policy by demonstrating that quantitative analysis of value statements can provide a credible and robust basis for policy analysis. We use content analysis of over 1,000 documents with over 100,000 pages from major contributors to the NSE policy discourse to identify and analyze a wide range of public value statements. Data analysis and reduction methods reveal a multifactor structure of public values that has been consistently cited by a range of actors in an NSE research policy network. [ABSTRACT FROM AUTHOR]

Over the last 20 years, policy appraisal has emerged as a popular topic for discussion amongst policy-makers and academics alike. This is surprising, since policy appraisal is undoubtedly an important site of political behaviour, with its own institutions, instruments and policy actors. This paper takes stock of recent research on policy appraisal, draws out some common threads, and makes some suggestions for future research on what is a rapidly expanding field of European public policy analysis. The thesis of this paper is to argue that the potentials of information and communication technology as it is applied to the field of education lies with its promise to de-center language — be it taking the form of speech and words or writing and text — in the process of teaching and learning through the production of visual simulated images. And ICT's potentials can best be appreciated from the postmodern perspective, which, contrary to conventional understanding, does not advocate for a wholesale negation of technology by and large. This paper starts with a critical review of the role of language in education in general before the European Enlightenment and outlines a gradual coupling of speech and writing since then into a language system and developed further with the advent of modernity in the pursuit of scientization. The case of social science knowledge will be examined to illustrate how the performance of language fits into the social science intellectual tradition of empiricism-cum-behavioralism. Some postmodernists' ideas and views will then be analyzed to deconstruct the domination of language on the one hand, and discover on the other hand some possible ways that information and communication technology can be used to achieve alternative educational goal through alternative process of teaching and learning. The analysis of public policy has recently been characterized by the development of an approach which emphasizes the influence of cognitive and normative elements in public policy - making. The main purpose of this article is to offer a critical review of different models related to this approach, based on notions of paradigm, of advocacy coalition , or of the référentiel . In spite of some differences, these conceptualizations all shed light on the influence of 'world views', mechanisms of identity formation, principles of action in public policy analysis. These models, separate from those informed by a rationalist position, are also capable of explaining the processes of 'extraordinary' change in public policy. However,an excessive emphasis on cognitive and normative variables has sometimes underestimated the forms of mobilization to which these frames are subject.
