A desire to shift from fossil fuels to non-carbon-emitting energy sources has become an imperative supported by national, state, and local policies. In the U.S., a diverse array of policies at multiple levels of government have helped the solar industry achieve exponential growth. These advancements, however, are mediated by local implementation processes, which might be expected to have a large impact in the context of U.S. federalism. This paper investigates the effects of two countervailing forces – policy incentives and implementation disincentives – on residential solar adoption in New Jersey. The New Jersey case study includes two complementary analyses designed to illuminate policy incentives and implementation disincentives, respectively. The first is an interrupted time-series analysis that evaluates the effects of federal and statewide renewable energy policies on residential photovoltaic (PV) growth. The second is a set of semi-structured in-depth interviews with solar industry experts, providing implementation insights from the solar industry and indirectly portraying residential customers' experiences. Results confirm that market-based instruments at the state-level play a crucial role in increasing the relative financial advantage of these systems and, thus, the attraction of residential solar PV to adopters. In addition, the behaviours of future adopters and the valuation of this technology as an investment in the housing market will impact the spread of residential PV systems in the future. Unfortunately, case study findings also confirm that an absence of standardized solar application procedures and outdated interconnection standards is a significant drag on the adoption rate. This highlights a need for policymakers to place greater emphasis on local implementation pathways in solar policy design. Options to achieve this include more robust ex-ante coordination among state and local levels of government and with industry to standardize implementation processes. While U.S. federalism may at times be constraining, our results suggest that even minimal levels of ex-ante coordination can lead to implementation gains that will have a large impact on solar diffusion outcomes. Federal and state-level financial incentives significantly impact the residential photovoltaic solar adoption rate. The absence of streamlined interconnection application procedures and outdated interconnection standards for the grid limit the residential PV adoption in New Jersey. Our findings underline the importance of paying equal attention to both policy design and to technical standards to underpin implementation processes, especially in the decentralized context of U.S. federalism. Indoor heat and air pollution pose concurrent threats to human health and wellbeing, and their effects are more pronounced for vulnerable individuals. This study investigates exposures to summertime indoor overheating and airborne particulate matter (PM2.5) experienced by low-income seniors and explores the potential of natural ventilation on maintaining good indoor thermal conditions and air quality (IAQ). Environmental and behavioural monitoring and a series of interviews were conducted during summer 2017 in 24 senior apartments on three public housing sites in NJ, USA (1930s' low-rise, 1960s' high-rise and LEED-certified 2010s' mid-rise). All sites had high exposures to overheating and PM2.5 concentrations during heat waves and on regular summer days, but with substantial between-site and between-apartment variability. Overheating was higher in the 30s' low-rise site, while pollutant levels were higher in the 60s' high-rise. Mixed linear models indicated a thermal and air quality trade-off with window opening (WO), especially in some 'smoking' units from the older sites, but also improved both thermal and PM2.5 concentration conditions in 20% of the apartments. Findings suggest that with warmer future summers, greater focus is needed on the interdependencies among (1) thermal and IAQ outcomes and (2) technological and behavioural dimensions of efforts to improve comfort for vulnerable occupants. Indoor air quality (IAQ) is an important consideration for health and well‐being as people spend most of their time indoors. Multi‐disciplinary interest in IAQ is growing, resulting in more empirical research, especially in affordable housing settings, given disproportionate impacts on vulnerable populations. Conceptually, there is little coherency among these case studies; they traverse diverse spatial scales, indoor and outdoor environments, and populations, making it difficult to implement research findings in any given setting. We employ a social‐ecological systems (SES) framework to review and categorize existing interventions and other literature findings to elucidate relationships among spatially and otherwise diverse IAQ factors. This perspective is highly attentive to the role of agency, highlighting individual, household, and organizational behaviors and constraints in managing IAQ. When combined with scientific knowledge about the effectiveness of IAQ interventions, this approach favors actionable strategies for reducing the presence of indoor pollutants and personal exposures. Bioaerosol concentrations in residential buildings located in the Northeastern US have not been widely studied. Here, in 2011‐2015, we studied the presence and seasonal variability of culturable fungi and bacteria in three multi‐family apartment buildings and correlated the bioaerosol concentrations with building ventilation system types and environmental parameters. A total of 409 indoor and 86 outdoor samples were taken. Eighty‐five percent of investigated apartments had indoor‐outdoor (I/O) ratios of culturable fungi below 1, suggesting minimal indoor sources of fungi. In contrast, 56% of the apartments had I/O ratios for culturable bacteria above 1, indicating the prominence of indoor sources of bacteria. Culturable fungi I/O ratios in apartments serviced by central heating, ventilation, and air‐conditioning (HVAC) system were lower than those in apartments with window AC. The type of ventilation system did not have a significant effect on the presence of indoor culturable bacteria. A significant positive association was determined between indoor dew point (DP) levels and indoor culturable fungi (P <.001) and bacteria (P <.001), regardless of ventilation type. Also, residents in apartments with central HVAC did not experience extreme DP values. Load shedding enjoys increasing popularity as a way to reduce power consumption in buildings during hours of peak demand on the electricity grid. This practice has well known cost saving and reliability benefits for the grid, and the contracts utilities sign with their 'interruptible' customers often pass on substantial electricity cost savings to participants. Less well-studied are the impacts of load shedding on building occupants, hence this study investigates those impacts on occupant comfort and adaptive behaviors. It documents experience in two office buildings located near Philadelphia (USA) that vary in terms of controllability and the set of adaptive actions available to occupants. An agent-based model (ABM) framework generalizes the case-study insights in a 'what-if' format to support operational decision making by building managers and tenants. The framework, implemented in EnergyPlus and NetLogo, simulates occupants that have heterogeneous thermal and lighting preferences. The simulated occupants pursue local adaptive actions such as adjusting clothing or using portable fans when central building controls are not responsive, and experience organizational constraints, including a corporate dress code and miscommunication with building managers. The model predicts occupant decisions to act fairly well but has limited ability to predict which specific adaptive actions occupants will select. [ABSTRACT FROM AUTHOR]

This study used several real-time and filter-based aerosol instruments to measure PM2.5levels in a high-rise residential green building in the Northeastern US and compared performance of those instruments. PM2.524-hr average concentrations were determined using a Personal Modular Impactor (PMI) with 2.5 µm cut (SKC Inc., Eighty Four, PA) and a direct reading pDR-1500 (Thermo Scientific, Franklin, MA) as well as its filter. 1-hr average PM2.5concentrations were measured in the same apartments with an Aerotrak Optical Particle Counter (OPC) (model 8220, TSI, Inc., Shoreview, MN) and a DustTrak DRX mass monitor (model 8534, TSI, Inc., Shoreview, MN). OPC and DRX measurements were compared with concurrent 1-hr mass concentration from the pDR-1500. The pDR-1500 direct reading showed approximately 40% higher particle mass concentration compared to its own filter (n = 41), and 25% higher PM2.5mass concentration compared to the PMI2.5filter. The pDR-1500 direct reading and PMI2.5in non-smoking homes (self-reported) were not significantly different (n = 10, R2= 0.937), while the difference between measurements for smoking homes was 44% (n = 31, R2= 0.773). Both OPC and DRX data had substantial and significant systematic and proportional biases compared with pDR-1500 readings. However, these methods were highly correlated: R2= 0.936 for OPC versus pDR-1500 reading and R2= 0.863 for DRX versus pDR-1500 reading. The data suggest that accuracy of aerosol mass concentrations from direct-reading instruments in indoor environments depends on the instrument, and that correction factors can be used to reduce biases of these real-time monitors in residential green buildings with similar aerosol properties. Implications: This study used several real-time and filter-based aerosol instruments to measure PM2.5levels in a high-rise residential green building in the northeastern United States and compared performance of those instruments. The data show that while the use of real-time monitors is convenient for measurement of airborne PM at short time scales, the accuracy of those monitors depends on a particular instrument. Problem, research strategy, and findings:Increased demand for urban living, financial incentives for redevelopment, and conducive planning regulations are leading to significant commercial building reuse. This trend represents an opportunity to upgrade the energy performance of the existing building stock in older, more walkable downtowns and to achieve preservation goals. Some advocates of building reuse resist imposing the cost of energy improvements on associated projects, while many energy efficiency advocates do not distinguish how the opportunities and constraints differ between new and existing buildings. Building code officials experience this tension when reviewing improvements to existing buildings, and many find that sections of the widely adopted International Energy Conservation Code are pragmatically unenforceable. In this study we examine the existing-building energy challenge using a mixed-methods approach within one region as well as a national-level analysis of governmental data. We characterize promising regulatory strategies including exempting historic buildings (which is the status quo), exempting smaller buildings and less energy-intensive occupancies and systems, and creating simple lookup tables that provide succinct guidance to redevelopers and code officials. Takeaway for practice:Code officials enforce longstanding life-safety codes more assiduously than they do the newer energy codes, and these codes need revisions to make them more cost effective and enforceable. A better understanding and implementation of building energy codes can have positive implications for both energy performance and downtown revitalization. Success depends on better managing interdependencies among the national policy objective of energy efficiency, the ubiquitous local planning objective of downtown revitalization, and the bureaucratic challenges of regulating construction in existing buildings. Several frameworks incorporate social and psychological elements of environmentally significant behaviour, and most assume cognitive and deliberate decision-making. Household energy consumption behaviours, however, span a spectrum from reasoned and deliberate to unplanned and automatic. The aim of this paper is to advance knowledge of reasoned and unplanned behaviours in the context of pro-environmental action. Using results of a survey administered to occupants of an urban residential green building, this study explores five household consumption behaviours and tests the hypothesis that unplanned behaviours will be poorly predicted by a reasoned, values-based behavioural framework. Using path analyses, variables in a values-based framework are used to predict surveyed behaviours. Findings indicate that behaviours hypothesized to be unplanned were not well predicted by the values-based framework. The framework successfully predicted what was hypothesized to be a fully reasoned behaviour. Three potential reasons are discussed for the lack of prediction of some behaviours. A deeper understanding of how unplanned, automatic or habitual behaviours intervene in conservation intentions can help policy-makers and building designers better respond to influences of occupant behaviour on building performance. Building information modeling is only beginning to incorporate human factors, although buildings are sites where humans and technologies interact with globally significant consequences. Some buildings fail to perform as their designers intended, in part because users do not or cannot properly operate the building, and some occupants behave differently than designers expect. Innovative buildings, e.g., green buildings, are particularly susceptible to usability problems. This paper presents a framework for prospectively measuring the usability of designs before buildings are constructed, while there is still time to improve the design. The framework, which was implemented as an agent-based computer simulation model, tests how well buildings are likely to perform, given realistic occupants. An illustrative model for lighting design shows that this modeling approach has practical efficacy, demonstrating that, to the extent that users exhibit heterogeneous behaviors and preferences, designs that allow greater local control and ease of operation perform better.
