Regional flood frequency curves are developed by fitting the L-moment based generalized extreme value distribution to annual maximum peak flood data of small-to-medium size catchments of the seven hydrometeorological subzones of Zone 3 and combined Zone 3 of India. These seven subzones cover an area of about 1,041,661 km2. Relationships developed between mean annual peak flood and catchment area are coupled with the respective regional flood frequency curves for derivation of the regional flood formulas. The regional flood frequency curves developed for each subzone together with at-site mean annual peak floods may be used for gauged catchments, whereas for ungauged catchments, regional flood formulas developed for the respective subzones may be adopted for obtaining rational flood frequency estimates. BSTRACT: Many approaches are available for operation of a multipurpose reservoir during flood season; one of them is allocation of storage space for flood control. A methodology to determine a reservoir operation policy based on explicit risk consideration is presented. The objective of the formulation is to maximize the reservoir storage at the end of a flood season while ensuring that the risk of an overflow is within acceptable limits. The Dynamic Programming technique has been used to solve the problem. This approach has been applied to develop operation policies for an existing reservoir. The COVID-19 pandemic has overwhelmed health systems around the globe, and intensified the lethality of social and political inequality. In the United States, where public health departments have been severely defunded, Black, Native, Latinx communities and those experiencing poverty in the country's largest cities are disproportionately infected and disproportionately dying. Based on our collective ethnographic work in three global cities in the U.S. (San Francisco, Los Angeles, and Detroit), we identify how the political geography of racialisation potentiated the COVID-19 crisis, exacerbating the social and economic toll of the pandemic for non-white communities, and undercut the public health response. Our analysis is specific to the current COVID19 crisis in the U.S, however the lessons from these cases are important for understanding and responding to the corrosive political processes that have entrenched inequality in pandemics around the world.
