Abstract

Drought has had a significant impact on civilization throughout history in terms of reductions in agricultural productivity, potable water supply, and economic activity, and in extreme cases this has led to famine. Every continent has semiarid areas, which are especially vulnerable to drought. The Intergovernmental Panel on Climate Change has noted that average annual river runoff and water availability are projected to decrease by 10 percent-13 percent over some dry and semiarid regions in mid and low latitudes, increasing the frequency, intensity, and duration of drought, along with its associated impacts. The sheer magnitude of the problem demands efforts to reduce vulnerability to drought by moving away from the reactive, crisis management approach of the past toward a more proactive, risk management approach that is centered on reducing vulnerability to drought as much as possible while providing early warning of evolving drought conditions and possible impacts. Many countries, unfortunately, do not have adequate resources to provide early warning, but require outside support to provide the necessary early warning information for risk management. Furthermore, in an interconnected world, the need for information on a global scale is crucial for understanding the prospect of declines in agricultural productivity and associated impacts on food prices, food security, and potential for civil conflict. This paper highlights the recent progress made toward a Global Drought Early Warning Monitoring Framework (GDEWF), an underlying partnership and framework, along with its Global Drought Early Warning System (GDEWS), which is its interoperable information system, and the organizations that have begun working together to make it a reality. The GDEWF aims to improve existing regional and national drought monitoring and forecasting capabilities by adding a global component, facilitating continental monitoring and forecasting (where lacking), and improving these tools at various scales, thereby increasing the capacity of national and regional institutions that lack drought early warning systems or complementing existing ones. A further goal is to improve coordination of information delivery for drought-related activities and relief efforts across the world. This is especially relevant for regions and nations with low capacity for drought early warning. To do this requires a global partnership that leverages the resources necessary and develops capabilities at the global level, such as global drought forecasting combined with early warning tools, global real-time monitoring, and harmonized methods to identify critical areas vulnerable to drought. Although the path to a fully functional GDEWS is challenging, multiple partners and organizations within the drought, forecasting, agricultural, and water-cycle communities are committed to working toward its success.

Abstract

The MiniBooNE and SciBooNE collaborations report the results of a joint search for short baseline disappearance of \bar{{\nu}_{\mu}} at Fermilab's Booster Neutrino Beamline. The MiniBooNE Cherenkov detector and the SciBooNE tracking detector observe antineutrinos from the same beam, therefore the combined analysis of their datasets serves to partially constrain some of the flux and cross section uncertainties. Uncertainties in the {\nu}_{\mu} background were constrained by neutrino flux and cross section measurements performed in both detectors. A likelihood ratio method was used to set a 90% confidence level upper limit on \bar{{\nu}_{\mu}} disappearance that dramatically improves upon prior limits in the {\Delta}m^2=0.1-100 eV^2 region., Comment: 15 pages, 27 figures

Abstract

The SciBooNE and MiniBooNE collaborations report the results of a \nu_\mu disappearance search in the \Delta m^2 region of 0.5-40 eV^2. The neutrino rate as measured by the SciBooNE tracking detectors is used to constrain the rate at the MiniBooNE Cherenkov detector in the first joint analysis of data from both collaborations. Two separate analyses of the combined data samples set 90% confidence level (CL) limits on \nu_\mu disappearance in the 0.5-40 eV^2 \Delta m^2 region, with an improvement over previous experimental constraints between 10 and 30 eV^2., Comment: 10 pages, 9 figures. Abstract

The SciBooNE Collaboration reports K+ production cross section and rate measurements using high energy daughter muon neutrino scattering data off the SciBar polystyrene (C8H8) target in the SciBooNE detector. The K+ mesons are produced by 8 GeV protons striking a beryllium target in Fermilab Booster Neutrino Beam line (BNB). Using observed neutrino and antineutrino events in SciBooNE, we measure d2{\sigma}/dpd{\Omega} = (5.34 \times 0.76) mb/(GeV/c \times sr) for p + Be -> K+ + X at mean K+ energy of 3.9 GeV and angle (with respect to the proton beam direction) of 3.7 degrees, corresponding to the selected K+ sample. Compared to Monte Carlo predictions using previous higher energy K+ production measurements, this measurement, which uses the NUANCE neutrino interaction generator, is consistent with a normalization factor of 0.85\times0.12. This agreement is evidence that the extrapolation of the higher energy K+ measurements to an 8 GeV beam energy using Feynman scaling is valid. Abstract

Using a high-statistics, high-purity sample of $\nu_\mu$-induced charged current, charged pion events in mineral oil (CH$_2$), MiniBooNE reports a collection of interaction cross sections for this process. This includes measurements of the CC$\pi^+$ cross section as a function of neutrino energy, as well as flux-averaged single- and double-differential cross sections of the energy and direction of both the final-state muon and pion. In addition, each of the single-differential cross sections are extracted as a function of neutrino energy to decouple the shape of the MiniBooNE energy spectrum from the results. In many cases, these cross sections are the first time such quantities have been measured on a nuclear target and in the 1 GeV energy range., Comment: 29 pages and 28 figures

Abstract

Using a custom 3 \v{C}erenkov-ring fitter, we report cross sections for $\nu_\mu$-induced charged-current single $\pi^0$ production on mineral oil (\chtwo) from a sample of 5810 candidate events with 57% signal purity over an energy range of $0.5-2.0$GeV. This includes measurements of the absolute total cross section as a function of neutrino energy, and flux-averaged differential cross sections measured in terms of $Q^2$, $\mu^-$ kinematics, and $\pi^0$ kinematics. The sample yields a flux-averaged total cross section of $(9.2\pm0.3_{stat.}\pm1.5_{syst.})\times10^{-39}$cm$^2$/CH$_2$ at mean neutrino energy of 0.965GeV., Comment: 21 pages, 14 figures, and 11 tables

Abstract

A high-statistics sample of charged-current muon neutrino scattering events collected with the MiniBooNE experiment is analyzed to extract the first measurement of the double differential cross section (d(2)sigma/dT(mu)dcos theta(mu)) for charged-current quasielastic (CCQE) scattering on carbon. This result features minimal model dependence and provides the most complete information on this process to date. With the assumption of CCQE scattering, the absolute cross section as a function of neutrino energy (sigma[E-nu]) and the single differential cross section (d sigma/dQ(2)) are extracted to facilitate comparison with previous measurements. These quantities may be used to characterize an effective axial-vector form factor of the nucleon and to improve the modeling of low-energy neutrino interactions on nuclear targets. Abstract

MiniBooNE reports the first absolute cross sections for neutral current single \pi^0 production on CH_2 induced by neutrino and antineutrino interactions measured from the largest sets of NC \pi^0 events collected to date. The principal result consists of differential cross sections measured as functions of \pi^0 momentum and \pi^0 angle averaged over the neutrino flux at MiniBooNE. We find total cross sections of (4.76+/-0.05_{stat}+/-0.76_{sys})*10^{-40} cm^2/nucleon at a mean energy of =808 MeV and (1.48+/-0.05_{stat}+/-0.23_{sys})*10^{-40} cm^2/nucleon at a mean energy of =664 MeV for \nu_\mu and \bar\nu_\mu induced production, respectively. In addition, we have included measurements of the neutrino and antineutrino total cross sections for incoherent exclusive NC 1\pi^0 production corrected for the effects of final state interactions to compare to prior results., Comment: 13 pages, 12 figures, 4 tables

Abstract

Using high statistics samples of charged-current nu(mu) interactions, the MiniNooNE Collaboration reports a measurement of the single-charged-pion production to quasielastic cross section ratio on mineral oil (CH2), both with and without corrections for hadron reinteractions in the target nucleus. The result is provided as a function of neutrino energy in the range 0.4 GeV < E-nu < 2.4 GeV with 11% precision in the region of highest statistics. The results are consistent with previous measurements and the prediction from historical neutrino calculations., We wish to acknowledge the support of Fermilab, the National Science Foundation, and the Department of Energy in the construction, operation, and data analysis of the MiniBooNE experiment.

Abstract

We report the first observation of off-axis neutrino interactions in the MiniBooNE detector from the NuMI beamline at Fermilab. The MiniBooNE detector is located 745 m from the NuMI production target, at 110 mrad angle ($6.3^{\circ}$) with respect to the NuMI beam axis. Samples of charged current quasi-elastic $\nu_{\mu}$ and $\nu_e$ interactions are analyzed and found to be in agreement with expectation. This provides a direct verification of the expected pion and kaon contributions to the neutrino flux and validates the modeling of the NuMI off-axis beam., Comment: 4 pages, 5 figures, Submitted to Phys. Abstract

The MiniBooNE experiment at Fermilab has amassed the largest sample to date of $\pi^0$s produced in neutral current (NC) neutrino-nucleus interactions at low energy. This paper reports a measurement of the momentum distribution of $\pi^0$s produced in mineral oil (CH$_2$) and the first observation of coherent $\pi^0$ production below 2 GeV. In the forward direction, the yield of events observed above the expectation for resonant production is attributed primarily to coherent production off carbon, but may also include a small contribution from diffractive production on hydrogen. Integrated over the MiniBooNE neutrino flux, the sum of the NC coherent and diffractive modes is found to be (19.5 $\pm$1.1 (stat) $\pm$2.5 (sys))% of all exclusive NC $\pi^0$ production at MiniBooNE. These measurements are of immediate utility because they quantify an important background to MiniBooNE's search for $\nu_{\mu} \to \nu_e$ oscillations., Comment: Submitted to Phys. Lett. B

Abstract

An International Working Group has been meeting to discuss ideas for a new Nuclear Reactor Neutrino Experiment at meetings in May 2003 (Alabama), October 2003 (Munich) and plans for March 2004 (Niigata). This White Paper Report on the Motivation and Feasibility of such an experiment is the result of these meetings. After a discussion of the context and opportunity for such an experiment, there are sections on detector design, calibration, overburden and backgrounds, systematic errors, other physics, tunneling issues, safety and outreach. There are 7 appendices describing specific site opportunities.

Abstract

We have observed $23.2 \pm 6.0_{-0.9}^{+1.0}$ purely-leptonic decays of $D_s^+ -> \mu^+ \nu_\mu$ from a sample of muonic one prong decay events detected in the emulsion target of Fermilab experiment E653. Using the $D_s^+ -> \phi \mu^+ \nu_\mu$ yield measured previously in this experiment, we obtain $B(D_s^+ --> \mu^+ \nu_\mu) / B(D_s^+ --> \phi \mu^+ \nu_\mu) =0.16 \pm 0.06 \pm 0.03$. In addition, we extract the decay constant $f_{D_s}=194 \pm 35 \pm 20 \pm 14 MeV$., Comment: 15 pages including one figure

Abstract

The current status and results of the search for muonless events in the broad band neutrino beam at NAL are presented. An excess of events unaccompanied by muon is observed which cannot be explained by instrumental effects. The ratio of the unaccompanied events to the customary charged current events is 0.20 ± 0.05 for the mixture of v and v in this beam.

Data taken in a Fermilab experiment designed to measure to CP-violation parameter ε’/ε from a study of K→2π decays were used to look for the as yet unseen decay modes KL,S→π0e+e-. 38. How Does a Mynah Bird Mimic Human Speech?

Abstract

Broadband spectrograms and computer-generated spectra have been obtained of a trained Indian Hill mynah bird and its trainer each saying seven sentences composed of four to 12 phonetic segments. Comparisons indicate a remarkable ability of the bird to reproduce good approximations to virtually any spectral or temporal detail, although frequencies in the range of the first formant are attenuated by about 10-16 dB relative to human spectra. Fundamental frequency (F0) contours, rapid formant transitions, and turbulent noise spectra for fricatives and plosive bursts are especially well imitated. Contour shapes are better preserved than absolute formant or F0 values. Some vowel spectra have clear formant patterns but many have multiple resonances, formant splitting effects, and formant frequency positions that cannot be accounted for in terms of an acoustic tube model of formant generation. A new description of the behavior of the mynah syrinx is proposed to account for the observed acoustic patterns. One of the paired external labia in the syrinx is implicated as the vibrating source of voicing energy (analogous to the human vocal cords). Some or all of the formant resonances are produced by exciting the mechanical resonant modes of the internal and external membranes in the syrinx. The seven pairs of muscles which are associated with the syrinx are capable of controlling membrane tensions and regulating the positions of the external labia in the syringeal airways during sound production.
