Social security is an essential instrument for protecting people from falling into poverty due to economic shocks in the event of sickness, work-accident, old age, and death of income producers. Indonesia introduced Law no. 40 Year 2004 on National Social Security System to implement mandatory social security programs for all. Despite the compulsory participation for all, the national social security system's coverage continues to be low and mostly relies on government aids. This study explores and analyzes key factors that need to be considered during the policy options formulation process to ensure the intended policy can support the national social security system's implementation. The findings show the need to build an integrated ecosystem model that is critical for social security implementation by considering the combined use of decision-making approaches and five consideration factors during the policy options formulation. An integrated ecosystem model contributes better policy options formulation that can support the effective implementation of the national social security programs while minimizing implementation risks.

The Indonesia has the immense geographic condition and heterogeneous condition, therefore food security issues could not be aggregated nationally, instead, they have to be described per region. In this paper, the region is defined as a province. Food security issues in every region are dynamic, and generated with complex system structure, will be described in the paper as follows. First, in order to have the comprehensive description of food security, we develop a new spatial system dynamics model that combines the concept of space and time. Previous spatial system dynamics methods could only describe the dynamics of the natural/physical system. The new spatial system dynamics proposed in this paper is designed to accommodate human decision for policy intervention. Then, we develop a decision support system, as follow. (1) After comparing characteristics of each province, we can identify the similarity of all province. We call the similarity as the generic model. (2). We propose a new method of spatial system dynamics that can accommodate the immense geographic condition and the heterogeneity. (3) By combining the generic model and the new method we propose a comprehensive model for decision support system in food security policy. Finally, from the experiments with a simulation of the comprehensive model, we could understand that a policy intervention of food security could give impact differently toward each region. The Institute for Innovation and Entrepreneurship (LPIK) is a hub to facilitate and bridge between ITB inventor and Entrepreneurial to interact with the Industry to co-create the value and to commercialize the technology. This institute is under Vice-rector of innovation and partnership of ITB. The study aims to analyze the current situation and propose a web-based platform to facilitate the interaction among the stakeholders in LPIK effectively and efficient. Service science perspective will be used in this study, start from the problem identification until solution development. The methodology was used is the qualitative approach, i.e., focus group discussion (FGD), survey and strategic assumption surfacing and testing (SAST). The finding is the assumption based on the importance, and the certain level of IES development is relevance (absolutely importance-very certain). The other assumption is considered as a factor which influence IES performance is accuracy, customization, content, timeliness, quality of interaction and also format. The urgency of this research arises from the convergence of two dynamics that are transforming the workplace and impacting organization performance. The first is multigenerational workforce work side by side in the same organization even in the same team. The second is informal learning, a major mode of learning in an organization. Therefore, this paper aims to explore the influence of generational background of Baby Boomers, Generation X and Generation Y in relation to informal team learning in the Indonesian business environment. Both, qualitative and quantitative studies were conducted with 21 interviewees and 184 survey respondents representing a total of 191 multigenerational teams participating in this research. The findings suggest that generational background influence informal learner and effective informal team learning, but have no direct impact on team climate. Understanding generational differences will enable individuals to learn informally and create a conducive team climate that will lead to effective informal team learning.

We tend to learn in an informal way before we do it formally. We learn to walk or ride a bike when we were children before we went to formal school. In organization, learning is essential to improve the performance, and informal learning complements formal training. Having an informal discussion in an office lounge or chat in a workgroup messenger application are some informal learning activities. This paper seeks to explore and help leaders to gain insights into the effective informal learning in the workplace especially in knowledge-intensive settings. Critical success factors of effective informal learning have been defined: informal learner that do informal learning within their team, the role of team leader that facilitates learning and team climate that support informal learning processes. Literature study and qualitative case study was conducted in a mid-size consulting firm in Indonesia. Data collection was based on semi-structured interviews to 21 respondents. In this paper, we propose and examine adaptive learning procedures for supporting a group of decision-makers with a common set of strategies and preferences who face uncertain behaviors of "nature." First, we describe the decision situation as a hypergame situation, where each decision-maker is explicitly assumed to have misperceptions about the nature's set of strategies and preferences. Then, we propose three learning procedures about the nature, each of which consists of several activities. One of the activities is to choose "rational" actions based on current perceptions and rationality adopted by the decision-makers, while the other activities are represented by the elements of a genetic algorithm (GA) to improve current perceptions. The three learning procedures are different from each other with respect to at least one of such activities as fitness evaluation, modified crossover, and action choice, though they use the same definition for the other GA elements. Finally, we point out that examining the simulation results how to employ preference- and strategy-oriented information is critical to obtaining good performance in clarifying the nature's set of strategies and the outcomes most preferred by the nature.

Public policy problems are socially complex due to a range of stakeholders who involve in the coordinated action. They are also often not stable due to situation changes or stakeholders’ behavior changes. Holistic thinking is actually required to solve a public policy problem, which is generally non-linear and highly complicated, through collaborative efforts across organizational boundaries. The approach of systems modelling offers an option for formulating and rehearsing strategic initiatives to resolve the problems in a systematic, structured and accountable. This paper presents an innovative effort to implement a triple helix model for supporting the development of national policies using systems modelling approaches initiated by the President's Delivery Unit for Development Monitoring and Oversight (UKP-PPP) of Republic Indonesia and the School of Business and Management, Institut Teknologi Bandung (ITB). Series of workshops have been initiated to facilitate communication and cooperation among researchers in academic institutions, practitioners in industry and business, and decision makers in government. Analyzing this finding and interactions that occurred among stakeholders during the workshops, a model of Triple Helix interactions is formulated. In addition to known interaction between university and industry, interaction between university and government on policy development through the channel of state-owned research and development agencies was identified. Not only promoting systems modelling as a methodology in policy development, the workshops also provided evidence on the importance of having a holistic or systemic approach in formulating policies to address a complex national problem that requires interactions among stakeholders.

Learning refers to concerted activity that increases the capacity and willingness of individuals or groups to acquire and productively apply new knowledge and skills, to grow and mature and to adapt successfully to changes and challenges. Learning is a process of invention and repair from mistake. Everyone can become a learner and learn from the other. Learning is interactive, that is interaction between agents in system, especially in formal education. In the previous research, the interaction is modeled by Meta Game of Learning, which appears after iterated prisoner's dilemma. Learning certainly includes academic studies and occupational training through high school and beyond. But it also encompasses the physical, cognitive, emotional and social development. Meta game of Learning is a model that involves the interaction between two agents, i.e., teacher and student in the classroom. In this model, teacher has two choices, “give a hard or easy question”; and student has also two choices, “give the respond with a right or wrong answer”. These terms correspond loosely to Cooperate and Defect. In the Meta game of Learning, when hard question are answered correctly, the learner is learning, i.e., the result of mutual cooperation on the part of both agents. Interaction that happens at a particular formal education system has the character of dynamic. This paper studies about Meta game of learning; in which of the teacher can pose to the student either hard or easy question and student can respond with either try learning or not try. First, the interaction is modeled by Meta game of learning. Then, it proposes a learning model which involves two interactions, i.e., an interaction between teacher and students; and the other one is among students (i.e., team based learning) by using an agent based simulation approach. Knowledge Management is the collection of processes that govern the creation, dissemination, sharing, and utilization of knowledge. The voluntary sharing of knowledge by individuals is a key element in the implementation and success of any knowledge management endeavor. Having gradually recognized this, the knowledge management community has theorized, examined, and implemented various incentive structure to promote knowledge sharing and systems use in organizations.. The central question in the theory and practice of knowledge management in order to voluntary sharing of knowledge is why should a knowledge worker contribute to the shared knowledge of the organization if the cost of so doing for the individual is higher than its benefits?. This paper discuss about process of knowledge sharing which use agent based simulation to analyze factors that influenced those process. Election is the ultimate event in which people express themselves to get the most appropriate leader based on majority interest. Among the campaign period, the interactions between swing voters make the election’s result unpredictable. This paper aims to measure the dynamic behavior among swing voters which is affected by the influence from people around the individual, the electability level of a candidate, and the loyalty threshold of a candidate’s voters. The purpose of this paper is to provide a simulation that accommodates all changes in continuous time, so the election result can be predicted dynamically. The influence factors and several additional settings will be analyzed carefully to provide a comprehensive simulation. Furthermore, the proposed setting will be used to test two hypotheses which are commonly known among election analysts. Moreover, the result will give a dynamic simulation which brings a new approach to understand the impact of applied campaign strategy. In other hand, this study also throws brighter understanding to the dynamic behavior of voters and gives feedback for campaign teams to develop a better strategy for increasing their candidates’ competitiveness. © 2012 The Authors. This paper reports on the application of a methodological approach called soft systems methodology (SSM) in Batik Industrial Cluster Solo. Stages in the application of SSM are illustrated including the development of a rich picture and conceptual models which conducted in Batik Industrial Cluster Solo. We will only summarizing the preliminary results in this paper since it needs further investigation from each stakeholder point of view in Batik Industrial Cluster Solo. By using service system science perspective, we apply soft system methodology for each stage in Batik industrial cluster and explore how to social value for each stakeholders and customers’ value as well through value co-creation.
