- Abstract
Qualifications and skills are of fundamental economic and social importance. In a context marked by increased globalization of economies and technological development, European companies are faced with far-reaching changes. Because companies need a highly skilled, competent, and adaptable workforce, there is a need to develop strategies for lifelong learning supported by labor market reforms to achieve the goals of stable economic growth and higher employment. Companies operate in a changing environment. Availability of a highly skilled workforce is key to Europe's competitiveness, but the European Union's (EU's) record in this area is poorer than its main trading partners. Education and training systems must be improved to meet challenges posed by technological change and globalization. In implementing strategies for lifelong learning in all parts of society, emphasis must be placed on promoting coherent links between learning and work and on defining the roles and responsibilities of all parties involved. The EU should aim to strengthen cooperation between member states through exchange of experience and best practice, with full participation of the social partners, rather than seeking to harmonize national education and training systems. A key role is also for the EU to increase transparency of qualifications. (YLB)

These Proceedings contain 14 chapters (or papers) from a colloquium on learning to live together in peaceful co-existence thanks to the teaching of history and geography. - Abstract
The European Centre for the Development of Vocational Training (CEDEFOP) supports the aims of European Community (EC) activities and initiatives to promote lifelong learning and access to training. To promote competencies and lifelong learning, CEDEFOP has monitored development of lifelong learning skills, clarified main differences in the approaches to key qualifications in the European Union, and worked on recognizing, validating, and certifying nonformal learning. To monitor developments in vocational education and training in EC Member States, CEDEFOP has provided descriptions of systems and arrangements and analyzed trends. To serve European mobility and exchanges, CEDEFOP has improved understanding of different qualification systems and information about mobility. To promote exchange and dialogue among its partners, CEDEFOP has promoted exchange and dialogue through study visits program and Agora Thessaloniki. To support the EC effectively as a source of reference, CEDEFOP needs to provide four key elements: basic information on vocational education and training systems and arrangements in the Member States and links with the labor market; support for comparative research and overview and analysis of research and initiatives on key issues; support to meet partners' needs; and effective links among policy makers, social partners, researchers, and practitioners to promote the transfer of innovation and best practice. - Abstract
A discussion of the role of national languages in an international context focuses on the situation of Europe, currently and in the foreseeable future, and particularly on the situation of multilingual Switzerland. The first section gives an overview of the status of national languages outside their own boundaries, especially in relation to spreading cultural diversity in Europe. Swiss research and policy recommendations concerning language in society and in education are outlined. The second section considers issues in national language teaching outside the nation's boundaries in light of Swiss policy recommendations for the media, education, and educational exchanges. The third section looks at language teaching in the context of current European and Swiss education. Commercialization of language teaching is also discussed briefly. Section four addresses the issues of the difficult but necessary articulation between countries, territories, and cultural identities, and discusses in greater detail the problems this poses for Switzerland, as a whole and in its linguistic regions. The final section predicts that this situation will create a period of disequilibrium in Switzerland, and outlines a plan for second language instruction in the nation's schools. This paper explores the policies of the United Nations and specialized institutions concerning the coordination of international community efforts to combat terrorist threats. Terrorism remains a significant threat to international security, despite the war in Ukraine taking priority in terms of insecurity. In this regard, international cooperation aimed at countering terrorism remains relevant, and the actions taken between 2015 and 2018 must be expanded and intensified. Such cooperation requires the participation of a broad spectrum of actors in international relations, including states, governmental international organizations, and civil society. Terrorism continues to be a global problem, and multilateral cooperation is both timely and necessary to counter it. Terrorist movements have not taken a break, despite their lack of large-scale actions, as they continue to express themselves through the activities of crisis cells or lone wolves. Consequently, prophylaxis methods must be supplemented, considering the new forms of terrorism expression. The United Nations organization continues to prove itself as the institution authorized to develop the legal framework and coordinate international efforts to counter this scourge.

This paper presents the policy of commemoration with regard to young people and in particular schoolchildren during the Centenary of the Great War ; it shows how educational actions have led to international cooperation in response to the French conception of an "international" and "global" Centenary. Written by one of the actors in charge of the design and implementation of this policy, the paper discusses the multiple objectives assigned to this policy involving many stakeholders in France and elsewhere in Europe and around the world. It describes different modalities of international cooperation, illustrating both the educative and diplomatic stakes of the commemoration. Finally, it stresses the difficulties encountered in implementing international educational initiatives, underlining the fragility of the notion of "shared memory", given the domination of national or even nationalist approaches in war commemorations involving young people. Based on the author’s experience and observations as a pedagogical advisor in the board of the "Mission du Centenaire", the French State Office for the Centenary, the paper presents a vision of this policy from the inside.

- Abstract
Canadians are increasingly being asked to become involved in international health research and intervention projects. Recently, Quebec clinicians were asked to support a project to build and run a tertiary and highly-specialized hospital for women and children, in Kabul, the capital of Afghanistan. The goal of this paper was to analyze the challenges raised by participation in such a project. The major lesson learned was the need to resist the temptation to provide aid when it involves an attractive but ineffective intervention. The current public health priority in Afghanistan is to provide as much of the population as possible with access to a nearby health centre, for primary health care and safe deliveries. When analyzing the implications of Canadian clinicians' commitment to this project, we considered three major public health challenges: public health priorities, hospital care organization and health care financing. The results indicated that, given the current Afghani context, this project was neither relevant nor appropriate and had undesirable repercussions on the population and the health care system.

A previous paper detailed the life and the works of Louis-Lazare Zamenhof (1857-1917), a young physician, born in Lituania, of Jewish origin, specialiazed in ophtalmology. Zamenhof created a new universal language he called "Esperanto". The study continues Zamenhof's biography, from 1905, date of the first international esperantist congress, at Boulogne-sur-Mer, in France to 1917, year of Zamenhof's death, during World War I. The paper will restitute Zamenhof's ideology in the history of the ideas of the XXth century, such as nationalisms, internationalism, pacifism and universalism of Human Right.

Abstract This paper discusses Brazil’s role in climate governance, methodologically and metaphorically comparing it to chess pieces moves, based on national and regional official documents, commitments and data. Unlike other IR studies, our proposal suggests different behaviours at different levels of analysis for the same country. Nationally, the country played the role of pawn. Regionally, there is no unitary behaviour: in international cooperation (carbon pricing case), it moves like a queen; in the regional integration process (energy integration case), like a king. The current scenario raises doubts about these roles, suggesting that Brazil has been presenting an increasingly moderate and conservative behaviour in the past years.

International audience; OBJECTIVE: The aim of the current study is to identify the output of French university hospitals in the Web of Science database and to perform a comparative bibliometric analysis to characterize their position in the national biomedical research landscape.METHODS: The first stage consisted in creating the unified "Organization-Enhanced" records in the Web of Science for 32 university hospitals, in order to ensure the reliable aggregated data. The research output of university hospitals and organizations members of the French National Alliance for Life Sciences and Health (Aviesan) are analyzed using bibliometric indicators, including the number of publications, category normalized citation impact, top one percent and top 10 percent of the most cited papers, international collaboration rate.RESULTS: In terms of publication output, university hospitals rank 3rd in France, after universities and CNRS. They contribute to about 17 % of the total national production and to 2.5 % of the European publications (EU28). Over the 10 years period, the impact of the papers produced by university hospitals grows faster than volume. Visibility and impact comply with the university hospitals' core assignments: teaching, research and knowledge transfer.CONCLUSIONS: This study provides objective data showing a leading position of the university hospitals among the biomedical research organizations in France, playing a major role in patient-based research.

23. Applicability of ICT-supported language teaching in contexts of social integration and international cooperation

This paper offers two examples of the applicability of ICT-supported language teaching in two different contexts: social integration and international cooperation. A search for methodologically innovative approaches in this field inspires a series of collaborative international projects involving Egypt and several European countries. The introduction of best practices in this field brings an improvement in the language teaching and learning process in Egyptian universities, as well as meaningful insights on the advantages and shortcomings of the different options available. ICT facilitates the creation of open access materials available to disadvantaged groups (refugees or immigrants) that are outside conventional educational contexts but need tools and resources for a fast acquisition of foreign languages. An example of these tools is the development of a new multilingual smartphone app based on communication needs. The app is currently being developed within an international consortium including 6 European and 6 Egyptian universities. Another example of interesting use of ICT-based methodologies is the MOOC-based teaching and learning of languages at Cairo University, an experience resulting from the collaboration with the European Universities that are partners in different international projects.

The duties of German architects include the indepth design process as well as a thorough quality supervision during the construction process with the goal of the “build success“. They are reflected in the “Hands on Projects” organized by German Universities. The best results and broadest findings come out of international and interdisciplinary cooperation and projects with participants coming from the diverse cultural background and even integrating refugees into these projects. Students get in touch with different philosophies, attitudes, values, and approaches. They learn about intercultural communication and develop unique solutions. Different social and cultural background leads to different behavior. Not being aware of the cultural differences may lead to misunderstanding and irritation. Analysing the cause of these misunderstandings and getting knowledge about the cultural influence on architectural planning, communication and problem solving is one of the mayors tasks of these intercultural and interdisciplinary projects. Two case studies from Thailand and Germany published in this paper show different experiences with intercultural and interdisciplinary “Hands on Projects”.

Conservation of plant genetic resources: an international issue.This paper briefly reviews the activities of the organizations dealing with plant genetic resources conservation on the international level, with spécial référence to the European région. The initiatives of FAO within its Commission on Genetic Resources for Food and Agriculture are described, in particular the formulation of an International Understanding and its révision in connexion with the Convention on Biological Diversity, the realization of a Report on the State of the World's Plant Genetic Resources for Food and Agriculture and the drafting of a Global Plan of Action. The role of technical coordination played at the global level by IPGRI is also explained, with a brief outline of its objectives. Regarding coopération within the European région, the European Coopérative Programme on Plant Genetic Resources Networks, ECP/GR, covers the arec of crop plants while EUFORGEN deals with forest genetic resources. Information is given on the organization of these programs, both of which are co-ordinated by IPGRI, and on the dialog between the European Commission and co-ordinators on plant genetic resources of member States of the European Union

Ce travail analyse le cadre de formation des matières d’espagnol intégrées dans des masters français spécialisés en coopération internationale et les besoins des étudiants de ces formations, afin de fournir des informations utiles pour l’élaboration de programmes spécifiques. This paper analyzes the formative framework of the Spanish subjects integrated in the international cooperation master’s programs in France and the needs of the students of said formations, in order to offer useful information for the elaboration of specific programs. Este trabajo analiza el marco formativo de las asignaturas de español integradas en las formaciones de máster de cooperación internacional en Francia y las necesidades de los estudiantes de dichas formaciones, con el fin de ofrecer información útil para la elaboración de programas específicos.

L’information joue un rôle dans la construction et l’évolution des politiques. Le Programme de paiements pour services environnementaux (PPSE) au Costa Rica a été l’objet d’une production d’informations importante et de natures variées. L’article propose une catégorisation de l’information identifiant six flux d’informations distincts. Parmi ces flux, ceux de nature nationale et/ou gérés au niveau du programme contribuent à des changements mineurs du programme, alors que ceux comportant une dimension internationale, contribuent à des changements plus stratégiques. L’article souligne cependant que les dimensions nationale et internationale sont généralement imbriquées à travers les jeux d’acteurs qui contribuent, par la mobilisation d’informations, à déclencher les changements observés au niveau du PPSE. Information plays a role in policy design and implementation. A huge quantity of diverse information has been produced on the Payment for Environmental Services Program (PESP) in Costa Rica. This paper proposes a categorization of the information based on six information flows. Among them, we show that the flow of information produced at national level and/or managed by the program contributes to minor changes. Conversely, information flows with international dimensions, are involved in more strategic changes. The article also highlights the fact that national and international dimensions are generally nested through the interplay of actors who contribute, through the mobilization of information, to trigger the changes observed in the PESP.

À partir de l'exemple du musée Konso, premier musée ethnographique au Sud de l’Éthiopie, cet article décrit les usages, détournements et récupérations par le gouvernement éthiopien et par diverses figures locales - ou « courtiers en développement » - d'un projet né de la coopération culturelle. La reconfiguration des échelles et des rapports de pouvoir en périphérie de l'Éthiopie fédérale amène une réflexion nécessaire sur l'aspect patrimonial des politiques publiques éthiopiennes ainsi que sur les acteurs de la légitimation de l'idéologie développementaliste du parti au pouvoir. This paper aims to enlighten the current powergames and scales at stake within the Federal Democratic Republic of Ethiopia from a local perspective. The role of heritage policies and specific actors of the development field in legitimating the ideology of the Developmental State is questionned in relation to the Konso Museum, the first Ethiopian single-Museum dedicated to an ethnic group of the Southern Ethiopia. This case-study underlines the multiple use of an international cooperation project in showcasing the liberalization of the Regime.

Dossier : Mondialisation et Impact sur les Consommations Alimentaires; International audience; Soaring of food prices in 2007/08 has put again food security high in the global agenda. Several elements of explanation have been put forward to explain this crisis, including traditional ones such as imbalance supply/demand and stocks, energy effect, dollar effect; and new factors such as biofuels, financial speculation and low interest rates, export bans. Various arguments linked to this food crisis have also questioned the global nature of food security issue : global insecurity (with the urban food riots), humanitarian (with the worsening situation of the bottom billion), cross-sectoral (with the relationships between agriculture and other related issues such as environment, health, trade rules and market impacts, etc.). Several initiatives have insisted on the need to address more seriously the problem at the global level. Indeed, lack of global coordination on food security has been recognized as a major problem. This lack of coordination could be understood both at the substantive level (i.e. between the different issue-areas which are part of the food security problem) and at the institutional level (i.e. between the different international organizations in charge of food security) leading to the fragmentation of global food security governance. This paper respectively analyses these two dimensions of fragmentation in order to assess the extent to which current global initiatives better address coordination needs for global food security.

In this paper we report about first results and experiences using this CIPA reference data set for digital close-range photogrammetry. Results derived with different commercial or educational packages are presented. These different software packages follow different photogrammetric strategies (e.g. number of images used, stereo/non-stereo, bundle adjustment). The involved software packages are Canoma, Photomodeler, and Tiphon-Arpenteur. The different results are summarised and compared. The extensive comparison is performed regarding the derived results in terms of topology, consistency, accuracy and reliability, the flow of data, the requested input data, the possible export formats, the amount of photogrammetric knowledge necessary to handle the system/tool, the degree of automation, the management of a project, etc., Dans cet article, nous présentons les résultats des premiers tests issus de l'utilisation de la série de données du CIPA pour la photogrammétrie à courte distance. Les résultats ont été obtenus à l'aide de logiciels commerciaux ou universitaires. La mise en œuvre de ces différents logiciels repose sur différentes stratégies (par ex. nombre d'images utilisées, mode stéréo ou non, compensation par faisceaux). Les logiciels utilisés sont Canoma, Photomodeler, et Tiphon-Arpenteur. Les résultats sont résumés et comparés. La comparaison des résultats est basée sur l'analyse des performances des logiciels en termes de topologie, de fonctionnement, de précision et de fiabilité, de flux de données, de données initiales nécessaires, de formats de sortie, de connaissances nécessaires en photogrammétrie pour utiliser le logiciel, du degré d'automatisation, de la gestion du projet, etc.
