This article covers the evolution of industrial relations in Australia over the last quarter century, a period which marks the country’s shift to a neo-liberal policy regime. A dominant feature of the neo- liberal project has been to shift the industrial relations system towards individualism, erode trade union authority, and extend employer prerogative. These reforms have had serious consequences on employment and its regulation, leading to the ongoing development of short-term and precarious employment, ambiguous employment arrangements, a long-term decline in labour’s share in national income. The conclusion discusses the conditions required for restoring the system of industrial relations towards promoting equity and decent employment conditions.

4. Warmer–wetter climate drives shift in δD–δ18O composition of precipitation across the Queen Elizabeth Islands, Arctic Canada

We examine how recent increases in air temperature and precipitation, together with reductions in sea ice extent, may have affected the regional δD–δ18O composition of precipitation. In spring 2014, 80 snow samples were collected from six glaciers and ice caps across the Queen Elizabeth Islands, and in 2009 and 2014, two shallow ice cores were collected from Agassiz Ice Cap and White Glacier, respectively. The snow samples showed average δ18O values from 2013 to 2014 to be approximately 2‰–3‰ higher than those recorded in 1973–1974 in nearby locations, with the ice cores showing similar trends in δ18O values. A zonal average water isotope model was used to help understand the causes of the increased δ18O values, using inputs calibrated for observed changes in temperature, vapour flux, and sea ice extent. 5. Towards an Ethics of Unity: An Ecological Approach to Overcoming Dispossession in Academic Libraries

Crisis narratives are stories meant to persuade that one exists in a state of emergency. Under extractive capitalism, crisis narratives frame the scope of ethical behaviour in response to crisis. Once set, these crisis ethics promote conformity in labour practices to avoid catastrophe. Surrendering the means to self-define priorities, values, and identity of the academic library profession creates a more pliable work force. This essay uses critical and philosophical methods to apply lessons learned from landscapes ruined by extractive capitalism to professional library practice fractured by alienation, diremption, and dispossession. A critique of the exploitation of ethics of fear and hope is offered, along with a method for identifying these as they appear in crisis narratives. The essay concludes with a recommendation to pursue an ethics of unity, predicated on promoting flourishing through professional mutualism, dedication to direct action, and a focus on sustainability.

The pressure on scholars who use English as an Additional Language (EAL) to publish their research in English-medium journals has recently been extended to those postgraduate students who seek to complete their PhD programmes. However, in higher education institutions worldwide, few training courses on English for Research Publication Purposes (ERPP) are being offered in order to provide students with effective rhetorical strategies which could facilitate the integration in their disciplinary communities. In this paper we report on the design and implementation of an ERPP training course for doctoral students in the fields of Arts and Humanities, which is based on the prior compilation of a corpus of research articles selected by the participants, a genre-analysis of the texts and a critical-pragmatic approach to the teaching of the socio-cultural features that underpin the whole process of publishing one’s research. On the basis of the analysis of the responses to a post-course evaluation questionnaire we also aim to examine the participants’ perceptions of the pedagogical intervention. The results indicate that, through their active participation in the course, the students acknowledge having gained a better understanding of the socio-pragmatic context involved in the publishing process, including awareness of the predominant rhetorical structures of research articles and abstracts, the prevalent academic practices in both national and international settings, and of potential variation in communicative strategies in their specific disciplinary areas.

INTRODUCTION: accurate and timely laboratory diagnosis of yellow fever (YF) is critical to the Eliminate Yellow Fever Epidemics (EYE) strategy. Gavi, the Vaccine Alliance recognized the need to support and build capacity in the national and regional laboratories in the Global YF Laboratory Network (GYFLN) as part of this strategy. METHODS: to better understand current capacity, gaps and needs of the GYFLN laboratories in Africa, assessments were carried out in national and regional reference laboratories in the 25 African countries at high risk for YF outbreaks that were eligible for new financial support from Gavi. RESULTS: the assessments found that the GYFLN in Africa has high capacity but 21% of specimens were not tested due to lack of testing kits or reagents and approximately 50% of presumptive YF cases were not confirmed at the regional reference laboratory due to problems with shipping. CONCLUSION: the laboratory assessments helped to document the baseline capacities of these laboratories prior to Gavi funding to support strengthening YF laboratories.

Background: We provide an examination of one medical school’s attempt to determine whether their cut-off point for number of interviews offered is congruent with the probability these applicants’ have for admission post-interview. Methods: Offer probability was determined by organizing pre-interview rankings from 2013-2017 (n = 2,659) applicant cohorts into bins of 50 applicants and finding the quotient of successful and total applicants in each bin.A linear-by-linear association Chi-square test and adjusted standardized residuals with an applied Bonferroni correction were used to determine if the observed frequencies in each bin were different than expected by chance. A Spearman Correlation analysis between pre- and post-interview ranks was conducted. Results: All applicants have between a 50.0% and 76.4% chance of admission. 12. Collaboratively Creating a Programmatic Information Literacy Strategy: Challenges and Opportunities

In 2017, a team of librarians and archivists at Western University developed local Information Literacy Learning Outcomes (ILLOs). The resulting document outlined the skills and understanding that Western University students should demonstrate at the end of a four-year undergraduate degree—specifically, the skills relating to accessing, assessing, and applying information. This article focuses on the challenges and opportunities encountered during the collaborative process as well as the approach employed by the team in the development of these ILLOs. Six librarians and archivists in very different roles formed the project team. Despite coming from diverse backgrounds, the team recognized that there could be many benefits to developing these outcomes: they could be used as a benchmark for students to measure their own learning, as a conversation starter and leveler with faculty and other instruction partners, and as a stepping stone to develop a full instruction program and common understanding among the librarians and archivists at Western University and Huron University College. The ILLOs created also incorporate guidelines and ideas from various sources, including the Association of College and Research Libraries’ Framework for Information Literacy for Higher Education and Information Literacy Competency Standards for Higher Education, Western University’s undergraduate Degree Outcomes, and the university’s and library system’s strategic plans. To ensure the success of this complex venture, detailed project planning was vital. We consulted with our colleagues through multiple engagement activities: information literacy retreats, focused discussion meetings, and one-on-one consultations. The diversity of roles and experiences of our team members and colleagues added both a richness to our project and specific challenges in dealing with dissenting opinions, information overload, engagement and visioning fatigue, and collaborative writing. This article will discuss our approach to writing collaboratively and valuing diverse opinions to improve colleague and organizational buy-in. We have also included practical suggestions for implementing a similar process at the reader's own institution.

Une caractéristique dominante du projet néo-libéral a été de décollectiviser le système pour laisser place à une régulation de marché, le faire évoluer vers l’individualisme, éroder l’autorité des syndicats et étendre les prérogatives patronales. Les réformes ont eu des conséquences lourdes sur le monde du travail, entraînant le développement continu de l’emploi précaire, des arrangements d’emploi ambigus, un déclin à long terme de la part du travail dans le revenu national. La conclusion porte sur les conditions d’un rééquilibrage du système dans le sens de la promotion de l’équité et de conditions d’emploi décentes. Las reformas han tenido consecuencias serias en el mundo del trabajo, ocasionando el desarrollo continuo del trabajo precario, acuerdos laborales ambiguos, una disminución a largo plazo en la participación del trabajo en el ingreso nacional. La conclusión se centra en las condiciones de un reequilibrio del sistema en el sentido de la promoción de la equidad y de condiciones de empleo aceptables.

La question de la protection des réfugiés est d’une brûlante actualité. Elle ne peut cependant être bien comprise qu’en explorant son histoire, qui est particulièrement mal connue. L’objectif de ce premier volume publié par le Comité d’histoire de l’Office français pour la protection des réfugiés et des apatrides, à partir d’archives en grande majorité inédites, est de contribuer à remédier à cette méconnaissance. Il porte sur les années 1920 à 1960 et concerne la France et le monde occidental. En tenant compte des nouvelles orientations de la recherche, l’ouvrage a une approche globale du réfugié, et produit les éléments d’une histoire qui érige celui-ci en sujet et non en simple objet de projections des politiques publiques, des mobilisations associatives et des programmes humanitaires. Il permet ainsi de rejoindre la centralité de la figure du réfugié au xxe siècle comme concept-limite mettant en tension les fondements de l’État-nation. Peut-on dire que la protection des réfugiés en France des années vingt aux années cinquante est marquée par des ruptures de pratiques, de normes et d’acteurs significatives ou au contraire, les éléments de continuité l’emportent-ils ? Comment comprendre les articulations entre le national et l’international dans une période de mise en place d’un droit des réfugiés par la Société des Nations puis par l’Organisation des Nations unies avec la convention de 1951 ? Comment mesurer le tournant que constituent la Seconde Guerre mondiale et la création de l’Ofpra en 1952 ? Comment analyser la création d’une institution administrative, qui succède à une gestion nationale et internationale de type consulaire mise en place pour les réfugiés russes et arméniens depuis l’entre-deux- guerres ? L’évolution souvent soulignée à partir des exils allemands et autrichiens, notamment juifs, vers une individualisation du statut de réfugié, c’est-à-dire le passage d’une protection collective, par groupes nationaux, à un statut, celui de 1951 avec la convention de Genève, intégrant la crainte de la persécution et une instruction individualisée est-elle véritablement opératoire ? 17. Connection behaviour and the robustness of steel-framed structures in fire

The full-scale fire tests at Cardington in the 1990s, and the collapse of at least one of the WTC buildings in 2001, illustrated that connections are potentially the most vulnerable parts of a structure in fire. Fracture of connections causes structural discontinuities and reduces the robustness provided by alternative load paths. An understanding of connection performance is essential to the assessment of structural robustness, and so to structural design against progressive collapse. The forces and deformations to which connectionscan be subjected during a fire differ significantly from those assumed in general design. The internal forces i generally start with moment and shear at ambient temperature, then superposing compression in the initial stages of a fire, which finally changes to catenary tension at high temperatures. If a connection does not have sufficient resistance or ductility to accommodate simultaneous large rotations and normal forces, then connections may fracture, leading to extensive damage or progressive collapse of the structure. Practical assessment of the robustness of steel connections in fire will inevitably rely largely on numerical modelling, but this is unlikely to include general-purpose finite element modelling, because of the complexity of such models. The most promising alternative is the component method, a practical approach which can be included within global three-dimensional frame analysis. The connection is represented by an assembly of individual components with known mechanical properties. Component characterization must include high-deflection elevated-temperature behaviour, and represent it up to fracture.In reality a connection may either be able to regain its stability after the initial fracture of one (or a few) components, or the first failure may trigger a cascade of failures of other components, leading to complete detachment of the supported member. Numerical modelling must be capable of predicting the sequence of failures of components, rather than considering the first loss of stability as signifying building failure. It is necessary to use a dynamic analysis, so that loss of stability and re-stabilization can be tracked, includingthe movements of disengaging members and the loadsharing mechanisms which maintain integrity and stability within the remaining structure, until total collapse occurs.

This paper constitutes a detailed analysis and critique ofthe British asylum system from 1997 until the present day. It covers all the clearly defined areas of government policy, including funding, detention, deportation, human rights, European Union obligations, and asylum welfare. It also addresses the role of the judiciary and cites many of the landmark legal cases that have had a major impact on the sector. In providing a comprehensive overview of asylum and immigration that spans the entire period of the Labour government and the first few months of the new Coalition’s tenure, the author aims to show that an often illiberal UK asylum policy is largely governed by principles of deterrent and political expediency. Only an enlightened House of Lords, now the Supreme Court, has served as a bulwark for justice and mitigated the effect of draconian government policies.

22. The costs and impacts of the winter 2013/14 floods in England and Wales

Between December 2013 and March 2014, the UK witnessed heavy and prolonged rainfall, including the wettest January on record in parts of the country and around twice the average monthly rainfall in other locations. The East Coast was also affected by the largest coastal surge since 1953. These events resulted in significant coastal damage and prolonged fluvial and groundwater flooding affecting a large expanse of England and Wales. During this period many properties, crucial transport infrastructure and farmland were flooded. This study for the UK Environment Agency, led by Risk & Policy Analysts (RPA) in association with HaskoningDHV UK, John Chatterton Associates and Morris Resource Economics, reviewed more than 500 documents, articles and reports and requested information from more than 640 individuals and organisations. Through careful consideration of the reliability of each and every piece of data, we were able to calculate a best estimate for the economic costs of the winter 2013/14 floods (in 2014 values) of €1.7 billion, with uncertainty resulting in a range of between €1.3 billion to €1.9 billion. Residential properties suffered the greatest proportion of damages, with 25% of total damages (best estimate of €410 million incurred by 10,465 properties).

C'est la question à laquelle une dizaine de spécialistes britanniques et français tentent d'apporter une réponse dans cet ouvrage, en explorant la manière dont des auteurs et des traducteurs écossais de ce siècle se sont nourris de littérature française et francophone. Ils étudient notamment la dette de Hugh MacDiarmid envers Valéry, les liens entre la prose de Neil Gunn et celle de Proust, les échos de Corbière et de Laforgue dans la poésie de Sidney Goodsir Smith, et le rapport du poète, paysagiste et sculpteur très controversé, lan Hamilton Finlay, à la Révolution française. Ils se penchent également sur la traduction vers l'écossais des œuvres du dramaturge québécois Michel Tremblay, sur les prolongements des expériences stylistiques de Zola dans l'œuvre de James Kelman, et sur l'intégration joyeuse de l'œuvre de Lautréamont dans l'écriture romanesque de Frank Kuppner. La présence française dans la fiction écossaise la plus récente est abordée avec l'évocation des écrits d'Alasdair Gray, de Ronald Frame, de Janice Galloway et d'A. L. Kennedy, et la trajectoire du poète scotto-français, Kenneth White, n'est pas oubliée. Enfin, une étude fait le point sur l'ensemble des traductions françaises de littérature écossaise au XXe siècle.

Ce volume rend compte de dix années de fouilles sur une installation du second âge du Fer de la Grande Limagne d'Auvergne. Les prospections et les opérations d'archéologie préventive montrent que cette plaine, très fertile, située entre l'Allier et la chaîne des Puys a connu une occupation très importante et une exploitation intensive durant l'époque gauloise. Engagée en 1986 dans le cadre d'un programme de recherche de l'université de Sheffield, qui s'était préalablement intéressée à l'agglomération contemporaine « d'Aulnat », et conclue en 1995 par une campagne de sauvetage confiée à l'AFAN, l'étude du site du Pâtural se solde par la première étude monographique publiée d'un site laténien auvergnat. Ce DARA n° 30 est donc un livre très attendu qui doit beaucoup à l'investissement de quelques-uns et de Yann Deberge en particulier. L'approche méthodique des vestiges immobiliers, confrontée à l'examen de la dispersion des restes, permet une analyse exemplaire du développement du site. Faisant suite à plusieurs occupations plus anciennes - funéraire au vie siècle, domestique au ve siècle -, une installation nouvelle est implantée au tournant du iiie siècle et du iie siècle av. J.-C. Constituée d'une plateforme fossoyée abritant divers bâtiments, elle suscite la comparaison avec les « fermes indigènes », bien connues dans les plaines du Bassin parisien. L'occupation prend une autre tournure dans le courant du iie siècle, puisque l'abondance des vestiges suggère le regroupement d'une population plus importante au sein d'un « hameau » dont les recherches récentes ont encore livré peu d'exemples. Ce hameau ne survivra pas au-delà de la fin du IIe siècle av. J.-C. Le peuplement des Limagnes subit en effet, à ce moment-là, une forte réorganisation liée à un autre événement capital : l'apparition d'un oppidum central au cœur du territoire arverne. L'ouvrage comporte, en outre, une présentation systématique des abondants mobiliers découverts, datés dans leur grande majorité des iiie et iie siècles av. J.-C., ainsi que plusieurs contributions spécialisées sur l'artisanat, les résidus animaux et végétaux… Une documentation inédite livrée exhaustivement, des interprétations étayées d'analyses rigoureuses, des analyses fondées sur des observations méticuleuses, le tout dans le cadre d'une coordination éditoriale exigeante, font de la monographie du Pâtural un modèle du genre qui intéressera, bien au-delà du cercle des antiquisants, tous ceux que la question de la publication archéologique intéresse.

L’élection entre le milieu des années 1990 et la fin des années 2000 de partis travaillistes en Australie, Nouvelle-Zélande et Grande-Bretagne, après des vagues de réformes libérales qui ont marginalisé les syndicats et remodelé les structures de la négociation sociale en faveur du capital, a apporté la promesse d’une intervention accrue de l’État et d’une plus grande équité dans les relations industrielles. En Australie, le gouvernement conservateur de John Howard, en place depuis onze ans, subit en novembre 2007 une défaite cuisante. La campagne avait été marquée par un débat intense sur la réforme des relations professionnelles, les Work Choices, intervenue en 2005. Les Work Choices ont produit les mêmes effets en Grande-Bretagne et en Nouvelle-Zélande, où les électeurs avaient en 1996 et 1999 largement voté contre la législation néolibérale en matière de relations industrielles. Ce rééquilibrage voulu entre valeurs d’équité et valeurs d’efficacité n’a cependant pas empêché ces pays de conserver une part importante de l’héritage néolibéral. Ceci met en lumière les difficultés qu’il y a à revenir en arrière sur des dispositions législatives et à reconstruire des institutions qui ont été démantelées, et dans le même temps, pour ces nouveaux gouvernements, à faire montre de pratiques de gestion économique fiables. After waves of conservative reform which commonly saw trade unions marginalised and bargaining structures remodelled generally in favour of capital, the election of social democratic labour parties in Australia, New Zealand and Britain brought the promise of increased state intervention and the promotion of greater equity considerations in industrial relations. In Australia, the conservative Howard government of eleven years was decisively defeated in November 2007 by the Australian Labor Party after an election campaign dominated by an intense debate over the 2005 “Work Choices” industrial relations reforms. The fate of “Work Choices” followed similar electoral outcomes in Britain and New Zealand in which neo-liberal industrial relations legislation was largely dismissed by voters. Despite the renewed interest in re-balancing equity and efficiency objectives with the election of these new governments, in each of these countries however significant elements of the neo-liberal legacy have been retained. This highlights the difficulties involved in reversing legislation and rebuilding the institutions which have been dismantled and, at the same time, the need for the new governments to demonstrate sound economic management credentials

We updated the evidence-based recommendations for the diagnosis, assessment, prevention, and treatment of hypertension in adults for 2011. The major guideline changes this year are: (1) a recommendation was made for using comparative risk analogies when communicating a patient's cardiovascular risk; (2) diagnostic testing issues for renal artery stenosis were discussed; (3) recommendations were added for the management of hypertension during the acute phase of stroke; (4) people with hypertension and diabetes are now considered high risk for cardiovascular events if they have elevated urinary albumin excretion, overt kidney disease, cardiovascular disease, or the presence of other cardiovascular risk factors; (5) the combination of an angiotensin-converting enzyme (ACE) inhibitor and a dihydropyridine calcium channel blocker (CCB) is preferred over the combination of an ACE inhibitor and a thiazide diuretic in persons with diabetes and hypertension; and (6) a recommendation was made to coordinate with pharmacists to improve antihypertensive medication adherence. We also discussed the recent analyses that examined the association between angiotensin II receptor blockers (ARBs) and cancer.

Ce principe peut en effet être utilisé par la théorie de la décision appliquée à la sécurité, notamment au plan international. Comment faire face à l’accroissement du risque lié aux formes modernes de conflit ? Cet accroissement tend à entraîner une technologisation et une mondialisation croissantes des réponses sécuritaires. L’incertitude liée cet accroissement du risque appelle pourtant responsabilisation des dirigeants qui ont pour devoir éthique de recourir au principe de précaution comme guide d’orientation dans l’avenir, non seulement dans le domaine environnemental ou sanitaire, mais encore dans le domaine de la sécurité publique.

To provide updated, evidence-based recommendations for the diagnosis and assessment of high blood pressure in adults.For people with high blood pressure, the assignment of a diagnosis of hypertension depends on the appropriate measurement of blood pressure, the level of the blood pressure elevation, the duration of follow-up and the presence of concomitant vascular risk factors, target organ damage and established atherosclerotic diseases. For people diagnosed with hypertension, defining the overall risk of adverse cardiovascular outcomes requires laboratory testing, a search for target organ damage and an assessment of the modifiable causes of hypertension. Out-of-clinic blood pressure assessment and echocardiography are options for selected patients.People at increased risk of adverse cardiovascular outcomes and were identified and quantified.Medline searches were conducted from the period of the last revision of the Canadian recommendations for the management of hypertension (May 1998 to October 2000). Reference lists were scanned, experts were polled, and the personal files of the subgroup members and authors were used to identify other studies. All relevant articles were reviewed and appraised, using prespecified levels of evidence, by content experts and methodological experts.A high value was placed on the identification of people at increased risk of cardiovascular morbidity and mortality.The identification of people at higher risk of cardiovascular disease will permit counselling for lifestyle manoeuvres and the introduction of antihypertensive drugs to reduce blood pressure for patients with sustained hypertension. In certain settings, and for specific classes of drugs, blood pressure lowering has been associated with reduced cardiovascular morbidity and/or mortality.The present document contains detailed recommendations pertaining to aspects of the diagnosis and assessment of patients with hypertension, including the accurate measurement of blood pressure, criteria for the diagnosis of hypertension and recommendations for follow-up, routine and optional laboratory testing, assessment for renovascular hypertension, home and ambulatory blood pressure monitoring, and the role of echocardiography in hypertension.All recommendations were graded according to strength of the evidence and voted on by the Canadian Hypertension Recommendations Working Group. Only the recommendations achieving high levels of consensus are reported here. These guidelines will be updated annually.These recommendations are endorsed by the Canadian Hypertension Society, The Canadian Coalition for High Blood Pressure Prevention and Control, The College of Family Physicians of Canada, The Heart and Stroke Foundation of Canada, The Adult Disease Division and Bureau of Cardio-Respiratory Diseases and Diabetes at the Centre for Chronic Disease Prevention and Control of Health Canada.

Aujourd’hui, l’analyse de l’évolution du chômage ne peut se faire sans prendre en compte sa nature essentiellement dynamique qui en fait un état de transition sur le marché de l’emploi. Ainsi, une analyse des caractéristiques du chômage au Royaume-Uni montre que les taux de transition d’un état à un autre (emploi, chômage, non-emploi) sur le marché du travail par âge, par sexe et par niveau de formation sont plus proches de ceux de la France que de ceux des États-Unis. Ces résultats vont à l’encontre de l’idée couramment admise selon laquelle les performances obtenues récemment en matière de lutte contre le chômage par le Royaume-Uni seraient la conséquence d’une nouvelle flexibilité du marché de l’emploi qui l’apparenterait aux États-Unis. Celle-ci ne s’explique pas d’ailleurs autant qu’on a bien voulu le dire par le développement des formes d’emploi «atypiques» (temps partiel, intérim, contrats à durée déterminée ou emplois saisonniers) qui ont plutôt moins progressé dans les années 80 et 90 qu’auparavant. En fait, si l’on considère que le rôle du marché de l’emploi est de faciliter l’appariement entre les salariés à la recherche d’un emploi et les emplois à pourvoir, on observe que la plupart des nouveaux appariements se font sans le passage par une période de chômage, mais par des transitions directes d’emploi à emploi. This article examines the administration of the Verdun asylum in Quebec and the central role played by Dr. Burgess from the asylum's opening in 1890 until World War I. It focuses first on the marked difference between the democratic approach to management actively employed at Verdun and the more rigid proprietorial control that characterized francophone asylums. It then outlines methods for organizing the daily routine of patients; achievements arising from the systematic application of moral treatment and the importance that Dr. Burgess gave to this form of treatment; and the problems encountered in medical superintendence of the asylum during these difficult years. The discussion concludes by considering how Burgess and his colleagues contributed both to the development of the psychiatric profession in Quebec and to medical research into mental illness.
