The issue of recycling and reuse of human waste is a matter of survival. Without a clear policy in this area, it is impossible to imagine a civilized society. A significant amount of various construction waste has accumulated on the territory of many regions, which leads to a violation of the ecological balance. As a solution, their use as raw materials in the production of building materials is proposed. During the analysis of the local natural and man-made raw materials base of the Vladimir region, the main sources that could be used to obtain new construction materials were identified. The main source of dolomites and limestones in the Vladimir region is the Melekhovskoye deposit. At the moment, large volumes of secondary raw materials have been accumulated in the quarries for processing carbonate rocks. These wastes are formed during the extraction, crushing and sorting of rock during the production of crushed stone. The paper discusses the issues of obtaining high-strength concrete based on magnesia binders using local waste from the extractive industry.

Increase in energy efficiency of construction allows reducing costs of technical operation of parks of the equipment and increasing construction energy saving level in general. To achieve these goals, it is offered to apply modern methods of the organization and works, to use the hi-tech construction equipment, and also to form an optimum set of mechanization for construction and installation works. A criterion of optimization is the cost of work. In definition of performance data of the car at the enterprise, its energy efficiency is taken into account, the options are compared, and the optimal set of cars is formed. During the solution of the task, conclusions were formulated, showing that ecological planning and steering together with energy audit on the construction site allow more rational formation of parks of cars, improving ecological component and quality of construction works.

In the presented article there will be discussed measures which allow to lower expenses for the maintenance of the machinery and which contribute to the increase of energy saving in general. To achieve these goals, it is proposed to apply modern methods of organizing and operation works, to use high-tech construction equipment, and also to form an optimal mechanization complex of building and construction works. The optimization criterion is the cost of work. When determining costs for the operation of construction machinery at the site, we take into account their energy efficiency, compare the options and manage the most efficient fleet of construction equipment. In the course of meeting the task, there were drawn conclusions which demonstrate that an integrated approach to the formation of machinery parks on the construction site allows to use the available resources more rationally, in order to improve the environmental component and improve the quality of construction work.

The imperfection of structure and the maintenance of stages of a predesign stage of implementation of the investment project creates some problems which pass into the subsequent stages of the reproduction cycle of a capital construction project, forming additional expenses of time, money and human resources. The authors pay the main attention to the stage of justification of investments (mainly to the means of the federal budget) as to the key element of decision making on the project implementation and also to the technical-and-economical justification of the project, which determines the further design and construction of the facility of the real estate. It is offered to use the system of indicators for the assessment of efficiency of the made decisions on the basis of uncontrollable and controlled factors. The mathematical model of the factors, the order of definition of the extent of their influence is offered. Scenarios of the choice of the investment decision on the basis of the established principles in the conditions of uncertainty are described. The authors point out, that during introduction of the offered mechanism it is necessary to adopt the relevant amendments to the legislative and regulations of the Russian Federation, that in turn involves the emergence of a temporary log. However, the planned results of the work of the modernized system will affect positively on the reduction of duration of the predesign stage without any loss of its qualitative characteristics. Thus, that might become one of the key factors of sustainable development of modern cities.
