En réunissant la communauté professionnelle de l’eau et de l’agriculture, le colloque « Anticiper pour mieux planifier : quelle demande en eau pour quelle agriculture demain ? » a permis de faire le point sur les méthodes mobilisables et les actions engagées pour améliorer l’anticipation de la demande en eau agricole à l’horizon 2050, tout en soulevant des questions cruciales : sur quelles données de base se fonde la gestion de la ressource en eau ? Quel est le degré de fiabilité de ces données, et que nous disent-elles sur la situation et les tensions actuelles et à venir ? Cet événement a été organisé le 28 septembre 2023 par la Chaire partenariale Eau, Agriculture et Changement Climatique, le réseau INRAE « Systèmes agricoles et Eau » et le pôle Aqua-Valley. L'adaptation au changement climatique et la promotion de pratiques agricoles durables, minimisant les besoins en eau d'irrigation, ont été au cœur des échanges et constituent le cœur de ce numéro spécial.

Die Situation der zivilgesellschaftlichen Such- und Rettungsorganisationen im Mittelmeer spitzt sich zu: Vorwürfe zur Zusammenarbeit mit Schleppern, Verweigerung des Hafenzugangs, Beschlagnahmungen von Rettungsbooten und Ermittlungen gegen Mitarbeitende sind keine Seltenheit – dies trotz der wichtigen Rolle in der Rettung von Menschenleben und einer bestehenden völker- und menschenrechtlichen Pflicht zur Seenotrettung. Im Zusammenspiel mit Regulierungsversuchen wie dem italienischen Verhaltenskodex und weiteren Massnahmen führt dies dazu, dass der Aktionsradius zivilgesellschaftlichen Such- und Rettungsorganisationen auf der zentralen Mittelmeerroute schwindet. Die EU scheint bereit zu sein, im Rahmen des von der EU Kommission formulierten Ziels der «Verringerung der Migrationsströme» selbst den Schutz fundamentaler Menschenrechte bzw. die Rettung von Menschenleben in den Hintergrund treten zu lassen. Den zivilgesellschaftlichen Such- und Rettungsorganisationen wird es nahezu verunmöglicht, ihre Einsätze unter Wahrung der humanitären Prinzipien durchzuführen. Der folgende Beitrag zeigt auf, dass dies eine Verletzung der Vereinigungsfreiheit darstellt, auf deren Schutz sich die zivilen Seenotrettungsorganisationen im Mittelmeer berufen können.

Am 26. April 2017 entschied das Bundesgericht in einem Grundsatzentscheid (BGE 2C_1052/2016 vom 26. April 2017) zur Dublin-Haft, dass die separate Inhaftierung von Mitgliedern einer afghanischen Familie sowie die Fremdplatzierung der betroffenen Kinder das in Artikel 8 EMRK garantierte Recht auf Familienleben verletzt habe. Die Inhaftierung des Ehepaares im Kanton Zug liess sich zudem laut Bundesgericht nur «knapp» nicht als unmenschliche oder erniedrigende Behandlung gemäss Artikel 3 EMRK qualifizieren. Das Urteil ist von erheblicher Bedeutung, da es für zukünftige Fälle von Dublin-Haft (und auch für alle anderen Fälle ausländerrechtlicher Administrativhaft) die Weichen stellt. Nun steht fest, dass eine Trennung von Familien aufgrund der Inhaftnahme der Eltern nur in äussersten Ausnahmefällen angeordnet werden kann.

Este artículo empírico analiza cualitativamente el tratamiento periodístico de la corrupción política en España y en Chile. Concretamente, se centra en el caso chileno “Soquimich” y en el caso español “Bárcenas”. Para ello, se compara el discurso noticioso de los diarios chilenos El Mercurio y La Tercera y de los periódicos españoles El País y El Mundo en relación a los siguientes ejes: 1) Rol de los personajes y caracterización de los mismos y 2) Estrategias discursivas subyacentes en el discurso mediático. Si bien existen diferencias en la cobertura noticiosa en ambos países, los resultados obtenidos permiten concluir que el tratamiento de la corrupción es simplificado e incompleto. Eso se debe a que los relatos analizados se focalizan en los “corruptos” sin cuestionar las verdaderas raíces de la corrupción.

This article presents a framework for the analysis of audience’s perceptions about political leaders. Specifically, we focus on the perceptions of two Spanish leaders: José Luis Rodríguez Zapatero, the former Prime Minister, and Mariano Rajoy, the current Prime Minister. We wanted to test how young people perceive and evaluate the identity of these two political leaders. We also tried to determine the role played by media in the formation of these complex images. After the analysis of data collected from a sample of 108 participants, significant differential effects concerning the way people perceive both leaders have not been found. Results indicate that in crisis periods leaders lack authenticity, thus voters have a negative perception of them. It has also found some positive correlation between the authentic leadership’s variables and the Big Five personality factors. Throughout this paper, theoretical and methodological problems of such an approach are discussed.

This article deals with journalist, dramatist and novelist Stephen Black’s The Dorp (1920), a novel which I regard as the earliest example of what I have named the small-town novel sub-genre of the South African English novel. Other early examples of the small-town novel are Willemsdorp by H.C. Bosman, The Mask by C.L. Leipoldt and Too Late the Phalarope by Alan Paton. Black satirizes the goings-on in a typical South African town called Unionstad. The name of the town reveals the novel’s threefold thematic impulse: an allegorical evocation of the Union Period (1910–48) in South Africa; an ironic-satirical thrust (the Union period was one of increasing political polarization and ultimately, an idealistic vision of cultural-political reconciliation. Unionstad, like the towns in the novels mentioned above, is portrayed as a microcosm of the national macrocosm. The Dorp reveals the ill effects of historical events such as the Boer War and the 1914 Rebellion, specifically the animosity that it created between English and Afrikaner townspeople. Black’s keen awareness and representation of how the political turmoil in the country impacts on the lives of ordinary people and how town culture reflects key aspects of a bigger problem, are the main strengths of the novel. Black’s vision for reconciliation is symbolized by the union in marriage of Anita van Ryn, the mayor’s daughter and Ned Oakley, the English shopkeeper’s son.

Herman Charles Bosman’s short stories are stylistically and thematically different from his novels. With the exception of “A Bekkersdal marathon” and “Sold down the river” all Bosman’s short stories, numbering more than one hundred, take the South African farm as their setting. Bosman’s first novel, Jacaranda in the Night, of which his second novel Willemsdorp is a reworking, followed his sojourn (1942–43) as a journalist in the country town of Pietersburg in the Northern Transvaal region of South Africa. It appears that Bosman’s light-hearted, if tragicomic, lampooning of the South African farm and its inhabitiants (in his short stories) was replaced in his small-town novels by a dark satire of South African society during the Union period. In Willemsdorp Bosman holds up a mirror to the small town microcosm in order to reveal a (rather unpleasant) picture of the national macrocosm. Willemsdorp had been subjected to censorship at the time of first publication (1977) because of the writer’s response to the mechanisms of prevailing racist ideology such as the Immorality Act, which resulted in his representation in the novel of police sadism towards people participating in interracial sexual acts. The reassessment of Willemsdorp that emerged with the publication of the full, uncensored text in 1998 has made it possible to establish its significance as a precursor of politically engaged protest literature in apartheid South Africa. It is perhaps for this reason that biographer and editor Stephen Gray in an introduction to the 1998 edition dubs it “the most important single item among the Bosman Texas papers”.
