The Arctic is becoming increasingly important in terms of energy, security and climate issues on a global scale. Following the coastal states of the Arctic Ocean, which have presented Arctic strategies in recent years, the European Union has started developing an Arctic policy. While more or less consistent guiding principles have been established via several papers and communications, these have been backed up with concrete instructions and practical action to a diverging and an overall rather low degree. As a non-coastal state, the European Union will have to rely on its membership in relevant international and regional organisations, instruments such as the Northern Dimension and cooperation with member and partner states, also in the future. 6. Understanding the Impact of Education and Environmental Policy on Human Capital Formation

This dissertation analyzes different ways in which policymakers can impact the formation of human capital and the emergence of inequalities therein. It comprises four self-contained empirical research papers that contribute to the economic analysis of skill formation during childhood. The chapters explore different dimensions of the multifaceted concept of human capital, including developmental aspects during the first year of a child's life; different measures of student performance in elementary school; socio-emotional development and personality; and aspects of physical and mental health. It analyzes reforms, programs, and developments that affect individuals differently and at various stages in their lives: as toddlers, in primary and secondary school, and as adults when caring for their children. The chapters are preceded by a general introduction of the topic (Chapter 1) and followed by a conclusion discussing the policy implications, limitations, and scope for further research (Chapter 6). The first two chapters examine different implications of the expansion of educational offers in the public and private school sectors. Chapter 2 analyzes the roll-out of after-school care (ASC) programs within German elementary schools due to an extensive subsidy program in 2003. These programs, consisting mainly of homework support and supervised recreational activities, are usually offered voluntarily, although organizational forms with stricter participation requirements also exist. It is often argued that institutionalized ASC can benefit children lacking adequate homework support at home and are likely to foster equality of opportunity. However, despite considerable policy interest, it is unclear whether these afternoon programs benefit child development and whether they are reaching the "right'' children. My research interests in this paper are twofold: First, I study which groups of students benefit from ASC. Second, I analyze how the selection into the afternoon programs relates to the treatment effect, i.e., whether a universal offer of ASC attracts the children that benefit from it. I use a unique combination of self-collected school-level data from six Western German federal states between 2003 and 2018 with student-level data from the German Socio-Economic Panel (SOEP). By analyzing the effects on grades in math and German, the Strengths and Difficulties Score, prosocial behavior, and the Big Five personality traits, I cover critical aspects of cognitive and non-cognitive development. Using a Marginal Treatment Effect framework and regional and temporal variation caused by the subsidy program, I instrument after-school care attendance with the change in distance to the next school offering ASC within one district. My findings suggest that children with a low socio-economic status (SES), who more often select into treatment, tend to have higher ASC premiums. Further, the average treatment effects on the treated's non-cognitive skills are more sizable than those on the untreated, suggesting that selection into ASC is positive and efficient. Overall, a universal voluntary offer of ASC will likely help reduce educational inequality. Chapter 3 then turns to the expansion of the private school sector in Germany. This paper is motivated by the significant under-representation of socio-economically disadvantaged children in private schools, despite the Basic Law's Article 7(4), which prohibits schools from discriminating based on socio-economic status when selecting students. To comply with this law, private schools must either adjust their fees based on the parents’ income, set them low enough to be affordable, or offer allowances for economically disadvantaged households. Although the interpretation of this rule varies across federal states, school fees alone may not be the sole reason for the imbalanced socio-economic composition in private schools. This study investigated the role of the geographical distribution of private schools to better understand why low-SES children attend private schools less frequently. We estimate linear probability models using geo-referenced data from the SOEP and address data for all German schools (public and private) from 2000 to 2019. Our results suggest that high-SES households do not necessarily have shorter distances to private schools but are more "distance-sensitive" when deciding on private school enrollment. Our findings indicate that low-SES students, in addition to school fees, may be deterred from attending private schools because of personal preferences and a lack of information on alternative school forms, and that the spatial distribution of private schools plays a subordinate role in this regard. Chapter 4 moves away from schooling policies and explores the connections between environmental policies and human capital. Children are particularly susceptible to the adverse health effects of air pollution ranging from respiratory diseases to infant mortality. Recent economic literature has shown that poor air quality may also harm the human brain, affecting individuals' cognitive performance and leading to behavioral problems. Given these findings, it is unsurprising that air quality on a given day can also affect children's test scores and school absence. Substantially less is known about the long-term schooling effects of policies targeting air quality. In this study, we examine the causal effect of implementing Low Emission Zones (LEZs) on the educational achievement of elementary school students in Germany. We focus on the transition rates of children in 4th grade, the last year of primary education, to a "Gymnasium", the academic track of the secondary school system. LEZs reduce local air pollution by restricting emission-intensive vehicles from accessing designated areas, and have been shown to improve population health. Little is known about the effects of driving restriction policies in other areas of life. Using school-level data from North-Rhine Westphalia (NRW), Germany's most populous federal state, we exploit the staggered adoption of LEZs since 2008 within a difference-in-differences framework. Our results imply that LEZs increased transition rates to the academic track by 0.9-1.6 percentage points in NRW. Our findings on the district level for all of Germany confirm the external validity of these findings. Using geo-referenced data from the German Socio-Economic Panel, we provide suggestive evidence that reducing the prevalence of respiratory infections is a vital channel through which LEZs affect schooling outcomes. Finally, Chapter 5 focuses on the home environment during the first year of a child's life. Home-visiting programs targeting families during pregnancy or shortly after birth can be powerful tools to promote child and family well-being, particularly for disadvantaged families. However, there is little evidence on the effectiveness of these programs' (cost-)effectiveness in the European context. In this study, we present novel evidence of the costs and effects of Pro Kind, a home-visiting program under the Bremen Initiative to Foster Early Childhood Development (BRISE). BRISE randomly assigns an information and access treatment on the neighborhood level that nudges families in the treatment group to participate in Pro Kind. We exploit this random variation in an instrumental variables (IV) framework combined with entropy balancing to estimate the causal effects of the intervention on several mother and child outcomes during the first seven months of children's lives. In addition, we provide cost estimates based on self-collected cost data. At this early stage of the intervention, and due to data limitations, we cannot deduce meaningful causal effects of Pro Kind on child and maternal outcomes. The cost analysis suggests that Pro Kind is less costly than most comparable early childhood programs. Our analysis builds the basis for future cost-effectiveness and cost-benefit studies, which are essential tools for making sound policy decisions on allocating scarce resources., In dieser Dissertation werden verschiedene Möglichkeiten analysiert, wie politische Entscheidungsträger die Bildung von Humankapital und die Entstehung von Ungleichheiten in diesem Bereich beeinflussen können. Sie besteht aus vier in sich abgeschlossenen empirischen Forschungsarbeiten, die jeweils einen Beitrag zur bildungsökonomischen Analyse der Bildung von Humankapital leisten. Unter Berücksichtigung des vielschichtigen Charakters des Konzepts Humankapital werden in den Kapiteln verschiedene Dimensionen untersucht, darunter Entwicklungsaspekte während des ersten Lebensjahres eines Kindes, verschiedene Maßstäbe für die Leistung von SchülerInnen in der Grundschule, die sozio-emotionale Entwicklung und die Persönlichkeit sowie Aspekte der körperlichen und mentalen Gesundheit. Es werden Reformen, Programme und Entwicklungen analysiert, die Individuen zu unterschiedlichen Zeitpunkten im Lebensverlauf betreffen: Als Kleinkinder, in der Grund- und Sekundarschulzeit und als Erwachsene bei der Erziehung der eigenen Kinder. Den Kapiteln geht eine allgemeine Einführung in das Thema voraus (Kapitel 1). Die Dissertation schließt mit einer Schlussfolgerung ab, in der politische Implikationen, Limitationen und Möglichkeiten für anknüpfende Forschung diskutiert werden (Kapitel 6). In den ersten beiden Kapiteln werden unterschiedliche Auswirkungen des Ausbaus von Bildungsangeboten im öffentlichen bzw. privaten Schulbereich untersucht. Kapitel 2 analysiert die heterogenen Effekte des Ausbaus von Ganztagsbetreuung auf die Kindesentwicklung. Es wird häufig argumentiert, dass institutionalisierte Nachmittagsbetreuung insbesondere solchen Kindern zugutekommen kann, die zu Hause keine angemessene Unterstützung bei den Hausaufgaben erhalten und somit die Chancengleichheit fördern kann. Trotz beträchtlichen politischen Interesses ist jedoch unklar, ob diese Nachmittagsprogramme die Entwicklung von Kindern fördern und ob der zugrunde liegende Selektionsmechanismus effizient ist, d. h. ob diejenigen SchülerInnen, die am meisten von den Programmen profitieren würden, sich für die Teilnahme entscheiden. In diesem Beitrag untersuche ich die Auswirkungen von Nachmittagsbetreuung an Ganztagsschulen auf die schulischen Leistungen und die Entwicklung sozio-emotionaler Fähigkeiten von Grundschulkindern. Unter Verwendung der Marginal Treatment Effect Methode und regionaler sowie zeitlicher Variation im Zugang zu Ganztagsbetreuung im Zuge einer umfassenden Reform in Deutschland instrumentiere ich die Teilnahme an der außerschulischen Betreuung mit der Veränderung der Entfernung zur nächsten Schule mit Ganztagsangebot innerhalb eines Kreises. Meine Ergebnisse deuten darauf hin, dass Kinder aus niedrigeren sozioökonomischen Verhältnissen häufiger Ganztagsangebote nutzen und davon zum Teil auch stärker profitieren. In Bezug auf die sozio-emotionale Entwicklung zeigt sich, dass Kinder mit einer niedrigen "Resistenz", die freiwillig eine Ganztagsschule besuchen, auch häufiger davon profitieren. Dies deutet darauf hin, dass die Selektion in Ganztagsschulen effizient ist, da die Angebote die "richtigen" Kinder anziehen. Insgesamt ist davon auszugehen, dass ein universelles freiwilliges Ganztagsangebot dazu beiträgt, Bildungsungleichheiten zu verringern. Im Anschluss beschäftigen wir uns in Kapitel 3 mit der Ausweitung des Privatschulsektors in Deutschland. Der Anlass für dieses Papier ist die erhebliche Unterrepräsentation von sozioökonomisch benachteiligten Kindern an Privatschulen trotz des "Sonderungsverbots'' nach Artikel 7(4) im Grundgesetz. Privatschulen dürfen demnach zwar generell ein Schulgeld verlangen, müssen dieses aber entweder nach dem Einkommen der Eltern staffeln, Schulgeldbefreiungen für ökonomisch benachteiligte Haushalte anbieten oder das Schulgeld so niedrig ansetzen, dass es theoretisch von allen Eltern gezahlt werden kann. Obwohl diese Vorschrift in den einzelnen Bundesländern unterschiedlich ausgelegt wird, ist das Schulgeld allein möglicherweise nicht der einzige Grund für die unausgewogene sozioökonomische Zusammensetzung der Privatschulen. Um besser zu verstehen, warum Kinder mit niedrigem sozioökonomischem Status seltener Privatschulen besuchen, wird in dieser Studie die Rolle der geografischen Verteilung von Privatschulen untersucht. Mithilfe von georeferenzierten Daten des Sozio-oekonomischen Panels und Adressdaten aller deutschen Schulen (öffentlich und privat) von 2000 bis 2019 schätzen wir lineare Wahrscheinlichkeitsmodelle. Unsere Ergebnisse deuten darauf hin, dass sozioökonomisch privilegierte Haushalte nicht notwendigerweise näher an Privatschulen wohnen, aber empfindlicher auf die Entfernung reagieren, wenn es um die Entscheidung für eine Privatschule geht. Sozioökonomisch benachteiligte SchülerInnen werden möglicherweise nicht nur aufgrund der Schulgebühren, sondern auch aufgrund persönlicher Präferenzen und mangelnder Informationen zu alternativen Schulangeboten vom Besuch von Privatschulen abgehalten. Die räumliche Verteilung von Privatschulen spielt dabei eine untergeordnete Rolle. Kapitel 4 wendet sich von der Schulpolitik ab und widmet sich der Untersuchung der Zusammenhänge zwischen Umweltpolitik und Humankapital. Empirische Studien haben gezeigt, dass Kinder aufgrund ihrer erhöhten Anfälligkeit besonders negativ von Luftverschmutzung betroffen sind, die von Atemwegserkrankungen bis hin zur Kindersterblichkeit reicht. Neuere Studien haben zudem gezeigt, dass schlechte Luftqualität das menschliche Gehirn schädigen und die kognitive Leistung beeinträchtigen sowie zu Verhaltensproblemen führen kann. Daher ist es nicht überraschend, dass die Luftqualität auch die Testergebnisse und Fehlzeiten von Kindern in der Schule beeinflussen kann. Allerdings ist bisher wenig darüber bekannt, welche langfristigen Auswirkungen Maßnahmen zur Verbesserung der Luftqualität auf die schulische Bildung haben. In diesem Beitrag wird der kausale Effekt der Einführung von Umweltzonen auf die schulischen Leistungen von GrundschülerInnen in Deutschland untersucht. Umweltzonen reduzieren die lokale Luftverschmutzung, indem sie emissionsintensiven Fahrzeugen den Zutritt zu ausgewiesenen Gebieten verwehren und somit nachweislich die Gesundheit der Bevölkerung verbessern. Wenig ist hingegen darüber bekannt, welche Auswirkungen Fahrverbote wie LEZs auf andere Lebensbereiche haben. Wir nutzen Daten auf Schulebene aus Nordrhein-Westfalen, um die gestaffelte Einführung von Umweltzonen seit 2008 in einem Differenz-in-Differenzen-Rahmen zu analysieren. Die Ergebnisse deuten darauf hin, dass die Umweltzonen die Übergangsraten von Grundschülerinnen und Grundschülern auf Gymnasien in Nordrhein-Westfalen um 0,9-1,6 Prozentpunkte erhöht haben. Diese Ergebnisse werden durch unsere Analysen auf Kreisebene für ganz Deutschland bestätigt, was ihre externe Validität stützt. Zudem liefern wir Hinweise darauf, dass eine Verringerung der Prävalenz von Atemwegsinfektionen ein wichtiger Kanal ist, über den Umweltzonen den Schulerfolg von GrundschülerInnen positiv beeinflussen. Kapitel 5 befasst sich schließlich mit dem häuslichen Umfeld im ersten Lebensjahr eines Kindes. Hausbesuchsprogramme, die sich an Familien während der Schwangerschaft oder kurz nach der Geburt richten, können ein wirksames Instrument zur Förderung des Wohlergehens von Kindern und Familien darstellen, insbesondere für benachteiligte Familien. Es gibt jedoch nur wenig Evidenz zu der (Kosten-)Effektivität dieser Programme im europäischen Kontext. In dieser Studie präsentieren wir neue Erkenntnisse zu den Kosten und Auswirkungen von Pro Kind, einem Hausbesuchsprogramm im Rahmen der Bremer Initiative zur Förderung frühkindlicher Entwicklung (BRISE). Im Rahmen von BRISE werden zufällig (randomisiert auf Stadteilebene) einige Familien über Pro Kind informiert und der Zugang zu diesem Programm erleichtert. Somit werden diese Familien angeregt, an Pro Kind teilzunehmen. Wir nutzen diese zufällige Variation in einem Instrumentalvariablen (IV)-Ansatz in Kombination mit Entropy Balancing, um die kausalen Effekte der Intervention auf verschiedene Ergebnisse von Müttern und Kindern während der ersten sieben Lebensmonate der Kinder zu schätzen. Darüber hinaus liefern wir Kostenschätzungen auf der Grundlage selbst erhobener Kostendaten. In diesem frühen Stadium der Intervention und aufgrund von Datenbeschränkungen können wir keine belastbaren kausalen Effekte von Pro Kind auf die Ergebnisse bei Kindern und Müttern ableiten. Die Kostenanalyse legt nahe, dass Pro Kind weniger kostenintensiv ist als die meisten vergleichbaren (nationalen und internationalen) frühkindlichen Programme. Unsere Analyse bildet die Grundlage für künftige Kosteneffektivitäts- und Kosten-Nutzen-Studien, welche ein wichtiges Instrument sind, um fundierte politische Entscheidungen über die Zuweisung knapper Ressourcen zu treffen.

In the discussion on the rational choice model of individual behavior, a growing emphasis has recently been placed on the importance of intrinsic motivation. Contrary to assumptions made in the standard economic literature, it is suggested that an individual's motivation to act may not be exclusively determined by external influences (incentives, restrictions) and (given) personal preferences, but, in addition, depends on intrinsically anchored ethical preferences. Intrinsic motivation may diminish if parallel external incentives, such as rewards or orders, come into play: Insofar as external intervention weakens the corresponding intrinsic motivation to act, the (normal) effect of relative prices is opposed by a (countervailing) crowding-out effect of intrinsic motivation. The effect of (over-) crowding-out has been thematized especially in the context of environmental policy. It was suggested that subsidies may support intrinsic incentives whereas taxes and licences (especially though command-and-control measures) tend to undermine them. This paper critically analyzes the impact of intrinsic behavior considerations on the evaluation of environmental policy instruments. It is argued that, if at all, economists' standard recommendations for policy design with respect to subsidies need not be revised even if intrinsic motivation plays any role for the agents' environmental bevavior. Environmental resources are limited and therefore policy-makers have to determine the best allocation of resources amongst competing alternative uses. The question arises of which criteria environmental policy decisions ought to be based. This paper suggests economics to help solve environmental problems. This economic approach requires the monetary valuation both of benefits of protecting or enhancing environmental resources and opportunity costs or benefits forgone of alternative uses. Whereas the monetary valuation of costs is not too complicated and therefore not controversial in most cases, the monetary assessment of environment-based benefits requires the application of non-market valuation tools. The comparison of monetary costs and benefits contributes to deciding upon environmental trade-off alternatives. The authors discuss the potential use and problems associated with non-market valuation as a tool for environmental policy-consulting. Not only are alternative approaches to natural resource assessment discussed but also the lack of acceptance of monetary environmental valuation techniques in the German-speaking world. Industrial companies are to an increasing extent faced with requirements for better sustainability performance. Green market expands and green purchasing is regarded as a contribution to sustainable development. This paper examines impacts of implementing environmental management systems on enterprises’ competitiveness in international supply chains at the example of Estonian shipbuilding enterprises. The theoretical concept of supplier selection process is used. The alignment problems of green procurement requirements and conditions are considered. The paper focuses on the relationships in the chain affecting the procurement and selection processes. The ship's chain and life cycle of the product specifics are also provided.

Ziel dieses GeNECA-Diskussionspapiers ist eine Analyse der Realisierbarkeit intra- und intergenerativer Gerechtigkeit aus ökonomischer Perspektive sowie hierauf aufbauender inhaltlicher und methodischer Schlussfolgerungen. Hierzu erörtern wir im zweiten Kapitel zunächst Kontext und Bedeutung des öffentlichen Vernunftgebrauchs ('public reasoning') im Rahmen demokratischer Institutionen und Prozesse für die Verwirklichung intra- und intergenerativer Gerechtigkeit. Im Anschluss daran skizzieren wir in Kapitel 3 in notwendigerweise knapper Form Grundzüge von John Rawls Theorie der Gerechtigkeit als Fairness, die wir im weiteren Verlauf als Referenzkonzeption für Gerechtigkeitsurteile heranziehen. Verletzungen intra- und intergenerativer Gerechtigkeit sind nicht selten Ergebnis politischer Wettbewerbsprozesse. Mehr als der Capability-Ansatz hat sich die ökonomische Public Choice-Theorie, über die wir in Kapitel 3 ebenfalls einen kurzen Überblick geben, mit Anreizen, Akteuren und Ergebnissen des politischen Wettbewerbs auseinandergesetzt. Hierauf aufbauend erörtern wir in Kapitel 4 Untersuchungen, Vorgehensweisen und Ergebnisse des Public Choice-Ansatzes zu Fragen intragenerativer Gerechtigkeit von finanzieller Umverteilungspolitik, Bildungspolitik sowie Umweltpolitik. In Kapitel 5 diskutieren wir sodann Public Choice-Analysen und besondere Herausforderungen intergenerativer Gerechtigkeit. Besondere Berücksichtigung finden dabei die Budgetpolitik und Staatsverschuldung sowie die Umweltpolitik. Im weiteren, abschließenden Hauptkapitel 6 fassen wir die zentralen Positionen und Ergebnisse der Public Choice-Theorie zunächst noch einmal zusammen (6.1). Deutlich wird, dass die Realisierung intra- und intergenerativer Gerechtigkeit aus der Public Choice-Perspektive höchst unwahrscheinlich ist. Ein Grund hierfür ist einerseits die Stärke dieses Ansatzes, im Sinne eines worst-case-Szenarios Politikversagen identifizieren und analysieren zu können. Eine weitere Ursache liegt allerdings andererseits in methodischen und normativen Probleme und Grenzen vieler, insbesondere „klassischer“, Public Choice-Studien. Teilweise widersprechen beispielsweise bedeutende reale Entwicklungen, nicht zuletzt in Fragen intra- und intergenerativer Gerechtigkeit, den Grundannahmen und –vorhersagen der klassischen Public Choice-Theorie. Wir zeigen, dass wesentliche methodische und normative Probleme des Public Choice-Ansatzes mittels einer komplementären Ergänzung durch die umfassendere Konzeption der Motivationsgrundlagen im Capability-Ansatz überwunden werden können. So erscheint es sinnvoll, wie es einzelne Public-Choice-Vertreter bereits praktizieren, den Public Choice-Ansatz über das Selbstinteresse hinaus durch weitere denkbare Motivationsarten zu ergänzen, so etwa durch persönliche Commitments und Verpflichtungen. Jedoch stellen sich am Ende sowohl für die Public Choice-Forschung als auch für den Capability-Ansatz offene Fragen zur empirischen Relevanz der jeweiligen impliziten Annahmen über die Motive gesellschaftlicher Akteure im politischen Prozess. Die Klärung dieses empirischen Forschungsbedarfs zu den Grundannahmen beider Konzeptionen ist Gegenstand eines weiteren GeNECA-Discussion Papers (vgl. Seckler, Volkert und Krumm 2015). The aim of this GeNECA discussion paper is to analyze the feasibility of intra- and intergenerational justice from an economic perspective and to draw conclusions regarding the findings and methods of the existing economic studies. To achieve these goals, we reconsider contents and importance of public reasoning driven democratic institutions and processes for realizing intra- and intergenerational justice in the second chapter. Thereafter, in chapter 3, we sketch the foundations of John Rawls' "Theory of Justice as Fairness" in a necessarily brief overview. We adopt Rawls' theory as a reference for identifying and analyzing issues of justice or injustice throughout our paper. Violations of intra- or intergenerational justice often result of political competition processes. In the past the capability approach has remained rather silent about political institutions and processes. The economic public choice approach, which we briefly introduce in chapter 3, has analyzed much more intensively the incentives, actors and results of political competition. Based on this, we discuss public choice studies, approaches and findings related to intragenerational justice in chapter 4 with a focus on financial redistribution, educational and environmental policies. In chapter 5 we reconsider public choice analyses and major challenges of intergenerational justice. In doing so, we specifically refer to fiscal policy and state debts as well as to environmental policy. In chapter 6, the final of our main chapters, we first recapitulate our main findings on the positions and results of public choice (6.1). We sketch why public choice researchers argue that major steps towards intra- or intergenerational justice remain rather unlikely. On the one hand, a major cause of this skepticism is the strength of the public choice approach as an abundant source of worst case scenarios which are well suited to diagnose and analyze state failure. However, a further underlying reason of the pessimistic public choice view lies in methodological as well as normative problems and challenges of many, notably “classic”, public choice studies. In quite a few major cases, some of which are particularly related to issues of intra- and intergenerational justice, real world developments are at odds with the assumptions as well as with predictions of the public choice theory. We argue that major methodological and normative challenges of the public choice assumptions can be overcome by complementing them with the more comprehensive motivational concepts established by the capability approach. For instance, it is recommendable to extend the public choice theory’s motivational assumption of self-interest to a broader framework which also includes personal commitments and obligations. Nevertheless, at the end of the day, public choice as well as capability research will have to clarify the empirical relevance of any narrow or broad assumptions about the motivation of social actors in the political process. A further GeNECA-discussion paper (Seckler, Volkert and Krumm 2015) aims at contributing to this need for empirical research on the underlying motivational assumptions of the public choice and of the capability approach.

Die Erhöhung der Mehrwertsteuer (MwSt.) auf Fleisch und tierische Produkte wird seit einiger Zeit als mögliches Instrument diskutiert, um den Fleischkonsum auf ein umweltfreundliches Niveau zu senken und gleichzeitig den Tierwohlaspekte zu begünstigen. In diesem Zusammenhang muss jedoch kritisch hinterfragt werden, ob eine Anpassung der Mehrwertsteuer ein geeignetes, politisches Instrument darstellt, um einen geringeren Fleischkonsum, nachhaltigere Produktionsmechanismen und mehr Tierschutz als politisches Ziel zu fördern. In diesem Papier wird die Möglichkeit diskutiert, den Konsum von höherwertigen Produkten, wie z.B. ökologisch erzeugtem Fleisch, durch eine Erhöhung der Mengensteuer zu fördern und gleichzeitig einen marktbasierten, fiskalpolitischen Ansatz dabei zu verfolgen. Die Idee des Qualitätssprungs geht auf Alchian-Allen (1964) zurück und wurde von Barzel (1976) um das Argument der steuerlichen Effekte erweitert. Das Papier kann zeigen, dass eine Mengensteuer ein besseres Instrument zur Verfolgung der politischen Ziele beim Fleischkonsum darstellt als eine Erhöhung der Mehrwertsteuer. Implementierungsideen und politische Implikationen werden am Ende des Papiers diskutiert. The increase in value added tax (VAT) on meat and animal products has been under discussion for some time now as a possible instrument for reducing meat consumption to an environmentally friendly level while at the same time increasing animal welfare. In this context, it must be critically questioned whether a VAT adjustment is a suitable instrument to promote lower meat consumption, more sustainable production mechanisms and greater animal welfare as a political objective. This paper discusses the possibility to promote the consumption of higher quality products, like organic produced meat, by raising a unit tax while underlying a market-based, fiscal-political approach. The idea of the quality switch goes back to Alchian-Allen (1964) and has been expanded by the argument of taxation effects by Barzel (1976). The paper can show that a unit tax is a better instrument to pursue the policy objectives in meat consumption than an increase in VAT. Implication obstacles and opportunities are discussed at the end of the paper.

This article discusses the problem-solving capacity of river basin cooperatives in German water policy in historical and current cases. The article builds on institutional theory and refers to the most important Water Framework Directive (WDF) of the European Union in 2000 and works back to the emergence of the first agencies in Germany around 1900. The article shows that these agencies organized a sophisticated institutional compromise between different groups of water users such as mining companies and public authorities. The Prussian state set up a complex legal framework of representation and negotiation of conflicting interests, as the article shows with the cases of the Schwarze Elster and the Erft cooperative. The second part of the paper discusses the problem-solving capacity of these old institutional structures for today's problems such as environmental degradation and urban shrinkage. It states, by analyzing the cases of the Erft and the Rur cooperatives, that the complex mechanisms of financing and decision-making provide protection of water resources and broad agreement amongst the actors involved. The cooperatives are expanding their activities in the context of the WFD and can be regarded to be an appropriate instrument of water policy in the early 21st century. [ABSTRACT FROM AUTHOR]

Few topics have influenced the international free-trade regime in recent years as much as its relation to environmental legislation. This working paper conceptualizes and discusses the conflict of objectives be-tween trade and environment often oversimplified in academic discourse. It argues that the structural changes of the free-trade regime in 1994 have led to a regulation towards more restrictive environmental standards based on a comparison of two dispute settlement procedures, US Tuna and US Shrimp. At this juncture, however, it is important to look more critically at the causes of this development. A detailed analysis of both disputes refutes explanatory models which argue from a supranational as well as a social-constructivist perspective and conclude that an institutional or normative change towards a “Greening of the GATT” has taken place. This paper argues that an intergovernmental perspective which analyses the decisions of the WTO in light of the rational interests of its member states is a more reasoned approach. In order to guarantee effective and sustainable environmental protection in the future, there must be a substantial reorientation of national preferences, which up until now has not occurred., Das internationale Freihandelsregime wurde in den vergangenen Jahren von wenigen Themen so stark geprägt, wie von seinem Verhältnis zum Umweltrecht. Der vorliegende Beitrag konzeptualisiert und prob-lematisiert den im wissenschaftlichen Diskurs häufig verkürzt dargestellten Zielkonflikt zwischen Handel und Umwelt. Die Annahme, mit der strukturellen Änderung des Freihandelsregimes 1994 habe sich seine Regelsetzung zugunsten restriktiverer Umweltstandards entwickelt, wird anhand eines Vergleiches der beiden WTO- Streitschlichtungsverfahren, US-Tuna und US-Shrimp, bewiesen. Die Ursachen dieser Ent-wicklung gilt es jedoch kritisch zu hinterfragen. Ein detaillierter Blick auf beide Streitfälle entkräftet supra-national sowie sozialkonstruktivistisch argumentierende Erklärungsmodelle, die die Schlussfolgerung zu-lassen, es habe ein institutioneller bzw. normativer Wandel hin zu einem „Greening of the GATT“ statt-gefunden. Stattdessen, so die These, eignet sich vielmehr ein intergouvernementaler Erklärungsansatz, der Entscheidungen der WTO vor dem Hintergrund der rationalen Interessen ihrer Mitgliedsstaaten reflek-tiert. Um künftig effektiven und nachhaltigen Umweltschutz zu garantieren, bedarf es einer substantiellen Neuorientierung staatlicher Präferenzen, die bisher nicht stattgefunden hat.

Vor diesem Hintergrund erörtert das Diskussionspapier zunächst, ob die Politik die Möglichkeit zum gesellschaftlichen Diskurs genutzt hat, um das Leitbild motivational zu verankern. In einem zweiten Schritt wird geprüft, ob die Annahmen des Leitbildes vor dem Hintergrund der 'fünf I's' (Infrastruktur, Internalisierung, Innovation, Intermodalität und Integration) plausibel sind. This paper discusses the key economic characteristics of climate change and argues that economic theory provides very useful guidance on the design of an efficient and politically realistic policy. For global public goods such as climate change, there are three potential approaches: command and control regulation, quantity-oriented market approaches and tax- and price-based regimes. An important difference between price and quantity instruments is related to un- certainties. CO
2 -reductions in the EU are achieved in two ways: Industries within the European CO2 -quota system are regulated by the supply of quotas, while CO2 -reductions in the rest of the economy are achieved through national regulation. The marginal cost of reducing CO2 should be equal across countries and sectors to achieve a total cost minimum. But trading possibilities do not exist for the sectors that are not covered by the quota system, thus creating a huge economic loss. A solution to this problem is proposed. Die Stromproduktion aus erneuerbaren Energien in Deutschland hat sowohl eine Jahrzehnte lange Geschichte als auch hohe Aktualität. Die vorliegende Untersuchung greift beide Aspekte auf. Zum einen wird im Rahmen einer soziologischen Technikanalyse herausgearbeitet, wie aus der utopischen Vision sanfter Energien allmählich sich verfestigende und politisch geförderte Innovations- und Technikpfade hervorgingen und zur Grundlage des gegenwärtig rapide wachsenden regenerativen Stromsektors wurden. Zum anderen liegt der Schwerpunkt der Studie auf der Analyse aktueller Entwicklungspotenziale der erneuerbaren Energien sowie möglicher Hemmnisse und ambivalenter Folgen ihrer Expansion. p. führen die zunehmende Verbreitung regenerativer Stromproduktion sowie die Tendenz zur Zentralisierung bestimmter Erzeugungstechniken (zum Beispiel große Wind- oder Solarparks) nicht selten zu Widerständen in der Bevölkerung sowie zu Kontroversen innerhalb des ökologischen Lagers. Darüber hinaus zeichnet sich ab, dass der durch die Expansion der erneuerbaren Energien eingeleitete Transformationsprozess des deutschen Stromsektors nur dann erfolgreich weitergeführt werden kann, wenn die Akteure der Regenerativbranche mehr als bisher aktiv zur Netz- und Systemeinbindung erneuerbarer Stromquellen beitragen. Electricity generation from renewable sources of energy has had a long history in Germany and is highly topical. This paper deals with both aspects. A sociological analysis of technology shows how innovative technologies gradually emerged from the Utopian vision of 'velvet' energies, which became the basis of the rapidly growing regenerative electricity production. The second aspect of the paper is an analysis of the growing potential - as well as possible obstacles - of regenerative energies. The expansion of energy production from renewable sources and the tendency towards the concentration of such installations (e.g. large wind farms or solar parks) is increasingly met with opposition from the public. Von ihrer Selbstdarstellung her hat die Stadt Hamburg einen hohen Anspruch in Sachen Nachhaltigkeit. 2011 war Hamburg Umwelthauptstadt Europas, 2015 wurde der erste Klimaplan verabschiedet, 2017 die Nachhaltigkeitsziele der Vereinten Nationen als handlungsleitend übernommen. Befindet sich Hamburg also auf einem guten Weg? Blickt man auf Indikatorensysteme, wie sie etwa vom Hamburger Zukunftsrat oder der Länderinitiative Kernindikatoren erarbeitet werden, könnte man ein beruhigendes Bild erhalten. Doch sind Zweifel angebracht. Eine Nachhaltigkeitspolitik, die zentrale Elemente der Wirtschaftsordnung wie die Fixierung auf Wachstum und Wettbewerb und das Fortschreiben eines sehr spezifischen Wohlstandsmodells ausblendet, muss letztlich ins Leere laufen. Die Folgen dieser verengten Sichtweise zeige ich anhand dreier exemplarischer Konfliktfelder auf: dem Bau der Autobahn A26, der Flughafenerweiterung und der letzten Elbvertiefung.

This paper examines the nature and opportunities of public participation in the environmental impact assessment (EIA) and planning processes in the context of massive expansion of near-shore wind power farms within the next decade in Estonia. The establishment of new wind farms has aroused opposition of the local population as in many other countries. In the present case, we focus on the wind park planned in the sea between Hiiumaa and Saaremaa (Soela Strait), in respect to which we conducted a case study of stakeholders in spring-summer 2014. Purpose of the research is to understand and assess the development of the surroundings in which people live and transformation in connection with the wind park planning, and institutional and individual attitudes and strategies in the processes of informing, involvement, participation and decision-making. Environmental policy has become an object for description and analysis. A global environmental mechanism intents to promote collective action at the international scale and to build an integrated environmental policymaking and management framework concerning the tasks of a shared global ecosystem. Governments use a number of different types of environmental policy instruments to implement their environmental policies: legislative, technical and economic-financial instruments. The encounter is to combine the environmental protection with continuing economic growth in an over the long term sustainable way. This paper tries to underline that there is an under appreciation of the adaptability of social structures even within economics of environmental policy, to the extent that it is necessary to fully acknowledge and highlight the inborn trade-off between economy and environment.

The article discusses policy debates about environmental and climate factors in migration movements. Focusing on the example of the connection between human rights and environmental policies in the Tana River Delta in Kenya, the author emphasizes how policies designed to prevent or mitigate global environmental change that could potentially have significant social and economic consequences may in fact themselves contribute to marginalizing populations and forcing them to move. Issues addressed include definitions of environmental refugees, migration patterns in the region, and population transfers.

The European system of tradable CO
2 allowances is an important step towards implementing a market oriented environment policy. For the time being, the quantitative emission reductions defined in the National Allocation Plans (NAP) are still minor, but this outcome seems acceptable because institution building is of high priority during the first phase 2005–2007. Later, more ambitious emission reductions will follow. A closer look at the genesis of the NAP raises however some doubts about the future effectiveness of the new instrument. By analysing the CO2 allocation decisions in Germany the article shows that the greenhouse gas issue can today successfully be misused by politicians and interest groups towards achieving egoistic goals and it concludes that this did happen at the expense of the proclaimed environmental target. Due to the particular character of the greenhouse gas problem this diagnosis may hold as long as no socially and economically acceptable greenhouse gas abatement technologies have become available. [Hintergrund] Der aktuelle globale Bericht des Weltbiodiversitätsrats (Intergovernmental Science-Policy Platform on Biodiversity and Ecosystem Services; IPBES) (IPBES 2019) ist einer der hoch-rangigen internationalen Berichte zu wichtigen Erd- und Umweltfragen, die im UN-Kontext erstellt werden und einen konkreten Bezug zu den UN-Nachhaltigkeitszielen (Sustainable Development Goals, SDGs) haben. Er zeigt, wie stark der Rückgang von Ökosystemleistungen die Lebensgrundlage der Menschen auf der Erde gefährdet: So sind bis zu eine Million Tier- und Pflanzenarten vom Aussterben bedroht. Die IPBES Autor*innen lassen keinen Zweifel daran, dass es einer tiefgreifenden Veränderung unserer Lebens- und Wirtschaftsweise bedarf, um diesem Massensterben Einhalt zu gebieten. Nur durch eine nachhaltige Nutzung ökologischer Ressourcen können wir den Hauptursachen des Biodiversitätsverlusts, der Reduktion von Ökosystemleistungen und der Zerstörung von Lebensräumen, entgegenwirken (IPBES 2019). Die Schlussfolgerungen des globalen IPBES Berichts und anderer IPBES Berichte sind von großer politischer Relevanz. Dadurch, dass die Berichte von 131 nationalen Regierungen mit-getragen werden und die Staaten entlang des gesamten Erstellungsprozesses an den Berichten beteiligt sind (z.B. bei der Auswahl von Themen und Expert*innen, der Einbindung von Stakeholder*innen oder der Zusammenfassung für Entscheidungsträger*innen (IPBES 2012)), erhalten ihre Ergebnisse politisches Gewicht. Dabei ist das nationale Engagement für globale Umweltpolitik und Forschung im Umweltbereich nicht auf IPBES beschränkt. Zwischenstaatliche Organisationen wie der IPCC (Intergovermental Panel on Climate Change), ICES (International Council for the Exploration of the Seas) oder IPBES spielen eine immer größer werdende Rolle in der globalen Umweltpolitik; sie alle besitzen eine zunehmende Deutungs-hoheit sowie politische und gesellschaftliche Autorität (Beck et al. 2014). Die Verleihung des Friedensnobelpreises an den IPCC im Jahr 2007 ist dafür ein deutliches Zeichen (Beck et al. 2014). Während die Berichte dieser Organisationen in globalen Politikprozessen eine wichtige Rolle spielen (z.B. für die Konvention zur Biologischen Vielfalt - CBD), fließen ihre Ergebnisse trotz der Beteiligung nationaler Politikakteur*innen selten in nationale politische Diskurse ein und finden in vielen Bereichen, zum Beispiel der Wirtschaftspolitik, bislang wenig Beachtung. Ein möglicher Grund dafür kann eine unzureichende wissenschaftliche Kontextualisierung auf Basis des nationalen politischen Bedarfes sein. Wir gehen davon aus, dass internationale Umweltberichte und ihre wissenschaftlichen Ergebnisse durch einen partizipativen, dialogorientierten Beratungsansatz für die nationale Politik-beratung aufbereitet werden können, um die Relevanz und die Anwendbarkeit der Ergebnisse zu steigern. Idealerweise mündet ein solcher Beratungsansatz in einen standardisierten Prozess, der nicht nur für einen konkreten Umweltbericht, sondern für eine Vielzahl von Um-weltberichten und Themen angewendet werden kann. Im vorliegenden Diskussionspapier stellen wir zunächst das INTERNAS-Projekt vor, das einen solchen Beratungsansatz entwickelt hat. Der INTERNAS-Prozess wird im Folgenden erläutert und reflektiert. Zusätzlich werden verschiedene in INTERNAS angewandte Einzel-methoden, wie beispielsweise Stakeholderdialoge und digitale Wissens-Repräsentationen (Ontologien) vorgestellt.

The need for constructing an environmental ethics that keeps sustainability in mind is the result of a collision of the realization that the natural environment is neither limitless nor impervious to actions with a view of nature that has been fundamentally instrumentalist and anthropocentric. This paper will borrow from architectural theory in an effort to do two things: First, it will point to some of the limitations of an anthropocentric view of nature and how it impacts efforts to influence environmental policy; second, it will suggest that ideas from Aristotle and Actor Network Theory can help to provide a paradigm within which we can think about nature in a way that offers an alternative framing of questions about the environment.

ZEP : Zeitschrift für internationale Bildungsforschung und Entwicklungspädagogik 36 (2013) 1, S. 34-40, Trotz vieler Gemeinsamkeiten zwischen den Menschenrechten und der nachhaltigen Entwicklung wird ihr Verhältnis oft auf die Differenz von Menschenrechts- und Umweltschutz reduziert. Ähnlich ist im Bildungsbereich das Verhältnis von Menschenrechtsbildung (MRB) und Bildung für nachhaltige Entwicklung (BNE) eher durch Abgrenzung denn durch Kooperation gekennzeichnet. Der Beitrag will unter Berücksichtigung der Eigenständigkeit beider Ansätze Gemeinsamkeiten entdecken helfen, um die Notwendigkeit und Möglichkeiten des zusammen Arbeitens aufzuzeigen. Abschließend werden fünf Gemeinsamkeiten betont: MRB und BNE basieren beide auf dem Recht auf Bildung, sie haben eine globale Perspektive, sie reflektieren die politischen Rahmenbedingungen, sie haben eine kritische Ausrichtung und sie zielen auf einen kulturellen Wandel. (DIPF/Orig.), Despite many commonalities between human rights and sustainable development, their relationship is often reduced to the difference between human rights protection, on the one hand, and environmental protection, on the other. Similarly, in the field of education, the feature of their relationship is to draw clear borderlines against each other instead of cooperation. In order to demonstrate the need for and possibilities of working together between the two approaches, this paper will decipher their commonalities without the exclusion of the uniqueness of each approach. As concluding remarks, five commonalities are presented: Human Rights Education and Education for Sustainable Development are both based on the right to education, they share a global perspective, they reflect upon the political circumstances, they have a critical orientation, and they pursue the aim of a cultural change. Die vorliegende Studie beleuchtet die Entwicklungszusammenarbeit der deutschen Bundesländer. Angesichts der neuen Rahmenbedingungen für internationale Entwicklungszusammenarbeit, die auf eine erhöhte Wirkung durch effektivere Arbeitsteilung zwischen den Gebern und Ausrichtung auf die Prioritäten der Partnerländer abzielen, bedarf es einer zeitgemäßen und aus der Rolle der Länder im föderalen Staatsaufbau abgeleiteten Begründung für eine sinnvolle Arbeitsteilung zwischen Bund und Ländern in der Entwicklungszusammenarbeit. Die vorliegende Studie untersucht die Entwicklungszusammenarbeit der Länder und gibt Anregungen, wie die Neuausrichtung der Entwicklungspolitik der Länder gestaltet werden könnte. Der Autor beleuchtet zunächst den Ist-Zustand und gibt dann Empfehlungen, wie die Neuausrichtung vor dem Hintergrund der internationalen Entwicklungspolitik aussehen könnte. (ICD2)

Die Autoren konzentrieren sich in ihrer Darstellung auf ein Land: Sie stellen vertiefende Analysen der Situation von Schülerinnen und Schülern dar, die in Luxemburg die Europa-Schule besuchen. Aufgrund der besonderen Zusammensetzung der Schülerschaft, so argumentieren die beiden Autoren, lassen sich die von ihnen vorgestellten Befunde auch auf andere Europa-Schulen übertragen, die unter gleichen Bedingungen in verschiedenen Ländern der Europäischen Union zu finden sind. Ihr Hauptaugenmerk richtet sich dabei auf die migrationsbedingte Heterogenität der international zusammengesetzten Schülerschaft. Hierbei legen sie Befunde zu Fragen der nationalen und auch der europäischen Identität der von ihnen befragten Schülerinnen und Schüler und deren Orientierung bei der Freundeswahl vor. Bemerkenswert erscheint, gerade vor der aktuell geführten Diskussion über die Zukunft Europas, die Einschätzung der Autoren bezüglich der Entstehung einer europäischen Gesellschaft. (DIPF/Orig.), This paper presents the starting point, the methodology and the findings of a research project carried out by the authors at the European School in Luxemburg and focused on the relationship between the European and the national orientations of the students. A questionnaire in the three main languages English, German and French and in two versions for the younger (class 2-4) and for the older pupils (class 5-7) was filled out by 1.670 secondary school pupils from all the European member states as well as from many other countries. The questionnaire contained questions about the relative strength of their national vs. European identities, about their knowledge of foreign languages, the nationalities of their close friends, book reading in foreign languages and other related subjects. Among the main findings was that the strength of European identity differed significantly between pupils from different member states. Similarly, concerning the choice of friends, marked differences were found in the choice of friends from their own or from other nationalities among pupils from different countries. In addition, it was found that linguistic and cultural affinities between countries affect strongly the choice of friends from these countries. (DIPF/Orig.)

Der Verfasser zieht im ersten Teil seines Vortrags eine zwiespältige Zwischenbilanz der europäischen Umweltpolitik: Einerseits ist es gelungen, für Europa ein relativ umfassendes Regelwerk zum Schutz der Umwelt zu entwickeln. Andererseits fällt die Umsetzung dieser Rechtsvorgaben in nahezu allen Mitgliedstaaten defizitär aus. Die Integration von Umweltbelangen in die besonders umweltrelevanten Politiksektoren der Energie-, Agrar- und Verkehrspolitik ist nur unzureichend gelungen. Der zweite Teil des Vortrags ist Perspektiven einer europäischen Umweltpolitik gewidmet, die in drei Thesen gefasst werden: (1) Die europäische Umweltpolitik muss demokratischer und partizipativer werden. (2) Die europäische Umweltpolitik muss kosmopolitischer werden und treibende Kraft einer Weltumweltpolitik sein. (3) Die europäische Umweltpolitik muss sich thematisch erweitern und sich ernsthafter dem Thema Nachhaltigkeit widmen. (ICE2)
