Focusing on the most recent Open Access debate, the article looks into the strategic and organizational impact behind the growing number of initiatives aimed at the transformation of the traditional subscription model into a general publication cost scenario. Such a shift can only be achieved with deliberate and pro-active provisions on the part of the research institutions. But it is important to recognize that the establishment of publication funds is not sufficient. It is the economic relations to the publishers in a general sense that have to be re-organized. In that respect, the library acquisition budget has a key role. It is the essential fiscal reservoir for any Open Access transformation and needs to be re-defined in this new context.
