Universal access to new technologies influences citizen participation, and its growth is recognised as one of the most important goals of electronic democracy. Apart from presenting the most important approaches to citizen participation in the context of e-democracy, the main aim of this article is to present the analytical framework for researching e-participation. Even though it is a relatively new area of scientific research, it is the subject of numerous theoretical reflections and empirical verification. Recognising e-participation as one of the dimensions of e-democracy, the author aims to answer the following research question: how to analyse e-participation from the democratic perspective? Apart from presenting the most important approaches to citizen participation in the context of e-democracy, the author indicates the analytical framework based on the own research and the literature review.

Electronic democracy represents a new communication space consisting of a set of tools and technological models aimed at increasing citizens participation in the decision making moments of public action. It supports participation in more properly political democratic processes and the determination of public choices.

The article aims to identify the stages of development of informational democracy in Ukraine and analyze the current state of Ukraineʼs entry the world informational space. The study identifies the following stages: the first stage (1991-1997) – the emergence of informational democracy; the main feature of which is the pluralization of the media, which created the conditions for the occurrence of informational democracy; the second stage (1998-2004) is characterized by informatization of various spheres of vital activity of society and institutions of governance, the beginning of the development of e-democracy and laying the foundations for a technocratic model of informational democracy; the third stage of the development of Ukraineʼs informational democracy (2005-2009) laid the foundation for the development of digital, network and TVdemocracy; the partnership relations between the government and civil society are developing, which prompts the emergence of a procedural and advisory model of e-democracy, and the fourth stage (2010-2013) – being in conditions close to authoritarian the technocratic and procedural models were found, when problems with an advisory model were found; in addition there was an external threat of military and increased informational intervention. Since 2014, the fifth stage has begun, and as it is incomplete now, its review has not also been completed. In order to solve the problems, a comprehensive approach has been used to identify the trends and patterns of informational democracy. Structural functionalism treats the subject as a system with its structural components, each of which performs its functions. The methodologically important principle of structural and functional analysis is the consideration in a single integrity of the functions and dysfunctions of the institutes. This analysis helped to study the current state of democratic institutions. The political and system analysis provided an opportunity to comprehensively explore the political space as a system of communicative ties.

The aim of the article is to present the challenges that the contemporary political space poses to a human. The author explains the broad and narrow scope of political space and also differentiates it from the public space. A human being is presented as acting here and now, in definite conditions of the modern world and immersed inevitably in the world of politics because of passive and active electoral law. The author asks questions about the moral evaluation of political indifference and also whether the netarchy and e-democracy can become a new political space for the modern man. When preparing this article, a method of critical analysis of selected texts, researches, available studies and observations on the selected topic was used.

This text deals with one of the attempts to make the idea of deliberative democracy more acceptable by conducting it through the Internet. Citing the simplicity of access and use of the Internet, many authors believe that it is possible to join deliberative democracy with direct democracy, and thus reach the best possible system of political decision making. It will be shown, however, that although this idea has many advantages over classical theories of deliberative democracy, it raises more issues than it solves. Despite this, the idea of online deliberative democracy should not be neglected, but rather joined with existing procedures of political decision making, significantly improving these procedures.

Seit langem diskutieren Wissenschaftler die Frage, welche Auswirkungen das Internet auf das politische System und demokratische Verfahren haben wird. Häufig ist in diesem Zusammenhang eine Stärkung demokratischer Mitbestimmung, größere Bürgernähe und eine erhöhte Transparenz politischer Entscheidungsprozesse prognostiziert worden. Doch während inzwischen vor allem die Digitalisierung von Verwaltungsabläufen weiter voranschreitet („eAdministration“), ist die sogenannte elektronische Demokratie („eDemocracy“) bisher hinter den optimistischen Prognosen zurück geblieben. Anhand eines Fallbeispiels wird in diesem Beitrag die Frage untersucht, inwiefern Online-Diskurse zur Realisierung elektronischer Demokratie beitragen, und ob sie den anspruchsvollen Erwartungen an den Einsatz neuer Informations- und Kommunikationstechnologien entsprechen können. Bei dem Fallbeispiel handelt es sich um eine Online-Diskussion, mit der im November 2002 Hamburger Bürgerinnen und Bürger im Rahmen eines Ideenwettbewerbs im Internet an der Gestaltung der städtischen Politik beteiligt wurden. Bei der Analyse und Evaluierung dieses Fallbeispiels stehen sowohl kommunikative Aspekte der Internetnutzung wie beispielsweise Virtualität, Interaktivität und Intensität als auch die politische Einbettung des Experiments im Fokus der Untersuchung.
