OBJECTIVE: Studies have investigated the effects of lockdowns on air quality around the world and found that fine particulate matter and nitrogen dioxide concentrations decreased due to reduced human activity, while ozone concentrations increased. In this study, we aimed to evaluate the correlation between daily stringency index values of our country and daily PM10, nitrogen dioxide, and ozone measurements in different districts of Istanbul between March 1, 2020, and February 28, 2022. MATERIAL AND METHODS: Ministry of Environment and Urbanization and National Air Quality Monitoring Network data on Istanbul air quality monitoring stations were used. The analysis included 15 stations that can monitor at least 75% of the days in a year. PM10, nitrogen dioxide, and ozone were the main pollutants analyzed. RESULTS: There was negative correlation between daily PM10 measurements and daily stringency index values in 3 stations; there was positive correlation in 6 stations. Between daily stringency index values and daily nitrogen dioxide measurements, there was a negative correlation in 3 stations and a positive correlation in 1 station. The daily measurements of 1 station showed a negative correlation with the daily values of stringency index for both PM10 and nitrogen dioxide. In 1 station, while PM10 measures were negatively correlated with stringency index, nitrogen dioxide measurements were positively correlated. CONCLUSION: This study showed that pandemic limitations could not improve Istanbul's air quality everywhere. For adequate evaluation of impact of the limitations on air quality, it may be more relevant to study the socioeconomic infrastructure of each living area, the sociospatial inequality, industrial employment, the number of households, the density of employee class, and so on with all influencing factors that could have contributed to these various changes. With the coming into force of § 5c of the Infection Protection Act (IfSG), the so-called Triage Act, on 14 December 2022, a protracted discussion has come to a provisional conclusion, the result of which physicians and social associations but also lawyers and ethicists are equally dissatisfied. The explicit exclusion of the discontinuation of treatment that has already begun in favor of new patients with better chances of success (so-called tertiary or ex-post triage) prevents allocation decisions with the aim of enabling as many patients as possible to beneficially participate in medical care under crisis conditions. The result of the new regulation is de facto a first come first served allocation, which is associated with the highest mortality even among individuals with limitations or disabilities and was rejected by a large margin as unfair in a population survey. Mandating allocation decisions based on the likelihood of success but which are not permitted to be consistently implemented and prohibiting, for example the use of age and frailty as prioritization criteria, although both factors most strongly determine the short-term probability of survival according to evident data, shows the contradictory and dogmatic nature of the regulation. The only remaining possibility is the consistent termination of treatment that is no longer indicated or desired by the patient, regardless of the current resource situation; however, if a different decision is made in a crisis situation than in a situation without a lack of resources, this practice would not be justified and would be punishable. Accordingly, the highest efforts must be set on legally compliant documentation, especially in the stage of decompensated crisis care in a region. The goal of enabling as many patients as possible to beneficially participate in medical care under crisis conditions is in any case thwarted by the new German Triage Act. [ABSTRACT FROM AUTHOR]

To secure primary care is an important issue in health policy. Considering an impending shortage of family physicians, there is ongoing discussion about which measures can be used to warrant primary care in the long-term. So far, there has been a lack of studies that comprehensively explore how family physicians, based on their specific professional experience, stand on various approaches to ensuring primary care and which measures they advocate. Methods Between August 2021 and January 2022, 64 semi-standardized individual interviews were conducted with family physicians. The interview guidelines focused on: status quo and development of primary care; prerequisites for ensuring primary care; favored measures for stabilization; assessment of measures taken so far. Results In order to ensure primary care, the interviewees suggest the creation of a primary doctor system as well as upgrading the position of family physicians within the health system. Also, they voted in favour to strengthen basic medical education and vocational training and to restructure curricula and admission criteria for medical studies. The establishment of multiprofessional outpatient care centers and the strengthening of delegations are also seen as important. Conclusions Based on their own insights and experiences, family physicians do not always prefer the suggestions of experts. Overall, it seems advisable to involve family physicians and their experience in the planning, implementation and evaluation of measures to combat a shortage of primary care providers. It would also be conceivable that the professional society could be more closely coordinated with the health policy of the federal states and local authorities. [ABSTRACT FROM AUTHOR]

BackgroundThe amendment to the medical licensing regulations (ÄApprO) was decided at the federal level in the version of the "Master Plan for Medical Studies 2020" passed in 2017. In addition to the organizational effort involved in redesigning the curricular teaching, the expected costs associated with the implementation of the new licensing regulations due to the necessary additional time and, therefore, personnel expenditure are of particular importance. Taking into account the different forms of study and the 20% scope for study-design provided to the individual faculties, the process of transferring the teaching content to the new modules confronts us with an enormous organizational challenge.Significance of O&UDiseases of the musculoskeletal system are of particular medical, social and economic importance. Therefore, the training of future physicians in the field of orthopedics and traumatology must be taken into account. The visibility of the field of orthopedics and traumatology must not be lost with the introduction of the new medical licensing regulations (ÄApprO).ImplementationThe implementation of the new medical licensing regulations at German universities will be costly and necessitates an increased number of staff. However, there is a great opportunity to position orthopedics and traumatology as a "central player" in the modular, interdisciplinary and interprofessional course landscape. It is, therefore, important to take on concrete responsibility for the design of the new teaching programs and to bring in our specialist and interdisciplinary skills wherever sensible and possible., (© 2024. The paper analyzes the divergence in the evolution of two institutions of economic regulation: The Central Bank and the National Television Commission. These entities arose from the same constituent process, and were inspired by the same objective; however, they have had an opposite trajectory. While the Central Bank managed to flourish within the Colombian institutional landscape, the National Television Commission was unable to consolidate and was finally suppressed. Traumatic experiences and callous-unemotional traits: Association with functional and dysfunctional emotion regulation strategies A consequence of traumatic experiences is the development of trauma-related callous-unemotional (CU) traits that are associated with aggressive behaviour in adolescents. Trauma-related CU traits differ from primary CU traits on their genesis and the nature of deficits in emotional regulation. The aim of the current study was to compare functional and dysfunctional as well as internal and external emotion regulation strategies in adolescents depending on traumatic exposure and CU traits. We examined N = 274 adolescents (12 to 17 years), who retrospectively reported potentially traumatic experiences, CU traits, and aggressive behaviour. We compared four groups: without potentially traumatic experiences and with low CU traits (n = 188, 68.6%), without potentially traumatic experiences and with high CU traits (n = 33, 12.0%), with potentially traumatic experiences and low CU traits (n = 33, 12.0%), with potentially traumatic experiences and high CU traits (n = 14, 5.1%). Adolescents with high CU traits showed significantly more deficits in external emotion regulation strategies than adolescents with low CU traits. From the adolescents with high CU traits only these without traumatic experiences showed significantly less internal-functional strategies than adolescents with low CU traits. There were no significant differences between both groups of adolescents with high CU-traits. The findings give important insights that a differential diagnostic could inform the selection of specific therapeutic goals in order to improve emotion regulation depending on traumatic exposure and CU traits. The article analyzes the structure of the potential of innovative development of the of ukrainian agroindustrial sector. There was studied scientific potential and agribusiness production capacity in order to identify significant disparities hamper scientific and industrial cooperation. The author considers the market and the state priorities of innovation and constructed cross-section. The recommendations for areas of improvement of the innovative development organizational-economic mechanism of the sector, which will enhance the competitiveness of agribusiness sector, providing a high level of scientific and technological development of the agricultural sector as one of the priorities in Ukraine.

The cluster policy is one of popular instruments of state regulation of regional development. Its main advantage – possibility of creation (on the ba-sis of clusters) the “growth poles” in region economy. Feature of process of a clustering of economy both in Russia, and in other countries of the world, is the active role of the state in identification of clusters, maintenance of cluster initiatives, stimulation of their development and carrying out monitoring of efficiency of the clustering processes. As a result of the analysis of cluster policy in the certain countries, two main models of implementation of cluster policy are revealed: dirigisme and liberal. They differ in extent of the state intervention. The cluster policy has to be implemented taking into account specifics of spatial structure of economy of the countries and regions. Studying of experience of various countries allowed to allocate two main directions of modern cluster policy: ascending and descending. The ascending approach concentrates on ensuring effective functioning of the market and elimination of market deficiency. At the descending approach the government establishes regional and national priorities, formulates the stimulat-ing vision for the future. The structure of economy of Russia differs from economies of other countries therefore direct loan of institutes of cluster pol-icy is impossible. It is necessary to select the foreign experience with the use of benchmarking.

The article deals with the essence of the role and tasks of the insurance policy in modern conditions. Insurance is defined as a system of policy measures authorities and business entities to use the tools of insurance and financial resources of insurers in order to effectively manage risks and ensure the implementation of the goals and objectives of socio-economic development of the country (region) and business entities. Allocated to the insurance policy of the state, the corporate sector, households and insurance (reinsurance) companies. The economic, social and informational categories of state regulation in the insurance industry, underlined the need to reform the insurance market taking into account the influence of external and internal threats. Define the objectives and principles of the strategy of reforming the system of state regulation of the insurance market of Ukraine. Proposed priorities for the development of the insurance market on the basis of deregulation and simplification of the regulatory environment, improvement of activity control and efficiency of state supervision, protecting the interests of insurance consumers and restore confidence in the insurance market.

This paper investigates the evolution of state regulation of domestic financial services market and analyses the experience of foreign countries. On this basis, suggestions to improve supervision of the financial services market in Ukraine in terms of European integration are made.

In the article the existing model of state regulation of the development of tourism. Expediency of the European model of state regulation of tourism development in Ukraine. It is noted that the European model of state regulation of tourism activities based on the coordination of marketing activities and the development of cooperation between the public and private sectors. The basic forms of public-private partnerships and the advantages of using cluster model of development of tourism, namely, contracts, production sharing agreement, lease, joint venture. The effective functioning of state-owned enterprises in the consumer goods during the amplification and intensification of market relations require corresponding changes of the totality of economic relations. Therefore necessary to introduce a market of strategic management in the enterprise on the basis of economic and econometric modeling. The use in the practice of econometrics, probability theory and mathematical statistics will strengthen the competitive capacity of public companies in the consumer market. In thispaper revealsthe need for strategicplanningactivities of public enterprisesin the consumermarket on the basisof econometric modelingand analysis of financialandeconomic indicators. We have made recommendations to improve the efficiency of public enterprises in order to saturate the consumer market goods and high-quality services.

Author made critical review of researches and found out the existance of the problem of determination and differentiation in a scientific literature the concepts “financial regulation of the insurance market”, “government financial regulation of the insurance market” and “government regulation of the insurance market”. The article focuses on legal policy orientation and the normative theory of regulation. Topics discussed include the term regulation in the economic and legal literature; the importance of an argument with the normative theory of regulation; the model of complete competition as the basis of the normative theory of regulation; and the meaning of valuations in the context of the normative theory of the adjustment.

Parties on the European level so far have not been able to sufficiently fulfil their mission under art. 10 par. 4 TEU to "contribute to forming European political awareness and to expressing the will of citizens of the Union." Although European parties have been able to receive funds from the budget of the European Union since 2004, they lacked the legal basis, competences and resources to effectively fulfil the traditional functions of political parties. Based on a critical review of the existing regulatory framework governing European parties stemming from the years 2003 and 2007, an analysis of the new regulation on the statute and funding of European political parties and European political foundations is made. The new regulation was adopted by the European Parliament in May 2014 and will, for the first time, provide a European legal personality for European parties from January 1, 2017.
