The word kutiba in the Qur'an which means obligation is used 4 times. One of them is the obligation to carry out fasting. The purpose of this study is to describe the meaning of the word kutiba contained in QS 2: 183-185. This type of research is qualitative research using the Descriptive method of analysis. The instruments used in this research are the researchers themselves and are assisted by documentation studies. The source of data in this study is QS 2, 183-185. Data analysis is carried out in the following way. First, syntagmatic analysis and paradigmatic analysis. Second, interpret the results of syntagmatic and paradigmatic analysis. Third, find weltanschaung. The results showed the following. (1) In Q.S 2:183, the word kutiba means obligation (furidha). (2) The word kutiba which means obligation has a characteristic, namely an obligation or duty that is not liked and the obligation is delivered in a loud tone. (3) QS 2:184 and 185 were revealed not to inform that believers may not fast if they are sick or travel long distances. However, the verse was revealed as an affirmation of the importance of the obligation to fast in Ramadan, so the sentence is repeated twice in succession. (4) Wa an taṣụmụ khairul lakum ing kuntum ta'lamụn (2:184) means and fasting is better for you if you know. So it can be concluded that the obligation to fast in Ramadan is an obligation that must be done by believers under any circumstances. Fasting in Ramadan is better if you understand it.

Peningkatan konflik panas bumi geothermal di lokasi Gunung Talang, Bukit Kili, Kecamatan Lembang Jaya, Kabupaten Solok sudah sampai pada kondisi yang mengkhawatirkan. Penolakan dari masyarakat atas pembangunan proyek tersebut sudah berujung pada bentrok dan telah mengakibatkan krisis sosial di tengah-tengah masyarakat. Untuk mencegah dan menanggulangi kasus ini diperlukan kerja sama dan upaya yang dilakukan pemerintah Kabupaten Solok. Pemerintah memiliki peranan penting dalam upaya penanggulangan konflik pembangunan proyek geothermal ini dengan adanya teknik komunikasi yang dilakukan. Teknik komunikasi digunakan supaya komunikasi antar masyarakat dengan pemerintah dapat terjalin secara efektif sehingga dapat meredam konflik yang terjadi di tengah-tengah masyarakat. Penelitian ini bertujuan untuk mengetahui bagaimana penggunaan teknik komunikasi yang dilakukan oleh Pemerintah Kabupaten Solok dalam upaya penanggulangan konflik proyek panas bumi geothermal dengan menggunakan model komunikasi Shannon dan Weaver. Lokasi penelitian dilakukan di kantor pemerintah Kabupaten Solok. Metode penelitian yang dilakukan adalah studi kasus dengan jenis penelitian deskriptif kualitatif. Pengumpulan data penelitian dilakukan dengan wawancara mendalam dan dokumentasi. Hasil penelitian menunjukkan bahwa Pemerintah Kabupaten Solok memiliki teknik komunikasi informatif, persuasif, dan manusiawi dalam menanggulangi konflik proyek panas bumi di Kecamatan Lembang Jaya yang dibangun melalui model komunikasi yang digunakan. With the community Animation Film spoiled by progress dazzling animation creation. Later in the era of globalization in Indonesia's population penetration rate can be calculated very rapidly. So the authors designed an Animated Film to Family Planning Counseling to promote family planning in the community.Data collection methods used to make this application is the method of interview and literature study. For the development of the system in this paper by using development techniques Luther systems development models - Sutopo which consists of six stages: concept, design, collecting materials, assembly, testing and distribution. The results of this study are 2D Animation Film as a medium of socialization to Family Planning Department with extension. Avi and will be distributed via CD media and aired on Social Media such as Facebook, Twitter and YouTube.
