- Abstract
The Family Hope Program (PKH) is a poverty alleviation program launched by the Ministry of Social Affairs of the Republic of Indonesia by involving elements of the Regional Government as implementers in the regions. PKH targets are families and/or someone who is poor and vulnerable and contained in the integrated data for the handling of the poor program with the criteria that PKH participants are poor families who meet at least one of the health components, education components, social welfare components for people with severe disabilities and the elderly. . PKH in Bunguran Timur District has been implemented for more than three years but the reduction in poverty rates has not been significant. The purpose of the study was to analyze the implementation of the Family Hope Program (PKH) in Bunguran Timur District, Natuna Regency, including analyzing the factors that influence the implementation as well as analyzing the factors that can hinder the success of implementation and to provide some efforts that can be made to overcome obstacles in the implementation process. the program. Analysis of the factors that influence the implementation uses the George C. Edwards III Model for internal factors, namely communication factors, resource factors, disposition factors and bureaucratic structure factors and the Van Meter Van Horn Model for external factors, namely the social, economic and political environment. The research uses qualitative methods which will be described through detailed words and sentences with data collection techniques through observation, interviews, documentation and document review. The research instrument used the researcher as the main instrument and the interview guide was equipped with a recording device as an additional instrument. The selection of informants in this study was determined by purposive sampling consisting of PKH implementers,beneficiary families (KPM), the community and the regional legislature (DPRD). The results showed that the implementation of PKH in Bunguran Timur District, Natuna Regency had been carried out well but not yet optimal. The factors that influence the implementation are communication factors, resource factors, disposition factors, bureaucratic structure factors and social, economic and political environments. The inhibiting factors for implementation include communication factors that have not been conveyed clearly, resource factors as seen from the lack of human resources and equipment resources to support the implementation of work, bureaucratic structure factors which can be seen from the not yet optimal implementation of coordination between implementers, especially between regional apparatus involved in PKH. Background: Increasing number of poor families leads to higher prevalence of malnourishment and malnutrition. The prevalence of malnutrition in children under five based on weight/age at the Province of Nusa Tenggara Barat and Bengkulu 2005 was above the national target. An effort made by the government to minimize the prevalence of malnourishment/ malnutrition is through the distribution of individual complementary breastfeeding for infants and children of 6-24 months old from poor families. The program had been implemented since 2003-2005 and there were problems of its implementation. In 2007 the program was re-implemented through the program of instant powder and biscuit complementary breastfeeding distribution but its achievement has never been evaluated. Objective: To evaluate the achievement of instant powder and biscuit complementary breastfeeding program at Mataram Municipality, District of Lombok Barat, Lombok Timur, and Bengkulu Utara 2007. Method: The study was observational with pre and posttest design using descriptive, analytical, quantitative, qualitative, and explorative approaches. Subjects were managers of complementary breastfeeding program at provincial, district/ municipal level, health centers, villages/integrated service post and program target. Variables of input, process, output and outcome were obtained through observation, filling in questionnaires, indepth interview, and secondary data recording. Data were analyzed descriptively, analytically, and qualitatively. Result: In the aspect of input, only human resources that was quantitavely adequate, and so were technical guideline at Lombok Timur, Complementary breastfeeding packages relevant with the quantity proposed at Bengkulu Utara. Budget for socialization and program guidebook at Bengkulu Utara were not available. Distribution method was relevant with the guidebook. In the aspect of process, planning was irrelevant with the guidebook; storage was 43.8% relevant with the requirement; distribution was 31.3% relevant with the schedule, quantity and types; monitoring was relevant with the schedule of integrated service post. In the aspect of output, the program was 78.8% relevant with target; 32.5% relevant with quantity; 95.6% could improve weight gain (p < 0.05). In the aspect of outcome: the program could overcome and prevent the prevalence of malnutrition, malnourishment and sustain good nutrition status as much as 55.6% and the result of Z-score statistical test was p < 0.05. Conclusion: Achievement of instant powder and biscuit complementary breastfeeding program in aspect of input was average at three districts/municipality and good at District of Lombok Timur and poor at District of Bengkulu Utara; in aspect of output was poor at three districts/municipality and average at District of Bengkulu Utara; in aspect of outcome was poor at all districts/municipality. There was difference in average weight target before and after the supply of complementary breastfeeding. There was difference in average Z score target before and after the supply of complementary breastfeeding.

Background: A good nutritional status of students will greatly support their physical activities. Social economic status of a family may affect intake of nutrient, energy, and protein which can bring impact on nutritional status. Good nutritional status is necessary for teenagers to maintain health and support physical activities. Senior high school students from poor and non poor families may have different nutritional status, physical activities, and academic achievement. Objectives: The objectives of the study were to identify differences in nutritional status, physical activities, and academic achievement of students from poor and non poor families at Bitung Municipality and relationship between intake of energy and protein and nutritional status, physical activities, and academic achievement of students from poor and non poor families. Methods: The study was observational with cross sectional design. Population and samples were senior high school students of 16–18 years old (from database) from poor and non poor families. Total samples were 314 students taken using stratified random sampling technique. The study was conducted in September–December 2005. Data were analyzed using chi-square, t-test, and linear regression with significance level 95% and processed using computer software. Results: There was a significant difference in nutritional status, light physical activity, academic achievement in poor and non poor highschool students (p0,05). There was also a relationship between confounding variable of energy intake with nutritional status, father’s job with light activity, father’s education and job with medium activity, father and mother’s education, father’s job, and energy intake with academic achievement. There was no relationship between confounding variable with heavy physical activity (p>0,05). Conclusion: There was differences in nutritional status in light physical activity and academic achievement between students from poor and those from non poor families.

The background of this thesis writing is because Community Empowerment is a set of tools or materials used by a group of people in order to change the lifestyle of a person or group so as to make life better, especially the economic and social life of the community. The results of this study are the implementation of community empowerment (Variable X) it can be concluded that the climate supporting the development of community activities is 57.08% categorized Enough, the potential of the community is 51.55% categorized as Less, community protection is 50.54% categorized as less. From the data processing, it is known that the implementation of community empowerment in the city of Padang is in the category of Poor, with a total average of the sum of the variable implementation of community empowerment as much as 53.05%. This shows that the implementation of community empowerment in the city of Padang is still low. As for Variables (Y), the condition of the underprivileged people is also categorized as low. Based on the analysis of the data tested by performing the product-moment formula obtained r count = 0.831 and after being consulted with the value of rtable = 0.308 with n = 39. It turns out that it can be seen that r count> r table is seen from the 95% confidence level (0.308). Then it can be concluded that there is a significant relationship between the implementation of community empowerment with poor families in the city of Padang.
