本研究は1983年以降広島市で建設された5個所のコミュニティ道路の事後評価をアンケート調査を通じて行い、今後の拡充のための必要な情報を入手しようとするものである。その結果、既存のコミュニティ道路の評価はそれぞれの地区で異なるが、全体として周辺住民に好意的に受け入れられていることがわかった。しかし、新しく自分の家の周辺にコミュニティ道路を設けることに対しては、既存のコミュニティ道路ほど賛同が得られないことがわかった。その理由はそれぞれの地区の事情によるものと考えられる。この度新しく建設されたコミュニティ道路に隣接する小学校の生徒に対しても同様なアンケート調査を行うと、小学生も大人と同様にコミュニティ道路を高く評価していることがわかった。この道路の事前事後の車の速度を比較すると、速度低減の効果も大きいことも実証された。, This paper aims to evaluate community roads which have been completed since 1983 in Hiroshima and to obtain necessary information for the purpose of developing more community roads. As a result, all of them are favored by the majority of surrounding residents even though the extent of evaluation is different by each road, but further development of the roads in front of their houses is less favored than that of existing roads. The reason seems to be depending on the special situation of each residential area. We can find similar evaluations for the road by school children in an elementary school adjoining their new community road who were specially participated in our survey. It is also confirmed that community road is effective in reducing traffic speed based on a pre and post traffic survey.

This report deals with the state-of-the-practice of transport administration in Great Britain, where the major investment has already been achieved in transport infrastructure. An interviewing was carried out at the Department of Transport to pinpoint the current features of the transport administration as follows: i) the organization of DOT, ii) responsibilities of central and local governments, iii) transport acts, iv) financial resources for planning and construction for transport infrastructure and v) decision making process of transport planning in the UK. It is found that the central transport sectors in Great Britain are all integrated into the single organization as DOT. The DOT is divided into Central Transport Group (CTG) and seven different agencies. The former decides the transport planning and policies and the latter has the responsibility of implementation. All running costs in DOT have been reduced in workload, internal reorganization and enforced efficiency. Local authorities in Great Britain are allowed to decide when and where to spend money on individual schemes. Therefore, they are more responsible and flexible in decision making of local transport planning by comparing with Japanese local ones. There exist no tax system specific to transport investment. The public involvement are negligible in transport planning process. The endorsement of a strategy by the public concerned gives the DOT and other funding bodies confidence that the strategy can be implemented. It is believed that the results from this study are useful to discuss the changes in Japanese transport administration.

The significance of stated preference data obtained using portable computers was empirically supported by comparing this with the data from a conventional paper-based questionnaire survey. The internal validity of mode choice models based on Mulitinomial and Rank logit types was tested for these two different data sets which were obtained in Hiroshima, 1988 and 1989. As a result, the computerized interview data represented a higher level of fit in model specification than the manually completed data, indicating the effectiveness of the former survey method.

Ordered stated preference data including the degree of individuals' preference were interviewed and some characteristics of mode choice models based on those data were investigated to estimate the mode choice behaviour after the introduction of the New Transit System in Hiroshima. First, we compared the reliability of models based on the stated preference data (SP models) with the conventional models on the revealed preference data (RP models). Although SP models were less accurate than RP models to estimate their actual behavior, the difference of both models were not statistically significant. Secondly, in an attempt to examine the bias caused by the fatigue and inertia for three times repetitive questions, the MNL models developed by data sets from the first to the last question were successively specified. This led to a fact that the repetitive answered bias was not significant, which means that the repetitive questions were important to save our efforts to collect the data associated with stated preference. Finally, we introduced the ordered logit models which were able to incorporate the informations related to all ordered data sets. The signs of parameters of ordered logit models were logically adequate and the model efficiency of these models was shown as good as that of conventional MNL models.

This study examiens the hypothesis that daily travel-activity behaviour is influenced by the household role, life cycle and other attributes of individuals and households using conventional origin-destination data sets. Daily travel-activity behaviour is described by ten categorical factors including trip rate, number of trip chain, number of sojourn, daily travel time, trip patterns and five different activity hours. The explanatory variables used in this study are life cycle, age, role, household size and car ownership. A specific representation in time and space of travel-activity relationship and a statistical analysis based on the log-linear model are employed to test the hypothetical relationship. The former qualitative analysis demonstrates that life cycle is a key determinant in deciding wife's travel behaviour, while husband and children are not influenced by life cycle in their daily travel behaviour. The latter statistical analysis confirms above empirical evidence and derives a further fact that daily travel-activity behaviour of wife in the household is significantly influenced by her role and age as well. This result indicates that interdependences of all household members in their daily travel-activity behaviour reported from European and American countries cannot be seen in Japan.

本研究は,従来の交通行動データの代替となる新しい交通データの収集方法と交通需要分析への通用方法の問題点について論ずる. このデータは選好意識(Stated Preference : SP)データと呼ばれ,まったく新しい属性をもつ交通代替案や,従来の交通サービス水準の経験範囲から大きく逸脱するようなサービスの提供に対する評価を行うために,仮想的な交通代替案を実験計画に基づいて設定し,好みや利用意向を尋ねたデータである. このSPデータを用いた交通研究は,交通計画に対する社会ニーズの変化に対応して1970年代末から通用されるようになり,現在もなお発展しつつある. SPデータの交通需要分析への適用上の最大の問題は,SPデータには多種のバイアスが含まれているため,RP(Revealed Preference)データすなわち実際の交通行動データと必ずしも一致しないことである. 本研究の目的は,このSPデータを用いた交通研究の現状と調査方法を整理した後,SPデータを用いた交通機関選択モデルの信頼性を実証的に分析し,信頼性向上のための調査方法とモデルの改良方法を捉案し,その有用性を明らかにすることである. 具体的には新交通システム及び鉄道新駅に対するSPデータを収集し,交通機関選択モデルの構築を通して,SPアプローチの信頼性について 1) SPデータの安定性,2) Spデータの信ぴょう性,3) SPモデルの内面的妥当性, 4) SPモデルの外面的妥当性の4側面から分析した. 1)のSPデータの安定性とは調査方法に起因するデータのばらつきであり,2)の信ぴょう性とはRPデータとの一致性である. また3)のSPモデルの内面的妥当性とはSPデータの再現能力を言い,4)の外面的妥当性とはRPの予測能力を言う. 第1章でははじめに研究の動機づけと背景について記述し,交通行動分析の発展経緯に照らし合わせながら,本研究の意義と研究目的を明らかにした. またSPアプローチに関連する技術用語についてまだ必ずしも統一した定義づけがなされていないため,本論文で扱う用語の定義づけを行なった. 第2章では,わが国でSP調査の実用例が欧米に比較して少ない一因は,SPデータの調査及び分析手法に関するマニュアルが明文化されていない点にあることから,実験計画の方法,サンプリングから収集までの調査方法,収集したデータの分析方法の各段階について詳述した. 第3章では,数理心理学の分野で開発され,主にマーケテイング・リサーチの分野で通用事例が先行してきたSPアプローチの,交通研究分野での適用及び研究事例をレビューし,本研究の位置づけを明確にした. 第4章から実証分析に入る. 4章ではまず広島市で建設中の新交通システムに対するSP調査を実施し,1被験者から得られた複数のSPデータの安定性について分析した. 回答者に異なる選択シナリオを提示することによって,異なった条件下で複数の回答が得られることは,SP調査の重要な利点の1つである半面,疲労など質問の繰り返しに伴って回答に誤差やバイアスが発生することが予想される. そこで繰り返し回数別のSPデータを用いて交通機関選択モデルを構築し,各モデル間のパラメータ推定値の差を統計的手法で検定した. 検定の結果,これらのデータをプールして使用してもモデルへのバイアスの影響は増加しないことを実証した. またSP調査と転換価格(TP)調査では調査方法の違いによってデータの特性に違いが表れることを示した. さらに最も好ましい(即ち選択する)代替案の情報に加えて選好順位2位以下の情報も含まれる順位づけデータを活用するモデルとしてランクロジットモデルが適用可能であり,データの全順位の再現性の面から一般的な多項選択ロジットモデルよりも有効であることを確認した. 第5章では,鉄道駅の新設の2ケ月前にSP調査及び事前RP調査,3ケ月後に事後RP調査を同一の被験者を対象として実施し,SPデータの信ぴょう性とSPモデルの外面的安当性を分析した. SPデータの信ぴょう性の分析では,新しい交通機関の利用割合が実際の利用よりも過大になる傾向があること,その大きさは交通機関選択の惰性の影響が表れ,回答者の利用交通機関によって異なるという特徴を実証した. そしてこの倍ぴょう性の問題点を解決するため,交通機関選択モデルの構築段階でS モデルを修正する方法として4種類の方法を提案し,各々の修正方法の外面的妥当性を比較した. 分析結果より,交通機関別分担率の予測精度を高めるためには,SPデータと共に事前RPデータを用いたスケールパラメータ法が効果的であり,また過大予測を抑制する点からは,SPデータと事前RPデータに選択の階層構造を仮定しネスティッドロジットモデルを推定する方法が有効であることが明らかにされた. TPデータを利用したSPの回答を修正する方法もSPモデルの外面的妥当性の改善に寄与することが示された. これらの修正方法によりSPモデルの適用性は高められたと考えられる. 第6章では,同一の被験者を対象に3年間3時点に渡って実施したSPのバネル調査データに基づいて,動学的な視点に立ってSPデータの時間的安定性の検討を行なった. SPパネル調査を実施した研究事例はこれまで報告されていないため,まずパネル調査の最大の問題点であるサンプルの消耗率及びサンプル消耗に伴うバイアスの大きさについて分析し,従来のRPパネル調査で報告されている消耗率よりも高くなったこと,3時点とも参加した回答者グループには消耗バイアスが生じている可能性があることを示した. 次にSPデータのウェーブ間変化の誘因と考えられる交通サービス水準の時間変化,個人属性の時間変化,SPデータ固有バイアスの時間変化を説明変数とした交通機関選択モデルを構築し,要因分析を行なった結果,SPデータ固有バイアスはウェーブ間で変化し,SPデータの時間的安定性の仮説は棄却された. 一方,交通サービス属性に対する重みすなわちSPモデルのパラメータは時間的に安定していることを統計的検定によって実証した. この結果は,数年間の期間内であればSP実験の実施時点に依存することなく同一のモデルパラメータを推定することができることを示しており,第6章で提案したスケールパラメータ法の適用性をさらに高める重要な結果であると考えられる. 第7章では,SPデータの倍顛性の向上を調査方法の改善の面からアプローチする1手法として,携帯型コンピュータをベースとした応答型SPインタビューに着目し,従来の調査票記入調査と同じく新交通システムに対するSPを対象に同じ地域で実施した. 回答誤差の削減やデータ処理の円滑化を図ることができる点,個人の交通環境に適合した要因設計が可能な点などの利点が確認された. 一方,コンピュータモデルと調査票モデルのパラメータは,多項ロジットモデルについては統計学的に有意な差はなく,内面的妥当性もコンピュータモデルの方が若干優れており,サンプルの数の不足や偏りがモデルに及ぼす影響は比較的小さいことが明らかになった. 今後は家庭にコンピュータがさらに普及し,調査用コンピュータの調達に要する費用負担が小さくなることが期待できる上,視覚的で操作しやすい市販ソフトウェアの開発も進められている現状を鑑みると,コンピュータ調査は本格的な嗣査票調査の代替的な連用とは言わないまでも,プレサーベイの道具として補完的な適用が今後増えてくることが予想される. 最後に8章では,本研究の分析で得られた知見をまとめ,交通需要分析へSP調査データを適用することの意義を明らかにした. また本研究で残された研究課題を整理し,今後のSPアプローチの動向を展望した., Stated Preference (SP) methods have been received increasing attention from the end of 1970s in transportation research. Since SP experiments present respondents with various hypothetical alternatives, which are produced by a combination of a number of different attribute levels, and ask them to indicate a preference, it is possible to analyze travel behaviors under a situation of potential environmental change such as a proposed alternative mode of transportation. The basic problem, however, remains that SP are not consistent with the actual travel behaviors. This study aims to empirically examine the reliability of SP data for mode choice models by using SP panel data for the new transit system and a newly planned rail station in Hiroshima, and investigated the effectiveness of an alternative SP interviewing and model updating methods to improve the reliability. First of all, the stability of SP responses obtained from repetitive questions was statistically tested by the comparison of model coefficients specified by each repetitive date set. The result was that the effect of biases caused by repetitive responses on SP models was shown to be not increase by pooling these data sets. The preference obtained from the same set of individuals by SP and Transfer price (TP) questions might not be consistent with each other. Furthermore, it was confirmed that the rank logit model could be well applied to the ranked SP data within the context of model efficiency. The SP and RP panel surveys for mode choice were carried out two months before and three months after the opening of newly rail station. The validity of SP data in relation to the intention of using the rail station was examined by comparing SP with the actual mode choice behavior after the opening of the station. The external validity of the updated SP models by four methods developed here was empirically investigated. It was shown that the reestimation of specified model with a scale parameter based on RP data collected before the opening (i.e. before-RP data) could improve the prediction of modal shares. And the incorporation of nested logit model using SP data at lower level and before-RP data at higher level would be particularly useful to ameliorate the over-prediction of SP model. The updating of SP responses using TP data also contributed the higher external validity of SP model. The temporal variation of SP data for the new transit system was examined with panel data obtained at three different points in time; 1987, 1988 and 1990. Firstly, it was shown that the rate at which individuals dropped out of the SP panel was higher than that reported at traditional RP panel, and the magnitude of attrition bias would be significant in three waves of SP panel data. Then two hypotheses for temporal stability of both the biases inherent in SP data and the coefficients of level-of-service factors were statistically tested by developing mode choice models of logit type. As a result, the former hypothesis was rejected, while the latter one was not rejected. This concluded that the relative importance of travel attributes in determining individuals' preference from SP experiments was temporally stable during a few years. Finally, the significance of SP data collected by the interactive interviewing based on portable computers was empirically supported by comparing this with the data from a conventional paper-based questionnaire survey. The internal validity of multinomial and rank logit models was tested for these two different data sets. As a result, the computerized interview data represented a higher level of fit in multinomial logit model specification than the manually completed data, indicating the effectiveness of the former survey method.
