The restricted network or the unbalanced distribution of spectrum is causing the problems of lack of spectrum resources and deterioration of the service quality. In addition, the existing centralized radio sharing method has not been a fundamental solution for radio sharing and is inefficient in terms of cost, convenience, and security. In this paper, we propose a blockchain-based spectrum sharing as a low-cost, trustworthy, high-efficiency platform that can distribute and share spectrum resources, and propose policies to realize this. In the spectrum sharing platform, spectrum information about Wi-Fi AP and LTE mobile hotspot is registered in the blockchain, and spectrum sharers and users can conclude peer-to-peer spectrum sharing contract quickly and efficiently through smart contract. The pay for the shared spectrum resources and reward for spectrum quality management open platform ecosystem to activate the circulation-sharing and it can provide a convenient and efficient public wireless infrastructure. Herein, we survey the current state of the recent legal revision of the Citizens Broadband Radio Service, a type of city spectrum- sharing service used in the United States of America, and the introduction of spectrum sharing in the frequency ranging from 3.8～4.2 GHz, based on the United Kingdom framework for spectrum sharing. Specifically, the subjects of topical interest, including the radio station licensing of the spectrum-sharing service system face-to-face multitier user structure, regional frequency allocation, and applicable service types, are discussed. Furthermore, factors to be considered while selecting candidate channels for joint use are suggested, emphasizing their importance for introducing spectrum sharing in Korea and revitalizing the related industrial sectors. In addition, methods of introducing a radio station license system for spectrum sharing, techniques of introducing incentive auctions, and the types of services where spectrum sharing is applicable are discussed. In this paper, we proposed a concept of interference load to analyze the performance of spectrum sharing technologies in unlicensed frequency bands. The interference load can quantitatively compare the technical properties of various spectrum sharing technologies, such as frequency hopping(FH), duty cycle(DC), listen-before-talk(LBT). Therefore, it can help to evaluate whether a local regulation about spectrum sharing is reasonably established or not. In order to verify the suggested concept, we applied it to 2.4 GHz frequency bands. Also, we demonstrated a real-time test-bed. Two bit error rate(BER) curves for FH with 10 random channels and DC of 10%, show such good agreement that our proposed concept is expected to be widely used to assess various spectrum sharing technologies. In this paper, we have shown the performance analysis results of the LoRa low power wide area network under duty cycle local regulation in Korean RFID/USN frequency band. Especially, we analyzed uplink throughput and data transmission time of a single LoRa end device. From the analysis results, duty cycle regulation, in which a data transmission should be ended within 0.4 second, limits the performance of LoRa network. With explosion of wireless traffic it is required to further investigate the technologies on acquiring available spectrum resources and on sharing frequency with existing users. In 3GPP, it is started to study on feasibility and functional requirement of LTE standard in order to extend cellular services offered on only licensed band to 5 GHz unlicensed band. Operating scenario on LTE in unlicensed band is focused on carrier aggregation with licensed band, and the coexistence with Wi-Fi services in 5 GHz band is concerned as a major requirement. For a single global solution framework for licensed assisted access to unlicensed spectrum, listen-before-talk(LBT) mechanism of European regulation for fair access to channel under the coexistence environments is currently examined in 3GPP. In this paper, we evaluate two types of LBT, frame based equipment and load based equipment, with considering LTE carrier aggregation feature and performances of file transferred time and throughput.
