Šiame straipsnyje nagrinėjamas emocijų vaidmuo mobilizuojant Gretos Thunberg inicijuotą visuomeninį judėjimą prieš klimato kaitą. Keliamas klausimas, kaip G. Thunberg atveju buvo kuriama palanki emocinė aplinka, paskatinusi visuomenės mobilizaciją sprendžiant klimato kaitos problemą. Atlikta emocinio Thunberg diskurso analizė atskleidžia, kad lyderės kalbos yra pripildytos emocinio potencialo, kuris padeda visuomenėje skleisti baimės ir pykčio būsenas bei neteisingumo jausmu paremtą klimato kaitos problematikos supratimą. Remiantis Jameso M. Jaspero socialinių judėjimų ir Sarah Ahmed kultūrinės emocijų politikos teorijomis teigiama, jog Thunberg kalbose slypintis emocinis potencialas padėjo kolektyvizuoti visuomenėje įsivyravusias pykčio ir baimės emocijas bei stiprino neigiamą politinio elito įvaizdį. Taip buvo kurstomos ne tik individualios emocijos, bet ir formuojama kolektyvinė būsena, emociniu pagrindu subūrusi su klimato kaita kovojančią tarptautinę bendruomenę. Tyrimas papildo „emocinio posūkio“ tarptautiniuose santykiuose lauką – pateikia nuodugnesnę kolektyvinių emocijų analizę ir jų reikšmę tarptautinės mobilizacijos procesams. How do emotions contribute to mobilizing the international community to join massive protests against climate change? Although it is common to superficially state that protests are full of various emotions, it remains unclear how emotions become collective on the international level and how they ensure the spread of mass mobilization. This research paper examines the process of collectivization of emotions and how it explains mass mobilization in the case of international climate change strikes. This paper raises the question of how the emotional environment was favourably constructed in Greta Thunberg’s case in order to mobilize international society to join climate change strikes, and it aims to reveal how group emotions play an important role in successful international mobilization. Based on Sarah Ahmed’s theory of cultural politics of emotions and James M. Jasper’s theory linking emotions and social movements, it is assumed that specific emotions were circulated to create a distinct emotional environment that inspired the international community to join Thunberg’s climate strike. An Emotional Discourse Analysis revealed that Thunberg’s speeches are full of emotional potential that provokes reactive emotions such as fear, anger and hope in the global society and establishes an injustice-based framing of the problem as well as the dichotomy between the political elite and the global society. This study contributes to the research field of emotions in international relations by exploring in more depth the collectivization of emotions and expands the theory of cultural politics of emotions to include explanations of international politics phenomena such as mass mobilization.

Klimato kaita didžiulė grėsmė pasauliui, todėl globaliu mastu sprendžiama ši problema. Jungtinių Tautų Bendroji klimato kaitos konvencija yra svarbiausias dokumentas, kuris įvardijo klimato kaitos problemą globaliu mastu. Europos Sąjunga vaidiną vadovaujamąjį vaidmenį klimato kaitos politikos formavime. Jos prioritetas yra šiltnamio efektą sukeliančių dujų kiekį sumažinti kuo daugiau. Europos Sąjunga įsipareigojo sumažinti vidutinės oro temperatūros padidėjimą daugiau kaip 2ºC. Bet kad būtų tai pasiekta valstybės narės turi savarankiškai įgyvendinti klimato kaitos įsipareigojimus. Kadangi klimatas labai greitai keičiasi, tai visas pasaulis, o labiausiai Europos Sąjunga stengiasi kovoti su klimato pokyčiais. Europos Sąjunga daug teisinių dokumentų priėmė dėl klimato kaitos politikos ir įpareigojo kitas valstybes imtis priemonių. Viena iš tokių valstybių įsipareigojusi dėl klimato kaitos mažinimo yra Lietuva. Šiame darbe nagrinėjama Lietuvos įsipareigojimų vykdymas klimato kaitos politikos, institucinės sąrangos aspektu. Klimato kaitos politikos analizė Lietuvoje, institucinės sąrangos aspektu. Atlikti klimato kaitos politikos įsipareigojimų įgyvendinamumo analizę Lietuvoje, institucinės sąrangos aspektu. Projekto uždaviniai: 1. apžvelgti klimato kaitos politiką remiantis politikos mokslų ir kitomis socialinėmis teorijomis; 2. atlikti analizę Jungtinių Tautų Bendrosios klimato kaitos konvencijos, Kioto protokolo, Paryžiaus susitarimo ir kitų teisės aktų; 3. išanalizuoti Europos Sąjungos klimato kaitos politiką; 4. išanalizuoti Lietuvos klimato kaitos įsipareigojimus ir susėjusius dokumentus ir atskleisti ar įsipareigojimai vykdomi ar ne; 5. atlikti analizę klimato kaitos politikos įgyvendinimo institucinės sąrangos Lietuvoje aspektu, įvertinti tolesnio įgyvendinamumo perspektyvas ir rekomenduoti institucinės sąrangos galimus tobulinimus. Tyrimo metodai: mokslinė literatūrinė analizė, statistinių duomenų analizė ir dokumentų turinio analizė. Darbe surinkta ir pateikta naujausia informacija apie klimato kaitos politikos formavimą ir įgyvendinimą globaliu ir nacionaliniu mastu. Išanalizuotos Lietuvos institucijos, kurios yra atsakingos už klimato kaitos formavimą ir įgyvendinimą. Lietuva klimato kaitos politikos įsipareigojimus vykdo, tik nėra prioritetinė sritis valstybėje. Institucinė sąranga reikėtų tobulinti, daugiau prie klimato kaitos politikos formavimo ir įgyvendinimo turėtų prisidėti regioninės institucijos. Daugiau teisių joms turėtų būti suteikta. Taip pat valstybė turėtų ugdyti sąmoningumą visuomenės, dėl klimato kaitos., The relevance of the research. Climate change is a huge threat to the world, so it is adressed on a global scale. United Nations National climate change convention is the most important document, which adressed the climate change wordwilde. The European Union is playing the leading role in the climate change politics formation. Its priority is to reduce greenhouse effect causing gases as much as possible. The European Union has commited to reduce the average air temperature to above than 2ºC. But in order to achieve that the European coutries have to independently implement the climate change commitment. The problem of the research. Because the climate is changing very rapidly, so the world, especially The European Union is trying to fight the climate change. The European Union has initiated a lot of legal documents and has commited the other nations to take action. One of those nations, which has commited for the climate change control, is Lithuania. In this paper we are analysing Lithuania's commitment execution climate change politics, institutional structural view. Research object. Analysis of National Policy Commitment and measures of Climate Change Implemen-tation in Lithuania in Aspect of Institutional Framework. The aim of the research. To perform an analysis about the climate change liabilities realization in Lithuania in institutional structural view. Objectives of the research: 1. To review the climate change politicies on the basis of political sciense and other social domain. 2. To analyze The United Nations climate change convention, Kyoto protocol, Paris agreement and other legal acts. 3. To analyze the European Unions climate change politicies. 4. To analyze Lithuanias climate change policy commitment and other related documents also to disclose that those commitments are carried out. 5. To analyze the climate change politicies realization in Lithunias institutional structural aspect. Research methods: scientific literature analysis, statistical data analysis and the documents content analysis. In this paper I have gathered and presented the newest information about the climate change policies formation and its implementation in a global and national scale. I have analysed Lithuanias institutions which are responsible for the climate change formation and implementation. Lithuania is carrying out its commitment to the climate change politics, but it isn‘t an area of priority in this country. The institutional structure has to be improved, the regional institutions have to contribute more to the climate change politics formation and realization. More rights have to be granted to these institutions. Also the country should educate its people about the climate change.

Šiame darbe nagrinėjama apyvartinių taršos leidimų prekybos sistemos (ATLPS) įtaka Lietuvos įmonių išmetamam šiltnamio efektą sukeliančių dujų kiekiui (ŠESD). Apžvalginėje dalyje atliekama literatūros šaltinių, susijusių su apyvartiniais taršos leidimais, analizė, apžvelgiami skirtingi ATLPS etapai Europos Sąjungoje. Taip pat analizuojama, kokios yra klimato kaitos priežastys bei kodėl ATL prekybos sistema buvo sukurta ir įteisinta. Siekiant įvertinti, kokį poveikį Lietuvos įmonėms, privalančioms atsiskaityti už išmetamųjų ŠESD kiekį, turi apyvartinių taršos leidimų prekybos sistema, buvo nagrinėjami istoriniai didžiausių teršėjų Lietuvoje išmetami ŠESD kiekiai nuo 2013 m. bei lygiagrečiai vertinamas išmestų teršalų pokytis su CO2 kainos pokyčiu, griežtėjančių sąlygų įtaka bei kasmetinio emisijų viršutinės ribos mažėjimo pagal tiesinį mažinimo koeficientą poveikis., This paper examines the impact of the Emissions Trading System (ETS) on the amount of greenhouse gases (GHG) emitted by Lithuanian companies. In the review part, an analysis of literature sources related to emission permits is carried out, different stages of ETS in the European Union are reviewed. Also have been analyzed the causes of climate change and why the ETS trading system was created and legalized. In order to assess the impact of the emissions trading system on Lithuanian companies, which are required to account for the amount of greenhouse gas emissions, historical emissions of greenhouse gas emissions by the largest polluters in Lithuania since 2013 were examined and the change in emitted pollutants with the change in the price of CO2, the influence of tightening conditions and the effect of the annual reduction of the emission ceiling according to the linear reduction factor are evaluated in parallel.

Šiame darbe apžvelgta energetikos sektoriaus įtaka klimato kaitai. Išanalizavus klimato kaitos mažinimo priemones ir jų klasifikavimo būdus pasirinktas klasifikavimas, priemones išskirstant į tris sritis: atsinaujinančių energijos išteklių kiekio didinimas, efektyvumo didinimas energetikos sektoriuje ir elektra varomų transporto priemonių integravimas. Įvertinus išmetamųjų šiltnamio efektą sukeliančių dujų kiekio mažinimo kaštų vertinimo metodikas, tyrimui atlikti pasirinktas ribinių kaštų mažinimo kreivės metodas. Apskaičiuoti pasirinktų klimato kaitos mažinimo priemonių ribiniai mažinimo kaštai ir pateiktas jų vertinimas. Pagal gautus rezultatus sudaryta ribinių mažinimo kaštų kreivė ir atlikta priemonių jautrumo analizė., This paper reviews the impact of the energy sector on climate change. After analysing the climate change mitigation measures and their classification methods, the classification was chosen by dividing the measures into three areas: increasing the amount of renewable energy resources, increasing efficiency in the energy sector and integrating electric vehicles. After evaluating the cost estimation methodologies for reducing greenhouse gas emissions, the marginal abatement cost curve method was chosen for this research. The marginal abatement costs of the selected climate change mitigation measures are calculated and their evaluation is presented. According to the obtained results, the marginal abatement cost curve was drawn up and a sensitivity analysis of the measures was carried out.

Straipsnyje analizuojami klimato kaitos rizikos naratyvai instituciniuose politiniuose diskursuose. Remiamasi politiniais komunikaciniais Jungtinės Karalystės ir Lietuvos vyriausybių tekstais, publikuotais 2015–2016 m., t. y. metus iki ir metus po 2015 m. gruodžio mėn. paskelbto Paryžiaus susitarimo. Empirinė tyrimo duomenų analizė ir interpretacija remiasi rizikos santykio teorija, kritiškosios diskurso analizės modeliu, taikoma tarpdiskursyvumo samprata ir interpretacijų repertuarų teorine idėja. Pateikiami duomenimis grįsti atsakymai į kelis probleminius klausimus: kokios grėsmės paprastai siejamos su klimato kaita, t. y. kokie rizikos šaltiniai aptariami; kokie diskurso veikėjai ar vertybės yra minimi kaip „esantys grėsmėje“, kokie diskursyviai konstruojami rizikos šaltinio ir objekto rizikos zonose santykiai; koks yra tipinių, su klimato kaita siejamų rizikų naratyvų repertuaras; koks tarpdiskursyvumas plėtojamas klimato kaitos politiniuose diskursuose. The aim of this paper is to analyse the ways how climate change related risks are being constructed in political institutional discourses. We draw upon the political communicative texts, i.e. texts prepared by governmental authorities, from the pre- and post-Paris agreement period, i.e. 2015–2016. Our empirical analysis is guided by the relational theory of risk, theory of discursive institutionalism, critical discourse analysis, notions of interdiscursivity and interpretive repertoires. The main research questions are the following: What are the threats typically associated with climate change (source of risk)?; What are the objects-at-risk typically spoken of in political communicative discourses?; How are the relations of the risk source and object-at-risk discursively constructed (e.g. vulnerability, resilience, etc.)?; What is the overall ‘repertoire’ of typical climate change related risks as discursively constructed in political communicative texts? To answer the research questions, Lithuania and United Kingdom are taken for cross-national comparison. UK is regarded as a leader in international and domestic climate change policy, whereas climate change policies are treated instrumentally in Lithuania. Both Lithuania and UK, as EU member states, follow the general EU climate change policy. Yet because of differences in public attitudes and other socio-political contexts, the effectiveness of climate change policies is different. Contrasting the two member states and looking for underlying discursive practices, that serve as grounds for climate action, bring new scientific insights. The analysis of the sampled texts is conducted using NVivo.
