The object of the research undertaken in the article is to present the currently increasing demographic phenomena: depopulation and population ageing in Poland and their spatial differentiation, as well as their impact on the financial situation of municipalities. The authors used methods typical of social sciences, such as methods of empirical cognition. Correlation and regression analyses were used to demonstrate the impact of population size and structure on the revenues and expenditures of municipalities. The results indicate a significant differentiation of the described phenomena between municipalities in Poland and the relationship between specific categories of own revenue and current expenditures and the number of population. The relationship between the analysed variables is visible primarily in the case of shaping own revenue. [ABSTRACT FROM AUTHOR]

Demographic changes affect practically all dimensions of socio-economic life. Dynamic ageing of the Polish population and double ageing create new challenges, both in the individual and collective dimensions, in the field of preparation for old age. The emergence of new social issues and intensification of the existing ones make it necessary to implement new solutions. The increased and constantly growing percentage of old people and the oldest old creates many new challenges not only for public authorities, but also for entrepreneurs and employers. Due to the complexity of the consequences of the demographic changes, the subject of the article are the consequences for four selected areas: the labour market, social security, health care, and long-term care. Deficit of human resources in health care is a widespread problem occurring not only in Polish system. Demanding work, emotional stresses and insufficient support are often associated with the doctor's shift mode of work and an excess of duties combined with a shortage of time allocated to their performance. It can be assumed that most of the doctors intend to continue their work so far, but its negative features may in the future affect their decisions about choosing a different career path, especially if the shortage of medical personnel increases. This may further overburden doctors (especially young doctors) with excess working hours, reduce the quality of their activities, increase the chances of committing an unintended medical error related to exhaustion, and lead to functional burnout. This situation may lead to a renewed intensification of economic emigration to other countries, both in the EU and outside the EU, which create more favourable working conditions for working life. The scale of the problem is exacerbated by the increasing health needs of the aging population, causing an increasing burden on the health care sector, both in the near and distant future. This can create a vicious cycle where increasing burdens will drain physicians out of public health system, and increase the burden put on remaining physicians. The resulting restriction of access to medical services will lead to the deterioration of the health condition of the Polish population. In order to prevent such a situation, it would be necessary to increase the motivation to remain both in the medical profession and at work in Poland through actions aimed at improving working conditions and strengthening the sense of occupational safety of doctors. These activities should be especially aimed at group of medics starting their professional lives.

Hungary’s population count has been declining since 1981. And if this trend continues, the country will have only 6 million inhabitants by 2070. The Fidesz administration, which has been in power continuously since 2010, has taken decisive steps to act against this trend. The population of Hungary is dropping by 40,097 people annually, which corresponds to the disappearance of a mediumsized city in one year. Hungary was the first country in Europe after the Second World War where the fertility rate fell below the level of simple population replacement, i.e. below 2.1 births per woman. Since the end of the 1980s, the population number has been declining by around 0.15-0.20 percent per year, and today the fertility rate in Hungary is one of the lowest in Europe. The Hungarian age structure will become more and more problematic as the fertile age group of the population continues to shrink. The explanation of these phenomena is the significant emigration of the native population and the complicated immigration policy. The authorities are trying to reverse this trend by introducing many legal and fiscal facilitations to encourage young people to have many children (in 2012, Hungary registered the lowest employment rate among women in the entire European Union). Background Demographic projections indicate an inevitable intensification of the population ageing process. This situation causes significant challenges for employers due to the shrinking and ageing of the workforce. Workplace health promotion, adjusted to the needs and expectations of employees in different age groups, is one of the tools of preventing and minimizing the consequences of this demographic process. In Poland there is a lack of research showing employers’ attitudes towards the demographic crisis, health promotion as a way of coping with the implications of ageing or the implementation of health promotion tailored to the specificity of younger and older employees. In addition, there is hardly any information on whether these issues are differentiated by the size and financial situation of enterprises. Therefore, the paper is aimed at filling in these knowledge gaps. Material and Methods A national representative study of 1000 companies employing ≥50 people was conducted (October−November 2017), in a form of standardized computer-assisted personal interviews. Results There is a low awareness of the discussed demographic process (8% of the enterprises surveyed declare experiencing its consequences). Most organizations do not prepare themselves for facing the future challenges of ageing (only one–fifth discuss this topic during management meetings), nor do they respond to the first symptoms of this process (only one–fourth react to the observed consequences of demographic changes, and every second organization tends to finish its cooperation with employees once they attain the retirement age). Although half of the respondents believe in the effectiveness of health promotion in coping with the consequences of the ageing process, in reality the capability of these activities is not harnessed (few companies are interested in the diverse health needs and expectations of employees in different age groups, and in adjusting health promotion activities to these needs and expectations). The size and financial situation do not differentiate many issues analyzed in the study. Conclusions It is necessary to make employers aware of the inevitability of population ageing and its implications for enterprises, shaping their skills in effective preventive/remedial actions (including health promotion) and supporting them in such implementations. A spatial differentiation of the level of demographical senility was illustrated in the study, along with determination of dynamics of the European Union Member States ageing process (EU 27). The research period included years 1996-2016. The measures of demographical senility were used in the static and dynamical aspect. Country grouping due to the level of demographical senility advancement was performed based on statistical measures. A significant differentiation of the demographical senility level and population ageing process in the spatial system were found. The highest degree of demographical senility advancement was observed in the countries of “the old” Union but the greatest dynamics of this process was shown in the case of new Member States, including Poland and Baltic States.

- Abstract
This article presents the origins and the impact of demographic and socio-economic factors on the process of demographic ageing of the population of Cuba. The main aim of the study was to show the dynamics and regional differences in population ageing based on the WSD dynamic ageing index, as well as the WSE economic ageing index. It was shown that the ageing process reveals moderate diversity of the investigated phenomenon both in the urban-rural dimension as well as at the regional level. The process of population ageing is progressing throughout the whole country and its fastest pace was recorded in the outermost provinces. However, spatial differences in the ageing process may change fundamentally in the years to come, which will result from internal regulations concerning the mobility of the population, and new business investments. As a result, spatial differences are likely to increase and the spatial image of the ageing process will probably change. [ABSTRACT FROM AUTHOR]

- Abstract
The article provides an overview of the scope and main problems related to utilization of medical and social long-term care services in the social assistance sector in Poland. According to the legal regulations medical and social care services can be provided to older dependent people if the family support for a dependent person is found insufficient. However, the number of people receiving care from the social assistance is still relativelly small. Based two qualitiative studies, the article overviews main barriers related to care provision: lack of adequate information on medical, nursing and care services, tensions between health and social sector in provision of care and nursing, negative perception of social assistance and lack of ageing policies at the local level. - Abstract
The main aim of the paper was to analyse determinants of care for elderly parents provided by adult children in Poland. The data were from the first wave of the Polish Generations and Gender Survey (GGS-PL) carried out in 2010 and 2011. The logistic regression model with the dependent binary variable describing the fact of providing care to elderly mother or father has been applied. The obtained results are mostly in line with those described in the literature on this topic. Generally the probability of giving care to elderly parents increases with respondent's age. Women have higher chances of providing care to older mother or father than men do. Persons better educated (with secondary or higher level of education) are characterized by higher probability of caring for elderly parents. Parameters estimates for several variables such as place of residence, living arrangements, employment status and health status were statistically insignificant. As it would have been anticipated health status of a parent significantly increases the probability of providing care to a mother or a father. Moreover, the better the relationship between children and parents, the higher chances of taking care of older parents. In addition, the more respondents agreed with the opinion of responsibility of children for care for elderly parents, the higher the risk of providing an instrumental help by them was. - Abstract
The majority of countries, including Poland, face a phenomenon of population ageing. Therefore, providing care for elderly persons becomes a crucial challenge for the societies. A decline in the care-giving potential of families and the rapid increase of numbers of seniors create a need for development of institutional assistance for the elderly. The population of seniors is heterogeneous. Thus, there are different reasons for providing public assistance, and different paths of accessing institutional assistance. The aim of the article is to present the family status of seniors, who wait for a place in a residential care, and their non-familial, informal support networks. To achieve this objective we conduct a survey among 221 social workers who assist seniors and their families through the admittance process for residential care in Łódź - a city with advanced ageing (22.3% of people aged 60+). A significant part of the activities undertaken so far under the senior policy, also at the local level, have been focused on seniors’ social (physical and educational) activation. The growing number of the oldest seniors, with limited independence, living alone in single‑person households, away from their families, will force the policy priorities to be reoriented in such a way as to develop efforts to provide different types of support and care for older citizens. The results of research carried out by different researchers confirm that the system of care for seniors with independence restrictions, based mainly on the family members support, is no longer applicable. However, finding a good solution in new conditions will be extremely difficult. First of all, due to the seniors’ preferences (the desire to spend old age in their own home, in familiar surroundings), social conditions and family relationships (singularization in old age, loosening family and social relationships, transferring social relationships into the virtual sphere inaccessible for many seniors), labor market situation (staff deficit in the care system) and public finances (the need to rationalize the growing public expenditure related to the provision of health and care services). The aim of the article is to present selected aspects of seniors’ care system organization in Poland in local territorial units’ perspective. In the article author presents the results of literature analysis of seniors’ care system in Poland, discusses the results of an interview conducted among the seniors of one of the Pomeranian communes regarding availability of care from the closest family members, as well as proposes the concept of organizing the local care system for seniors.

- Abstract
The article presents the diagnosis of trends in health care sector personnel in Poland, particularly physicians and nurses, and projections of the future personnel taking into account population ageing. The article is based on the NEUJOBS project research performed within the European Commission 7th Framework Programme. The analysis and projections use quantitative data: administrative, Eurostat data and GUS survey results. The density of employment of the health personnel per 1000 inhabitants is lower in Poland than in other EU-countries. In the future the demand for the medical personnel will be growing due to the increased needs for health care and ageing. The projections show that shortages of personnel will be faced by hospitals, particularly for specializations related to treatment of chronic diseases, while this is not the case in primary care. The size of the demand for medical personnel will be subjected to increase in technical efficiency of hospitals. [ABSTRACT FROM AUTHOR]

Poland – like many other countries – faces the necessity of undertaking actions that encourage extending working life. Despite a significant improvement, the economic activity of Poles aged 50+, especially women, still is the lowest in Europe. The aim of the study is the assessment of the individual factors of extending working life in Poland. The study was conducted on the basis of Eurostat and GUS data, as well as the individual data set of Social Diagnosis 2015. In the statistical analysis logistic regression was used. The results confirm, that among the most important determinants of extending working life, human capital of workers takes the significant place. Both the health condition as well as the level of education and competencies extended the chances of delaying retirement.

The ageing of populations is a currently global process which occurs in almost all regions of the world, although it is uneven in different countries. Doubtlessly, the changes in demographic behaviours observed at present contribute to the growing thereof, yet the process itself started much earlier. The work analyses statistical data and confirms that the most intense demographic ageing has been occurring for half a century in Europe. However, it needs to be mentioned that the dynamics of population ageing in Europe ever since the 1990s has been lower than in Central and South America or Asia which signifies the spreading of this phenomenon onto other continents. The main purpose of this work was to present the spatial diversity of population ageing in the world, sorted by continents and countries.

- Abstract
Background: Demographic projections indicate an inevitable intensification of the population ageing process. This situation causes significant challenges for employers due to the shrinking and ageing of the workforce. Workplace health promotion, adjusted to the needs and expectations of employees in different age groups, is one of the tools of preventing and minimizing the consequences of this demographic process. In Poland there is a lack of research showing employers' attitudes towards the demographic crisis, health promotion as a way of coping with the implications of ageing or the implementation of health promotion tailored to the specificity of younger and older employees. In addition, there is hardly any information on whether these issues are differentiated by the size and financial situation of enterprises. Therefore, the paper is aimed at filling in these knowledge gaps., Material and Methods: A national representative study of 1000 companies employing ≥50 people was conducted (October-November 2017), in a form of standardized computer-assisted personal interviews., Results: There is a low awareness of the discussed demographic process (8% of the enterprises surveyed declare experiencing its consequences). Most organizations do not prepare themselves for facing the future challenges of ageing (only one-fifth discuss this topic during management meetings), nor do they respond to the first symptoms of this process (only one-fourth react to the observed consequences of demographic changes, and every second organization tends to finish its cooperation with employees once they attain the retirement age). The size and financial situation do not differentiate many issues analyzed in the study., Conclusions: It is necessary to make employers aware of the inevitability of population ageing and its implications for enterprises, shaping their skills in effective preventive/remedial actions (including health promotion) and supporting them in such implementations. The development of the biomedical sciences is inextricably bound up with the need to conduct research aimed not only at discovering new methods of diagnosis, treatment and care, but also at verifying and monitoring the effectiveness of the currently applicable procedural rules. Due to the aging population with a concomitant increase in the number of people suffering from dementia disorders such persons may become a larger and larger group taking part in a variety of studies. It is indispensable to include patients suffering from dementia disorders in research; yet, this means providing them with a specific protection due to a risk of doing harm to them. The study is aimed at discussing some ethical issues related to the participation of people suffering from dementia disorders in research. Nursing Topics 2015; 23 (1): 274–278

To achieve this objective we conduct a survey among 221 social workers who assist seniors and their families through the admittance process for residential care in Łódź – a city with advanced ageing (22.3% of people aged 60+).

The migration has additional impact on ageing in some countries. The ageing of population means many new challenges in the field of economy and society. The quality of life of older people and the entire population as well depends on how countries will meet these challenges and how societies will adapt to the changing demographic conditions. Longer life can mean activity, health and participation, but it depends on properly planned activities in many areas of social and economic life. The phenomenon of ageing and the consequences associated with them are extremely complex and multilateral issues. The presented article focuses on the comparision of the process of ageing in different continents and countries, particularly in Poland. Ostatnie stulecie to okres głębokich, demograficznych zmian w Polsce. Increase in numbers and proportions of the elderly is related to numerous social, political, and economic consequences. As result population ageing could be treated both as a threaten and as a challenge to a society. The attention of the author is focused on arguments used by proponents of the mentioned approaches to the process of population ageing. A crucial argument against the first approach is – according to the author – a hidden and erroneous assumption about invariability when speaking about how age affect the health status and ability and propensity to work.

The population ageing process is characterized by two stages. At the second stage a share of the oldest old (people aged 80 years and more) increases very rapidly bringing challenges to social policy actors and to all society. The European population is now very differentiated by share of the oldest old. The EU countries are now more advanced in the second stage of population ageing in comparison to the candidate countries, but in the next five decades it will change due to limitation of fertility in Central and Eastern European countries. In the future in 2050 – according to the UN population projections (medium variant) – 15% share of the oldest old is expected in the most advanced regions. The mentioned population of the oldest old will be feminized and getriatrized (proportion of people aged 85 years and more is expected to increase significantly).
