Globalization has forced companies to rethink their strategic positioning in the markets, specially as to their activities and organizational structure. Identifying main and support activities has become increasingly important to enhance organizations competitiveness in the present conditions. The objective of this article is to propose a model to aid in decision-making on whether outsourcing or not cargo transportation boats maintenance, based on a multiattribute analysis method. This study is a qualitative research, using case study. The paper includes a bibliographic review, a decision-aid model proposal and the practical experimentation of the model in real conditions. The proposed decision-aid model is applied to a cargo boat transportation company of Rio Grande do Sul state, in the south of Brazil. The paper shows that the model helps in structuring the problem, evidencing the different perceptions of decision-makers. [ABSTRACT FROM AUTHOR]

The purpose of this paper is to identify the main criteria considered in supplier selection, the main methods used and sub-problems in a multicriteria context. The tasks of identifying the best suppliers of new products or services or even for evaluating the performance of an existing supplier is essential to supply chain management (SCM). In order to perform these tasks properly, and considering the multicriteria nature of supplier selection, it is necessary to include an approach using aggregation of criteria, primarily chosen depending on the objectives of the decision, types of criteria to be used and the rationality of the decision maker. In order to achieve this objective this research used a systematic literature review of articles published in ISI Web of Knowledge and Scopus for the period 2001- 2012 following the protocol proposed by Cronin, Ryan and Coughlan (2008). In addition to synthesizing knowledge about the subject, the article highlights the key criteria, methods and sub-problems of selection of suppliers, contributing by identifying the aspects that should be developed in future studies. The purpose of this paper is to propose a multi-criteria model applied to issues of regulation in privatized port areas with focus on prioritization of areas for purposes of investment distribution in lease issues. The multicriteria decision analysis (MCDA) method was used for modeling, since the problem is multidisciplinary, involves socioeconomic, environmental, and political judgments involves a larger number of actors, has many interest groups with conflicting goals, and requires compromise to reach a solution. The modeling was assisted by technicians and managers involved in the regulation of National Agency for Waterway Transportation (Agência Nacional de Transportes Aquaviários [ANTAQ]) as well as by researchers specializing in the topic. The model was built using a combination of the Analytic Hierarchy Process (AHP) with standardization procedures, which resulted in a rating system for port areas according to their own scales of attractiveness. The initial application considered a hypothetical situation with five areas available for lease. At the end of the process the technicians involved in regulation could instantly identify the impact choices have on area's final rankings and the corresponding portion of the investment appropriate for leasing. Over the past two decades, intellectual capital (IC) has emerged as a crucial factor for corporate competitiveness. In this context, the management of IC has received considerable attention in the literature by means of approaches to its evaluation. Recognizing the validity of such approaches, Schnorrenberger (2005) and Ensslin and Dutra (2007) point out their main limitation regarding their incapacity to simultaneously attend to the three stages of IC management, namely, identification, evaluation, and recommendation for improvement. The objective of the present paper -- of an exploratory nature -- is to construct a model for IC evaluation that includes its management utilizing the multicriteria methodology for decision aid -- constructivist (MCDA-C). It is argued that the model accomplished the task of identifying the 57 elements comprising the IC in the organization investigated, evaluating and integrating all elements, providing a global view of the performance and identifying the elements of knowledge as the main elements responsible for the noncompetitive performance of the organization. Auctions are secular institutions used in commercial relationships between individuals and organizations. They provide great flexibility to the purchasing process, increasing negotiations possibilities for buyers and sellers. They have been used successfully in the Internet, on an increasing basis both in B2B and G2B electronic commerce, mostly through reverse auctions. However, its one-dimensional view reduces negotiation to lower price practices and may occasionally produce undesirable results. In this paper, we propose a multi-criteria decision-making approach, based on Multi-attribute Utility Theory, as an alternative for the adoption of multi-attribute reverse auctions, adding value to Brazilian Public Buying Organizations. Coordenação de Aperfeiçoamento de Pessoal de Nível Superior (CAPES) Manter o sistema de saneamento em funcionamento é de vital importância. A realização de manutenção é uma forma de manter o sistema em funcionamento e garantir que o serviço atenda aos clientes. Mas a tarefa de integrar todos os aspectos importantes que envolvem a decisão de priorização de manutenção é dificultosa e demanda por um método que auxilie no processo de tomada decisão. Para atender essa demanda, o presente trabalho objetiva propor um modelo multicritério híbrido de apoio a tomada de decisão para priorizar atividades de manutenção corretiva em uma empresa de saneamento. Para isso foi realizada uma análise do processo de tomada de decisão, definido os critérios relevantes de priorização de manutenções corretivas, o método SWARA foi utilizando para determinar os pesos dos critérios de priorização a partir da opinião dos decisores, e foi proposto um modelo multicritério de apoio a tomada de decisão utilizando fuzzy TOPSIS para priorizar as alternativas. Os resultados definiram a utilização de sete critérios, mostrando o atendimento ao cliente como critério mais importante. O modelo se apresentou flexível e útil para a resolução do problema, atendendo às necessidades da empresa com a resposta de um ranqueamento confiável que auxilia a tomada de decisão. It is of vital importance to keeping the sanitation system working. Performing maintenance is a way of keeping the system running and ensuring that the service reaches the customers. But the task of integrating all the important aspects surrounding the maintenance prioritization decision is difficult and demands a method that assists in the decision-making process. To meet this demand, this paper aims to propose a hybrid multicriteria decision support model to prioritize corrective maintenance activities in a sanitation company. For this, an analysis of the decisionmaking process was carried out, the corrective maintenance prioritization criteria were defined, the SWARA method was used to determine the weights of the prioritization criteria from the decision-makers' opinion, and a multicriteria decision support model was proposed using fuzzy TOPSIS to prioritize alternatives. The results defined the use of seven criteria, showing customer service as the most important criteria. The model proved to be flexible and useful for solving the problem, meeting the needs of the company with the response of a reliable ranking that helps decision making.

Orientador: Alessandro Lucas da Silva Dissertação (mestrado) - Universidade Estadual de Campinas, Faculdade de Ciências Aplicadas Resumo: O cenário econômico vivido nos últimos anos tem impulsionado as organizações a buscarem diferentes soluções para se sustentar, tornando as metodologias que suportam a melhoria contínua de resultados cada vez mais populares nas agendas das empresas. A melhoria contínua pode ser definida como cultura voltada para melhorias sustentáveis, com foco na eliminação de desperdícios em todos os processos e sistemas organizacionais. Uma das metodologias existentes para criar uma cultura de melhoria contínua é o Lean Manufacturing,sendo que uma parte do seu sucesso está atrelada a seleção e aplicação correta das ferramentas Lean de acordo com o desperdício que se deseja atacar. O objetivo deste trabalho é propor uma sistema de apoio a seleção de ferramentas relacionadas ao Lean de acordo com os desperdícios que se deseja eliminar, no âmbito de melhoria contínua, aplicado ao setor de bebidas. Dentre os desperdícios Lean, o trabalho focará nos sete clássicos da literatura: produção em excesso, espera, movimentação, processamento inadequado, estoque, trasporte e defeitos. As ferramentas ligadas ao Lean consideradas neste trabalho são: Value Stream Mapping, Single Minute Exchange of Die, Kanban, 5S, Andon, Poka Yoke, Trabalho Padronizado, Process Activity Mapping, Supply Chain Response Matrix e Quality Filter Mapping. Para propor a sistemática de seleção das ferramentas, será utilizado um método de apoio à decisão multicritério (MCDA), uma vez que o problema envolve uma conjunto discreto de alternativas (ferramentas), que precisam ser avaliadas por um conjunto de critérios (os desperdícios). O método escolhido para resolução é o PROMETHEE, que pertence à família de métodos de Outranking dentro da teoria de MCDA. A sistemática proposta foi aplicada em um estudo de caso: foram selecionados três projetos de melhoria contínua desenvolvidos na parte fabril de uma empresa de médio porte do setor de bebidas no estado de São Paulo. As informações sobre os projetos foram obtidas a partir de descritivos de projetos disponibilizados pela empresa e os projetos foram selecionados de acordo com a três critérios: foram desenvolvidos na área de manufatura, traziam de forma clara os desperdícios identificados e discorriam sobre as ferramentas utilizadas para eliminá-los. O modelo aplicado ao cenários destes três projetos trouxe resultados alinhados com a realidade, indicando que a estrutura criada e o método de resolução de modelo são adequados para a indicar quais ferramentas relacionadas ao Lean são mais adequadas para aplicação em projetos de melhoria contínua, considerando os desperdícios identificados. Oportunidades de expandir os estudo estão na aplicação do modelo em outras indústrias, incluir outros desperdícios e outras ferramentas, e explorar outras formas de atribuir valores aos pares ferramenta-desperdício e ponderar os critérios Abstract: The economic scenario experienced in recent years has encouraged organizations to seek different solutions to support themselves, making methodologies that support the continuous improvement of increasingly popular results in companies' agendas. Continuous improvement can be defined as a culture focused on sustainable improvements, with a focus on eliminating waste in all organizational processes and systems. One of the existing methodologies to create a culture of continuous improvement is Lean Manufacturing, and a part of its success is tied to the selection and correct application of the Lean tools according to the waste that one wants to attack. The objective of this work is to propose a system for selection of Lean tools according to the wastes that one wishes to eliminate, within the scope of continuous improvement, applied to the beverage sector. Within Lean wastes, the paper will focus on the seven classics of literature: overproduction, waiting, handling, improper processing, inventory, transportation, and defects. The Lean tools considered in this work are Value Stream Mapping, Single Minute Exchange of Die, Kanban, 5S, Andon, Poka Yoke, Standardized Work, Process Activity Mapping, Supply Chain Response Matrix and Quality Filter Mapping. In order to propose the systematic selection of tools, a multicriteria decision support method (MCDA) will be used, since the problem involves a discrete set of alternatives (Lean tools), which need to be evaluated by a set of criteria (waste). The method chosen for resolution is PROMETHEE, which belongs to the family of Outranking methods within the MCDA theory. The systematic proposal was applied in a case study: three continuous improvement projects developed in the manufacturing department of a medium-sized beverage company in the state of São Paulo were selected. The information about the projects was obtained from projects' repots made available by the company and the projects were selected according to three criteria: they were developed in the manufacturing department, they clearly showed the wastes identified and discussed the tools used to eliminate them. The model applied to the scenarios of these three projects brought results in line with reality, indicating that the structure created and the model resolution method are effective in indicating which Lean-related tools are more suitable for application in continuous improvement projects, considering the identified wastes. Apesar da significativa representatividade do setor da construção civil na economia, o gerenciamento dos resíduos sólidos gerados pelo setor ainda é um desafio na maioria dos municípios brasileiros. Os resíduos da construção civil (RCC) são gerados nas atividades relacionadas à construção, comércio e indústria de materiais da construção civil. Estes resíduos quando não recebem tratamento e destinação adequados além de causarem impactos ambientais, afetam direta ou indiretamente a saúde, segurança e o bem estar da população, interferindo nas atividades sociais e econômicas e na qualidade dos recursos ambientais. Neste contexto, a logística reversa é vista como alternativa para gestão adequada dos resíduos, quando bem planejada e executada. A logística reversa está prevista na Lei no 12.305/2010, que trata sobre a Política Nacional dos Resíduos Sólidos (PNRS). No entanto, a implantação da logística reversa ainda é um desafio para alguns setores devido às dificuldades inerentes a este sistema e a falta de informações quanto à operacionalização e regulamentação. Tendo em vista esta dificuldade, este trabalho tem como objetivo avaliar o potencial de aplicação dos preceitos da logística reversa ao setor da construção civil na cidade de Curitiba e propor um modelo conceitual, destacando as responsabilidades dos principais participantes da cadeia produtiva da construção civil. Na primeira etapa da pesquisa, profissionais da construção civil foram selecionados para responder, com auxílio da técnica Delphi, um questionário, elaborado com base na revisão da literatura, a fim de selecionar critérios relevantes para compor o sistema de logística reversa no setor da construção civil. Na primeira rodada Delphi os profissionais opinaram sobre a relevância dos critérios escolhidos para compor o sistema de logística reversa e na segunda rodada foi realizada a análise multicritério com auxílio do Processo de Análise Hierárquica (AHP) a fim de ponderar e hierarquizar os critérios selecionados. Os resultados foram analisados na ferramenta BPMS AHP Excel e exportados por meio de gráficos. Nesta etapa da pesquisa foi demonstrado que a aplicação do questionário Delphi em conjunto com o AHP auxilia a tomada de decisão dos agentes da cadeia produtiva da construção civil. Os resultados apontam a importância da relação colaborativa entre clientes e fornecedores na devolução materiais e as possíveis barreiras que podem dificultar a operacionalização do sistema de logística reversa no setor da construção civil como a falta de apoio do governo, conscientização da população e baixo incentivo para reutilização de RCC. Na etapa da idealização e elaboração do modelo conceitual, com o auxílio da ferramenta Free Mind, foi possível destacar o potencial de aplicação dos preceitos da logística reversa entre os principais agentes da cadeia produtiva da construção civil em Curitiba. O modelo proposto auxilia na compreensão do fluxo de materiais no sistema de logística reversa e as responsabilidades de cada prestador de serviço, na execução das atividades relacionadas à construção civil, incluindo o gerenciamento dos RCC, além do cumprimento da PNRS e minimização dos impactos ambientais. Despite the significant representativeness of the construction sector in the economy, the management of solid waste generated by the sector is still a challenge in most Brazilian municipalities. Construction and Demoliton Waste (CDW) is generated in activities related to the construction, trade and construction materials industry. The CDW when not properly treated and destined besides causing environmental impacts can affect directly or indirectly the health, safety and welfare of the population, interfering in social and economic activities and the quality of environmental resources. In this context, reverse logistics is seen as one of the alternatives for proper waste management, when well planned and executed. Reverse logistics is provided for in Law 12.305/2010, which deals with the National Policy on Solid Waste (NPSW). However, the implementation of reverse logistics is still a challenge for some sectors due to the difficulties inherent in this system and the lack of information regarding operationalization and regulation. In view of this difficulty, this paper aims to evaluate the potential of applying the reverse logistics precepts to the civil construction sector in the city of Curitiba and to propose a conceptual model, highlighting the responsibilities of the main participants in the civil construction production chain. In the first stage of the research, professionals of construction industry were selected to answer, with the help of the Delphi technique, a questionnaire elaborated based on the literature review, in order to select relevant criteria to compose a reverse logistics system to the civil construction sector. In the first round of Delphi, the participants decided on the relevance of the criteria chosen to compose the reverse logistics system and in the second round a multicriteria analysis was carried out with the aid of Analytic Hierarchy Process (AHP) in order to weight and hierarchize the criteria selected. The results were analyzed in the BPMS AHP Excel tool and exported through graphs. In this stage of the research it was demonstrated that the application of Delphi questionnaire in conjunction with the AHP helps the decision making of the agents of the civil construction productive chain. The results point out the importance of the collaborative relationship between customers and suppliers in the return of materials and possible barriers that may hinder the operation of the reverse logistics system in the construction sector, such as a lack of government support, population awareness and a low incentive to CDW reuse. In the stage of idealization and elaboration of the conceptual model, with Free Mind tool, it was possible to highlight the potential of applying the reverse logistics precepts among the main agents of the civil construction production chain in Curitiba. The proposed model assists in understanding the flow of materials in the reverse logistics system and the responsibilities of each service provider in the execution of activities related to civil construction, including the management of CDW, besides compliance with NPSW and minimization of environmental impacts.
