This paper discusses the importance of government and economic institutions in dealing with economic shocks such as the COVID-19. In attempting to deal with this massive health, social and economic upheaval, governments around the world have been using a variety of social and economic policies. These policies have two aims. First, to reduce the spread of the virus and second to mitigate the economy wide damage that the spread of the virus is causing. The paper describes the initial economic impact of the virus worldwide and on the Australian economy. It also argues that unless a rapid response is made, the likelihood of a world depression is high. The analysis focuses on the importance of government institutions in respond-ing to major economic shocks. It showcases the work of the Treasury of Australia as a model of best practice for the development of economic policies designed to respond to extreme events. The paper concludes by providing a set of economy wide policy responses to tackle the current economic shocks.

16. Do institutions matter for agri-food imports and exports between China and Africa? A gravity model analysis

This paper aims to study the role of institutional quality on agri-food trade (import and export) between China and 48 African countries during the 2001-2021 period. The gravity model of trade was employed by estimating the Generalised Least Square (GLS) and the Poisson Pseudo-Maximum Likelihood (PPML) estimators, which include zero trade flows for panel data. The main results show that voice and accountability, control of corruption, and the rule of law all enhance agri-food trade flows. While political instability encourages agri-food exports to China. In addition, the economic size of China, the trade cost (distance), and the population of African countries also encourage agri-food trade between China and African economies. Moreover, access to the sea, exchange rate policy, and the economic size of African nations deplete China’s agri-food imports from Africa. We showed the mechanism through which each institutional variable affects China’s agri-food trade flows to African nations.

- Abstract
This paper identifies in the treatment of the evolutionary aspect of institutions and in the feedback relationship between them and individuals in a social order the first common root between the old institutional economics and the social theory of F. A. Hayek. From this, approximations are identified in other basic concepts, such as ideas of value and equilibrium. The possibilities for identifying common roots are expanded when some key authors of the old institutional economics are approached in a more specific way. The conclusion is that the institutionalist tradition of John Commons is the most adequate for the establishment of a subjectively grounded root for the explanation of the procedural aspect of the social system in a similar way to Hayek's theory. This paper provides a retrospective analysis of the impact of trust in institutions in Brazil during the initial wave of Covid-19 on distress symptoms. Capturing data from 571 respondents across all five Brazilian regions during the crucial period of April-May 2021, the study examines the relationship between institutional trust and public health outcomes at the pandemic's onset. Our findings reveal four distinct trust-based groups, reflecting the multifaceted nature of trust amidst the political and misinformation crisis of the time. Notably, our data contradicts the expected norm: the group with the lowest trust in institutions reported fewer distress symptoms, a paradox possibly rooted in a negationist attitude linked to anti-establishment sentiments and the misinformation crisis. In a contemporary context, this study provides historical insights into the dynamics of the pandemic's early days and also offers a reflection point for understanding the long-term implications of institutional trust on public health, especially in times of crisis.

Is there compatibility between Nelson's 'Social Technology' and Hodgson's 'Veblenian Causality'? This paper aims to discuss the role and the relationship among the concept of institutions and the economic growth process, through the Neo- Schumpeterian and Institutionalist approaches. Both of them constitute a new research agenda differentiated and opposite to the mainstream. In the first part of the paper we discuss the research agenda proposed by Richard Nelson who emphasizes the necessity to unpack the institution concept throughout the social technology notion. In the second part we discuss Geoffrey Hodgson's contribution that suggests inserting this process in an evolutionary perspective, which has in habits, norms and social behavior his major characteristic. From our personal experiences, which we lived as researchers on the streets in Bogotá, Colombia, this paper studies the consequences of constructing a stray ethnography as a result of understanding the "street" based on people who have lived it. Moreover, we propose that the street is an analytic concept in the social sciences, characterized for being multi-located, multi-temporal and polyphonic. The aim of this research paper is to present the dilemmas involved in the efforts to define federalism. The paper's approach ranges from the most basic references on the meaning of federalism to some attempts that seek to determine the concepts in a more meticulous way. Once a general framework of aspects has been established for the definition of federalism, we will try to demonstrate that, even so, when approaching different realities arising from this structure, there still remains a problem of definition. In order to illustrate the persistence of this conceptual indefinition, we will refer to concrete cases whose specific features may help to show the dilemmas involved in the efforts to suggest a concept of federalism. We seek to argue that the formalistic approaches, which focus on the features of institutions, might run the risk of taking wrong decisions. The specific type of current federalism depends on how its institutions overlap with specific political contexts. Therefore, the specific types of federate institutions relate to other political variables, amounting to different redundant results. Furthermore, the institutions are activated by specific political processes. The form in which the political power is distributed in a given political system depends partly on the characteristics of its institutions, but also depends on the form the political game theory is processed. Este artigo analisa a evolução do sistema de livre provimento de cargos da burocracia pública brasileira. Por um lado, a literatura sobre ocupação de cargos na burocracia associa a alocação dos postos ao presidencialismo de coalizão. Por outro, essa literatura também aponta iniciativas de profissionalização da burocracia e de fortalecimento das carreiras estatais. Nesse contexto, os dilemas presidenciais consistem na escolha entre buscar o apoio da coalizão mediante a nomeação de correligionários e controlar as políticas nomeando indivíduos alinhados às suas preferências. Neste artigo, teorias sobre mudança institucional são o principal marco teórico ao analisar a evolução das regras de nomeações a cargos públicos e seus impactos em características relacionadas aos perfis dos nomeados. Mediante estudo de caso sobre o Brasil, verifica-se a congruência entre as previsões teóricas e as evidências empíricas quanto à relação entre instituições e distribuição de cargos. A metodologia compreende revisão bibliográfica, análise documental e estatística descritiva. A pesquisa documental concentrou-se nas regras referentes a órgãos de controle da presidência da República e percentuais obrigatórios destinados a servidores de carreira. Os resultados mostram que as normas não são efetivas, uma vez que não foram cumpridas pelos órgãos da administração pública federal. Ademais, a quantidade de servidores de carreira ocupando cargos públicos já era alta antes do estabelecimento de percentuais obrigatórios. Já o papel dos órgãos de controle oscilou entre os diferentes mandatos. Apesar da centralização do poder presidencial, há evidências de que os dirigentes públicos detêm certa margem de liberdade na formação de suas equipes e que requisitos estabelecidos por lei foram descumpridos. Dessa forma, as conclusões reforçam a necessidade de incluir instituições informais nas próximas análises. Além de promover uma descrição contextual da realidade brasileira, este artigo contribui ao teste e à construção de teorias sobre a relação entre instituições e distribuição de cargos públicos. Abstract This paper analyses the development of the discretionary system of bureaucratic positions in Brazil. On the one hand, the research literature relates the allocation of public offices to the coalitional presidential system. On the other hand, this literature pointed out initiatives aiming to professionalise the bureaucracy and strengthen state careers. In this context, the presidential dilemmas refer to choosing between seeking support from the coalition by appointing party members and controlling public policies by nominating individuals aligned with the president’s preferences. In this article, theories of institutional change are the main theoretical framework for analysing the progression of rules on appointments to public offices and their impacts on the portraits of nominees. Through a case study of Brazil, the paper assesses the congruence between theoretical predictions and empirical evidence regarding the relationship between institutions and the distribution of public sector posts. The methodology comprises bibliographic research, documental analysis, and descriptive statistics. The documentary search concentrated on the rules regarding the presidential coordination bodies and compulsory percentages of appointed career civil servants. The results demonstrated that the laws were not effective as federal public bodies did not comply with the rules. Furthermore, the quantity of career civil servants in discretionary public offices was already high before the establishment of compulsory percentages. The role of coordination bodies varied across the different administrations. Despite the centralisation of presidential power, evidence points out that public managers are partially free to choose their staff and only sometimes comply with the legal requirements. Thus, the conclusions reinforce the need to include informal institutions in further analysis. Besides promoting a contextual description of Brazil, the paper contributes to theory-testing and theory-building on the relationship between institutions and the distribution of public offices. Resumen El artículo analiza la evolución del sistema discrecional de cargos públicos en Brasil. Por un lado, la literatura sobre nombramientos políticos relaciona la distribución de posiciones con el presidencialismo de coalición brasileño. Por otro, estudios resaltaron la presencia de iniciativas de profesionalización de la burocracia y de fortalecimiento de las funciones estatales. Los dilemas del presidente consisten en elegir entre alcanzar el apoyo de la coalición con el nombramiento de partidarios y controlar las políticas con personas de su confianza. Las teorías sobre cambio institucional son el principal marco teórico en el análisis de la evolución de las reglas de nombramientos a cargos públicos y sus impactos sobre los perfiles de los funcionarios. Por medio de un estudio de caso sobre Brasil, el artículo investiga la congruencia entre las predicciones teóricas y las evidencias empíricas sobre la relación entre instituciones y la distribución de cargos públicos. La metodología incluye la investigación bibliográfica, el análisis documental y la estadística descriptiva. El análisis documental se concentró en las reglas sobre los órganos de coordinación de la presidencia y la cantidad de cargos para funcionarios de carrera. Los resultados muestran que las leyes no son efectivas porque los organismos públicos no respetaran las reglas. Además, la cantidad de funcionarios de carrera era alta antes de las normas. El rol de los organismos de coordinación de la presidencia cambió entre los mandatos presidenciales. A pesar de la centralización del poder por parte del presidente, la evidencia muestra que los dirigentes gubernamentales tienen libertad para elegir su equipo y no respetan totalmente las normas. Así, las conclusiones enfatizan la necesidad de incluir las instituciones informales en análisis futuros. This paper intends to make a reflection and analysis of the impact of theoretical and methodological frameworks of reference on different neo-institutional approaches in social policy. The paper questions the functionality and continuity of the institutions that are responsible for the functions of designing and implementing programs of social policy, given the profound changes on the environment of economic globalization processes. The method used primarily focuses on critical analysis and reflection. It is concluded that the institutions of welfare and social security must develop the technological, organizational and administrative skills to create and maintain institutional effects that go beyond being conductive to efficiency, effectiveness and equitable development.

The main objective of this perspective paper is to analyze the role of the judiciary in resolving conflicts between cattle raisers and meatpacking firms in Brazil. Looking at the transaction for the acquisition of cattle for slaughter in the state of Mato Grosso do Sul (the central-western region of Brazil), the analysis encompasses three steps. First, the authors describe the transaction pattern between cattle raisers and meatpacking firms, identifying a guarantee vacuum within the supply chain. Secondly, the authors present evidence that the guarantee vacuum may give rise to legal conflicts of non-payment, which are indeed prevalent in disputes that reach the courts. Finally, the role of the judiciary in resolving these conflicts is investigated. Results suggest that, on average, producers have little confidence in the legal system, indicating the potential function that informal mechanisms may play in the supply chain. The paper concludes by suggesting some implications for public and private strategies.El principal objetivo en este estudio es examinar el papel del poder judicial en la resolución de conflictos entre ganaderos y la industria frigorífica en Brasil. Para ello, se investiga la compra de ganado para matadero en el estado de Mato Grosso do Sul (centro oeste de Brasil) en tres etapas. Inicialmente, se describe el patrón de las transacciones entre los ganaderos y la industria frigorífica, lo que permite identificar un vacío de garantías a lo largo de la cadena de suministro. A continuación, se presentan evidencias de que dicho vacío de garantías puede dar lugar a conflictos legales relativos a falta de pago, lo que es, efectivamente, el tema predominante en el poder judicial. Finalmente, se investiga el papel del poder judicial en la resolución de dichos conflictos. Los resultados sugieren que los productores tienen, en general, poca confianza en el sistema legal, lo que indica un posible papel que mecanismos informales juegan en este sistema agroindustrial. Se concluye el estudio con sugerencias de estrategias públicas y privadas.A pesquisa apresentada neste artigo tem por principal objetivo analisar o papel do Judiciário na solução de conflitos entre os pecuaristas e a indústria frigorífica no Brasil. Para tanto, investiga-se a aquisição de gado para abate no estado de Mato Grosso do Sul (Centro-Oeste do Brasil), em três etapas. Inicialmente, descreve-se o padrão da transação entre os pecuaristas e a indústria frigorífica, identificando um vácuo de garantias ao longo da cadeia de suprimentos. Em sequência, apresentam-se evidências de que esse vácuo de garantias pode dar margem a conflitos legais de não pagamento, o que, de fato, é a questão prevalente no Judiciário. Is there compatibility between Nelson's 'Social Technology' and Hodgson's 'Veblenian Causality'? This paper aims to discuss the role and the relationship among the concept of institutions and the economic growth process, through the Neo-Schumpeterian and Institutionalist approaches. Both of them constitute a new research agenda differentiated and opposite to the mainstream. In the first part of the paper we discuss the research agenda proposed by Richard Nelson who emphasizes the necessity to unpack the institution concept throughout the social technology notion. In the second part we discuss Geoffrey Hodgson's contribution that suggests inserting this process in an evolutionary perspective, which has in habits, norms and social behavior his major characteristic.

This paper seeks to explain the increase in the level of Colombian Central Government debt as a result of the change in the rules that restrict the decisions of fiscal policy –i.e. fiscal constitution- involved in the new Constitution. The paper assumes that the Government is an agent that weighs the costs and benefits of its decisions in a context of political and economic institutions. First, the main changes in the rules that apply to the financing alternatives for government spending, different from debt, are shown.Then, the main changes to the rules regarding the creation of debt. Lastly, it concludes that the change in the fiscal situation of the Government is an outcome of the reduction of the relative price of debt compared with other financing options.

Established in 1970, the International Association of Labour History Institutions (IALHI) is an international network of libraries, archives, museums, and research centres from five continents. The foundation of the IALHI as a coordination space between institutions from different (European) countries expressed historiographical concerns and, more specifically, ‘technical’ issues linked to the need to exchange bibliographic and archival information. Its initial scope was reduced, both in geographical and ideological terms, being limited to certain Western European countries and institutions related to the social democratic movement. This demarcation became more blurred over the years, as institutions from different geographical, institutional and ideological backgrounds joined the association. The aim of this paper is to characterise the IALHI and its activities against the background of the history of institutions, archives and libraries dedicated to the history of the labour and its international relations.

Mestrado em Desenvolvimento e Cooperação Internacional O desenvolvimento é um termo com diferentes dimensões e interpretações, sem um significado único. Normalmente, quando se fala no desenvolvimento, a abordagem fica limitada apenas ao crescimento económico. Contudo, o desenvolvimento é uma visão muito mais ampla que inclui outros aspetos importantes também como distribuição do rendimento, bem-estar social, assim como alteração de instituições formais ou informais que permitem maior inclusão social, significando oportunidades. Este trabalho analisa a relação que existe entre o desenvolvimento económico e social, tomando a Índia como um estudo de caso. Dentro da Índia, este trabalho foca-se no Estado de Uttar Pardesh de forma exemplificativa e a partir daí será feita uma análise como o boom económico da Índia iniciado em 1991 beneficiou ou não a sociedade indiana em geral e, em particular, a de Uttar Pardesh. O papel das instituições, formais e informais, é discutido ao longo deste trabalho, uma vez que têm um papel fundamental na alteração de normas sociais e na eficácia das políticas económicas. Contudo, o conflito interinstitucional, isto é, falta de coerência entre instituições formais e informais, leva muitas vezes ao insucesso da visão desenvolvimentista do Estado, algo que é muito evidente na Índia, particularmente no caso de Uttar Pardesh. Development is a term with different dimensions and interpretations, without having a single meaning. Typically, whenever the development issue is discussed, the approach is limited only to economic growth. However, development is a much broader concept which includes other important aspects as well, such as income distribution, social welfare, as well as changes in formal or informal institutions that allow greater social inclusion, meaning opportunities. This paper examines the relationship between economic and social development, taking India as a test case. Within India, this paper focuses on the state of Uttar Pardesh in an exemplary way and thereafter an analysis will be made of how India's economic boom started in 1991 benefited or not Indian society generally, and particularly that of Uttar Pardesh. The role of institutions, both formal and informal, is discussed throughout this work, since they have a fundamental role in changing social norms and in the effectiveness of economic policies. However, the interinstitutional conflict, that is, a lack of coherence between formal and informal institutions, often leads to the failure of the developmentalist view, something that is very evident in India, particularly in the case of Uttar Pardesh. info:eu-repo/semantics/publishedVersion

China’s farmland tenure, characterised by a household responsibility system (HRS) and collective landownership, has contributed to the continuation of poverty and natural resource deterioration in semiarid regions. Incongruent with local ecological, social and political conditions, the HRS has been linked to rising social and political tensions. Drawing on ethnographic research in Guyuan County, North China, this paper provides peasants’ experiences of and views on the land issue and examines the linkages between land tenure, poverty and the governance of natural resources””grassland, forest land, farmland and water. It shows that an appropriate land tenure system can only be achieved if the fragmentation and individualization of the HRS are reformed through an innovative institutional design. The paper also contributes to a critical understanding of China’s agrarian reform by articulating the need for land tenure diversity serving the overall goal of sustainable land use and management and shaping sound statepeasant relations.

Abstract Globally, policy environments have become increasingly more complex with the growth in the number of wicked problems, such as that posed by the COVID-19 pandemic. In their response to these problems, public administrations have, from necessity, become heavily reliant on their intergovernmental relations systems, as the challenges posed generally require multilevel responses. This paper analyzes the role of intergovernmental relations in shaping the responses of the BRICS countries when confronted with COVID-19. We develop an analytical framework to understand the dynamics of intergovernmental relations in these countries. Based on this we assess the capacity of the state and political systems to manage intergovernmental relations and ensure effective responses to the COVID-19 crisis. This framework is based on an analysis of three dimensions of the policy domain: the political and state system, formal and informal institutions, and the political alignment between them. Whilst state and political systems were found to be instrumental in formulating an immediate response to the crisis, informal institutions and political processes also played a prominent role in determining the extent to which strategies were implemented, particularly in countries that are more decentralized. Countries lacking the robust formal institutions needed to facilitate intergovernmental relations and to ensure swift policy responses, tend to deliver ineffective and inefficient results when confronted with wicked problems.

ABSTRACT This paper highlights the fact that neoclassical theory cannot explain the process of economic change. In an uncertain and ever-changing world, a theory based on static equilibrium models is of little help. Whereas we have placed the institutions at the centre of the understanding of economic systems, since they constitute their incentive structure. Thus, economic change is largely an intentional process created by individuals’ perceptions of the consequences of their actions. These perceptions, coming from the beliefs of individuals, combine with their preferences. In the end, a dynamic theory of economic change will not be built, but an attempt will be made to understand the link between institutions and economic growth, the process of change, and to develop assumptions, within its limits, capable of improving the human environment and economic results.

This work evaluates the role of institutions on per capita income levels (cross-section) and growth models (panel data). The cross-section results suggest that there is some evidence regarding the role of institutions since all the estimated coefficients are positive and statistically significant but there is evidence of weak instruments. The results from the panel growth models suggest that there is scarce evidence for the role of institutions in fostering long-run growth. In one word, there is no indication of an empirical consensus to claim that institutions have a primary role, meaning that institutions cause growth and difference in income levels.
