ABSTRACT This article is theoretical and presents the currency reform of June 20, 1948, which laid the basis for the reconstruction and rebirth of the West German economy after World War II. The authors analyze the conditions related to the need to carry out the reform, emphasizing the role and interests of the United States in this undertaking. It is widely believed that the reform gave rise to impressive economic growth, the so-called “economic miracle” that no one could have predicted before. A closer analysis, however, shows that the initial aim was not to pave the way for an economic miracle, but it was rather a meticulously prepared plan of action by the American superpower to strengthen its position in the world and limit the influence of the socialist idea. Therefore, this paper seeks to explore the hypothesis that the currency reform in post-WWII Germany was primarily aimed at securing American dominance and limiting Soviet influence.

This paper presents key findings from a qualitative-empirical research on prostitution governance that examined the professional habitus of governmental and nongovernmental frontline actors, such as police and public-order officers as well as social workers and employees of public-health services, in Germany. It has been carried out after fundamental changes within German prostitution policy. The paper focuses on the public-health sector to demonstrate exemplarily how and to what extent professionals’ patterns of perception, thought and action have a crucial impact on the implementation of prostitution policy, up to the point that their everyday practices counteract the “law in books”. To provide a better understanding of this, the empirically grounded and refined concept of professional habitus will be outlined and illustrated by a contrastive case comparison. Moreover, against the background of the current policy change reversal, the article takes up the concept of “morality politics” and relates it theoretically to the concept of “professional habitus”. Este artículo presenta hallazgos claves de una investigación cualitativa-empírica sobre la gobernanza de la prostitución que estudió el habitus profesional de actores principales gubernamentales y no gubernamentales, así como de trabajadores sociales y empleados de servicios de salud pública en Alemania. La investigación se realizó después de cambios fundamentales en la política sobre prostitución de Alemania. El artículo se centra en el sector de salud pública para demostrar ejemplarmente cómo y hasta qué punto los modelos de percepción, pensamiento y acción de los profesionales tienen un impacto crucial en la implementación de políticas sobre prostitución, hasta el punto de que su práctica cotidiana contraviene la ley escrita. Para explicar mejor esto, se definirá e ilustrará el concepto empíricamente fundamentado y refinado de “habitus profesional” mediante un caso de comparación contrastivo. Además, sobre el trasfondo de la reversión del cambio de política de hoy en día, el artículo se ocupa del concepto de “políticas de moralidad” y lo relaciona teóricamente con el concepto de “habitus profesional”. The German federal interstate treaties, as the regulatory framework for public service media (PSM), have recently been under reform. The starting point of the amendments is the so-called ZDF decision of the German Federal Constitutional Court from the 25th of March, 2014. The Federal Constitutional Court was confronted with the question of whether the composition of the broadcasting council in the second biggest public service broadcasting station in Germany, the ZDF (Zweites Deutsches Fernsehen, Second German Television), is compliant with the constitution. This resulted in reforms of numerous regulatory regimes in several German federal states. This article compares the decision-making process related to the WDR (Westdeutscher Rundfunk, West-German Broadcasting) (whose legislator is Northrhine-Westfalia) and the ZDF (whose legislator is Rhineland-Palatinate), the two biggest PSM broadcasters in Germany. In the case of these two German federal states, this paper strives to provide insight into the strategies of the state chancellery, the responsible legislative authorities, to negotiate a new regulatory framework. The paper also discusses the issue of the “implied audience” during the negotiations and civil society’s participation in media policy debates and media governance. The analysis is based on a systematization of the citizen and the consumer in media policy. This working hypothesis assumes that the implied image of the audience differs in the two federal states. The negotiations in Rhineland-Palatinate can be described as ambivalent in terms of how it understood the audience, whereas Northrhine-Westfalia rather addressed the audience as citizens. The study suggests that the ZDF decision created a momentum for broader media policy debates in Germany, which has long been a neglected issue, both in civil society and media regulation – as well as in communication studies.

This paper aims to provide a current view on curriculum development in Germany. The article is structured in three steps: In the first step is given a description of the development of the discipline Physical Education as an academic discipline in German universities after the Second World War. The second step is explaining the basic understanding of university education in Physical Education: The university training of students has two points of superior reference: 1. Physical Education in school; 2. Movement in the school environment, understood as integration of movement, play and sport throughout the school. In the third step is presented as an example the curriculum in the training of students at the University of Braunschweig. The fundamental aspect of this curriculum is its structuring in modules. In a period of global pandemic and confinement to our homes, the end of art is not only a philosophical hypothesis, it is a fact of society. We have experienced that modern societies, those that were able to make art an absolute at one point in their history, no longer need the arts, or the physical presence of artists and spectators, or have considered them inessential, and therefore contingent. Is this what G. W. F. Hegel prophesied with his thesis of the end of art? In this paper I aim to clarify this by referring to the sources of Hegel’s lectures and by examining the reception by nineteenth-century French writers. 1) First, I give a reminder of the different ways in which Hegel’s theme of the end of art can be interpreted. 2) Then, I give a second reminder concerning the reception of Hegel’s Aesthetics in France, with a focus on the translations. 3) Finally, I propose to study three writers who determine three ways of conceiving the appropriation of Hegel in the 19th century and of the theme of the end of art: Théophile Gautier, Charles Baudelaire and Gustave Flaubert.

Partindo da ênfase recente que a teoria das nações vem dando ao caráter imaginado ou "construído" da comunidade nacional, este artigo procura estabelecer pontes com a teoria antropológica e analisar as implicações desse movimento para uma antropologia das identidades étnicas e nacionais. Em particular, seguindo a boa tradição empírica da disciplina, procura-se avaliar essas considerações teóricas tendo em vista possíveis desenvolvimentos da etnografia da formação e das políticas de identidade em contextos nacionais. Nesse sentido, é aqui esboçado o projeto de uma "antropologia do discurso", exemplificada com materiais oriundos de pesquisas sobre identidade nacional na Alemanha e no Brasil. A análise desses dois casos conduz à proposição de uma distinção teórica entre construção da identidade nacional centrada no discurso (Alemanha) e centrada nos símbolos (Brasil).Starting from the recent emphasis that nation theory has been giving to the "imagined" and/or "constructed" character of the national community, the paper looks for connections with anthropological theory and analyses the implications for anthropologys perspective on national and ethnic identities. In particular, following the traditionally strong empirical orientation of the discipline, it also interprets these theoretical assumptions bearing in mind possible developments in ethnographic research regarding the formation and politics of identity in national settings. In this context, the paper sketches the concept of a "discourse anthropology" with examples from research on national identity in Germany and Brazil. The analysis of these two cases leads to a theoretical distinction between discourse-centred (Germany) and symbol-centred (Brazil) constructions of national identity.

In this paper we draw on the theoretical perspective of new institutionalism, particularly on that of world culture and world polity, and discuss the influence of policies of three selected international intergovernmental organisations (IIOs) concerning the recognition of prior learning (RPL) on adult learning and education (ALE) policies, of which RPL is a part, in one developing country from the global South (India) and one developed country from the global North (Germany). Based on a comparative analysis of two country cases, we show that there is evidence of a worldwide convergence of ALE policies as IIOs play a crucial role in the formation and dissemination of European and/or global RPL policies that are based on similar standards. However, it is also evident that this does not indicate a wholesale implementation and adoption of policies, especially in local environments.

Purpose: The present paper is aimed to investigate the relationship between intangible assets, macroeconomic environment and market value of German, English and Portuguese public companies from 1999 to 2016. Although the IAS 38, assigns value to intangible assets, there is a gap between accounting and the market need. This gap is given by accounting conservatism in the accounting of intangible assets and by their difficult measurement. The verification of the impact of the intangibles on the company’s market value is done through the methodology proposed by Gu and Lev (2011), using proxies such as CDS, Libor and Euribor and sensitivity tests. IDE is expected to reflect intangible capital and create shareholder value. This study seeks to interpret the contribution of intangibles and to forecast their impact on the market. Originality/value: The theme of evaluation of intangible assets has been approached in several ways. Its relevance lies in the need to establish methods for its measurement. Design/methodology/approach: The methodological approach is quantitative research with panel data using Stata-15. The database is the Capital IQ with public companies, listed in Germany, England, and Portugal from 1999 to 2016, with annual frequency. Findings: The results suggest that the comprehension value has a positive and significant relationship with the market value of the companies and that the intangible capital and the intangibles-driven-earnings are positively related to research and development expenses and general, administrative procedures. Objetivo: O presente artigo tem o propósito de investigar qual é a relação entre intangíveis, ambiente macroeconômico e valor de mercado das empresas abertas alemãs, inglesas e portuguesas no período de 1999 a 2016. Apesar de o IAS 38 atribuir valor aos ativos intangíveis, há uma grande lacuna entre a contabilização e a necessidade do mercado. Essa lacuna é dada pelo conservadorismo contábil na contabilização dos ativos intangíveis e por sua difícil mensuração. A verificação do impacto dos intangíveis no valor de mercado da empresa é feita por meio da metodologia proposta por Gu e Lev (2011), utilizando proxies como CDS, Libor e Euribor e testes de sensibilidade. Espera-se que o IDE reflita o capital intangível e crie valor ao acionista. Este estudo busca interpretar a contribuição dos intangíveis e a previsão de seu impacto no mercado. Originalidade/valor: O tema de avaliação dos ativos intangíveis tem sido abordado de diversas formas. Sua relevância está na necessidade de estabelecer métodos para sua mensuração. Design/metodologia/abordagem: A abordagem metodológica é uma pesquisa quantitativa com dados em painel com a utilização do Stata-15. A base de dados é o Capital IQ com empresas de capital aberto, listadas na Alemanha, na Inglaterra e em Portugal de 1999 a 2016, com frequência anual. Resultados: Os resultados sugerem que o comprehension value tem uma relação positiva e significante com o valor de mercado das empresas, e que o intangible capital e o intangibles-driven-earnings são positivamente relacionados com os gastos de pesquisa e desenvolvimento e gastos de vendas, gerais e administrativos.

O presente artigo examina os modos pelos quais os migrantes portugueses estabelecem elos de ligação ao seu país de origem. Como é que eles reconstroem e reinventam elementos da sua “cultura de origem” (narrada) em ­Hamburgo e noutras regiões da Alemanha do Norte? Baseadas em material etnográfico e num inquérito, as conclusões sugerem que, a par do declínio das competências linguísticas e da participação nas associações portuguesas, muitos dos elementos que moldaram as representações de cultura portuguesa dos migrantes estão a perder importância, ao mesmo tempo que a importância do futebol enquanto elemento de identificação, bem de consumo e prática recreativa parece manter-se estável ou estar até a aumentar. O futebol proporciona um espaço privilegiado para performances de pertença e cultura (popular) portuguesas, constituindo ao mesmo tempo um espaço social para o convívio intercultural. O mesmo se pode dizer a propósito dos estabelecimentos gastronómicos portugueses, que favorecem o desenvolvimento do sincretismo culinário e linguístico.The paper examines the ways in which Portuguese migrants connect to their country of origin. How do they re-construct or re-invent elements of their (narrated) “culture of origin” in ­Hamburg and in other parts of Northern Germany? Based on ethnographic material and a quantitative survey, the findings suggest that alongside the decrease in language skills and participation in Portuguese associations, many elements which had shaped migrant constructions of Portuguese culture in diasporic settings, are losing importance while football identification, consumption and leisure activity seemingly remain important or are even increasing. Football provides a privileged space for performances of Portuguese belonging and (popular) culture while at the same time being a platform for intercultural encounters. The latter also holds true for Portuguese gastronomic establishments, which give space to the development of culinary and linguistically syncretism.

Este trabalho apresenta os recentes estudos sobre clusters e redes de cooperação de pequenas e médias empresas na Europa, realizados pela Comissão Européia, bem como a descrição da atual estratégia de desenvolvimento de redes de competência na Alemanha (Kompetenznetze Deutschland), abordando especificamente o caso da região de Berlim e Brandemburgo. O objetivo principal é, por meio das análises dos programas europeus de desenvolvimento de clusters e redes de cooperação entre pequenas e médias empresas, verificar possibilidades de adaptação para a realidade brasileira no que se refere a arranjos produtivos locais e parques tecnológicos. Em linhas gerais, pequenas e médias empresas pertencentes a clusters na Europa têm demonstrado desempenho acima da média quando comparadas às demais empresas de seus respectivos setores. O aumento da competitividade de clusters e o crescimento econômico regional estão fortemente associados ao investimento em inovação. Esse é o caso da Alemanha que incentiva o desenvolvimento de inovação por meio de suas redes de competência. A região Berlim-Brandemburgo retrata o exemplo de uma estratégia coerente de desenvolvimento local. Pode-se dizer que possíveis alternativas para o Brasil seriam o apoio mais direto do poder público, foco em inovação e definição de processos para gerenciamento das redes de cooperação.This paper presents studies on clusters and cooperation networks of small and medium-sized enterprises (SMEs) developed by the European Commission, as well as a description of the current German strategy for developing competence networks (Kompetenznetze Deutschland), focusing specifically on the case of the regions of Berlin and Brandenburg. The main goal of this work is to analyze the experience of the European and German initiatives and to verify the possibilities of adapting such initiatives to the context of local productive systems and technology parks in Brazil. In general, the SMEs in European clusters were found to perform better than other SMEs in their respective sectors. Increasing competitiveness of clusters and regional economic growth were found to be strongly tied to investments in innovation. The lessons learned from this study which could possibly be applied to Brazil are a more direct support of the public sector, a stronger focus on innovation, and the definition of management processes for cooperation networks.

Entre 1881 y 1905 la editorial alemana F. A. Brockhaus editó por mediación de José Abelardo Núñez cerca de un millón de libros para instituciones educativas chilenas. Lo que Núñez inició como una forma de financiar sus estancias en Europa se convirtió enseguida en una descomunal empresa de nacionalización cultural. Ánimo de lucro, patriotismo, nacionalismo y capitalismo internacional se conjugan en el fenómeno de estas ediciones alemanas. El presente artículo reconstruye en detalle la gestación de esos libros mediante la correspondencia inédita de José Abelardo Núñez y otros documentos de archivo.Between 1881 and 1905 the Germán publishing company F. A. Brockhaus, issued one million textbooks for Chilean educational institutions under the direction of José Abelardo Núñez. What started as a way of funding his own research-stay in Europe, quickly became a tremendous enterprise of cultural nationalization. Profit-making, patriotism, nationalism and international capitalism merged to make possible these Germán editions. This paper reconstructs at length the origin and motivations behind the publication of these books using previously unpublished correspondence and archival documentation.
