This paper is based on the assumption that Latin America has been a pioneer in thinking about itself as a region, even before any European integration attempt took place. Regions and regionalism have been at the core of Latin American International Relations (IR). Many Latin American scholars approached to IR Theory trough the lenses of regionalism and constructed a research agenda to explain its realities, rejecting the European model of regional integration. This paper will focus on Latin American regionalism contributions to the construction of a Global IR agenda and aims to conceptualize the forms and functions of regionalism that emerged from the region’s experience.

ABSTRACT This paper examines the second and third editions of the Pan-American Games (Pan-Am), as a formal constituent of the Olympic Movement, materialized within the broader tensions of Cold War. Data collection gathered primary sources from the 1950s corresponding to the preparation and realization of those Games, namely: official documents of the International Olympic Committee (IOC), the Pan-American Sports Organization (PASO), and the Mexican Olympic Committee. Results demonstrate that, after the immediate success of the first two editions, the continuity of the Pan-Am was threatened by financial, ideological and political reasons.

A declaração de novembro de 2013 do Secretário de Estado dos Estados Unidos, John Kerry, de que "a era da Doutrina Monroe terminou" é uma excelente oportunidade para rediscutir essa que é considerada um dos princípios cardeais da política externa norte-americana para a América Latina desde a independência dos Estados latino-americanos. O presente artigo pretende jogar luz em um aspecto frequentemente menosprezado pelas análises acerca da Doutrina Monroe, qual seja, o fato de que tal doutrina, longe de ser uma política concreta para todo o continente, tinha duas facetas bastante distintas tanto do ponto vista retórico como político. Através do exame principalmente de bibliografia produzida nos Estados Unidos, em especial daquelas que tiveram acesso a fontes primárias, o artigo demonstra que a Doutrina Monroe tinha um caráter claramente caribenho - e não latino-americano - a partir do reconhecimento, por parte tanto dos formuladores de política dos Estados Unidos como dos sul-americanos, de que a América do Sul era um sistema separado da América do Norte. Assim, o artigo defende que ao sul do Panamá, a Doutrina Monroe adquiriu um aspecto consideravelmente mais "multilateral", o que foi evidenciado até mesmo pelo seu famoso Corolário Roosevelt. The statement on November 2013 by the US Secretary of State, John Kerry, that "the Monroe era is over" is an excellent opportunity to rediscuss this, which is considered one of the guiding principles of North American foreign policy for Latin America ever since the independence of Latin American States. This paper intends to shed light on an aspect often overlooked by the analyses concerning the Monroe Doctrine, which is the fact that this doctrine, far from being a concrete policy for the whole continent, had two rather distinct traits from both the rhetorical and the political point of view. Through mainly the bibliographical review of literature produced in the US, in special that which had access to primary sources, this paper shows the Monroe Doctrine had a clearly Caribbean-and not Latin American-character, from the acknowledgement, by both US and South American policy-makers, that South America was a system apart from North America. Thus, this paper champions that to South Panama the Monroe Doctrine acquired a considerably more "multilateral" aspect, which has been shown even by its famous Roosevelt Corollary.

Este artigo discute o processo de implantação do Instituto de Cinematografia de Santa Fé, na Universidade do Litoral, Argentina, em um momento de crise da cinematografia do continente latino-americano. Identifica a influência do Centro Experimental de Cinematografia de Roma, onde havia estudado seu diretor e fundador, Fernando Birri, e da Escola de documentaristas ingleses, dirigida por John Grierson. Demonstra a criatividade de seus integrantes para adaptar propostas cinematográficas internacionais para as sociedades latino-americanas e relacioná-las às propostas culturais da esquerda dos anos 50. Identifica, ainda, a singularidade de seu método para a produção cinematográfica, e a relação do Instituto com a comunidade local.This paper discusses the implementation process of Santa Fé Cinematographic Institute at University of Litoral, in Argentina, concomitantly with a period of crisis in the Latin American cinematography. It identifies the influence of both Cinematography Experimental Centre of Rome - where its director and founder, Fernando Birri, had studied - and the School of English documentarists, directed by John Grierson. It also demonstrates the creativity of its participants in adapting international cinematographic proposals to Latin American societies and linking them to leftist cultural proposals of the 1950's. Moreover, it points out the singularity of its cinematographic production method and the relationship of the Institute with local communities.

Resumo: Espantada com um sonho que teve, que segundo sua interpretação o veredito era de que sua morte estava próxima, Maria dos Prazeres, uma prostituta idosa, brasileira, que mora na Espanha desde jovem, cuida dos detalhes de seu sepultamento e treina seu cachorro Noi para ir visitá-la no túmulo e chorar por ela quando ela finalmente partir. “Maria dos Prazeres” é o sétimo conto da obra Doze contos peregrinos, de Gabriel García Márquez. Nesta obra podemos verificar que as personagens principais são latino-americanas e se encontram, por alguma circunstância, solitárias na Europa, sofrendo alguma desventura, peregrinando entre o velho e novo mundo. A proposta deste artigo é ler este conto considerando que as literaturas que florescem no subdesenvolvimento cultural adquirem lentamente a consciência nacional e universal, apresentando um olhar da margem, excêntrico, e então as literaturas latino-americanas deslocam-se das tradições europeias. Abstract: Maria dos Prazeres is a Brazilian elderly prostitute who lives in Spain since she was very young. Once, she had a dream and according to her interpretation the verdict was that her death was coming soon. Due to this dream, she takes care of her burial details and trains her dog, Noi, to visit her in her grave and cry for her when she is finally gone. “Maria dos Prazeres” is the seventh tale of Strange pilgrims, from the Colombian writer Gabriel García Márquez. In this book we realize the main characters are Latin-Americans and, for some circumstance, they are solitary in Europe, suffering misadventures, roaming between the New and Old World. The purpose of this paper is to read the mentioned tale considering that the literatures that flourish in cultural underdevelopment slowly acquire national and universal consciousness, presenting a marginalized, eccentric view. Therefore, Latin-American literatures dislocate themselves from European traditions.

Buscam-se as raízes remotas da política brasileira em relação à integração regional que, nos anos 1980, confluíram na proposta do Mercosul. Analisam-se as atitudes do Brasil em relação aos seus vizinhos, bem como os experimentos de coordenação de políticas e estratégias destinadas a maximizar os interesses dos países da região. The paper aims to discuss the Latin American integration process with focus on the Brazilian positions, in order to understand the elements of continuity between the actions of the early years of the Republic, particularly the period of the Baron of Rio Branco (1902-1912), and the current years. There is a search for the roots of Brazilian policy towards regional integration, which in the eighties of the last century resulted in the Mercosur proposal. Brazilian positions in relation to its neighbors will be analyzed considering the experiments of policy coordination that sought to maximize the interests of the countries in the region. No final dos anos 1970 e início dos 80, Julio Cortázar e Mario Vargas Llosa compararam a Nicarágua sandinista com a Cuba de Fidel Castro, colocando em dia o debate sobre a revolução e o socialismo na América Latina. O presente trabalho analisa os artigos de Cortázar e Vargas Llosa para mostrar como eles compreenderam e traduziram a experiência sandinista. Em fins dos anos 1970, muitos intelectuais passaram a defender a Revolução Sandinista, como a possível revolução ideal ou uma nova chance para a experiência socialista na América Latina, como foi o caso de Cortázar. Vargas Llosa, desencantado com as esquerdas, apontava os "erros" do regime que poderiam levar a experiência sandinista a transformar o país centro-americano em uma "nova Cuba". At the end of the 1970's and the beginning of the 1980's, Julio Cortázar and Mario Vargas Llosa compared the sandinista Nicaragua to the Fidel Castro's Cuba, renewing the debate about revolution and socialism in Latin America. This paper analyses Cortázar and Vargas Llosa's articles to demonstrate how they have understood and translated the sandinista experience. At the end of the 1970's, many intellectuals began to defend the sandinista Revolution as the possible ideal revolution or as a new chance to the socialist experience in the Latin America, and that was the case of Cortázar. Vargas Llosa, disappointed with the left, pointed out the regime's "mistakes" that might take the sandinista experience to turn Nicaragua into a "new Cuba". À la fin des années 1970 et au début des années 1980, Julio Cortázar et Mario Vargas Llosa ont comparé le Nicaragua sandiniste à la Cuba de Fidel Castro, renouvelant la discussion sur la révolution et le socialisme en l'Amérique Latine. Ce travail analyse les articles de Cortázar et Vargas Llosa pour montrer comment ils ont compris et ont traduit l'expérience sandiniste. À la fin des années 1970, beaucoup d'intellectuels ont passé à defendre la Révolution Sandiniste comme la possible révolution idéale ou comme une nouvelle chance pour l'expérience socialiste en Amérique latine, comme l'a fait Cortázar. Vargas Llosa, déçu par la gauche, a indiqué les "erreus" du régime qui pourraient emmener l'expérience sandiniste a transformer le Nicaragua en une "nouvelle Cuba".
