- Abstract
The fast climate change that is felt on the planet, evidenced by the unsustainable scenario of waste generated by the current sources and loss of biodiversity, shows the necessity of changes in the energetic and material sources. Within the scope of these discussions, the Amazon is always seen as a crucial point. In this scenario, this paper proposes a green accord for the Brazilian Amazon. Therefore, it is analyzed the preservation of the Amazon, the contextualization of the necessity of changes on the economy and the Modern Monetary Theory as supportive of this governance of economic transition, placed per suggestions and proposals in that green accord. 7. Fighting climate change in the air: lessons from the EU directive on global aviation

The European Union's (EU) decision to include aviation into the Emissions Trade Scheme was heatedly contested. Countries around the world, but mainly the Brazil, Russia, India, China and South Africa group (BRICS) and the US, denounced the EU's initiate as illegal and unilateral. Following a decade of frustrated negotiations at the International Civil Aviation Organization (ICAO), this paper interrogates why such measure, in principle climate-friendly, inspired so much global resentment. I argue that concerns with competitiveness and risks of legal inconsistency are important, but insufficient elements to explain the core of the conflict. The paper suggests that the EU was strongly criticized because third countries perceived this action as an imposed solution, which fostered an environment of distrust. Therefore, I claim that the problem has more to do with a normative divide than with a substantive divergence on what should be done regarding aviation emissions. My analysis is informed by the present literature on the links between trade and climate change, but gives particular weight to first-hand information through interviews with key stakeholders. The paper is divided in three parts. First, it presents the scope of the EU directive in historical perspective. Second, it explores the EU's measure through three different angles: legal, economical and political. The final part explores some possible solutions to overcome these divergences.

Cidades e áreas urbanas são vulneráveis aos impactos das mudanças climáticas. Governos locais e subnacionais desempenham um papel importante na implementação de políticas públicas de enfrentamento dessas mudanças. Referenciado no debate internacional, este artigo investiga os principais fatores que apoiam, limitam e facilitam a implementação de medidas de mitigação e adaptação às mudanças climáticas em áreas urbanas. Por meio da análise de 38 estudos de caso de diferentes regiões do mundo, busca-se ir além da análise de contextos específicos e realidades restritas, capturando o repertório de estratégias que vem sendo adotado por governos locais e subnacionais de países desenvolvidos e em desenvolvimento. Identificam-se três grupos de fatores que apoiam e limitam essas ações: recursos e capacidades; conhecimento e informação e instituições e governança.Cities and urban areas are vulnerable to the impacts of climate change. Subnational and local governments play an important role in implementing public policies to cope with these changes. Referenced in the international debate, this paper investigates the main factors that support, limit and facilitate the implementation of mitigation and adaptation to climate change in urban areas. Through the analysis of 38 case studies from different regions of the world, it seeks to go beyond the analysis of specific contexts and restricted realities, capturing the variety of strategies being adopted by local and subnational governments in developed and developing countries. The paper identifies three groups of factors that support and limit these actions: resources and capacities, knowledge and information and institutions and governance.

The purpose of this paper is to undertake a critical evaluation of the Kyoto Protocol. The evolution of the discussions that produced the final document is sketched through the analysis of official documents of the United Nations Framework Convention on Climate Change (UNFCCC), relevant papers and material from the press. We also discuss the factors that cast doubts on the continuation and feasibility of the Protocol and the prospects for the post-Kyoto period and a new compromise.O objetivo deste trabalho é fazer uma avaliação crítica do Protocolo de Quioto. Descreve-se inicialmente a evolução das discussões que produziram o documento final, utilizando como fontes documentos oficiais da Convenção-Quadro das Nações Unidas para Mudança do Clima (CQNUMC), artigos importantes e material jornalístico. Enfatizam-se a seguir os fatores que colocam em dúvida a continuidade e a factibilidade do Protocolo. Discutem-se em último lugar as expectativas para o período pós-Quioto e para um novo acordo.

O presente trabalho buscou salientar as diferenças regionais das emissões de Gases de Efeito Estufa (GEE) no Brasil entre 1990 e 2017. A partir de uma análise descritiva dos dados de emissões de GEE em toneladas equivalentes de CO2GTP, observa-se uma redução nas emissões em nível nacional para todo o período, especificamente guiada pelo desempenho do setor de mudanças no uso da terra. Destaca-se a importância do desempenho deste setor para as regiões Norte (NO) e Centro-Oeste (CO),sobretudo entre 2004 e 2009. O Sudeste (SE) sobressai-se como a única região cujas emissões não se encontram predominantemente no setor de mudanças no uso da terra. Todavia, nesta região há forte crescimento no setor de energia relacionado às atividades de extração mineral. Há, ainda, tendência de homogeneização das emissões entre as regiões e os setores de emissão, muito embora o principal setor permaneça como sendo o de mudanças no uso da terra. Por fim, o trabalho alerta para uma reversão da tendência de níveis mais baixos de emissão com um enfraquecimento da legislação ambiental. The present paper is aimed at highlighting the regional differences in greenhouse gas emissions (GHG) in Brazil between 1990 and 2017. From a descriptive analysis of the GHG emissions data in tons of CO2equivalent GTP, a reduction in the total period was observed, specifically driven by the performance of the land use change sector. The importance of the sector's performance for the North (NO) and Center-West (CO) regions is highlighted, especially between 2004 and 2009. The Southeast (SE) stands out as the only region whose emissions are not predominantly in this sector and shows a strong growth in the energy sector related to mineral extraction activities. There is also a trend towards the homogenization of emissions among the regions and the emission sectors, even though the main sector remains as land use change. Finally, this paper shows a concern about the reversal of the trend of lower emission levels with a weakening of environmental legislation.

In this paper, I mainly analyzed the inclusion of environmental budget in climate change models. Considering Kemfert, Lise and Tol (2004)'s approach to show a formal model that puts together economic and climate issues, I analyzed the inclusion of environmental public spending and energy. I tried to show that countries' economic and physical structures establish different public spending, with different environmental impacts and consequences to another nations and that has strong influence on economic models. In relation to public spending, I considered, specifically, the Brazilian federal budget to Environmental Management from 2000 to 2006. O Programa Nacional de Produção e Uso do Biodiesel (PNPB) abrange as esferas ambiental, social e econômica, incentivando a participação de empresas no mercado de Biocombustíveis. A Petrobras Biocombustível, uma subsidiária da Petrobras, se insere neste mercado e estabelece relações com diversos stakeholders na cadeia de suprimento. A pesquisa de natureza qualitativa foi conduzida por meio de entrevistas com o Gerente Geral e o Gerente Setorial de Suprimento da Usina de Biodiesel de Quixadá, instalada no Estado do Ceará. O trabalho analisa as premissas que levaram a atuação da Petrobras neste mercado, a representação da cadeia de suprimentos, as ações para integrar a Usina de Quixadá com os agricultores familiares, e os desafios do PNPB. Os resultados mostram que a cadeia de suprimentos não está estruturada e que a Petrobras enfrenta dificuldades logísticas, organizacionais e tecnológicas para viabilizar a produção de biodiesel no Semiárido nordestino. ----- The National Program for Production and Use of Biodiesel (PNPB) involves environmental, social and economic dimensions. It has set incentives to encourage firms and producers to participate in this increasing market. Petrobras Biofuels, a subsidiary of Petrobras, produces biodiesel and has established relationships with various stakeholders, including those in the supply chain. In particular, the paper looks at the production of the plant in Quixada, Ceará State, and its supply chain in the semi-arid Northeast of Brazil. The research was qualitative and conducted through interviews with the General Manager and the Sector Supply Manager of the Quixadá plant. The paper analyses the basic assumptions underlying Petrobras operations in this market; the supply chain structure; actions taken to link Quixadá Biodiesel Plant with family farmers; and the challenges posed by PNPB in the development of the biodiesel market. The results show that the supply chain lacks structure and the company is facing challenges in logistic, technological and organizational areas.

This paper analyses the political and economical meaning of the carbon sequestration policy in the Kyoto Protocol. In Climate Conferences it is observed a trend towards replacing the “command and control”- type environmental management instruments by flexible market mechanisms. The carbon sequestration policy is based on the polluterpays principle, which has a remedying effect instead of a preventive one. The paper also suggests a typology of three types whereby, depending on the concept in each type of project it may benefit different social segments or economic groups in different ways. The analysis also suggests that it is important that the government sets up a framework for these projects and a close follow up so that the market forces do not act as the only determinant. O presente artigo busca analisar o significado político-econômico da política de seqüestro de carbono no Protocolo de Kyoto. Nas conferências de mudança do clima observa-se uma tendência de substituir as políticas de gestão ambiental tipo “comando e controle” por mecanismos de flexibilização que passam pelo mercado. Esta política baseia-se no princípio poluidor-pagador que tem efeito remediador ao invés de preventivo. Sugere-se uma tipologia de três tipos, de forma que, dependendo da concepção de cada tipo, eles podem beneficiar distintos segmentos sociais ou grupos econômicos em diferente medida. Sugere-se também que se faz necessária a definição de diretrizes e monitoramento por parte do governo para que o processo não seja dirigido prioritariamente pelas leis de mercado.

A mudança climática e o aquecimento global passaram, em curto espaço de tempo, para o centro do debate público como o maior desafio do século XXI. Este artigo busca apresentar uma revisão crítica sobre a temática das cidades e a mudança climática baseando-se numa análise da literatura internacional e nacional disponível. Ressalta-se que os impactos da mudança climática são esperados em áreas urbanas afetando vários setores do cotidiano das cidades. A evidência empírica mostra que governos locais são fundamentais para implementar políticas públicas relativas à mudança climática. De forma geral, a resposta dada por esses governos concentra-se em ações de mitigação e adaptação. Buscou-se, neste sentido, compreender os processos de urbanização e industrialização como forma de entender a condição e as origens da vulnerabilidade socioambiental urbana no Brasil, bem como alertar para os enormes déficits socioeconômicos e ambientais das cidades brasileiras que tornam políticas públicas e respostas mais urgentes e complicadas. Assim, não se trata de vinho velho em garrafa nova, mas sim da oportunidade não só de corrigir erros do passado, como também transformar as cidades brasileiras para o futuro de forma mais sustentável e justa. Para isso torna-se necessário um maior envolvimento dos estudos em administração pública e gestão local nessa discussão. Climate change and global warming have become the center of public debate as the biggest challenge of the century XXI in a short period of time. This paper aims to present a critical review on the subject of cities and climate change based on an analysis of national and international literature available. It is emphasized that the impacts of climate change are expected in urban areas affecting several sectors of urban life. Empirical evidence shows that local governments are essential to implement policies related to climate change. Overall, the response of cities focuses on mitigation and adaptation. The paper tried to understand the processes of urbanization and industrialization as a way to realize the condition and the origins of urban environmental vulnerability in Brazil, and to alert the large socioeconomic deficits and environmental impacts of Brazilian cities that make policies and responses more urgent and more complicated. Thus, it is not old wine in new bottle, but the opportunity not only to correct past mistakes, but also transform the Brazilian cities for the future in a more sustainable and just manner. For this to happen it is necessary to involve studies in public administration and local governance in these discussions.

Road transport infrastructure is one of the assets that is suffering and will continue to suffer the most from the impacts of climate change as global warming continues. Notably, transportation networks are essential to the economy and society and their adaptation to climate change is necessary. Thus, this paper aims to identify the main impacts of climate threats on road transport infrastructure. During the literature review (based on direct database searches and documentary searches), it was possible to identify about 60 potential impacts of the 12 climate threats analyzed, which cause damages of different magnitudes ranging from more superficial sidewalk damage to road platform collapse. In addition, important considerations on adaptation measures are made with special attention to Climate Risk Assessment and increased awareness and stakeholder engagement. A infraestrutura de transporte rodoviário é um dos ativos que mais sofre e continuará sofrendo com os impactos da mudança climática, tendo em vista o prosseguimento do aquecimento global. Notadamente, as redes de transporte são essenciais para a economia e a sociedade e sua adaptação à mudança climática é necessária. Nesse sentido, este artigo tem como objetivo identificar os principais impactos de ameaças climáticas na infraestrutura de transporte rodoviário. Durante a revisão da literatura (fundamentada em buscas diretas em bases de dados e em buscas documentais), foi possível identificar cerca de 60 potenciais impactos das 12 ameaças climáticas analisadas, que acarretam prejuízos de diferentes magnitudes que vão desde danos mais superficiais no pavimento até colapso da plataforma rodoviária. Além disso, considerações importantes sobre medidas de adaptação são realizadas com atenção especial à Análise de Risco Climático e uma maior conscientização e engajamento de partes interessadas.

Identificam-se três grupos de fatores que apoiam e limitam essas ações: recursos e capacidades; conhecimento e informação e instituições e governança. Cities and urban areas are vulnerable to the impacts of climate change. Subnational and local governments play an important role in implementing public policies to cope with these changes. Referenced in the international debate, this paper investigates the main factors that support, limit and facilitate the implementation of mitigation and adaptation to climate change in urban areas. Through the analysis of 38 case studies from different regions of the world, it seeks to go beyond the analysis of specific contexts and restricted realities, capturing the variety of strategies being adopted by local and subnational governments in developed and developing countries. The paper identifies three groups of factors that support and limit these actions: resources and capacities, knowledge and information and institutions and governance.

Climate change became the center of public concern in the last years. Cities and urban areas are particularly vulnerable to the effects of climate change. Half of the global population currently lives in urban areas and by 2050 this proportion is estimated to increase. In addition, more then 80 percent of the cities are located on the shore and near rivers, making them predisposed to increased storms, floods and sea-level rise. Local governments play an important role in implementing climate change policies. The empirical evidence shows that local governments often appear as key actors in coordinating, facilitating and implementing climate change actions alone or cooperating with an array of different actors. This paper reviews the literature on cities and climate change and explores the elements that enable local governments to take action in terms of climate adaptation. It also discusses the risks and vulnerability of cities looking at the implementation of climate change adaptation strategies. Enabling elements such as good governance, democratic and participatory institutions, availability of different types of resources, knowledge and information on what and how to adapt, as well as the presence of a local political entrepreneur often appear supporting climate change adaptation.

Para fazer frente a esse debate, são explorados: o conceito de "inteligência ambiental" (IA); as estratégias por meio das quais as organizações fazem frente ao desafio da mudança climática; as oportunidades que explicam a adoção dessas estratégias; e o papel fornecido pela função produção para que tais estratégias possuam o efeito desejado. Por fim, tais conceitos são sistematizados, buscando-se uma integração dos modelos teóricos existentes, até então considerados de maneira estanque.The aim of this paper is to enlighten the implications of climate change for organizations. To deal with this subject, the follow issues are analyzed: concept of environmental intelligence; opportunities which justify the adoption of these strategies, and the main role performed by the production function to implement such strategies. Finally, concepts of prior theoretical models are taken into account.

Neste artigo, discuto, principalmente, a inserção dos gastos públicos em modelos de mudança climática. Considero a análise de Kemfert, Lise e Tol (2004) como exemplo de modelo formal que agrega as questões econômicas e climáticas, e amplio a discussão com o estudo da inserção dos gastos públicos com gestão ambiental e da matriz energética. Mostro que as estruturas econômicas e físicas dos países estabelecem diferentes gastos públicos, com diferentes impactos ambientais e conseqüências para outras nações e isto afeta sobremaneira os resultados de qualquer modelo econômico. Em termos dos gastos públicos com meio ambiente, observo especificamente o caso brasileiro, verificando os gastos públicos federais com Gestão Ambiental no Brasil de 2000 a 2006. Defendo a importância de se considerar as diversas possibilidades de despesas públicas com gestão ambiental, para o tratamento das questões relativas à mudança climática.In this paper, I, mainly, analyzed the inclusion of environmental budget in climate change models. Considering Kemfert, Lise and Tol (2004)'s approach to show a formal model that puts together economic and climate issues, I analyzed the inclusion of environmental public spending and energy. I tried to show that countries' economic and physical structures establish different public spending, with different environmental impacts and consequences to another nations and that has strong influence on economic models. In relation to public spending, I considered, specifically, the Brazilian federal budget to Environmental Management from 2000 to 2006. In this article, I argue in defense of considering budget for environmental management in the discussion on climate change.

After years of mass digitisation initiatives in Natural History institutions, large biodiversity collections have emerged on the web as open data. Studies on climate change and nature conservation rely heavily on this data to understand the distribution, presence/absence, changes over time, and interaction of species, and community ecology. For the institutions that hold this data, the exploration and verification of the records they produce are critical to support new modes of studying, analysing, and accessing biodiversity information. However, the process of data verification is challenging given the complex relationships between the data. This poses difficulties to the diagnosis of completeness, correctness, and good coverage of the domain. To this day, there is no clear understanding of to what extent existing visualization techniques can systematically support the task of data verification. To support research in this area, this paper reviews the visualisation solutions by focusing on a function-based visual exploration concept that can be integrated into a data verification pipeline for biodiversity datasets. Beyond reviewing the state of the art, we describe a data verification pipeline following such concept for biodiversity collections of the National Museum/Federal University of Rio de Janeiro, Brazil. The pipeline is targeted to domain expert users in supporting strategic decisions on data maintenance, as well as also having the potential to support general users in contextualising the datasets.

Dissertação de Mestrado em Direito apresentada à Faculdade de Direito O presente trabalho tem como intuito analisar a relação entre o ambiente e migrações humanas. Para isso, inicialmente aborda-se a evolução da matéria ambiental nos movimentos internacionais para a sua proteção, alcançando o reconhecimento de direito humano pelas vias existentes, principalmente, pelos Sistemas Regionais de Direitos Humanos, especificamente, o europeu e o americano. Com esta análise sob a perspectiva de um Direito Internacional Ambiental, parte-se para o estudo do tratamento do ambiente em dois países: Brasil e Portugal. Para isso é realizada uma abordagem das previsões constitucionais para o ambiente e as leis específicas da matéria em ambos os Estados. Dada essa estrutura, são analisados os conceitos e algumas especificidades sobre degradação e dano ambiental, vulnerabilidade do ambiente e humana. Destarte é alcançada a matéria das migrações, perpassando a sua estrutura existente, abrangendo o Direito Internacional dos Refugiados, Direito Internacional dos Direitos Humanos e Direito Internacional Humanitário. A partir dessa construção, disserta-se sobre os deslocados ambientais: no intuito de interagir o conceito existente no principal documento de proteção (Convenção de 1951 para os Refugiados) e os instrumentos de direitos humanos, é realizada a abordagem sobre a relação dos fatores ambientais degradantes ensejarem o movimento migratório compulsório humano. Para isso, são colocadas as expressões mais utilizadas pela literatura e a opção desta pesquisa pela utilização ‘deslocados ambientais’. Com isso, fomenta-se o estudo dos projetos existentes para proteção aos que se deslocam por razões ambientais, tanto internamente quanto ao cruzarem fronteiras internacionais. São apontadas as manifestações mais atuais sobre o tema, incluindo recente recomendação do Comitê de Direitos Humanos da ONU, e são utilizados relatórios de pesquisas que apontam os números de pessoas deslocadas por fatores ambientais nos últimos anos. O estudo do caso prático ocorrido em Mariana, Minas Gerais, Brasil, promove a reflexão sobre a falta de estrutura para esses indivíduos deslocados e aponta a necessidade de unir o arcabouço existente em matéria dos direitos humanos em prol de uma proteção imediata e a necessidade de um estímulo para a construção de uma tutela específica. The purpose of this study is to evaluate the relation between the environment and human migrations. We begin by addressing the evolution of environmental issues within the global movement for the protection of the environment, and the recognition of access to an adequate environment as a human right, specifically on the part of the European and Inter-American Human Rights Systems. Based on such analysis from the perspective of the International Environmental Law, we examine the constitutional and statutory approach on the matter in Brazil and Portugal and then analyze the concepts and peculiarities regarding environmental degradation and deterioration, and environmental and human vulnerability. Our research moves on to the issue of migrations, encompassing their actual structure, the International Refugee Law, the International Human Rights Law, and the International Humanitarian Law, and elaborates on the environmentally displaced people. In an attempt to combine the concept included in the key protection document (the 1951 Refugee Convention) and the human rights instruments, it examines the relationship between the causes of environmental degradation and forced migration. For such an end, we lay out the expressions most commonly used by legal scholars, as well as our option to use the term ‘environmentally displaced person’ in this paper. This study analyses the existing projects that aim to protect those who migrate, either within the country or across borders, due to environmental causes. It also refers to the most recent statements regarding the matter, including the UN Human Rights Committee’s recommendation, and draws on reports on the quantity of environmentally displaced people in recent years. The case study related to the disaster that occurred in Mariana, Minas Gerais, Brazil, leads us to reflect on the lack of structure available for such displaced people and points to the need of deploying the human rights framework for their immediate safeguard and the creation of specific protection.

Este texto propõe uma breve apresentação dos estudos em sociologia das mudanças climáticas, sugerindo uma síntese do surgimento dessa área de pesquisa, suas principais contribuições para o debate e, em especial, destacando suas inter-relações com o campo dos Estudos Sociais em Ciência e Tecnologia (ESCT). Desse modo, pretende contextualizar o dossiê Mudanças climáticas, ciência e sociedade, que compõe esta edição de Sociologias. Este dossiê articula textos de autores nacionais e internacionais que demonstram o quanto o tema das mudanças climáticas vem sendo enfrentado nas diferentes esferas de ação política e tem-se institucionalizado, demonstrando ser um objeto privilegiado para a análise do reordenamento contínuo das relações sociais por meio da interface entre conhecimento científico, políticas públicas e materialidades. Portanto, de forma pioneira no debate nacional, o dossiê sumariza uma contribuição do enfoque sociológico ao tema que se tem demonstrado cada vez mais premente: os efeitos das mudanças climáticas na vida social contemporânea. Os artigos aqui reunidos discutem as batalhas travadas sobre o assunto dentro das distintas arenas políticas, e nos permitem constatar como a questão das mudanças climáticas tem poder de agenciamento de transformações políticas em diversas escalas e territórios. Assim, os textos apresentados documentam como a coexistência de paradigmas, associada a transformações no âmbito das ciências da terra, constitui-se em oportunidade ímpar de elaboração analítica e teórica para a sociologia e os ESCT., This paper proposes a brief presentation of sociological studies on climate change, suggesting a synthesis of the emergence of this research area, its main contributions to the debate and, in particular, highlighting its interrelations with the field of Science and Technology Studies (STS). Thus, it intends to contextualize the dossier Climate change, science and society that makes up this issue of Sociologias. This dossier comprises texts by national and international authors, which demonstrate how the issue of climate change has been challenged in different spheres of political action and has been institutionalized, proving to be a privileged theme for the analysis of the continuous reordering of social relations through the interface between scientific knowledge, public policy, and materialities. Therefore, paving the way to the national debate, the dossier summarizes a contribution from the sociological approach to an increasingly pressing theme: the effects of climate change on contemporary social life. The articles gathered here discuss the battles fought on the subject within the different political arenas and allow us to see how the issue of climate change has the power to drive political transformations in various scales and territories. Thus, the texts presented document how the coexistence of paradigms, associated with transformations in the core of the earth sciences, is a unique opportunity for analytical and theoretical elaboration for both sociology and the studies on Science, Technology and Society.

The region is predominantly semiarid, with long periods of water scarcity, aggravated by desertification and salinization. Looking for ways with an understanding of the modus operandis of the population, especially of family farmers, understanding ways of adapting these to environmental changes, is fundamental to the sustainability of the region. The document is structured with the compilation of the three scientific papers, resulting from the studies. The first one deals with a survey of the scientific production on climatic changes in the Brazilian semiarid, using techniques of bibliometry and textual statistics. Brazil led the number of publications when compared to all the countries involved. However, international institutions have achieved considerable scientific output, demonstrating the existence of partnerships between researchers and international institutions. The following article evaluated the environmental perception of the familiar farmers about the research topic, using adapted Likert scale. Applying the Factorial Analysis of the data and criteria of factor extraction, there were the retention of two factors capable of explaining the variance. There are variables that presented correlation, and these were ratified by the literature. In this way, the choice of variables can be guided by statistical analysis, raising the quality of environmental perception surveys, such as the efficiency of the data collection effort. The third article discusses the interviews with institutions present Moxotó Irrigated Perimeter about the vulnerabilities and strategies of adaptation of the familiar farmers to the climatic changes. All the data were guiding for a discussion of public policies, where it was noticed that, despite a legal framework that supports the family farmers, the effectiveness of these rights has not been reached. The use of Social Technologies can minimize the problems of food, nutritional and water insecurity in the semi-arid region through the use of low-impact technologies, as well as providing forms of exploitation of natural resources in a sustainable way. There are cases of success in this use, requiring financing and multiplication mechanisms for the replicability of these. The present study aims to be a guideline for raising the quality of life of semiarid farmers, seeking to reflect possibilities of adaptation to climate change. O Nordeste faz parte das regiões brasileiras que poderão estar intensamente sob os efeitos das mudanças climáticas. A região é de clima predominantemente semiárido, com longos períodos de escassez hídrica, agravados pela desertificação e salinização. Buscar formas com compreensão do modus operandis da população, em especial dos agricultores familiares, compreendendo maneiras de adaptação destes as alterações ambientais, é fundamental para a sustentabilidade da região. O documento está estruturado com a compilação dos três artigos científicos, resultantes dos estudos. O primeiro trata de um levantamento da produção científica sobre mudanças climáticas no semiárido brasileiro, usando técnicas da bibliometria e estatística textual. O Brasil liderou o número de publicações quando comparado com a totalidade dos países envolvidos. No entanto, as instituições internacionais alcançaram uma produção científica considerável, demonstrando a existência das parcerias estabelecidas entre pesquisadores e instituições internacionais. O artigo seguinte avaliou a percepção ambiental dos agricultores familiares acerca do tema da pesquisa, usando escala adaptada tipo Likert. Aplicando a Análise Fatorial dos dados e critérios de extração de fatores, houve a retenção de dois fatores capazes de explicar a variância. Há variáveis que apresentaram correlação, sendo estes ratificados pela literatura. Desta forma, a escolha de variáveis pode ser norteada por meio de análises estatísticas, elevando a qualidade das pesquisas de percepção ambiental, como a eficiência do esforço de coleta de dados. O terceiro artigo discorre as entrevistas com instituições presentes Perímetro Irrigadas do Moxotó acerca as vulnerabilidades e estratégias de adaptação dos agricultores familiares às mudanças climáticas. Todos os dados foram norteadores para uma discussão de políticas públicas, onde percebeu-se que, apesar um arcabouço jurídico que oferece suporte aos agricultores familiares, a efetividade destes direitos não tem sido alcançada. O uso de Tecnologias Sociais pode minimizar os problemas das inseguranças alimentares, nutricionais e hídricas no semiárido pelo uso de tecnologias de baixo impacto, além de propiciar formas de exploração dos recursos naturais de maneira sustentável. Há casos de sucesso neste uso, necessitando de financiamento e mecanismos de multiplicação para a replicabilidade destes. O presente estudo visa ser norteador para a elevação da qualidade de vida dos agricultores do semiárido, buscando refletir possibilidades de adaptação as mudanças climáticas.

33. Strategic responses to global climate change: evidence from canadian oil companies

This work applies the climate change strategy model in order to understand how organizational characteristics, institutional pressures, and managerial perceptions of risks and opportunities affect the carbon strategies of large CO2 polluting firms in Canada. In order to achieve the main objectives, this paper proposes to identify the key clusters and their positioning in relation to corporate climate strategies and to investigate the role of stakeholders, main concerns, and problems faced by companies in the Canadian context. Canada is a leader resource-based economy built upon a fossil matrix and at the same time, a climate policy laggard with business participation confined to defensive lobbying activities. For these reasons, it is justified as an interesting analytical environment. This work is theoretically supported by resource-based, institutional, and stakeholder theories. The findings are based on a survey with 127 managers of oil & gas companies and 18 semi-structured interviews with key stakeholders of Canadian environment (Academics, NGOs, and government) which are sensitive to climate change issues. The survey data is performed through factorial analysis, structural equations modeling and clustering while the interviews were evaluated through content analysis of stakeholder´s speech in a quantitative-qualitative approach. The results show that companies undertake one of four different strategies ranging from a minimalist approach to the regulation shaper, pressure manager or greenhouse gas emission avoiders. This work contributes to an understanding of the importance of embedding climate change in a business model in Canadian oil and gas markets Este trabalho aplica o modelo de estratégia de mudança climática para entender como as características organizacionais, as pressões institucionais e as perceções gerenciais de riscos e oportunidades afetam as estratégias de carbono das grandes empresas poluidoras de CO2 no Canadá. A fim de alcançar o principal objetivo, este artigo propõe identificar os agrupamentos de empresas e seu posicionamento em relação às estratégias climáticas corporativas e investigar o papel das partes interessadas, principais preocupações e problemas enfrentados pelas empresas no contexto canadense. O Canadá possui uma economia baseada em recursos, de matriz fóssil e, ao mesmo tempo, possui uma política climática desacelerada com a participação das empresas confinada as atividades defensivas de lobby. Por estas razões, justifica-se como um interessante ambiente analítico. Este trabalho é teoricamente apoiado pela teoria baseada em recursos, teoria institucional e teoria das partes interessadas. Os resultados são baseados em uma pesquisa com 127 gerentes de empresas de petróleo e gás e 18 entrevistas semiestruturadas com principais interessados no ambiente canadense (Acadêmicos, ONGs e governo) sensíveis às questões relacionadas às mudanças climáticas. Os dados da pesquisa foram trabalhados através de análise fatorial, modelagem de equações estruturais e agrupamento, enquanto as entrevistas foram avaliadas através da análise do discurso das partes interessadas em uma abordagem quantitativa-qualitativa. Os resultados mostram que as empresas adotam uma das quatro estratégias diferentes, desde uma abordagem “minimalist” passando por “regulation shaper”, “pressure manager” ou “emission avoider”. Este trabalho contribui para a compreensão da importância dos efeitos da mudança climática em um modelo de negócios no mercados canadenses de petróleo e gás.

As dificuldades para gerenciar recursos hídricos aumentaram por conta dos efeitos das mudanças climáticas. É por meio da água que a maioria dos impactos destas mudanças, como secas e inundações, são sentidos. Como consequência destes impactos em mananciais destinados ao abastecimento, a população pode ser prejudicada tanto pela diminuição na oferta de água potável quanto pelas inundações em regiões de barragens. A ocorrência destes eventos meteorológicos extremos vem se intensificando nos últimos anos. Para o Brasil, estudos preveem modificações nos padrões de chuvas com a possibilidade de ocorrência de fenômenos naturais severos. Um exemplo é o caso do Sistema Cantareira, responsável por abastecer parcialmente a Região Metropolitana da cidade de São Paulo, que experimentou ambas as situações críticas de inundação e estiagem entre os anos de 2010 e 2015. Como estes fenômenos naturais são difíceis de prever e não podem ser evitados, este estudo pretende investigar medidas que envolvam informação e comunicação para auxiliar gestores e reduzir os danos causados à população. Esta pesquisa incluiu a elaboração de um modelo de simulação que foi incorporado a um Sistema de Suporte à Decisão. Desta forma, serão apresentadas as contribuições desta ferramenta que propõe uma abordagem diferente para avaliar riscos, simulando cenários de crise e emitindo alertas com antecedência. Esta ferramenta foi testada para as crises ocorridas no Sistema Cantareira entre 2010 e 2015 e apresentou resultados satisfatórios. A conclusão deste trabalho indica que novas formas de abordar este problema podem ser avaliadas e propostas para se tentar reduzir as incertezas que envolvem os impactos das mudanças climáticas no gerenciamento de recursos hídricos. The difficulties to manage water resources increased due to the effects of climate changes. It is through water that most impacts of these changes, such as droughts and floods, are felt. As a result of these impacts on water sources for the supply, the population may be affected by both the decrease in the supply of drinking water as flood in dams regions. The occurrence of these extreme weather events has intensified in recent years. For Brazil, studies predict changes in rainfall patterns with the possibility of severe natural phenomena. An example is the case of the "Sistema Cantareira" (Cantareira System), responsible for partially supply the metropolitan region of São Paulo, who experienced both critical situations of flood and drought between 2010 and 2015. As these natural phenomena are difficult to predict and can't be avoided, this study aims investigate measures involving information and communication to assist managers and reduce population damage. This research included the development of a simulation model that was incorporated into a Support System Decision. Thus, this paper presents the contributions of this tool that proposes a different approach to assessing risks, simulating crisis scenarios and sending advance alerts. This tool has been tested for the "Sistema Cantareira" crises occurred between 2010 and 2015 and showed good mresults. The conclusion of this study indicates that new ways of approaching this problem can be evaluated and proposed to try to reduce uncertainties surrounding the impacts of climate changes on water resources management.

Resumo Este estudo buscou verificar como as mudanças climáticas podem afetar a proliferação das leishmanioses no Brasil, em três períodos, 2010-2039, 2040-2079 e 2080-2100 e dois cenários de mudanças climáticas. Realizou-se uma estimação da relação entre temperatura, precipitação e números de internações por leishmaniose e, posteriormente, a equação estimada foi utilizada para prever o impacto da mudança climática na proliferação da doença no Brasil até o fim do século XXI. Os resultados encontrados indicam que a precipitação possui forte relação com a incidência de leishmaniose e as projeções indicam que haverá uma elevação, para o final do século, da quantidade anual de internações por essa doença, em cerca de 15%, em relação a 1992-2002 (cenário base). Em termos regionais, as projeções indicam crescimento em todas as regiões, com exceção do Centro-Oeste. No Sul do país haverá o maior crescimento relativo no número de internações anuais, ao passo que no Nordeste haverá o maior aumento absoluto. No geral, verifica-se que a leishmaniose aumentará sua incidência no país com a mudança climática. Abstract This paper sought to assess how climate change will affect the proliferation of leishmaniasis in Brazil in three time frames: 2010-2039, 2040-2079 and 2080-2100, and with two climate change scenarios. The relation of temperature, precipitation and the number of hospital admissions due to leishmaniasis was estimated and projections were made using these results. Results show that precipitation has a strong relation with leishmaniasis incidence and projections show that by the end of the twenty-first century there will be a 15% growth in the annual number of hospital admissions due to leishmaniasis in Brazil, compared to the base scenario (1992-2002). In regional terms, projections indicate growth in every region, with the exception of the Mid-West. The highest relative growth will be in the South of the country, while the highest increase in absolute terms will be observed in the Northeast region. In general, the incidence of leishmaniasis will grow in Brazil due to climate change.

This paper analyzes the climate strategies adopted by wind energy producers and technology suppliers. An exploratory survey was conducted among companies operating in Brazil. The results indicate that their business strategies are strongly influenced by public policies which encourage renewable energy generation. Shareholders and the Federal Government exerts great influence on strategic decisions. The business practice more adopted to mitigate the effects of climate change involves technology development focused on improving the operational efficiency of wind turbines. The research demonstrates an alignment between the strategies of producers and suppliers, by stimulating the development of a sustainable energy matrix, ensuring energy security and respond to climate change challenges. O trabalho analisa as estratégias climáticas adotadas por empresas geradoras de energia eólica e os fornecedores de tecnologia. Uma pesquisa exploratória foi realizada com empresas integrantes desta cadeia de suprimentos que operam no Brasil. Os resultados indicam que as suas estratégias empresariais são fortemente influenciados por políticas públicas de incentivo a geração de energia por fontes renováveis, com ênfase na realização dos leilões de energia eólica. Os acionistas e o governo federal exercem maior influência nas decisões estratégicas dos produtores de energia eólica. A prática empresarial mais adotada para a mitigação dos efeitos da mudança climática envolve o desenvolvimento de tecnologia com foco na melhoria da eficiência operacional dos aerogeradores. A pesquisa demonstra um alinhamento entre as estratégias dos produtores e fornecedores, estimulando o desenvolvimento de uma matriz energética sustentável, que garante a segurança energética e responde aos desafios decorrentes da mudança climática.

ResumoO trabalho avalia as estratégias climáticas adotadas por multinacionais do setor de alumínio. A pesquisa adota uma abordagem qualitativa e toma por base entrevistas com gerentes de duas Multinacionais, uma delas instalada no Brasil e a outra no Canadá. As evidências empíricas demonstram que a multinacional do setor de alumínio que opera no Canadá enfatiza a redução de custos e a melhoria da eficiência operacional com projetos para reduzir emissões de gases do efeito estufa. A multinacional que opera no Brasil destaca, prioritariamente, o relacionamento com os stakeholders e a preocupação com a imagem corporativa para a adoção de uma estratégia de adaptação ou compensação das emissões de gases do efeito estufa. Em nenhum dos dois casos estudados, as pressões coercitivas, advindas de exigências regulatórias, figuram como fatores determinantes para a adoção de estratégias climáticas. O estudo conclui que, no caso da indústria de alumínio, características organizacionais são mais relevantes que as pressões institucionais na definição de estratégias climáticas. AbstractThis paper assesses the climate strategies adopted by multinational corporations of the aluminum industry. The research adopted a qualitative approach and was based on interviews with managers from two multinational corporations: one installed in Brazil and the other in Canada. Empirical evidence shows that in order to develop projects to reduce greenhouse gas emissions, the multinational company installed in Canada emphasizes cost reduction and operational efficiency improvement, while the multinational company that operates in Brazil primarily highlights the relationship with stakeholders and the concern with a responsible corporate image. In neither of the two cases studied, coercive pressures arising from regulatory requirements figured as determinant for the adoption of climate strategies. The study concludes that, in the case of the aluminum industry, organizational factors are more relevant than institutional pressures on the definition of climate strategies. Companies may create hedging strategies able to deal with carbon restrictions or attempt to postpone regulations until they have technologies.

No trabalho relatado, analisa-se a estratégia de redução das emissões dos gases do efeito estufa (GEE) em uma empresa de distribuição de energia elétrica. A pesquisa foi conduzida por meio de entrevistas semiestruturadas com a presidência da empresa e com os gestores das áreas de planejamento e controle, marketing, regulação, meio ambiente, responsabilidade social, e pesquisa e desenvolvimento. Tendo-se como ponto de partida o resultado do inventário de emissões de GEE, os gestores foram questionados sobre as iniciativas e os benefícios dos projetos de mitigação das emissões de GEE, as pressões dos stakeholders e o papel da regulamentação na remediação e na prevenção dos impactos decorrentes da mudança climática. Os resultados indicam que os gestores não reconhecem oportunidades de investimentos em projetos de redução das emissões de gases do efeito estufa. A empresa adota uma estratégia instrumental e atua em um ambiente de negócios com restrições regulatórias incipientes de controle das emissões de GEE. No estudo, revela-se que a empresa adota uma estratégia climática evasiva e explora a ausência de prioridade do setor elétrico brasileiro na redução do impacto ambiental ou da vulnerabilidade à mudança climática. This paper analyzes the strategy of reducing the greenhouse gases emissions (GHG) in a company distributing electricity. The research was conducted through semi-structured interviews with the president of the company and the managers in the areas of planning and control, marketing, regulatory, environmental, social responsibility, and research and development. Taking as starting point the results of the inventory of GHG emissions, managers were asked about the initiatives and benefits of mitigation projects GHG emissions, pressures from stakeholders and the role of regulation in the remediation and prevention of the impacts of climate change. The results indicate that managers do not recognize opportunities to invest in projects to reduce greenhouse gases emissions. The company adopts an instrumental strategy and operates in a business environment with incipient regulatory restrictions control GHG emissions. The study indicates that the company adopts an evasive climate strategy and explores the lack of priority of the Brazilian electrical sector in reducing the impact or vulnerability towards climate changes. En este trabajo se analiza la estrategia de reducción de las emisiones de gases de efecto invernadero (GEI) en una empresa de distribución de energía eléctrica. Se realizaron entrevistas semiestructuradas con el presidente de la compañía y los gestores de las áreas de planificación y control, marketing, regulación, medio ambiente, responsabilidad social y de investigación y desarrollo. Tomando como punto de partida los resultados del informe de emisiones de GEI, se hicieron a los gestores preguntas acerca de las iniciativas y los beneficios de los proyectos de mitigación de emisiones de GEI, las presiones de grupos de interés y el papel de la reglamentación en la reparación y prevención de los impactos del cambio climático. Los resultados indican que los gestores no reconocen las oportunidades para invertir en proyectos de reducción de emisiones de gases de efecto invernadero. La empresa adopta una estrategia instrumental y opera en un ambiente de negocios en que las restricciones regulatorias de control de emisiones de GEI son todavía incipientes. Se verifica que la empresa adopta una estrategia climática evasiva y explota la falta de prioridad del sector eléctrico de Brasil en la reducción del impacto ambiental o de la vulnerabilidad al cambio climático.

Atualmente ambas são consideradas igualmente importantes, mas a adaptação foi historicamente marginalizada no âmbito da Convenção. Este artigo apresenta a trajetória da adaptação como pauta na CQNUMC, debate sua evolução institucional e os mecanismos de financiamento da Convenção. Por fim, explora a interface entre adaptação e desenvolvimento. As conclusões apontam para a insuficiência da CQNUMC na implementação da adaptação à MC, porém destaca seu papel relevante no debate, como fonte de financiamento e indutora de ações nacionais e subnacionais, especialmente nos países em desenvolvimento. Resumen El cambio climático es uno de los principales desafíos globales enfrentados por la humanidad y en las últimas décadas se volvió una cuestión relevante en la agenda internacional. En 1992, se creó la Convención Marco de las Naciones Unidas sobre el Cambio Climático (CMNUCC), cuya actividad incluye respuestas de mitigación y adaptación. Actualmente, ambas son consideradas igualmente importantes, pero la adaptación fue históricamente marginalizada de la Convención. En este artículo se presenta la trayectoria de la adaptación como pauta en la CMNUCC, se debate su evolución institucional y los mecanismos de financiamiento de la Convención. Por último, se explora la relación entre adaptación y desarrollo. Las conclusiones apuntan hacia la insuficiencia de la CMNUCC en la implementación de medidas de la adaptación al cambio climático, pero destaca su papel relevante en el debate, como fuente de financiamiento, y también como inductora de acciones nacionales y subnacionales, especialmente en los países en desarrollo. Abstract Climate change, one of the main global risks humankind is currently facing, became a relevant issue on the international agenda in the last few decades. The United Nations Framework Convention on Climate Change (UNFCCC), adopted in 1992, includes both mitigation and adaptation strategies; however, though both are considered equally important, adaptation has been historically relegated to a secondary role within the Convention. The paper first presents an overview of the trajectory of adaptation as a UNFCCC guideline, discusses its institutional evolution and the Convention’s financing mechanisms, and, finally, explores the relations between adaptation and development. The conclusions point to the insufficiency of the Convention with respect to the implementation of measures for adaptation to climate change, but highlight its relevant role as a scenario for debate, as a source of funding, and as a promoter of both national and subnational actions, especially in developing countries.

Abstract This article argues for the need to address the fact that a large amount of conflict over environmental knowledge occurs inside the academy, against the commonsensical perception that it is a mark of the relationship between science and non-science. It proposes a conceptual speculative exercise that uses a framework presented by indigenous ethnology, specifically the theory of Amerindian perspectivism, to address tensions among scientific disciplines in interdisciplinary work. Ethnographic vignettes about contentious encounters between climatologists/meteorologists and social scientists are used as methodological and analytical resources. The paper argues for a non-platonic approach to interdisciplinarity, suggesting that a more productive and realistic attitude treats the collaboration of different disciplines as a case of alliance among “enemies”, with the caveat that the concept of enemy should be understood here in terms of the relational philosophies of Amerindian peoples, where antagonistic difference is valued for its constitutive and productive effects on reality.

41. Irrigação como estratégia de adaptação de pequenos agricultores às mudanças climáticas: aspectos econômicos

O principal objetivo deste artigo foi analisar se, dentre os pequenos agricultores brasileiros, aqueles que utilizam irrigação são menos vulneráveis que os produtores de sequeiro num contexto de mudanças climáticas. Foi desenvolvido um modelo de efeito de tratamento, por meio da técnica de Pareamento por Escore de Propensão, que permitiu identificar a adoção de irrigação e o retorno dos dois diferentes tipos de exploração agrícola simultaneamente. Foram utilizadas projeções de temperatura e precipitação para o período de 2010 a 2099, sob diferentes cenários climáticos, conforme o 4º relatório do Painel Intergovernamental de Mudanças Climáticas. Os resultados confirmaram a eficácia da irrigação como medida adaptativa. Para todos os períodos de simulação, espera-se que o valor médio da terra de pequenos produtores irrigantes seja aproximadamente o dobro do valor de sequeiro. Podese concluir que há necessidade da formulação de políticas públicas que busquem estratégias de combate aos efeitos do aquecimento global no setor, principalmente em vista da vulnerabilidade da pequena produção agrícola de sequeiro. Ademais, dada a comprovação da importância da irrigação como medida adaptativa, deve-se incentivar a expansão das políticas de crédito para a implementação dessa prática, principalmente para produtores menos capitalizados. This paper aims to analyze whether Brazilian smallholder farmers who adopt irrigation methods would be more resilient to climate change when compared to smallholders producing rainfed crops. We developed a treatment effects model, based in the Propensity Score Matching technique, which can explain irrigation adoption and net revenues simultaneously. Temperature and precipitation projections for 2010-2099 were used considering different climate scenarios according to the 4th Assessment Report of Intergovernmental Panel on Climate Change. Results confirmed the efficiency of irrigation as an adaptive strategy. For all simulation scenarios, land values of irrigators are, on average, approximately twice the value of rainfed smallholders. It can be concluded that there is need of public policies focused on developing strategies to cope with global warming effects in the agricultural sector. Moreover, given the importance of irrigation adoption as an adaptive measure, it is needed to encourage the expansion of credit lines for irrigation investments, especially for less capitalized farmers.

The climate change, caused by emission of greenhouse gases from human activities is the most profound threats in the 21st century. To fight against the problem, was adopted in the 1992 the United Nations Framework Convention on Climate Change. With the third Conference of the Parties of the Convention, held in Kyoto in 1997, was created an international agreement about the GHG emission reductions to the industrialized countries. The Kyoto Protocol also created the Clean Development Mechanism (CDM), the only mechanism that allows the developing countries to participate of the carbon market, while is promoting the sustainable development in these countries. However, the determinate of the contribution of CDM to sustainable development is not always possible because doesn’t have an international standard to evaluate the projects in this criteria. Thus, this paper aim described the contribution of CDM to sustainable development in Brazil. To answer this aim, an exploratory and descriptive study was carried through using a quantitative approach in the collection and treatment of the data, with qualitative contributions in the analysis, using as evaluation tool the methodology Development Dividend Framework (DDF), developed for the International Institute for the Sustainable Development. The study demonstrated the contribution of CDM to the sustainable development in Brazil. Based on the results, the research could verify that, although the environmental benefits, the CDM project activities have been approved in Brazil are not present significant contribution to sustainable development. They are presenting reduced value with the application of DDF matrix. With this, a governmental participation is recommended to use of DDF matrix for analysis of the project and from aiming at the increase of the result of the CDM to the sustainable development in Brazil., El cambio del clima causado por la emisión antrópica de gases de efecto es una de las mayores amenazas a la humanidad en el siglo XXI. Para tratar del problema fue adoptada en 1992 la Convención Cuadro de Naciones Unidas sobre Cambios Climáticos. Con la tercera Conferencia de las Partes de la Convención, realizada en Kyoto, en 1997, fue establecido un acuerdo internacional, donde se encuentran definidas metas de bajada de emisiones de GEE para los países industrializados, además de criterios y directrices para la utilización de mecanismos de mercado. De estos mecanismos, el único que permite la participación de países en desarrollo es el Mecanismo de Desarrollo Limpio (MDL), que busca también la promoción del desarrollo sostenible en estos Países. Sin embargo, la determinación de la contribución del MDL al desarrollo sostenible ni siempre es posible, visado no haber un patrón internacional para evaluar los proyectos en cuanto a este criterio. En este contexto, el presente artículo aborda la contribución de los proyectos de Mecanismo de Desarrollo Limpio (MDL), conforme definido en el Protocolo de Kyoto, al desarrollo sostenible en Brasil. Para responder el este objetivo fue realizado un estudio descriptivo exploratorio, con un abordaje cuantitativa en la colecta y tratamiento de los datos con aporte cualitativo en sus análisis, utilizando como herramienta de análisis la metodología Development Dividend Framework, desarrollada por el Instituto Internacional para el Desarrollo Sostenible (COSBEY, 2006). EL estudio demostró la participación y la contribución de las actividades de proyecto de MDL desarrolladas en Brasil al desarrollo sostenible. Basado en los resultados de la investigación, fue posible verificar que las actividades de proyecto de MDL aprobadas en Brasil no contribuyen significativamente al desarrollo sostenible, ya que presentaron reducido valor en la puntuación obtenida con la aplicación de la matriz DDF. Con esto, es recomendado el uso de la matriz DDF para el análisis de los proyectos y a partir de entonces una mayor participación gubernamental con vistas al incremento en el resultado de los proyectos de MDL al desarrollo sostenible en Brasil., A mudança do clima causada pela emissão antrópica de gases de efeito é uma das maiores ameaças à humanidade no século XXI. Para tratar do problema foi adotada em 1992 a Convenção Quadro das Nações Unidas sobre Mudanças Climáticas. Com a terceira Conferência das Partes da Convenção, realizada em Quioto, em 1997, foi estabelecido um acordo internacional, onde se encontram definidas metas de redução de emissões de GEE para os Países industrializados, além de critérios e diretrizes para a utilização de mecanismos de mercado. Destes mecanismos, o único que permite a participação de Países em desenvolvimento é o Mecanismo de Desenvolvimento Limpo (MDL), que busca também a promoção do desenvolvimento sustentável nestes Países. Entretanto, a determinação da contribuição do MDL ao desenvolvimento sustentável nem sempre é possível, visto não haver um padrão internacional para avaliar os projetos quanto a este critério. A mudança climática tem sido um tema cada vez mais presente no discurso político, econômico e social. É inegável que hoje tornou-se uma questão da mais ampla relevância para toda a sociedade, mas, especialmente, para a demografia. Como parte inerente dos cenários de mudança climática, a melhor compreensão da dinâmica demográfica nesse contexto tem muito a contribuir para um debate responsável. Entretanto, ainda há lacunas a serem preenchidas dos dois lados: as ciências do clima e os estudos de população. Este artigo busca trazer elementos para deslocar o assunto da arena ambientalista para uma visão mais ampla do que poderia ser uma demografia das mudanças climáticas. Climate change has been ever more present in political, economic and social discourse. It has achieved high relevance for society, especially for demographers. A better understanding of the demographic dynamic inherent to climate change scenarios is required for more conscientious debates. There are gaps, however, to be covered for both climate sciences and population studies. This paper seeks to relocate the subject from the environmental field to a broader arena of what could be a demography of the climate change. El cambio climático es un tema cada vez más presente en el discurso político, económico y social. Es innegable que hoy se ha convertido en una cuestión de la más amplia relevancia para toda la sociedad, incluso, especialmente, para la demografía. Como parte inherente de los escenarios de cambio climático, una mejor comprensión de la dinámica demográfica en ese contexto puede contribuir en mucho a un debate responsable. No obstante, todavía existen lagunas que deben ser cubiertas por dos áreas: las ciencias del clima y los estudios de población. Este artículo busca aportar elementos para trasladar este asunto del ámbito ambientalista a una visión más amplia de lo que podría ser una demografía de los cambios climáticos.

O objetivo deste artigo é lançar luzes sobre as implicações da mudança climática para as organizações. Para fazer frente a esse debate, são explorados: o conceito de "inteligência ambiental" (IA); as estratégias por meio das quais as organizações fazem frente ao desafio da mudança climática; as oportunidades que explicam a adoção dessas estratégias; e o papel fornecido pela função produção para que tais estratégias possuam o efeito desejado. Por fim, tais conceitos são sistematizados, buscando-se uma integração dos modelos teóricos existentes, até então considerados de maneira estanque. The aim of this paper is to enlighten the implications of climate change for organizations. To deal with this subject, the follow issues are analyzed: concept of environmental intelligence; opportunities which justify the adoption of these strategies, and the main role performed by the production function to implement such strategies. Finally, concepts of prior theoretical models are taken into account.

Neste artigo, discuto, principalmente, a inserção dos gastos públicos em modelos de mudança climática. Considero a análise de Kemfert, Lise e Tol (2004) como exemplo de modelo formal que agrega as questões econômicas e climáticas, e amplio a discussão com o estudo da inserção dos gastos públicos com gestão ambiental e da matriz energética. Mostro que as estruturas econômicas e físicas dos países estabelecem diferentes gastos públicos, com diferentes impactos ambientais e conseqüências para outras nações e isto afeta sobremaneira os resultados de qualquer modelo econômico. Em termos dos gastos públicos com meio ambiente, observo especificamente o caso brasileiro, verificando os gastos públicos federais com Gestão Ambiental no Brasil de 2000 a 2006. Defendo a importância de se considerar as diversas possibilidades de despesas públicas com gestão ambiental, para o tratamento das questões relativas à mudança climática. In this paper, I, mainly, analyzed the inclusion of environmental budget in climate change models. Considering Kemfert, Lise and Tol (2004)'s approach to show a formal model that puts together economic and climate issues, I analyzed the inclusion of environmental public spending and energy. I tried to show that countries' economic and physical structures establish different public spending, with different environmental impacts and consequences to another nations and that has strong influence on economic models. In relation to public spending, I considered, specifically, the Brazilian federal budget to Environmental Management from 2000 to 2006. In this article, I argue in defense of considering budget for environmental management in the discussion on climate change.

Este artigo se propõe a apresentar exemplos de questões científicas que puderam ser respondidas no contexto do Projeto LBA (Large Sale Biosphere-Atmosphere Experiment in Amazonia) graças à contribuição de informações derivadas de sensoriamento remoto. Os métodos de sensoriamento remoto permitem integrar informações sobre os vários processos físicos e biológicos em diferentes escalas de tempo e espaço. Nesse artigo, são enfatizados aqueles avanços de conhecimento que jamais seriam alcançados sem a concorrência da informação derivada de sensoriamento. This paper aims to assess the contribution of remote sensing technology in addressing key questions raised by the Large Scale Biosphere-Atmosphere Experiment in Amazonia (LBA). The answers to these questions foster the knowledge on the climatic, biogechemical and hydrologic functioning of the Amazon, as well as on the impact of human activities at regional and global scales. Remote sensing methods allow integrating information on several processes at different temporal and spatial scales. By doing so, it is possible to perceive hidden relations among processes and structures, enhancing their teleconnections. Key advances in the remote sensing science are summarized in this article, which is particularly focused on information that would not be possible to be retrieved without the concurrence of this technology.
