The paper has as its backdrop the market disputes in audiovisual production in Brazil, with the entry of new agents and a scenario of competition between different media. From the observation of the positions of legislators, regulators and companies, one can perceive the weakening of the conservative wing, representatives of radio and TV, in influence and historical predominance in communication policies, compared to liberal actors. With document analysis and literature review, the Political Economy of Communication (EPC) is used to discuss the regulatory and economic analysis involving the purchase of Time Warner by AT&T, carried out in Brazil by regulatory agencies Anatel and Ancine, and by Cade, the antitrust agency.
