4. Stopping criteria for genetic improvement software for beef-cattle mating selection

Abstract The objective of this work was to propose a new stopping criterion to shorten the computing time of the PampaPlus genetic improvement software, while maximizing the genetic qualification index (GQI) of the progeny, controlling inbreeding, and avoiding unintended culling. Data from two beef-cattle herds integrating PampaPlus were used. Five mating scenarios were built using different numbers of sires (9 to 37) and dams (142 to 568). The analyzed algorithm inputs were: expected progeny differences, pedigree information, maximum inbreeding, maximum and minimum number of matches for each sire, and penalty weights for poor performance. The analyzed response variables were computing time and the GQI of the progenies. Three stopping criteria were used: original stopping criterion fixed at 1,000 iterations; saturation stopping criterion (SSC), based on GQI variance; and Bhandari’s stopping criterion (BSC), which includes the generation interval parameter. SSC and BSC reduced processing time in 24.43-53.64% and in 14.32-50.87%, respectively. BSC reaches solution in less time, without losses in GQI quality. BSC is generalizable and effective to reduce the processing time of mating recommendations.

For urban violence to be reduced, fighting crime and developing long-term policies are some of the necessary requirements for a good strategic plan for public security. The present study sought to improve the information flow of a Public Security Department, for that a multi-criteria decision model was developed to prioritize information technologies that would assist in this management. The Business Systems Planning (BSP) approach was adopted to list potential technologies for use. The methodological procedures relied on techniques for building a SIPOC Matrix and mapping business processes management (BPM). Thus, three phases support this research: (i) application of BPM techniques, (ii) information systems planning, and (iii) IS/IT prioritization process, where BPM planning and modeling were carried out, in addition to the survey of the requirements and identification of BSP methodologies, and the construction of the multicriteria model, given the contextualization of the technology prioritization process. As a result, six technologies were ordered in relation to the degree of adequacy to the needs of the studied secretariat. As the main contribution, this research allowed the SSP manager, and other leaders of the agency, to visualize how to strategically manage the available information based on the IS/IT implementation, enabling better strategic plans to be developed in the future. 6. Towards an index of biodiversity potential: example in an anthropised and fragmented landscape matrix

Promoting biodiversity is a major issue in urban planning. Estimating the biodiversity potential of patches in the landscape matrix often uses the tools of spatial analysis and landscape ecology indices, especially in large study areas. In this paper, we present the construction of a composite biodiversity potential index (CBPI) based on structural and functional approaches of landscape ecology. The CBPI is composed of eight indices (quality: permeability, fragmentation, environmental management; shape: size, shape complexity; configuration: contrast between neighbouring patches, distance to the most favourable habitats, distance from built-up areas). The CBPI appears to be suitable for anthropised and fragmented landscape matrices. It can be used to identify ecological networks in an ‘Avoid, Reduce, Compensate’ approach and can be readily updated with new map databases.

7. La prise en compte du numérique par les agences d’urbanisme : évaluation de la situation française

This article examines the role of urban planning agencies in a metropolised urban environment where digital development is a new political objective. It repositioned the urban planning agencies among the various public and private engineering supports for metropolises and agglomerations committed to a "Smart City" strategy. The article shows that there is a wide range of levels of commitment by the agencies, from a desire to bring issues as close to the actors as possible to a certain avoidance of the subject, which is considered to be of low priority despite the growing commitment of partner authorities. A national ranking of investment over the 2010-2018 period is proposed here. The article deciphers the reasons for this differentiated level of consideration and puts forward some arguments for the future strengthening of agencies in this area.

8. The evolution of project portfolio selection methods: from incremental to radical innovation

Purpose – The purpose of this paper is to identify how project portfolio selection (PPS) methods have evolved and which approaches are more suitable for radical innovation projects. This paper addressed the following research question: how have the selection approaches evolved to better fit within radical innovation conditions? The current literature offers a number of selection approaches with different and, in some cases, conflicting nature. Therefore, there is a lack of understanding regarding when and how to use these approaches in order to select a specific type of innovation projects (from incremental to more radical ones). Design/methodology/approach – Given the nature of the research question, the authors perform a systematic literature review method and analyze 48 portfolio selection approaches. The authors then classified and characterized these articles in order to identify techniques, tools, required data and types of examined projects, among other aspects. Findings – The authors identify four key features related to the selection of radical innovation projects: dynamism, interdependency management, uncertainty treatment and required input data. Based on the content analysis, the authors identified that approaches based on different sources and nature of data are more appropriated for uncertain conditions, such as behavioral methods, information gap theory, real options and integrated approaches. Originality/value – The research provides a comprehensive framework about PPS methods and how they have been evolving over time. This portfolio selection framework considers the particular aspects of incremental and radical innovation projects. The authors hope that the framework contributes to reinvigorating the literature on selection approaches for innovation projects.

Connecting natural habitats to allow animal and plant species to move has become a major issue in environmental policies. However, the identification and management of ecological networks raises difficulties due to the diversity of methods for analyzing connectivity and the lack of harmonized data at the country level. The aim of this study is to use graph theory to more finely integrate the functional connectivity of the landscape into the modeling of ecological networks at different spatial scales. The use of generic data and a standardized method makes it possible to identify core areas and corridors in a uniform way throughout the French metropolitan area and to overcome regional administrative boundaries. The results highlight a nationwide ecological network that can be compared to the existing green and blue infrastructure in a decision-making perspective.

12. Analysis of selection procedures to determine priority areas for payment for water ecosystem services programs

The approach of ecosystem services has shown promise for the evaluation of interactions between ecosystems and society, integrating environmental and socioeconomic concepts which require interdisciplinary knowledge. However, its usefulness in decision making is limited due to information gaps. This study was therefore developed in order to contribute to the application of principles of ecosystem services in the decision-making for water resources management. It aims to identify procedures and methodologies used for decision-making in order to select priority areas to be included in projects or compensation programs for environmental services. To do so, we searched technical and scientific literature describing methods and experiences used to select priority areas. Key steps in the process of selecting priority areas were identified; then a survey was conducted of the procedures adopted for each key step considering the literature selected; and, finally, the information collected was analyzed and classified. Considering the study’s sample, we noted that the selection of priority areas was based on the direct use of predetermined criteria. The use of indicators and spatial analyses are practices still scarcely employed. We must highlight, however, that most of the analyzed documents did not aim to describe the process of selecting priority areas in detail, which may have resulted in some omissions. Although these conditions may limit the analysis in this study, the results presented here allow us to identify the main objectives, actions and criteria used to select priority areas for programs or compensation projects for environmental services.

Mestrado Bolonha em Gestão e Estratégia Industrial Este estudo tem como objetivo o desenvolvimento de um modelo de suporte à tomada de decisão, considerando a escolha racional do modo de transporte a adotar para efeitos de escoamento do produto final. Este modelo será adaptado à realidade de uma empresa da indústria automóvel, sendo incorporado, para esse efeito, um conjunto de critérios de desenvolvimento sustentável que atendam ao objetivo aqui fixado. Para o desenvolvimento do modelo, haverá uma coleta de dados, que será realizada, quer através de uma análise documental, quer através da realização de entrevistas aos atores direta ou indiretamente envolvidos no processo logístico. Será ainda utilizada a metodologia de estudo de caso, com vista à aplicação e análise da robustez do modelo desenvolvido no presente estudo. Para tal, e tendo por base a literatura existente sobre o tema, foram escolhidos 15 critérios e definidas 11 alternativas que consistem da combinação de diferentes modos de transporte. O estudo baseia-se também na suposição de que serão enviados apenas 2500 veículos com partida na fábrica de Palmela, Volkswagen Autoeuropa, e destino em Berlim, na Alemanha. O método multicritério utilizado será o AHP, cuja aplicação será validada através de um estudo de caso. Com o estudo efetuado, foi possível perceber que o fator de maior relevância é relativo aos custos com combustível e que, no presente estudo, a alternativa/modo de transporte mais adequado seria aquele que recorre apenas ao modo ferroviário no transporte This study aims to develop a decision-making support model, considering the rational choice of the mode of transport to be adopted for the purpose of disposing the final product. This model will be adapted to the reality of a company in the automotive industry, incorporating, for this purpose, a set of sustainable development criteria that meet the objective set here. For the development of the model, there will be a data collection, which will be carried out, either through a documental analysis, or through interviews with the actors directly or indirectly involved in the logistical process. The case study methodology will also be used, with a view to the application and analysis of the robustness of the model developed in the present study. To this end, and based on the existing literature on the subject, 15 criteria were chosen, and 11 alternatives were defined, consisting of the combination of different modes of transport. The study is also based on the assumption that only 2,500 vehicles will be shipped from the Palmela plant, Volkswagen Autoeuropa, to Berlin, Germany. The multi-criteria method used will be the AHP, whose application will be validated through a case study. With the study carried out, it was possible to perceive that the most relevant factor is related to fuel costs and that, in the present study, the most appropriate alternative/mode of transport would be the one that uses only the rail mode in transport. info:eu-repo/semantics/publishedVersion

The objective of the present study was to analyze the cost/capacity/profit of the items of an ink industry in order to present cost information for decision making based on the calculation of the contribution margin, balance (accounting, financial and economic) and degree of operational leverage. To fulfill these objectives, a methodological trajectory was determined that contemplates the descriptive research, of applied nature and with quantitative approach; the technical procedures are documentary research and case study, carried out from data collection via reports, documents and cost maps. The research object is an industry that manufactures paints, with seven products in its portfolio of products acting under the production system is to order; the data comes from the second quarter of 2016. The results showed that the product with the highest Unitary Contribution Margin is the least sold product, which is the ideal mix of production to fulfill the Balance Points in its three possibilities; it was also determined the level of Operational Leverage in the company if it can increase its production by 20%, which is its outlook for the study period. The objective of the present research is to undertake a simulated surface engagement with the armament located on a medium-sized ship against a surface target. The research was carried out from the software of prediction of shooting of an armament installed in a ship of medium size of the Brazilian Navy. The simulation was the means used to evaluate the performance of the prediction system of a weapon above water, acting in simulated surface target engagement, in order to evaluate the accuracy in the prediction and to determine the theoretical probability of hit surface. Fighting in the current scenarios of naval warfare occurs at high speeds and demands the automatism and integration of the actions of detection, target designation and threat engagement. They are aspects that motivate the development of adequate functionalities for the combat systems of the war ship and demonstrate the relevance of the present study. By means of this software, a shooting simulator was developed by the Naval Center for Systems Analysis, when several target trajectories were simulated, the theoretical prediction was determined and the error of the prediction was observed. The mean radial error predicted allowed the calculation of the theoretical probability of target accuracy and the influence of speed, distance and angle of maneuver in this probability. This article aims to introduce a system of performance evaluation for undergraduate courses taking into account the guidelines of SINAES (evaluation of undergraduate courses), the system of values, needs, preferences Dean of a univer sity. The methodology considered qualitative and quantitative aspects of context and was based on a constructivist approach to conduct the study. The complexity of the decision context, denoted by the amount of information, multiple interests and actors in volved legal aspects (MEC / SINAES) led to opt for the use of Multicriteria Methodology for Decision Support - Constructivist (MCDA - C). Through the proposed multicriteria system, based on the points raised could explain in a structured way the unsatisfacto ry performances or good performance. The results also evidenced allowed Dean the legitimacy of the system in the representation of the aspects that are deemed relevant to the decision context as well as its appropriateness for the evaluation of undergradua te courses from the viewpoint of SINAES.

18. A proposição de um framework de Data Analytics para o estudo do desempenho da inovação

O objetivo deste estudo é propor um framework de data analytics para classificar setores econômicos em níveis de inovação – em uma escala que vai de altamente a pouco inovadores, a partir de uma base de dados com indicadores de inovação. O problema consiste em entender como se comporta o desempenho de inovação nesses setores, dado o número de empresas inovadoras que contêm e características que apresentam, e é formulado como um problema de classificação. O framework combina métodos para normalização da base, determinação do número de classes (níveis de inovação) encontrados nos dados, tratamento de classes desbalanceadas, seleção de variáveis (indicadores de inovação dos setores), classificação e estimação do desempenho da inovação (empresas que inovam no setor em relação ao total da amostra). Para isso, diferentes abordagens são experimentadas. Os modelos Random Forest, Extreme Gradient Boosting e Support Vector Machine são utilizados nas etapas de classificação das observações, seleção de variáveis e estimação da variável de saída. Na determinação do número de classes, são experimentadas abordagens gerencial e de quartis. Técnicas de Synthetic Minority Oversampling Technique são testadas para o balanceamento de amostras nas classes. A abordagem analítica no estudo dos dados de inovação das empresas auxilia na compreensão dos fatores que influenciam o desempenho da inovação dos setores e apoiará a tomada de decisão acerca de ações de fomento. The aim of this study is to propose an analytics framework to classify sectors at levels of innovation - on a scale from highly to less innovative, given a database with innovation indicators for economic sectors. The problem is to understand how innovation performance behaves in these sectors, given the number of innovative companies they contain and the characteristics they present, and it is formulated as a classification problem. The framework combines methods for data normalization, determination of the number of classes (levels of innovation), deal with imbalanced classes, feature selection (innovation indicators), classification and estimation (companies that innovate in the sector in relation to the total sample). For this, different approaches are tested. The Random Forest, Extreme Gradient Boosting and Support Vector Machine models are used in the observation classification, feature selection and output estimation steps. To determine the number of classes, managerial and quartile approaches are experimented. Synthetic Minority Oversampling Techniques are tested for balancing classes. The analytical approach in the study of companies innovation data helps to understand which factors that affect the sectors innovation performance and support decision making about fostering actions.

Mestrado Bolonha em Gestão e Estratégia Industrial A materialização da 4º revolução industrial (indústria 4.0) na agricultura veio potenciar o alcance de importantes desafios sentidos no setor, particularmente, ao nível de quatro aspetos essenciais: aumento da produtividade, alocação de recursos de forma razoável, adaptação às mudanças climáticas e redução do desperdício alimentar. A implementação das suas tecnologias veio permitir uma gestão das operações agrícolas mais eficiente e lucrativa através do tratamento das grandes quantidades de dados recolhidos no âmbito das diferentes atividades. Neste sentido, o presente estudo teve como objetivo aprofundar o impacto da implementação das tecnologias da indústria 4.0 na gestão das operações agrícolas, por via da melhoria da capacidade de tomada de decisão dos seus gestores, bem como o de chamar a atenção das empresas do setor agrícola português para a crescente necessidade de digitalização das suas operações por via da introdução das tecnologias da 4º revolução industrial. O método escolhido para a recolha de dados utilizado foi o questionário online, tendo sido inquiridos 43 colaboradores de organizações do setor agrícola. O estudo contribui para a compreensão da importância da digitalização das operações através da introdução destas tecnologias, em particular, as tecnologias de Big Data e a Inteligência Artificial, bem como para a forma como estas podem contribuir para alcançar os desafios das operações agrícolas e suportar a tomada de decisão dos gestores das empresas pertencentes ao setor. Adicionalmente, foi também possível perceber que algumas empresas do setor agrícola português já iniciaram o seu processo de transformação digital através da utilização das tecnologias da indústria 4.0. No entanto, é necessário apostar-se numa maior disseminação do conceito e das mais-valias a si associadas dentro do setor. The materialization of the 4th industrial revolution (Industry 4.0) in agriculture has enabled the achievement of important challenges felt in the sector, particularly at the level of four essential aspects: increased productivity, reasonable allocation of resources, adaptation to climate change and reduction of food waste. The implementation of its technologies has allowed a more efficient and profitable management of agricultural operations through the processing of large amounts of data collected during the different activities. In this sense, this study aimed to demonstrate the impact of the implementation of Industry 4.0 technologies on the management of agricultural operations, by improving the decision-making capacity of their managers, as well as to draw the attention of companies in the Portuguese agricultural sector to the growing need for digitalization of their operations through the introduction of 4th industrial revolution technologies. The data collection method used was the online questionnaire and 43 employees belonging to organizations of the agricultural sector were surveyed. The study contributed to understand the importance of the digitalization of operations through the introduction of these technologies, in particular the Big Data and Artificial Intelligence technologies, as well as how they can help meeting the challenges of agricultural operations and support the decision-making of the managers of the companies belonging to the sector. Additionally, it was also possible to see that some companies in the Portuguese agricultural sector have already started their digital transformation process through the use of Industry 4.0 technologies. info:eu-repo/semantics/publishedVersion

O presente trabalho apresenta o desenvolvimento de um sistema de informação georreferenciado para poder ser utilizado na gestão da conservação dos pavimentos da Rede Rodoviária do Município. Neste sentido foi realizada uma revisão dos conhecimentos sobre os temas: Patologias dos pavimentos, Sistema de Gestão de Conservação de Pavimentos e Sistemas de Informação Geográfica. Para aplicação desses conceitos ao caso de estudo, foi realizado o levantamento das degradações superficiais de um conjunto de pavimentos seguindo-se a recolha das características das vias, definindo-se a partir destes dados um Sistema de Avaliação da Qualidade. A inclusão da georreferenciação na gestão dos Municípios tornou as bases de dados mais dinâmicas e mais abrangentes, potenciando a visualização mais fácil da informação (que se pretende que esteja sempre atualizada) e a gestão desses dados, pela Câmara Municipal de Vila Nova de Famalicão. Desta forma, a concretização deste trabalho foi no sentido de, a partir do Portal Geográfico, desenvolver um sistema que integre na rede rodoviária, os dados sobre o estado de conservação dos pavimentos, permitindo a sua atualização sempre que existam dados de campanhas de monitorização da rede. A necessidade de prever as ações de manutenção da qualidade de serviço através de uma ferramenta a nível centralizado, com a identificação e a localização das patologias, otimiza o planeamento das tarefas., Road pavements are under various actions that cause their degradation over time, often unnoticed by the maintenance and conservation teams of networks spread over a very high area. The present work presents the development of a georeferenced information system to be used in the pavement maintenance management of a Municipal Road Network. In this sense, a literature review was carried out on the following topics: Pavement Distresses, Pavement Maintenance Management Systems and Geographic Information Systems. To apply these concepts to a case study, a survey of the surface degradation of a set of pavements was carried out, followed by the collection of the characteristics of the roads, defining a Quality Assessment System based on these data. The inclusion of georeferencing in the management of Municipalities made the databases more dynamic and more comprehensive, enhancing the easier visualization of information (which is intended to be always up-to-date) and the management of these data, by the Vila Nova de Famalicão City Council. In this way, based on the Geographical Portal, the objective of this work was to develop an information system that integrates the data on the road network pavement condition, allowing its updating whenever data from monitoring campaigns are available. The need to anticipate actions to maintain quality of service through a tool at a centralized level, with the identification and location of pavement distresses, optimizes the planning of maintenance operations.

Atualmente, convivemos com um grande volume de dados, redundantes e inconsistentes, que necessitam cada vez mais serem administrados com eficiência e transformados em informação pertinente para fins de suporte à decisão. A competitividade de uma empresa é diretamente proporcional à sua capacidade de obter informação, processá-la e disponibilizá-la de forma rápida, segura e com qualidade. A implantação da ferramenta Data Warehouse (DW) altera essa possibilidade para uso da informação analítica, tornando-se necessário um mecanismo de gerência da qualidade desses dados. Tendo-se em vista a necessidade de se conhecer a qualidade dessas informações, o presente estudo tem por objetivo analisar, em empresas que utilizam a ferramenta DW, a qualidade da informação na perspectiva do Consumidor de Informação. A análise da qualidade da informação será feita por meio de dimensões e categorias. Para maior familiaridade com o problema, com vistas a torná-lo explícito, foram feitas uma revisão da literatura e entrevistas em duas empresas, com o emprego de dois questionários, um em nível Gerencial e outro para os Consumidores de Informação. Como resultado, obteve-se a resposta de como é a qualidade da informação nestas empresas que se utilizam do DW.Nowadays people are surrounded by a great deal of data that sometimes are redundant and not accurate. This data needs to be efficiently managed to be transformed into significant information for decision support. An enterprise can be more competitive if can obtain good quality information and can process this information quickly and securely. The use of a Data Warehouse tool enables the transformation of raw data into analytical information, but it requires data quality management. This article's main goal is to analyze perceived Information Quality (IQ) by Information Consumers in enterprises that use Data Warehouse. This analysis will be made using IQ dimensions and categories. A conceptual revision and interviews with users from two enterprises were made to reach the proposed objective. Users were divided into two categories. Aspects of IQ in these enterprises are presented.

Este artigo apresenta uma revisão da literatura sobre as aplicações da tecnologia da informação em Nefrologia. Caracterizamos as aplicações em bancos de dados, as iniciativas mais voltadas ao ensino e alguns exemplos de sistemas de apoio à decisão. Por fim, apresentamos as experiências de Telemedicina em Nefrologia nitidamente voltadas ao suporte prestado à assistência dialítica a distância. Enfatizamos que a telessaúde pode ajudar na criação de um modelo assistencial descentralizado, voltado à prevenção, centrado na atenção básica como forma de combater a epidemia mundial de Doença Renal Crônica (DRC).This is a review of the literature about the applications of information technology in nephrology. The use of information technology for database, teaching, and decision support systems is discussed. The application of telemedicine in nephrology to assist dialysis performed in remote regions is also presented. Telemedicine can have a key role in increasing standards of care in nephrology. In conclusion, telemedicine may help to build a decentralized assistance model for prevention, focused on primary care, and, thus, may play an important role in the fight against the worldwide epidemic of chronic kidney disease (CKD).

The flora diversity of caatinga biome was related to biophysical and human factors as an indication ofconservation areas. Multicriteria analysis was used to indicate regions with favorable conditions forgreater diversity, through biophysical factors, and regions with less human pressure, based on socioeconomicvariables extracted from agricultural census. The results were compared with inventories offlora, phyto-sociology and biomass. Some biophysical factors showed significant relationships withthe diversity of flora in the caatinga. The areas indicated by these factors were analyzed in conjunctionwith anthropic factors, thus allowing for the identification of potential areas for conservation in theCaatinga biome.

A utilização dos computadores na agricultura tem trazido inúmeros benefícios ao empresário rural. Entre tais benefícios, a utilização de programas de computador para simular o crescimento e desenvolvimento de plantas; bem como o seu uso na otimização de práticas culturais, tem se mostrado como uma opção. Objetivou-se, neste trabalho, avaliar o programa CERES-Maize na simulação do florescimento e produção de milho (Zea mays L.), em diferentes cenários de investimento. Os resultados das simulações com o programa CERES-Maize mostraram que as diferenças entre as produções simuladas, comparadas com os dados obtidos em campo, estão entre os limites de 5% a 8% de erro, aceitáveis pelo programa. A mesma tendência foi verificada entre os valores observados e simulados para os dias de florescimento, em todos os cenarios. O programa CERES-Maize mostrou-se bastante robusto e eficiente nas simulações efetuadas. O uso desse programa pode ser visto como uma ferramenta adicional ao produtor no processo decisório, durante o planejamento da implantação da cultura.The use of computers in agriculture has brought several benefits to the farmers. Among these benefits, the use of crop models to simulate plant growth and development, as well as a tool for optimization process and decision support aid, has been an option. The aim of this study was to evaluate the efficiency of Ceres-Maize model to simulate maize flowering date and yield at different investment scenarios. Simulation results showed that the difference between simulated and observed yield data were in the 5% and 8% error range, acceptable for the program. The same tendency was observed when comparing flowering dates in all scenarios. The model was very efficient and suitable for all of the simulations performed. Without any doubt CERES-Maize may be used as a tool, by farmers, in the crop planning process.

Um dos agentes mais empregados na supressão de áreas florestais no Estado de São Paulo é o fogo, por meio de queimadas que, quando fora de controle, podem converter-se em incêndios responsáveis pela destruição de extensos ecossistemas. Na Bacia do Rio Corumbataí, SP, os incêndios são um dos causadores de fragmentação e degradação da cobertura florestal. Nesse contexto, este trabalho objetivou a realização do mapeamento de risco de incêndios florestais na Bacia do Rio Corumbataí, utilizando-se a avaliação multicriterial (Método da Média Ponderada Ordenada) em um Sistema de Informações Geográficas. Os fatores importantes do estudo foram: declividade do terreno, face de exposição ao sol, pluviosidade, proximidade da malha viária, proximidade dos centros urbanos, proximidade da rede hidrográfica, vizinhança dos fragmentos e face de exposição aos ventos. A combinação dos mapas de fatores resultou no mapa de risco regional da bacia. Para a confecção do mapa de risco em nível de fragmento, determinou-se o risco associado a cada fragmento, a partir da análise de uma faixa de 30 m em seu entorno. O risco foi reclassificado em três classes: baixo, médio e alto. Com base no mapa final, verificou-se que: aproximadamente 20% dos fragmentos de mata nativa pertencem à classe de risco alto, 55% à classe de risco médio e 25% à classe de risco baixo. Nas condições atuais de uso e cobertura do solo, bem como de manejo das áreas agrícolas e pastagens, os remanescentes florestais da Bacia do Rio Corumbataí estão sob séria ameaça de degradação por incêndios florestais.Fire is one of the agents most used in the suppression of forest areas in the State of São Paulo, Brazil, and, when out of control, it can be responsible for the destruction of extensive ecosystems. In the case of the Corumbataí river basin, SP, fire is one of the main causes of forest fragmentation and degradation. The purpose of this study was to map forest fire hazard for the Corumbataí river basin, using multi-criteria evaluation (Ordered Weighted Average method) using a Geographic Information System. Factors considered important to the study were: slope; aspect; rainfall; proximity to roads; proximity to urban areas; proximity to water; forest fragment neighborhood; and wind exposure. The combination of these factors resulted in a regional fire hazard map for the river basin. The analysis of the area just surrounding the forest remnants (30m) made it possible to determine the fire hazard in each individual fragment. Such map was reclassified into three hazard levels: low, medium, and high. According to this map, approximately 20% of the native forest fragments are classified as high-hazard class; 55% as medium-hazard class; and 25% as low-hazard class. In the current situation of land use/land cover and management, the forest remnants of the Corumbataí River basin are seriously threatened by fire.

Project Work presented as the partial requirement for obtaining a Master's degree in Geographic Information Systems and Science No contexto de uma câmara municipal, o Plano Diretor Municipal (PDM) é por excelência o instrumento de planeamento eficaz que define objetivos, que subdivididos em medidas se concretizam em ações bem definidas. É premente a necessidade de acompanhamento da execução destas ações e de intervir atempadamente, realizando ajustes. Este trabalho de projeto consiste na construção de um dashboard ou “painel de controlo” que permite monitorizar os Objetivos/Ações previstos no PDM do Funchal, numa perspetiva simplificada, atualizada e verdadeira. Pretende-se que esta ferramenta seja um apoio efetivo à decisão baseada num trabalho colaborativo e que simultaneamente possa contribuir, futuramente, para a melhoria na comunicação e transparência da atuação da câmara municipal. Foi realizado um protótipo disponibilizado através de um link que permitiu validar o design; a usabilidade; a utilidade e o conteúdo, através de inquéritos que abrangeram 39 potenciais utilizadores internos e 38 externos à organização. Em paralelo, foram realizadas entrevistas a dois representantes do executivo da autarquia. Os resultados obtidos evidenciaram, tanto para os utilizadores internos (CMF Interno) como externos à Câmara Municipal do Funchal (CMF Externo) a aprovação da utilização do dashboard na monitorização do PDM. No entanto, depreende-se que para disponibilizar este dashboard, ao público geral, pressupõe um enquadramento para que a informação se torne mais percetível a um público tão diversificado. In the context of a city council, the Municipal Master Plan (PDM) is the most effective instrument for defining objectives, which, subdivided into measures, become concrete actions in well-defined actions. There is an urgent need to monitor the execution of these actions and to intervene in a timely manner, making adjustments. This project work consists of the construction of a dashboard or “control panel” that allows monitoring the Objectives / Actions foreseen in the Funchal PDM, in a simplified, updated and true perspective. It is intended that this tool is an effective support to the decision based on a collaborative work and that simultaneously it can contribute, in the future, to the improvement in the communication and transparency of the performance of the city council. A prototype was made available through a link that allowed to validate the design; usability; usefulness and content, through surveys that covered 39 potential internal users and 38 external users to the organization. In parallel, interviews were conducted with two representatives of the executive of the municipality. The results obtained showed, both for internal users (Internal CMF) and external to Funchal City Hall (External CMF), the approval of the use of the dashboard in the monitoring of the PDM. However, it appears that to make this dashboard available to the general public, it presupposes a framework so that information becomes more perceptible to such a diverse public.

As instituições financeiras e bancos também enfrentam essa necessidade, competindo com empresas que já nascem digitais. Dessa forma, áreas primordiais nessas instituições, como o back-office, investem na automatização de processos de negócio por meio de Robotic Process Automation (RPA). Esta é uma tecnologia emergente que permite a automatização de processos, simulando ações humanas, não necessitando ou com o mínimo de envolvimento das áreas de Tecnologia da Informação. Muitos estudos comprovam a eficácia dessa tecnologia, porém se deparam com o dilema de quais processos devem ser selecionados para automatização e se serão efetivos ao serem automatizados. Assim, utilizando Design Science como modelo de pesquisa, fora proposto um sistema que permite auxiliar na identificação se um processo deve ou não ser automatizado. Realizou-se então entrevistas com especialistas em RPA das áreas de back-office de uma instituição bancária. Com isso, foi possível elencar critérios de processo, orçamento e tecnologias que são relevantes para tomada de decisão sobre automatizar processos utilizando técnicas de Lógica Fuzzy e sistemas de inferência Fuzzy. Os resultados obtidos refletem a eficiência dos sistemas de inferência Fuzzy ao representar a lógica humana, confirmados com simulações e pesquisas com casos reais em uma instituição pesquisada. To deal with the increasing work volume and efficiency need, companies must innovate in process digitalization and systematization in order to maintain competitive. Financial institutions and also banks are facing this necessity, competing against digital enterprises by default. Thus, primordial areas in these institutions, back-office for instance, are investing on business process automation through Robotic Process Automation (RPA). This is an emerging technology that allows to automate process with little or no IT areas involvement. Although many studies establish this technique efficacy, it faces the challenge of which business process may be selected to be automated and whether will be efficient. Hence, applying Design Science framework as research model, has been proposed a system that assists choosing if a process should be automated or not. A semi structured interview has been conducted with back-offices RPA experts from a bank institution. As a consequence, has been possible to list all process, budget and technological criteria that are relevant to help decide which process automate, using fuzzy logic and fuzzy inference system technics. The results reflect the fuzzy inference system efficiency to represent human logic, evidenced by simulations and real case simulations at the researched institution.

O projecto aqui apresentado interliga dois temas centrais: a gestão da mudança e as redes wireless avançadas. O grau de disrupção destas últimas, associado ao crescente interesse do mercado em as adotar, traz inúmeros desafios. Neste ponto, advém a importância de reconhecer sistematicamente os desafios associados, assim como as oportunidades de monetização. As redes wireless avançadas têm o potencial de gerar turbulências nos alicerces de todos os setores de atividade ao trazer novas oportunidades de conectividade que, associadas com as suas mais-valias, resultam em novos modelos de negócio e, consequentemente, em novos contornos no processo de compra e na experiência do consumidor. Além disso, por forma a concretizar este potencial, as empresas do setor das telecomunicações têm um papel fundamental no desenvolvimento e na implementação destas novas tecnologias. Destaca-se, também, o papel fulcral das metodologias de gestão da mudança, como veículo de implementação das redes avançadas, principalmente a nível estratégico e operacional. É importante relevar também os contributos proporcionados pela investigação que possibilitam uma visão holística desta temática. Este projeto, ao seguir a metodologia Multiple Criteria Decision Analysis (MCDA), propõe-se a analisar a relação entre os desafios e as oportunidades de monetização no que concerne ao tema, destacando as relações de causa-efeito entre as dinâmicas anteriormente referidas através da aplicação da técnica DEcision MAking Trial and Evaluation Laboratory (DEMATEL). Importa destacar que esta técnica foi aplicada com recurso a um painel multidisciplinar com experiência na área. Por fim, elencam-se os contributos e as limitações resultantes da aplicação desta metodologia. The present study interconnects two central points: change management and advanced wireless networks. The latter’s degree of disruption, associated with the market’s growing interest in adopting it, poses numerous challenges. At this point, the importance of systematically recognizing business monetization opportunities and associated challenges emerges. Advanced wireless networks can generate a turmoil in the foundations of all sectors of activity by bringing new connectivity opportunities associated with their assets, resulting in new business models and, consequently, in new contours in purchasing processes and consumer experiences. In addition, companies in the telecommunications sector have a fundamental role in developing and implementing these new technologies to fulfil this promise. The critical role of change management methodologies as a vehicle for implementing advanced wireless networks, mainly at the strategic and operational levels, is also highlighted. In this sense, it seems relevant to highlight contributions that allow for a holistic view of the topic. Following the Multiple Criteria Decision Analysis (MCDA) approach, the present study analyzes the relationships between business monetization opportunities and challenges, highlighting their cause-and-effect relationships by applying the DEcision technique MAking Trial Evaluation Laboratory (DEMATEL) method. DEMATEL was applied with the support of a multidisciplinary expert panel. Finally, the contributions and limitations resulting from the application of this technique are also analyzed.

Neste trabalho, foi utilizada uma ferramenta matemática promissora na análise de sistemas e/ou processos, particularmente na área de produção animal. Essa ferramenta é a desenvolvida segundo a abordagem da teoria dos Conjuntos Fuzzy e, neste caso específico, permitiu a análise da composição das variáveis climáticas independentes, como temperatura de bulbo seco e umidade relativa do ar, que influenciam na variável dependente denominada conforto térmico das aves. Foi realizada a construção de regras baseadas na intuição humana, segundo o conhecimento de especialistas da área, a partir do que é possível simular cenários distintos para o suporte à decisão de construção de galpões para abrigo a animais. Neste trabalho, foi estimado o conforto térmico para alojamento de aves poedeiras em produção. Os resultados foram analisados, usando-se o ambiente de computação científica MATLAB 6.5, o que pode ser realizado iterativamente a cada cenário gerado. Com base nos resultados obtidos, pode-se analisar as condições de conforto para distintas composições das variáveis de entrada.In this research a promising mathematical tool in system's analysis and/or process particularly in the area of Animal Production was used. Such tool was developed according to Fuzzy theory which in this specific case allows analyzing the composition of independent climatic variables, such as temperature and humidity that may influence the dependent variable named bird's thermal comfort. It was necessary to build up rules based on human intuition according to experts in this area, from which was possible to simulate distinct scenarios for supporting the decision of the construction of animal's housing. In this research thermal comfort for layer's housing in production were considered. The results were analyzed using the scientific computer environment of MATLAB 6.5, which could be done iteratively for each generated scenario. Based on the results it is possible to analyze thermal comfort conditions for several compositions of the input variables.

A Indústria 4.0 assume, atualmente, uma importância crescente, tornando-se condição fundamental na obtenção de vantagens competitivas. Esta nova era industrial revela-se promissora, na medida em que perceciona a produção e a sua convergência com os avanços digitais, permitindo, deste modo, mitigar os principais desafios da produção industrial. Contudo, avaliar a maturidade das organizações no contexto da Indústria 4.0 é uma tarefa difícil e de grande complexidade, dada a diversidade de determinantes que lhe são inerentes. No sentido de ultrapassar esta dificuldade, e uma vez que a literatura sugere existirem limitações relativas à identificação e à análise de relações dinâmicas de causa-efeito entre os determinantes de Indústria 4.0 nos modelos de avaliação existentes, parece evidente a necessidade de criar um modelo de análise que consiga colmatar estas limitações. Como tal, a presente dissertação propõe um modelo que recorre ao uso integrado de técnicas de mapeamento cognitivo, suportadas pela abordagem JOintly Understanding Reflecting and NEgotiating strategY (JOURNEY) Making, com a técnica DEcision MAking Trial and Evaluation Laboratory (DEMATEL), de modo a obter um modelo mais transparente e uma análise dinâmica das relações de causa-efeito entre os determinantes de Indústria 4.0. A implementação da abordagem proposta envolveu duas sessões de trabalho com um painel de especialistas, assim como uma última sessão com uma representante do Departamento de Inovação e Desenvolvimento do Instituto de Soldadura e Qualidade (ISQ), visando a validação dos resultados e a formulação de algumas recomendações. As vantagens e as limitações decorrentes deste estudo são também objeto de análise e de discussão. Increasing attention has been paid to Industry 4.0 as a prerequisite for achieving competitive advantages. However, measuring organizational maturity in the context of Industry 4.0 is a difficult and highly complex endeavor, given the diversity of the associated determinants. Several authors have proposed different approaches to Industry 4.0, but these approaches still exhibit limitations, particularly regarding the identification and analysis of dynamic cause-and-effect relationships among determinants. This study sought to create an analysis system for determinants of Industry 4.0 by combining cognitive mapping and the DEcision MAking Trial and Evaluation Laboratory (DEMATEL) technique, providing a more transparent model and a dynamic analysis of cause-effect relationship among variables. The development of the proposed analysis system involved group meetings with a panel of experts on the topic, as well as a final validation session with a senior representative of the Portuguese Institute of Welding and Quality, aiming to validate the results obtained. The advantages and limitations of the proposed framework are also discussed.

This contribution proposes to throw off the shackles of the usual rigid European rationale, which presupposes a “natural” domination of the urban centers on peri-urban areas. The focus of this paper is guided by the following hypothesis: one of the major reasons why urban sprawl is unsustainable is because it is conceived and designed as an extension of the city. Such a supposition suggests two corollaries:-Peri-urbanization may turn sustainable when based on the former non-urban land uses space (agriculture or forestry, natural areas, wastelands).-Thus, such a sustainable peri-urbanization should lead to specific and original forms of social and spatial organization (multifunctionality, lifestyles, access to nature).Moreover, this position offers a new perspective, for planners, to understand the complex reality of what is an urban area. It also helps to renew urban design and urban management, which are both usually based on the bias of continuous areas, at least simplistic and largely inadequate to think the actual disperse cities. This paper tries to determine how to foster a periurban transition to sustainability with regard to local authorities and planners’ actions, in relation with local communities.

Objective: to analyze decision-making aids and decision-making supports, as tools for shared decision-making, focusing on their similarities and similarities. Methodology: this is a theoretical research based on the International Patient Decision Aids Standards Collaboration framework, regarding decision aids, and, in relation to decision-making support, research by Shogren, Wehmeyer, Martinis, and Blanck and Quality Rights. Results: decision-making aid and decision-making support are central instruments in making shared decision-making effective. therefore, decision help and decision-making support converge to promote the patient's personal autonomy and his effective participation as an effective decision-making agent in health. Conclusion: both instruments increase the patient's control over the decisions that are made about their health care to the extent that they promote the patient's right to self-determination. Objetivo: analizar las ayudas para la toma de decisiones y las ayudas para la toma de decisiones, como herramientas para la toma de decisiones compartida, centrándose en sus similitudes y semejanzas. Esta dissertação relaciona dois temas que estão na ribalta – i.e., smart city e inteligência artificial (ou Artificial Intelligence (AI)). O crescente interesse em smart cities advém do facto de estas serem multidimensionais, adaptáveis às necessidades e aos requisitos de cada realidade. Por outro lado, a AI tem desempenhado um papel transformador e disruptivo em várias áreas, por executar tarefas “inteligentes” e permitir a automatização de processos e a diferenciação. Neste sentido, o planeamento estratégico de uma smart city, especialmente a longo prazo, terá de lidar, provavelmente, com a sua adaptação à AI. Tornam-se da maior relevância todos os contributos de investigação que permitam ter uma visão holística deste tema e possam apoiar processos de tomada de decisão neste âmbito. Adotando a abordagem Multiple Criteria Decision Analysis (MCDA), a presente dissertação propõe um modelo de análise dinâmica entre iniciativas e desafios de adaptação da smart city à AI – i.e., as suas relações de causa-efeito – através da aplicação da técnica DEcision MAking Trial and Evaluation Laboratory (DEMATEL). As diferentes etapas da aplicação desta metodologia foram desenvolvidas em colaboração com um decisor com reconhecida experiência nacional e internacional na abordagem às smart cities. Os contributos e limitações resultantes da aplicação metodológica no contexto em análise serão também alvo de estudo. This study addresses two main themes on today’s agenda – i.e., smart city and Artificial Intelligence (AI). The growing interest in smart cities comes from the fact that these cities are multidimensional, adaptable to the needs and requirements of each reality. AI, in turn, has been playing a transformative and disruptive role in several areas by performing “smart” tasks, allowing for the automation of processes and differentiation. In this sense, the strategic planning of a smart city, especially in the long-term, will likely deal with its adaptation to AI. Thus, research contributions that allow for a holistic view of this topic and can support decision-making processes in this area are welcome. Based on the epistemological principles of the Multiple Criteria Decision Analysis (MCDA) approach, this study proposes a dynamic analysis system that allows smart city initiatives and challenges to be adapted to AI, highlighting its cause-and-effect relationships. This is carried out based on an application of the DEcision MAking Trial and Evaluation Laboratory (DEMATEL) technique. The processual steps of this methodological application were developed in close interaction with an experienced decision maker who has coordinated several projects in this study context. The contributions and limitations of our proposal are also analyzed.

35. Análise de risco como medida preventiva de inundações na Amazônia: estudo de caso de enchente de 2000 em Laranjal do Jari-AP, Brasil.

The objective of the investigation was to test a simplified conceptual model of contingency for risk analysis of flood disaster in the city of Laranjal do Jari - AP during the year 2000. The methodological basis was elaborated in terms of probability and level of impact of the event, considering the urban area affected, as well as economic and financial losses associated with it, including homeless and number of fatal victims. These variables were used in the composition of weights indicators ranging between 1 to 5 obtained from the contingency table. The sum of measured scores of each impact factor (multiplying the weight versus the evaluation score) served as a support for calculating the probability of recurrence of extreme event, principally considering the degree of exposure of the area in relation to the margins of the Jari river. Furthermore, the risk matrix generated charged columns and rows that scored highest levels of likelihood and severity of impact event. Whereas the levels of environmental criticality of extreme event. Then, it was quantified the level of vulnerability of the community and the fragility indicators of the affected community. We conclude that the indicators of the matrix can be used as subsidies to preventives measures adopted in future in the medium and short term, based on crisis monitoring and management. Multicriteria evaluation methodologies are powerful tools to promote sustainable decisions when several alternatives and several criteria will be analysed and weighted. The planning and management of water resources is a field in which decisions are characterized by multiple objectives, includes various interested groups and is evaluated in monetary and nonmonetary units. These attributes inherent to water resources planning decisions determine that the methodologies of multicriteria evaluation constitute an attractive approach, providing effective tools for water management. The objective of this work is the analyse of National Programme for Dams with High Hydropower Potential in order to realize the importance of the multicriteria evaluation in decision making support. An intelligent tool for decision aid in electric energy auctions is proposed. The proposed approach optimizes simultaneously the expected revenue maximization and the contract risks minimization. As risk metric, value at risk (VaR) is considered. To validate the proposed algorithm, two cases are presented. The first one considers midsize hydrothermal agents and the second one takes into account part of the portfolio of a Brazilian company. The results show the risk perception from the point of view of GENCO's in competitive environment and demonstrate the effectiveness of the proposed algorithm in the decision support process. A inovação aberta está, visivelmente, a assumir uma importância crescente nas organizações. Como tal, estudar os impactos que a mesma cria tornou-se, desde logo, um desafio. Avaliar os efeitos que pode originar não só na performance como também nos processos organizacionais, tempo e pessoas, é uma tarefa difícil e de grande complexidade, dado o vasto leque de fatores que estão na base da capacidade de inovar de cada organização. Como forma de ultrapassar esta barreira, e uma vez que a literatura de especialidade carece de estudos e frameworks que possam evidenciar estes impactos, parece evidente que a criação de um modelo de avaliação holístico consiga colmatar as limitações evidenciadas na literatura. Assim, a presente dissertação propõe um modelo de análise que recorre ao uso integrado de técnicas de mapeamento cognitivo, suportadas pela abordagem Strategic Options Development and Analysis (SODA), com a técnica DEcision MAking Trial and Evaluation Laboratory (DEMATEL), no sentido de evidenciar o impacto que certas dinâmicas, ligadas à inovação aberta, podem gerar dentro de uma pequena ou média empresa (PME). Como tal, procurar-se-á evidenciar um processo de análise mais realista e absoluto, promovendo, assim, uma tomada de decisão mais clara e informada. Open innovation is clearly taking on an increasing importance in organizations. Studying its impacts has become a challenge for everyone. Assessing the possible effects not only on performance but also on processes, time and people, is a difficult and complex task, given the different capacity of each organization to innovate. As a way to overcome this barrier, and considering the lack of studies and frameworks in the literature related to open innovation, this dissertation proposes a methodological framework that combines cognitive mapping techniques, supported by the Strategic Options Development and Analysis (SODA) approach, and the DEcision MAking Trial and Evaluation Laboratory (DEMATEL) technique. This dual methodology allows the impact that certain dynamics related to open innovation can produce within a small or medium-sized enterprise (SME) to be analyzed. The information was collected from SME managers and entrepreneurs, who accepted to participate in face-to-face group meetings. The results of our framework were validated by both the panel members and a project manager at COTEC Portugal – a leading think-and-action network for advancing technology diffusion and business innovation cooperation. Contributions and limitations of our proposal are also analyzed.

No. of bitstreams: 0 Previous issue date: 2020-01-01 Among the activities of the mechanized forest harvesting, one of the most important is the extraction of eucalyptus trees, commonly carried out by means of the grapple skidder which is an intrinsic machine for harvesting modalities, currently used in Brazil. Therefore, the time and method study technique was applied to determine the production costs of operating a grapple skidder under different operating conditions. The study was conducted in the central western region of São Paulo State, where there was a forest planted with Eucalyptus platyphylla. The tree extraction was carried out by a John Deere grapple skidder. The time and study method was applied to determine the productivity per effective hour of the self-propelled machine, in addition, the methodology by the Food and Agriculture Organization of the United Nations (FAO, 1992) was adopted to estimate the programmed hourly cost of the self-propelled machine. The production cost of the operation was obtained by the ratio between the programmed hourly cost of the machine and the effective productivity. The analysis of the results showed that the times of the operating cycle elements with grapple skidder displacements are those that have greater representativeness in the total operation time, and that the productivity per effective hour of the self-propelled machine with grapple skidder is influenced by the extraction distance and by the slope of the terrain. The OSIRIS-Inondation tool was developed in the European Commission’s OSIRIS FP5-IST project. A multi-hazard version of the system has now been developed for helping the mayor and his/her technical services to elaborate, analyze and compare damage and crisis scenarios for natural or technological hazards. OSIRIS helps these stakeholders to evaluate and forecast the exact impact of an imagined or real catastrophe on their locality and is interfaced with external information sources (forecasts) and wider-scale decision-making centers (Prefectures, military zones, etc.).The platform (designed by and for field-based stakeholders) is based on an object-oriented data model and web technologies, enabling it to (i) evolve as a function of the feedback received and (ii) adapt itself to a local authority’s needs and constraints. In addition to the direct threat to local facilities during a crisis and the non-structural measures to be taken in an emergency, ongoing research work is seeking to better take account of induced risks (network crashes and evacuations) and scenarios which focus on mitigating structural vulnerability.In parallel with the immediate provision of decision support services (crisis preparation and management), OSIRIS helps build a hazard knowledge base by capitalizing on all the available digital information (regulation, action files, photo libraries, etc.) over the long term.

This article presents a decision support model for the analysis of services marketing strategies. The analytical method embedded in the decision model was the AHP -- Analytic Hierarchy Process, considering its capability to facilitate the structuring of a complex decision problem as well its flexibility in applications. The use of the method was made operational through the Expert Choice software, that made model development feasible and stimulated the participation of various decision agents in the processes of model-building and analysis, and was applied on a Xerox Brazil case study. Os modelos de cálculo de risco em seguros de saúde são ferramentas essenciais no desenvolvimento da atividade seguradora, pois servem para que as seguradoras consigam aferir, com antecedência, a potencial sinistralidade do risco, atendendo ao princípio do ciclo inverso da produção dos seguros. Este processo de avaliação é efetuado pelas seguradoras de diferentes formas, limitando os princípios de transparência, equidade e justiça no apuramento do risco, sendo um processo tendencialmente pouco objetivo e ambíguo. Recorrendo à combinação de técnicas de mapeamento cognitivo com a abordagem Measuring Attractiveness by a Categorical Based Evaluation Technique (MACBETH), este estudo visa tornar os processos de cálculo dos prémios de risco em seguros de saúde mais informados e transparentes, sendo o seu principal objetivo a criação de um modelo idiossincrático de orientação processual que permita apoiar a tomada de decisão no cálculo do nível de risco da pessoa segurada e o respetivo prémio de seguro. Os resultados da aplicação do sistema desenvolvido em contexto real, assim com as suas vantagens e limitações, são também alvo de análise e discussão. Health insurance risk analysis is crucial to the development of the insurance activity, allowing insurance companies to anticipate potential losses in this activity’s inverted production lifecycle. This evaluation process is, however, carried out in different ways, limiting the principles of transparency, fairness and justice in the calculation of risk-rewards. By integrating cognitive mapping and the measuring attractiveness by categorical based evaluation technique (MACBETH), this study sought to create a non-parametric idiosyncratic decision support system for health insurance risk analysis, which allows for greater transparency in the calculation of health insurance risk-rewards. The results of a real-world application of the system developed in this study, as well as its advantages and limitations, are also analyzed and discussed.

The growing social interest on environmental issues has fostered the attention paid by various disciplines to problems of locating noxious facilities. During some years, the location theory, mainly developed to answer questions such as the best place for economic or social facilities, has also been considering this subject and has formulated several models to solve well-structured problems. Grounded on this trend, this paper, first of all, summarizes some limitations of existing models, and next proposes a unified optimization model that enlarges the scope of the former ones. Additionally, and incorporating different transformations of the basic model, it is shown how it can be adapted to solve a wider set of problems. Finally, and as an example, a simple application is carried out using a raster geographical information system.

Entretanto, a multiplicidade de critérios envolvidos requer uma análise integrada por meio de um procedimento lógico e estruturado. Portanto, este artigo tem como objetivo apresentar a proposta de um sistema de suporte à decisão para gestão de áreas verdes de domínio público em áreas de preservação permanente de corpos hídricos urbanos. Para o seu desenvolvimento foram adotadas as diretrizes do método de planejamento por cenários, mediante o qual foram analisados aspectos correlatos ao problema e encaminhamento de soluções. Os principais materiais utilizados corresponderam às obras da literatura técnica e a legislação aplicada, levantados através de termos de busca junto aos acervos bibliográficos e bancos normativos. A partir da análise destes materiais foram estudadas as efetivas funções das referidas áreas de preservação permanente e os fatores intervenientes ao seu desempenho e proteção. Como resultado, obteve-se um modelo estruturado em chaves de decisão para seleção de alternativas locacionais e de sua aptidão espaço-funcional. ABSTRACT The conservation of urban green areas is among the key strategies for achieving healthy and sustainable cities. However, the multiplicity of the involved factors requires an integrated analysis by means of a logical and structured procedure. Therefore, this article aims to present the proposal for a decision support system for the management of green areas in public domain, in areas of permanent preservation of urban water bodies. For its development, guidelines of the plannning method through scenarios were adopted, by which the aspects related to the problem and routing solutions were analysed. The main used materials correspond to the works of technical literature and legislation, raised through search terms along with bibliographic and legislative seats. From the analysis of these materials, we studied the actual functions of these areas of permanent preservation and the factors affecting their performance and protection. As a result, we obtained a structured model in key decision for the selection of the location alternatives and their function-space capability.
