This article presents the methodological procedures for carrying out Georeferencing and cadastral mapping of the city of Serranópolis (GO) developed from an agreement signed between the municipal government and the Federal University of Jataí. In order to comply with the agreed terms the procedures were divided into 04 stages: area reconnaissance and planning, including drone registration and insurance processes and overflight authorization application; data acquisition and field survey using GNSS Trimble R4 geodetic equipment with RTK and drone (Phantom 4 PRO by DJI); data processing and cadastral mapping using free software (QGis 3.22); correction and generation of cartographic products according to decrees 89,817 of 1984 and 9,310 of 2018. Among the results it was possible to measure a standard of Cartographic accuracy Class A, with an average horizontal error of 0.012m and vertical of 0.020m, to generate a cadastral map at a working scale of 1:500 and to provide images and subsidies for the municipality to prepare urban projects and base a land tenure regularization process in the future. Considering the coverage area limitations of drone overflights, mapping medium and large cities is unfeasible because it takes a long time and generates a large volume of photographs, but they are ideal for the study of neighborhoods, urban green areas, highway right-of-way and small towns as Serranópolis., Este artigo apresenta os procedimentos metodológicos para realização de Georreferenciamento e mapeamento cadastral da cidade de Serranópolis (GO), desenvolvido a partir de um convênio firmado entre a prefeitura do município e a Universidade Federal de Jataí. Para cumprir os termos acordados no convênio, os procedimentos foram divididos em 04 etapas: Reconhecimento da área e planejamento, incluindo processos de registro e seguro do drone e solicitação de autorização de sobrevoo; Aquisição de dados e pesquisa de campo com uso de equipamento GNSS geodésico Trimble R4 com RTK e um drone de uso civil (Phantom 4 PRO da DJI); Processamento de dados e mapeamento cadastral com uso de software livre (QGis 3.22); Correção e geração de produtos cartográficos conforme os decretos 89.817 de 1984 e 9.310 de 2018. Entre os resultados, foi possível aferir um padrão de exatidão cartográfica Classe A, com erro médio horizontal de 0,012m e vertical de 0,020m, gerar um mapa cadastral em escala de trabalho de 1:500 e fornecer imagens e subsídios para que o município elabore projetos urbanísticos e fundamente um processo de regularização fundiária no futuro. Considerando as limitações de área de cobertura nos sobrevoos com drone, o mapeamento de cidades médias e grandes é inviável por demandar muito tempo e gerar um grande volume de fotografias, mas eles se mostram ideais para o estudo de bairros, áreas verdes urbanas, faixas de domínio de rodovias e cidades de pequeno porte, como é o caso de Serranópolis.

Murundus fields, wet landscapes of the Cerrado biome that have been degraded, are characterized by a set of rounded hills with varying diameters and heights. They are considered APP in DF since March 17, 2020 (Law n° 6.520). Due to the small area they occupy in the geographic space and the decharacterization of their original vegetation they become barely perceptible in mapping or orbital sensor images. Recognizing the need to map them to preserve them, it was decided to use Remotely Piloted Aircraft (RPA), with sensors attached. The Golfinho Murundus Field (FAL, UnB) was selected as study area for its already recognized characteristics, being described in previous studies (BAPTISTA, 2008). The field aerial survey planning relied on the use of Google Earth Pro and DroneDeploy software. Four flights were planned with frontal and lateral overlaps of 70%, with the objective of obtaining more details of the terrain. Agisoft Metashape Professional software was used to process the images obtained. The post-processing was done through the GPPK software, supplied by Guandalini Positioning. It was found that the APP in question is being affected by undue works and changes in the composition of fauna and flora, according to the district legislation in force. The methodology applied, given the objective, proved to be effective and well consolidated. It was possible to identify hillside individuals, as well as the relief features forming a drainage divide with a high level of detail., Os campos de murundus, paisagens úmidas do bioma Cerrado que vem sendo degradadas, caracterizam-se por um conjunto de morrotes arredondados com diâmetros e alturas variados. São considerados APP (Área de Preservação Permanente) no DF desde 17 de março de 2020 (Lei nº 6.520). Devido a reduzida área que ocupam no espaço geográfico e a descaracterização de sua vegetação original tornam-se pouco perceptíveis em mapeamentos ou imagens de sensores orbitais. Reconhecendo a necessidade de mapeá-los para preservá-los, optou-se pelo uso de Aeronaves Remotamente Pilotadas (RPA), com sensores acoplados. O Campo de Murundus Golfinho (FAL, UnB) foi selecionado como área de estudo pelas características já reconhecidas, sendo descritas em estudos anteriores (BAPTISTA, Gustavo Macedo de Mello. 2008). O planejamento para aerolevantamento em campo contou com a utilização dos softwares Google Earth Pro e DroneDeploy. Foram planejados 4 voos com sobreposições frontal e lateral de 70%, com o objetivo de obter mais detalhes do terreno. Para processamento das imagens obtidas foi utilizado o software Agisoft Metashape Professional. O pós-processamento foi realizado através do software GPPK, fornecido pela Guandalini Posicionamento. Foi constatado que a APP em questão está sendo afetada por obras indevidas e alterações na composição de fauna e flora, de acordo com a legislação distrital vigente. A metodologia aplicada, dado o objetivo, se mostrou eficaz e bem consolidada. Foi possível identificar indivíduos de morrotes, bem como as características do relevo formando divisor de drenagem com alto nível de detalhes.

The first paper aimed to carry out a bibliometric literature search on the usage of UAVs in wheat cultivation. A search was executed within the Web of Science database of all scientific papers published until the year 2021. Subsequently, bibliometric literature analysis techniques were applied via the VOSviewer software, through which co-authorships between countries and institutions were evaluated, as well as the co-occurrence of words between the sources. The journals that publish the most on this topic were verified. The results indicated a growing trend of publications on the application of UAVs in the last 7 years, and that China, the United States of America and the United Kingdom are the largest researchers on this theme. China stands out with approximately 40% of the publications. This analysis reveals the main current issues and the most influential institutions around the world that have carried out relevant investigations and presented them in scientific publications. This study emphasizes the journals that include the most publications on the topic and the collaborative patterns related to the usage of UAVs in wheat crop. The platforms most used for this purpose are of the multirotor type, embedded with multispectral cameras. About 27.8% of the publications are related to the thematic axis linked to the monitoring of wheat productivity/phenotyping. The theme is in evidence, but it is needed further studies that focus on the application of drones in regions with high wheat production, such as the countries of South America. The second paper evaluated the performance of machine learning algorithms and multispectral aerial images, in the indirect estimation of wheat grain yield. Two sample areas with different growing seasons were considered, where several flights throughout the phenological cycle of the crop were performed. At the end of the crop cycle, grain yield (t ha-1 ) was determined. The supervised machine learning algorithms tested were: Linear regression (RL); Random forest (RF); Support vector machine (SVM); and Artificial neural network (ANN), combined with visible spectrum (RGB), multispectral and banded vegetation indexes. The RL algorithm, combined with the RGB indexes, displayed better performance in the initial stages of culture (tillering) and final (maturation) with R² = 0.61 and R² = 0.58. The SVM algorithm presented higher values in the rubberization – coming into ear phase, with the interaction of the red edge, red and green bands (R² = 0.78 and RMSE = 0.479 t ha-1 ). Therefore, it is feasible to use these variables and algorithms to determine wheat yield. Altogether, it was found that this is a viable, relatively new and promising application of the technology. O objetivo geral da pesquisa foi entender a aplicação do uso de VANTs no manejo da cultura do trigo. O primeiro artigo teve por objetivo realizar uma pesquisa bibliométrica de literatura sobre o uso de VANTs na cultura de trigo, sendo realizada pesquisa na base de dados da Web of Science, de artigos científicos publicados até o ano de 2021. Posteriormente, foram aplicadas técnicas de análise bibliométrica de literatura através do software VOSviewer, pelas quais avaliaram-se as co-autorias entre países e instituições, bem como as coocorrências de palavras entre as obras. Foram verificados os periódicos que mais publicam sobre essa temática. Os resultados indicaram uma tendência crescente de publicações sobre o uso de VANTs, nos últimos 7 anos, e que China, Estados Unidos da América e Reino Unido são os maiores pesquisadores desse tema. A China se destaca com, aproximadamente, 40% das publicações. Essa análise revela os principais assuntos atuais e as instituições mais influentes em todo o mundo que realizaram pesquisas relevantes e as apresentaram em publicações científicas. Este estudo destaca os periódicos que incluem mais publicações sobre o tema e os padrões colaborativos relacionados ao uso de VANTs na cultura do trigo. As plataformas mais utilizadas para essa finalidade são do tipo multirotor, embarcados com câmeras multipesctrais. Cerca de 27,8% das publicações são sobre o eixo temático ligado ao monitoramento da produtividade/fenotipagem do trigo. A temática está em evidência, porém são necessários maiores estudos com emprego de drones em regiões com alta produção tritícola, como os países da América do Sul. O segundo artigo avaliou o desempenho de algoritmos de aprendizado de máquina e imagens aéreas multiespectrais, na estimativa indireta da produtividade de grãos de trigo. Foram utilizadas duas áreas amostrais com épocas de cultivo diferentes, com diversos voos ao longo do ciclo fenológico da cultura. Ao término do ciclo da cultura foi determinada a produtividade de grãos (t ha-1 ). Os algoritmos de aprendizado supervisionado de máquina testados foram: Regressão linear (RL); Random forest (RF); Support vector machine (SVM) e Artificial neural network (ANN), combinados com índices de vegetação do espectro visível (RGB), multiespectrais e bandas. O algoritmo RL, combinado com os índices do RGB, apresentou melhor desempenho nas fases iniciais da cultura (perfilhamento) e final (maturação) com R² = 0,61 e R² = 0,58. O algoritmo SVM apresentou maiores valores na fase de emborrachamento – espigamento, com interação das bandas do red edge, red e green (R² = 0,78 e RMSE = 0,479 t ha-1 ). Portanto, é viável a utilização dessas variáveis e algoritmos na determinação da produtividade do trigo. De maneira geral, constatou-se que essa é uma aplicação viável, relativamente nova e promissora da tecnologia

Para obter maior produtividade e rendimento econômico no plantio de cana-de-açúcar, várias técnicas de processamento de imagens têm sido desenvolvidas. Entretanto, a identificação e a medição de falhas nas linhas de plantio de plantação de cana-de-açúcar ainda são comumente realizadas de forma manual no local (campo), para tomada de decisão de replantio apenas das falhas ou da área total. A medição manual tem um elevado custo de tempo e mão de obra. Com base nesses fatores, o objetivo deste trabalho foi propor uma abordagem que automaticamente identifica e avalia as falhas (gaps) ao longo das linhas de plantio em imagens aéreas de canaviais obtidas por uma pequena aeronave pilotada remotamente. As imagens capturadas com uso da aeronave pilotada remotamente foram utilizadas para gerar os ortomosaicos da área de plantio e classificadas com o algoritmo K - Vizinhos Mais Próximos para segmentar a linha de colheita. A orientação das linhas de plantio na imagem foi encontrada utilizando o filtro gradient Red Green Blue. Em seguida, as linhas de plantio foram mapeadas utilizando o método de ajuste de curvas e sobrepostas à imagem classificada para detectar e medir as falhas ao longo do segmento da linha de plantio. A técnica desenvolvida obteve um erro máximo de aproximadamente 3% quando comparada com o método manual para avaliar o comprimento linear das falhas nas linhas de plantio em um ortomosaico com uma área de 8,05 hectares por meio do método proposto por Stolf, adaptado para imagens digitais. A abordagem proposta conseguiu identificar apropriadamente a posição espacial dos segmentos de linhas gerados automaticamente sobre os segmentos de linha criados manualmente. O método proposto também foi capaz de alcançar resultados estatisticamente similares quando confrontados com a técnica realizada manualmente na imagem para o mapeamento das linhas e identificação das falhas, para as plantações de canade- açúcar com 40 e 80 dias após o plantio. A técnica desenvolvida teve resultado significativo na avaliação das falhas nas linhas de plantio nas imagens aéreas das plantações de cana-deaçúcar. Dessa forma, sua utilização permite inspeções automatizadas com medições de alta acurácia, auxiliando os produtores na tomada de decisão para o manejo de lavouras de canade- açúcar. For higher productivity and economic yield in sugarcane field, several imaging techniques using sugarcane field images have been developed. However, the identification and measurement of gaps in sugarcane field crop rows are still commonly performed manually on site to decide to replant the gaps or the entire area. Manual measurement has a high cost of time and manpower. Based on these factors, this study aimed to create a new technique that automatically identifies and evaluates the gaps along the crop rows in aerial images of sugarcane fields obtained by a small remotely piloted aircraft. The images captured using the remotely piloted aircraft were used to generate the orthomosaics of the crop field area and classified with the algorithm K-Nearest Neighbors to segment the crop rows. The orientation of the planting rows in the image was found using the filter gradient Red Green Blue. Then, the crop rows were mapped using the curve adjustment method and overlap the classified image to detect and measure the gaps along the segment of the planting line. The technique developed obtained a maximum error of approximately 3% when compared to the manual method to evaluate the length of the gaps in the crop rows in an orthomosaic with an area of 8.05 hectares using the method proposed by Stolf, adapted for digital images. The proposed approach was able to properly identify the spatial position of automatically generated line segments over manually created line segments. The proposed method was also able to achieve statistically similar results when confronted with the technique performed manually in the image for the mapping of rows and identification of gaps for sugarcane fields with growth 40 and 80 days after planting. The automatic technique developed had a significant result in the evaluation of the gaps in the crop rows in the aerial images of sugarcane fields, thus, its use allows automated inspections with high accuracy measurements, and besides being able to assist producers in making decisions in the management of their sugarcane fields.

A drone and its flight accessories are called Remotely Piloted Aircraft System (RPAS - Remotely Piloted Aircraft System), being a tool with a wide range of applications in several areas. The research explored new possibilities for the use of RPAS with a focus on the diagnosis and monitoring of breeding sites for Aedes aegypti. For this, objects considered as potential breeding grounds for mosquito larvae were distributed in environments that allowed greater or lesser visual detection of targets (packages / containers) in four environments: soil covered with dry grass, exposed soil, soil covered with low grass. and soil covered with tall grass. We use RPAS, Phantom 4 Pro with an Ipad Mini 4 mobile device and the DJI GO program for flights. We fly over targets for photographic recording at four heights from the ground (20m, 30m, 60m and 80m). The visual detection of the targets was carried out by a group of 10 people called a jury. The Jury assessed the greater or lesser probability of target detection, depending on three variables: type of target, type of environment and height of aerial photography. Photographs taken at a height of 30 meters represented the largest number of targets identified (30% of the targets). The most identified targets were tires, pet bottles, cans of beer and cans of paint. The least identified were colored plastic canisters and beer bottles. The research helped to improve operational procedures for controlling and combating endemics and epidemics, which may identify possible mosquito breeding sites through RPA, monitoring areas of difficult access that pose a risk to people's physical integrity., Um drone e seus complementos de voo são denominados Sistema de Aeronave Remotamente Pilotada (RPAS - Remotely Piloted Aircraft System), sendo uma ferramenta com ampla gama de aplicações em diversas áreas. A pesquisa prospectou novas possibilidades de uso de RPAS com enfoque no diagnóstico e monitoramento de locais de reprodução de Aedes aegypti. Para isso, objetos considerados como potenciais criadouros de larvas de mosquito foram distribuídos em ambientes que permitiam maior ou menor detecção visual dos alvos (embalagens/recipientes) em quatro ambientes: solo coberto com gramínea seca, solo exposto, solo coberto com gramínea de porte baixo e solo coberto com gramínea de porte alto. Foi utilizado RPAS, Phantom 4 Pro com dispositivo móvel e o programa nativo da RPA para os voos. Sobrevoamos alvos para registro fotográfico em quatro alturas do solo (20m, 30m, 60m e 80m). A detecção visual dos alvos foi realizada por um grupo de 10 pessoas denominado júri. O Júri aferiu a maior ou menor probabilidade de detecção de alvos, em função de três variáveis: tipo de alvo, tipo de ambiente e altura de tomada da fotografia aérea. Fotografias obtidas a 30 metros de altura representaram o maior número de alvos identificados (30% dos alvos). Os alvos mais identificados foram pneu, garrafa PET, latas de cerveja e latas de tinta. Os menos identificados foram vasilhas plásticas coloridas e garrafas de cerveja. A pesquisa colaborou para o aperfeiçoamento de procedimentos operacionais de controle e combate a endemias e epidemias, que poderão identificar possíveis criadouros do mosquito por meio de RPA, monitorando áreas de difícil acesso que ofereçam risco a integridade física das pessoas. Neste contexto, para um melhor entendimento sobre a evolução dos parâmetros de publicações sobre as plataformas de SR de baixa cobertura em área, como as Aeronaves Remotamente Pilotadas (RPA), primeiramente, fez-se o estudo de revisão através da análise bibliométrica. O estudo foi feito com dados da plataforma Scopus (Elsevier), considerando os últimos 26 anos, quanto ao número de publicações, tipos de publicações, revistas, países, instituições de pesquisa, e palavras-chave. A pesquisa com base nas RPAs demonstrou ser um campo de estudo amplamente fragmentada. Os principais tópicos estão intimamente relacionados com o monitoramento das lavouras assim como no uso da agricultura de precisão, focados principalmente em estudos para a real aplicação e com alta acurácia, como os dados obtidos a partir de laser e radar para análise de estrutura de dossel e mapeamento de vegetação. No segundo capítulo, a aplicação com o uso de RPA foi apresentada e avaliada através de um fluxograma combinando as RPAs e programa de processamento de código aberto e livre na contagem de plantas de milho em estágio vegetativo inicial em condições de campo comercial na de grãos. O fluxograma implementado demonstrou ser capaz de detectar e contar plantas de milho. A avaliação da performance deste fluxograma é dependente da resolução espacial das imagens adquiridas, avaliadas como a principal limitação neste trabalho. Limitações e pesquisas futuras são apresentadas no decorrer do artigo. The use of remote sensing (SR) in agriculture has been widely spread mainly in extensive areas in inferring plants biological processes. In this context, for a better understanding on the growth of publications on SR platforms with low area coverage, such as Remotely Piloted Aircraft (RPA), firstly, a review study was carried out through bibliometric analysis. The study was carried out with data from the Scopus platform (Elsevier), considering the last 26 years, regarding the number of publications, types of publications, journals, countries, research institutions, and keywords. RPA-based research has proven to be a largely fragmented field of study. The main topics are closely related to crop monitoring as well as the use of precision agriculture, mainly focused on studies for real application and with high accuracy, such as laser and radar data for canopy structure analysis and vegetation mapping. In the second chapter, the application with the use of RPA was presented and evaluated through a workflow combining the RPAs and an open-source processing program in counting early vegetative-stage maize plants under commercial grain field conditions. The implemented workflow proved to be able to detect and count corn plants. The evaluation of the performance of this workflow depends on the spatial resolution of the acquired images, evaluated as the main limitation in this work. Com isso se faz importante o uso de tecnologias, como a aplicação do Processamento Digital de Imagens, que permite tratar as imagens coletadas e aperfeiçoá-las para a interpretação humana e, em seguida, a análise automática pelo computador, a partir da classificação do reconhecimento de padrões. O objetivo desta pesquisa foi desenvolver um novo método para estimar a distribuição das plantas na linha de plantio da lavoura de soja, por meio de visão computacional e processamento de imagens coletadas pelo RPA (sigla em inglês para “Aaeronave Remotamente Pilotada”) utilizando Machine Learning. O estudo foi realizado na Fazenda Experimental Lageado, município de Botucatu, SP. O delineamento experimental utilizado foi em faixas, variando-se a velocidade de semeadura (4, 6 e 8km·h-1), com quatro repetições. A distribuição longitudinal da soja foi obtido em campo de forma convencional, inicialmente, para posterior análise do cálculo de distância entre conjuntos de plantas de soja com Inteligência Artificial (I.A.) com a utilização de RPA para a detecção das imagens. Os resultados obtidos das distâncias entre plantas com trena demonstraram que o aumento da velocidade de semeadura proporcionou menos espaçamentos normais e mais espaçamentos duplos e falhos, enquanto menores velocidades de semeadura favoreceram maior regularidade. Entretanto, nas velocidades de 6 e 8 km·h-1 os resultados não diferiram estatisticamente. O modelo Random Forest apresentou melhor resultado com acurácia em torno de 65% em média, porém o algoritmo não obteve um resultado considerado satisfatório. É possível concluir que a dificuldade de classificação das distâncias entre plantas de soja com o modelo utilizado pode estar associada às variáveis qualidade de imagem, sobreposição das plantas de soja e a precisão do modelo. Foi verificado que o modelo Random Forest não é a melhor tecnologia para a estimativa. In view of the importance of soy farming in an economic context, it is necessary to monitor agriculture with the use of techniques to maximize productivity and product quality. It is possible to achieve high yields in the field by sowing with adequate and uniform local distribution of the seeds. To attain this, the use of technologies is important - for example the application of Digital Image Processing that allows treatment of collected images and improvement for human interpretation, and then the automatic analysis by the computer, based on pattern recognition classification. The objective of this research was to develop a new method to estimate the distribution of plants in the soybean planting line, through computer vision and processing of images collected by RPA (Remotely Piloted Aircraft) using Machine Learning. The study was carried out at Fazenda Experimental Lageado, municipality of Botucatu, SP. The experimental design used was in bands, varying sowing speed (4, 6 and 8 km·h-1 ) with four replications. The longitudinal distribution of soybeans was initially obtained in the field in a conventional way, with further analysis of the distance between sets of soybean plants with Artificial Intelligence (A.I.) with the use of RPA for image detection and A.I. application. The results obtained from the distances between plants with measuring tape showed that the increase in sowing speed provided less normal spacing and more double and flawed spacing while lower sowing speed improved regularity. However, for 6 and 8 km·h-1 sowing speeds the results did not differ statistically. The Random Forest model showed the best result, where the resulting accuracy was 65% on average, but the algorithm did not obtain a good result. It is possible to conclude that the difficulty of classifying the distances between soybean plants with the model used may be associated with the variables of image quality, overlapping of soybean plants and the precision of the model. It was verified that the Random model is not the best technology for the estimation.

A presente dissertação teve como objetivo estudar e analisar a utilização e operação de Veículos Aéreos Não Tripulados (VANT) pelo 15° Batalhão de Polícia Militar (BPM), localizado na cidade de Canoas no Estado do Rio Grande do Sul. A partir de 2017, verifica-se um crescimento exponencial em todos País, refletindo da mesma forma o surgimento do uso destas aeronaves em operações policiais realizadas pela Brigada Militar. Com o surgimento de VANT em operações policiais em ações de policiamento ostensivo, inicia-se a preocupação Institucional com o emprego, surgindo a necessidade de compreensão do fenômeno e posterior regulação por parte da Corporação. Nesse sentido, a investigação em curso visa verificar se o uso de VANT traz ganho ao trabalho policial e à Corporação e encontra-se em consonância com princípios legais brasileiros e verificar o suporte jurídico para a utilização de VANT pela Brigada Militar. A metodologia do estudo constituiu-se de análise bibliográfica e documental, em especial dos documentos existentes na Seção de Aeronaves Remotamente Pilotadas do Batalhão de Aviação, além de uma pesquisa qualitativa aplicada com todos os Gestores (Comandantes do 15° BPM) e Operadores (Pilotos) desde a implementação do uso de VANT até maio de 2021. Como objetivo geral, foi pesquisado como vem ocorrendo o emprego das aeronaves remotas, se esse uso traz ganhos ao trabalho policial e à Corporação, assim como analisar se o uso respeita princípios legais brasileiros e qual suporte legal para o uso pela Brigada Militar. Ainda, quanto aos objetivos específicos, por fim, o estudo, por meio da aplicação de um questionário com perguntas fechadas e abertas, buscou trazer a percepção dos gestores e operadores quando ao uso dessas aeronaves pelo 15° BPM, servindo de paradigma para demais Organizações Policiais Militares (OPM) da Brigada Militar. Os resultados da pesquisa proposta apontam que o uso de VANT significa vantagem operacional, especialmente em ocorrências de tráfico de entorpecentes. Da percepção dos entrevistados, verificou-se que a antecipação de visão sobre o local da ocorrência significa mais segurança para os policiais e uma certeza quanto ao crime em curso. This dissertation aimed to study and analyze the use and operation of Unmanned Aerial Vehicles (UAV) by the 15th Military Police Battalion (BPM), located in the city of Canoas in the State of Rio Grande do Sul. Since 2017, there has been an exponential growth in all countries, similarly reflecting the emergence of the use of these aircraft in police operations carried out by the Military Police. Institutional concern with employment begins of these aircraft in police operations, ostensible policing actions. There is a need for understanding the phenomenon and, later, regulation by the Corporation. In this sense, the ongoing investigation aims to verify whether the use of UAVs brings gains to police work and to the Corporation. If the use is in line with Brazilian legal principles. Furthermore, the legal support for the use of UAV by the Military Brigade. The methodology of the study consisted of bibliographic and documentary analysis, in particular, of the documents existing in the Remotely Piloted Aircraft Section of the Aviation Battalion, in addition to a qualitative research applied with all Managers (Commanders of the 15th BPM) and Operators (Pilots) from the implementation of the use of UAVs until May 2021. The general objective was investigated as the use of remote aircraft is occurring, if this use brings benefits to police work and to the Corporation. In addition to analyzing whether the use respects Brazilian legal principles, and what legal support for use by the Military Police. As for the specific objectives, finally, the study through the application of a questionnaire with closed and open questions, sought to bring the perception of managers and operators regarding the use of these aircraft by the 15th BPM, serving as a paradigm for other Military Police Organizations (OPM) of the Military Police (BPM). The results of the proposed research indicate that the use of UAVs means an operational advantage, especially in cases of drug trafficking. From the perception of the interviewees, it was found that the anticipation of a vision of the place of occurrence means more security for the police and a certainty regarding the ongoing crime.

The use of Remote Sensing (RS), especially in Precision Agriculture (PA) is in full expansion. Sensors embedded in the remotely piloted aircraft (RPA), complement the orbital and proximal RS, combined with the techniques of spatial statistical analysis and data modeling generate numerous information, which can assist in the evolution of agriculture. In a similar way, but with research carried out for a longer time, but not jointly, the use of biological control agents can fill the need to reduce the use of chemical inputs in crops, so that the activity approaches more a balance between production and sustainability, mainly in soybean (Glicine max (L.)), currently the main commodities produced in Brazil and in the world. This research presents a study on the effects of biological control on the vegetation indexes (VI) and on the of soybean yield components (YC). The research starts from the reality of conventional agriculture and seeks, through the use of biotechnology and disruptive technologies of Precision Agriculture, as is the case of RS through multispectral sensors embedded in RPA, as a way of non-destructive monitoring, to assist in making decision-making. The general objective of this research was to test biological control agents in the soybean culture, and to use vegetation indexes obtained with a multispectral sensor embedded in a RPA to identify the spatial variability produced by the use of these products and to estimate the yield of grains and their components. An experiment was implemented in the municipality of Tupanciretã, in the central region of RS, with treatments carried out during the sowing of a soybean crop through the application of biological control agents in the sowing furrow. Three treatments and a control were used (without application of the products). The first, using the fungus Trihcoderma harzianun, the second, using the same fungus mixed with the bacterium Bacillus amyloliquefaciens, and the third, with only that bacterium. The crop was imaged using RPA, of the fixed wing type, and an embedded multispectral sensor. Six images were taken, three in the vegetative stages of the crop (V4, V6 and V9) and three in the reproductive stages (R1, R2 and R6). From the images, five VI were generated, NDVI, NDRE, MPRI and SAVI, the latter with two soil adjustment constants (0.25 and 0.5). The data of the YC were obtained, with the measurement of crop characteristics, at the time of harvest, in which the vegetable samples were collected, in two planting lines x 0.80 m, making 120 sample units of 0.720 m2, 30 for each treatment and witness. From each sample, the number of plants, viable and non-viable pods (manually), the number of grains (electronic grain counter) were counted and, after determining the humidity, the dry matter masses of a thousand grains and total were measured, and their results were converted into m2. For statistical analysis of the data, descriptive statistics were used, which gave a general idea of the data, Pearson's Correlation analysis between the generated IV and the YC, analysis of variance or average rank, to compare the effect of treatments on the IV and YC, and regression analysis, to estimate productivity from the VI (with zonal statistic data). The results showed that the biological control agents applied in the experiment provided the treatments with a larger population of plants, when compared to the control, with possible vigor and health superior to the same, and statistically different values were detected in the IV, YC and productivity. The IV that best estimated productivity was NDRE, at the R1 stage, with a correlation of 0.718 and a coefficient of determination with productivity of 0.804. It is concluded that the best treatment was obtained with the mixture of T. harzianun and B. amyloliquefaciens (greater number of plants, viable pods, grains and greater productivity), than the multispectral sensor embedded in RPA, proved to be useful for monitoring the culture development in various phenological stages and that the best IV were NDRE, NDVI and SAVI, in the phenological stages R1 and R2. O uso de Sensoriamento Remoto (SR), em especial na Agricultura de Precisão (AP) está em plena expansão. Sensores embarcados nas aeronaves remotamente pilotadas (RPA), complementam o SR orbital e proximal, aliados as técnicas de análise estatística espacial e modelagem de dados geram inúmeras informações, que podem auxiliar na evolução da agricultura. De maneira análoga, mas com pesquisas realizadas há mais tempo, porém não conjuntas, o uso de agentes de controle biológico pode preencher a necessidade de redução do uso de insumos químicos nas lavouras, para que atividade se aproxime mais de um equilíbrio entre a produção e a sustentabilidade, principalmente na cultura de soja (Glicine max (L.)), atualmente principal comodities produzida no Brasil e no mundo. Esta pesquisa apresenta um estudo sobre os efeitos do controle biológico nos índices de vegetação (IV) e nos componentes de rendimento (CR) da soja. A pesquisa parte da realidade da agricultura convencional e busca, através do uso da biotecnologia e das tecnologias disruptivas da Agricultura de Precisão, como é o caso do SR através de sensores multiespectrais embarcados em RPA, como forma de monitoramento não destrutivo, para auxiliar na tomada de decisão. O objetivo geral desta pesquisa foi testar agentes de controle biológicos na cultura da soja, e utilizar índices de vegetação obtidos com sensor multiespectral embarcado em aeronave remotamente pilotada para identificar a variabilidade espacial produzida pelo uso desses produtos e estimar o rendimento de grãos e de seus componentes. Foi implantado um experimento, no município de Tupanciretã, região central do RS, com tratamentos realizados durante a semeadura de uma lavoura de soja através da aplicação de agentes de controle biológico no sulco da semeadura. Foram utilizados três tratamentos e uma testemunha (sem aplicação destes produtos). O primeiro, com o uso do fungo Trihcoderma harzianun, o segundo, com uso do mesmo fungo misturado com a bactéria Bacillus amyloliquefaciens e o terceiro, com somente a referida bactéria. O imageamento da lavoura foi realizado com RPA, do tipo asa fixa, e sensor multiespectral embarcado. Foram realizados seis imageamentos, três nos estágios vegetativos da cultura (V4, V6 e V9) e três nos estágios reprodutivos (R1, R2 e R6). Das imagens, foram gerados cinco IV, NDVI, NDRE, MPRI e SAVI, este último com duas constantes de ajuste ao solo (0,25 e 0,5). Os dados dos CR foram obtidos, com a mensuração de características da cultura, no momento da colheita, em que foram coletadas as amostras vegetais, em duas linhas de plantio x 0,80 m, perfazendo 120 unidades amostrais de 0,720 m2, 30 para cada tratamento e testemunha. De cada amostra foram contadas o número de plantas, de vagens viáveis e não viáveis (de forma manual), o número de grãos (contador eletrônico de grãos) e, após a determinação da umidade, foram medidas as massas da matéria seca de mil grãos e total, e seus resultados convertidos em m2. Para análise estatística dos dados, foi utilizada a estatística descritiva, que deu uma ideia geral dos dados, análise de Correlação de Pearson entre os IV gerados e os CR, análise de variância ou de postos médios, para comparação do efeito dos tratamentos nos IV e CR, e análise de regressão, para estimar a produtividade a partir dos IV (com dados de estatística zonal). Os resultados demonstraram que os agentes de controle biológico aplicados no experimento proporcionaram aos tratamentos uma maior população de plantas, quando comparados com a testemunha, com possível vigor e sanidade superiores à mesma, e estatisticamente foram detectados diferentes valores nos IV, nos CR e na produtividade. O IV que melhor estimou a produtividade foi o NDRE, no estádio R1, apresentou correlação de 0,718 e coeficiente de determinação com a produtividade de 0,804. Conclui-se que o melhor tratamento foi obtido com a mistura de T. harzianun e B. amyloliquefaciens (maior número de plantas, vagens viáveis, grãos e maior produtividade), que o sensor multiespectral embarcado em RPA, mostrou-se útil para monitorar o desenvolvimento da cultura em vários estágios fenológicos e, que os melhores IV foram NDRE, NDVI e SAVI, nos estágios fenológicos R1 e R2.

O terceiro simpósio sobre drones da OACI intitulado DRONE ENABLE/3, com o tema “Facilitando Futuras Inovações”, foi realizado de 2 a 14 de novembro de 2019 em Montreal no Canadá. O simpósio contou com a presença dos principais atores do governo, indústria, universidades e das organizações internacionais, envolvidos no setor aeronaves não tripuladas da aviação civil, para a troca de experiências em pesquisa, melhores práticas, lições aprendidas e respectivos desafios. Embora o simpósio tenha refletido muito sobre questões técnicas como registro aeronáutico e gestão da informação, com foco em questões cibernéticas, houve uma visível falta do debate sobre questões jurídicas e regulatórias referentes a aeronaves sem piloto, que poderiam ser total ou parcialmente automatizadas no futuro. Talvez as legalidades não tenham sido discutidas no simpósio em razão de que em outros lugares da OACI, na 39ª Seção da Assembleia de 2016, muitos Estados solicitaram que a OACI desenvolvesse uma estrutura práticao-regulatória para as atividades nacionais da UAS (Unmanned Aircraft System), além dos padrões que já vinham sendo desenvolvidos para as operações internacionais. Além disso, a Agenda de itens no Programa de Trabalho do Comitê Jurídico do Conselho da OACI da 37ª Sessão compreendeu, inter alia, o estudo de questões jurídicas relacionadas a aeronaves pilotadas remotamente. Não obstante o exposto, essa lacuna jurídica nos move em direção à irresistível necessidade imperiosa de abordar as crescentes questões emergentes da rápida proliferação de drones no céu e ao meio para desenvolver um “código consolidado de regras” global para aeronaves sem pilotos no atual mundo digital. Esse artigo faz um “planejamento de cenário” com vistas a questões que poderiam formar discussões no Comitê Jurídico da OACI, enfocando algumas normas jurídicas e regulatórias referentes a este objeto.

One way of obtaining fast and inexpensive information on this nutrient is through multispectral image processing. Applications with images acquired by sensors on board of Remotely Pilot Aircrafts (RPA) have increased in Precision Agriculture. However, in citrus plants, in specific orange trees, little is known about the potential of multispectral images acquired with ARPs in the inference of leaf nitrogen content. Considering this context, the objective of this research was to evaluate the potential of multispectral images with high spatial resolution to infer the leaf nitrogen content in valencia-orange. As a method, we apply two approaches to infer the content of leaf nitrogen: (1) classification of images and; (2) spectral indices. In order to do this, we conducted an experiment in a valencia-orange orchard (Citrumelo Swingle rootstock) and collected leaves from different fields of the plantation. We conducted a flight with an eBee SenseFly ARP, equipped with the Parrot Sequoia camera, which records bands in the green, red, red-edge and near-infrared regions with a Ground Sample Distance (GSD) of 12 cm. In the first approach, we determined that the Spectral Angle Mappe (SAM) (r) classification algorithm had the best performance when classifying leaf nitrogen, with an overall accuracy of 85.7% and a kappa coefficient of 0.75. In the second approach, we determined that the spectral index Chlorophyll Vegetation Index (CVI) is the most accurate alternative (R² of 0.81 and Root Mean-Squared Error - RMSE) of 0.942 g.kg-1) among the indices tested to infer the leaf nitrogen content in valencia-orange. We conclude that it is possible to establish precise relationships between the foliar nitrogen content measured in the laboratory with the spectral response of the plant recorded in the image. Thus, multispectral images of high spatial resolution are efficient to discriminate levels of leaf nitrogen in valencia-orange. The approach investigated showed superior results in methods previously evaluated in literature. O nitrogênio possui papel fundamental na atividade fotossintética das plantas, e a sua análise é essencial para o manejo de culturas agrícolas. Uma maneira de se obter informações rápidas e menos dispendiosas do nutriente é por meio do processamento de imagens multiespectrais. As aplicações com imagens adquiridas por sensores a bordo de Aeronaves Remotamente Pilotadas (ARP) aumentaram na Agricultura de Precisão. Todavia, em citrus, em específico laranjeiras, pouco se conhece sobre o potencial das imagens multiespectrais adquiridas com ARPs na inferência do teor de nitrogênio foliar. Diante desse contexto, o objetivo desta pesquisa foi avaliar o potencial de imagens multiespectrais de alta resolução espacial para inferir o teor de nitrogênio foliar em laranjeiras-valência. Como método, aplicamos duas abordagens para inferir o teor de nitrogênio foliar: (1) classificação de imagens e; (2) índices espectrais. Para isso, conduzimos um experimento em um pomar de laranjeiras-valência (porta-enxerto Citrumelo Swingle) e coletamos folhas de diferentes talhões da plantação. Realizamos um voo com uma ARP eBee SenseFly, equipado com a câmera Parrot Sequoia, que registra bandas nas faixas do verde, vermelho, borda-do-vermelho e do infravermelho-próximo, com Ground Sample Distance (GSD) de 12 cm. Na primeira abordagem determinamos que o algoritmo de classificação Spectral Angle Mapper (SAM) possui o melhor desempenho ao classificar o nitrogênio foliar, com acurácia global de 85,7% e coeficiente kappa de 0,75. Na segunda abordagem determinamos que o índice espectral Chlorophyll Vegetation Index (CVI) é a alternativa de melhor acurácia (R² de 0,81 e Raiz do Erro Quadrático Médio - REQM) de 0,942 g.kg-1) entre os índices testados para inferir o teor de nitrogênio foliar em laranjeiras-valência. Concluímos que é possível estabelecer relações precisas entre o teor de nitrogênio foliar quantificado em laboratório e a resposta espectral da planta registrada na imagem. Assim, imagens multiespectrais de alta resolução espacial são eficientes para discriminar os teores de nitrogênio foliar em laranjeiras-valência. A abordagem investigada mostrou resultados superiores aos métodos previamente avaliados na literatura.

The wheat Brazilian production is insufficient to meet the national demand, making research needed in order to improve the yield of this cereal. The goal of this work was to estimate wheat yield, searching for a predictive model through the data mining techniques, with data obtained from high spatial resolution images collected by unmanned aerial vehicles (UAV). The work was carried out in two experimental areas at Ponta Grossa city, Parana state, where for each area eight images were taken, at different culture development stages, with spatial resolution of 3.4cm/px and two images with resolution 10cm/px and 20cm/px, using an eBee UAV with an RGB and a NIR camera. The image processing was done with the Pix4D software, and resulted in an orthomosaics with reflectance values at different wavelengths: Red, Green and Blue, from the RGB camera and Red, Greed and NIR from the NIR camera, besides an image with NDVI values obtained from the arithmetic of NIR and Red wavelengths. The georeferencing correction of each orthomosaic and the extraction of the reflectance values were done with Quantum GIS geographic information system (GIS). From the extracted reflectance values, databases in different proportions (10%, 20%, 40%, 70% and 100%) were created for data mining, using the SMOReg algorithm, based on a support vector machine (SVM) for regression (SVR). The georreferencing correction using 10 control points provided ortomosaics with mean square error (RSME) of distance of 0.35m, which did not show significant difference compared to the correction with 5 control points (RMSE = 0.38m). The reflectance values were different for each study area, making it difficult to indicate better periods for estimating wheat yield. The highest correlation were obtained with data from RGB camera images, followed by the NIR and NDVI camera, with correlations of 0.6168,0.5423 and 0.5324, respectively. The amount of information extracted from the images, reflected in the proportion of the databases, was not significant to generated predictive models, as well as in the correlation indexes, which were statistically the same. Better correlation indices were obtained from the data extracted from the images with spatial resolution of 20cm/px, which suggests that high spatial resolution images may not be adequate for wheat yield estimation. O cultivo do trigo desempenha um papel importante no desenvolvimento econômico de várias regiões do Brasil e do mundo, bem como na dieta humana. A produção brasileira do trigo é insuficiente para atender à demanda nacional, tornando necessárias pesquisas com intuito de melhorar a produtividade desse cereal. O objetivo desse trabalho foi a estimativa de produtividade do trigo, a partir da criação de modelos preditivos por meio da mineração de dados obtidos em imagens de alta resolução espacial, coletadas por aeronave remotamente pilotada (RPA). O trabalho foi realizado em duas áreas experimentais na cidade de Ponta Grossa – PR, onde para cada área foram feitas oito coletas de imagens, em diferentes estádios de desenvolvimento da cultura, com resolução espacial de 3,4cm/px e duas coletas com resolução 10cm/px e 20cm/px, através de uma RPA eBee utilizando uma câmera RGB e outra NIR. O processamento das imagens foi feito a partir do software Pix4D, e resultou em um ortomosaicos com os valores de refletância em diferentes comprimentos de onda: R, G e B da câmera RGB e R, G e NIR da câmera NIR, além de uma imagem com valores de NDVI obtidos a partir da aritmética das bandas Nir e Red (vermelho). A correção de georreferenciamento de cada ortomosaico e a extração dos valores de refletância foram feitas com auxílio do sistema de informação geográfica (SIG) Quantum GIS. A partir dos valores de refletância extraídos, foram criadas bases de dados em diferentes proporções (10%, 20%, 40%, 70% e 100%) para mineração de dados por meio do algoritmo SMOReg, baseado em máquina de vetor de suporte (SVM) para regressão (SVR). A correção de georreferenciamento utilizando 10 pontos de controle proporcionou ortomosaicos com erro médio quadrático (RSME) de distância de 0,35m, o qual não mostrou diferença significativa para a correção com 5 pontos de controle (RMSE = 0,38m). Os valores de refletância foram diferentes para cada área de estudo, tornando difícil a indicação de melhores períodos para a estimativa de produtividade do trigo. Os maiores índices de correlação da produtividade com os comprimentos de onda, foram obtidos com os dados das imagens da câmera RGB, seguido da câmera NIR e NDVI, com as correlações de 0,6168, 0,5423 e 0,5324, respectivamente. A quantidade de informação extraída das imagens, refletida na proporção das bases de dados, não se mostrou significativa nos modelos preditivos gerados, bem como nos índices de correlação, os quais foram estatisticamente iguais. Índices de correlação melhores foram obtidos a partir dos dados extraídos das imagens com resolução espacial de 20cm/px, o que sugere que imagens de alta resolução espacial podem não ser adequadas para estimativa de produtividade do trigo.
