3. Digital citizenship: Meta-analysis of research in Mexico

The present study was a meta-analysis compiling research on digital citizenship conducted in Mexico in 2011 - 2023. It was guided by the objective of arguing, analyzing and categorizing the lines of knowledge generation and application (LGAC) related to digital citizenship in Mexico. The methodology applied was meta-analysis where 88 research studies were documented: 47 papers, 33 journal articles and 8 theses. The studies found support the existence of six LGAC in Mexico. It was concluded that the studies are related to understanding the way in which society appropriates digital technologies, interactions through social networks and the manifestations of digital identity. Another point to highlight is that the study of digital citizenship has been used to analyze the acquisition of digital skills and attitudes, social issues addressed by digitalization, the roles played by educational actors in the virtual environment and the promotion of multiculturalism. The studies found provide relevance to the LGAC, and allow concluding that digital citizenship is a topic present in research on educational technology in Mexico.

5. Attitudes towards digital citizenship in university students from southern Sonora, Mexico

This study analyzed the attitudes of university students towards digital citizenship to improve practices when using technologies. The methodological design was mixed with a qualitative phenomenological approach and the quantitative part was correlational-causal with a non-experimental cross-sectional design. 84 students participated, of which 45 were studying engineering and 39 undergraduates. To obtain data, a semi-structured survey was applied individually to 72 participants, a focus group of three key informants and nine in an interview. The findings show that the process of appropriation of digital citizenship in university students still has a long way to go, given the limited acquisition of behaviors inherent to the proper exercise of digital citizenship. In this sense, the results are expressed in two aspects; on the one hand, the positive attitude where technology is expressed as an important part of society and its development, on the other hand, there is the negative attitude that perceives technology as a mere expendable tool. Finally, it is concluded that students must still improve the use of technologies since this use can negatively affect their training process.

The effects of the pandemic crises in education have revealed social inequalities in the youth field but have also provided an opportunity to rethink the demands of education in an increasingly digital world. Framed on youth policies and on the 3 areas of Digital Citizenship defined by the Council of Europe – being online, well-being online and rights online – the present study explores policies and practices in youth digital literacy and citizenship education, with the aim of answering the following questions: What are the strands of digital citizenship education? How do teachers and school leaders perceive practices regarding young people and media and information literacy? What are the main challenges of digitalisation regarding social justice for young people facing vulnerable situations? Data were collected by a questionnaire submitted in 2020 to 120 teachers and school leaders from Portugal, Bulgaria, and Turkey, complemented by documental analysis. The results allow identifying the main strands of digital citizenship in education and the challenges of digital citizenship education. Despite the tendency of policies and European projects towards greater emancipation and empowerment of young people, the teachers and school leaders described practices that have aspects of a more regulatory nature. The conclusions supported the proposal of a model based on a critical approach with the aim of sustaining more inclusive and emancipatory digital practices, which favour greater conditions of social justice.

The technological revolution transformed the way dictates how interpersonal relationships, as well as includes a series of benefits, but also a series of duties to be observed by the users of the internet. The objective of the research is to analyze the impacts that the internet has caused in the lives of citizens, as well as to demonstrate the importance of aligning freedom of expression in line with civil rights, since digital citizenship needs to be encouraged by Brazilian institutions, creating, thus, a digital education. It is used in deductive research, in addition to descriptive, documentary and bibliographic methodology. As a result, it is expected to demonstrate the essential role that institutions have for the formation of a generation that has social responsibility in the digital environment. To what extent does the way in which digital platforms are organized favor citizen participation? This article looks at this question using a comparative study between two digital informative architectures: the Five Star Movement’s (originally in Italian “Movimento 5 Stelle”) Rousseau platform in Italy, and the Decidim platform, developed after the 15M movement in Spain by a collaboration of entities from different countries. From a qualitative analysis of its architectures – in accordance with an approach based mainly on communication theory – we sought to investigate and describe the ways in which information circulates and operates, and the possibilities they offer for democratic actions. This was accomplished by analyzing two aspects of the platform: 1) the conception and development of codes; 2) the functions that the platform offers and its interaction with users. In this paper, we start from the central hypothesis that the communication conditions act as a base for the quality and levels of participation. Just as more verticalized communicative structures (such as those of traditional mass media) tend to concentrate decision-making processes and power, more horizontalized structures end up favoring more collaborative and democratic actions: thus, we aimed to verify the extent to which the modes of elaboration and organization of information on these platforms, operating in digital network contexts, enable broad and effective modalities of citizen action

Through a reinterpretation of the concept of intercampo considering digital transformation, the contribution highlights the presence of opportunities, in this changing period, in particular with respect to political education. In modern society, increasingly neural and interactive, the school struggles to consider the active role of digital technology. In digital prospective, the pandemic situation has increased the difficulties, putting forward the actions to the reflections. The school today needs a digital citizenship education set in the concreteness of humanity and attention to the public good, capable of giving life to social processes of fraternity and justice for all that define a modern political charity (Enciclica Fratelli Tutti, 2020). The aim for the pedagogy is to inhabit the gap, directing the education of digital citizen considering at the same time the relational dynamics in the classroom and the value of online experiences, according to a principle of recognition and constructive interchange.

Partimos del modelo neo-republicano de ciudadanía propuesto por Habermas para situarlo en el contexto de la era digital. Se define al ciudadano digital como una persona que ejerce sus derechos en internet de ciudadanía desde unos principios éticos y críticos coherentes con un activismo político, con el fin de promover el cambio social. Este estudio se ha centrado en la evaluación de la ciudadanía digital mediante la Escala de Ciudadanía Digital de Choi, Glassman y Cristol (2017), con el objetivo de constatar qué perfil, dimensiones y necesidades de ciudadanía digital caracterizan al alumnado universitario entrevistado (n=250). Los resultados manifiestan que los jóvenes universitarios tienen habilidades técnicas y competencias digitales altas, así como un uso muy asiduo de los medios digitales. Sin embargo, las dimensiones de enfoque crítico y activismo político en internet o ciberactivismo resultan deficitarias. Además, el hecho de buscar información o informarse mediante medios digitales provoca significativamente un mayor nivel de ciudadanía digital, mientras que la realización de actividades y tareas académicas universitarias no aporta ningún incremento. En conclusión, el nivel educativo universitario se enfrenta al reto de fomentar la educación para una ciudadanía digital crítica y activa, especialmente en su dimensión de activismo o implicación online en todos los aspectos del proceso de enseñanza aprendizaje. /// We start with the neo-republican model of citizenship proposed by Habermas to situate it in the context of the digital age. The digital citizen is defined as a person who exercises their rights on the Internet of citizenship from ethical and critical principles consistent with a political activism, in order to promote social change. This study has focused on the evaluation of digital citizenship through the Digital Citizenship Scale of Choi, Glassman and Cristol (2017), with the aim of ascertaining, what profile, dimensions and needs of digital citizenship characterize the university students interviewed (n = 250). The results show that young university students have high digital skills and technical skills, as well as a very regular use of digital media. However, the dimensions of critical approach and political activism o cyberactivsim are deficient. Finally, the fact of seeking information or information through digital means significantly leads to greater digital citizenship, while the accomplishment of activities and academic university tasks does not bring any increase. In conclusion, the university educational level faces the challenge of promoting critical and active digital citizenship education, especially in its dimension of activism or online engagement in all aspects of the teaching-learning process.

Digital citizenship is the ability to use technology and social media in an ethical, safe and responsible way. However, recent surveys show a low level of maturity of digital citizenship among young people. But digital citizenship can be achieved through digital skills that can be taught and learned. Thus, the objective of this work is to present the specification and evaluation of a teaching-learning proposal to stimulate and exercise digital skills in students to achieve digital citizenship, through drivers for the digital transformation towards Education 4.0. The proposal was presented and evaluated by 29 educators. The results indicate the ability to stimulate the digital skills of students, helping to form an ethical, safe and responsible digital identity, exercising empathic communication on social networks and contributing to the creation of a good digital reputation. The project "Educação para a cidadania digital e participação democrática" [Digital citizenship education for democratic participation], which began in 2015, currently involves around 200 kindergarten and primary school children, their families, teachers and other members of the Caneças educational community, a neighbourhood in Odivelas, Lisbon. The project's methodology is action research, its objective is to understand how a coordinated action by a school, families and the community, contributes to enabling three to nine-year-old children to become active digital citizens. This paper focuses on social participation activities of children through traditional and digital media and involves activities that include formal, non-formal and informal learning contexts. Results show that social participation of children through the media increased and gradually evolved from producing traditional media content (school newspaper) to producing digital content (video). They also evidence that action research methodology, adjusted to context and deriving from prior understanding of the context, is an adequate methodology for developing this type of project. However, its adequate implementation implies the support of the school board, researchers' support to the teachers and the involvement of journalists and/or other media professionals. UIDB/04647/2020 UIDP/04647/2020 Este artigo procura contribuir para o estudo da cidadania digital de jovens através da elaboração deuma tipologia de (não) participação cívica online, que inclui questões relacionadas com a procura de conteúdos informativos e cobertura noticiosa, bem como perceções sobre literacia mediática e digital. A partir de uma análise estatística multivariada aos resultados do inquérito “EU Kids Online” (2017-2019) em três países europeus, foram identificados três perfis cujos atributos nos permitem discutir práticas informais e diferenças no nível e tipo de participação, considerando características individuais e o país de residência. This paper aims to contribute to the study of youth’s digital citizenship through the development of a typology of (non) civic online participation which includes issues related to the search of informational content, participation in news coverage, and perceptions on media and digital literacy. From a multivariate statistical analysis of the “EU Kids Online” survey (2017-2019) in three European countries, we identified three profiles which attributes allow us to discuss informal practices and differences in the level and kind of participation, considering individual characteristics and the country of residence. publishersversion published

Information society increasingly shows how individuals are dependent of being part of the virtual world, given how there is a wide dissemination of information and exchange of content, through this virtual ambiance, establishing a real spatial field of knowledge. Social, political, and economic processes are directly influenced by the access to the media, mainly the internet. This paper seeks to analyze this context of digital era, by raising the issue that society may not be prepared for this new age since it still excludes and isolates part of the society from the virtual world. The research was carried out by resorting to theoretical framework and empirical data while utilizing a deductive method approach. It was found that digital democracy exists, when thought in the aspect of allowing exchange and sharing of ideas. However, one cannot say the same when questioning the existence of digital citizenship, through which all individuals in the society have wide and unrestricted access and knowledge of this means of communication. In times of pandemic, the internet is used as an essential instrument for the realization of some public policies, but, on the other hand, vulnerabilities of digitally excluded citizens are accentuated. Thus, this paper concludes that it is necessary to immediately formulate public policies that address issues of digital inequality, providing access to information through the internet without social, ethnic or any other forms of restrictions. La sociedad de la información imprime cada vez más la dependencia de los individuos de formar parte del mundo virtual, dado que a través de él se produce una amplia difusión de la información, el intercambio de contenidos, constituyendo un verdadero campo espacial del conocimiento. Los procesos sociales, políticos y económicos están directamente influenciados por el acceso a los medios de comunicación, especialmente a Internet. Este trabajo pretende analizar el contexto de la era digital, planteando que la sociedad puede no estar preparada para esta nueva era, que todavía excluye y aísla a parte de la sociedad del mundo virtual. Para llevar a cabo esta investigación, se utilizó la metodología del enfoque deductivo, y la investigación se llevó a cabo a través de referencias teóricas y datos empíricos. Se comprobó que la democracia en Internet existe, cuando se piensa que permite compartir libremente las ideas. Sin embargo, no se puede decir lo mismo cuando se cuestiona la existencia de una ciudadanía digital, en la que todos los individuos de la sociedad tienen realmente un acceso y conocimiento amplio y sin restricciones de este medio de comunicación. En tiempos de pandemia, Internet se utiliza como una herramienta esencial para la aplicación de algunas políticas públicas; sin embargo, por otro lado, se acentúan las vulnerabilidades de los excluidos digitales. Por lo tanto, concluimos que es necesaria la implementación inmediata de políticas públicas que aborden las cuestiones de desigualdad digital, proporcionando acceso a la información, a través de Internet, sin restricciones sociales, étnicas o de cualquier otro tipo. A sociedade da informação estampa cada vez mais a dependência dos indivíduos em fazerem parte do mundo virtual, haja vista que através deste há a ampla divulgação de informações, troca de conteúdo, constituindo um verdadeiro campo espacial do conhecimento. Os processos sociais, políticos e econômicos são diretamente influenciados pelo acesso aos meios de comunicação, especialmente a internet. O presente artigo visa analisar esse contexto de era digital, levantando a questão de que a sociedade pode não estar preparada para esta nova era, a qual ainda exclui e isola parte da sociedade do mundo virtual. Para realização da pesquisa a metodologia de abordagem utilizada foi a dedutiva, sendo que a pesquisa se concretizou através de referencial teórico e dados empíricos. Encontrou-se que a democracia da internet existe, quando se pensa que esta permite livre compartilhamento de ideias. Porém, não se pode dizer o mesmo quando se questiona a existência de uma cidadania digital, em que todos os indivíduos da sociedade realmente tenham amplo e irrestrito acesso e conhecimento deste meio de comunicação. Em tempos de pandemia, a internet é utilizada como instrumento essencial para concretização de algumas políticas públicas, por outro lado, contudo, as vulnerabilidades dos excluídos digitais são acentuadas. Conclui-se, logo, que é necessária a imediata concreção de políticas públicas que atendam as questões de desigualdade digital, fornecendo acesso à informação, através da internet, sem restrições sociais, étnicas ou de qualquer outra natureza.

Este artigo procura contribuir para o estudo da cidadania digital de jovens através da elaboração de uma tipologia de (não) participação cívica online, que inclui questões relacionadas com a procura de conteúdos informativos e cobertura noticiosa, bem como perceções sobre literacia mediática e digital. A partir de uma análise estatística multivariada aos resultados do inquérito “EU Kids Online” (2017-2019) em três países europeus, foram identificados três perfis cujos atributos nos permitem discutir práticas informais e diferenças no nível e tipo de participação, considerando características individuais e o país de residência. This paper aims to contribute to the study of youth’s digital citizenship through the development of a typology of (non) civic online participation which includes issues related to the search of informational content, participation in news coverage, and perceptions on media and digital literacy. From a multivariate statistical analysis of the “EU Kids Online” survey (2017-2019) in three European countries, we identified three profiles which attributes allow us to discuss informal practices and differences in the level and kind of participation, considering individual characteristics and the country of residence. The article metaphorically uses the human limbic system to describe the new system of social interaction created by social networks, exploring the conditions involved in the creation and development of emotions on the Internet, in such a way as to reveal the relation between technology and psychology. In defence of the argument that the immediacy of social media favours reactions to public events, it presents examples such as the individual responses to the financial global crisis and the demand for more transparency in the governments and financial institutions, in cases like WikiLeaks and the Arab Spring. It concludes that the Internet allows individuals to extend their action, that now have a global reach, with possible effects upon citizenship.

Numa sociedade cada vez mais integrada com as vivências online, principalmente os jovens. Cada vez mais, as vivências sociais dos jovens são através das redes, partilhando indiscriminadamente conteúdos por vezes problemáticos. É a minha convicção que temos que preparar os docentes para lidarem com o “fallout” dessa situação. Com uma classe profissional envelhecida, relutante em utilizar ou compreender as novas tecnologias, torna-se necessário formá-los nesta nova realidade. Realçando que a temática da educação para os media está cada vez mais presente no trabalho docente. Utilizando os conhecimentos adquiridos no mestrado em Pedagogia do E-learning, criei um curso de formação de professores abordando esta problemática. Baseio o curso no trabalho efectuado por Danah Boyd, no livro: “É complicado, As vidas sociais dos adolescentes em rede”, que oferece uma perspectiva não só dos adolescentes como das dificuldades dos adultos em lidarem com esta nova vivência. Com o evoluir constante das interacções em rede, abordo estas problemáticas com os docentes e uso estratégias que os levarão a confrontar e lidar com essa situação no seu próprio contexto educativo, criando novas conclusões e possivelmente o surgimento de novas problemáticas que podem surgir. In a society increasingly integrated with online experiences, especially with the teenagers. Social interactions have been more and more allocated to social networks, sharing indiscriminately contents that can be problematic. It is my belief that we have to capacitate the teachers in order for them to deal with the fallout of this situation. With an elderly teaching body, reluctant to use or understand the new technologies, it becomes necessary to introduce them to this new reality. Highlighting the presence of media literacy in the work of the teachers is increasing. Utilizing the knowledge acquired in the masters of E-Learning pedagogy, I created a course of professional qualification directed at teachers, approaching this problem. I base my course on the work of Danah Boyd in the book: “It´s complicated, the social lives of networked teens”, that offers the perspective not only of the teenagers but also the problems grown-ups have withe this matter. With the constant evolution of network interactions, I approach these problems with the teachers and utilize strategies that will lead them to confront and deal with this situation on their own educational context hopefully reaching new conclusions and dealing with new problems that may arise. UIDB/05021/2020 UIDP/05021/2020 Este artigo de natureza teórico-crítica tem como objetivo refletir sobre a função da comunicação no equilíbrio dos ecossistemas, nomeadamente através de uma perspectiva digital, no atual contexto de pandemia. Nesse sentido, pretende colaborar com o debate sobre a nossa relação com o digital em tempos de emergência da COVID-19 a partir de uma abordagem não mais sujeito-cêntrica. Em seu lugar, busca refletir sobre esta eco-logia pandêmica, emergente e algorítmica de interações, que substitui a ação política do sujeito pelas interações em redes complexas, desenvolvidas através da transformação de cada entidade em dados. Para tal, analisa a nova morfologia do social a partir de três casos de ação em rede que emergiram em países distintos — Itália, Portugal e Brasil — durante a primeira fase da pandemia do novo coronavírus, no primeiro semestre de 2020. This article of a theoretical and critical approach aims to analyze the role of communication to balance ecosystems, through a digital perspective, in the current context of pandemic. Thus, it aims to collaborate with the debate about our relationship with the digital during the emergence of COVID-19 from a no subject-centric approach. Therefore, it seeks to reflect on this pandemic, emerging and algorithmic ecology of interactions, which replaces the subject’s political action with interactions in complex networks, developed through the transformation of each entity into data. To this end, it analyzes the new social morphology based on three cases of network action that emerged in different countries — Italy, Portugal and Brazil — during the first phase of the new coronavirus pandemic, in the first half of 2020. publishersversion published

This work features survey and discussion of Brazilian work about digital citizenship in the field of information science, with a focus on the social participation. It´s an exploratory and descriptive, bibliographical research conducted through content analysis of the selected publications. From the literature research were raised eleven works published in the last ten years in scientific journals, academic events or graduate programs in information science, directly related to the subject in question. Objects, goals and contributions of each work are synthesized and presented. Then, it presents and discusses a framework with the summary of studies, including aspects of digital citizenship identified in each job. As a result, it was observed that most of the research pointed problems which impact directly on the exercise of citizenship. That´s because, according to the researchers, part of the initiatives in this theme is surrounded by a speech of participation with no practical effects, with little or no influence on the political decision-making process. On the other hand, were also presented studies that demonstrated the consolidation and the trend of the use of open government data for a new model of digital governance, which represents a major breakthrough for digital citizenship in Brazil., Apresenta levantamento e discussão de trabalhos brasileiros sobre a cidadania digital na área da Ciência da Informação, com foco na participação social. Trata-se de pesquisa bibliográfica, exploratória e descritiva, pautada na análise de conteúdo das publicações selecionadas. A partir da pesquisa bibliográfica foram levantados onze trabalhos publicados nos últimos dez anos em periódicos científicos, eventos acadêmicos ou programas de pós-graduação em Ciência da Informação, diretamente relacionados à temática em questão. São sintetizados e apresentados os objetos, objetivos e contribuições de cada trabalho. Em seguida, apresenta-se e discute-se um quadro com o resumo dos estudos, incluindo os aspectos de cidadania digital identificados em cada trabalho. Como resultados, observou-se que a maior parte das pesquisas apontou problemáticas que impactam diretamente no exercício da cidadania digital. Isso porque, segundo os pesquisadores, parte das iniciativas nesse tema está cercada de um discurso de participação sem efeitos práticos, com pouca ou nenhuma influência no processo de decisão política. Por outro lado, também foram apresentados estudos na área que demonstraram a consolidação e a tendência do uso dos Dados Governamentais Abertos para um novo modelo de governança digital, o que representa um grande avanço para a cidadania digital no Brasil.

Technological development provides new opportunities for the progress of humanity as well as for the realization of human rights, although, at the same time, it also creates new risks for these rights. In recent years, public-private initiatives have advanced the need to promote and preserve freedom on the Internet as an essential assumption for the progress towards the realization of human rights and the functioning of a democratic society. One of these is called Internet Freedom. In this article, the author maintains that the focus of Internet Freedom is, however, limited, because it provides a skewed view of the relevance of human rights in the online environment. After noting these limitations, the author suggests elements that should be integrated in an Internet approach sustained by a comprehensive focus on human rights for the Internet. O projeto “Educação para a cidadania digital e participação democrática” envolveu cerca de 200 crianças de Pré-escolar e 1º Ciclo, suas famílias, professoras e outros membros das comunidades escolar e educativa de Caneças, concelho de Odivelas, distrito de Lisboa. Assumindo como metodologia a investigação-ação, teve como objetivo central compreender em que medida uma ação concertada da escola, das famílias e da comunidade contribui para a preparação de crianças, dos três aos nove anos, para o exercício de uma cidadania digital ativa. Este artigo centra-se nas atividades de participação social das crianças, através dos média, tradicionais e digitais, envolvendo atividades marcadas pela transversalidade entre os contextos de aprendizagem formais, não-formais e informais. Os resultados mostram que a participação social das crianças através dos média aumentou, tendo evoluído paulatinamente, da produção de conteúdos de média tradicionais (jornal escolar) para a produção de conteúdos digitais (vídeo). Revelam ainda que um modelo de investigação-ação, efetivamente adaptado ao contexto e em função da prévia caracterização deste, é uma metodologia adequada ao desenvolvimento deste tipo de projetos. Mas o adequado desenvolvimento implica ainda apoio da direção da escola, apoio sustentado dos investigadores aos docentes e o desejável envolvimento de jornalistas e/ou outros profissionais de média., The project “Educação para a cidadania digital e participação democrática” [Digital citizenship education for democratic participation], which began in 2015, currently involves around 200 kindergarten and primary school children, their families, teachers and other members of the Caneças educational community, a neighbourhood in Odivelas, Lisbon. The project’s methodology is action research, its objective is to understand how a coordinated action by a school, families and the community, contributes to enabling three to nine-year-old children to become active digital citizens. This paper focuses on social participation activities of children through traditional and digital media and involves activities that include formal, non-formal and informal learning contexts. Results show that social participation of children through the media increased and gradually evolved from producing traditional media content (school newspaper) to producing digital content (video). They also evidence that action research methodology, adjusted to context and deriving from prior understanding of the context, is an adequate methodology for developing this type of project. However, its adequate implementation implies the support of the school board, researchers’ support to the teachers and the involvement of journalists and/or other media professionals.

O projeto instrucional do e-Book “Hiperlink” reúne ferramentas didáticas sem a pretensão de ranqueá-las e convida o educador a conhecer (ou reconhecer) e compartilhar fontes capazes de ativar o espírito investigador e ampliar a consciência do aprendiz sobre o impacto social gerado pelo poder da tecnologia na educação. This paper describes the construction of an e-Book that was organized aiming the promotion of the interaction and dialogue among students and teachers in the school environment, relating sources of incentive to digital citizenship and literacy. The instructional project of the e-Book “Hyperlink” brings together didactic tools without pretending to rank them and invites the educator to know (or to acknowledge) and share sources capable of activating the learner's investigative spirit and increasing their awareness on the social impact generated by the power of technology in education. Informed participation in collective decision-making processes requires better educational levels, a wider range of digital skills and access to technologies. In a global digital society this process is part of the exercise of informed citizenship. Digital citizenship presupposes participation mediated by access and, above all, by the critical use of digital technologies in social decision-making processes. Digital literacy is closely linked to digital citizenship. From a broader perspective than technological literacy, it involves the development of key skills that counteract social exclusion and therefore represents a valuable mechanism for combating it, especially in social groups at risk. Digital competences are part of the key competences of lifelong learning and are directly related to the concepts of digital citizenship and democratic participation. In this sense, it is important to know the levels of digital literacy in different social groups in order to then meet their needs through programmes and other training initiatives. In this article, we analyse the concepts of digital citizenship, digital literacy and digital skills for the 21st century, as well as the relationships between these concepts. Subsequently, partial data on an ongoing research on digital programmes in Alentejo and the Basque Country, such as the empowerment pathway, are presented. As a general conclusion, we would like to highlight the monitors’ perspectives in what concerns the changes in the habits of users of Internet Access Spaces and KZgunea Centres., A participação informada nos processos de decisão coletiva exige melhores níveis educacionais, um leque mais amplo de competências digitais e, naturalmente, o acesso às tecnologias. Na sociedade global digital, este processo faz parte do exercício de uma cidadania informada. A cidadania digital pressupõe a participação mediada pelo acesso e, sobretudo, pelo uso crítico das tecnologias digitais, nos processos de decisão social. Em estreita ligação com a cidadania digital encontra-se a literacia digital. Entendida numa perspetiva mais ampla do que a literacia tecnológica, supõe o desenvolvimento de competências fundamentais que contrariam a exclusão social e, por consequência, representam um valioso mecanismo para o seu combate, especialmente em grupos sociais em risco. Por sua vez, as competências digitais fazem parte das competências essenciais da educação ao longo da vida, estando diretamente relacionadas com os conceitos de cidadania digital e participação democrática. No presente artigo, começamos por analisar os conceitos de cidadania digital, literacia digital e competências digitais para o séc. XXI, bem como as relações entre estes conceitos. Posteriormente, são apresentados dados parciais relativos a uma investigação, em curso, sobre programas digitais como via de empoderamento, no Alentejo e no País Basco. Como conclusão genérica, assinalam-se as perspetivas dos monitores sobre as modificações de hábitos dos utilizadores dos Espaços de Acesso à Internet e dos Centros KZgunea.

Ser cidadão é ter direitos e deveres, é poder manifestar opinião, intervir e atuar, em nível civil, social e político, das mais diversas formas, e na elaboração de normas e padrões de convivência em sociedade. Para mitigar as desigualdades da participação cidadã, ampliadas pela sociedade em rede que privilegia quem domina as tecnologias e nela sabe se mover, algumas políticas públicas de inclusão digital têm sido implementadas em diversos países, mas pouco tem sido feito para avaliar as suas finalidades. Perceber a importância das políticas de inclusão digital e, em particular, do Programa Telecentros.br de Belo Horizonte (em Minas Gerais, Brasil), como promotor do exercício da cidadania digital para as classes sociais de baixa renda, é a questão central desta pesquisa científica, a que procuramos responder na sequência de três estudos, interligados. O primeiro, bibliográfico e documental, explora, em profundidade, os temas ou conceitos de Cidadania, Telecentros e Sociedade em Rede, e permitenos verificar as principais dimensões associadas a estas temáticas, confirmar a escassez de estudos relacionados com o tema central e, ainda, propor um primeiro framework para possível avaliação do Programa Telecentros.br. O segundo, igualmente de índole qualitativa, é um extenso estudo exploratório que se fundamenta na realização de grupo focal, em cinco Telecentros. Os dados obtidos são tratados por análise de conteúdo temática. O terceiro é inferencial e de índole quantitativa, com base num questionário por nós desenvolvido e disponibilizado online nos Telecentros de Belo Horizonte. Esse estudo envolveu 515 participantes e os dados obtidos foram tratados por meio de diferentes técnicas de análise estatística, de acordo com os objetivos propostos. Os resultados desses três estudos complementam-se e confirmam a importância dos Telecentros na promoção do exercício da cidadania, com base nas percepções dos participantes sobre as TIC, a Cidadania e o Telecentro que encontramos. Essas revelam-nos as dimensões centrais de cada um desses três temas estudados (e os indicadores que as integram), o que nos permite não só sistematizar algumas propostas de melhoria para o funcionamento dos Telecentros, como, igualmente, propor um conceito alargado de cidadania digital e, também, um modelo conceitual para a cidadania. Esperamos assim contribuir para as políticas de inclusão de digital e os programas que se lhe associam. To be a citizen is to have rights and obligations, to be able to express opinions, intervene and act, at civil, social and political levels, in the most different ways, and to participate in the elaboration of norms and standards of coexistence in society. In order to mitigate the inequalities of citizen participation, amplified by the network society that favors those who master the technologies and know how to move within it, some public policies of digital inclusion have been implemented in several countries, but little has been done to evaluate their purposes. The importance of digital inclusion policies, and particularly of the Belo Horizonte Telecentre Program (in Minas Gerais, Brazil), as a promoter of the exercise of digital citizenship for low income social classes, is the central issue of this scientific research, to which we seek to respond the following three interrelated studies. The first, bibliographical and documentary, explores in depth the themes or concepts of Citizenship, Telecenters and Network Society, and allows us to verify the main dimensions associated with these subjects, to confirm the scarce studies related to the central theme and, also, to propose a first framework for possible evaluation of the Telecentre Program. The second, also qualitative in nature, is an extensive exploratory study that is based on a focus group that took place in five Telecenters. The data obtained are processed using thematic content analysis. The third is inferential and quantitative, based on an specific questionnaire developed for this research and made available online at the Belo Horizonte Telecenters. This study involved 515 participants and the data obtained were treated using different statistics analysis techniques, according to the proposed objectives. The results of these three studies are complementary and confirm the importance of Telecentres for promoting the exercise of citizenship, based on the participants' perceptions about ICT, Citizenship and Telecentre that were found. They reveal the central dimensions of each of the three studied themes (and the indicators that integrate them), which allow us not only to systematize proposals for improving the operation of Telecenters, but also to propose a broad concept of digital citizenship and a conceptual model for citizenship. Therefore, we hope to contribute to the digital inclusion policies and to the programs which are associated to them.

Faced with the globalization of cultures and bringing citizens closer contact with different parts of the globe, the need more and more actively participate in individual's in political discussions of his country to realize their citizenship and thus ensure the effectiveness of their rights of popular participation, it becomes irrefutable. Thus, front of the emergence of the information society there are several scenarios that enable the implementation of citizens allies to digital media practices, such as social events that include information and communication technologies as a coordinating and enabling greater flow to the right to citizenship, and also portals that imply a interactivity of citizens in filing and thrust of legislative issues, in particular the right to education and its features, such as the portal e-Citizenship (on the Senate) and the Avaaz site. In this scenario the main objective of the research is to verify that deliberation is present and can be extremely significant even reveal regarding the reconstruction of democracy, resulting in higher levels of popular participation and thus a maturing of the recent Brazilian democracy. Therefore, the methodology used is the phenomenology, is making use of a hermeneutic aspect. In addition, use is made of the methods of monographic procedure and functionalist, as an analytical basis for recognizing cases of participation in sites listed on the right of the topic to education. Regarding the technique is used in a non-participatory systematic observation of public consultations, with tables, fichamentos and doctrinal deepening. The basic theory that guides the study is hermeneutics, with the works of Roberto Gargarella, Carlos Santiago Nino and Jurgen Habermas on deliberative democracy beyond, Perez Luño and Piere Levy on digital nuances of citizenship. The division of labor occurs in two topics, focusing at first a doctrinal and structural support of the analysis categories of participation and democracy, for the second time to bring the observations in the citizen insertion sites as part of a deliberative process that implies possible standards of education in the Brazilian legal system. Diante da mundialização das culturas e a aproximação dos cidadãos em contato com diversas partes do globo, surge a necessidade, cada vez mais presente, do indivíduo participar ativamente das discussões políticas do seu país para concretizar sua cidadania e assim garantir a efetividade dos seus direitos de participação popular. Desse modo, frente à emergência da sociedade da informação, surgem diversos cenários que possibilitam a implementação de práticas cidadãs aliadas aos meios digitais, a exemplo de manifestações sociais que incluem as tecnologias de informação e comunicação como articuladoras e que possibilitam maior vazão ao direito à cidadania, e também de portais que implicam em uma interatividade do cidadão na propositura e impulsionamento de temas legislativos, em especial do direito à educação e suas particularidades, como no caso do portal e-Cidadania (ligado ao Senado Federal) e do site Avaaz. Nesse cenário, o principal objetivo da pesquisa é verificar se a participação se faz presente, podendo-se revelar extremamente significativa inclusive no que tange a reconstrução da democracia, implicando em maiores níveis de participação popular e, portanto, um amadurecimento da recente democracia brasileira. Para tanto, a metodologia utilizada é a fenomenologia, fazendo-se uso de uma vertente hermenêutica. Além disso, são utilizados os métodos de procedimento monográfico e funcionalista, como base de análise para reconhecer os casos de participação nos sites elencados diante do tema do direito à educação. Referente à técnica, utiliza-se de uma observação sistemática não participativa das consultas públicas, com figuras, fichamentos e aprofundamento doutrinário. A teoria de base que orienta esse estudo é a hermenêutica, que guia as leituras das obras de Roberto Gargarella, Carlos Santiago Nino e Jurgen Habermas sobre democracia deliberativa, além de Perez Luño e Piere Levy sobre as nuances digitais da cidadania. A divisão do trabalho se dá em dois tópicos, priorizando no primeiro, um suporte doutrinário e estrutural das categorias de análise de participação e de democracia, para no segundo momento trazer as observações nos sites da inserção do cidadão como parte de um processo deliberativo que implica em (im)possíveis normas sobre educação no ordenamento jurídico brasileiro.

38. A infoexclusão e a infoinclusão no mundo digital : por uma cidadania digital 65+

A maioria das investigações tem vindo a demonstrar que a população 65+ anos apresenta valores de literacia digital e consequente utilização das TIC muito reduzidos comparativamente com os cidadãos mais jovens. Tendo em conta que a atual sociedade cada vez mais se socorre de plataformas e de serviços digitais, um cidadão que não esteja digitalmente incluído muito dificilmente poderá vir a estar socialmente incluído. Neste sentido, foi realizada uma investigação de pós-doutoramento no concelho de Castelo Branco (uma das regiões mais envelhecidas de Portugal) com o objetivo de investigar qual o impacto das TIC, da e-Saúde e do e-Governo Local nas rotinas dos cidadãos idosos e no seu processo de envelhecimento. Foram envolvidos 400 idosos 65+ anos através de uma entrevista por questionário envolvendo todas as freguesias do concelho de Castelo Branco. Foram também envolvidos 15 presidentes de juntas de freguesias a fim de poder avaliar quais as medidas e as valências do e-Governo Local. Por último, foram igualmente entrevistados 6 diretores de centros de saúde da região de Castelo Branco com o intuito de se averiguarem as potencialidades da e-Saúde. Veio a comprovar-se que estes cidadãos podem ser considerados infoexcluídos, havendo 10.3% que utilizam o computador e 9.75% utilizam a internet. No que respeita ao e-Governo Local e à e-Saúde não se vislumbraram atitudes ou medidas específicas para os idosos. Neste sentido, a investigação vem alertar para a necessidade de se concretizarem medidas que visem a inclusão digital dos idosos para que se torne uma perfeita e adequada inclusão social. Recent research has shown that the population 65+ features digital literacy values and consequent use of ICT is very low compared to younger citizens. Given that the current society is increasingly bails platforms and digital services, a citizen who is not digitally included can hardly come to be socially included. In this sense, a post-doctoral research in the county of Castelo Branco was held (one of the most aged regions of Portugal) in order to investigate the impact of ICT, e-Health and e-Local Government routines of citizens elderly and aging process. 400 elderly were involved through an interview questionnaire involving all parishes in the county of Castelo Branco. They were also involved 15 heads of parishes together in order to evaluate what measures and the valences of the e-Local Government. Finally, they were also interviewed six directors of health centers in the region of Castelo Branco with the intention of inquiring the potential of e-Health. It came to prove that these people can be considered infoexcluded, with 10.3% using the computer and 9.75% using the internet. With regard to e-Local Government and e-Health are not envisioned attitudes or specific measures for the elderly. The article metaphorically uses the human limbic system to describe the new system of social interaction created by social networks, exploring the conditions involved in the creation and development of emotions on the Internet, in such a way as to reveal the relation between technology and psychology. In defence of the argument that the immediacy of social media favours reactions to public events, it presents examples such as the individual responses to the financial global crisis and the demand for more transparency in the governments and financial institutions, in cases like WikiLeaks and the Arab Spring. It concludes that the Internet allows individuals to extend their action, that now have a global reach, with possible effects upon citizenship. O texto utiliza a metáfora do sistema límbico humano para descrever o novo sistema de interação criado pelas redes sociais, explorando as condições envolvidas na criação e no desenvolvimento de emoções na Internet, de modo a esclarecer a relação entre a tecnologia e a psicologia. Para defender o argumento de que a imediaticidade da mídia social favorece reações a eventos públicos, apresenta exemplos, como as respostas dos indivíduos à crise financeira global e as demandas por mais transparência nos governos e instituições financeiras, em casos como o do WikiLeaks e da Primavera Árabe. Conclui-se que a Internet permite que os indivíduos ampliem sua ação, que agora pode ter um alcance global, com possíveis efeitos sobre a cidadania

O presente artigo parte de um questionamento do que designamos a promessa de participação. Se há, de facto, um discurso recorrente sobre as novas tecnologias da comunicação e da informação, dele faz certamente parte um refrão discursivo, intensamente repetitivo, que não cessa de prometer uma acessibilidade generalizada à informação em circulação global, que comporta em si, e convoca, a possibilidade de uma nova cidadania de largo espectro social e político, promotora da realização do que autores como Pierre Lévy vêm designando como a ciberdemocracia. Trata-se de uma promessa que, notaremos, se renova a cada nova vaga tecnologicamente induzida, tendo tomado de assalto a produção discursiva de esferas públicas tão diversas (e, ao mesmo tempo, tão intercomunicantes) como a política, a social, a económica ou a académica. Tem-nos surgido, assim, renovada nos discursos sobre a convergência dos media que inclui, concomitantemente, a formulação do que designaríamos o ecrã convergente, para o qual tenderão os ecrãs que quotidianamente utilizamos e com os quais, de algum modo, interagimos. Entre os quais se conta, obviamente, o ecrã televisivo. A partir de um estudo teórico do ecrã televisivo e de um corpus empírico constituído a partir dos programas de canais de informação da televisão portuguesa, pretendemos indagar a verificação, ou não, dessa convergência como participação. Aquilo para que os nossos dados apontam é, contudo, uma lógica de resistência da centralidade do ecrã televisivo, que retém institucionalmente, e atrai para si, as lógicas e recursos socio-semióticos de controlo da produção da mensagem, mantendo-se fiel a um modelo de broadcasting, de sequência e fluxo centrados, tal como formulado nos anos 1970 nos trabalhos de Raymond Williams. Ainda distante da concretização da promessa da participação, este ecrã está longe de poder integrar as desejosas formulações da convergência, revelando-se, antes, como ecrã centrípeto., This article questions what we can call the promise of participation. Its assumptions are based on the current dominant discourses on the new technologies of information and communication. We will note that such discourses keep elaborating on a constantly selfrepeating refrain that never ceases to promise wide access and open possibilities of direct individual intervention in the global informational contents and debates, feeding the prospects of new digital forms of political and social citizenship able to promote what philosopher Pierre Lévy calls cyberdemocracy. This promise is renewed by each new wave of technological buzz. It simultaneously takes by storm the discoursive mainstream of public spheres such as the political, the social, the economic context or the academic, emerging through conceptual frames such as media convergence. These public debates often include the conceptualization of what we can sum up as the convergent screen, to which should converge the technological screens that we use on our daily lives, and with which we interact. Among them, of course, there is the television screen. We base this article on a thorough study of the television screen that is both theoretical and empirical: it focuses on an analysis of the screen as an apparatus and works on data from Portuguese news channels’ broadcasts to verify or deny the fulfillment of the promise through audience participation manifestations. Our conclusions will nonetheless point out a reiterated confirmation of the institutional strength of the television apparatus. Despite the constant technological developments that, along with the digitalization processes, suggest a whole new set of interactive possibilities, the television screen shows clear signs of control resistance by keeping its longtime built social and institutional centrality. It tends to concentrate and attract the main socio-semiological resources of production control and retains the Raymond Williams’ old defined broadcasting features of centralized sequence and flow. The study focuses on the initiatives for digital inclusion, both from governmental and non -governmental entities and its relation with the increase of the concept of citizenship. The research uses the documental method and the historic-critical approach to interpret the actions of public and private entities in creating public policy that defines Brazil's strategical objectives and the goals for information and communication technologies (ICT). A pesquisa analisa o Livro Verde, publicado em 2000 pelo Ministério da Ciência e Tecnologia, buscando compreender as ações do Estado na introdução do país na sociedade da informação . O estudo enfoca as iniciativas de inclusão digital estatais e não-governamentais e sua relação com a ampliação da cidadania. A pesquisa faz uso do método documental e da abordagem histórico-crítica para interpretar a ação dos atores públicos e privados na formulação das políticas públicas que definem os objetivos estratégicos e as metas do Brasil para a área das tecnologias da informação e comunicação (TIC).
