Article is devoted to the problemof improving the efficiency of urbanmanagement. The work is characterized by an institutional framework of urban management as an important social phenomenon. Management form of this phenomenon is leading in terms of improving the systemof organization and regulation of the life and activityof the territorial community of the city. Urban management is a complex system of actions and managerial activities that are aimed at the effective organization, analysis, diagnosis and prognosis of various activities inthe city, rational andbalanced use of appropriate urban potentials, solution to the problems of local importance and welfare of the urban population. Principles of urban management in the context of the city as the territorial, economic and social systems were substantiated. The paper identifies the factors that affect the objects of urban management and determine the direction of its further transformation. The provisions on the formation and consolidation of organizational approach in ensuring the effectiveness of urbanmanagement were developed. This approach involves the consideration (as an object of management) of the city as a complex structured organizational systemand the use of traditional practices with the rules and procedures of organizational management. On the basis of the revealed features of organizational and economic unit providing of urban management have been substantiated proposals for its improvement in modern conditions. The article gives grounds for a new paradigm of development - branding of the territory. The problem of region brand formation is actualized. The point of viewof the author on the territorialbranding as a technologyof providing the balanced and stable socio-economic territory development in current conditions deserves particular attention. The analysis of territorial branding formation as independentmarketing trend is given. The scientific interpretations of the category "territorial branding" are given. The proposition that branding is an effective instrumentof attracting attention to the territory is stressed. In conditions of informational and creative economy the existence of the city brand and its development strategies become the necessary factor of the effective realization of territorial potential. The conceptual framework of territorialbranding andmain characteristics of the utility of the territory are considered. The results of scientific research develop scientific knowledge in the field of branding territory theory, promote the development and use of intellectual and institutional resources of the territory for the growth of its marketing potential. This indicates, that the basic principles of territorial development, starting from the main concept to the specific project documents need updating, which is connected with the economic processes and also democratization and globalization processes. The cultural-economical planning gets priority, the foundation of it is the use of human and cultural capital of the city. The novelty is that material assets, traditionally considered being the basis of territorial economy development, lose their significance comparing to intangible assets, which are of various character: creative and cultural potential of the inhabitants, management professionalism, information environment saturation, the possibility to create the atmosphere of tranquility and comfort on the territory. Not the territory size and its economic base become the main success factors, but new unconventional management decisions, an energetic wish of the territory to formulate clearly its strategical interests in the country, in the region and in the world. This is the aimof the territorialbranding. Currently the changing of territory development paradigm takes place. Combination of enhanced socio-economic and political significance of the life support systemofpopulation and inadequate efficiency of regulation mechanisms of activities of its entities makes domestic economists look for new approaches in selection of a price strategy for its development, which will motivate economic agents to economic growth and maximization of public good as well as ensure a balance of their interests. New approaches have to be underpinned by regulation principles of naturalmonopolies, well-known in the economic theory, with due consideration of territorial, social, institutional, transformational and other specificity of Ukrainian economy. In the context of this research, the life support systemof populationmeans a complex of resources and facilities ensuring necessary conditions for life of members of society (heat and water supply, water disposal). The life support systemof Ukrainian population as a componentof the housing and public utilities field aswell as the social infrastructure of the country is among the least reformed fields of the national economy, which are particularly sensitive to an impact of negative economic trends and political factors and face numerous unresolved problems. The reforming of the field was monitored, the lack of positive results in handling the problem pointed out. This gave rise to a research into the specificity of factors which have a great impact on selection of a price strategy for development of the life support systemof Ukrainian population: the level of consumer demand, its elasticity, social significance of services and necessity of tariff regulation. The study into a specific influence of factors on selection of a price strategy for development of the life support system of Ukrainian population allows to formalize a price decision making process. A high level of under-elastic demand for socially significant services which need strict tariff regulation lays down specific requirements to selection of a price strategy for development of the life support system of population. Goal: To develop a design projectmethods to ensure the company's competitiveness of tourist business. Methods: The methodological basis of the research methods constitute a systematic structural analysis and design art socio-economic facilities. Results: On the basis of the study found that: 1) a full-fledged partner of the developed countries in the global tourism market of goods and services Ukraine can become thanks to innovations in design and management: 1) "the image of the tourist business competitive enterprise" must match the "image of the consumer" and "the image of the manufacturer" competitive product: innovative-creative differentiated (produced creative industry sectors-turopereyting, souvenirs, exhibitions, museums, excursions), economical (food services and transportation of tourists), quality (education services enterprises tourist and hospitality, construction companies); 3) implement a "competitive enterprise image of tourist business" in practice, you can use methods of the design project: product, pricing, advertising, marketing, production, personnel, fiscal, economic, investment, financial; 4) lost the aesthetic value of the release process ofUkrainian goods (prestige occupations) can be restored by the introduction of specialty training in basic industries and tourism specialization "design"; 5) the use of a design project in the educational market in Donetsk region has given a positive result. In article specifics of formation of innovative capacity of machine-building enterprises of Ukraine are defined. The analysis of views of foreign and domestic scientists concerning essence of innovative potential is made. Distinctions in understanding of innovative potential at domestic and foreign scientists are revealed. Different approaches to studying of innovative potential testify to complexity of the specified problem and ambiguity of ways of its decision. Innovative potential should be considered as a measure of ability of machine-building enterprises to transform the resources (intellectual, research, information, etc.) in innovative development, in productive accumulation of the qualities with high social and economic effect. Themaintenance of innovative potential provides allocation of its components: the intellectual component defines possibilities of generation and perception of ideas and plans of innovations and their finishing to level of new technologies, designs, organizational and administrative decisions, research - characterizes existence of results of research works, sufficient for generation of new knowledge; information component characterizes information security of the managing subject of information, necessary for innovative activity; scientific component - ability of the personnel to apply new technologies, to realize new organizational and administrative decisions, to make new goods Thus, generalization and systematization of methodological approaches to treatment of the maintenance of potential of the innovative development, offered by authors, its structure allow to define the main conditions which have to be provided with them for assistance to innovative development of machine-building enterprises. The paper deals with the analysis of the national scientists' research papers devoted to the study of the significant for the Soviet science subject, namely the role of the Communist Party in the industrial development of the Ukrainian SSR. The review of Soviet scientists' papers has showed that they studied different aspects of the USSR industrial development in the latest 60's-80's of the 20th century. Apart from historians, there were also economists, sophists, demographists who were engaged in the research process. They succeeded in including this subject into science, analyzing Soviet statistic material, finding a specific algorithm of the industrial development. The interest to the socioeconomic life has been shown. The activity of CPSU-CPU directed at the management of the work of the workers' collectives at enterprises. In this connection the role of Party organizations in strengthening ties between science and manufacture, the improvement of labor force socialist emulation and further strengthening its leading role in the manufacturing enhancement. Most of these works were of propaganda purpose, but they contained certain information about the activity of Party organizations in the manufacturing industry. Soviet scientists made an extensive use of the specific "scientific" terminology which formed a false image of the human and the society, such as the communist truth, light future, victorious socialism march, inspired by the Party, growth of the material well-being, improvement of industrial performance, socialist emulation of foremost workers, socialist labor victory etc. The industrial development of the USSR was represented by absolutely perfect society; one of its capital traits was the Party leading role. It is only achievements that were revealed, while losses were concealed. If there were some critical comments they did not concern big problems in the economic system of that time. The great majority of Soviet historians' publications were disfigured by the "window dressing", false historical record. [ABSTRACT FROM AUTHOR]

The aim of the article. The aim of this research is justification of the necessity of interaction between educational services market and labour market on improving the economic mechanism based on the quality management. The results of the analysis. Todaythe the increased integration of educational services market and labor market is the most important factor in successful social and economic development. Educational services market can be analyzed in two ways: as a separate item and as part of the labor market. One of the main conditions for successful enterprise development is continuous improvement and modification of human development through education. Therefore, the development and modernization of existing system of selection and training, finding new technologies of integrating educational institutions and businesses are required the solution of the skilled, social and economic regional issues of real and financial sectors of economics. The content of the interaction mechanism between customers and consumers in the educational market was considered in the article. The tools of economic mechanism of educational services quality were defined. The structure of training in terms of the industry knowledge and the needs for businesses were determined. The imbalance between demand and supply of specialists in the market was defined. The effectiveness of educational system is characterized by the degree of compliance with the current structure of the training structure of the economy. In recent years, due to the structural changes, the problem of discrepancies of the existing specialties and skilled levels, not only for young specialists, but also to other categories of applicants on the employer's job requirements and the imbalance between supply and demand of labor in the labor market was analyzed. Market of educational services is not ready to satisfy the demand of employers on personnel and promptly respond to the changes occurring in labor market. Lack of timely monitoring of quantitative and qualitative needs of specialists, and education establishments` orientation on purchasing power of population leads to the imbalance in Ukrainian labor market. The necessity of interaction regulation beetwen educational services market and labor market has been justified. For improving the quality of education services it is necessary to introduce the innovative forms of educational process on the basis of business approach to commercialize the results of scientific research. The directions of perfection the economic mechanism of quality control have been proposed. A necessary condition for the development of conceptual frameworks for cooperation between markets is theoretical and methodological basis of this activity. The structure of economic mechanism should be reflected in the form of exposure control of subsystem. Management and economical mechanism should include the following functions of management as organization, planning, control, motivation and regulation. Conclusions and directions of further researches. The analysis examined the functioning of labor market and education services market and demonstrated the shortcomings of the existing mechanism of their interaction, inability to self-adjusting their relations, harmonizing the relationship between the participants, based on coordination and balancing of strategies. It actualizes the need to develop effective economic mechanism of its regulation. One of the areas for cooperation between the education services and labour markets is to improve the economic mechanism of management of quality educational services. An effective instrument of economic regulation mechanism of partners' interests in the education system should become the improvment the quality of education by means of: predicting the structure of specialties, research requirements of the labor market within the competence of graduates, financing institutions for performance, auditing of quality educational services. Further studies on regulation of the interaction of education services market and labor market imposes the need for consideration of such issues as: the concept of interaction between labor market and education services market, partnerships, integrating education services and labor market participation of employers and other partners in solving problems of interaction between the education services market and labor market, including the development of educational standards, according to the current skilled needs and so on. The aim of the article. The aim of the article is to clarify the ways of innovative development improvement and to update its components in order to improve the innovation's commercialization process in industrial market; it is based on necessarily of criteria and indicators system developing which is supposed to evaluate effectiveness of innovative developments, to find ways and tools how to increase the level of its implementation, etc. The results of the analysis. The development of a modern economy is characterized by intensification of globalization, integration economic extending and becomes more dependent on the ideas of generation efficient, researches and innovative products commercialization. Implementation of innovative developments in the priority sectors of the economy is becoming one of the most important backgrounds for sustainable development. Management of the innovative implementation must be focus on effective innovation implementation on the industrial market and to predict the impact of negative factors. The most challenging aspect of this process is operational identify problems that arise at each stage of innovation. Thus, the implementation of the innovation process is impossible without using the system of criteria and indicators for evaluating effectiveness of innovation, which is suggested in the article. The study produced the following results: - main directions of the innovation effectiveness process within the modern scientific markets were observed; - problems of the innovation implementation in the industrial management context were analyzed; - system of criteria and indicators in the context of the effects of its implementation was proposed. It allows evaluating the effectiveness of innovative development, and provides the ability to identify not only strategic alternatives but also the ways to improve the process of introducing innovations in the industrial market. Successful implementation of innovation facilitates helps to coordinate the economic interests of the innovation process members. That is why it is so important to count on market interests and impacts every each of them. That is why for innovative process evaluation it is strongly recommended to use the system of criteria and indicators, which involves assessment of economic, environmental, social, organizational, managerial and marketing efficiency. It makes it possible to measure innovation implementation results, which based on typical parameters for each effect. Main issues of research, which show its scientific news, are about criteria and indicators systematization which helps to evaluate innovation efficiency implementation and to identify the week links in the innovation process. The proposed system of criteria and indicators evaluating effectiveness of innovation allows using a set of indicators that take into account the interests of the innovation process to obtain the final result to improve the mechanism for implementation of innovation management and adjustment of the market introduction of innovations industrial market. Conclusions and directions of further researches. Methodological evaluation of effectiveness of innovation involves the practical application of robust algorithms, methods and models. The system of criteria and indicators for innovation effectiveness evaluating is standardized and can be used in the management of innovation of industrial enterprises. The system provides a maximum consideration of features of object management, it involves the interests of participants in the innovation process in order to choose strategic alternatives to the successful implementation of innovation.
