Functional literacy as a pedagogical category is considered in the context of its development in the system of secondary vocational education. It is known that for the successful development of the personal characteristics of students, the teacher needs a deep understanding of its essence and context. In this article, a description of the process of development and evaluation of functional literacy of students of professional educational organizations is presented, based on a systematic approach, which is considered as a methodological basis for the development and functioning of the process of developing functional literacy among students of vocational schools. The experience of professional development of vocational education teachers for the implementation of a systematic approach is also presented. The emphasis is on the development of general professional competencies, which are based on the key components of functional literacy and are related to the characteristics of the future activities of students of secondary vocational education. The content of the educational community work in the Samara region in the field of functional literacy at the secondary school level, described by the author, reflects the stages of the process, regional specifics, features of the professional development of secondary school teachers and the implementation of the principles of a systematic approach (integrity, hierarchy, planning, dynamism, adaptability and structuring) in the formation and assessment of functional literacy of students of professional educational organizations.

This article delves into the profound impact of postmodernism on the trajectory and evolution of future public administration. The 20th century witnessed radical changes in worldview, marking the transition from modernity to postmodernity. The basic principles of postmodernism, encompassing deconstruction, fragmentation, future shock, and cultural relativism, have instigated a paradigm shift challenging traditional administrative frameworks (M. Foucault, J.-F. Lyotard, A. Toffler, etc.). The article explores how these postmodern tenets influence administrative practices, power structures, and the very nature of governance. Postmodernity is characterized by a unique attitude towards truth, acknowledging its relativity, and by decentration, the absence of a single center, replaced by multipolarity and globalization. “Post-truth” replaces truth, posing new challenges to the future of public administration. The public administration of the future will be shaped by existing trends, including Public-Private Partnerships (PPP), Non-Governmental Organizations (NGOs), Corporate Social Responsibility (CSR), etc. It will also depend on modern technologies such as artificial intelligence, blockchain, data analysis, and data-driven decision-making, as underscored by the need for digitalization in response to the pandemic (according to EIB). However, alongside advantages, there are also challenges, such as issues of liability in the use of AI for future public administration. These risks can be mitigated through collaborative and participatory governance models, adaptive leadership, an emphasis on inclusivity, diversity, and social equity, addressing environmental concerns, advanced training courses, and other strategic measures.

One of the most common eye diseases is a burn injury. Hence, one of the pressing challenges in the field of pharmacy today is the development of new ophthalmic medications, specifically eye drops. Researchers from the Department of Pharmaceutical, Organic, and Bioorganic Chemistry at Zaporizhzhia State Medical and Pharmaceutical University, led by Professor I. A. Mazur, have successfully synthesized a novel compound. This compound is a derivative of 1,2,4-triazole, specifically (S)-2,6-diaminohexanoic acid 3-methyl-1,2,4-triazolyl-5-thioacetate. Notably, this compound demonstrates anti-inflammatory, wound-healing, and reparative activities. The aim of the work is to develop a method of quantitative determination of the active substance in Angiolin eye drops by the method of high-performance liquid chromatography. Materials and methods. The research employed a liquid chromatograph equipped with a UV detector. A column Hypersil ODS C-18 measuring 250 by 4.6 millimeters with a particle size of 5 microns was used. Results. It was determined that the angiolin content in the 1 % eye drops in series 1 falls within the range of 0.985 to 1.010 grams. This indicates that, in terms of the active substance content, the studied series complies with the requirements of the State Pharmacopoeia of Ukraine. Conclusions. As a result of the conducted research, a method for quantitatively determining the active substance in Angiolin eye drops using high-performance liquid chromatography was developed.

Purpose. The article is devoted to the topic of formation functional literacy of secondary school students which is relevant in modern sociocultural conditions. The subject of analysis is the most effective methods and technologies of formation the students’ functional literacy. The author aims to present the main directions of management of the formation and assessment of functional literacy at the regional level (on the example of the Samara region). Methods and methodology of the work. The research is based on the cognitive paradigm of education. The basis of the research is the cognitive approach and the corresponding principles of humanity and socio-consciousness. Results. The results of the work are that the management of the formation and assessment of functional literacy at the regional level (on the example of the Samara region) is based on the coordinative actions of head of the educational organization, teachers, parents, as well as student’s psychological readiness to form functional literacy. The author makes the assumption that it is necessary to develop methodology and tools for the formation and development of criteria for assessing students’ functional literacy. Practical implementations. The results of the study can be applied in the field of basic general and secondary general education.

The brackish microalgae Dunaliella salina, being an extremophilic halophyte, is a promising object for biotechnological production. The aim of this work is to develop a methodology for non-destructive control of the development of a microalgae culture under conditions of balanced growth during periodic cultivation on plates. Before the start of the experiment, the microalgae culture was synchronized. The quantitative content of chlorophylls a and b, as well as carotenoids, was determined spectrophotometrically in alcohol extracts. During cultivation, time-lapse images were recorded on a smartphone camera. The basis of the colorimetric evaluation is the analysis of the time series of images in the RGB color model. It is shown that the ratio of colors correlates to a high degree with the content of the determined main plant pigments – chlorophylls and carotenoids, and with the data of spectrophotometric measurements of live suspensions. The changes in the blue channel are the most pronounced, the least being in the green channel. The logarithm of color intensity is linearly dependent on the degree of dilution of the culture. The developed method for real-time monitoring of the development dynamics of the D. salina microalgae culture makes it possible to build growth curves and solve multiparametric problems to optimize the cultivation of microalgae, including when working with large arrays of samples.

The article explores the concept of humanism both in modern discourse and in historical retrospective. Human has always been at the center of philosophy, regardless of what spheres of being were studied. Anthropology, cultural studies, psychology, philosophy, and many other sciences explore various manifestations of a person, all of which are ultimately designed to answer perhaps one of the most critical questions – what makes us human? However, this discourse significantly changed over the course of two thousand years. For example, Martin Heidegger points out an important nuance of the emergence of the concept of humanism, namely, as a kind of chauvinism – the division into humans (Romans) and non-humans (barbarians). This point of view is often overlooked, but it is critical to understanding the essence of this phenomenon. In the subsequent era of the Middle Ages, human was understood as the opposite of the divine, but in such realities, there were humanistic ideals and values. Already in the Renaissance, a return to the traditions of antiquity was announced, but the understanding of a person acquired a romantic character. Humanism clearly saw something more in a person than a person himself could demonstrate. It is for this metaphysical image that many critics of humanism have criticized this phenomenon. However, where there is criticism, there is progress, which is why this concept has gained a new round of discourse, which is why new trends have appeared that have brought the concept of humanism to a new theoretical level. As a historical phenomenon, humanism is faced with certain difficulties of new eras; because of these collisions, humanism is modified and adapted. Among humanism’s problems are multiculturalism, technological breakthroughs, and the need to search for new theories. In its development, the course of humanism takes on various forms and iterations. It is worth mentioning transhumanism (the idea of becoming someone more than just a human), posthumanism (philosophical views on human nature as a posthuman), and global humanism.

Throughout human history, cataracts have been one of the leading causes of blindness. For this disease, we studied the market of drugs of domestic and foreign production. The object of our study was the subgroup S10X Other ophthalmic drugs. Employees of the Department of Pharmaceutical Chemistry of Zaporizhzhia State Medical University (ZSMU) together with specialists of the NGO “Pharmatron” was synthesized a new compound, which was named Angiolin. A rational dosage form in the form of eye drops was proposed for the new drug. Since the drops continue to be the most common and widely used in practice dosage form. We have previously selected the optimal content of the active substance in eye drops. As is known from the technological parameters, eye drops must be isotonic, ie in their composition should be added excipients. The aim of our work is to select the concentration of excipients for the manufacture of eye drops Angiolin. Materials and methods. During the work at the Department of Pharmaceutical Chemistry of ZSMU, three solutions of eye drops Angiolin with different composition were prepared, and later the theoretical osmolarity was calculated. Results. Accurate theoretical calculation of the osmolarity of solutions containing substances with high molecular weight, complex total extracts, and highly concentrated solutions is impossible. Since the excipient was used methylcellulose, it was better to perform such a calculation experimentally, through the determination of osmolality. On the basis of the conducted researches, for correction of osmolarity, we were chosen – sodium chloride. Sodium chloride was selected at a concentration of 7.0 g/l, which creates an osmolality of the drug equal to 234.3 mosmol/kg. The estimated value at the same concentration of sodium chloride was 239.56 mosmol/l. The value of osmolarity of eye drops was calculated from it makes 302,18 mosmol/l that was confirmed the correctness of the chosen concentration of sodium chloride as a part of eye drops. Conclusions. Based on the above, we selected the concentration of excipients for the manufacture of eye drops Angiolin.

The eyes are one of the most vulnerable human organs. An important place among all traumatic injuries belongs to burns, which are characterized by a large number of adverse consequences. Today, the pharmaceutical market of Ukraine is mainly occupied by drugs of foreign origin, therefore, the urgent task of modern pharmacy is to create and expand the range of the domestic pharmaceutical market and the relative cheapness of the drug in comparison with other drugs, in a future. The employees of the Department of Pharmaceutical Chemistry of Zaporizhzhia State Medical University (ZSMU), together with specialists from NPO Pharmatron, synthesized a new compound called “Angiolin” ((S)-2,6-diaminohexanoic acid 3-methyl-1,2,4-triazolyl -5-thioacetate). The obtained compound has anti-inflammatory, wound-healing, reparative effect .A rational dosage form in the form of eye drops was proposed and created for the new drug. The aim of the work is to develop a technique for standardizing the active substance in “Angiolin” eye drops ((S)-2,6-diaminohexanoic acid 3-methyl-1,2,4-triazolyl-5-thioacetate) by spectrophotometry. Materials and methods: A certified substance of аngiolin was used in the research (manufacturer: State Enterprise “Plant of Chemical Reagents” of the Scientific and Technological Complex “Institute of Single Crystals” of the National Academy of Sciences of Ukraine, series 2451117). The spectrophotometric method for the analysis of the аngiolin substance was taken as a basis. The studies were carried out using an Optizen POP spectrophotometer, measurements were carried out at a wavelength in the range of 200–300 nm, a cuvette thickness of 10 mm. Results. Studies were performed on six series of 1% eye drops “Angiolin”, which was quantified by spectrophotometric method. It was found that the content of аngiolin in eye drops was in the range of 0.00981–0.01011 g/ml. Thus, in terms of the content of the active substance, the studied series of eye drops meets the requirements of the State Pharmacopoeia. Subsequently, another five series of «Angiolin» eye drops were analyzed, which also met the pharmacopoeial requirements for the content of the active substance (0.00980–0.01015 g/ml). We believe that the developed method for standardizing eye drops is reproducible. Conclusion: In the research, we have developed a method for standardizing the active substance in “Angiolin” eye drops by spectrophotometry. The developed technique is reproducible, accurate, and in the future, after its validation, it can be used in the standardization of the active substance in various dosage forms.

The frequence of mutations in the rifampicin resistant (RIFr) clones of microorganisms after adaption to ofloxacin and metronidazole was investigated to estimate the biological cost of H.pylori rifampicin (RIF) resistance. Mutations in rpoB gene responsible for RIF resistance of H.pylori were shown to have biological cost and be compensated by additional mutations in the microorganism genome. Comparison of the mutation frequency in the presence of metroniazole demonstrated that the acquired resistance to RIF resulted in changing of the adaptative capacity of the RIFr clones of H.pylori to metronidazole. Thus, a significant increase of the mutation frequency (> 700 times) in one of the RIFr clones and a broad spectrum of the mutations responsible for resistance to metronidazole vs. the H.pylori initial strain 26695 were observed. The findings could be evident of the fact that the adaptation to RIF changed the properties of the cell on one hand in such a way that its mutation capacity increased and that the target selection on the other hand revealed hypermutable cells, likely usual for the bacterial population.

Human papillomavirus (HPV) is one of the main pathogens of genital tract infections, which can lead to malignant transformation of cells of the cervix, vagina, vulva and anus. Approximately 90% of cervical intraepithelial neoplasia cases and 99% of cervical cancer cases occur in HPV-positive patients. However, the presence of HPV in the patients body can not be considered as a marker of progression or regression of the pathological process. The need to determine further tactics of examination and management of women with HPV-associated diseases of the cervix States the search for molecular genetic markers of neoplastic transformation in order to predict the risk of cervical neoplasia and cervical cancer. Diagnostic systems based on determination of biomarkers in cervicovaginal fluid (CVJ) can become convenient for application in clinical practice. The panel of CVJ proteins allows to make the exact characteristic of a condition of bodies of female reproductive system, including at neoplastic processes of a cervix of a uterus. The biomarkers identified in the CVJ can be used as informative tests to improve the accuracy of diagnosis of pathological changes in the cervix and to determine the risk criteria for the development of malignancy.

Visual organ injuries are still one of the main causes of blindness and occupational disability. Despite the good protection of the eyeball by the bone walls of the orbit and adnexa oculi, its injuries are 5–10 % of the total number of all damages in peacetime and about 20 % in wartime. Employees of the Department of Pharmaceutical Chemistry of Zaporizhzhia State Medical University (ZSMU) together with the specialists of the SPA “Farmatron” under the supervision of professor I. A. Mazur synthesized a new compound, called Angiolin. The aim of the research is to study the anti-inflammatory, wound-healing, reparative activity of the Angiolin eye drops action during a chemical burn of the cornea rabbits modeling. Materials and methods: The pharmacological efficacy of the prepared Angiolin eye drops in concentrations: 0.5 %, 1.0 %, 1.5 %, 2.0 % and 2.5 % has been studied. All studies were carried out on 40 eyes of 20 Chinchilla breed rabbits of both sexes weighing 2.1–3.5 kg. The chemical burn model was reproduced according to the Obenberger method using 10 % sodium hydroxide solution (application of8 mm blotting paper), exposure time 20 seconds, after preliminary installation anesthesia with 0.5 % Alcaine solution. Results. Based on experimental data, it can be noted that Angiolin eye drops in concentrations: 1.0 %, 1.5 %, 2.0 %, 2.5 % show almost the same pharmacological activity, and 1 % Angiolin eye drops were the most effective, that gives us the opportunity for further study. Conclusions. Angiolin eye drops exhibit high anti-inflammatory, wound healing, reparative activity in the treatment of eye burn. As a result of the study, it was found that 1 % of Angiolin eye drops turned out to be the most effective. The obtained results are an experimental rationale for further study of 1 % Angiolin eye drops.

Objective – to conduct a retrospective study on the prevalence of epilepsy and the use of antiepileptic drugs (AED) in the adult population of the Republic of Bashkortostan (RB) in 2013-2017.Materials and methods. The study was carried out by analyzing the data of annual reports by the neurology services of outpatient and inpatient medical institutions in cities and regions of the Republic of Bashkortostan. In addition, we used the results of clinical examinations of patients with confirmed epilepsy and the data from the Medical Information and Analytical Center (MIAC).Results. The prevalence of epilepsy in the RB in 2013-2017 was 291.7-325.8 cases per 100 000 population; the incidence of epilepsy was higher in the central and eastern regions of the Republic. The average age of these patients ranged from 30.5±1.3 years to 41.8±0.2 years. The men/ women ratio was 1.1/1.0. The incidence rate of symptomatic epilepsy ranged from 82.6% to 46.5%. Of AED, carbamazepine was used most often (47.4% of patients) followed by valproic acid (up to 32.9%). AED of the new generation (perampanel) were rarely used (2.4%).Discussion. According to the data for 2016, the prevalence of epilepsy (per 100 000 population) in the RB exceeded the average figure for Russia as a whole: 323.4 in the Republic of Bashkortostan and 255.4 in the Russian Federation. Patients of young age (up to 40 years old) prevailed; among those, men took some lead. According to the literature, the gender difference in the prevalence of epilepsy remains minimal. As for the etiology, symptomatic epilepsy was the predominant form, with an increased presence of cryptogenic and idiopathic epilepsy in 2016-17. The “basic” AED were largely used for the treatment. Conclusion. Studying the clinical and epidemiological characteristics of epilepsy is important for the systemic organization of specialized medical care and the improvement of life quality in patients with epilepsy.

Focusing on the historical works of the first Armenian historians and writers of V-VII centuries the issue scrutinizes the peculiarities and formula of the textual organization characteristic to the Armenian "Histories". The author concludes that the structures of the works under consideration draw upon somewhat common historical scenario implying the fate of the Armenian people’s instant dependance on their commitment to the Christianity. The author shows that the events of the Armenian late antique history gave grounds for developing of two different blueprints of the Armenian history: the worst-case and the optimistic ones.

Aim. To assess genetic variability of A H1N1 pan influenza virus (IV) in the course of the epidemic and to detect a set of human nucleotide polymorphisms responsible for a severe course of the disease. Material and methods. Extraction and purification ofviral genomic RNA from the nasopharyngeal smears and genomic human DNA from the leukocytic fraction of venous blood was made in 230 patients from Moscow, Moscow and Sverdlovsk Regions with severe acute respiratory virus infection (ARVI). A flu virus type was established in amplification reaction with on-line detection of the products with application of primers recommended by WHO. Genetic polymorphisms of A H1N1 pan IV and human genes were determined with minisequencing reaction followed by detection of the products of MALDI-time-of-flight mass-spectrometry. Nucleotide sequences of the complete genome were revealed for 15 isolates of A H1N1 pan IV. Results. A H1N1 IV was identified in 77 cases (46 were pandemic, 31 seasonal). Mutations causing genetically determined resistance to adamants (amantadin, rimantadin) were detected in all 46 samples of genomic RNA of A H1N1 pan IV. Mutation leading to oseltamivir (tamiflu) resistance was found in one sample. It is shown that a severe course of A H1N1 pan IV infection is associated with genotypes predisposing to development of thromboses, bronchopulmonary diseases and hypertention. Genetic tests for prognosis of a complicated course of the flu are proposed. The revealed full-genome sequences of the segments of genomic RNA of 15 A H1N1 pan influenza viruses are deposited in GenBank. Conclusion. We are the first in Russia to detect a mutant variant of A H1N1 pan IV resistant to oseltamivir. We describe a set of nucleotide polymorphisms which determine a complicated course of the flu in patients with identified A H1N1 pan IV.

Verhulst's logistic differential equation, popular in mathematical ecology, is used in modeling of population growth, neural networks, statistics, reaction models, Fermi distribution, modeling of tumor growth, etc. We used this function to characterize growth of commensal Escherichia coli isolates from gut microflora in Crohn's disease patients. The results of our investigations show differences in growth parameters of commensal E. coli, isolated from the gut microflora in Crohn's disease patients and healthy volunteers; it is most likely explained by the influence of chronic inflammatory processes on growth and reproduction of these bacteria. It has been established that the used mathematical model well characterizes growth of patients' gut E. coli isolates, and it can be important for the expedient probiotics' application during the disease.
